Man Injured in Dispute in al-Shati’ Refugee Camp, west of Gaza

Medical sources said that on Sunday evening, 22 March 2015, a man
was injured seriously due to the use of firearms in a dispute that broke out between
two persons in al-Shati’ refugee camp, west of Gaza City.  This incident is part of the phenomenon of
misuse of weapons and breaches of the rule of law prevailing in the occupied
Palestinian territory (oPt).

According to investigations conducted by the Palestinian Centre for
Human Rights (PCHR), at approximately 22:00 on Sunday, 22 March 2015, a dispute
erupted between two persons in al-Shati’ refugee camp on traffic grounds.  The dispute developed into a hand fight when
a number of civilians intervened to stop them. 
A civilian shot in the air from his weapon in an attempt to stop the dispute,
but the bullet mistakenly hit Hazem Ragheb al-Durah (36), who was on his
balcony, to the head.  The wounded person
was taken to Shifa Hospital in the city, and medical sources said that his
condition is serious and he is still in the Intensive Care Unit (ICU).

Major Ayman al-Batninji, spokesperson of the Palestinian police in
Gaza, said that the police arrived at the scene immediately after the incident
took place, arrested five persons and opened an investigation into the
incident.

PCHR
condemns the use of firearms in family and personal disputes, and considers
this incident part of the phenomenon of the misuse of weapons and violations of
the rule of law in the oPt.  PCHR calls upon
the Attorney General to seriously investigate it and bring the perpetrator
before justice.
