Date: January 13, 2001

Yesterday, Friday, January 12, 2001, Palestinian President Yasser Arafat ratified sentences to death, delivered by the Palestinian State Security Court, against two Palestinian citizens who were convicted of collaborating with Israel and providing information that enabled Israeli security services to arrest and assassinate a number of Palestinian activists in the past weeks.  This morning, the Palestinian National Authority executed these sentences.

On January 11, 2001, the Palestinian State Security Court sentenced Majdi Mohammed Ahmed Makkawi, 27 years old, from Rafah, to death by firing squads.  This sentence was executed this morning, at approximately 11:20 local time, in Gaza City.  On December 7, 2000, the Palestinian State Security Court sentenced A’llan Bani Oudeh, 24 years old, from Jenin, to death by hanging.  This sentence was executed this morning, at approximately 11:05 local time, but by firing squads rather than hanging.

In the face of the hideousness of war crimes and assassinations committed by the Israeli occupation forces, and in light of deep resentment of every Palestinian to know that some Palestinians are involved in providing the Israeli occupation forces with information that enables these forces to commit such crimes, PCHR asserts the following:

       1.         Necessary legal procedures must be taken by the Palestinian National Authority against those who are involved in collaboration with Israeli security services.

       2.         PCHR rejects the death penalty, which violates the right to live and does not constitute a deterrent against crimes.

       3.         PCHR rejects the work of the Palestinian State Security Court for its lack of standards that must be provided for fair trials.
