• IOF kills a Child and injures 7 Palestinian civilians, including 5 children in excessive use of force against the protesters in Khan Younis, despite cancellation of GMR protests for the 3rd consecutive week:

• Palestinian civilian killed in southern Hebron and another injured in 2 separate shooting incidents in the West Bank

• During 92 IOF incursions into the West Bank, including occupied East Jerusalem: 74 civilians arrested, including 12 children and a woman.

• 4 shootings reported at Palestinian agricultural lands and fishing boats, east and west of Gaza Strip.

• Palestinian businessman arrested at Beit Hanoun “Erez” Crossing in northern Gaza Strip.

• New settlement outpost established in Hebron.

• A house and 2 water tanks bulldozed; a tin-plate dwelling dismantled; and confiscation of a wheel loader and a cement mixer in the West Bank.

• A Vehicle burnt; tires of 4 vehicles punctured; and trees cut in 3 settlers’ attacks in the West Bank.

• 40 temporary checkpoints erupted in the West Bank, where 7 Palestinian civilians were arrested

Summary

This week, PCHR documented 159 violations of the international human rights law and international humanitarian law (IHL) by Israeli occupation forces (IOF) and settlers in the occupied Palestinian territory.

As part of the Israeli violations of the right to life and bodily integrity:

In terms of excessive use of force, IOF killed 2 Palestinian civilians, including a child, and wounded 8 others in the West Bank and Gaza Strip.  On 29 November 2019, IOF killed Fahd Mohammed al-Astal (16) and injured 7 other civilians, including 5 children, in use of excessive force against the protesters in eastern Khan Younis.  The next day in the West Bank, Badawi Khaled Badawi Masalmah (18) was killed and 2 children were arrested after IOF opened fire at them when they were throwing stones at Israeli vehicles passing on the road between “Negohot” and “Shegav” settlements adjacent to Beit ‘Awwa village, southwest of Dura, southwest of Hebron.

Under IOF incursions and house raids, 92 incursions into the West Bank were reported. Those incursions included raids of civilian houses and shootings, enticing fear among civilians, arresting and/or injuring many others. During this week’s incursions, 74 Palestinians were arrested, including 12 children and a woman.  In the Gaza Strip, IOF opened fire twice at the eastern Gaza Strip while they opened fire twice at the fishing boats off the Gaza Strip shore.

Under the settlement expansion activities in the West Bank, PCHR documented 8 IOF violations that included construction works interrupted in an agricultural road in Hebron; 40 olive seedlings uprooted, west of Salfit; an under-construction house demolished in Nablus;  a construction vehicle demolished under the pretext of being built without license in Area (C) in disregard for the construction license the owner obtained from the Palestinian Authority; 2 water tanks destroyed in the Northern Jordan Valleys; a tin-plate dwelling dismantled in Hebron; and a cement mixer confiscated in Salfit.  Moreover, the Israeli Defence Minister, Naftali Bennett, approved the construction of 31 new settlement units in the vegetable market area in the centre of Hebron’s Old City, noting that the market was seized and completely closed in 1994 following the Ibrahimi Mosque Massacre in Hebron as it was owned by the Hebron municipality and residents.  As such, settlement outpost no. 21 would takeover Hebron city center and parameters.

PCHR also documented 3 settler-attacks against Palestinian civilians and their property, including burning a car and puncturing tires of 4 other cars in Ramallah in addition to attacking agricultural lands in Nablus and writing racist slogans on the walls.

In terms of the Israeli closure policy, the Gaza Strip still suffers the worst closure in the History of the Israeli occupation of the oPt as it has entered the 14^th consecutive year, without any improvement to the movement of persons and goods, humanitarian conditions and bearing catastrophic consequences on all aspects of life. Furthermore, IOF uses Erez Crossing that is designated for movement of individuals as an ambush to arrest Palestinians who obtain permits to exit via Israel.  During the reporting period, IOF arrested a Palestinian businessman from Rafah while on his way to Israel.  Meanwhile, the West Bank is divided into separate cantons with key roads blocked by the Israeli occupation since the Second Intifada and with temporary and permanent checkpoints, where civilian movement is restricted and they are subject to arrest as 7 Palestinians were arrested this week only.

Violation of the right to life and to bodily integrity

1. Excessive Use of Force against Protests in the Gaza Strip

• At approximately 14:30 on Friday, 29 November 2019, at least 300 Palestinian civilians took part in the Great March of Return (GMR) camps in Khuza’a village, east of Khan Younis, despite that the GMR’s Supreme National Authority cancelled the protests that day. Dozens of civilians, including young men and children, approached the border fence, chanted national slogans and raised the Palestinian flags, while some protestors attempted to threw stones.  IOF stationed along the border fence fired live and rubber bullets and tear gas canisters at the protestors. As a result, Fahed Walid Mohammed al-Astal (16), from Khan Younis, was deemed in critical health condition after IOF shot him with a live bullet in the abdomen. At approximately 15:08, al-Astal was transferred to Gaza European Hospital and he died shortly after his arrival at the hospital. Moreover, 7 civilians were shot and injured, including 5 children, after they were shot with live and rubber bullets and their injuries were classified as moderate.

PCHR documented 215 killings by Israel since the outbreak of the protests on 30 March 2018, including 47 children, 2 women, 9 persons with disabilities, 4 paramedics and 2 journalists. Additionally, 14,713 were wounded, including 3,696 children, 387 women, 253 paramedics and 218 journalists, noting that many of those injured had sustained multiple injuries on separate occasions.

2. Shooting and other violations of the right to life and bodily integrity

• At approximately 16:00 on Thursday, 28 November 2019, Israeli soldiers heavily fired tear gas canisters at houses in al-Thuhor neighbourhood, south of Beit Ummer village, north of Hebron, adjacent to the “Karmi Tsur” settlement. As a result, a number of civilians suffocated due to tear gas inhalation. IOF claimed that they were attacked with stones in the abovementioned area.

• At approximately 09:00 on Friday, 29 November 2019, Israeli gunboats stationed northwest of Beit Lahia in northern Gaza Strip, heavily opened fire at a group of Palestinian fishing boats sailing within 3 nautical miles and chased them. They also fired a number of artillery shells near the boats. As a result, fishermen were forced to flee fearing for their lives; neither casualties nor material damage was reported.

• At approximately 11:40 on the same Friday, Israeli soldiers stationed adjacent to Far’oun village’s entrance, south of Tulkarm, fired live and rubber bullets at a number of Palestinian workers, who attempted to sneak into Israel for work. As a result, Ahmed Samer Matar (24), from Tulkarm, was shot with a live bullet to the left foot.

• At approximately 16:00 on the same Friday, IOF stationed along the border fence, northeast of Jabalia, northern Gaza Strip, heavily opened fire at the area adjacent to the border; no casualties were reported.

• At approximately 17:00 on the same Friday, dozens of Palestinian youngsters gathered at the entrance to al-‘Aroub refugee camp, north of Hebron, where IOF stationed at a military checkpoint, and threw stones at the Israeli military vehicles. The soldiers fired sound bombs and tear gas canisters at them. As a result, a number of youngsters suffocated due to tear gas inhalation. The clashes continued for 2 hours; no casualties were reported.

• At approximately 20:00 on 30  November 2019, Israeli authorities declared the death of Badawi Khalid Badawi Masalmah (18) and arresting Mohammed Osamah Qasem al-Masalma (16) and Mohammed Ismail ‘Aqel Masalma (16) after shooting them while they were at road that links “Negohot” and “Sheqif” settlements, adjacent to Beit ‘Awa village, southwest of Hebron.

According to PCHR’s investigation, at approximately 18:20, 3 young men reached an agricultural land, linking between “Negohot” and “Sheqif” settlements established on confiscated lands, west of Durra. They attempted to threw stones at military vehicles passing by. When they approached the area, Israeli soldiers opened fire at them after they set a trap for them. As a result, Badawi Khalid Masalma (18) was shot with several live bullets while the 2 other children were detained in the area, while IOF back-ups arrived at the area and the soldiers banned the ambulances to reach the area. Half an hour later, the 3 young men were transferred from the area to a military camp at the entrance of “Sheqif” settlement, adjacent to the annexation wall, west of the city. IOF declared later that Masalma died and did not give any information about the other 2 children. After the news of Masalma’s death, dozens of Palestinian young men gathered in the area, set tires on fire near the military watchtower, and threw stones at Israeli soldiers stationed in the area. The soldiers responded with a barrage of sound bombs and tear gas canisters; no casualties were reported. IOF phone called the families of the detained children and informed them that their sons are arrested without giving other information. The Palestinian Liaison was informed that Badawi’s dead body will not be delivered to them.

• At approximately 09:50 on Sunday, 01 December 2019, Israeli gunboats stationed in northwest of Beit Lahia, north of the Gaza Strip, heavily opened fire and chased Palestinian fishing boats sailing within 3 nautical miles. As a result, fishermen were forced to flee fearing for their lives; no casualties were reported.

• At approximately 15:45 on Wednesday, 04 December 2019, IOF stationed along the border fence, east of Khan Younis, southern Gaza Strip, fired tear gas canisters at agricultural lands, east of al-Qararah northeast of the city. As a result, farmers had to leave the area.

II. Incursions and arrests

Thursday, 28 November 2019:

• At approximately 00:00, IOF established a temporary military checkpoint on the entrance of Kafr Malek village, east of Ramallah. They stopped Palestinians vehicles’, inspected passengers’ ID cards, and arrested (3) civilians: Haroun Khaled Ba’erat (25); Ahmed Ghan Ghnaimat (23); and Mohammed Abu al-Lail Hamayel (26) and took them to an unknown destination.

• At approximately 01:00, IOF moved into Sourif village, northwest of Hebron. They raided and searched the house of Ghassan Mohammed Abu Fara (44), Director of Hebron Police Security and arrested him.

• At approximately 02:00, IOF moved into al-‘Aroub refugee camp, north of Hebron. They raided and searched Khader Mohammed al-Sharif’s (18) house and arrested him.

• At approximately 02:30, IOF moved into Jenin refugee camp, west of Jenin. They raided and searched several houses and arrested (4) civilians: Yazeed (22) and his brother Ahmed Abdulhadi al-Safouri (20); Yazeed Hasan Ja’aisa (25); and Ahmed Mohammed al-Amer (23).

• At approximately 03:30, IOF moved into al-Beira. They raided and searched several houses and arrested Mousa Fawzi Abu Qtaina (28), from his house at the industrial area of the city. Furthermore, they moved into Jehad Mohammed Khaseeb’s house and handed him a summons to refer to the Israeli Intelligence Services in “Beit Eil” settlement, north of the city.

• At approximately 15:00, IOF, stationed at al-Wad neighborhood, moved into the occupied East Jerusalem’s Old City, severely beaten (3) civilians after quarreling with the Israeli soldiers who stopped and searched them in a degrading way, then they took them to one of the Police Centers in Jerusalem. The arrestees are Waleed Khaled Toffaha (23), Obada Sameer Yousif Najeeb (21) and Mohammed Maher Abu Snaina (19).

• At approximately 15:30, IOF, stationed on Za’tara checkpoint, south of Nablus, arrested (2) civilians in a black Skoda car coming from Ramallah. IOF called more military reinforcements to the checkpoint and searched the car thoroughly before they arrested Yaser Ibrahim Sadaqa (23) from Anza; and Jalal Ka’beya (22) from Mothalath al-Shohada’ neighborhood, and took them to an unknown destination.

• IOF carried out (9) incursions in Tafouh, Ezna, Beit Owa villages, in Hebron; Tulkarm, Bala’a, Deir al-Ghsoun villages; Qalqilia, and Jayous villages northeast of the city; Tel village southwest of Nablus. No arrests were reported.

Friday, 29 November 2019:

• At approximately 14:00, IOF arrested Ala’ Mahmoud al-‘Aqeeli (25) from Abu al-‘Asja village, southwest of Hebron. After stopping him on a temporary military checkpoint on the entrance of al-Thahireya village, and took him to an unknown destination.

• At approximately 15:00, IOF moved into Nablus Street, in central East Jerusalem. They severely beaten Murad Omar Darweesh (38) and took him to an unknown destination.

• IOF carried out (10) incursions in Hebron and Yatta villages; Azoun, east of Qalqilia; Rafat and Deir Balout villages west of Salfit; Zabouba village west of Jenin; Betunia, Um Safa, and al-Nabi Saleh in Ramallah and al-Beira; al-Jarousheya village, north of Tulkarm. No arrests were reported.

Saturday, 01 December 2019:

• At approximately 14:00, IOF established a temporary military checkpoint on the entrance of Bazarya village, northwest of Nablus. They stopped the cars and searched their ID cards then they arrested Ezz al-Dein Fraihat (25), from Jenin and took him to an unknown destination.

• At approximately 16:00, IOF moved into Ras al-‘Amoud neighborhood, east of the occupied East Jerusalem’s Old City. They raided and searched Mohammed Sameeh al-Abassi’s (25) house and arrested him. It should be noted that al-Abassi was released from the Israeli prisons last Thursday after spending 7 years at al-Naqab prison after the Israeli court convicted him for attempting to stab an Israeli settler.

• IOF carried out (4) incursions in Beit Owla, al-Samoua’, al-Mowreq villages in Hebron; Azoun, east of Qalqilia. No arrests were reported.

Sunday, 01 December 2019:

• At approximately 01:00, IOF moved into Hebron. They raided and searched several houses and arrested (4) civilians: Salah al-Dein Nabeeh al-Sharabati (36); Ali Abbas Mohammed al-Sharabati (39); Sajed Hasan al-Laqta (36); and Azzam al-Shwaiki (30). IOF handed Loay Faisal al-Hashlamon (34) a summons to refer to the Israeli Intelligence Services (Shin Bet) in “Ghush Etzion” settlement, south of Bethlehem.

• At approximately 02:00, IOF moved into Za’tara village, east of Bethlehem. They raided and searched Amer Ali Thwaib’s (29) house and arrested him.

• At approximately 03:00, IOF moved into Taqoua’ village, east of Bethlehem. They raided and searched Osama Ali Badan’s (16) house and handed him a summons to refer to the Israeli Intelligence Services in “Ghush Etzion” settlement, south of Bethlehem.

• Early on Sunday, IOF banned the school students from al-Laban al-Sharqeya and al-Saweya villages, south of Nablus, from attending their schools in Ramallah. The Ministry of Education in south of Nablus and the faculty members of the abovementioned schools tried to intervene but to no avail until 09:00 of the same day.

• At approximately 14:00, IOF moved to Bab Hata neighborhood, in the occupied East Jerusalem’s Old City. They raided and searched Eyad Ghazala’s house. They severely beat and arrested his sons: Mustafa (17) and Mos’ab (15), and took them to the investigation center of “Salah al-Dein” in the central city.

• At approximately 03:00, IOF moved into Yatta village, south of Hebron. They raided and searched two houses belonging to Mohammed Ayed Housheya (40) and Hamza Habes al-Najjar (42) and arrested them.

• At approximately 16:30, IOF, reinforced by two military vehicles, moved into Tal village, southwest of Nablus in order to backup another military force in an under construction house belonging to Firas al-Saifi. IOF chased more than (20) children in the area and as Omar Abdulfattah Ramadan (17) tripped, four Israeli soldiers caught him and severely beat him to the point that his right leg started bleeding; nevertheless, the continued to beat him and intensified their attack on his bleeding leg despite him shrieking with pain. Furthermore, two Israeli soldiers dragged him on the ground for 60-70 meters and threw him on the ground of an SUV where he lost his consciousness and only regained it to find himself surrounded by a group of Israeli soldiers beating and spiting on him in front of “Gilaad” settlement. After two hours, a Palestinian ambulance came and took him to Rafidia Governmental Hospital in Nablus where they diagnosed his right leg was smashed. Omar was referred to An-Najah National University Hoisptal in Nablus, where they inserted orthopedic impants into his right leg after bone reparation. It should be noted that Omar has a liver disease, and he is a patient at “Hadassah Ein Kerem Hospital,” IOF released him after being informed of Omar’s health condition.

• At approximately 21:00, IOF moved into al-Issaweya village, northeast of occupied East Jerusalem’s Old City. They raided and searched Khalil Kleib’s house and arrested his sons: Mohammed (17) and Ahmed (12), and took them to “Salah al-Dein” to the investigation center in the central city.

• IOF carried out (6) incursions in Halhoul, Beit Amr, and al-Fawwar refugee camp in Hebron; Qalqilia, and Azoun, east of the city; Barqin village, west of Salfit.

Monday, 02 December 2019:

• At approximately 01:00, IOF moved into Ein al-Lawza in Salwan, south of the occupied East Jerusalem’s Old City. They raided and searched two houses belonging to Ishaq Khaled Abu Tayeh (22); and Alaa Tawfiq Abu Tayeh (21) and arrested them.

• At approximately 02:30, IOF moved into Sila al-Thahr village, south of Jenin. They raided and searched Salah Ahed Abu Diak’s (31) house and arrested him. It should be noted that the abovementioned civilian is Sami Abu Diak’s (36) brother, who had a bowel cancer and died at “Asaf Haroufeh” hospital in Israel deliberate medical negligence in the Israeli prison on 26 November 2019.

• At approximately 02:40, IOF moved into al-Beira and stationed in Um al-Sharayet neighborhood. They raided and searched Ahmed Khalil Abu Latifa’s (25) house and arrested him.

• At approximately 03:30, IOF moved into Jenin refugee camp, west of Jenin. They raided and searched Mohammed Mahmoud Abu Armila (24) and arrested him.
• Around the same time, IOF moved into Bethlehem and stationed in al-Fawaghra neighborhood. They raided and searched Mohammed Issa Abu Omar’s (24) house and arrested him.

• At approximately 15:00, IOF arrested Ahmed Sa’ed Zhour (25) and Fahed Ahmed al-‘A tawna (35) from Beit Kahel, northwest of Hebron. IOF stopped them on a temporary checkpoint south of the city and took them to an unknown destination.

• IOF carried out (3) incursions in Dura and Beit Oula villages in Hebron; Antel village, south of Tulkarm.

Tuesday, 03 December 2019:

• At approximately 01:30, IOF moved into Balata refugee camp, east of Nablus. They raided and searched Ward Jehad Abu Rizq (26) and arrested him.

• Around the same time, IOF moved into Kafr Qalil, southeast of Nablus. They raided and searched several houses and arrested Waddah Nabeel Amer (35) and Montaser Waleed Amer (30).

• In the same context, IOF moved into Balata al-Balad, east of Nablus. They raided and searched Ayoub Ramzi Dwaikat’s (23) house and arrested him.

• At approximately 02:30, IOF moved into Aqabet Jaber refugee camp, south of Jericho. They raided and searched Rebhi Damo’s house and arrested his two sons: Mo’en (19) and Ameen (16).

• At approximately 03:00, IOF moved into Hebron. They raided and searched Sameeh Ali Ghaith’s (39) house and arrested him.

• At approximately 04:40, IOF moved into al-Beira. They raided and searched Issam Zohair Taher’s (28) house and arrested him. It hould be noted that Issam is a former prisoner.

• Around the same time, IOF moved into Betunia, west of Ramallah. They raided and searched Khaled Zawahra’s (38) house and arrested him.

• At approximately 05:10, IOF moved into Deir Abu Mishal village, northwest of Ramallah. They raided and searched several houses and arrested (3) civilians: Tareq Yousif Abu Harb(21); Ghassan Mohammed Taha (24); and Othman Tayseer Zahran (22).

• At approximately 08:30, IOF patrolled the streets of Atoof village, southeast of Tubas, physically attacked and arrested Basel Mustafa Bsharat (32), a police officer from Tamoun village south of Tubas. He was taken to an unknown destination.

• At approximately 13:30, IOF moved into Bab al-Rahma neighborhood in the occupied East Jerusalem’s Old City. They arrested Majd Mohammed Kabha (17) and Montaha Mohammed Amara (43) while praying at al-Aqsa Mosque. They were taken to “al-Qishla” investigation center in the city. According to eyewitnesses, IOF banned the arrestees from continuing their prayers, surrounded, and severely beat them. After a few hours, they were released with a 2-week ban from entering al-Aqsa Mosque.

• IOF carried out (4) incursions in Ezna, Sa’er, and Karma villages in Hebron; Anteel village north of Tulkarm. No arrests were reported.

Wednesday, 04 December 2019:

• At approximately 01:00, IOF moved into al-‘Ezza refugee camp, north of Bethlehem. They arrested Mohammed Damir al-‘Ezzah (17) and Mohammed Ahmed al-Barbari (18) after they raiding and searching their houses.

• At the same time, IOF moved into Halhoul, north of Hebron. They arrested Mohammed Mahmoud Bajes (36) after they raided and searched his house.

• At approximately 02:00, IOF moved into Qablan village, south of Nablus. They arrested Haitham Mohammed al-Aqra’a (39) after they raided and searched his house.

• At the same time, IOF moved into Talfit village, southeast of Nablus. They arrested Salem Najeh Mosalam (26) after they raided and searched his house.

• At the same time, IOF moved into Hazmah village, northeast of occupied East Jerusalem. They raided and searched several houses and posted warning pamphlets that threatened the local community of increased restrictions on them that aim at “improving intelligence-gathering capabilities, disturb illegal activities and thwart terrorisim.” Israeli soldiers arrested 3 civilians: Yahiya Ma’moun Sbaih (15), Mohammed Habes Sbaih (21) and Hamadah Habes Sbaih (19).

• At approximately 02:30, IOF moved into Silwad village, northeast of Ramallah. They arrested Rami Nabil Hamdan (34) and Ibrahim Nader Hammad (25) after raiding and searching their houses.

• At approximately 03:00, IOF moved into Beit Daqu village, northwest of occupied East Jerusalem. They arrested Saif Fadel Bader (30) after raiding and searching his house.

• At the same time, IOF moved into Beit Kahel village, northwest of Hebron. They arrested Wesam ‘Azzam ‘Asafrah (21) after they raided and searched his house.

• At approximately 03:30, IOF moved into al-Mazra’ah eastern village, northeast of Ramallah. They arrested Abdul Hafeth ‘Awni Zaban (28) after they raided and searched his house.

• At approximately 12:45, an Israeli infantry unit moved into al-Safafir area, east of ‘Ourif village, south of Nablus. They set-up an ambush at al-Hawouz area and arrested Dia’a Ahmed Omer Shehadah (13) and Mohammed ‘Aref Khalid al-Safadi (14) after they left their school, which is adjacent to al-Hawouz.

• In the evening hours, IOF stationed at Beit Hanoun “Erez” crossing, north of the Gaza Strip, informed the Palestinian Liaison that they arrested Mes’ad Suleiman Erqaibah (43), from Rafah, at Erez crossing. Mousa Erqaibah, Mes’ad’s brother, said to PCHR’s fieldworker that his brother left his house on Wednesday morning, and headed to Beit Hanoun crossing after obtaining businesspersons’ 6-month permit. At approximately 18:30, Mousa received a phone call from a person frm the Israeli Intelligence Service and informed him that his brother is detained in ‘Asqalan in Israel.

• IOF carried out (9) incursions in Qarawet Bani Zaid, Deir al-Sudan and Tarmasiyah villages in Ramallah and al-Beira; Madama village, south of Nablus; Dura, Yatta, al-Samoua’ and Tarqumiya villages in Hebron.

III. Settlement Expansion and settler violence in the West Bank, including occupied East Jerusalem

1. Demolition and Confiscation of Civilian Property for Settlement Expansion Activities

• At approximately 09:00 on Thursday, 28 November 2019, IOF and the Israeli Civil Administration backed by military construction vehicles moved into ‘Atous area in western Hebron. IOF were deployed in the area and Israeli Civil Administration officers informed the municipality employees to stop construction works in an agricultural road, which was planned by the Municipality to improve services provided for farmers in Area C.

• Around the same time, IOF moved into al-Mahajer area, west of Salfit, demolished retaining walls surrounding an 8-dunum agricultural land and uprooted 30 olive seedlings planted 3 years ago. The seedlings belong to the heirs of the deceased Mohamed Hasan Abu Yaseen.

• At approximately 09:15 on Thursday, IOF accompanied with the Israeli Civil Administration and military construction vehicles moved into ‘Asirah village, north of Nablus. They stationed in al-Sraiej area where they demolished Mo’amer Mohamed Rashid Hamadna’s 2-storey house. The house was built on an 320 area of square meters 2 years ago. Hamadna received a notice to stop construction works in his house on 10 July 2019, noting that IOF confiscated and detained a bulldozer from the construction site for 35 days and fined Hamadna of NIS 6,500 in detention fees. It should be noted that Hamadna obtained a construction license from ‘Asirah Municipality and has documents from the Palestinian Land Authority proving that the plot of land where the house was built is in Area B which falls under PA jurisdiction according to the Oslo Accords.  Hamadna stated that the Israeli notice classified his land in Area C, which requires an Israeli license for construction and the PA license is not relevant. Jerusalem Legal Aid and Human Rights Center (JLAC) held 2 hearings in Beit Eill Court to stop this decision and license the house, however it ruled in favor of the demolition on 13 October 2019. Hamadna appealed to the Israeli Supreme Court to stop demolition, but he was shocked when IOF raided his house and demolished it before the hearing.

• At approximately 06:30 on Tuesday, 03 December 2019, IOF backed by military construction vehicles moved into Tubas in northern Jordan Valley and bulldozed 2 water wells used for agricultural purposes; the first well belongs to Tubas Association while the second belongs to ‘Adnan Mukhaibar Mujali Sawaftah. It should be noted that the first well fed 5 residential communities.

• At approximately 09:00 on Tuesday, IOF and the Israeli Civil Administration backed by military construction vehicles moved into Dir al-Shams area in Hebron. The Israeli Civil Administration officers dismantled Emtiyaz Khalil Ahmed Za’areer (29)’s 70sqm tin-plate house, loaded it on a truck and confiscated it and handed Ms. Za’areer a list of confiscated items and a notice to stop construction works. They gave her 7 days to settle legal matters with competent authorities. It should be noted that the house was built a month ago.

• At approximately 20:30 on Tuesday, IOF raided a cement factory belonging to ‘Izz al-Deen Meri’ in Salfit’s Qarawet Bani Hassan village. They confiscated a cement mixer under the pretext of being in Area C.

• In the same context, the Israeli Defense Minister Naftali Bennett issued a decision to start building 31 new settlement units in vegetable market area in the center of Hebron which was closed since 1994. In 2017-2018, the settlers’ attacks increased against Palestinians living in the closed area, which is surrounded by 20 military checkpoints. IOF also continue their attacks on shop owners to force them to close their shops or sell them to settlers.

• At approximately 07:00 on Wednesday, 04 December 2019, Israeli bulldozers demolished residential and agricultural facilities in Abu Nowaar and Abu Hendy Bedouin Communities, southeast of occupied East Jerusalem, to implement settlement plan “E1”. The representative of Abu Nowaar Bedouin Community, Abu ‘Emad al-Jahaleen, said that Jerusalem Municipality staff accompanied with bulldozers moved into the community under tight IOF protection. They demolished 2 houses and dismantled an agricultural barrack before confiscating it. After that, IOF moved into Abu Hendy Bedouin Community and demolished 2 houses under the pretext of non-licensing. The Israeli government seeks to displace the Palestinian Bedouin communities in order to establish a settlement project called Israel-1E, which aims at separating the southern West Bank from its center and maintaining control of Jerusalem.

• Israeli Settler Violence
• At approximately 02:30 on Friday, 28 November 2019, Israeli settlers, from “Rimonim“ settlement, which is established in the southern side of al-Tiba village, northeast of Ramallah. The settlers burned Roland Baseer’s (36) vehicle. They also vandalized houses and walls with racist slurs against Arabs and Muslims.

• On Friday, Israeli settlers, from “Rahalim“ settlement, which is established on the northern lands of al-Sawiyia village in Nablus, cut 30 olive trees planted 30-40 years ago from Mohamed Yousef Suliman’s land. On Tuesday, 26 November 2019, the settlers cut 30 other olive trees from the same land.
• At approximately 04:25 on Friday, Israeli settlers moved into Dir ‘Ammar village, west of Ramallah. They punctured the tires of 4 vehicles and vandalized them with racist slurs against Arabs and Muslims. Head of the Village Committee, Hasan Rushdi, said that the attack occurred in “al-Maghshi” area, which is located in the outskirts of the village. The affected vehicles belong to Ibrahim Mohamed Badha and Khamis Badha.

IV. Closure policy and restrictions on freedom of movement of persons and goods

West Bank

In addition to permanent checkpoints and closed roads, this week witnessed the establishment of more temporary checkpoints that restrict the goods and individuals movement between villages and cities and deny civilians’ access to their work. IOF established 40 temporary checkpoints and arrested 7 Palestinian civilians.

The military checkpoint were as follows:

Hebron:

• On Thursday, 28 November 2019, IOF established 3 checkpoints at the entrances to Beit ‘Aynoun and Sa’ir villages and at the entrance to al-’Aroub refugee camp. 
• On Friday, 29 November 2019, IOF established 4 checkpoints at the entrances to al-Shayyoukh, Beit Kahel, Beit Ummer, and Karza villages.
• On Saturday, 30 November 2019, IOF established 3 checkpoints at the southern entrance to Halhoul village, at the northern entrance to Yatta and at the entrance to al-‘Aroub refugee camp.
• On Sunday, 01 December 2019, 2 similar checkpoints were established at the entrance to Ethna village and at the northern entrance to Yatta.
• On Monday, 02 December 2019, IOF established 3 checkpoints at the entrance to al-‘Aroub refugee camp, at the entrance to Beit Ummer village and at the southern entrance to Hebron.
• On Tuesday, 03 December 2019, IOF established 3 checkpoints at the northern entrances to al-Dahiriyia, Taffouh and Dir ‘Asal villages.
• On Wednesday, 05 December 2019, IOF established 4 checkpoints at the northern entrance to Halhoul village and the entrances to Samou’a, Ethna and al-Dahiriyia villages.

Ramallah and al-Bireh:

• On Thursday, 28 November 2019, IOF established 2 checkpoints at the entrance to Ras Karkar village, west of Ramallah; and at the entrance to Dir Abu Mish’al village, northwest of the city.
• On Saturday, 30 November 2019, 3 similar checkpoints were established at the entrances to al-Nabi Saleh, ‘Ain Sinah and Ras Karkar villages. 
• On Sunday, 01 December 2019, IOF established 2 checkpoints at the entrances to al-Tiba and ‘Ein Yabroud villages, northeast of Ramallah.
• On Tuesday, 03 December 2019, IOF established 3 checkpoints at the entrances to al-Nabi Saleh, Dir Nizam and Dir Abu Mish’al villages, northwest of the city.
• On Wednesday, 04 December 2019, IOF established 3 checkpoints at the entrances to al-Nabi Saleh, Dir Nizam and Dir Abu Mish’al villages; and in ‘Ain Sina village’s square.

Qalqiliyah:

• At approximately 21:15 on Thursday, 28 November 2019, IOF established a checkpoint near Jeet village intersection, northeast of the city.
• At approximately 18:20 on Friday, 29 November 2019, a similar checkpoint was established at the entrance to Kafur Qaddoum village, east of the city.
• At approximately 18:00 on Saturday, 30 November 2019,  IOF established a checkpoint at the entrance to ‘Azoun village, east of Qalqiliyia.

Salfit:

• At approximately 20:00 on Saturday, 30 November 2019, IOF established a checkpoint at the entrance to Kaful Hares village, north of Salfit.
• At approximately 22:00 on Sunday, 01 December 2019, a similar checkpoint was established at the entrance to Dirsityia village, northwest of the city.
