Field Update 07 February 2022 On Sunday, 06 February 2022, a Palestinian young man was killed after unknown gunmen opened fire at him in Bal’a village, north of Tulkarm. This incident falls under the state of proliferation of weapons and assault on the rule of law in the occupied Palestinian territory (oPt.)According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at approximately 20:30 on Sunday, unknown gunmen opened fire at ‘Abed al-Hameed Mahmoud ‘Abdul Qader Salama (39), from Bal’a village in northern Tulkarm, wounding him in the femoral artery in his leg. Salama was taken to the hospital, where he was announced dead upon arrival, and his corpse was referred to the Forensic Medicine for autopsy. The Palestinian police declared arrest of persons suspected of shooting, and the Public Prosecution opened an investigation into the crime.It should be noted that fire was opened at Salama 3 weeks ago, but the incident was indicted against unknown. Moreover, a year ago, someone opened fire at him, and the shooter was arrested, but hanged himself in jail.The incident grounds remain unclear as Tulkarm Police Chief, Brigadier General Mousa Yadak, stated that the Public Prosecution opened an investigation into the incident and the corpse was referred to the Forensic Medicine to identify the death causes.It should be noted that this is the second crime of its kind within less than a week in the West Bank as a Palestinian was killed in Zawata village in Nablus on 01 February.PCHR is deeply concerned over the recurrence of incidents of proliferation of weapons and denounces the use of firearms, which jeopardizes the right to life, rule of law and Palestinian civil peace.PCHR calls upon the Palestinian Authority to take all the serious measures to put an end to the state of proliferation of weapons, including promptly imposing the rule of law, in order to maintain civil peace in light of the lately spiking homicides.
