Three Palestinian Civilians, including 2 Brothers, Killed and Six Others, including 2 Children, Wounded by Israeli Occupation Forces Fire in West Bank

 Ref:147/2022Date: 29 November 2022Time: 12:00 GMT  Three Palestinian civilians, including 2 brothers, were killed and 6 others, including 2 children, were wounded by Israeli Occupation Forces (IOF)’s fire in the West Bank. The two brothers were killed today at dawn in Ramallah, while the third civilian succumbed to his injury yesterday evening in Hebron. Investigations conducted by the Palestinian Centre for Human Rights (PCHR) emphasize that opening fire by IOF in both incidents was without any justification or imminent threat or danger to Israeli soldiers’ lives: a pattern recurring over the past weeks. This proves IOF’s loose shooting standards against the Palestinians and that they shoot to kill and assassinate without any justification with full support of the highest military and political echelons in Israel.According to field investigations and an eyewitness’s testimony to PCHR’s fieldworker about the killing of two brothers in Ramallah, at approximately 04:30 on Tuesday, 29 November 2022, IOF moved into Kafr ‘Ein village, northwest of Ramallah, and stationed between residential houses amid fire of teargas canisters and stun grenades in the area. Meanwhile, a number of young Palestinians gathered and threw stones and Molotov Cocktails at Israeli military vehicles. Around half an hour later, one of the Palestinian young men tried to throw a Molotov Cocktail at the military vehicles, but the Molotov burnt his back, so he tried to escape taking only few steps. At that moment, the Israeli soldiers directly fired several bullets at him from a distance of 15 meters, and then fired several live bullets at another person, who tried to help the wounded, but he was wounded as well. The two persons wounded were taken via a civilian car to Salfit Governmental Hospital, where the first wounded was identified as ‘Abed al-Jawad ‘Abed al-Rahman ‘Abed al-Jawad al-Remawi (22), from Beit Rima village in Ramallah, who was shot with a live bullet in his pelvis from behind. Few minutes later, ‘Abed al-Jawad was pronounced dead succumbing to his serious injury. Also, it turned out that the second person wounded was ‘Abed al-Jawad’s brother, Daher (20), who was shot with two live bullets in his chest and neck and taken to Istishari Arab Hospital in Ramallah. At approximately 07:50, doctors pronounced him dead succumbing to his serious wound.According to PCHR’s investigations into the killing of a civilian in Hebron, at approximately 22:10, on Monday, 28 November 2022, IOF, backed by 4 military vehicles, moved into Beit Ummar village, north of Hebron, and stationed in the village center. Dozens of young men gathered and threw stones and Molotov Cocktails at the Israeli military vehicles amid violent clashes. Moments later, large Israeli reinforcements of about 20 military vehicles and a military bulldozer arrived and stationed in Al-‘Ein and Abu Hashem neighborhoods, where Israeli soldiers and Border Police forces deployed as foot patrols.  They randomly opened fire at the stone-throwers, wounding 6 persons, including 2 children, with bullets, noting that condition of one of the children was reported serious. At approximately 23:20, IOF opened fire at Mofeed Mohammad Mahmoud Akhlil (44) from a distance of 70 meters when the latter was standing near a shop. As a result, he was wounded with a live bullet in the back of his head and taken in critical condition via an ambulance to Al-Ahly Hospital in Hebron, where he was admitted to the Operating Room. On Tuesday at around 01:20, doctors announced his death succumbing to his critical injury. During their withdrawal from the village, one of the soldiers fired a teargas canister at a Honda Civic car parked in the area and belonging to Hikmat Yousuf Al-Allami, a researcher at Al-Haq Association, setting it on fire. The soldiers remained in place until it completely caught fire.PCHR reiterates its call upon the international community to take immediate action to end Israeli occupation’s crimes and double standards when it comes to international law and urges the ICC Prosecutor to act seriously with regard to the situation in Palestine.  PCHR also demands the High Contracting Parties to the Fourth Geneva Convention fulfil their obligations as per Common Article 1 of the Convention, “undertake to respect and to ensure respect for the present Convention in all circumstances,” and their obligations under Article 146 of the same Conventions, i.e., to hold accountable persons accused of committing grave breaches of the Convention.
