Palestinian Center for Human rights (PCHR) -Palestine is seeking for competent consultancy team/firm to conduct an organizational review for the entire PCHR works (admin-financial and programs) as detailed in the below ToR:
- Background
PCHR was established as a Human Rights organization in 1995, two years after the signing of the Oslo Accords and the creation of the Palestinian Authority. Twenty years later, the accords’ promise of independence and justice remains unfulfilled. The Palestinian people’s rights are violated at an unprecedented scale while the world watches passively. Meanwhile Israel enjoys continued impunity despite systematic violations of the 4th Geneva Convention and the Palestinian populations human rights. Simultaneously the Palestinian government violates the rights of its own citizens. Although the State of Palestine has become effective, its aspirations of democracy and freedom are still distant.
The Palestinian Centre for Human Rights (PCHR) was established to defend the human rights of Palestinians and to contribute to the protection of Palestinian civilians and property in the occupied Palestinian territory (oPt). PCHR works through the law and advocacy for the promotion and protection of human rights, the pursuance of the rule of law and the realization of democratic principles for the Palestinian people.
As part of it’s philosophy and culture, and for excellency-seeking, performance improvement and PCHR conduct and enhance the quality of the produced work, conduct on a regular basis[1] a review and evaluation in order to learn from the previous experience and to identify future opportunities.
PCHR’s work is guided by three strategic priorities:
- Challenging the climate of impunity for Israeli perpetrators of Human Rights and International Humanitarian Law violations and to improve access to legal remedies for Palestinian victims.
- Support democratic transformation, rule of law and human rights protection in the Palestinian Authority
- Strengthening the organisation to create a robust and sustainable platform that can effectively and efficiently support PCHR’s legal and policy advocacy nationally and internationally.
- Purpose
In November/December 2017 PCHR aims to conduct an organizational capacity assessment in support of its ongoing organizational development.
The assessment will
- Review PCHR’s organizational strengths and weaknesses in terms of its ability to defend the human rights including women rights, provide legal protection of Palestinian victims of human rights violations and in terms of its ability to influence international and national legislative and policy discussions.
- Provide recommendations for how PCHR may further strengthen its impact, relevance and organizational sustainability in the years to come.
- Outcome
The outcome of the organizational assessment will be a report of up to 40 pages (annexes excluded) including but not limited to
- a description and analysis of the following organizational capabilities:
- Leadership capabilities: The ability of PCHR to create, sustain and mobilize allies behind it’s vision on protecting and promoting the human rights, to inspire, prioritize, make decisions, provide direction, and innovate—to achieve the organizational mission.
- Adaptability: The ability of PCHR to monitor the legal and political context (including human rights status), to assess, and respond to internal and external legal, political, social and economic changes as well as changes in PCHRs own projects and programs, to assess its own effectiveness and to revise its operations according to findings.
- Management: The ability of PCHR to ensure the transparent, accountable, effective and efficient use and coordination of organizational resources, including funding, human resources, financial resources , constituencies, allies and other contacts in one’s own network.
- Technical: The ability of PCHR to apply technical skills including the ability to prepare conduct human rights-related policy analyses, document the violation of human rights, promote the gender issue from human rights perspectives and other competences that enhance the human rights status for Palestinians.
- Planning skills and practices: The ability of PCHR to plan and prioritize its intervention on an ongoing basis.
- Innovation: The ability of PCHR to be as a think tank in HRs and advocacy-related issues and to come up with efficient, feasible, applicable and innovative ideas and approaches, and how to make gender related issues more visible and sustainable in it’s work
- Recommendations on how PCHR may further strengthen its efficiency, effectiveness, relevance and impact, either through strategic revisions or through ongoing capacity building and organizational support.
- In lights of the findings; Update the PCHR’s already exciting strategy.
- Methodology
The assessment will include but not necessarily be limited to the following methodologies:
- Desk review of relevant PCHR documents, including strategic documents, advocacy strategies, legal and policy analyses, project descriptions, campaign materials, evaluations, budgets, internal policy documents and standard operation procedures.
- A workshop with PCHR staff and participatory capacity assessment
- Semi-structured interviews and meetings with PCHR staff (financial, legal, advocacy staff and managers
- Semi-structured interviews with donors, national and international advocacy targets
- Focus group discussions with direct beneficiaries of PCHR’s legal protection work
- Deliveries
The assessment process will produce the following deliveries:
- An inception report describing how the assessment team will conduct the assignment
- Workshop materials and handouts
- Question guides to inform semi-structured interviews and focus group meetings
- Updated strategy
- If relevant, a mini guideline on financial compliance and best practices.
- A final report
- Team compositions
The assessment will be undertaken by a consultancy firm/team of consultants composed of national and international experts in the following ( Legal/ human rights, gender, advocacy, programs, financial and administration).
- Time Frame
The assessment will be conducted before 20 December 2017.
