Israeli
forces disperse a peaceful demonstration against Israeli settlement activities
in Hebron

 

 

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

      

 

A Palestinian child died of wounds he had already sustained
when Israeli forces moved into Jenin refugee camp.

A civilian was wounded, east of Jabalia in the
northern Gaza Strip.

 

Israeli forces have continued to use excessive force
against peaceful protesters in the West Bank.

 

2 protestors,
including a child, were wounded during a protest in Bil’in village.

Dozens of
civilians suffered tear gas inhalation.

 

 

Israeli forces conducted 42 incursions into Palestinian
communities in the West Bank and 2 limited ones into the Gaza Strip.

 

At
least
33 Palestinian civilians, including 5 children,
were arrested in the West Bank.

 

Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

Israeli navy forces opened fire at fishermen in the

Palestinian civilians and property.

Israeli forces confiscated vegetable stands along
bypass road (60), north of Hebron.

Israeli forces demolished a house and a shed
“barrack” in Fasayel al-Fouqa area, northwest of Jericho.

Israeli forces attacked 5 women during a protest
against property demolition.

 

 

Summary

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(29 August – 04 September 2013).

 

Shooting:

During the reporting period, a Palestinian child died
of wounds he sustained when Israeli forces moved into Jenin refugee camp, north
of the Gaza Strip, 2 weeks ago, while 2 Palestinian civilians, including a
child were wounded during protests against the annexation wall. Moreover, a
Palestinian civilian was wounded when Israeli forces opened fire at him east of
Jabalia, north of the Gaza Strip.

 

On 31 August 2013, Palestinian medical sources at the
Specialized Arab Hospital in Nablus declared that Karim Sobhi Saleh “Abu
Sbeih” (17), from Jenin refugee camp, died of wounds that he had sustained
on 20 August 2013, when Israeli forces moved into Jenin refugee camp and
clashes erupted between them and Palestinian children. During those clashes, a
civilian was killed and 2 others, including the abovementioned child, sustained
serious wounds. The child had been receiving medical treatment at the Arab
Hospital, until he was pronounced dead on 31 August

 

During the reporting period, Israeli forces continued
the systematic use of excessive force against peaceful protests organised by
Palestinian, Israeli and international activists against the construction of
the annexation wall and settlement activities in the West Bank.  As a result, 2 Palestinian civilians,
including a child, were wounded, dozens suffered tear gas inhalation and others
sustained bruises.

 

In the Gaza Strip, on 30 August 2013, Yusef Kamel Sa’d
(20) sustained a bullet wound in his left thigh when Israeli forces stationed
along the border fence, east of Jabalia, in the northern Gaza Strip, opened
fire at him. Sa’d was about 500 meters away from the fence when he was
targeted.

 

On 02 and 03 September 2013, Israeli gunboats
stationed off al-Waha resort, northwest of Beit Lahia in the northern Gaza
Strip, opened fire at Palestinian fishing boats that approached the border
about 2 nautical miles off the shore. The fishermen were frightened and fled
back to the shore fearing of being arrested or injured. Neither casualties nor
material damage were reported in both incidents.

  

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 42 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 33 Palestinians, including 5
children.

 

In the Gaza Strip, on 01 September 2013, Israeli
forces (3 bulldozers and a tank) moved about 200 meters to the west of the
border fence, east of Gaza Valley (Johr al-Deek) village in the central Gaza
Strip. They levelled lands along the border fence and withdrew 5 hours later.
On 03 September 2013, Israeli forces moved into the east of al-Qarara village,
northeast of Khan Yunis and levelled lands along the border fence as well.     

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate
the Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in a grave violation of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people.  The Israeli authorities
has established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports
and exports in order to exercise its control over the Gaza Strip’s economy that
has been aggravating for years due to the shortage of imports.  They also aim at imposing a complete ban on
the Gaza Strip’s exports. 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 6 civilians, including 3 children.

Settlement activities:

Israel has
continued its settlement activities in the oPt, a direct violation of
international humanitarian law, and Israeli settlers have continued to attack
Palestinian civilians and property.

 

On 01 September 2013, under the protection of Israeli
policemen and soldiers, officers from “Gush Etzion” settlement that
stands on lands of southern Bethlehem confiscated vegetable stands belonging to
Palestinians along bypass road (60), which links al-Arroub refugee camp and
Beit Ummar village, north of Hebron. 

 

On 02 September 2013, Israeli bulldozers demolished a
house and a shed “barrack” belonging to Daif-Allah al-Rashayda and
Jihad al-Rashayda in Fasayel al-Fouqa village, northwest of Jericho. The
villagers tried to prevent Israeli forces from demolishing the house through making
human shields, but Israeli forces fired sound bombs and tear gas canisters at
them and dispersed forcibly.

 

During the demolition, Israeli forces attacked 5
women; 2 of whom were hit by gun butts. The women received first aid from the
Palestine Red Crescent Society staff in the village and were taken then to
Jericho Hospital.  

Israeli Violations Documented during the Reporting Period

1. Incursions into Palestinian Areas, and Attacks
on Palestinian Civilians and Property in the West Bank and the Gaza Strip

Thursday, 29 August 2013

 

At approximately 00:40, Israeli forces moved into
Bethlehem. They positioned themselves in Ma’ali Valley in the centre of the
city. They raided a house belonging to the family of Abdullah Nassri Abdullah
al-Qurbi (23) and handed him a summon to refer to the Israeli intelligence
service in “Gush Etzion” settlement, south of the city. He went there
on the same day and was arrested following interrogation.   

 

At approximately 01:00, Israeli forces moved into al-Aroub
refugee camp, north of Hebron. They deployed between the houses and positioned
themselves in the vicinity of Jaber neighbourhood, where some boys gathered and
threw stones and empty bottles at Israeli soldiers, who fired tear gas
canisters in response. As a result, a number of civilians suffered tear gas
inhalation. Israeli forces withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 01:15, Israeli forces moved into
al-‘Ebeidiya village, east of Bethlehem. They raided a house belonging to the
family of Yehia Isma’il al-Assa (22), and arrested him.

 

At approximately 02:00, Israeli forces moved into
Doura town, southwest of Hebron. They patrolled the streets and positioned
themselves at the entrance of al-Shurfa neighbourhood. Some boys gathered and
threw stones and empty bottles at Israeli soldiers, who fired tear gas
canisters in response. As a result, a number of civilians suffered tear gas
inhalation. Israeli forces withdrew later and neither house raids nor arrests
were reported.

 

Around the same time, Israeli forces moved into Abu
al-Asja village to the south of Doura, southwest of Hebron. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 21:00, Israeli forces moved into
Far’oun village, south of Tulkarm. They patrolled the streets and raided a
sheep farm near the village. They detained Suleiman Ghazi Omar (17) and
questioned him on the spot. Israeli forces withdrew later. Neither house raids
nor arrests were reported.

 

At approximately 23:45, Israeli forces moved into
Tulkarm. They patrolled the streets and positioned themselves around
“Kazdoura” restaurant and coffee-shop, west of the city. A number of
Israeli soldiers raided the restaurant and questioned some of the customers and
workers there. Israeli forces then patrolled the streets in the southern
neighbourhood. Some boys gathered and threw stones and empty bottles at Israeli
soldiers, who fired tear gas canisters in response. Israeli forces raided
Tulkarm refugee camp adjacent to the eastern neighbourhood, where similar clashes
erupted between the Israeli soldiers and boys.  Israeli forces withdrew later. Neither house
raids nor arrests were reported.

 

Friday, 30 August 2013

 

At approximately 01:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They deployed between the houses and
positioned themselves at the entrance of al-Janazrah neighbourhood, west of the
refugee camp. They deployed between the houses and raided and searched a house
belonging to the family of Abdul Baset Abu Rayya (52). They handed him summons
for his 2 sons, Mohammed (20) and Soheib (22), to refer to the Israeli
intelligence service at “Gush Etzion” settlement, south of Bethlehem.
In the meantime, Israeli forces raided a house belonging to the family of
Mohammed Nasser al-Juneidi (23) and handed him a summon to refer to the Israeli
intelligence service at the same settlement. Israeli forces withdrew later and
no arrests were reported.

 

At approximately 03:00, Israeli forces moved into
Talouza village, northeast of Nablus. They patrolled the streets and raided a
number of houses. They arrested Deeb Jaber Jalajla (22) and took him to an
unknown destination.    

 

At approximately 15:20, Israeli forces moved into
Zeita village, north of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 16:30, Israeli forces stationed along
the border fence, east of Jabalia in the northern Gaza Strip, opened fire at a
group of Palestinians who were near al-Shuhada’ cemetery, east of Jabalia. As a
result, Yusef Kamel Sa’d (20) sustained a bullet wound in the left thigh while
he was with his friends on a farmland 500 meters away from the Israeli forces.
Sa’d was taken by an ambulance to Martyr Kamal Odwan Hospital to receive the
necessary treatment. Medical sources described his wound as moderate.

 

Saturday, 31 August 2013

 

At approximately 02:00, Israeli forces moved into
al-Daheriya village, south of Hebron. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.   

 

In the early
morning, Palestinian medical sources at the Specialized Arab
Hospital
in Nablus declared that Karim Sobhi Saleh “Abu

a week earlier.

 

According to investigations conducted by
PCHR then, the abovementioned child was wounded on 20 August 2013 by a bullet
to the side when Israeli forces moved into Jenin refugee camp and clashes
erupted between them and Palestinian civilians. During those clashes, a
civilian was killed and 2 others, including the abovementioned child, sustained
serious wounds. The child had been receiving medical treatment at the Arab
Hospital until he was pronounced dead on 31 August.

 

At
approximately 19:30, Israeli forces moved into Jayous village, northeast of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 23:00, Israeli forces moved into al-Fawwar refugee camp, north of
Hebron. They patrolled the streets, where some boys gathered and threw stones
and empty bottles at Israeli soldiers, who in response fired sound bombs and
tear gas canisters. As a result, a number of boys sustained tear gas
inhalation. Israeli forces withdrew later. Neither house raids nor arrests were
reported.

 

Sunday, 01 September
2013

 

At approximately 01:00, Israeli forces
moved into Beit Ummar village, north of Hebron. They patrolled the streets and
positioned themselves at the entrances of many villages. They deployed between
the houses and raided and searched a house belonging to the family of Mohammed
Issa Awad (60). They took his son Rashid (20) while being blindfolded to
Khellet al-Kutla area, where his brother Zaid (28) lives. They raided Zaid’s
house and arrested his brother Issa (23). In the meantime, Israeli forces
raided and searched a house belonging to the family of Breigith Mohammed
Breigith. They arrested his son Mohammed (21). At approximately 02:00, Israeli
forces patrolled the streets of Khellet al-Sheikh. They raided 3 houses
belonging to Ahmed Khalil Abu Hashem (45), Jamal Khalil Abu Hashem (47) and
Ayesh Jamal Abu Hashem (49). They handed Ahmed Abu Hashem (45) a summon to
refer to the Israeli intelligence service at “Gush Etzion”
settlement, south of Bethlehem. At approximately 03:30, Israeli forces stationed
the main entrance of the village, where some boys gathered and threw stones and
empty bottles at Israeli soldiers, who in response fired sound bombs and tear
gas canisters. As a result, the family of Yusef Azmi Ikhleil suffered tear gas
inhalation as many gas canisters fell near their house.     

 

At approximately 01:20, Israeli forces
moved into Qalqilia. They patrolled the streets and arrested Mos’ab Zamel
Ghashash (25) and his nephew Mo’men Ahmed Zaid (13) near Tzofim gate, north of
the city, while they were going home from a farmland. According to statements
of eyewitnesses in Khellet Yassin, Ghashash and his nephew were going home that
is located in Khellet Yassin. While they were walking in the streets, they
suddenly saw a snake, so they set fire to kill it. In the meanwhile, Israeli
forces patrolling in the area arrested the 2 persons and took them to an
unknown destination.     

 

At approximately 07:00, Israeli forces (3
bulldozers and a tank) moved about 200 meters to the west of the border fence,
east of Gaza valley (Johr al-Deek) in the central Gaza Strip. They levelled
lands along the border fence and withdrew 5 hours later.

 

At approximately 17:00, Israeli forces
moved into al-Fawwar refugee camp, north of Hebron. They patrolled the streets
and positioned themselves near al-Madares neighbourhood, where some boys
gathered and threw stones and empty bottles at them. Israeli soldiers fired
sound bombs and tear gas canisters in response. As a result, a number of boys
suffered tear gas inhalation.  Israeli
forces withdrew later and positioned themselves at bypass road (60). They
closed the road with wedge-shaped steel pieces. They stopped some vehicles and
checked ID cards of the passengers. The checkpoint was removed later. No
arrests were reported.

 

At approximately 19:30, Israeli forces
moved into Jett village, northeast of Qalqilia. They patrolled the streets and
distributed notices to halt construction works in 2 under-construction houses
under the pretext they are located under the Israeli control in Area (C). The
houses belong to Rabah Hassan Sakhen (50) with his 9-member family and Adeeb
Mohammed Yamin (54) with his 10-member family.

 

At approximately 23:00, Israeli forces
moved into Tulkarm. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 23:30, Israeli forces
moved into Far’oun village, south of Tulkarm. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.

 

Around the same time, Israeli forces moved
into Beit Qadd village, east of Jenin. They patrolled the streets for some time
and withdrew later. No arrests were reported.  

Monday 02 September 2013

At
approximately 01:20, Israeli forces moved into Qalqilia. They patrolled the
streets and raided a house from which they arrested 2 brothers: Osaid Othman
Nassar (35) and Anas Nassar (33).

 

At
approximately 02:00, Israeli forces moved into Nablus. They patrolled the
streets and raided a number of houses from which they arrested 4 civilians and
took them to an unknown destination:

 

1. Mohammed Mostafa al-Taboq (22);

2. Mahmoud Khaled Asaliya (19);

3. Hani al-Kalabini (20); and

4. Monir Samih al-Najjar (19).

 

They are all from the northern mountain
area.

 

At
approximately 02:10, Israeli forces moved into Taqou’ village, southeast of
Bethlehem. They raided and searched a number of houses from which they arrested
6 civilians and took them to an unknown destination:

 

1. Mohammed Jamal al-‘Emour (22);

2. Mohammed Deeb al-‘Emour (19);

3. Khalil ‘Emad al-‘Emour (19);

4. Ahmed Samir al-‘Emour (16);

5. Mahmoud Kamel Sabbah (18); and

6. Ahmed Khaled Sabbah (19).

 

Israeli forces raided also a house
belonging to the family of Mohammed Ali Sabbah (19) to arrest him, but he was
not home. They handed his father a summon for him to refer to the Israeli
intelligence service at “Gush Etzion” settlement at 10:00 on the
abovementioned day.

 

At
approximately 03:40, Israeli forces moved into al-Khader village, south of
Bethlehem. They raided and searched 2 houses belonging to the families of
Mahmoud Omar Issa (24) and Mahmoud Rezeq Issa (20). They arrested the
aforementioned 2 persons and Ahmed Rezeq Issa (22), brother of Mahmoud Issa,
and took them to an unknown destination. 

 

At approximately 05:30, Israeli forces moved into
Jenin refugee camp adjacent to Jenin. They patrolled the streets and raided a
house belonging to the family of Yusef ‘Emad ‘Amer (21). They arrested the
aforementioned person and took him to an unknown destination.

 

At approximately 07:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats that were about 2 nautical miles away from
the northern borders. The Palestinian fishermen were frightened and fled back
fearing of arrest or injury. Neither casualties nor material damage were
reported.

 

At approximately 09:00, Israeli forces accompanied by
an officer form the Israeli Civil Administration moved into Jouret Salem area
in the east of Ethna village, west of Hebron. The officer handed Hani Jamil
Awawda (39) a notice to halt construction works in his 170-square-meter house
that is resided by him and his 4-member family under the pretext that the house
was not licensed from the competent authority in the Israeli construction
department.

 

At approximately 10:00, Israeli forces accompanied by
an officer from the Israeli Civil Administration moved into Deir M’alla area,
east of al-Daheriya village, south of Hebron. The officer distributed notices
to halt construction works in houses and facilities under the pretext of
non-licensing. The notices included:

 

1. A 180-square-meter under-construction house belonging
to Talal Fat’hi Abu Sharekh (25);

2. A 2-storey occupied house with an area of 240 square
meters belonging to Amjad ‘Aref Abu Sharekh (34);

3. A 3-storey occupied house with an area of 150 square
meters each belonging to Fakhri Ezzat Abu Sharekh (46);

4. A 140-square-meter occupied house belonging to Jameel
Sadeq al-Tull (44);

5. A 140-square-meter barrack belonging to Fat’hi Ezzat
Ezzat Abu Sharekh (46).

 

It should be noted Israeli forces handed
notices to 4 other occupied houses in the area in less than a week earlier.
They gave Palestinians a period until 30 September 2013 in order to present
their evidence documents to the Israeli courts. 
 

 

At approximately 16:00, Israeli forces moved into Deir
Samet village, southwest of Doura, southwest of Hebron. They patrolled the
streets and raided a gas station in the centre of the village. They arrested
Yusef Ibrahim al-Sharha (20), a worker in the gas station, and took him to an
unknown destination.

 

At approximately 21:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats that were about 2 nautical miles away from
the northern borders. The Palestinian fishermen were frightened and fled back
fearing of being arrested or injured. Neither casualties nor material damage
were reported.

 

At approximately 22:00, Israeli forces moved into
Sanour village, south of Jenin. They patrolled the streets, where a number of
young men gathered and threw stones and empty bottles at the Israeli soldiers,
who fired sound bombs and tear gas canisters in response to disperse them.
Israeli forces them raided a house belonging to the family of Mahmoud ‘Azmi
Gharbiya (19). They handed him a summon to refer to the Israeli intelligence
service at Salem detention facility, northwest of Jenin. Israeli forces then
raided a house belonging to the family of Mostafa Abdul Rahman Weld Ali (18).
They arrested the aforementioned person and withdrew later.

 

At approximately 23:00, Israeli forces moved into the
south of Hebron. They patrolled the streets and positioned themselves in the
vicinity of the area. They deployed between the houses and raided a house
belonging to the family of al-Fakhouri. They arrested Amir Adli al-Fakhouri
(26) while he was around.

 

At approximately 23:30, Israeli forces moved into
‘Anza village, south of Jenin. They patrolled the streets for some time and
withdrew later. No arrests were reported.

 

Tuesday, 03 September 2013

 

At approximately 00:30, Israeli forces moved into
Jaba’ village, south of Jenin. They patrolled the streets and positioned
themselves in the northeast of the village. They raided a house belonging to
the family of Yehia Kamal Fakhouri (25), who was not at home. Israeli soldiers
asked his family where he was and they said he sleeps in a farmland belonging
to the family 300 meters away from the house. Israeli forces raided the
farmland and arrested the aforementioned person.

 

Around the same time, Israeli forces moved into ‘Anabta
village, east of Tulkarm. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.

 

At approximately 00:45, Israeli forces moved into Beit
Leed village, east of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 01:00, Israeli forces moved Taffouh
village, west of Hebron. They patrolled the streets and positioned themselves
in the west of village. They raided and searched a house belonging to the
family of Mohammed Ali Erzeiqat (23). They arrested the aforementioned person
and took him to an unknown destination.

 

Around the same time, Israeli forces moved into
al-Hejra village, east of Doura, southwest of Hebron. They patrolled the
streets for some time and withdrew later.

 

At approximately 02:00, Israeli forces moved into
al-Tabaqa village to the south of Doura, southwest of Hebron. They patrolled
the streets and positioned themselves at the entrance of the village. They
raided a house belonging to the family of Kamel Taha al-Atrash (53). They
arrested his son Athal (22), a member of a Palestinian security service.

 

At approximately 05:30, Israeli forces moved into
Jenin. They patrolled the streets and positioned themselves in the eastern
neighbourhood. They raided and searched a house belonging to the family of Odai
Zuhair al-Ba’jawi (22) and arrested him. Israeli forces also raided a house
belonging to the family of Salim Yassir Mer’i (19), and arrested him as well.

 

At approximately 06:05: Israeli forces moved about 200
meters into the east of al-Qarara village, northeast of Khan Yunis. They
levelled lands along the border fence and withdrew a few hours later using
smokescreen.

 

At approximately 16:00, Israeli forces moved into
Nazlet al-Sheikh Zaid village, northwest of Jenin. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 18:00, Israeli forces moved into
Kfeiret village, southwest of Jenin. They patrolled the streets and raided 2
houses to hand their occupants summons to refer to the Israeli intelligence
service in Salem detection facility, northwest of Jenin. Israeli forces
withdrew later and no arrests were reported. The summoned persons were: Tha’er
As’ad Ghabari (23); and Zuhair Omar Baker (35).

 

At approximately 21:30, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats that were about 2 nautical miles away from
the northern borders. The Palestinian fishermen were frightened and fled back

Ethna village, west of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.       

 

Wednesday, 04 September 2013

 

At approximately 01:00, Israeli forces moved into

Maythaloun village, south of Jenin. They patrolled the streets for some time
and withdrew later. No arrests were reported.

At approximately 01:30, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and
positioned themselves in the centre of the camp. they deployed between the
houses and withdrew later. Neither house raids nor arrests were reported.

 

At approximately 02:00, Israeli forces moved into Beit
Ummar village, north of Hebron. They patrolled the streets and raided a house
belonging to the family of Yusef Azmi Ikhleil. They arrested his son Amir (17).
In the meantime, Israeli forces raided a house belonging to the family of
Mohammed Abdul Jawad Ikhleil. They attacked his son Mahdi (17) and arrested his
other son Amir (16). At approximately 03:00, Israeli forces moved into
“Khellet al-Ein area, east of the town. They raided a house belonging to the
family of Mostafa Mohammed Awad (42). They attacked his son Mohammed (17) and
arrested his other son Ra’fat (16). In the meantime, some boys gathered and
threw stones at Israeli soldiers, who fired sound bombs and tear gas canisters
in response. As a result, dozens of civilians suffered tear gas inhalation.
Israeli forces withdrew at approximately 04:00.

 

It should be noted that the number of the arrested
persons from Beit Ummar village this year amounted to 84, including 55 minors.

 

Ghalia Awad said to PCHR fieldworker:

 

“At approximately 03:00, we were sleeping at home
in Khellet al-Ein area, east of Beit Ummar. We heard the doorbell. My husband Mostafa
(42) went to open the door, but he hurried back to us that he wanted the key.
He said to me: ‘The soldiers are by the door.’ Soon after, Israeli soldiers
started shouting and knocking the door. I went with my 3 children: Mohammed
(17); Ra’fat (16) and Lara (11) to a corridor in the centre of the house. My
husband directly opened the door. Over 10 soldiers broke into the house and
started searching the rooms. A soldier pushed me and my daughter Lara to my
room and prevented us from going out. A few minutes later, the soldier opened
the door. I found my son Mohammed being attacked by the Israeli soldiers, as
they forced him to kneel against the wall and put his hands backwards. In the
meanwhile, an officer came and ordered me to bring the birth certificate of
Ra’fat. I told him it was at school. The soldiers came back quickly to check
the papers, so I went to the room and brought it. He told me that he would
arrest Ra’fat. They did not allow him to get dressed.”    

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West
Bank.  As a result, 2 Palestinian
civilians, including a child, were wounded, dozens suffered tear gas inhalation
and others sustained bruises.

 

Demonstrations against the construction of the
annexation wall and settlement activity

 

Following the Friday prayer, 30 August 2013, dozens of
Palestinian civilians from al-Ma’sarah village, south of Bethlehem, and a
number of international activists and popular resistance activists organized a
peaceful demonstration against the annexation wall and settlement activities
called “In Support to the Syrian People.” They gathered in front of
al-Shomou’ Cultural Centre in the centre of the village and made their way
through the village streets. They raised Palestinian flags and portraits of
Palestinian prisoners and martyrs. When they approached the annexation wall,
Israeli soldiers dispersed the demonstrators with tear gas canisters.

 

Around the same time, dozens of Palestinian civilians
and international and Israeli human rights defenders organised a peaceful
demonstration in Bil’in village, west of Ramallah, in protest at the
construction of the annexation wall and settlement activities. The
demonstrators raised the Palestinian flag and made their way towards the
annexation wall. Israeli forces closed the wall gate with barbwire and when the
demonstrators attempted to access the lands behind the barbwire, they were
stopped by Israeli soldiers. The demonstrators threw stones at the Israeli
soldiers who responded with live ammunition, rubber-coated metal bullets, sound
bombs, and tear gas canisters, and chased them across olive fields as far as
the outskirts of the village. As a result, 2 civilians, including a child, were
wounded, while dozens suffered tear gas inhalation and others sustained
bruises. Moreover, due to firing the gas canisters, some olive trees were
burnt. The wounded were:

 

1. Khaled Mohammed Khatib (8), hit by a gas canister to
the belly; and

2. Ahmed Abu Rahma (19), hit by a gas canister to the
left arm.

 

Also, following the Friday Prayer, dozens of Palestinian civilians and international
and Israeli human rights defenders organised a peaceful demonstration in Ni’lin
village, west of Ramallah, in protest at the construction of the annexation
wall and settlement activities. The demonstrators made their way towards the
annexation wall. Israeli forces closed the wall gate with barbwire and, when
the demonstrators attempted to access the lands behind the barbwire, they were
stopped by Israeli soldiers. The demonstrators threw stones at the Israeli
soldiers who responded with live ammunition, rubber-coated metal bullets, sound
bombs, and tear gas canisters, and chased them across olive fields as far as
the outskirts of the village. As a result, dozens of demonstrators suffered
tear gas inhalation and others sustained bruises.

 

Around the same time on Friday, dozens of Palestinian
civilians
, Israeli and international human rights activists
gathered at the Martyrs Square in al-Nabi Saleh village, northwest of Ramallah,
to hold a weekly peaceful protest against the construction of the annexation
wall and settlement activities. The protesters walked towards Palestinian lands
that Israeli settlers from the nearby “Halmish” settlement are trying
to seize.  From the morning, Israeli
forces had closed all entrances to the village to prevent Palestinians,
international activists, and journalists from joining the demonstration.  Upon their arrival in the area, Israeli
soldiers fired live ammunition, rubber-coated bullets, sound bombs, and tear
gas canisters, chased the demonstrators into the village and sprayed them and
civilian houses with waste water. As a result, dozens of Palestinians suffered
tear gas inhalation and others sustained bruises.

 

At approximately 12:30, on Friday, 30 August 2013, dozens
of Palestinian civilians from Kofur Qaddoum, northeast of Qalqilia, and
international activists gathered and made their way through the eastern
entrance of the village in protest at closing that entrance with an iron gate
since al-Aqsa Intifada. Israeli forces fired tear gas canisters, sound bombs
and live ammunition randomly. Eyewitnesses highlighted that bullets were fired
at the lower part of the bodies, but they hit the ground and no casualties were
reported. It should be noted that dozens of protestors suffered tear gas
inhalation.

 

3. Continued closure of the oPt

 

Israel has continued to
impose a tightened closure on the oPt, imposing severe restrictions on the
movement of Palestinian civilians in the Gaza Strip and the West Bank,
including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tightens the
closure of the Gaza Strip and closes all commercial crossings , making the Karm
Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it
is not suitable for commercial purposes in terms of its operational capacity
and distance from markets.

 

Israeli forces have continued to apply the
policy, which is aimed to tighten the closure on all commercial crossings, by
imposing total control over the flow of imports and exports.

 

The total closure of al-Mentar
(“Karni”) crossing since 02 March 2011 has seriously affected the
economy of the Gaza Strip. Following this closure, all economic and commercial
establishments in the Gaza Commercial Zone were shut off. It should be noted that
al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of its
capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which was
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli forces have continued to impose a
total ban on the delivery of raw materials to the Gaza Strip, except for very
limited items and quantities. The limited quantities of raw materials allowed
into Gaza do not meet the minimal needs of the civilian population of the Gaza
Strip.

 

The cooking gas crisis has ranged between
the ebb and flow for 3 months due to the closure of Karm Abu Salem for security
reasons.  According to PCHR’s follow-up,
Israeli authorities only allow around 98 tonnes of cooking gas into Gaza per
day.  This limited quantity is less than
half of the daily needs, which is 200 tonnes per day, of the civilian
population in the Gaza Strip during the winter.

 

For almost 6
consecutive years, Israeli forces have continued to prevent the delivery of
construction materials to the Gaza Strip. During the reporting period, Israeli
forces approved the delivery of limited quantities of construction materials
for a number of international organisations in the Gaza Strip.  Israeli forces also continued to impose
almost total ban on the Gaza Strip exports, including agricultural and
industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to
close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian
citizens from the Gaza Strip. Israel only allows the movement of a limited
number of groups, with many hours of waiting in the majority of cases. Israel
has continued to adopt a policy aimed at reducing the number of Palestinian
patients allowed to move via the Beit Hanoun crossing to receive medical
treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel
denied permission to access hospitals via the crossing for new categories of
patients from the Gaza Strip.

 

For around a year and a
half, Israeli forces have allowed Palestinian detainees’ families to visit
their sons in the Israeli jails according to special and unfair conditions
after more than 5 years of deprivation in violation of international
humanitarian law.

 

The Egyptian
authorities allow the population of the Gaza Strip to travel via Rafah
International crossing, which connects the Gaza Strip with the outside
world.  Only limited and specified
categories are allowed, including patients, students, persons that hold
residencies in Egypt or abroad, men over 40 years, females in all ages,
children under 18, persons who hold Arab and foreign nationalities, and members
of Arab and international humanitarian delegations.  It should be mentioned that the crossing
opens seven days a week.  Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to
Egypt’s security conditions, which has affected the travellers’ movement in
both directions.

 

Beit Hanoun (“Erez”) crossing, in the north
of the Gaza Strip, is dedicated for the movement of individuals, and links the
Gaza Strip with the West Bank.

Movement at Rafah International Crossing Point 31 July- 13 August
2013

 

The Egyptian Authorities re-opened Rafah
International Crossing Pont, after closing it for 5 days, to the humanitarian
cases, patients, holders of foreign passports and holders of residency permits,
and the crossing was opened only for 4 hours daily.  It should be mentioned that the crossing was
closed in light of updates that Egypt witnessed and the intervention of the
Egyptian Army to oust President Mohammed Morsi following protests in the
Egyptian cities at the end June.

On Thursday, 29 August 2013, Israeli forces allowed the exportation
of 240 bags of palm fronds.

 

Other Imports:

 

 

On Tuesday, 27 August 2013, Israeli forces
allowed the entry of 910 tonnes of construction aggregates for the private
sector; 36 tonnes of cement for the Turkish Hospital.  They also allowed the entry of 585 tonnes of
fodders and 1,131 tonnes of wheat.

On Wednesday, 28 August 2013, Israeli
forces allowed the entry of 36 tonnes of medicine for the UNRWA; 1,260 tonnes
of construction aggregate, 348 tonnes of cement, 40 tonnes of white cement and
55 tonnes of construction steel for the UNRWA; and 910 tonnes of construction
aggregates for the private sector.  They
also allowed the entry of 507 tonnes of fodders and 1,365 tonnes of wheat.

On Thursday, 29 August 2013, Israeli forces
allowed the entry of 770 tonnes of construction aggregates for the private
sector.  They also allowed the entry of 702
tonnes of fodders and 1,287 tonnes of wheat.

On Sunday, 01  2013, Israeli forces allowed the entry of 980
tonnes of construction aggregates for the private sector; and 236 tonnes of
cement and 136 tonnes of construction steel for the UNRWA.  They also allowed the entry of 819 tonnes of fodders
and 1,443 tonnes of wheat.

On Monday, 02 September 2013, Israeli
forces allowed the entry of 400 tonnes of cement, 94 tonnes of construction
steel and 3,290 tonnes of construction steel for the UNRWA; 910 tonnes of
construction aggregate for the private sector; 240 tonnes of cement for the
German Development Bankd (GDB); and 120 tonnes of cement for the UNDP.  They also allowed the entry of 1,014 tonnes
of fodders and 975 tonnes of wheat.

 

Empty Plastic
Containers Returned to Israel via Karm Abu Salem

 

 

 

On Tuesday, 27 August 2013, Israeli forces allowed 4
truckloads of empty plastic containers to be returned via Karm Abu Salem.

On Wednesday, 28 August 2013, Israeli forces allowed 4
truckloads of empty plastic containers to be returned via Karm Abu Salem.

On Thursday, 29 August 2013, Israeli forces
allowed 6 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

On Sunday, 01 September 2013, Israeli forces
allowed 6 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

On
Monday, 02 September 2013, Israeli forces allowed 9 truckloads of empty plastic
containers to be returned via Karm Abu Salem.

 

 

 

 

 

Israel has
imposed a tightened closure on the West Bank. During the reporting period, Israeli
forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Hebron: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately 08:00
on Thursday, 29 August 2013, Israeli forces established a checkpoint at the
entrance of Sa’air village, east of Hebron. 
The checkpoint was later removed, and no arrests were reported.  At approximately 18:00, they established
another checkpoint at the northern entrance of Hebron.  The checkpoint was later removed, and no
arrests were reported.

 

At approximately 15:00 on Friday, 30 August 2013,
Israeli forces established a checkpoint at the southern entrance of Halhoul
(al-Jeser area), north of Hebron.  The
checkpoint was later removed, and no arrests were reported. 

 

At approximately 11:00 on Sunday, 01 September 2013,
Israeli forces established a checkpoint at the southern entrance of Halhoul
(al-Jeser area), north of Hebron.  The
checkpoint was later removed, and no arrests were reported.  At approximately 14:00, another checkpoint
was established on the road that leads to Um al-Kheir village, east of
Yatta.  Israeli soldiers detained a
number of trucks and cars while they issued a expensive traffic tickets to
drivers.

 

At approximately 08:00 on Monday, 02 September 2013,
Israeli forces established a checkpoint at the entrance of Sa’air, east of
Hebron.  At approximately 16:30, another
checkpoint was established at the southern entrance of Halhoul “Joret Bohlos”,
north of Hebron.  The two checkpoints
were later removed, and no arrests were reported.

 

At approximately 13:00 on Tuesday, 03 September 2013,
Israeli forces established a checkpoint at the entrance of Beit Ummar village,
north of Hebron.  The checkpoint was
later removed, and no arrests were reported. 
At approximately 14:00, another checkpoint was established at the
entrance of al-Jalajel village, east of Hebron. 
The checkpoint was later removed, and no arrests were reported.  At approximately 21:00, they closed ‘Ayoun
Abu Seif Street, which connects Dura with its southern villages, southwest of
Hebron, under the pretext of existence of a suspicious object.

 

At approximately 22:00 on Wednesday, 04 September
2013, Israeli forces established a checkpoint at the entrance of Beit Kahel
village, northeast of Hebron.  The
checkpoint was later removed, and no arrests were reported.

 

Qalqilya: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately 09:00
on Sunday, 01 September 2013, Israeli forces established a checkpoint at the
entrance of ‘Azoun village, east of Qalqilya. 
The checkpoint was later removed, and no arrests were reported.  At approximately16:20, another checkpoint was
established at the intersection of Jeet village, northeast of Qalqilya.  The checkpoint was later removed, and no arrests
were reported.  At approximately 17:15,
they established a similar checkpoint at the entrance of Wadi Qana Road, which
connects Qalqilya with Salfit.  The
checkpoint was later removed, and no arrests were reported.

 

Tulkarm:  Israeli forces
have continued to impose severe restrictions on the movement of Palestinian
civilians.  At approximately 08:00 on Sunday,
01 September 2013, Israeli forces established a checkpoint on the road between
the villages of ‘Ezbet Shofah and Shofah, southeast of Tulkarm, in order to
prevent the entry of Israeli cars into the village and return them back to
Tulkarm and then to the bypass road, which leads to Jbarah crossing that
separates Israeli from the 1967 occupied territories.  The checkpoint was later removed, and no
arrests were reported.

 

Arrests at
military checkpoints

 

At approximately 09:00 on Thursday, 29
August 2013, Israeli forces deployed in the old city neighbourhoods arrested
Mos’ab Bassam Ibrahim Qattan (19) in central Hebron under the pretext of non-compliance
with the orders of the Israeli soldiers. 
He was transferred to the police station of “Kiryat Arba” settlement,
east of Hebron.  On the other hand,
Israeli forces re-established the concrete blocks, which had been already established
in Bab al-Zawyah area in the centre of Hebron at the beginning of 2000 in order
to prevent vehicles from approaching Checkpoint (56) known among Palestinians
as “al-Container checkpoint.”

 

At approximately 19:00 on Friday, 30 August
2013, Israeli forces deployed in the old city neighbourhoods in the center of
Hebron arrested 4 children under the pretext of throwing stones at Israeli
soldiers.  The four children were
transferred to the closed Shuhadaa’ Street and were released a couple of hours later
at (56) Checkpoint.  They were identified
as:

 

1. Anwar Yousif al-Qawasmeh (12);

2. Ishaq Mahmoud Seder (14);

3. Ahmed Abu Sneinah (13); and

4. ‘Ali Mahmoud Abu Ramadan (12).

 

At approximately 14:00
on Saturday, 31 August 2013, Israeli forces stationed at al-Container
checkpoint, northeast of Bethlehem, arrested Mohammed Nabil Dweik (21) after
they stopped the car he was driving.

 

At approximately 15:00, Israeli forces
established a checkpoint at the entrance of al-Tabqa village, south of Dura,
southwest of Hebron, arrested Wesam ‘Adel al-Darawish (19).  He was then transferred to an unknown
destination, and the checkpoint was later removed.

 

On Monday afternoon, 02 September 2013,
Israeli forces stationed at Jab’a Military Checkpoint, northeast of Occupied
Jerusalem, arrested Sami Hussein (43), Director of the follow-up department at
the Palestinian Prisoner Club, and took him to an unknown destination.  It should be noted that Israeli forces was
recently released him after he had spent 1 year in the administrative
detention.

 

At approximately 13:00 on Tuesday, 03
September 2013, Israeli forces deployed in the old city neighbourhoods in the
centre of Hebron arrested Ahmed Sa’id al-Ragabi (11) claiming that he insulted
one of the Israeli soldiers.  He was
transferred to a checkpoint where soldiers were stationed in al-Shuhadaa’
Street in the centre of the village and was released a couple of hours later.  He was then handed over to the Palestinian
Military Liaison.

 

5. Settlement activities and attacks by settlers against Palestinian
civilians and property

 

 

At approximately 11:00, on Sunday, 01 September 2013,
under the protection of the Israeli policemen and soldiers, officers from
“Gush Etzion” settlement that stands on lands of the southern
Bethlehem confiscated vegetable stands belonging to Palestinians along bypass
road (60), which links al-Arroub refugee camp and Beit Ummar village north of
Hebron. 

On Monday morning, 02 September 2013, Israeli
bulldozers demolished a house and a shed “barrack” in Fasayel
al-Fouqa area, northwest of Jericho. Hamza Zbeida, representative of development
work in the Jordan Valley, said Israeli forces moved into the village and
demolished a house and a shed “barrack” belonging to Daif-Allah
al-Rashayda and Jihad al-Rashayda. He added that “villagers tried to prevent
Israeli forces from demolishing the house through forming human shields, but
Israeli forces fired sound bombs and tear gas canisters at them and dispersed
them forcibly.”

During the demolition, Israeli forces
attacked 5 women; 2 of whom were hit by gun butts. They received first aid from
the Palestine Red Crescent Society staff in the village and were taken then to
Jericho Hospital. Dr. Nasser ‘Anani said that “five women were admitted to
the hospital as they were harshly beaten by Israeli soldiers in Fasayel
village. One of the women was 9-month pregnant and a second was 7-month
pregnant; both of them were hit by gun butts.”   

 

 

 

 

 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, which is still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning
the
Laws and Customs of War on Land
and the
Geneva Conventions. Israel is bound to apply the international human rights law
and the law of war sometime reciprocally and other times in parallel in a way
that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days in November, PCHR calls upon the international
community, especially the United Nations, the High Contracting Parties to the
Geneva Convention and the European Union – in the context of their natural
obligation to respect and enforce the international law – to cooperate and act
according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
