Introduction

 

This report covers Israeli violations of human rights in the Occupied
Palestinian Territories (OPT) from July 5-11, 2001. This week, the Israeli occupation forces
continued their attacks against Palestinian civilians and their property. 
 
During the week, Israeli occupation forces escalated the policy of
house demolition. In less than 24 hours,
they demolished 44 Palestinian houses in Rafah and Shu’fat refugee camps,
leaving more than 70 families, comprising more than 470 people, homeless.
 
Israeli occupation forces also used excessive force against Palestinian
civilians this week when no threat was posed to the lives of Israeli
soldiers. Three Palestinians were
killed. On Thursday, July 5, 2001,
Israeli occupation soldiers shot dead Nasser Lutfi ‘Aabed, 39, from Al-Bireh,
with an explosive live bullet in the chest, while he was going to practice
sports. On Saturday, July 7, 2001,
Israeli occupation soldiers positioned at the Egyptian border Egypt south of
Rafah, shot dead an 11-year-old child, Khalil Ibrahim El-Mughrabi, with a heavy
caliber bullet in the head, while he was playing with kites with some
children. On Wednesday, July 11, 2001,
Israeli occupation soldiers chased a car in which a number of Palestinian
female laborers were travelling. They
shot dead Rasmia Joudeh Subeih Jabarin, 38, from Al-Zhahereya village near
Hebron, with a live bullet in the head.

 

This week, three Palestinian civilians died after
Israeli occupation forces obstructed their evacuation to hospital under the total
internal and external closure imposed on the Occupied Palestinian Territories.[1]
Among the victims was an infant who died instantly after his mother, Ferial
Mahmoud Younis Du’eis, 27, from Al-Malha village east of Tubas, was forced to
deliver him at an Israeli military roadblock. The other two victims were: Mohammed Hassan Khalifa, 55, from Faqqou’a
village near Jenin, and ‘Abdel-Rahman Sa’id Haj Mohammed, 50, from Beit Fourik
village near Nablus.



 

 

1. Shooting at Palestinian
Civilians

 

Thursday,
July 5, 2001

 

In the evening, Israeli occupation soldiers willfully
killed a Palestinian civilian and wounded four in Al-Bireh. No clashes were reported at the time. At approximately 18:30 local time, Nasser
Lutfi ‘Aabed, 39, from Al-Bireh, wearing a training suit, was on his way to the
Hashimite school east of Al-Bireh where he practiced sports. When he was approximately 50m away from the
gate of the school, Israeli soldiers in a jeep traveling in the vicinity of
“Psagot” settlement east of Al-Bireh opened fire and shot him dead with an
explosive live bullet in the chest.

 

In the same incident, four Palestinian laborers from
Burqa village near Nablus, who were inside an old === near a housing project
they worked at, were wounded:

1) Mu’ayyad Khaled Far’ounia, 17, seriously wounded by
an explosive live bullet in the abdomen that cut the stomach, the liver and the
spleen, and by shrapnel from live bullets in the left leg;

2) Tamer As’ad Mohammed Sa’id Salah, 17, wounded by a
live bullet in the abdomen, and by shrapnel from live bullets in the left hand,
the ear and the neck;

3) Husni Ahmed Yassin, 42, wounded by shrapnel from live
bullets in the right hand; and

4) ‘Emad Seif, 42, wounded by shrapnel from live bullets
in the back.

 

Friday,
July 6, 2001

 

At
approximately 12:40 local time, Israeli occupation soldiers fired at a number
of Palestinian civilians who were demonstrating at Al-Shallala Street in
Hebron, wounding Sharif ‘Omar Qannibi, 21, with a live bullet that entered the
pelvis and exited through his back after having hit the vertebral column. According to medical sources at Al-Ahli
Hospital in Hebron, Qannibi is in a serious condition, and his wound may lead
to a permanent disability.

 

After
the Friday prayer, clashes erupted in the same area again. Israeli occupation soldiers fired at
Palestinian demonstrators, wounding four and also a journalist who was covering
the clashes, as follows:

1) ‘Alla’ Hamed El-Tawil, 16,
wounded by a live bullet in the right leg and by shrapnel from a live bullet in
the chest;

2) Mohammed Daoud El-Qawasmi,
11, wounded by a rubber-coated metal bullet in the head;

3) Shaher Mohammed El-Tawil,
17, wounded by shrapnel from a live bullet in the right shoulder;

4) Fadi Mohammed Abu Rajab,
14, wounded by shrapnel from a live bullet in the right leg;

5) Lu’ai ‘Abdel-Salam Abu
Haikal, 25, a Reuters cameraman, wounded by a rubber-coated metal bullet in the
right thigh.

 

In the afternoon, dozens
of Palestinian children demonstrated east of Gaza City. Israeli occupation soldiers, positioned at
the entrance to a settlement road south of Al-Mentar (Karni) Outlet, opened
fire on demonstrators, wounding:

1) Mohammed Salem El-Hattab,
13, from Al-Shojaeya neighborhood in Gaza City, with a live bullet in the left
thigh;

2) Madhi Ahmed Madhi, 13,
from Al-Zaytoun neighborhood in Gaza City, with a live bullet in the left leg.

 

Saturday, July 7, 2001

 

In the evening, Israeli occupation soldiers shot dead
an 11-year-old child, Khalil Ibrahim El-Mughrabi, from Rafah, with a heavy
caliber bullet in the head. Two other
children were also wounded. According to
PCHR’s investigations and eyewitnesses’ testimonies, at approximately 20:00
local time, a number of Palestinian children were playing near their houses
adjacent to the border with Egypt in Rafah, when they were fired upon by Israeli
occupation soldiers positioned at an observation tower in Tal Zo’rob area. Israeli soldiers did not resort to less
lethal means to direct the children away from the border, even though the
distance between the children and the observation tower was approximately
1,000m.

 

According to eyewitnesses, the area did not witness
any clashes at all and children were playing near the border, some were playing
with kites. In his testimony to PCHR, a
15-year-old child said:

“At approximately 20:00
(local time), I was with dozens of children in an area between Yebna refugee
camp and Al-Sh’out area in Rafah. Some
children were talking with Egyptian soldiers on the other side of the border,
and others were playing with kites. Khalil El-Mughrabi was looking at the children who were playing with
kites. Then, a kite fell down on the
Egyptian side of the border. I moved
closer to the border and talked to an Egyptian soldier. Suddenly, Israeli occupation soldiers fired
at us without any prior warning. El-Mughrabi and two other children were wounded and were evacuated to
hospital in a civilian car.”

 

According to medical sources at Martyr Mohammed
Yousef Al-Najjar Hospital in Rafah, the child El-Mughrabi died from a wound
sustained by a heavy caliber bullet in the head, approximately 15 minutes after
he had been brought to hospital. The
other wounded were:

1) Ibrahim Kamel Abu Sousein, 10, wounded by a heavy
caliber bullet in the abdomen and was transferred to Nasser Hospital in Khan
Yunis for he was in serious condition; and

2) Suleiman Turki Abu Rijal, 13, seriously wounded by a
heavy caliber bullet in the testicles.

 

At approximately 04:00 local time, Israeli occupation
soldiers, reinforced with tanks and armored vehicles, moved into Nabi Saleh
village northwest of Ramallah. They
occupied a house owned by ‘Abdel-Majid El-Tamimi, 56, and closed its windows
with sand bags, apparently to transform it into a military site. A number of Palestinian villagers clashed
with the Israeli occupation forces, who fired sound bombs and tear gas
canisters and also beat several civilians. As a result, 27 Palestinian civilians, mostly women, were injured with
shrapnel or suffered from bruises and tear gas inhalation.

 

Sunday,
July 8, 2001

 

At approximately 18:00 local time, Israeli occupation
soldiers, positioned near Salah El-Din Gate on the border with Egypt south of
Rafah, fired at Mahmoud Khalil Ibrahim El-Hindi, 17, from Khan Yunis, wounding
him with a live bullet in the right foot. According to PCHR’s investigations, El-Hindi was passing near the border
to visit a relative, and he was wounded; the area did not witness any clashes.

 

Monday, July 9, 2001

 

At approximately 18:30 local time, Israeli occupation
soldiers positioned at a military observation tower at the border with Egypt
adjacent to Block “O” area in Rafah, fired at a number of Palestinian children
who were playing approximately 100 away from the border. An 11-year-old, deaf and dumb child, Mohammed
Fu’ad Abu El-S’oud, was wounded by a live bullet in the right foot. There has been a consistent pattern of
Israeli soldiers firing at anyone who approaches the border; if there are no
people there, the soldiers have often reportedly fired at houses and even birds
perched on roofs, causing severe damage to water tanks and killing birds.

 

At approximately 19:00
local time, Israeli occupation soldiers in Nabi Saleh village northwest of
Ramallah fired at Mahmoud ‘Ali El-Tamimi, 36, wounding him with a live bullet
in the left thigh. The soldiers opened fire
from the house of ‘Abdel-Majid El-Tamimi, which they had occupied the previous
day. El-Tamimi was on his way from his
house to his brother’s house. When he
was 3m away from the occupied house, Israeli occupation soldiers fired at him
without warning and seemingly without due cause. He was evacuated to a clinic in Salfit town
and subsequently transferred to Ramallah Hospital.

 

Also at approximately
19:00 local time, two military jeeps of the Israeli occupation forces moved
into Sabastia village northwest of Nablus and searched a number of Palestinian
houses. When they left the village, the
soldiers fired rubber-coated metal bullets at a 14-year-old child, Amjad ‘Adli
Musleh, wounding him in the head.

 

Wednesday, July 11, 2001

 

At approximately 07:00
local time, Israeli troops of “the border guard” chased a car with Israeli
licence plates carrying Palestinian female labourers who were traveling from
Al-Zhahereya (a village south of Hebron) towards Ber El-Saba’ in Israel. After pursuing the car for several kilometers
inside the “green line,” Israeli soldiers opened fire and killed one of the
labourers, Rasmia Joudeh Subeih Jabarin, 38, with a live bullet to the
head. Another laborer said that she and
9 other laborers departed at 07:00 local time in an Israeli car for their work
at a meat canning factory in Ber El-Saba’. When the car took a side road to avoid an Israeli military roadblock at
Al-Zhahereya village, a military jeep of the Israeli “border guard” gave chase
and subsequently opened fire, killing Jabarin. When Israeli troops were certain that one of the car’s occupants was
shot, they stopped chasing the car and left the area, without having offered
any assistance to the Palestinian labourers. Jabarin, who was divorced, leaves behind a 13-year-old child.  Her killing raises the number of Palestinian
females killed by Israeli occupation forces since the start of Al-Aqsa Intifada
to 15.

 

2. Three Children Injured by
an Explosion of a Suspicious Object

 

On Thursday, July 5, 2001, at approximately 10:00
local time, a suspicious object left by Israeli occupation forces exploded in
Rafah, injuring three children:

1) Mahmoud Hitler Abu Lebda, 10, injured by shrapnel
throughout the body;

2) Mahmoud ‘Aa’ed Abu Lebda, 12, injured by shrapnel
throughout the body and suffered from a fracture in the lower jaw and a
compound fracture in the left leg; and

3) Ahmed ‘Aa’ed Ahmed Abu Lebda, 10, injured by shrapnel
below the left armpit.

 

According to PCHR’s investigations, the three
children discovered a cylindrical, white object 50cm long near houses adjacent
to Salah El-Din Gate in Rafah on the Egyptian border that had been demolished
by Israeli occupation forces last February. One of the children carried the object and took it along with his cousins
to their homes. While the child was
playing with the object, it fell and exploded.

 

 

3. Palestinian Houses
Demolished in Rafah and Shu’fat Refugee Camps

 

On Monday morning, July 9, 2001, Israeli occupation
forces moved into the eastern part of Shu’fat refugee camp in Jerusalem and
demolished 15 Palestinian houses, leaving more than 120 people homeless. On the same day, at midnight, Israeli
occupation forces stormed Rafah refugee camp and Al-Barazil neighborhood in the
Gaza strip and demolished 29 Palestinian houses. As a result of this escalation, 56
Palestinian families, comprising a total of 470 people, were rendered homeless
in Rafah and Jerusalem

 

At approximately 07:00 local time, Israeli occupation
forces imposed a strict siege on the eastern part of Shu’fat refugee camp in
Jerusalem and began demolishing Palestinian houses which were approximately
200m east of “Pisgat Ziev” settlement. This action came less than 24 hours after the Israeli occupation
authorities, as a preliminary step towards carrying out the demolition, warned
25 Palestinian families in Shu’fat refugee camp to cease construction of their
houses, claiming that these houses had no building licenses. The demolition was part of a systematic
policy adopted by Israeli occupation forces since 1967 of oppressing and
expelling Palestinians from Jerusalem. Israeli occupation forces routinely claim that Palestinian houses are
built without permission as a pretext for such demolitions. Yet it is almost impossible for Palestinians
to obtain building permits under the criteria set by Israeli occupation forces.

 

The houses that were
demolished, owned by 16 Palestinian families comprising more than 170 people,

At midnight, Israeli occupation forces moved into the
border area in Rafah. They demolished 29
Palestinian houses without any prior warning, leaving about 50 Palestinian
families, comprising more than 300 people, homeless.

 

According to PCHR’s investigation, Israeli occupation
forces, reinforced with 11 tanks and 4 bulldozers, penetrated 100-200m into
Block “O” area at approximately 00:00 local time. The area, in Rafah refugee camp and near
Salah El-Din Gate on the Egyptian border, is under the full control of the
Palestinian National Authority. At the
same time, Israeli occupation forces broke into Al-Barazil neighborhood,
approximately 500m east of Block “O” area.

 

PCHR’s field officers reported that the encroachment
lasted up to 04:00 local time on Monday, during which time the Israeli
occupation forces completely demolished 18 houses and partially damaged one
more, leaving 31 families, comprising more than 200 people, homeless. Israeli forces fired dozens of artillery
shells and heavy- and medium-caliber bullets at Palestinian homes in the area,
wounding six people. They were evacuated
to Martyr Mohammed Yousef Al-Najjar Hospital in Rafah.

 

Panicked, residents had to abandon their homes with
no opportunity to salvage furniture or personal belongings. The Israeli occupation forces destroyed the

Four Palestinian civilians were among those wounded
by the Israeli occupation forces:

1) Ra’ed Jamal Bahloul, 26, wounded by a live bullet in
the right leg;

2) Jamal Mohammed Abu Taha, 30, wounded by a live bullet
in the left arm;

3) Akram Harb ‘Aashour, 37, wounded by shrapnel in the
right arm and the chest; and

4) Yasser Mahmoud El-Khatib, wounded by shrapnel in the
arms.

 

4. Shelling of Residential
Areas, Land Leveling and House Demolition

 

Thursday, July 5, 2001

 

At approximately 17:00 local time, Israeli occupation
forces, positioned at the border east of Beit Hanoun, opened fire on
Palestinian farms adjacent to the border. PCHR’s field officer in the northern Gaza Strip reported that farmers
were forced to seek shelter behind sand barricades. According to a Palestinian farmer, this
phenomenon takes place daily, especially in the evening. Israeli soldiers also fired sound bombs,
terrifying Palestinians in the area.

 

Friday, July 6, 2001

 

At approximately 06:00
local time, Israeli occupation forces positioned at a military site northwest
of Beit Lahia fired an artillery shell at a patch of Palestinian agricultural
land southwest of “Dogit” settlement. A
Palestinian farmer, Mahmoud ‘Omar Ma’rouf, 45, from Beit Lahia, was injured by
shrapnel throughout the body. PCHR’s
field officer in the northern Gaza Strip reported that Ma’rouf was farming his
land, approximately 1,000m away from the Israeli military site.

 

At approximately 23:00
local time, Israeli occupation forces positioned in the vicinity of “Neve
Dekalim” settlement west of Khan Yunis, fired heavy and medium caliber bullets
at Palestinian houses and a cemetery west of Al-Nemsawi (Austrian)
neighborhood. The walls of building 9 of
the Al-Nemsawi housing project, the walls of a mosque, and the cemetery were
damaged.

 

Saturday, July 7, 2001

 

At approximately 09:00
local time, Israeli occupation forces positioned in “Ramat Yishai” settlement
in Tal Al-Rumeida neighborhood in Hebron, fired heavy and medium caliber
bullets for over an hour at Palestinian houses in Al-Sheikh and Al-Zahed
neighborhoods in the city. As a result,
5-year-old ‘Eissa Mohammed Shehadeh El-Juneidi was injured by shrapnel in the
head while standing at the door of his family’s house in Al-Sheikh
neighborhood. Additionally, a number of
Palestinian houses and civilian cars were severely damaged.

 

At approximately 00:00 local
time, Israeli occupation forces near “Neve Dekalim” settlement and Al-Tuffah
roadblock west of Khan Yunis fired artillery shells and live bullets at
Palestinian houses in the western part of Khan Yunis refugee camp. A number of houses were partially
damaged. Furthermore, three Palestinian
civilians were injured:

1) Mohammed Majed Abu
Sahloul, 14, injured by shrapnel in the left upper arm;

2) Suleiman Mohammed Abu
Sahloul, 17, injured by shrapnel in the right thigh; and

3) Majdi Majed Abu Saahloul,
17, injured by shrapnel in the right hand.

 

Sunday, July 8, 2001

 

At approximately 02:00
local time, Israeli occupation forces near “Gani Tal” settlement northwest of
Khan Yunis opened fire on Palestinian houses in the Al-Amal neighborhood, west
of Khan Yunis. PCHR’s field officer in
Khan Yunis reported that there were no clashes nor or exchanges of fire in the
area. Two Palestinian civilians were
injured while inside their houses:

1) Hussein Ahmed Abu Ghali,
26, injured by a live bullet in the left foot; and

2) Bahjat Ahmed Hammouda, 24,
injured by a live bullet in the left foot.

 

Tuesday, July 10, 2001

 

At approximately 20:30
local time, Israeli occupation forces positioned in “Psagot” settlement east of
Al-Bireh fired heavy and medium caliber bullets at a site of the Palestinian
National Security Forces. The attack,
which lasted sporadically for 30 minutes, resulted in the injury of Ahmed Nemer
Ahmed ‘Oudeh Ya’qoub, 42, a poet and a journalist from Bitounia, with a live
bullet that entered his right side and exited the left side. Ya’qoub was injured while he was at his work
in the Palestinian Poetry House, approximately 500m away from the Israeli
occupation forces, when a live bullet penetrated the window of his office and
hit him.

 

5. Three Palestinian
Civilians Die Under the Siege

 

The Israeli occupation forces have continued to
impose a total siege on the Occupied Palestinian Territories. They have closed off all main and branch
roads and obstructed passage through border crossings. This week, three
Palestinian civilians, including a 4-day-old infant, died after the Israeli
occupation forces had prevented their evacuation to hospital. 

 

Monday, July 9, 2001

 

At approximately 21:00 local time, Saleh
‘Abdel-Rahman Sa’id Haj Mohammed, 50, from Beit Fourik village near Nablus,
died while on his way to the National Hospital in Nablus. His evacuation to hospital was obstructed by
Israeli occupation soldiers positioned at a military roadblock at the entrance
to the village. PCHR was informed that
at approximately 20:00 local time, Haj Mohammed had difficulties in
breathing. His family took him in a taxi
towards a hospital in Nablus. When they
arrived at an Israeli military roadblock at the entrance to Beit Fourik
village, they were denied passage. After
15 minutes of argumentation, Israeli soldiers allowed their passage. Nevertheless, Haj Mohammed died shortly after
he arrived at the National Hospital in Nablus. Automobile travel between the village and Nablus takes only ten minutes
under normal circumstances.

At approximately 08:25 local time, Mohammed Hassan
Khalifa, 55, from Faqou’a village east of Jenin, died after Israeli occupation
soldiers, positioned at a military roadblock east of Jenin, obstructed his
passage to hospital despite the fact that he was in critical condition. PCHR was informed that in the morning,
Khalifa had symptoms of illness in the chest. He immediately took a taxi,
driven by Mohammed ‘Abdel-Rahman Salah, 28, from his village to Jenin
Hospital. When the taxi arrived at a
military roadblock on the road to Jenin, the taxi driver informed Israeli
occupation soldiers that he was carrying a person in critical condition, but
was nevertheless denied passage. The
taxi driver attempted an alternate route, an unpaved and sandy road on which
the taxi could not travel. The two
called an ambulance of the Palestine Red Crescent Society. The ambulance arrived at approximately 08:25
local time, but Khalifa had already died. Normally, traveling between Faqou’a village and Jenin takes only ten
minutes.

 

At approximately 12:30
local time, Ferial Mahmoud Younis Du’eis, 27, from Al-Malha village east of
Tubas, was forced to give birth to her child at a military roadblock near the
Israeli “Tsheva” military site. Shortly
afterwards, the infant died. In the
morning, Du’eis traveled with her husaband in a taxi towards Shifa’ Hospital in
Tubas. At approximately 11:00 local
time, they arrived at the aforementioned roadblock, but Israeli occupation
soldiers denied them passage. At
approximately 12:30 local time, Du’eis delivered her child inside the taxi.
Israeli soldiers then finally allowed the taxi to proceed, but the infant died
before they arrived at hospital. Normally, traveling between Al-Malha village and Tubas takes only 20
minutes.

 

 

6. Land Leveling

 

On Saturday, July 7, 2001,
at approximately 23:00 local time, Israeli occupation forces started to raze
areas of Palestinian agricultural land north of “Netzarim” settlement south of
Gaza City. This action lasted up to the
morning of the following day, during which they:

1) razed a 15-donum area of
agricultural land planted with grapes, figs and pomegranates, owned by Mohammed
‘Abdel-Rahman Badawi; and

2) razed a 10-donum area of
agricultural land planted with grapes, figs and vegetables, owned by Rashad
Salem Badawi and Zeidan and Zuhdi ‘Ali El-Za’bout, and destroyed an
agricultural pool and a store of agricultural tools.

 

7. Other Attacks and Arrests
by the Israeli Occupation Forces

 

Friday, July 6, 2001

 

Israeli occupation forces arrested Fadi Mahmoud
Saleh ‘Abdel-Rahman, 21, a student from Nour Sahms refugee camp in Tulkarm, at
Al-Karama Border Crossing, when he was on his way back to the West Bank from
Jordan.

 

Israeli occupation forces also arrested Mohammed
Ahmed Mohammed Doula, 31, from Al-Zaytoun neighborhood in Gaza City, at Rafah
Border Crossing, while he was on his way back to the Gaza Strip from
Egypt. Doula was accompanying his sick
wife who had received medical treatment in Egypt.

 

Saturday, July 7, 2001

 

Early in the morning, the
Israeli occupation forces moved into Seilat Al-Zhaher village near Jenin and
arrested Bahjat Mohammed ‘Abdel-Rahim Abu ‘Ali, 28, at his house.

 

Also in the morning,
Israeli occupation soldiers positioned at the entrance to Jit village near
Qalqilya arrested Biha’ Mustafa Yamin, 21, a student at An-Najah National
University in Nablus, while he was traveling from his village to his
university.

 

Sunday, July 8, 2001

 

At approximately 09:00 local time, an undercover
unit of the Israeli occupation forces kidnapped Ayyoub Fu’ad Ayyoub
El-Sha’rawi, 39, from a Palestinian-controlled area in Hebron. El-Sha’rawi was driving his car, accompanied
by his wife and three children, when a civilian car intercepted him
approximately 100m away from his house in the Al-Rama neighborhood in
Hebron. Armed agents in civilian
clothing broke the windows of the car,
terrifying the wife and children, and arrested El-Sha’rawi at gunpoint. Soon, a number of Israeli occupation soldiers
arrived at the area to support the undercover unit. All of them then withdrew from the area,
which is approximately 500m away from areas under control of the Israeli
occupation forces.

 

Also at approximately 09:00 local time, Israeli
occupation forces arrested Samih Mohammed ‘Abdel-Hamid El-Tamimi, 35, from Nabi
Saleh village northwest of Ramallah. El-Tamimi was arrested after he had protested the seizure of
‘Abdel-Majid El-Tamimi’s house.[2]

 

At approximately 10:00 local time, Israeli
occupation soldiers positioned at the junction of Jaba’ village southeast of
Jenin, stopped Ziad Khalil ‘Aalem ‘Alawneh, 26, from Jaba’ village, and forced
him at gunpoint to set fire to a tire after they had poured a large amount of
flammable petrol on it. As a result, he
received moderate burns in the face and the right hand.

 

At approximately 11:30 local time, Israeli
occupation soldiers positioned at a military roadblock near a junction in Deir
Estia village northwest of Salfit, arrested three Palestinians, including a
woman. PCHR was informed that Israeli
occupation soldiers intercepted a Palestinian taxi en route from Qalaqilya to
Ramallah. They arrested Ahmed Mohammed
El-Ra’ei, 42, from Qalqilya, his wife Nuha Mousa Madhi Nazzal, 30, and the taxi
driver Wajih Sa’id Sabri, 43, and took them to an unknown destination.

 

 

 

8. Attacks by Settlers
against Palestinian Civilians

 

Thursday, July 5, 2001

 

At approximately 18:00 local time, Jamil
‘Abdel-Karim Mohammed, from Marda village north of Salfit, was injured when
settlers threw stones at his car at the western entrance to the village. He was evacuated to Rafidya Hospital in
Nablus, where medical sources stated that an artery in his hand was cut.

 

Sunday, July 8, 2001

 

At approximately 02:30 local time, settlers from
“Kiryat Arba” settlement east of Hebron set fire to a Palestinian civilian car,
a 1987 Renault 5 owned by Shukri Mohammed Jaber, from Al-Kassara neighborhood
in Hebron. PCHR learnt that a number of
settlers who were inside the aforementioned settlement threw stones at
Palestinians who tried to put out the fire. They also threw stones at a number of Palestinian houses.

PCHR calls upon the international community:

 

1) To provide international protection for the
Palestinian people in the Occupied Palestinian Territories immediately;

2) To ensure that the ICRC enhances its presence,
expands its activities and intensifies its field observations throughout the
Occupied Palestinian Territories;

3) To ensure that the High Contracting Parties to the
Fourth Geneva Convention of 1949 reconvene in order to take effective measures
to protect Palestinian civilians in the Occupied Palestinian Territories;

4) To prosecute those believed to have committed war
crimes before international courts;

5) To ensure that the European Union activates Article 2
of the Euro-Israeli Association Agreement, which provides that Israel must
respect human rights;

6) To ensure that the UN High Commissioner for Human
Rights visit the Occupied Palestinian Territories and that the Resolution
adopted by the UN High Commission on Human Rights in April 2001 be implemented;

7) To provide humanitarian and medical assistance for the Palestinian
people, whose living conditions are increasingly deteriorating as a result of
the continued siege imposed by the Israeli occupation forces on the entire
occupied Palestinian territories.
