On Monday morning, unknown gunmen claiming they are members of the Internal
Security Service (ISS) kidnapped Abdul Hakim Moheisen, when he was standing in
front of his house in Beer al-Na’jah area in Jabalya refugee camp in the north
of the Gaza Strip. Moheisen was beaten
under the pretext that he possesses a pistol, but he was released later. This attack is part of state of misuse of
weapons and violation of the rule of law prevailing in the Occupied Palestinian
Territory (OPT).
According to investigations conducted by the Palestinian Center for
Human Rights (PCHR), at approximately 00:00 on Monday, four masked gunmen driving
green Mitsubishi Magnum kidnapped Abdul Hakim Mohammed Moheisen, 49. Moheisen is a retired employee of the General
Intelligence Service (GIS) since 2008. He is from al-Zahra quarter in Beer al-Na’jah area in the north of the
Gaza Strip. The gunmen masked Moheisen
and drove him on rough roads, during which, he was beaten by gun butts on his
head and throughout the body. At
approximately 01:15, on Monday, they dumped him into a land near Hamdounah
textile factory in the west of Beit Lahia town in the north of the Gaza
Strip. He was able to phone his
relatives, who came to the area and transported him to Shifa Hospital in Gaza
City to receive necessary medical treatment. In his testimony to PCHR, Moheisen said:
“… I saw a Magnum vehicle stopping in front of my house. A masked gunman went out of it and introduced
himself as a member of ISS. He told me that
they wanted to talk to me for five minutes. I invited them to my house, but they refused and asked me to get into
the vehicle. As soon as I got into the vehicle,
they started accusing me of the possession of a pistol that belongs to GIS, for
which I used to work before retirement, but I denied it. As a result, I was subjected to hard beating
by gun butts on the head and throughout the body. The car was driven on rough roads. They threw me out of the vehicle near a wall
and started beating me again. They kept
asking me about the pistol, but I was denying. They put me again into the vehicle, tied me to the back seat and
continued to beat me. Later, they dumped
me ino an open area near Hamdounah textile factory. I walked towards the factory and called my
family through a mobile phone of a worker in the factory. Yesterday, I called many officials of Hamas
and Fatah movements in northern Gaza, but they denied any relationship between
ISS and kidnapping me …”
PCHR strongly condemns this incident, which is part of the state of
misuse of weapons and violation of the rule of law prevailing in OPT. PCHR calls upon the Attorney General to open
a serious investigation into the incident and prosecute the perpetrators.
