Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank in August 2025

In August 2025, the Israeli Occupying Forces (IOF) and Israeli settlers continued their crimes and violations of human rights and international humanitarian law against Palestinians and their properties in the West Bank, including occupied Jerusalem. These crimes have included willful killings, destruction of public and private property, arrests, threats, among others.

This month witnessed an escalation in settlement activities and settlers’ attacks against Palestinian civilians and their lands, as the Israeli authorities approved the widescale E1 settlement plan in eastern occupied Jerusalem, which is part of Israel’s strategy to expand settlements and completely sever the northern West Bank from its southern parts. Additionally, Israeli settlers established four new settlement outposts, expanded four existing ones, and killed two Palestinians in two separate incidents. At the same time, the IOF issued dozens of land seizure orders and carried out widescale collective punishment measures in Al-Mughayyir village in Ramallah.

The Following is some of violations highlighted and documented by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of five Palestinians, including four civilians. Also, a Palestinian died in Israeli jails. Additionally, dozens of Palestinians sustained injuries due to the IOF and settlers’ attacks.

On 02 August 2025, settler militias killed Mo’een Subhi Mohammed Asfar (24), from Aqraba village, southeast of Nablus, and injured seven other civilians after opening fire at them near a settlement outpost in al-Qarqafa area and Mahforiyia Plain area, southwest of the village. The incident occurred as the civilians were trying to confront setters’ attacks on their homes in the area. (More details available in PCHR’s press release)

On 03 August 2025, Ahmed Sa’eed Saleh Tazaz’a (20), a Palestinian detainee from Qabatiya village, southeast of Jenin, died in Israeli jails. It is worth noting that Tazaz’a had been held under administrative detention since 06 May 2025. According to the Ministry of Detainees and Ex-Detainees Affairs and Palestinian Prisoner’s Club, the detainee had not suffered from any illnesses, and no details were available about the circumstances of his death1.

On 04 August 2025, the IOF killed Yousef ‘Emad al-‘Amer (33) after besieging him inside a barracks between Qabatiya and Marka villages, south of Jenin. The IOF fired projectiles at him, causing his body to be completely burned, before it was transferred to Dr. Khalil Suliman Governmental Hospital in Jenin. The IOF claimed that al-‘Amer was a wanted person. Also, another Palestinian was injured before being arrested by the IOF from the area.

On 13 August 2025, settler militias killed Thameen Khalil Reda Dawabsheh (35), fron Duma village, southeast of Nablus, near a settlement outpost established on Palestinian-owned lands in the northeast of the village. The incident occurred as civilians were trying to confront the settlers, who were building a road connecting settlement outposts in Abu Seifi Plain. (More details available in PCHR’s press release)

On 16 August 2025, Hamdan Mousa Mohammed Abu ‘Aliya (18), from al-Mughayir village, northeast of Ramallah, was killed by the IOF after being shot with a live bullet that penetrated his back and exited his chest during clashes, where stones and Molotov cocktails were thrown at the IOF during their incursion into the village.

On 25 August 2025, the Palestinian Civil Affairs informed the family of Musab ‘Abed al-Men’im “Mohammed ‘Abed al-Kareem” al-‘Aida (20), from Hebron, about his death at Shaare Zedek Hospital inside Israel. He had succumbed to injury sustained on 21 August 2025 when Israeli soldiers stationed at Tamar military checkpoint established on the southern side leading to the closed Tal al-Rumaida neighborhood in H2 area of Hebron, directly shot him. He was later transferred to the hospital, where his death was declared, while his body is still being held by the IOF.

Thus, the death toll due to the IOF’s attacks in the West Bank since the beginning of this year has risen to 176, including 84 civilians, among them 30 children and 5 women. Furthermore, 11 Palestinian detainees, including a child, have died in Israeli jails. Additionally, dozens were injured by the IOF’s gunfire across the West Bank.

Demolition and land-razing

As documented by PCHR’s staff, the IOF demolished 61 facilities in the West Bank, including occupied East Jerusalem: 48 houses were completely demolished, among them seven were demolished under the pretext of unlicensed construction, one house was demolished as part of the Israeli collective punishment policy, and 12 were self-demolished by the owners in Occupied East Jerusalem and Northern Jordan Valleys. They also demolished 41 commercial facilities and an under-construction school.

From 01 to 05 August 2025, the IOF demolished two houses and a commercial facility in occupied East Jerusalem and Artas in Bethlehem. They also sealed off the openings of two artesian wells used for groundwater extraction in Beit Dajan village, east of Nablus. Additionally, the IOF closed the openings of two artesian wells in Nablus and seven springs in Hebron by filling them with concrete.

From 02 to 12 August 2025, the IOF forced 8 Palestinians to demolish 8 residential building comprising of 11 housing units in occupied East Jerusalem. As a result, 48 individuals, including 10 women and 23 children, were displaced.

On 05 August 2025, the IOF demolished an under-construction school in Aqabah village, east of Tubas.

On 06 August 2025, the Israeli authorities demolished two houses, rendering 11 individuals, including 6 children and 3 women, homeless in Wadi Qaddom in occupied East Jerusalem’s Old City. They also demolished a commercial facility for heavy machinery, which served as a source of livelihood for 30 individuals, in Dura al-Qar’ village in Ramallah. The IOF also demolished 6 commercial facilities and an under-construction building of five floors in Bethlehem.

On 07 August 2025, as part of their collective punishment policy, the IOF blew up the ground floor of a four-story residential building, causing extensive damage to the building as well as three nearby buildings in Hebron. As a result, four families, comprising 13 individuals, including five children, were displaced. The demolished facility belonged to a Palestinian detainee accused of carrying out a military operation in Israel that killed Israelis in October 2024.

On 19 August 2025, the IOF demolished a house and a commercial facility in Beit Sira village in Ramallah.

On 21 August 2025, the IOF demolished 22 tents, a barrack, and a sheep barn, and confiscated water tanks and other properties belonging to five families of more than 26 individuals, most of them are children and women, in ‘Ein al-Helwa Community in Northern Jordan Valleys, east of Tubas.

From 29 to 30 August 2025, the IOF forced three Palestinians to demolish three residential buildings in occupied East Jerusalem, rendering 17 individuals, including 3 women and 10 children, homeless.

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements.

On 01 August 2025, the IOF issued 60 military orders to seize Palestinian lands in the West Bank, including 54 orders in Nablus targeting lands under the pretext of being archaeological sites, with a total area of approximately 6,732 dunams; four orders in Ramallah covering a total of 422 dunams; and one order in Susya village in Hebron, covering 500 m². The Israeli authorities consider the confiscated lands as Israeli-protected areas under the pretext of containing archaeological features, prohibiting any activities on them, including agricultural use. It is worth noting that some of the current military orders cover areas adjacent to lands containing settlements and outposts, which will later facilitate their annexation into settlement-controlled zones.

On 02 August 2025, Israeli settlers established a settlement outpost of mobile tents in Dier Mu’alla area, east of Bethlehem.

On 11 August 2025, Israeli settlers established a settlement outpost of tents in Um al-Butum area in Teqoa village, south of Bethlehem.

On 13 August 2025, the Israeli Ministry of Housing announced a tender to build 4,030 new settlement units in the West Bank settlements, including 730 units in the Ariel settlement in Nablus.

On 18 August 2025, Israeli settlers established a new settlement outpost in Huwara area, east of Yatta, where they carried out excavation works and placed tents and caravans.

On 25 August 2025, Israeli settlers added eight more mobile homes to the Afika settlement outpost, established on the lands of Deir Razaj village, south of Hebron.

On 26 August 2025, Israeli settlers placed three mobile houses on Um al-Khair confiscated lands in eastern Yatta, south of Hebron.

On 20 August 2025, Israeli settlers brought 12 mobile homes to the settlement outpost they established opposite Beirin village, east of Hebron.

On the same day, the Israeli Civil Administration’s Higher Planning Council has approved a widescale settlement construction plan in the E1 area, east of Jerusalem, which includes more than 3,401 housing units, in addition to establishing a new settlement called “Ashah’el” that includes 342 housing units and public buildings. The E1 plan lies between the settlement clusters of Ma’ale Adumim and Psagot Ze’ev, in Area C under the IOF’s control, and is part of Israel’s settlement expansion strategy designed to consolidate control over Jerusalem, isolate it from the rest of the West Bank, and block the establishment of a geographically contiguous Palestinian state.

On 29 August 2025, Israeli settlers established a new settlement outpost of three mobile homes in Deir Istiya village in ​​Qalqilya.

Settler violence

 Israeli settlers conducted 92 attacks against Palestinians and their properties in various villages and cities across the West Bank, including occupied Jerusalem. Their attacks killed two Palestinians and injured 23 others, including three international activists, in various assaults. Additionally, 1,080 olive trees, 210 grapevines, and 50 almond trees were uprooted, damaged, or destroyed, while 12 vehicles and seven homes were vandalized and burned. The settlers also stole crops on four occasions, killed and stole livestock, and forcibly displaced residents from three residential communities in Bethlehem and Ramallah.

On 07 August 2025, Israeli settlers’ repeated attacks, including the destruction of solar panels, cutting of water lines, and road closures, have been forcibly displaced 27 individuals, including 13 children, living in Shaab Yatma community in eastern Bethlehem.

On 09 August 2025, Israeli settlers attacked Khillat al-Baqar area in Deir Ammar village in Ramallah, burning a residential tent and using drones to threaten residents to leave. As a result, the 137 community members were forced to relocate their 550 heads of livestock for fear of theft.

On 14 August 2025, Israeli settlers attacked Susya village, south of Yatta in southern Hebron, threw stones at Palestinians’ houses and brutally beat the elderly Khidr al-Nawaja and his wife, in addition to damaging their vehicle.

On 16 August 2025, Israeli settlers attacked Abu Falah village, west of Ramallah, burning several facilities, vandalizing others, puncturing two water tanks, killing two heads of livestock, stealing two more, and cutting down many trees.

On 18 August 2025, Israeli settlers attacked Qarja and Sa‘da families in Halhul city, north of Hebron, while they were harvesting grapes, with batons and stones. As a result, four of them sustained critical injuries.

On 24 August 2025, settlers attacked Palestinian farmers in Wadi al-Qut area, north of Halhul, severely beating them with batons sand stones. As a result, two farmers were injured, one of them was reported to be in critical condition.

On 28 August 2025, families living in Jabbas Bedouin community, east of Taybeh village in eastern Ramallah, were forcibly displaced from the community, which shelters four families of about 30 individuals, including 15 children, due to settlers’ attacks. These attacks had intensified two days earlier, as settlers arrived with herds of cows and sheep, raided homes, stole property, and fired live bullets in the area to intimidate residents and force them to leave.

IOF Attacks in Jerusalem:

IOF’s violations and Judaization attempts continued in occupied East Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts. IOF also continue to impose age-based access restrictions to Al-Aqsa Mosque, especially on Fridays, and enforce strict search procedures.

In addition to house and facility demolitions as elaborated above, PCHR documented the following:

On 14 August 2025, the Israeli authorities froze the bank accounts of the Orthodox Patriarchate in occupied East Jerusalem and imposed exorbitant taxes on its properties, in a blatant violation of the city’s historic status. This measure follows previous actions, as in February 2018, the Israeli authorities seized properties and bank accounts of the Orthodox Patriarchate valued at over 30 million shekels (approximately 8.5 million USD). These actions confirm the existence of a systematic plan aimed at undermining the Christian presence in East Jerusalem and confiscating its properties.

On 29 August 2025, the IOF prevented the Palestinian Medical Syndicate from exercising its right to hold its regular elections in occupied East Jerusalem by storming its headquarters in the Professional Unions Complex in Beit Hanina village, north of the city. The raid included the closure of the headquarters and the arrest of Dr. Samir Muttwar, a candidate from the Fatah Movement list, and Sufyan al-Basit, head of the syndicate’s Jerusalem branch. They were later released following interrogation, but were subjected to arbitrary restrictions, including a ban on leaving Jerusalem.

Attack on Al-Mughayyir Village:

From 21 to 23 August 2025, the IOF and settlers carried out widescale attacks and collective punishment measures against the residents of Al-Mughayyir village, northeast of Ramallah. Al-Mughayyir is an agricultural village inhabited by approximately 4,000 people, covering an area of around 4,300 dunams. During their incursion, the IOF besieged the village and imposed a curfew, while settlers carried out attacks that included the uprooting of thousands of olive and fruitful trees trees and the construction of a settlement road.

The IOF also conducted extensive house raids, assaulted the village’s residents and maltreated them. They also confiscated their vehicles and transported them to the plain area near the military checkpoint that has been closed since October 2023.

Restriction on freedom of movement and checkpoints

The IOF have intensified the number of checkpoints and roadblocks across the West Bank, further tightening restrictions on freedom of movement between cities and villages and isolating them from one another through checkpoints and metal detector gates placed at village entrances, exceeding 1,008 gates. Some of these gates are never opened, forcing Palestinians to cross them on foot—unless it poses a threat to their lives—to move between Palestinian cities and villages to attend to their needs. In addition to these gates, hundreds of fixed and mobile checkpoints are deployed to further restrict the movement of Palestinians. Additionally, the IOF established hundreds of permanent and temporary checkpoints aiming to restrict Palestinians’ freedom of movement.
