Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank in July 2025

In July 2025, the Israeli Occupying Forces (IOF) and Israeli settlers continued their crimes and violations of human rights and international humanitarian law against Palestinians and their properties in the West Bank, including occupied Jerusalem. These crimes have included willful killings, destruction of public and private property, forced displacement, settlement expansion, among others.

This report documents a serious escalation in willful killings, particularly against children, as this month has been the second deadliest since the beginning of the year. It also highlights settler attacks that led to the killing of four Palestinian civilians.

In July, dozens of Palestinians were forcibly displaced due to settler violence or Israeli demolition policies in the West Bank, including occupied East Jerusalem.

The Following is some of violations highlighted and documented by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of 25 Palestinians, including 20 civilians; amongst them 8 children. Four of those killed were victims of settlers’ attacks.  Also, a Palestinian died in Israeli jails.

On 01 July 2025, Samer Bassam Mohammed Zagharnah (25), from ‘Arab al-Ramadeen village in Hebron, was killed after being shot in the thigh with a live bullet by an Israeli soldier guarding the annexation wall on the southwestern side of the village. Samer was attempting to cross the annexation wall to work inside Israel.

Also, Amjad Nassar ‘Awwad Hoshieh (16) was killed by the IOF after being shot with a live bullet in his chest during protests organized by Palestinian young men and boys against the IOF’s incursion into Rukab Street in central Ramallah.

On 03 July 2025, the IOF killed Waleed Hasan Sa’d Budair (61), from Tulkarm, after shooting him while he was riding a bicycle on his way home near the eastern entrance to Nour Shams refugee camp, east of Tulkarm. Budair was shot with a live bullet in the thigh, despite the area witnessing no clashes or incidents. The IOF obstructed ambulance crews from reaching him for 40 minutes, during which he bled severely before being transferred to the hospital, where he was pronounced dead while undergoing surgery.

On 04 July 2025, the IOF killed two Palestinians, claiming that one of them was a wanted person, after besieging them in a house in Salem village, east of Nablus. Those killed were identified as:  Wesam Ghassan Hasan Jebara (37), whose body is being held by the IOF, and Qusai Naser Mahmoud Nassar (23), the houseowner, who was later confirmed to have been shot with a live bullet in the neck. Additionally, an elderly man was injured by IOF’s gunfire in the area.

On 08 July 2025, medical crews at al-Ahli Hospital in Hebron announced the death of Ahmed Nafiz Jebreel al-‘Awi’y (19), who succumbed to a head injury sustained after the IOF shot him with a live bullet on 22 October 2024 during stone-throwing clashes on al-Shuhada Street in Hebron.

Pm 09 July 2025, medical crews at Rafidia Governmental Hospital in Nablus announced the death of Eyad ‘Abed al-Mo’ti Eyad al-Shalakhti (12), who succumbed to injuries sustained after the IOF shot him in the abdomen and thigh on 06 July 2025 during their incursion into Talet ‘Askar, located between ‘Askar al-Qadeem and ‘Askar al-Jadeed refugee camps, east of Nablus.

On 10 July 2025, Ahmed ‘Ali Diyab al-‘Amour (55) was killed after being directly shot by the IOF during their incursion into Rummanah village, west of Jenin. The IOF claimed that al-‘Amour was carrying a knife and had stabbed a soldier.

On 11 July 2025, Israeli settler militias killed two Palestinian civilians through physical assault and gunfire and injured 27 others in a largescale assault targeting residents of Sinjil village. The latter was organizing a peaceful protest against the establishment of a new settlement outpost on their land, northeast of Ramallah in the West Bank. Those killed were identified as: Mohammed Rezeq Shalabi (23), and Saif al-Deen Kamel ‘Aned Meslet (23), held U.S. citizenship. On 17 July 2025, Firas Ahmed Raja Subeh (47) was killed by the IOF after being shot with a live bullet in his thigh during the IOF’s incursion into Wad al-Fari’ah area, south of Tubas. The crime occurred after the IOF moved into the area, besieged Subeh’s house, opened fire on him while he was inside the house, and then detained him. Later, the IOF declared his death.

Also, Sameer Mohammed Yousef al-Refa’i (53), a Palestinian detainee from Rummanah village, west of Jenin, died in Israeli jails. It is worth noting that al-Refa’i had been detained since 10 July 2025. According to the Ministry of Detainees and Ex-Detainees Affairs and Palestinian Prisoner’s Club, had been suffering from heart problems prior to his arrest, as confirmed by medical reports, and required close medical follow-up1. The cause of his death remains unknown.

On 18 July 2025, ‘Amr ‘Ali Qabha (13) was killed by the IOF after being shot with several live bullets during the IOF’s incursion into the northern neighborhood of Ya’bad village, southwest of Jenin. According to information gathered by PCHR’s researcher, ‘Amr was walking in the area and suddenly found Israeli soldiers in front of him. As he attempted to flee, they opened fire on him from point-blank range, injuring him with several live bullets in the lower back, left hand, chest, neck, and other parts of his body. The IOF prevented ambulance crews from reaching him, leaving him lying on the ground for about two hours before he was transported to a medical center, where he was pronounced dead.

On 22 July 2025, Ibrahim Majed ‘Ali Naser (15), from Qabatiya village, southeast of Jenin, was killed by the IOF after being shot with a live bullet in his chest in clashes that broke out during the IOF’s incursion into the main street of Qabatiya village.

On 23 July 2025, Ibrahim ‘Emad Ahmed Hamran (13), from Arraba village in southern Jenin, was killed by the IOF after being shot with a live bullet in the lower right side of his back during clashes that broke out with the IOF during their incursion into the main street of Arraba village.

On 24 July 2025, the IOF killed two Palestinian children after directly opening fire on them in an ambush set up near the intersection of al-Khader village, south of Bethlehem. The IOF claimed that the two children had thrown Molotov cocktails at settlers’ vehicles traveling on the bypass road near the village. The two children were identified as Ahmed ‘Ali As’ad Salah (15) and Mohammed Khaled ‘Eliyan ‘Issa (17). The IOF are holding their bodies. 

On 25 July 2025, medical crews at al-Najjah Hospital declared the death of Mohammed Khaled Hasan Mabroukh (15), who succumbed to injuries sustained on 23 July 2025 after the IOF shot him with a live bullet in his left thigh during their incursion near the camp’s entrance. Mabroukh stuck his head out of an alley to see where the soldiers were stationed, and they opened fire on him despite him posing no danger to their lives.

On 25 July 2025, Rabee’ Mohammed Yousef Taqatqah (30), from Beit Fajjar village in southern Bethlehem, was killed by the IOF after being shot with a live bullet to the head. The IOF claimed that Taqatqah had thrown stones at settlers’ vehicles and attempted to carry out a stabbing attack near the “Majdal Oz” settlement established at the western entrance to Beit Fajjar village.

Settler militias also killed Wadee’ Mohammed Othman Samamra (19), from ad-Dhahiriya village in southern Hebron, after shooting him near the “Khaft Yehuda” settlement outpost established on confiscated Palestinian lands in southern the village, alleging that he attempted to carry out a stabbing attack. The IOF held his body.

On 27 July 2025, the IOF shot and killed Mohammed Samer Suliman al-Jamal (27) at the northern entrance to Hebron (Ras al-Joura), claiming he threw stones at Israeli soldiers.

On 28 July 2025, an armed Israeli settler killed human right defender, ‘Odah Mohammed Khalil al-Hathaleen (31), after directly opening fire on him while he was documenting settler attacks in Hebron. (More details are available at PCHR’s press release. )           

On 31 July 2025, Khamis ‘Abed al-Latif ‘Ayyad (36), from Silwad village in eastern Ramallah, was killed after suffocating from tear gas inhalation. The IOF had fired tear gas canisters at his house during their incursion into the area to protect settler militias, who stormed the village and carried out attacks, including setting 7 vehicles ablaze. It is worth noting that ‘Ayyad held U.S citizenship.

Thus, the death toll due to the IOF’s attacks in the West Bank since the beginning of this year has risen to 171, including 80 civilians, among them 30 children and 5 women. Furthermore, 10 Palestinian detainees, including a child, have died in Israeli jails. Additionally, dozens were injured by the IOF’s gunfire across the West Bank.

Demolition and land-razing

As documented by PCHR’s staff, the IOF demolished 66 facilities in the West Bank, including occupied East Jerusalem: 31 houses were completely demolished, among them 22 were demolished under the pretext of unlicensed construction, and 8 were self-demolished by the owners in Occupied East Jerusalem. They also demolished 35 commercial facilities. The IOF also uprooted 200 olive trees. 

The IOF’s ground assaults in the West Bank’s cities and refugee camps caused extensive destruction to infrastructure, including streets, water pipes, telephone and electricity lines in Jenin, Nur Shams, and Tulkarm refugee camps, east of Tulkarm and Ramallah.

On 08 July 2025, the IOF demolished a 1000-sqm building that was comprised of under-construction residential apartments and commercial shops in ‘Anata villahe, northeast of Jerusalem.

On 17 July 2025, as part of the collective punishment policy, the IOF blew up four residential houses; three of them were inhabited, while the fourth was under construction in Qabatiya village in Jenin. As a result, three families of 27 individuals, including 13 children and 7 women, were displaced. The demolished houses belonged to three Palestinians killed by the IOF after being accused of carrying out operations against Israel.

On 23 July 2025, the IOF demolished 15 facilities and a dwelling in al-Khalaleel compound in Ramallah, rendering 45 individuals, including 12 children, homeless.

From 24 to 28 July 2025, the IOF forced Palestinians to demolish three residential buildings comprising nine housing units in occupied East Jerusalem, displacing 40 individuals, including women and children.

On 29 July 2025, the Israeli authorities demolished four residential houses and a retaining wall, rendering 33 individuals, including children, women, and elderlies, homeless in occupied East Jerusalem’s Old City. 

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements.

On 14 July 2025, the Israeli authorities decided to resume advancement of the E1 settlement plan in eastern occupied Jerusalem for the first time since 2021. If implemented, the plan would lead to the fragmentation of the West Bank by severing its northern and southern parts, according to a report published by Haaretz on Monday. The report added that the Higher Planning Council of the so-called “Civil Administration” is scheduled to convene on 6 August to consider objections submitted against the plan in a session that will mark the end of the official objection phase.

On 20 July 2025, Israeli settlers established a new settlement outpost comprising of tents in western Beit Ula village, west of Hebron.

On 21 July 2025, Israeli settlers expanded the settlement outpost established in al-Makhrour area, west of Bethlehem, by placing additional mobile homes in the outpost.

On 28 July 2025, Israeli settlers established a new settlement outpost consisting of a caravan and a shed on the eastern lands of Idna village, near the ‘Ein Fer’a area, west of Hebron.

On 30 July 2025, Israeli settlers placed additional tents and caravans in the settlement outpost established in al-Jomjoma area, east of Halhul city in Hebron. It is worth noting that the settlement outpost was established in early June 2025.

Settler violence

Israeli settlers conducted 42 attacks against Palestinians and their properties in various villages and cities across the West Bank, including occupied Jerusalem. Their attacks killed four Palestinians, as elaborated above in the killings section, and injured 9 others. Additionally, 2,040 olive trees and seedlings, along with 60 vineyards, were damaged and uprooted, while residents of Jerusalem and Bethlehem were forcibly displaced.

On 05 July 2025, Israeli settlers launched an attack on Kherbit Jeljiya in Ramallah, setting fire to three houses using Molotov cocktails.

On 13 July 2025, Israeli settlers’ attacks have been forcibly displaced 15 Palestinian families of 90 individuals, including 30 children, from al-Hathron community,  in al-Khan al-Ahmar area, east of occupied East Jerusalem. The settlers cut off the water supply lines to the community, destroyed solar panels, and pumped sewage water from nearby settlements onto the pastoral lands.

On 17 July 2025, Israeli settlers attacked residents of Hammamat al-Maleh – al-Mutiya Bedouin community in Tubas. They assaulted the residents, stole hundreds of livestock, and damaged an agricultural tractor. As a result, two families of 10 individuals were forcibly displaced from the community.

On 23 July 2025, 17 Palestinian families of 101 individuals, including 53 children, were forcibly displaced from Bariyat Kisan community in Bethlehem due to settlers’ attacks. The settlers blocked roads leading to the community and cut off its water supply lines. They also destroyed 17 houses and a livestock barn after the residents were displaced.

IOF Attacks in Jerusalem:

IOF’s violations and Judaization attempts continued in occupied East Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts. IOF also continue to impose age-based access restrictions to Al-Aqsa Mosque, especially on Fridays, and enforce strict search procedures.

In addition to house and facility demolitions as elaborated above, PCHR documented the following:

Since the beginning of July 2025, the Al-Aqsa Mosque has witnessed an unprecedented escalation in settler raids, which appears to be a systematic attempt to expand their effective control over the mosque and impose temporal and spatial segregation under direct political and security sponsorship by the Israeli authorities.

During the first five days of July, six public wedding ceremonies were held within the courtyards of Al-Aqsa Mosque, including singing, dancing, and collective applause under the Israeli police protection. This notable change in the nature of the incursions came following direct orders from the far-right Israeli Minister of National Security, who gave the green light to settler groups to hold their ceremonies and rituals throughout the mosque, not just in the eastern section as they had done in recent years.

Footages captured over the past few days and circulated on Israeli social media platforms have revealed a dangerous escalation in settlers raids on al-Aqsa Mosque. A number of settlers approached the Dome of the Rock, and performed their rituals near areas that were previously off-limits. This progression was not accidental; it was preceded by stopping at Fountain of Qayt Bay ( Sabil Qaitbay) to drink from it, followed by gathering at the al-Selsela and al-Qataneen Gates, as part of an indication of a calculated plan aimed at gradually asserting control over the Al-Aqsa Mosque.

On 05 July 2025, Israeli police raided the headquarters of Syndicates Complex in Beit Hanina village, north of occupied East Jerusalem, and disrupted the Palestinian Bar Association elections that were taking place there. The raid came after the Israeli police took the names and ID numbers of the attendees. A joint force from the Israeli police and intelligence services surrounded the complex during the election process, then stormed it, carried out internal searches, seized the ID cards of all attendees, documented their personal details, and later summoned them for interrogation at al-Mascobiyya police station the following morning.

On 25 July 2025, Israeli police arrested Sheikh Mohammad Ahmad Hussein (75), the Grand Mufti of Jerusalem and imam of Al-Aqsa Mosque, from the audio control room inside the Al-Aqsa Mosque in occupied East Jerusalem’s Old City.

On 29 July 2025, the Israeli occupation authorities banned the operations of the Palestinian Bar Association in occupied Jerusalem, in a move widely seen as a direct targeting of Palestinian pioneering institutions, including the most prominent legal and human rights body.

Restriction on freedom of movement and checkpoints

The IOF have intensified the number of checkpoints and roadblocks across the West Bank, further tightening restrictions on freedom of movement between cities and villages and isolating them from one another through checkpoints and metal detector gates placed at village entrances, exceeding 1,008 gates in addition to dozens of permanent checkpoints. These measures have been employed to deliberately restrict the freedom of movement of Palestinians. The suffering of residents has been further compounded by new restrictions on travel, particularly following the IOF’s introduction of an electronic platform in early June 2025, requiring all Palestinians leaving the West Bank through the Karama (Allenby) crossing to Jordan to register in advance on the “Israeli electronic platform for booking appointments to cross the King Hussein Bridge.” Appointments must be booked online several days before arriving at the bridge, with only a very limited number of daily seats available. This technical barrier—imposed under the guise of regulation—has deprived thousands of Palestinians of their right to return to their homeland, particularly those unable to secure an appointment on time, those who faced system malfunctions, or those unaware of the new decision earlier.

This latest measure constitutes a blatant violation of the right to freedom of movement and residence, as well as the right to return to one’s homeland. It reflects Israel’s entrenched policy of control and domination, aimed at perpetuating the closure and isolation imposed on Palestinians and transforming movement to and from the occupied Palestinian territory into a conditional privilege rather than a guaranteed right.
