Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank in February 2025

In February 2025, the Israeli Occupying Forces (IOF) and Israeli settlers continued their crimes and violations of human rights and international humanitarian law against Palestinians and their properties in the West Bank, including occupied Jerusalem. These crimes have included willful killings, destruction of public and private property, settlement expansion, arrests, restrictions on freedom of movement, among others.

In February, the IOF have continued their widescale assault on northern West Bank, dubbed “Iron Wall.” The assault began with the invasion of Jenin and its refugee camp on 21 January 2025, followed by Tulkarm and its refugee camp on 27 January 2025. As of the writing of this report, the IOF continue their assault on the West Bank by carrying out deadly airstrikes and extensive assaults that have killed and injured dozens of Palestinians. Additionally, about 40,000 of Palestinians have been forcibly displaced, infrastructure has been destroyed, and hundreds of homes and facilities have been destroyed and burnt.

The Following is some of violations highlighted and documented by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of 26 Palestinians, including 13 civilians; amongst them 6 children and 2 women. One of the women was nine months pregnant and her fetus was killed as well.

On 01 February 2025, during the IOF’s ground invasion into Jenin, Ahmed ‘Abed al-Haleem al-Sa’di (15) was killed and two others, from the same family, were seriously injured in an Israeli drone strike on a house yard in Jenin’s eastern neighborhood.

Moreover, in an extrajudicial execution crime (assassination), IOF’s warplanes targeted a vehicle in Qabatiya village, south of Jebin, killing two Palestinians allegedly being wanted persons. The killed were identified as: ‘Abed al-Hadi ‘Essam ‘Elwan and Saleh Ashab Zakarna. The airstrike also injured 5 civilians, including a child who succumbed to his serious injury on 17 February 2025.

Two Palestinians, including a civilian, were killed in an Israeli drone strike on a motorcycle in Jenin’s eastern neighborhood. The killed were identified as: Tamam al-Sa’di (27), a civilian working as a nurse who had provided first aid to those injured in the first airstrike in their neighborhood, and his relative Nour Shaker al-Sa’di. The IOF claims that the latter was a wanted person.

On 02 February 2025, Waleed ‘Ali Mohammed Lahlouh (73) was killed after being shot by the IOF while trying to return to his home in Jenin Refugee camp.

During their incursion into Al-Arroub refugee camp in Hebron, the IOF killed Mohammed Amjad Shaker Haddoush (29) after shooting him with a live bullet in his abdomen. Also, a boy and a young man were injured during clashes and stone-throwing with the IOF in the camp.

On 07 February 2025, medical crews at Tulkarm Hospital declared the death of Saddam Eyad Rajab (15), from Kafr al-Labad village in Tulkarm. Saddam succumbed to an injury he sustained after the IOF shot him earlier that day while he was in front of his house in the village.

On 09 February 2025, the IOF killed 9-month- pregnant Sondos Jamal Mohammed al-Shalabi (23), and her fetus, and critically injured her husband Yazan al-Sha’lah after opening fire at them while they were in their vehicle. Sondos and her husband were forcibly evacuating Nur Shams refugee camp in Tulkarm after the IOF had expanded their assault on the camp. Additionally, Rahaf Foad ‘Abdullah al-Ashqar (22) was killed and her father was injured after being hit with shrapnel when the IOF bombed a house in al-Naser Mount area in the end of Nur Shams refugee camp.( Details available in PCHR’s press release).

On 11 February 2025, Abdullah Murad Hussain al-Faroukh (19) succumbed to a chest injury after being shot by the IOF during their incursion into Sa’ir village, north of Hebron. Additionally, two other Palestinians, including a child, were injured in clashes that erupted in the village.

On 13 February 2025, IOF stationed and guarding at the gate of Huwara military site, southeast of Nablus, killed ‘Issa Riyad ‘Issa Jabali (28), from Bita village in Nablus, allegedly for carrying out a run-over attack. They later informed the Palestinian Ministry of Civil Affairs of his identity and held his body.

On 14 February 2025, ‘Adel Ahmed ‘Adal Bashkar (19), from ‘Askar al-Jadid refugee camp in Nablus, was killed after being shot by the IOF with a live bullet in his chest. IOF claimed that ‘Adel had thrown a locally made explosive device at them during their incursion into Talet ‘Askar area between ‘Askar al-Jadid and ‘Askar al-Qadeem refugee camps, east of Nablus.

On 21 February 2025, Rimas Mohammed ‘Amouri (13) was killed after being shot by the IOF with a live bullet that penetrated her abdomen and exited her back in al-Jabriyat neighborhood, adjacent to Jenin refugee camp in southern the city.

Also, Ayman Nassar “Mohammed Tayseer” al-Haymoni (12) succumbed to a chest injury he sustained. Ayman was shot by IOF when he was on his way out from a house he was visiting near the southern military watchtower in Hebron earlier on the same day.

On 25 February 2025, during a military assault on Nablus and its Old City that lasted for 8 hours, the IOF killed Tareq ‘Abed al-Salam Qasem Qassas (35) after shooting him in the chest while he was on his way back home in the old city, taking the road to the besieged al-Torbah al-Gharbiyah area. Eight other Palestinians, including six children and an elderly man, were injured; one was deemed critical.

On 26 February 2025, the IOF killed Hamed Mohammed Fadel Mowafi (16) during clashes and stone-throwing near Qalqilya’s northern crossing.

On 27 February 2025, an Israeli special force from “Yamam Unit” sneaked into Maqdoush neighborhood in central Balata refugee camp, east of Nablus and killed Mahmoud Ibrahim Snaqrah (25) inside his home and held his body, allegedly for being a wanted person. Also, two civilians, including a child, were injured; injury of one was deemed critical.

Thus, the death toll due to the IOF’s attacks in the West Bank since the beginning of this year has risen to 84, including 32 civilians, among them 14 children and 2 women. Also, 2 detainees died in the Israeli prisons.

Demolition and land-razing

During the reporting period, the IOF and Israeli settlers demolished 231 facilities, including 203 houses completely demolished, among them 29 demolished under the pretext of unlicensed construction, a house demolished as part of the Israeli collective punishment policy, and 5 were self-demolished by the owners in occupied East Jerusalem. They also demolished 27 commercial facilities. Among the demolished houses, 150 were in Jenin refugee camp and 16 in Nur Shams refugee camp, as part of the initial record of what the IOF have destroyed in Jenin and Tulkarm. Additionally, the IOF destroyed the Popular Committee Center in al-Far’ah refugee camp, south of Tubas.

Moreover, during their incursions, IOF conducted extensive destruction to the cities and refugee camps in the West Bank, particularly to the infrastructure, including water pipes, telephone and electricity lines.

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements.

On 06 February 2025, Israeli settlers established a new settlement outpost in eastern al-Tayaseer military checkpoint, east of Tubas in northern Jordan valley.

On 07 February 2025, Israeli settlers set up a shed built of iron arches and tarpaulins as a prelude to establish a new settlement outpost near al-Ghazal Spring in al-Farisiyia area in northern Jordan valley.

On 10 February 2025, Israeli settlers established a new settlement outpost in Za’tara area on Huwara village’s lands, southeast of Nablus.

Settler violence

Israeli settlers conducted 15 attacks against Palestinians and their properties in various villages and cities across the West Bank, including occupied Jerusalem. Their attacks injured 11 Palestinians, including a woman, and caused extensive damage to properties.

The attacks included burning a one-dunum greenhouse planted with tomatoes, 3 tents, 2 barracks, 3 private vehicles, and an agricultural tractor, and smashing the windows of 8 private vehicles, 3 houses, and a barrack during settlers’ riots in the Palestinian villages, at intersections, and on main streets. Also, 300 birds died due to fire set to their feed, 62 olive and fig trees were cut down, and 940 sheep, 2 horses, and 3 donkeys were stolen.

IOF attacks in Jerusalem

IOF’s violations and Judaization attempts continued in occupied Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts. IOF also continue to impose age-based access restrictions to Al-Aqsa Mosque, especially on Fridays, and enforce strict search procedures.

In addition to house and facility demolitions as elaborated above, PCHR documented the following:

On 02 February 2025, the IOF raided and searched several bookstores in occupied East Jerusalem, arresting their owners and closing one of them for a month. They also confiscated dozens of books and imposed heavy fines, claiming that the books incited violence.

On 03 February 2025, the Israeli municipality fixed a banner at the entrance to a plot of land belonging to the Islamic Endowment (Awqaf) in al-Sawana neighborhood, east of occupied East Jerusalem, declaring its seizure of the land for five years under the pretext of gardening work. The land is adjacent to hundreds of dunums seized by the Israeli municipality in 2000 from the lands of Wadi al-Joz and al-Sawana neighborhoods to establish the Emek Tzurim National Park.

Restriction on freedom of movement and checkpoints

The IOF have established more military checkpoints in the West Bank and tightened restrictions on freedom of movement between the cities and villages, rendering them isolated. During the reporting period, the IOF established hundreds of temporary checkpoints and metal detector gates along the streets and between the villages in addition to tens of permanent checkpoints aiming to restrict Palestinians’ freedom of movement.

Moreover, Palestinian civilians are subjected to inhumane and degrading treatment at military checkpoints, which obstruct their movement and endanger their lives. Many are killed based on unfounded suspicions or have fallen into anguishes at these checkpoints and arrested allegedly for being wanted persons.
