Last Thursday, Raslan Hafez
Halabi (25), from Rojib village, east of Nablus, in the northern West Bank, was
killed over a familial dispute while he was in Beit Foreek village, east of the
city. This killing is part of the state of misuse of weapons and attacks on the
rule of law plaguing the Occupied Palestinian Territory (OPT).

According to investigations
conducted by the Palestinian Centre for Human Rights (PCHR), at approximately
19:00 on Thursday, 13 February 2014, an armed person in a civilian vehicle
opened fire at Raslan Halabi while he was in Beit Foreek village. As a result,
Halabi was wounded by gunshots to the head and chest and died at the scene. The
Palestinian police arrived shortly after and initiated an investigation.
According to police sources, the police arrested 2 suspects and seized the
instrument of the crime, including a pistol. The police added that the attack
was on the grounds of a familial dispute, as Halabi was convicted of committing
a crime against a civilian in Rojib village few years ago. Halabi was recently
released after he finished his sentence in December 2013 and moved to live in
Beit Foreek.

PCHR strongly condemns the use
of weapons in familial and personal disputes, which is part of the state of misuse
of weapons and attacks on the rule of law plaguing the OPT. PCHR also demands
the Attorney General to seriously investigate the crime and bring the
perpetrators to justice.
