Weekly Report on Israeli Human Rights Violations in the Occupied Palestinian Territories (04 July 2001)

Introduction

This report covers Israeli violations of human rights in the Occupied
Palestinian Territories (OPT) from June 28 – July 4, 2001. This week, the Israeli occupation forces and
armed settlers continued their attacks against Palestinian civilians and their
property. During the week, the Israeli
occupation forces used excessive force against Palestinian civilians, when no
threat was posed to the lives of Israeli soldiers. Seven Palestinians, including a 14-year-old
child were killed, and another 14-year-old child succumbed to an injury he
received by the Israeli occupation forces last December. Escalation by the Israeli occupation forces
peaked on Sunday, July 1, 2001, when they assassinated three Palestinians near
Jenin. At approximately 23:10 local
time, a combat helicopter of the Israeli occupation forces bombarded a
Palestinian civilian car that was traveling at the junction of Al-Jarba village
on its way from Jenin to Tammoun village. The car was completely destroyed and its three occupants were
killed. The deceased are:
1) Mohammed Ahmed Suleiman Bisharat, 28, from Tammoun village near Jenin;

2) Walid Rasmi Sadiq Bisharat, 20, from Tammoun village
near Jenin; and

3) Sameh Nouri Dhib Abu Huneish, 22, from Beit Dajan
village near Nablus.

 

In its
meeting on Wednesday, the Israeli government asserted its adoption of the
policy of political assassinations and extra-judicial killings, challenging the
international law and the international humanitarian law, which prohibits such
actions. According to media sources, the
Israeli government approved a list of 26 Palestinian activists to be
assassinated.

 

On Monday, July 2, 2001, Israeli
occupation soldiers shot dead Radwan Ibrahim Yousef Eshtayeh, 38, a taxi driver
from Salem village near Nablus. Eshtayeh
arrived with four travelers in his taxi near a roadblock of the Israeli
occupation forces. He noticed that a traveler forgot her bag of
vegetables. He got out of the taxi,
calling the traveler to come back and take the bag. Israeli soldiers, positioned in a military
site approximately 200m away, saw Eshtayeh putting the bag at the side of the
road. They fired at him, wounding him
with six live bullets in the neck, the kidneys and the legs, from which he died
later at hospital.

 

On Thursday, June 28,
2001,
Israeli
occupation soldiers opened fire suddenly on a number of Palestinian laborers
who were waiting to have their documents checked at the entrance to Erez
industrial zone, under full control of the Israeli occupation forces, in the
northern Gaza Strip. Two laborers were
wounded. According to PCHR’s
investigations and eyewitnesses’ testimonies, Israeli occupation soldiers
opened fire suddenly when no clashes were reported in the area. One of the wounded was carrying food in a
nylon sack, and it appears that the suspicions of the Israeli soldiers were
raised by the sack. 

 

On
Friday, June 29, 2001, Israeli occupation soldiers, positioned at the entrance
to a settlement road east of Gaza City, fired at a number of Palestinian
children who were demonstrating in a nearby area. A 14-year-old child, Ahmed Mahmoud
‘Abdel-Mu’ti Yassin, from Al-Zaytoun neighborhood in Gaza City, was wounded by
a live bullet in the neck. On Sunday,
July 1, 2001, he succumbed to his injury. According to PCHR’s investigation, Israeli occupation forces fired at
the child from a distance of only 50m. They did not resort to less lethal means, rather they targeted the upper
part of the child’s body without him having posed any threat to their
lives. 

 

On Saturday morning, June
30, 2001,
Israeli
occupation soldiers, positioned on top of a hill opposite to “Bezeq” military
site north of Al-Zababda village near Jenin, fired at two Palestinians from a
distance of more than 2,000m, killing them. The Israeli occupation forces have kept their bodies, claiming that the
two intended to attack Israeli targets. No additional information from independent sources or eyewitnesses were
available. The two victims were:

1) Mahmoud Mousa Suleiman Khalil Halajia, 34, and

2) Jamal Dheifallah Hassan Thalji, 35.

 

This week, three Palestinian civilians, including a
4-day-old infant, died after the Israeli occupation forces had obstructed their
evacuation to hospital under the total internal and external closure imposed on
the Occupied Palestinian Territories.[1] On
Saturday, June 30, 2001, at approximately 09:30 local time, Fatema Mohammed
El-‘Abed El-Shirafi, 64, from Jabalya refugee camp, died at Rafah Border
Crossing. On Saturday morning, June 30,
2001, a 4-day-infant, Khaled ‘Abdel-Nasser Nouri Mousa, died at the National
Hospital in Nablus shortly after he was brought to hospital. On Sunday morning,
July 1, 2001, Meriam Mohammed Ibrahim ‘Omara, 61, from Nabi Saleh village
northwest of Ramallah, died when the Israeli occupation soldiers obstructed her
evacuation to hospital after she suffered from a heart attack.

 

This
week, the Israeli occupation forces demolished a number of Palestinian houses
and razed large areas of Palestinian agricultural land, mainly in Jenin and
Hebron. PCHR documented a number of arrests
and attacks by Israeli occupation soldiers that targeted Palestinian civilians.

 

 

1. Shooting at Palestinian
Civilians

 

Thursday,
June 28, 2001

 

Early in the morning, Israeli occupation soldiers
suddenly opened fire on a number of Palestinian laborers who were waiting to
have their documents checked at the entrance to Erez industrial zone, under
full control of the Israeli occupation forces, in the northern Gaza Strip. Two laborers were wounded as follows:

1) Fares ‘Abdel-Fattah ‘Ateya Lafi, 22, from Al-Daraj
neighborhood in Gaza City, wounded by shrapnel from explosive live bullets in
the chest and the left arm and side, was evacuated to Shifa’ Hospital in Gaza
City; and

2) Mohammed Saleh Housu, 21, from Jabalya refugee camp,
wounded by shrapnel from a live bullet in the left thigh, was evacuated to
Al-‘Awada Hospital in Jabalya.

 

According to PCHR’s investigations and eyewitnesses’
testimonies, Israeli occupation soldiers opened fire without warning and when
no clashes were reported in the area. One of the wounded was carrying food in a nylon sack, and it appears
that the sack raised the suspicions of the Israeli soldiers.

 

Friday,
June 29, 2001

 

In
the afternoon, Israeli occupation soldiers fired at a number of Palestinian
civilians who were demonstrating in a Palestinian controlled area near
demarcation lines in Hebron. Three
Palestinian civilians were wounded as follows:

1) Mohammed ‘Adnan
El-Joulani, 14, wounded by a rubber-coated metal bullet in the forehead;

2) ‘Essam Mohammed Jamal Abu
‘Assab, 15, wounded by a rubber-coated metal bullet in the head; and

3) Fadhel Mohammed
El-Sarsour, 17, wounded by a rubber-coated metal bullet in the right ear.

 

Also in the afternoon, a
peaceful march organized by Palestinian civilians moved towards the northern
entrance to Al-Bireh. Israeli occupation
soldiers fired at the march, wounding:

 1) Fadi Sadiq Mousa Wash’ha,
14, from Bir Zeit village, with a rubber-coated metal bullet in the right hand;

2) Tal’at ‘Ali Yousef, 16,
from Kufor Ne’ma, with a live bullet in the right hand;

 3) Salem Sa’id Mohammed
Kamla, 24, from Qaddoura refugee camp, with a rubber-coated metal bullet in the
left hand;

4) Yahia Hafezh, 29, from
Jalazoun refugee camp, with a tear gas canister in the right hand; and

5) Nabil Hassan Hussein Abu
Samra, 22, from Nablus, with a rubber-coated metal bullet in the right arm.

 

At approximately 14:30
local time, Israeli occupation soldiers fired at a number of Palestinian young
men and children who were demonstrating at the northern entrance to Halhoul
town, north of Hebron.  Journalist ‘Emad
Mohammed El-Sa’id, 33, from Hebron, was wounded with a rubber-coated metal
bullet in the head, while covering clashes in the area. Additionally, two demonstrators were wounded
as follows:

1) Hamdi Shadi Abu Dayyeh,
18, wounded by a rubber-coated metal bullet in the head; and

2) Mohammed Jamil El-Maghtha,
17, wounded by a rubber-coated metal bullet in the head.

 

At approximately 16:30
local time, Israeli occupation soldiers, positioned at the entrance to a
settlement road east of Gaza City, fired at a number of Palestinian children
who were demonstrating in a nearby area. A 14-year-old child, Ahmed Mahmoud ‘Abdel-Mu’ti Yassin, from Al-Zaytoun
neighborhood in Gaza City, was wounded by a live bullet in the neck. According to PCHR’s investigation, Israeli
occupation forces fired at the child from a distance of only 50m. They did not resort to less lethal means,
rather they targeted the upper part of the child’s body without him having
posed any threat to their lives. In his
testimony to PCHR, a 14-year-old eyewitness who was demonstrating with other
children, said that the children demonstrated approximately 150m away from the
Israeli soldiers. From time to time,
children moved forward to throw stones at Israeli soldiers and then fled
back. The eyewitness added:

 

“At
approximately 16:30 local time, I and a group of children, including Ahmed
Yassin, moved forward and started to throw stones at a military site (of the
Israeli occupation forces). Suddenly, a
tank emerged from behind the site and chased us. We fled back. Ahmed Yassin was near me. When I
looked behind, I saw a military jeep positioned at the side of the road in
addition to the tank that chased us. I
called out to Ahmed and asked him to lie on the ground. He replied that there were no soldiers inside
the jeep. I lay on the ground. Then, I saw an Israeli soldier peering out
from the top of the jeep. He pointed his
gun at us and fired one live bullet. I
saw Ahmed falling onto the ground, trying to take shelter. The distance between me and Ahmed was less
than 4m, and the distance between us and the jeep was approximately 50m.”

 

The child was evacuated to the intensive care unit
at Shifa’ Hospital. According to medical
sources at the hospital, he was in critical condition. The child was pronounced dead on Sunday, July
1, 2001. According to his family, the
child had finished his eighth grade at school.

 

Saturday, June 30, 2001

 

Early in the morning, Israeli occupation soldiers,
positioned on top of a hill opposite to “Bezeq” military site north of
Al-Zababda village near Jenin, fired at two Palestinians from a distance of
more than 2,000m, killing them. The
Israeli occupation forces have kept their bodies, claiming that the two
intended to attack Israeli targets. No
additional information from independent sources or eyewitnesses were
available. The two victims were:

 3) Mahmoud Mousa Suleiman Khalil Halajia, 34, father of
three children, a tractor driver from Jenin refugee camp; and

4) Jamal Dheifallah Hassan Thalji, 35, father of three
children, also from Jenin refugee camp.

 

Monday, July 2, 2001

 

Israeli occupation
soldiers shot dead Radwan Ibrahim Yousef Eshtayeh, 38, father of four children
from Salem village near Nablus. Eshtayeh
was a taxi driver working between Nablus and a junction on the road between
“Allon Moreh” settlement, east of Nablus, and settlements south of the
city. Israeli occupation soldiers block
the road, so Palestinian travelers are forced to get out of their cars, cross a
military roadblock on foot, and then take another car to continue their
travel. At approximately 17:10 local
time, Eshtayeh arrived with four travelers in his taxi at the junction. The four travelers got out of the taxi to
cross the roadblock. He noticed that a
traveler forgot his bag of vegetables. He got out of the taxi, calling the traveler to come back and take her
bag. Israeli soldiers, positioned in a
military site approximately 200m away, saw Eshtayeh putting the bag at the side
of the road. The fired at him, wounding
him with six live bullets in the neck, the kidneys and the legs. Israeli
soldiers had obstructed his evacuation to hospital for approximately 10
minutes. Then, he was evacuated to
Rafidya Hospital in Nablus, where he was pronounced dead at approximately 22:30
local time.

 

At approximately 20:30
local time, Israeli occupation soldiers fired at two Palestinian civilians in
Khan Yunis, wounding them as follows:

1) Ra’fat Samir Abu Ghali,
29, wounded by a live bullet in the left forearm; and

2) Lu’ai Khalil Abu Jaradeh,
21, wounded by a live bullet in the right thigh.

 

According to PCHR’s
investigations, the two civilians were at a street north of Al-Amal
neighborhood in Khan Yunis when Israeli soldiers, positioned near “Gani Tal”
settlement north of the neighbourhood, fired at them for no apparent
reason. It is worth mentioning that
Al-Amal neighborhood is surrounded by three military sites of the Israeli
occupation soldiers from the north, west and northwest. These military sites are 20-300m way from
Palestinian houses. Palestinians living
in the area do not move freely, especially at night, fearing that Israeli
forces may fire at them.

 

Tuesday, July 3, 2001

 

At approximately 23:00
local time, Israeli occupation soldiers fired at Nour El-Din Ahmed El-Habbash,
21, from Khan Yunis, wounding him with a live bullet in the right leg. According to PCHR’s investigations,
El-Habbash was passing near the market of Al-Amal neighborhood when he was shot
by Israeli occupation soldiers positioned in a military site west of the neighborhood. 

 

Wednesday, July 4, 2001

 

In the afternoon, a
14-year-old child, Murad Jamil ‘Abdullah El-Masri, from Khan Yunis, was
pronounced dead in Amman Surgical Hospital in Jordan. According to PCHR’s documentation, the child
had been wounded in the head with a live bullet fired by Israeli occupation
soldiers during clashes near Salah El-Din Gate on the border with Egypt, south
of Rafah, on December 8, 2001. Since he
was in critical condition, he was moved to Amman Surgical Hospital where he was
pronounced dead in the afternoon.

 

2. An Assassination in Jenin

 

On Sunday, July 1, 2001, the Israeli occupation forces assassinated
three Palestinian civilian activists of the Intifada. At approximately 23:15 local time, a combat
helicopter of the Israeli occupation forces bombarded a Palestinian civilian
car that was traveling at the junction of Al-Jarba village on its way from
Jenin to Tammoun village. The car was
completely destroyed and its three occupants were killed. The deceased are:
4) Mohammed Ahmed Suleiman Bisharat, 28, from Tammoun village near Jenin;

5) Walid Rasmi Sadiq Bisharat, 20, from Tammoun village
near Jenin; and

6) Sameh Nouri Dhib Abu Huneish, 22, from Beit Dajan
village near Nablus.

 

Israeli media and governmental sources claimed that
the three young men intended to wage attacks against Israeli targets and that
the strength of the explosion of the car was attributed to explosives that were
inside the car. However, according to
investigations carried out by PCHR and other human rights organizations, the
three young men were on their way back home after they had consoled the family
of a Palestinian martyr in Jenin refugee camp. Investigations also proved that the car was hit by eight rockets.

 

It is worth mentioning that this crime was the second
of its kind in one week, after
Ussama Fathi Ibrahim Jawabreh,
29, from Nablus was killed in what is believed to have been an extra-judicial
execution, when a public phone cabin was exploded on Sunday, June 24,
2001. Additionally, two children passing
by, Malak ‘Abdel-Nasser Shabaru, 2, and her brother ‘Ammar, 4, sustained
multiple shrapnel wounds.

 

According to PCHR’s
documentation, this is the 17th extra-judicial execution committed
by the Israeli occupation forces since the outbreak of Al-Aqsa Intifada on September
29, 2001. As a result of these
assassinations, 19 Palestinian activists and 7 civilian bystanders have been
killed. According to information and
reports received by PCHR, the Israeli security services have attempted other
assassinations, but these attempts either were hampered by Palestinian security
services or resulted only in injury of those targeted. One of the failed assassination attempts
targeted Mohammed Ahmed Suleiman Bisharat, a victim of the most recent crime,
on June 3, 2001. Bisharat was then
driving his car in the eastern part of Tammoun village when a bomb, apparently
planted by Israeli security services, exploded 5m away from his car. At the same time, an Israeli helicopter was
flying over the area. It is believed
that the helicopter detonated the bomb by remote control. Bisharat survived this attack.

 

 

3. Shelling of Residential
Areas, Land Leveling and House Demolition

 

Saturday, June 23, 2001

 

At approximately 10:00 local time, Israeli occupation
forces, reinforced with a bulldozer, broke into the southern part of Al-Jalama
village, north of Jenin. Without any
prior warning, they demolished 13 cabins established at a bypass road between
“Qadim” and “Ganim” settlements, east of Jenin. The cabins are owned by Palestinians and were used as shops for selling
vegetables. One of the cabins was used
as a workshop for cutting stones, owned by Salah ‘Abdel-Rahman ‘Obeid
El-Ashqar, and was destroyed along with equipment inside that cost more than
US$ 100,000.

 

Tuesday, July 3, 2001

 

At approximately 01:00
local time, the Israeli occupation forces imposed a strict siege on the eastern
and southeastern parts of Yatta village in Hebron, in the aftermath of the
discovery of a settler’s corpse. Israeli
occupation soldiers raided houses, tents and caves evicting the Palestinian
civilians inside. Then, they demolished
many of the dwellings. Israeli forces
also arrested and interrogated all males in the area. Most of them were released later except for
30.

 

At approximately 9:30
local time, Israeli occupation forces reinforced with bulldozers broke into
Wadi Al-‘Amayer and Al-‘Odeirya areas south of Al-Sammou’ village in
Hebron. They forced five Palestinian
families to leave their houses located at bypass road (60). Then, bulldozers demolished the five houses
and the furniture inside without any prior warning. The five houses were:

1) a 250-square-meter,
one-story house, owned by Mahmoud Hassan El-Hawamdeh;

2) a 150-square-meter,
one-story house, owned by Ahmed Mohammed Mahariq;

3) a 120-square-meter,
one-story house, owned by Yousef ‘Aaref El-Daghamin;

4) a 150-square-meter,
one-story house, owned by Ibrahim ‘Aaref El-Daghamin;

5) a 150-square-meter,
one-story house, owned by Mansi ‘Aaref El-Daghamin;

6) a 120-square-meter,
one-story house, owned by Ibrahim Mohammed Mahariq;

7) a 100-square-meter,
one-story house, owned by Mohammed Yousef Mahariq; and

8) a 150-square-meter,
one-story house, owned by Mahmoud Mohammed Mahriq.

 

At approximately 12:00
local time, Israeli occupation forces, reinforced with bulldozers, raided a
market at the southern entrance to Al-Jalama village, north of Jenin. Without any prior warning, they demolished 32
stores along with the goods inside.

 

Wednesday, July 4, 2001

 

At approximately 07:30
local time, Israeli occupation forces, reinforced with a bulldozer, broke into
Tal Al-Ghoul area in Beit Hanina in Jerusalem. They demolished two 15-square-meter apartments owned by Rassem
‘Abdel-Wahed and Rajih El-Hawarin.

 

At approximately 15:00
local time, Israeli occupation forces razed a 15-donum area of agricultural
land planted with citrus east of Gaza City, owned by Sa’di El-Shawa. PCHR’s field officer in Gaza City reported
that the land is approximately 200m to the west of the eastern border of the
Gaza Strip.

 

For the third consecutive
day, at approximately 23:00 local time, Israeli occupation forces, positioned
at the border with Egypt in Rafah, shelled Palestinian houses opposite Salah
El-Din Gate on the border. The shelling
lasted sporadically up to 05:00 local time on the following day, during which
the Israeli forces fired artillery shells and heavy and medium caliber bullets
at Palestinian houses. This resulted in
further damage to a number of houses which had been evacuated previously due to
shelling over the past few months.

 

4. Three Palestinian Civilian
Die Under the Siege

 

The Israeli occupation forces have continued to
impose a total siege on the Occupied Palestinian Territories. They have closed off all main and branch
roads and obstructed passage through border crossings. This week, three
Palestinian civilians, including a 4-day-old infant, died after the Israeli
occupation forces had prevented their evacuation to hospital. 

 

On Saturday, June 30, 2001, at approximately 09:30
local time, Fatema Mohammed El-‘Abed El-Shirafi, 64, from Jabalya refugee camp,
died at Rafah Border Crossing. According
to her family, she had left the Gaza Strip to Egypt through the crossing on
June 20, 2001. She had spent one week in
Egypt. On June 27, 2001, the came to the
crossing to travel back to the Gaza Strip. However, procedures followed by the Israeli occupation forces at the
crossing obstructed her passage on the same day. She had been blocked at the crossing with
thousands of Palestinians for three days, lacking appropriate medical care,
waiting to travel back to the Gaza Strip. Her health remarkably deteriorated until she died on Saturday morning,
June 30, 2001. She had suffered from
hypertension and diabetes.

 

On Saturday morning, June 30, 2001, a 4-day-infant,
Khaled ‘Abdel-Nasser Nouri Mousa, died at the National Hospital in Nablus
shortly he was brought to hospital. Israeli occupation forces at roadblocks obstructed immediate evacuation
of the infant to hospital.

 

On Sunday morning, July 1, 2001, Meriam Mohammed
Ibrahim ‘Omara, 61, from Nabi Saleh village northwest of Ramallah, died when
Israeli soldiers obstructed her evacuation to hospital after she suffered from
a heart attack. According to her son
Bassam Mahmoud ‘Omara, he took her in his car at approximately 01:00 local time
to Ramallah hospital after a physician in Beit Rima village checked her
condition. Israeli occupation forces at
three military roadblocks on the road to Ramallah held them up for
approximately two hours. When they
arrived at hospital, the mother died.

 

Since Friday, June 22,
2001, Israeli occupation forces have maintained a total siege on a Palestinian
residential area which houses 27 families comprised of 160 people, between
“Dogit” and “Elli Sinai” settlements in the northern Gaza Strip. PCHR was informed that residents of the area
suffer a shortage of foodstuffs and diesel fuel, which is used in power
generation, since the area does not have access to electricity. The residents of the area have also suffered
from shortages of medicine and have been denied access to medical care.

 

On Wednesday, June 27,
2001, Israeli occupation forces finished surrounding the area with sand
barricades, approximately 2.5 high, under a 0.5m-high screen of barbed
wire. The Israeli occupation forces
initiated this action in the past weeks. All entrances to the area where closed, isolating it from its
surroundings. In the meantime, Israeli
occupation forces have started to establish a gate northwest of “Dogit”
settlement, apparently to be the sole entrance to the area, in a way similar to
procedures applied in Al-Mawasi area in Khan Yunis and Rafah. 

 

Israeli occupation forces
allowed the entry of representatives of the International Committee for the Red
Cross into the area. Some people leave
the area through outlets between “Elli Sinai” and “Nitsanit” settlements, under
fire from Israeli occupation forces, to bring food for their families.

 

5. Other Attacks and Arrests
by the Israeli Occupation Forces

 

Thursday, June 28, 2001

 

At approximately 07:00 local time, Israeli occupation
soldiers beat Khaled ‘Abdel-Hamid Hassan El-Tamimi, 45, a physician from Deir
Nizham village northwest of Ramallah, and prevented him from traveling to
Ramallah Hospital. El-Tamimi was waiting
at the main road for a taxi to travel to Ramallah Hospital, after the Israeli
occupation forces had denied the entry of a hospital car into the village. Then, a military jeep of the Israeli
occupation forces stopped near him. Two
Israeli soldiers got out of the jeep. One of them asked El-Tamimi for his identity card and inquired about the
reason for his staying in the area. The
second soldier started to beat him. He
fell onto the ground, but the soldier did not stop beating him.

 

Saturday, June 30, 2001

 

At approximately 14:30
local time, Israeli occupation forces severely beat three Palestinian
journalists while they were on duty near a military roadblock on ‘Ein
‘Arik-Deir Ebzi’ road near Ramallah. Israeli soldiers pointed their guns at the journalists and prevented
them from taking photos or talking to Palestinian citizens in the area. The journalists moved away from the roadblock
and started to take photos of practices of the Israeli soldiers against
Palestinians at the roadblock. Then,
three Israeli soldiers moved towards the journalists, beat them and forced them
to leave the area. The journalists were:

1) Mahoud Mohammed Mustafa
Khallouf, 24, from Jenin, a correspondent for Reuters press agency;

2) ‘Ammar ‘Aawdh, 21, from
Jeruslaem, a photographer for Reuters press agency; and

3) Mohammed Sadiq, 24, a freelance
photographer.

 

Sunday, July 1, 2001

 

Early in the morning, Israeli occupation forces
broke into Jaba’ village near Jenin. They raided a house in the village and arrested Mohammed Ghaleb Khalil
Hamamra, 28, and his brother Mu’ath, 25. According to a member of the family, Israeli soldiers forced Mu’ath and
his wife were forced at gunpoint to remove their clothes. The two were detained nude for one hour. He added that Israeli soldiers stole jewels
of the wife and three mobile phones.

 

Monday, July 2, 2001

 

Early in the morning, Israeli occupation forces
raided Ya’bad village southwest of Jenin and arrested three Palestinian
civilians:

1) ‘Ezz El-Din Ahmed ‘Amarneh, 32, a
Muslim cleric;

2) ‘Alla’ Mahmoud Shayeb, 15; and

3) Mohammed Mahmoud ‘Attatrah, 30.

The Israeli forces also raided a house of a
Palestinian policeman, ‘Emad Mustafa ‘Attatrah, 27, seeking to arrest him, but
he was not there. They also set fire to
a civilian car in front of the house.

 

At approximately 01:00 local time, Israeli
occupation soldiers arrested a member of the Palestinian Preventive Security
Service, Bader Suleiman, at a military roadblock on Jenin-Nazareth road.

 

Wednesday, July 4, 2001

 

At approximately 16:30 local time, an Israeli tank
left its position near Rafah Border Crossing on the border with Egypt, and
penetrated approximately 100m inside a Palestinian-controlled area of
Rafah. Israeli occupation forces
arrested Ibrahim Mohammed Jaradat, 24, a member of the Palestinian Military
Intelligence Service, from near his house east of the crossing.

 

At approximately 12:00
local time, Israeli occupation soldiers, positioned at the entrance to Zeita
village north of Tulkarm, fired at ‘Atta Ahmed El-Za’anin, 26, from Beit Hanoun
in the northern Gaza Strip and resident of Tulkarm, while on his way to work in
Israel. El-Za’anin was wounded by a live
bullet that entered the right leg and settled in the left one.

 

At approximately 22:00
local time, Israeli occupation forces broke into Deir Nizham village northwest
of Ramallah and searched a number of Palestinian houses. Then a number of Palestinian civilians
gathered, and Israeli soldiers fired at them, wounding:

1) ‘Abdullah Tayseer
El-Tamimi, 17, with a rubber-coated metal bullet in the right thigh; and

2) Bilal Mohammed
‘Abdel-Hadi, 18, with a rubber-coated metal bullet in the right leg.

 

6. Attacks by Settlers
against Palestinian Civilians

 

Monday, July 2, 2001

 

1) At approximately 02:30 local
time, two settlers from “Kharsina” settlement east of Hebron set fire to four
Palestinian civilian cars in Al-Baq’a neighborhood near the settlement. Three of the cars were completely burnt and
the fourth one partially damaged. Owners
of the cars informed Israeli police, who came to the area more than six hours
later. They summoned the owners of the
cars and witnesses, and interrogated them in a police station in “Keriat Arba”
settlement.

PCHR calls upon the international community:

 

1) To provide international protection for the
Palestinian people in the Occupied Palestinian Territories immediately;

2) To ensure that the ICRC enhances its presence,
expands its activities and intensifies its field observations throughout the
Occupied Palestinian Territories;

3) To ensure that the High Contracting Parties to the
Fourth Geneva Convention of 1949 reconvene in order to take effective measures
to protect Palestinian civilians in the Occupied Palestinian Territories;

4) To prosecute those believed to have committed war
crimes before international courts;

5) To ensure that the European Union activates Article 2
of the Euro-Israeli Association Agreement, which provides that Israel must
respect human rights;

6) To ensure that the UN High Commissioner for Human
Rights visit the Occupied Palestinian Territories and that the Resolution
adopted by the UN High Commission on Human Rights in April 2001 be implemented;

7) To provide humanitarian
and medical assistance for the Palestinian people, whose living conditions are
increasingly deteriorating as a result of the continued siege imposed by the
Israeli occupation forces on the entire occupied Palestinian territories.
