PCHR Calls for End of Political Arrests

The Palestinian Centre for Human Rights (PCHR) alarmingly follows up the arrests conducted by the Palestinian security services yesterday in Nablus due to altercations previously occurred between the mourners and the Palestinian security services in the funeral of a Palestinian killed by Israeli Occupation Forces (IOF) few days ago.

According to PCHR’s investigations, on Saturday, 11 March 2023, a joint force of Palestinian security services conducted an arrest campaign in Nablus targeting 18 persons accused of participating on Wednesday 08 March, in the funeral of ‘Abdul-Fattah Kharousha, who was killed by IOF a day before.

The Palestinian security services used force to disperse the mourners in Kharousha’s funeral last Wednesday as they fired teargas canisters at them to prevent them from moving towards the Martyrs Square in Nablus. As a result, the corpse wrapped in a Hamas green flag fell on the ground, but the mourners were able to carry it back and put it inside an ambulance, which took the body to the old ‘Askar refugee camp, Kharousha’s hometown.  The ambulance did not cross by the square, where the security officers were deployed, and managed to bury his body in the camp’s cemetery.

PCHR reiterates its call upon the Public Prosecutor to open a serious investigation into the attacks that accompanied Kharousha’s funeral, and:

  • emphasizes that freedom of opinion, expression, peaceful assembly, and political participation are rights guaranteed by the Palestinian Basic Law, according to Articles (19 and 26), and shall not be prejudiced under any pretext.
  • Reaffirms its condemnation of the arrests on political grounds and reminds of the ruling issued by the Palestinian Supreme Court of Justice on 20 February 1999, which considers political arrests illegal and that all executive authorities should respect the Court’s ruling and stop practicing the illegitimate political arrests.
  • Emphasizes that arrests are regulated by the Palestinian Basic Law and lie only within the authority of law enforcement officers represented by the civil police who directly receives orders from the Attorney-General.
  • Calls for the immediate release of all the political detainees and end of the political arrests policy.
