Continued Israeli
Violations in the OPT

 

· 18 Palestinian civilians, including two children and
a woman, killed by Israeli occupying forces

 

· 5 extra-judicial assassinations by the Israeli
military

 

· Israeli occupying forces launched a wide scale
retaliatory campaign against families of Palestinians who carried out armed
attacks against Israeli targets

 

· Continued Israeli incursions into Palestinian areas,
resulted in destruction of public and private property, and the arrest of many
Palestinians

 

· Continued strict siege on the OPT and the division of
the Gaza Strip into four separate zones

 

Introduction

 

The
report prepared by the UN Secretary General on the Occupied Palestinian
Territories issued on 1 August 2002 neglected facts and evidence provided by local
and international human rights organizations regarding grave breaches and war
crimes perpetrated by Israeli occupying forces in the OPT, especially those in
Jenin and the old town of Nablus in March and April 2002. Israel has thus
committed additional war crimes against Palestinian civilians and their
property.

 

This week, Israeli occupying forces have continued
their full-scale offensive in the Occupied Palestinian Territories (OPT),
killing more Palestinians and destroying public and private property. They committed five new assassinations, in
which nine Palestinians were killed. This week, 18 Palestinian civilians, including two children and an old
woman, were killed by Israeli occupying forces. 

 

In a continuation of the policy of assassination and
extra-judicial killing officially adopted by the Israeli government against
Palestinian activists and militants, this week Israeli occupying forces
committed five assassinations. On
Friday, 2 August, Israeli occupying forces assassinated a Palestinian in Salem
village, east of Nablus. On Sunday, 5
August, Israeli occupying forces assassinated two Palestinians in Burqa
village, northwest of Nablus. On the
following day, Israeli occupying forces assassinated two Palestinians in
Nablus. On Wednesday, 7 August, Israeli
occupying forces assassinated a Palestinian activist and two passing civilians
in Tulkarm. On the same day, Israeli
occupying forces assassinated a Palestinian in Khan Yunis. 

 

In violation of the international law and
humanitarian law which prohibit collective punishment, Israeli occupying forces
took retaliatory measures against families of Palestinians who have carried
attacks against Israeli targets both inside the Green Line and in the OPT. On 1 August, the Israeli
Attorney General Elyakim Rubinstein told the Israeli General Security Service that Israeli authorities could deport to the Gaza Strip
relatives of
Palestinians who carried out attacks against Israeli
targets
. He also permitted the demolition of some of
those relatives’ homes. Immediately, the
Israeli cabinet for political and security issues decided to expel
family members of
Palestinians who participated in armed attacks against Israeli targets to the
Gaza Strip and to demolish their homes. Soon, Israeli occupying forces demolished and destroyed 14 homes and
arrested some members of these families. 

 

Israeli occupying forces have maintained military
control over most of the West Bank and have imposed curfews, which are lifted
for approximately 3 hours each day. They
raided houses and arrested hundreds of Palestinians. 

 

This week, Israeli occupying forces shelled
Palestinian residential areas, killing a child and a woman in al-Qarara
village, north of Khan Yunis. 

 

Israeli occupying forces encroached into Palestinian
areas in the Gaza Strip, specifically in Beit Lahia, Rafah and al-Qarara. They destroyed three Palestinian houses and a
number of civilian facilities, especially in Rafah and Beit Lahia. They also arrested many Palestinians in
al-Qarara and Beit Lahia.  On 5 August,
Israeli combat helicopters shelled a workshop in Gaza, completely destroying
it, damaging three other workshops and wounding four Palestinian
civilians. 

 

Israeli occupying forces have maintained the total
siege imposed on the OPT, collectively punishing Palestinian people. Israeli
forces have partitioned Palestinian areas, transforming them into cantons,
violating Palestinian civilians’ economic, social and cultural rights.
Thousands of Palestinians continue to be subjected to a tight military curfew
imposed by Israeli occupying forces. In the Gaza Strip, on 5 August, Israeli
occupying forces closed Salah al-Din Street, northeast of Rafah, isolating
around 160,000 Palestinians living in the town from the rest of the Gaza Strip. As a result of this closure, working at Sofa
crossing east of the town and Rafah Terminal south of the town was
obstructed. 

 

This report covers Israeli violations against
Palestinian civilians in the OPT during the period 1-7 August 2002.

 

 

 New Assassinations

 

In a continuation of the assassination policy
officially adopted by the Israeli government, this week Israeli occupying
forces committed five assassinations, killing nine Palestinians in Nablus,
Tulkarm and Khan Yunis. 

 

At approximately 02:30, Israeli occupying forces
invaded Salem village, east of Nablus, and surrounded a number of houses. Approximately 15 minutes later, they raided
the house of Rida Eshtayeh and forced him to leave the house and accompany them
towards the house of Amjad ‘Abdul Hadi Jbour, 35, a Hamas activist. They forced him to enter Jobour’s house and
ordered him to get out with his hands over his head and without clothes
covering the upper part of the body. According to an eyewitness, Jbour left the house unarmed and with his
hands over his head. Israeli soldiers
took him approximately 40m away from the house. At approximately 03:25, Israeli soldiers turned off their military
vehicle lights and repeated shooting was soon heard. According to the eyewitness, she looked
through her window to see what had happened. She saw a person on the ground. Then, Israeli forces left the area. Ten minutes later, the eyewitness’ husband exited to see what
happened. He found Jbour’s body on the
ground. He two lbullets in the neck and
the chest. Israeli occupying forces at
entrances of Nablus prevented the evacuation of the body to hospitals of the
city. 

 

At approximately 23:00 on Sunday, 5 August, while a
number of activists of the Intifada were inside the house of Mohammed Rida
Khalil Far’ounia, 38, in Burqa village, northwest of Nablus, Israeli occupying
forces invaded the village, and surrounded the house. One of the activists, Khaled ‘Abdul ‘Aziz
Seif, 41, received a phone call on his mobile phone. When he went to the balcony to receive the
call, Israeli soldiers shot him dead with several bullets striking his
head. Far’ounia went out to
investigate. Soon, Israeli soldiers
fired at him, wounding him with three live bullets in the abdomen and the
chest. His brother Mahmoud then went to
the balcony, and saw his brother bleeding. He tried to offer him help, but Israeli soldiers forced him to move
way. Far’ounia bled to death. According to eyewitnesses, Israeli soldiers
left Far’ounia bledding for 19 minutes without allowing anyone to offer medical
attention. Seif was a member of al-Aqsa
Martyrs Brigade and Far’ounia was a member of the Palestinian People
Party. Upon their withdrawal from the
village, Israeli occupying forces also arrested four Palestinians. 

 

At approximately 00:30 on Monday, 5 August, two
Israeli combat helicopters launched two missiles at a wooded area east of Jaba’
village, south pf Jenin. Then, Israeli
occupying forces searched and opened fire at the area. When the helicopters moved away, residents of
the area hurried to check whether there were casualties as a result of the
Israeli attack. They found bodies of two
young men. Immediately, they called for
an ambulance of Palestine Red Crescent Society, which evacuated the two bodies
to a hospital in Jenin. Later, the two
young men were identified as:

 

1. ‘Ali Mohammed Ahmed al-‘Ajouri, 23, from ‘Askar
refugee camp, killed by shrapnel in the upper part of the body; and

2. Murad Suleiman Zuhdi Marshud, 21, from Balata refugee
camp, killed by shrapnel in the face and the neck, and four heavy caliber
bullets in the shoulders. 

The two young men were wanted by Israeli occupying
forces for their resistance activities. Al-‘Ajouri’s sister, Intissar, 34, was arrested by Israeli occupying
forces on 6 June 2002, and on 19 July, his father and three brothers were also
arrested. One of the brothers, Kifah,
26, was deported by Israeli occupying forces to the Gaza Strip. On Sunday, 4 August, the Israeli General
Security Service demanded the Israeli Attorney General to allow the deportation
of his sister also to the Gaza Strip. 

 

At approximately 09:00 on Wednesday, 7 August, an
undercover unit of Israeli occupying forces stole into Tulkarm in two trucks
that had Palestinian registration numbers, when the curfew imposed on the town
was temporarily lifted. They reached the
centre of the town. As soon as Israeli
soldiers got out of the car, a Palestinian civilian noticed them and shouted
warning people of their presence. Israeli soldiers fired at him, wounding him with a live bullet in the
shoulder. Ziad Da’as, 26, who is accused
by Israeli occupying forces of being leader of al-Aqsa Maryrs Brigade in
Tulkarm, attempted to leave a building in which he hid in through an external
sewage pipeline. When Israeli soldiers
noticed him, they fired at him. He was
shot by a live bullet in the head. Soon,
Israeli heavy military vehicles moved into the town and re-imposed a curfew. An Israeli combat helicopter flew over the
town and opened fire at Palestinian houses. Two other Palestinians were wounded. The four wounded were left bleeding and Israeli occupying forces denied
the access of medical personnel to them. At approximately 13:50, Israeli forces allowed medical personnel to
enter the area, but three of the wounded, including Da’as, already succumbed to
their wounds, while the fourth one was arrested. The other two who were killed other than
Da’as were:

 

 1. Mohammed Khamis Ra’fat Sa’ada, 19, killed by a live
bullet in the shoulder while he was near his shop; and

 2. Maher Mohammed Dhib Jazmawi, 17, killed by a live
bullet in the head while he was on his way to a school to see results of his
brother’s exams. 

 

The fourth Palestinian, Ra’fat ‘Omar Ra’fat Sa’ada,
28, was wounded by a live bullet in the right leg and was arrested by Israeli
occupying forces. 

 

On the same day, Israeli occupying forces
assassinated Hussam Ahmed Mohammed Nemer Hamdan, 28, from al-Amal neighborhood
in Khan Yunis, who was wanted by those forces. 

 

In his testimony to PCHR, his brother Eyad said:

 

“At approximately 12:40 on Wednesday, 7 August 2002,
I was at home in al-Amal neighborhood in the west of Khan Yunis, approximately
600m south of “Gani Tal” settlement, northwest of Khan Yunis. I heard sounds of three live bullets fired at
the roof of our house. My family and I
hurried to the roof, since we knew that my brother Hussam was there. When we arrived at the roof, we found Hussam
on the ground bleeding. It was clear
that he was dead. I looked at the
settlement, where I saw an Israeli tank positioned its border opposite to our
house. The tank soon moved back to the
settlement. We evacuated my brother to
Nasser Hospital. Doctors said that he
was hit by three live bullets in the chest.”

The Israeli daily Ydiout Aharanot said that
“the Israeli army killed an activist of Ezziddin al-Qassam Brigade, Hussam
Nemer.” Nemer survived an assassination
attempt on 24 January 2002, when an Israeli combat helicopter launched a
missile at a car in which he was traveling with three of his friends. He was wounded by shrapnel throughout the
body and fingers of his left hand were cut, while Baker Hamdan was killed. 

 

Shelling of, and Encroachment into
Palestinian Areas

 

* Invasion of Nablus

 

Although Nablus and its four refugee camps had been
under full control and curfew imposed by Israeli occupying forces since 21 June
2002, Israeli occupying forces, reinforced with approximately 70 tanks, armored
personnel carriers and bulldozers and supported by two helicopters, invaded the
city on Friday morning, 2 August. They
imposed a siege on the old town and shelled Palestinian houses. As soon as they seized complete control over
the city, Israeli soldiers mounted roofs of houses and fired at Palestinian
houses and civilians. In the early hours
of the Israeli invasion, two Palestinian civilians were killed while inside
their houses:

 

1. Ra’ed Fathi al-‘Amad, 28, hit by a live bullet in the
chest; and

2. Nu’man Hussein Zallum, 40, hit by a live bullet in
the back. 

 

In addition, five civilians were wounded:

 

1. Wissam Salim Shahin, 41, seriously wounded by two
live bullets in the chest;

2. Amjad Shahin, 21, seriously wounded by a live bullet
in the chest;

3. Samer al-Qutati, 31, wounded by a live bullet in the
right thigh;

4. ‘Abdul Nasser al-Aghbar, 37, wounded by shrapnel
throughout the body; and

5. Maysaa’ Tayer, 17, wounded by shrapnel in the
chest. 

 

According to eyewitnesses, Israeli occupying forced
denied access of ambulances to the wounded, including the two individuals who
bled to death. 

 

Israeli occupying forces demolished and destroyed a
number of houses and public and private institutions:

 

1. They destroyed the four-flat house of the family of
Amin Maqbul, member of the Revolutionary Council of Fatah Movement, in the old
town. 

2. They destroyed the fourth floor of the building of
Sader and Fakhr al-Din in the center of the city.

3. They destroyed remainders of the family of
al-Shu’abi’ house that was partially destroyed during the Israeli invasion of
the city in April. 

4. They destroyed the house of Gassan Khalaf.

5. They destroyed the house of Zaher Mohammed al-Asmar.

6. They destroyed the house of Sa’ed ‘Aawada.

7. They partially destroyed the house of Suleiman
Ghanem. 

8. They destroyed a commercial compound in al-Haddadin
market. 

9. They destroyed the main gate of the Accountancy
Department of Nablus Municipality. 

10. They demolished the fence of al-Fatimia School. 

11. They partially destroyed ‘Abdul Mughith
al-Ansari. 

 

Israeli occupying forces also conducted a large
number of arrests. They gathered all
Palestinians aged 15-50 in al-Fatimia School and interrogated them. Israeli military sources stated that their
occupying forces arrested 40 Palestinians in al-Qasaba quarter, including Hiba
al-‘Attari, 25, the wife of Ibrahim Mohammed al-‘Aattari who is wanted by Israeli
occupying forces, mother of two children. Her neighbors were forced to look after the children. 

 

Israeli occupying forces held 25 Palestinian families
in the house of ‘Awni Mansour in al-Qariun quarter in the old town. They also held 20 Palestinian civilians,
including 14 children, in the house of journalist ‘Emad Sa’ada in the old
town. 

 

At approximately 16:00 on Monday, 5 August, during
the curfew imposed on Nablus and its refugee camps and villages, Israeli
occupying soldiers on an armored personnel carrier that was patrolling in the
city opened fire at Palestinian houses in Balata village, east of the city,
killing 13-year-old Hamza Mohammed Badawi Dweikat with two live bullets in the
neck and the chest, while he was playing near his house. 

 

Thursday, 1 August 2002

 

At approximately 05:00, Israeli heavy military
vehicles moved approximately 100m into ‘Oreiba area in the northwest of
Rafah. Israeli military bulldozers
destroyed a tract of agricultural land owned by ‘Omar ‘Ali ‘Othman al-Agha and
bothers. They destroyed three greenhouses
containing vegetables, a well, an irrigation network, two stores and a water
pump. 

 

At approximately 07:00, Israeli heavy military
vehicles moved approximately 400m into Abu Houli area in the south of Deir
al-Balah. An Israeli military bulldozer
razed a 3-donum area of agricultural land planted with olives owned by Ahmed
Mahamoud Abu Houli. 

 

At approximately 07:30, Israeli occupying forces
surrounded an abandoned 160-square-meter, two-story house in al-Hawashi quarter
in Jenin refugee camp, owned by Subhi Mohammed Abu Tabikh. They planted bombs inside the house and
destroyed it. They claimed that they
destroyed the house because Mohammed Abu Tabikh was head of the military wing
of the Islamic Jihad in Jenin. 

 

At approximately 17:30, Israeli occupying forces in
military locations in the vicinity of “Netser Hazani” settlement, northwest of
Khan Yunis, opened fire at Palestinian houses in al-Qarara village to the
east. A Palestinian civilian, ‘Abdul Hadi
‘Abdul ‘Aal al-‘Abadla, 55, was wounded by two live bullets in the right side
and the left thigh, while inside his house, approximately 150m east of the
aforementioned settlement. In addition,
the house was severely damaged. 

 

At approximately 20:10, for no apparent reason
Israeli occupying forces resumed shelling al-Qarara village. A 9-year-old Palestinian child, Asmaa’ Tahsin
Ahmed, was killed by a heavy caliber bullet in the back. According to
eyewitnesses, the child was with her mother and brothers in a visit to her
aunt’s house, approximately 350m east of the aforementioned settlement. She was sitting on a plastic chair together
with the family in the backyard of the house. Her back was to the direction of the settlement. When all of them heard sounds of shooting
coming from the settlement and saw live bullets passing near them, they all
tried to escape. The child cried and
fell to the ground. Her mother hurried
and hugged her. She saw that she was
bleeding from the back. She and other
members of the family carried her towards the main road. She was taken in a car towards hospital, but
she succumbed to her wounds before arriving at hospital. 

 

Friday, 2
August 2002

 

In the morning, in an excessive use of force, Israeli
occupying forces killed an old Palestinian woman when they shelled her house in
Wadi al-Salqa village, south of Deir al-Balah, for no apparent reason. 

 

In his testimony to PCHR, the victim’s son ‘Atteya
Mohammed Abu Zhaher said:

 

“At approximately 01:00, I and my mother Fatema
‘Abdullah Abu Zhaher, 85, were sleeping in the yard of the house because of the
hot weather. Our house is approximately
500m away from the house of Salah Abu Nahia, which has been seized and
transformed into a military location by Israeli occupying forces for six
months. Suddenly, I heard sounds of
shooting coming from the Israeli military location. I tried to escape, especially as live bullets
were passing over our heads. I had
shelter near the stairs. I heard my
mother crying. I moved towards her, but
shooting continued and I could not move her away. When the shooting stopped, I moved towards my
mother. I saw her bleeding from the legs
and her left leg was nearly cut. I
covered her. Then, I carried her into a
room and called for the ambulance of a medical centre in the village, but medical
personnel were not able to come due to the curfew imposed by Israeli occupying
forces on the area. Soon, a number of
Israeli occupying soldiers raided the house. They shouted in Hebrew, which I understand well: “where is the terrorist
you moved into the room.” I told them
that it was my handicapped mother who was wounded by their shooting. One of them, apparently an officer, asked me:
“where is he?” I took him to the room
and removed the cover my mother had. The
scene was horrible. Soon, he called for
an Israeli ambulance which came ten minutes later. A doctor offered first aid and then, they
evacuated her to an Israeli hospital. At
approximately 08:00, I was informed by the Palestinian Liaison Department that
my mother died. At approximately 16:00,
we received her body. I noticed that her
leg was cut and there were stitches in her chest and side.”

 

At approximately 01:00, Israeli military vehicles
moved approximately 200m into al-Salam neighborhood, adjacent to the
Egyptian-Palestinian border in the south of Rafah. A number of Palestinian gunmen confronted the
invading Israeli forces. Armed clashes
took place between the two sides, in which Ahmed Tawfiq ‘Abdul ‘Azziz, 18, was
killed by a live bullet in the chest.

 

At the same time, Israeli heavy military vehicles
moved approximately 200m into al-Brazil neighborhood near al-Salam
neighborhood. They called on
Palestinians living in the area to evacuate their houses immediately warning
that a heavy explosion would occur, which would pose danger to their
lives. Palestinians left their houses
very soon without being able to evacuate their heavy belongings. At approximately 03:30, Israeli occupying
forces planted bombs inside a 250-square-meter, two-story house, in which 12
people used to live, owned by Nazhmi al-Houli. Then, they destroyed it. As a
result, seven adjacent houses were damaged:

 

1. The roof, windows and a number of doors of a
90-square-meter, asbestos-roofed house, in which 4 people live, owned by ‘Emad
‘Abdul Qader Yousef Hassan, were destroyed. 

2. Windows and some furniture of a 150-square-meter,
asbestos-roofed house, in which 8 people live, owned by Jamal ‘Abdul Qader
Yousef Hassan, were destroyed. 

3. The roof, windows, water tanks and four doors of a
300-square-meter, asbestos-roofed house, in which 13 people live, owned by
‘Abdul Hadi Hassan Saleh Hassan, were destroyed. 

4. Two walls, windows, water tanks and a number of doors
of a 100-square-meter, asbestos-roofed house, in which 4 people live, owned by
Najeh ‘Abdul Hadi Hassan, were destroyed. 

5. The roof, windows, doors and water tanks of a
150-square-meter, asbestos-roofed house, in which 13 people live, owned by
Mohammed Hassan Saleh Hassan, were destroyed. 

6. The roof, windows and some furniture of a
150-square-meter, asbestos-roofed house, in which 11 people live, owned by
‘Abdullah Mousa Rabi’ al-Satari, were destroyed.

7. The roof, windows and three doors of a
300-square-meter, asbestos-roofed house, in which 25 people live, owned by
Kamal Ibrahim Mousa al-Satari, were destroyed. 

 

Israeli military bulldozers also demolished a
105-square-meter, asbestos-roofed house, in which 5 people used to live, owned
by Tala’at Hassan Mustafa al-Houli. 

 

Saturday, 4
August 2002

 

At approximately 23:00, Israeli occupying forces in
military locations in the vicinity of “Neve Dekailm” settlement, west of Khan
Yunis, shelled Palestinian houses and civilian facilities in a Khan Yunis
refugee camp and al-Nimsawi neighborhood. The indiscriminate shelling also affected the centre of the town. Two Palestinian civilians were wounded:

 

1. Rim Mahmoud Zaki Shurrab, 23, wounded by a live
bullet in the back, while she was about to do the evening prayer in her
father’s house, approximately 1700m away from the aforementioned settlement;
and

2. ‘Ali Tawfiq Salama Barbakh, 26, wounded by a live
bullet in the abdomen, while on duty in the cleaning department of Nasser
Hospital, approximately 500m away from the aforementioned settlement. 

 

Parts of Nasser hospital were also damaged and
patients, especially women and children, were extremely terrified. 

 

Sunday, 4
August 2002

 

At approximately 09:00, Israeli heavy military
vehicles moved approximately 900m into al-Sudania area, southwest of “Dogit”
settlement in the north of Beit Lahia. This incursion continued until 06:00, during which Israeli occupying
forces demolished a number of public and private buildings:

 

1. An 18-donum compound of the Palestinian Ministry of
Youth and Sport (the Permanent Arab Summer Camp), which included:

· A 3000-square-meter building that included a
cafeteria and a theatre

· A 500-square-meter administrative building

· A 4-donum playground

· Three pools

· 50 bathrooms and toilettes 

· 16 tents

· Two big umbrellas

2. A 20-donum training site of the Palestinian National
Security Force, on which several building whose total area was 1300 square
meters stood.

3. A 190-square-meter, two-story building that served as
a summer resort, which stood on a 6-donum area of agricultural land that were
razed by Israeli occupying forces two months ago, owned by Doud Mahmoud Ahel.

4. A 125-square-meter, three-story cafeteria that stood
on a 4.5-donum area of land owned by ‘Eid Isma’il Ibrahim al-Halul. 

5. A 150-square-meter, two-story building that stood on
an 8-donum area of agricultural land and served as a summer resort owned by
Mohammed Mohammed Ibrahim Ghazal. 

6. A 150-square-meter summer resort that stood on an
8-donum area of agricultural land owned by Dhiaa’ al-Din Jarallah al-Khuzondar
and brothers. 

7. A boat and fishing equipment owned by Said Nadi
al-‘Attar. 

8. Several fishing boats owned by Nazhmi, Fathi, Bassam,
‘Aatallah and Hussam al-Sultan and ‘Atallah Zayed. 

 

Monday, 5
August 2002

 

At approximately 02:00, Israeli occupying forces,
reinforced with heavy military vehicles, moved approximately 600m into Gizan
al-Najjar area, south of Khan Yunis. They surrounded seven houses of the family of al-Najjar, approximately
300m north of “Morag” settlement, where they came from. Then, they raided and searched five of these
houses. They held women and children in
a room built on an adjacent tract of agricultural land, and handcuffed and
blindfolded 16 males (all over age 16), and gathered them in the yard of
Ibrahim al-Najjar’s house. This
situation continued until 05:30 when Israeli occupying forces withdrew from the
area. 

 

At approximately 05:00, Israeli occupying forces in
military locations in the vicinity of “Tal Qatif” settlement, southwest of Deir
al-Balah, opened fire at al-Birka area to the north, wounding 15-year-old Kamel
Mohammed Khseiwan with a live bullet in the chest while he was on his family’s
tract of agricultural land. 

 

At approximately 22:05, an Israeli combat helicopter
launched three missiles at a turnery workshop in Asqula neighborhood in the
south of Gaza City, totally destroying it and severely damaging three adjacent
workshops and a car:

 

 1. A 120-square-meter turnery workshop owned by Mahmoud
Nemer Mohammed al-Bahtiti was totally destroyed.

 2. An 80-square-meter, iron-roofed car painting workshop
owned by Sami Rabah Sa’id Farawana was severely damaged. 

 3. An 80-square-meter, iron-roofed turnery workshop
owned by Ahmed Mohammed Abu Qamar was severely damaged. 

 4. A 90-square-meter, iron-roofed car painting workshop
owned by Younis Abu Sultan was severely damaged.

 5. A car owned by Fayez Ibrahim al-Tanani was
damaged. 

 

Those wounded were:

 

1. ‘Abdullah Isma’il Yassin, 14, wounded by shrapnel in
the face;

2. Khader Mahmoud al-Sayes, 17, wounded by shrapnel in
the left thigh;

3. Ahmed Jamal al-Na’san, 16, wounded by sharpnel in the
back; and

4. ‘Abdul Baset Ibrahim Habib, 18, wounded by shrapnel
in the left hand.

 

Tuesday, 6
August 2002

 

At approximately 04:30, Israeli occupying forces,
reinforced with heavy military vehicles, moved approximately 1200m into
al-Qarara village, northwest of Khan Yunis, and imposed a curfew. Then, they raided and searched Palestinian
houses, held women and children in rooms and took males over age 16 to a
military location east of village and interrogated them. They were released several hours later. During this incursion, Israeli occupying
forces also razed a 3-donum area of agricultural land owned by ‘Abdul Latif
Hussein al-Sumeiri. 

 

Wednesday, 6
August 2002

 

At approximately 01:00, Israeli occupying forces,
reinforced with heavy military vehicles, moved approximately 3km into Beit Lahia
town in the northern Gaza Strip. They
indiscriminately shelled the town, killing Mohammed Shehda Isma’il al-Jakhbir,
29, with several live bullets throughout the body. He bled to death as Israeli forces denied the
access of ambulances to the area and even shot at an ambulance that tried to
offer him assistance. In addition,
24-year-old Hassan ‘Ali al-‘Aassi was seriously wounded by a live bullet in the
head. During this incursion, Israeli
occupying forces raided and searched a number of houses and arrested three
Palestinians:

 

1. Younis Ahmed ‘Abdul Hadi, 73;

2. Isma’il Younis Ahmed Abu Jarad, 24; and

3. ‘Abdul Fattah Mohammed Abu Jarda, 20. 

 

At approximately 13:30, Israeli occupying forces in
military locations in the vicinity of “Kfar Darom” settlement in Deir al-Balah
in the central Gaza Strip opened fire at Palestinian houses and farms west of
the settlement, seriously wounding 12-year-old Ayman ‘Atteya Abu Meghassib with
a live bullet in the head, while he was playing near his house in Heker
al-Jame’ area, approximately 900m west of the settlement. 

 

At approximately 18:00, Israeli occupying forces in
military locations in the vicinity of “Neve Dekalim” settlement, west of Khan
Yunis, opened fire at Palestinian houses in Khan Yunis refugee camp. Two Palestinian civilians were wounded:

 

1. Nasser Mansour Abu Mousa, 11, wounded by shrapnel
from a live bullet in the left foot; and

2. Mahmoud Saleh Abu Sahlul, 18, wounded by shrapnel
from a live bullet in the left hand and the neck. 

 

 

Collective Punishment Measures against Families of
Palestinians Who Carried out Armed Attacks against Israeli Targets

 

In violation of the international law and
humanitarian law which prohibit collective punishment, especially Article 33 of
the Geneva Convention Relative to the Protection of Civilian Persons in Time of
War, which prohibits punishing any protected person for an offense he or she
has not personally committed, and Article 9 of the Universal Declaration of
Human Rights, which provides that “no one shall be subjected to arbitrary
arrest, detention or exile,” Israeli occupying forces took retaliatory measures
against families of Palestinians who have carried attacks against Israeli
targets both inside the Green Line and in the Occupied Palestinian Terrories. 

 

At approximately 02:30 on Thursday, 1 August, Israeli
occupying forces destroyed the house of ‘Ata Yousef Sarasra in al-Ghawali
neighborhood in Beit Jala. Sarara is the
father of Hazem Sarara, 17, who carried out a bombing in Jerusalem on 30 July
2002. Israeli occupying forces first
surrounded the house and called on its residents through loudspeakers to leave
it. Then, they planted bombs inside the
240-square-meter house, which had housed 8 persons, and destroyed it. An adjacent house was also damaged. 

 

In the evening, the Israeli
Attorney General Elyakim Rubinstein
told the Israeli General Security
Service that they could deport to the Gaza Strip relatives of
Palestinians who carried out attacks against Israeli targets
. He also
allowed selective demolishing of some of their houses. Immediately, the Israeli cabinet for
political and security issues decided to expel ‘Abdul Nasser Mustafa ‘Assida,
34, from Til village, southwest of Nablus, brother of Nasser al-Din ‘Assida who
is wanted by Israeli occupying forces; and Kifah Mohammed Ahmed ‘Ajouri, 28,
from ‘Askar refugee camp in Nablus, brother of ‘Ali ‘Ajouri who is also wanted
by Israeli occupying forces. The two
were arrested with 14 other Palestinians, relatives of wanted Palestinians, on
Friday, 19 July 2002.

Sixteen Palestinians
submitted a petition to the Israeli High Court
against the expulsions, but the Israeli government
claimed that it had not taken a decision on their expulsion and when it takes a
decision it would give them 12 hours to appeal against the decision. 

 

After the Israeli
government’s decision, Israeli occupying forces demolished and destroyed houses
of families of a number of Palestinians who carried out attacks against Israeli
targets as follows:

 

Friday, 2 August
2002

 

At approximately 02:30,
Israeli occupying forces, reinforced with tanks and armored personnel carriers,
invaded Nour Shams refugee camp, east of Tulkrm. They surrounded the house of ‘Omar Hmdan
‘Oleyan in al-Manshia quarter. ‘Oleyan
is father of Ahmed ‘Oleyan who carried out a bombing in Netanya, north of Tel
Aviv, on 4 March 2001. Israeli forces
ordered residents of the house and neighboring houses to leave them immediately
without taking anything. At
approximately 02:45, Israeli soldiers destroyed the door of the house. At approximately 05:30, they totally
destroyed the 110-square-meter, two-story house over its contents. Nine persons, including five children used to
live in the house. In addition, 16
neighboring houses were damaged. 

 

Also at approximately 02:30,
Israeli occupying forces surrounded the house of the family of Hatem Yaqin
Shwieki, who carried out a bombing in East Jerusalem on 4 November 2001. The 160-square-meter, three-story house, in
which 18 persons used to live, is located in ‘Eissi neighborhood in
Hebron. Israeli forces forced residents
of the house out and destroyed it. 

 

At approximately 03:00,
Israeli occupying forces raided the house of ‘Ammar Ahmed Mahmoud Marmash, 29,
from Tulkarm, and arrested him. Marmash’s brother Mahmoud carried out a bombing in Netanya, north of Tel
Aviv, on 18 May 2002.

 

Sunday, 4 August
2002

 

At approximately 01:10,
Israeli occupying forces surrounded the 160-square-meter house of Rasmi ‘Aaref
Doufash in al-Jilda neighborhood in Hebron. They forced its seven residents out and destroyed it. Doufash has been under administrative
detention by Israeli occupying forces since 29 April 2002. he is the father of Tariq Doufash who was
killed in an armed attack on “Adura” settlement, west of Hebron. Two neighboring houses were also
damaged. 

 

At approximately 01:30,
Israeli occupying forces invaded til village, southwest of Nablus. They surrounded the house of Yousef Hamad
Rihan Hamad, father of ‘Assem Rihan who carried an armed attack on “Emanuel”
settlement in the north of the west Bank on 12 December 2001. Israeli forces forced residents of the house
out and destroyed it. Three neighboring
houses were also damaged. Upon their
withdrawal from the village, Israeli occupying forces arrested Rihan and three
of his son. Israeli forces shot dead
Rihan’s son Mohammed, 25, on 12 November 2001. 

 

At the same time, Israeli
occupying forces invaded Talluza village, northeast of Nablus. They surrounded the house of Mashour Mohammed
‘Aamer ‘Aawisa. They forced residents of
the house out, and then an Israeli military bulldozer demolished it. The Israeli forces also arrested ‘Awaisa and
his son Maher, 22. ‘Aawisa is the father
of Mohammed ‘Awaisa who carried out a bombing in Jerusalem on 21 March
2002. Two neighboring houses were also
demolished and three others were damaged. 

 

At approximately 02:00,
Israeli occupying forces invaded ‘Aqaba village, east of Nablus. They surrounded the 150-square-meter,
two-story house of Sahahil Ahmed Isma’il al-Masri, 50. They forced the 21 residents of the house
out, and then an Israeli military bulldozer demolished it. The Israeli forces also arrested al Masri and
three of his sons. Al-Masri is the father
of ‘Ezziddin al-Masri who carried out a bombing in Jerusalem on 8 September 2002.

 

At the same time, Israeli
occupying forces surrounded the house of Kamel Sa’id al-Zubeidi, 70, from
Nablus, father of ‘Emad al-Zubeidi, who carried out a bombing in Kfar Saba on
22 April 2001. They arrested him and his
two sons: Firas, 18; and Jamal, 16. 

 

At approximately 03:00,
Israeli occupying forces surrounded the two-story house of Bahaa’ Yaqin Nasser
al-Din in ‘Eissi neighborhood in Hebron. They forced its seven residents out and destroyed it. Israeli forces had already raided the house
on Saturday, 3 August, thinking it was for the family of Fadi Mohammed Jamal
Dweik, 19, who is detained by Israeli occupying forces, accused of
participation in an armed attack on “Adura” settlement, west of Hebron, on 27
April 2002. Nasser al-Din had bought the
house from Dweik. 

 

At the same time, Israeli
occupying forces invaded Seilat al-Harthia village, west of Jenin. They surrounded the 120-square-meter,
two-story house of ‘Eissa Khalil Asa’ad Tahaina. They forced its nine residents of the house
out, and then destroyed it. The Israeli
forces also arrested four of Tahaina’s sons. Tahaina is the father of ‘Abdul Karim Tahaina who carried out a bombing
in Afula in the north of Israel on 5 March 2002. 

 

Also at the same time,
Israeli occupying forces invaded Qamatya village, southeast of Jenin. They surrounded al-Tazaza quarter in the
centre of the village and forced all its residents out of their houses. Then, Israeli soldiers destroyed the
120-square-meter, two-story of Mahmoud Baker Nasser, 70, in which seven persons
used to live. Two neighboring houses and
an animal farm were also destroyed, and 11 others were damaged. In addition, seven Palestinian civilians
were wounded by shrapnel. 

 

At approximately 04:45,
Israeli occupying forces surrounded the house of ‘Arraf Hassan Samoudi in Abu
Duheir neighborhood in Jenin. They
forced the 25 residents of the two-story house out and then destroyed the
house. The Israeli forces also arrested
three of Samoudi’s sons: ‘Allam, 29; ‘Essam, 26; and Akram, 22. Samoudi is the father of Hamza Samudi who
carried out a bombing on 5 June 2002. 

 

Israeli occupying forces
invaded al-Yamun village, west of Jenin. They surrounded the house of Mohammed Nemer Yousef Abu Sifein. They forced the 13 residents of the 120-square-meter,
two-story house out, and then destroyed it. The Israeli forces also arrested ‘Awaisa nd his son Maher, 22. Abu Sifein is the father of Nemer Abu Sifein
who carried out a bombing in Haifa on 12 September 2001. 

 

 

Shooting at Palestinian Civilians

 

Thursday, 1 August 2002

 

At approximately 18:00, medical sources at Shifa’
Hospital in Gaza declared that Marwan Jamal Hussein Khayal, 69, from Gaza,
succumbed to a wound he sustained by Israeli occupying forces last month. Khaayal was wounded by a live bullet in the
left leg on 15 July, when Israeli occupying forces at the eastern border of the
Gaza Strip, east of Gaza City, fired at him for no apparent reason. Israeli forces arrested and interrogated him
for two hours. He was then evacuated to
the intensive care unit at Shifa’ Hospital, where he remained until his
death. According to his sister, he was
suffering from psychological disturbances. 

 

Saturday, 3 August 2002

 

In the
evening, Israeli occupying soldiers on armored personnel carrier in the centre
of Hebron fired at a Palestinian civilian car in al-Salam Street, killing
‘Abdul Rahim Ibrahim ‘Abdul Rahim al-Tawil, 42.

 

The victim’s brother stated:

 

“At approximately 19:00 on Saturday, 3 August 2002, I
traveled from my family’s house in Wadi al-Haria area towards the central
market in Hebron. I was driving my
family’s car. My brother ‘Abdul Rahim,
42, was traveling with me. We had boxes
of tomatoes in the car which we took from our land to sell in the market. When we left the house, the curfew was still
lifted, shops were open and cars were moving. When we arrived at the traffic lights, I turned towards al-Salam
Street. I saw many cars traveling back. I asked drivers about the reason for their
movement back and they told me that an Israeli armored personnel carrier was
moving towards us. I tried to move back,
but the carrier was getting closer. Israeli soldiers fired three live bullets at our car, one of which hit
my brother in the face, the second one hit the door and wounded me in the left
thumb, while the third one hit the back door of the car. On my way home, I noticed that my brother was
dead. When I was relatively away from
the place of the incident I took my brother in another car to hospital.

-‘Arqawi, 72, died from tear gas suffocation. A young
man, Majdi Jihad Nafe’, 22, was also wounded by shrapnel in the back. 

 

At approximately 22:00,
Israeli occupying forces in military locations in the vicinity of
“Neve dekalim”
settlement, west of Khan Yunis, shelled the cemeteries area and al-Nimsawi
neighborhood. Three artillery shells hit
a 4-story house owned by ‘Abdullah al-Shahri, approximately 900m away from the
aforementioned settlement. Amal Ramadan
Mohammed al-Shahri, 22, was wounded by shrapnel in the head, and her child,
Rasha, 6, was wounded by shrapnel in the back and the neck. Two Palestinian civilians living in the area
were also wounded:

 

1. Wafaa’ Sabri ‘Aabdin, 22, wounded by shrapnel in the
back and the neck; and

2. Rami Jihad Zo’rob, 26, wounded by shrapnel in the right

Tuesday, 2
July 2002

 

At approximately 02:00, some Israeli heavy military vehicles moved
approximately 800m into the east of Khoza’a village, east of Khan Yunis.
Israeli soldiers surrounded a site of the Palestinian National Security Force. Then, they called on Palestinian security men
through loudspeakers to surrender. Israeli forces arrested the Palestinian security men and took them to an
unknown destination:

 

1. Lieutenant Salh
Khalafallah, from Khan Yunis;

2. ‘Abdul Khaliq Abu
To’eima, from ‘Abasan village;

3. Nahidh Abu Jwei’ed,
from Khan Yunis;

4. Hamdan al-Ghalban,

al-Najjar, from Khoza’a village; and

al-Najjar, from Bani Suhaila village. 

 

Then, an Israeli armored military bulldozer razed areas of Palestinian
agricultural land near the site:

 

1. They razed a 2-donum
area of agricultural land planted with olives and destroyed an irrigation
network and a 24-square-meter room, owned by Mohammed Ahmed al-Qarra.

2. They razed a 2-donum
area of agricultural land planted with watermelons owned by Mohammed Hussein

3. They razed a 2-donum area of agricultural land planted with
vegetables and watermelons, and destroyed an irrigation network, owned by

4. They razed a 2-donum area of agricultural land planted with

5. They razed a 1.5-donum area of agricultural land planted

At approximately 04:00, Israeli occupying forces invaded Bani Zeid area
in Ramallah District, which includes the villages of Jaljolia, ‘Obwin, ‘Aarura,
Mazare’ al-Nubani, Deir Ghassana, Beit Rima, Kufor ‘Ein and Qarawat Bani
Zeid. They seized complete control over
these villages and imposed a curfew. They also dug three trenches separating the area from Salfit area. 

 

For the third consecutive day, at approximately 08:00, Israeli forces
razed areas of Palestinian agricultural land in al-Qarara village, north of
Khan Yunis:

 

1. They razed a 3-donum
area of agricultural land planted with olives owned by Bassam Mahmoud Abu ‘Eid;
and

2. They razed a 3-donum
area of agricultural land planted with olives owned by Younis musallam Abu
Zhaher. 

 

PCHR’s field worker in Khan Yunis reported that Israeli forces withdrew
from the area at approximately 11:00, but came back to the area two hour later. They put hills of sand near the house of
Suleiman Hammad Abu Zhaher, obstruction access of the family to the house. 

 

In the afternoon, Israeli occupying forces moved approximately 200m into
Palestinian agricultural land at the road between al-Shuhada’ junction and
al-Mentar crossing, south of Gaza City. They razed a 20-donum area of agricultural land planted with citrus
owned by Ghassan Ma’ruf Shurrab. 

 

Wednesday, 3
July 2002

 

At approximately 10:30,
Israeli occupying forces, coming from the eastern border of the Gaza Strip and
covered by intense shelling, moved approximately 300m into al-Najjar area in
Khoza’a village, east of Khan Yunis. Bilal Rida al-Najjar, 14, was wounded by a live bullet in the left thigh. 

 

At approximately 14:00,
Israeli heavy military vehicles moved approximately 500m into al-Rabwat area in
the northwest of Khan Yunis. They razed
areas of Palestinian agricultural land
:

 

1. They razed a 10-donum area of agricultural land owned
by the heirs of Shaker Anis al-agha
.

2. They razed a 10-donum area of agricultural land owned
by the heirs of Dhiab Shaker al-Agha
.

3. They razed a 3-donum area of agricultural land
planted with corns and destroyed an irrigation network, owned by
Arafat Suleiman al-Agha.

4. They razed a 1-donum area of agricultural land and
destroyed an irrigation network, owned by
Othman Yousef al-Agha.

5. They razed a 3-donum area of agricultural land
destroyed an irrigation network, owned by Ahmed
Othman al-Agha.

6. They razed a 1-donum area of agricultural land
planted with vegetables owned by Salah Mousa Abu Sunaima
. 

 

A New Assassination

 

In a continuation of the
assassination policy officially adopted by the Israeli government against
Palestinian activists and political leaders, on Sunday, 30 June, Israeli
occupying forces assassinated two Palestinians in Nablus
.

 

At approximately 15:00 on
Sunday, 30 June, Israeli occupying forces, reinforced with dozens of tanks and
a combat helicopter, surrounded a two-story house owned
Ammar Jamil al-Masri in the
northeast of Nablus. Immediately, they
intensely fired at the house, then called through loudspeakers on al-Masri and
his family, who live on the first floor, to get out of the house with their
hands up and without clothes on the upper part of the body. When al-Masri got out of the house, Israeli
forces arrested him. Later, Israeli
forces claimed that he was evacuated to an Israeli hospital since he was
wounded. Israeli forces also handcuffed
and blindfolded his child Suhaib, 13, and took him to an unknown
destination. 

 

At approximately 18:00,
Israeli occupying forces resumed shelling the house throughout an hour,
claiming that wanted Palestinians from Hamas were having shelter on the upper
floor of the house. The Israeli combat
helicopter also launched three missiles at the house. Most of the house was destroyed and fire
broke out into it. Two Palestinians were
killed:

 

1. Muhannad Hafezh al-Taher, 26, accused by Israeli
occupying forces of leading the military wing of Hamas in Nablus; and

2. Emad al-Din Nour al-Din
Darwaza, 24, accused of being al-Taher’s assistant, brother of Salah Darwaza
who was assassinated by Israeli occupying forces approximately one year
ago. 

 

According to al-Masri’s
wife, Kholoud Rashad al-Masri, 34, Israeli occupying forces destroyed remains
of the house using bulldozers and artillery shells. She said that the destiny of her husband and
child was still unknown. She also
asserted that her husband was not wounded when he was arrested contrary to
Israeli media reports. 

 

On the following day, the
Israeli prime minister stated that his forces carried out a successful
assassination that targeted two wanted members of Hamas
. 

 

 

Attacks on Medical Personnel

 

Sunday, 30
June 2002

 

In the morning, Israeli
occupying forces arrested 27 medical personnel at the entrances of Ramalllah
and Sheikh Zayed hospitals in Ramallah, and took them to the Jordanian Field
Hospital near al-Amari refugee camp. The
medical personnel were held for several hours. Twenty-two were later released while the other five remained in custody:

 

1. Sa’ed Falah Mousa, an ambulance driver;

2. RebhiAwadhOmar, a nurse;

3. Wissam MohammedOudeh, a nurse;

4. Emad Khalil Mohammed, a
nurse; and

5. HekmatAlawna, a nurse.

 

At approximately 08:00,
Israeli occupying forces arrested a patient, Elias al-Khouri, 36, from
Ramallah, and a paramedic, Mohammed al-Sharif, 30, while they were in an
ambulance of the Palestinian Union of Medical Relief Committees on their way to
hospital.

 

Also in the morning,
Israeli occupying forces broke into the Palestinian Civil Defense building in
Bitounia, west of Ramallah, and arrested 10 of its staff. According to eyewitnesses, Israeli forces
held the more than 36 people in the house
. Then, they forced an
ambulance driver to take them to al-Manara square, where they were taken in
military vehicles to an unknown destination
. 

 

At approximately 13:30,
Israeli occupying forces at
EinArik military checkpoint, west of Ramallah, arrested
four Palestinian medical personnel
:

 

1. Shafiq Khaled Abu Qare’, an ambulance driver of
Ramallah Hospital;

2. Aadel Khassib, a nurse in
Ramallah Hospital; and

3. Walid Suleiman, a nurse in Ramallah Hospital; and

4. SamiAbdullah Salim, an administrative employee in Sheikh
Zayed Hospital

Israeli occupying forces
claimed that the four are from the Gaza Strip and were illegally in the West
Bank, but the Palestinian Deputy Minister of Health Dr. Munther al-Sharif
asserted that Israeli forces were routinely searching Palestinian ambulances
and medical personnel at entrances of hospitals.

occupying forces broke into the building of the Palestinian Civil Defense in
Ramallah. They searched it and arrested

community to provide immediate and independent international protection for the
Palestinian people in the Occupied Palestinian Territories

2. Upon the High Contracting
Parties to the Fourth Geneva Convention of 1949 to reconvene in order to take
effective measures to protect Palestinian civilians in the Occupied Palestinian
Territories, in accordance with their obligations under Article 1, to ensure
the respect of the Convention.

3. Upon the international
community to investigate and prosecute those believed to have committed war
crimes in the Occupied Palestinian Territories before international courts.

4. Upon the ICRC to enhance its
presence, expand its activities, and intensify its field observations
throughout the Occupied Palestinian Territories.

5. Upon the European Union to
activate Article 2 of the Euro-Israeli Association Agreement, which provides
that Israel must respect human rights.

6. Upon the international
community to provide humanitarian and medical assistance for the Palestinian
people, whose living conditions are continuing to deteriorate as a result of
the continued siege imposed by Israeli occupation forces on the entire Occupied
Palestinian Territories.
