Ref: 81/2022Date: 22 June 2022Time: 09:00 GMT Yesterday evening, a Palestinian was killed after an Israeli settler stabbed him in Iskaka village, east of Slafit, and was left to bleed to death as the Israeli Occupation Forces (IOF) obstructed the provision of medical aid to him.This attack is part of setters’ violence, which has recently escalated with Israeli official support and under IOF’s protection during and after commission of these attacks, in light of full absence of serious accountability for such attacks, encouraging and feeding their continuation.According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at approximately 17:30 on Tuesday, 21 June 2022, an Israeli settler stabbed with a knife ‘Ali Hasan Harb (27) in his chest when the latter was in his land with relatives. Harb and his relatives went to the land upon a phone call from villagers, informing them that Israeli settlers built a tinplated room on their land. The stabbing was conducted under the presence and protection of IOF, who prevented giving first aid to Harb and left him to bleed to death.The victim’s uncle, Na’iem Yousef Harb (55) said to PCHR’s fieldworker that: “We were informed that Israeli settlers are establishing a barrack on our land, that is 2 kilo meters away from where we live in Iskaka village. My father, my relatives and I immediately headed to the land and saw the settlers escaping the area. Few minutes later, the settlers returned with the settlement’s security and IOF, and the settlement security guard fired several bullets in the air. Suddenly, while we were standing, a settler pulled a knife and stabbed my nephew, ‘Ali Hasan Harb, who was standing next to us and doing nothing as it was very calm at the time. ‘Ali fell on the ground and we tried to approach and help him, but IOF prevented us. My son approached him, because he was bleeding, so one of the soldiers pointed his gun at my son’s head to stop. Afterwards, clashes erupted with the Israeli soldiers for preventing us to give Harb aid, but they insisted on preventing from providing him any first aid and leaving him to bleed to death in front of our eyes. We couldn’t do anything. He was left to bleed for more than half an hour. After that, an Israeli officer said: we will try to save him. We then took him and rushed to Martyr Yasser Arafat Governmental Hospital, where he was pronounced dead, succumbing to his wounds.”This is the second settler attack by sharp tools against Palestinians within only 5 days. At approximately 22:00 on Thursday, 16 June 2022, Israeli settlers attacked Omar Hijazi and Basil Rashid with sharp tools and knives in their workplace in “Ramat Eshkol” settlement, west of occupied East Jerusalem. As a result, both of them sustained fractures and deep wounds all over their bodies and received treatment at Hadassah Medical Center. It should be noted that IOF did not take any punitive measures against the setters who conducted the attacks. Since the beginning of this year, Israeli settlers carried out more than (150) direct attacks against Palestinians and their property across the West Bank, including occupied East Jerusalem. Most of those attacks were under IOF’s protection and ended without any accountability measures for the perpetrators.PCHR condemns settlers’ violence and stresses that IOF should be held accountable for this systematic violence, which is supported by a political decision, as settlers are recruited to seize Palestinian lands and establish settlement outposts there, and this is usually accompanied with attacks on the Palestinians who try to protect their lands, raids of Palestinian villages and neighborhoods and conducting attacks on their residents. Israeli settlers’ attacks have escalated, under IOF’s protection during the commission of such attacks. In most cases, this develops into IOF’s attacking the victims and arresting them instead of the attackers. Also, Palestinians’ complaints related to settlers’ violence and attacks are often not taken seriously by the IOF, as they either ignore opening an investigation into the attacks or in limited cases open an investigation without having any results or deterrent accountability.PCHR calls upon the international community and United Nations bodies to fulfill their legal and moral obligations and take immediate action to end the Israeli crimes and settlers’ violence against Palestinians and to provide them protection.
