The Palestinian Centre for Human Rights (PCHR) is an independent Palestinian human rights organization established in 1995 based in Gaza Strip. PCHR works through the law and advocacy for the promotion and protection of human rights, the pursuance of the rule of law and the realization of democratic principles for the Palestinian people. PCHR announces the following vacancy.
Position title: Community Mobilizer (CLA/SCLR, Human Rights Focus)
Location: Gaza Strip
Contract type and duration: A 12-month project-based contract with the potential for an extension.
Preferable Start Date: As soon as possible.
Brief description of the position:
The community mobilizer will work within the PCHR framework, supporting locally led crisis response and action using a human rights-based approach. The role ensures the active and informed participation of community members, especially the most marginalized, in identifying, planning, and implementing responses to human rights violations, social injustices, and humanitarian crises.
Main Duties and Responsibilities:
- Mobilize and inform communities about the project, emphasizing the importance of participation and inclusivity, especially of marginalized individuals and groups.
- Facilitate participatory needs assessments, focus group discussions, and community consultations to understand risks, protection concerns, and available resources.
- Document protection landscapes, including referral pathways, networks, and formal/informal supports.
- Facilitate and support the creation or reinforcement of community-protection groups and accountability committees.
- Support and train community protection groups to lead participatory action learning/coping (PALC) processes and engage in group cash transfer initiatives that advance protection, dignity, and rights.
- Guide and support community members in analyzing risks, identifying priorities, and developing action plans to advance their own protection and rights.
- Help communities design, implement, monitor, and evaluate their own initiatives.
- Facilitate linkages with relevant support services for referrals (legal, psychosocial, health, shelter, etc.) and help maintain updated referral pathways.
- Build trustful relationships with local communities, leaders, and vulnerable groups.
- Promote meaningful inclusion of women, youth, persons with disabilities in all community response processes and committees.
- Encourage and facilitate and liaise between communities, PCHR staff, legal aid teams, and partners.
- Represent PCHR and community concerns at meetings, forums, and events as required.
- Raise awareness of international and national human rights standards, women’s rights, children’s rights, and the rights of marginalized groups.
- Regularly gather and report rights violation cases, concerns, and emerging risks, supporting PCHR’s documentation and legal advocacy initiatives.
- Contribute to research, legal aid, and advocacy efforts where community input is essential.
- Uphold PCHR’s code of conduct, child protection, safeguarding, and confidentiality procedures.
Education and Experience:
- Bachelor’s degree in law, social sciences, human rights, international relations, or similar fields.
- Minimum 2 years in community mobilization, participatory facilitation, protection/human rights programming, or advocacy, ideally with a human rights or humanitarian organization.
- Experience with SCLR/CLA, microgrant management, legal documentation, or community-based protection is strongly preferred.
- Competence in documentation, confidentiality management, and handling of sensitive human rights cases.
- Genuine commitment to equality, justice, and non-discrimination.
- Strong sense of accountability, transparency, and ethical conduct.
Knowledge and Skills:
- Deep understanding of human rights frameworks, protection principles, and survivor-centered approaches, legal standards, and community-based protection.
- Strong interpersonal and facilitation skills.
- Excellent command of English (spoken and written).
- Adaptability and the capacity to move between the Gaza Strip’s various operational areas as needed.
- Motivation, self-initiative, and resilience, able to work under pressure in challenging environment.
- Cultural sensitivity, gender-aware, and the ability to work with people from diverse backgrounds.
- Community engagement and participatory training experience.
- Analytical, problem-solving, and data-gathering skills.
- Computer and digital literacy for data collection and reporting.
