Member of the Palestinian General Intelligence Killed
PCHR Condemns Violence in the West Bank and Calls upon the PNA to Enforce Law and Order
PCHR is deeply concerned at the escalation of violence in several areas under the jurisdiction of the Palestinian National Authority (PNA) in the West Bank. PCHR, concerned at the state of security chaos and repeated attacks on Palestinian police stations by Palestinian armed group, calls for the end to such illegal acts.
In the past few days, the districts of Jenin, Nablus, Hebron and Ramallah witnessed acts of violence by a number of Palestinian armed groups or individuals, which left a member of the Palestinian General Intelligence dead, injured a member of the police and caused damage to public and private property.
According to investigations conducted by PCHR, on Tuesday noon, 1 March 2005, a member of the al-Aqsa Martyrs Brigade, the military wing of Fatah movement, opened fire at the convoy of the Palestinian Minister of Interior Nasser Yousef in Jenin. No casualties were reported.
On Thursday evening, 3 March 2005, a number of unknown armed persons fired at the house of the former Minister of Civil Affairs and Member of the Palestinian Legislative Council Jamil al-Tarifi in Ramallah. No casualties were reported and the shooters escaped in a vehicle that was waiting for them.
On Friday afternoon, 4 March 2005, an exchange of fire took place between a number of members of al-‘Awda Brigade of Fatah movement and the Palestinian police in Nablus. According to investigations conducted by PCHR, at approximately 13:00, two persons arrived at a police station in the city to inform about loosing a mobile phone. One of the two persons did not have an identity card, so the police did not allow him to enter the station. A quarrel took place between the two persons and the police. A few minutes later, around 150 armed persons arrived at the area and opened fire at the police station. Soon after, an exchange of fire erupted between the armed persons and the police, which continued for some time, until representatives of partisan entities intervened and were able to stop the clash. Then, the armed persons withdrew to the old town. During the exchange of fire, a member of the police, Mohammed Sa’ada al-Zaher, 24, from Yassid village near Nablus, was injured by a live bullet in the left thigh.
On Saturday morning, 5 March 2005, a number of armed Palestinians burnt three vehicles of Palestinian security services and a bulldozer of Dura Municipality in Dura village, southwest of Hebron.
On Sunday, 6 March 2005, Fadi Sami Jabarin, 23, from Ramallah, a member of the Palestinian General Intelligence, was shot dead by a member of the Civil Defense. According to eyewitnesses, a quarrel took place between the victim and his murderer at al-Manara Square in the center of Ramallah. The quarrel escalated and the murderer fired at the victim with a pistol. The victim was injured by a live bullet in the abdomen. He was evacuated to Ramallah Hospital, but medical efforts to save his life failed and he was pronounced dead two hours later. The police immediately arrested the murderer. Some of his colleagues and relatives attempted to release him, but the police was able to take him away from the area nearly 20 minutes later.
PCHR condemns such illegal acts and calls for stopping them, as they threaten the lives of innocent civilians, undermine the rule of law and cause damage to public and private property. PCHR calls upon the PNA to enforce the law and retain order in the areas that witnessed such attacks. PCHR calls also upon law enforcement officials to implement the law and adhere to instructions related to the use of weapons.
