As Part of its Efforts to Promote and Protect Children’s Rights, Palestine’s Children Council – Gaza Strip Holds Accountability Sessions with 3 Official Governmental Bodies

The Palestine’s Children Council – Gaza Strip, which is established and supervised by the Palestinian Centre for Human Rights (PCHR), held three accountability sessions with official governmental bodies, as part of PCHR’s efforts to enhance children’s participation and accountability in issues of public interest to realize their rights. The sessions were held at the headquarters of the Ministry of Social Development, the Ministry of Education, and the Palestinian Energy and Natural Resources Authority (PENRA) and attended by 24 children from the Council’s members across the Gaza Strip governorates.

The sessions discussed the role of the official governmental bodies, in their capacity as duty bearers, in the realization of children’s rights guaranteed by domestic and international laws and instruments. The children questioned representatives of the governmental bodies about the everyday issues of public interest, including the efforts to stop the violations committed against children and the relevance of the programs and policies adopted to eliminate beggary and school dropouts in addition to plans providing alternative and various energy resources to supply the Gaza Strip with electricity, so that children can enjoy a decent life and promote the leave none behind approach.

On 03 August 2023, the first session was held at the headquarters of the Ministry of Social Development, where the Undersecretary of the Ministry of Social Development, Dr. Ghazi Hamad, the General Director of Family Care and Protection Department, Mr. Husam Abu Al-Khair, and Director of Childhood Protection, Ms. Ruba Al-Bitar, received the children. The officials reviewed the children on the Ministry’s plans and policies to end the phenomenon of beggary among children and women. The children were also introduced to the Ministry’s efforts to undertake a case study of child beggars’ families, including the causes of beggary and ways to address them as well as referring beggars to the Public Prosecution for legal action. The children demanded to be involved in the decision-making and to unify and sustain efforts to eradicate beggary.

On 10 August 2023, the second accountability session was held with the Palestinian Ministry of Education (MOE) represented by Mr. ‘Aed al-Rab’ie, Director General of Planning at the MOE, Mr. Ashraf Saleh, Director of the Studies Department, and Ms. Eman ‘Obaid, Head of Projects Department. During the session, they addressed MOE’s preparation for the next 2023-2024 school year and its efforts to end school dropouts. They also discussed MOE’s plans to provide a distinguished academic staff and adequate facilities that are compatible with children’s needs, especially children with disabilities. The children recommended their participation in MOE’s plans and Mr. al-Rab’ie promised them to do so in future plans and invited them to visit a school for deaf children and another for blind children.

On 17 August 2023, the Palestine’s Children Council held an accountability session with Eng. Jalal Isma’il, Head of PENRA, and Eng. Heba al-Bahbahany, Director of Planning and Development Unit. During the session, they discussed PENRA’s insights to provide electricity and preserve the sustainability of natural resources. The children reviewed the violations against citizens, especially children, triggered by the blackouts and asked PENRA to exert all efforts to find alternative and renewable energy sources for Gaza population. Also, the children asked to be involved in PENRA’s plans and Eng. Jalal Isma’il promised them so. He also expressed his willingness to arrange a visit for them to the main power facilities in the Gaza Strip.

With these sessions, Palestine’s Children Council has so far concluded 10 accountability sessions with official bodies in the Gaza Strip. The first session was held at the headquarters of the Civil Defense in Gaza City to learn about civil defense activities and their preparedness to confront risks and disasters in the Gaza Strip. The second session was held with the Ministry of Local Governance to learn about its role in monitoring local bodies and municipalities and their activities to promote children’s right to play in safe parks and gardens. Moreover, the Palestine’s Children Council questioned the Ministry of Agriculture about its role in facing climate change and strengthening food security. The children also conducted an accountability session with decision makers in the Ministry of Tourism and Antiquities to talk about their oversight role on the chalets in a way that promotes children’s right to play in safe places. Meanwhile last July, the Council met with representatives of the Water and Environmental Quality Authority, the Palestinian Ministry of Health (MOH), and the Palestinian Ministry of Labor.1
