Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

 

      

 

1 Palestinian civilian was killed and 5 others were
wounded during incursions in the West Bank.

against peaceful protestors in the West Bank.

3 protestors were wounded during peaceful protests
against the annexation wall and settlement activities.

 

 

Israeli forces conducted 65 incursions into Palestinian

64 Palestinian civilians were arrested in the West
Bank, including a Member of the Palestinian Legislative Council (PLC) and 6
children.

 

Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

7 Palestinian civilians, including 4 children and a
woman, were arrested at checkpoints and border crossings in the West Bank and
Gaza Strip.

 

 

Israeli forces have continued to support settlement
activities in the West Bank and Israeli settlers have continued to attack
Palestinian civilians and property.

34 notices to halt construction work and a demolition
notice were distributed in Susya village, to the southeast of Yatta, south of
Hebron.

Settlers destroyed the metal fence surrounding Cordoba
Primary School in Hebron.

A settler attacked a Palestinian civilian near the
entrance of Azzoun village, east of Qalqilya.

 

 

Israeli naval forces have continued to target

Summary

 

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
27 June – 03 July 2013.

 

Shooting:

 

During the reporting period, Israeli forces killed a
19-year-old Palestinian and wounded 8 others; 5 civilians were wounded during
Israeli incursions into Palestinian communities in the West Bank, including the
nephew of the victim, while 3 other civilians were wounded in peaceful protests
against the annexation wall and settlement activities.

 

In the West Bank, on 02 July 2013, Israeli forces
killed 19-year-old Moutaz Edris Abdel-Fatah Sharawna after being hit by a sound
bomb then being stepped on by Israeli soldiers. 
His nephew, Bahaa (22) sustained a bullet wound while trying to rescue
his uncle in Doura, southwest of Hebron. 
This took place when Israeli soldiers, who had moved into the town,
fired live ammunition, sound bombs and tear gas canisters at a group of
youngsters.

 

On 28 June 2013, 4 Palestinian civilians sustained
bullet and shrapnel wounds after Israeli forces engaged in clashes with
Palestinians during an incursion into Qalandia refugee camp.

 

Israeli forces continued the systematic use of
excessive force against peaceful protests organised by Palestinian, Israeli,
and international activists against the construction of the annexation wall and
settlement activities in the West Bank. As a result, 3 Palestinian civilians were
wounded: a 23-year-old male was hit in the right thigh by a tear gas canister;
a 35-year-old male sustained a bullet wound in the back; and a 24-year-old male
sustained a bullet to the shoulder. 
Also, dozens of civilians suffered due to tear gas inhalation and others
sustained wounds.

 

In the Gaza Strip, Israeli forces continued to pursue
fishermen at sea.  On 03 June 2013,
Israeli gunboats stationed off al-Soudanya area, northwest of Beit Lahia in the
north of the Gaza Strip, opened fire at Palestinian fishing boats that were around
6 nautical miles offshore.  The shooting
was focused on a fishing boat boarding 7 Palestinian fishers causing fear among
them.  As a result, while Sharif Hussein
Khalil ‘Arafat(29),
 son-in-law
of the owner of the boat, from al-Zaytoun neighbourhood, was trying to hide
from the shooting, his right leg stuck in the fishing spinner and wrapped
around it causing the leg to bleed.

Incursions:

 

During the reporting period, Israeli forces conducted
at least 65 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 64 Palestinians, including 6
children and a Jerusalemite PLC member from the Change and Reform bloc
representing Hamas, Mohammed Mahmoud Hassan Abu-Tair (60), who was formerly
expelled to Ramallah.

 

Israeli forces conducted 2 limited incursions into the
Gaza Strip. The first incursion was conducted on 02 July 2013 in the east of
al-Qarara village, northeast of Khan Younis. 
They started digging and levelling the area along the border fence with
Israel before redeploying behind the boarder. 
The second incursion was conducted on 03 July 2013 in the border fence
area in the east of Deir al-Balah, during which they levelled area of land that
were formerly bulldozed.

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip. The illegal closure has
not only caused a humanitarian crisis, but also a human rights crisis and the
erosion of human dignity for the people of the Gaza Strip. Recently-declared
measures to ease the closure are vague, purely cosmetic, and fail to deal with
the root causes of the crisis. The root causes can only be addressed by an
immediate and complete lifting of the closure, including lifting the travel ban
into and out of the Gaza Strip and the ban on exports. Palestinians in Gaza may
no longer suffer from the same shortage of goods but, as long as the closure is
allowed to continue, they will remain economically dependent on Israel, unable
to care for themselves, and socially, culturally, and academically isolated
from the rest of the world.

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

During the reporting
period, Israeli forces completely closed the commercial border crossings
between the Gaza Strip and Israel. They closed Karm Abu Salem crossing for 4
consecutive days because of Jewish holidays. This closure negatively affected
the entry of goods, construction materials and medical consignments in the Gaza
Strip. It also has a detrimental impact on the living conditions of Palestinian
civilians. As a result, thousands of Palestinian workers were denied access to
their work in Israel and occupied East Jerusalem. Moreover, Palestinian traders
were denied access to Israel and/or travel via the border crossings between the
Gaza Strip and West Bank.

Settlement activities:

 

Israel has continued its settlement activities in the
oPt, a direct violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.

Violations committed by Israeli forces

 

On Thursday, 27 June 2013, Israeli forces moved into
Susya village, in the southeast of Yatta, south of Hebron, and distributed 34
notices to halt construction work in various establishment, and 1 demolition
notice that held number (392286).  The
notices ordering to halt construction work were given to tents, barns, water
wells and solar panels.

 

Violations committed by settlers

 

On Thursday, 27 June 2013, a group of settlers from “Ramat
Yishai”
settlement outpost, which is established on Palestinians’
lands in Tal al-Remida neighborhood, in the center of Hebron, destroyed the
metal fence surrounding the playground of Cordoba Primary School, which is
located between Tal al-Remida neighborhood and Martyrs street.

 

On Sunday, 30 June 2013, a settler attacked ‘Omar Mokhtar Hussain
Abdel-Qader (23), a Palestinian civilian from Kuffor Laqef village, east of
Qalqilya, while he was driving on the main Nablus-Qalqilya road.  The settler stopped his car and held him near
the entrance of Azzoun village at gunpoint.

 

 

Israeli Violations Documented during the Reporting Period

1. Incursions into Palestinian Areas, and Attacks
on Palestinian Civilians and Property in the West Bank and the Gaza Strip

Thursday, 27 June 2013

 

At approximately 12:30, Israeli forces moved into
Qabatia village, south of Jenin, and patrolled the streets.  A number of young men gathered and threw
stones at the Israeli soldiers, who fired sound bombs and gas canister in return
to disperse them.  Israeli forces later
withdrew and neither further incidents nor arrests were reported. 

 

At approximately 01:00, Israeli forces moved into Beit
Ummar village, north of Hebron.  They
patrolled the streets and stationed at the centre of the village.  They deployed between houses to raise fear
among people.  A number of Israeli
soldiers raided and searched a house belonging g to the family of Jihad Hisham
Khalil Abu Hashem (22), whom they arrested. 
They withdrew later taking the aforementioned to an unknown destination.

 

After approximately half an hour, Israeli forces moved
into ‘Asidah area, east of Beit Ummar, north of Hebron.  They patrolled the streets and raided and
searched a house belonging to the family of Mohammed ‘Ali Issa ‘Awad (20).  They arrested the aforementioned and took him
to an unknown destination. Meanwhile, Israeli forces raided and searched a house
belonging to the family of Bassam Badawi Mahmoud Akhlail (48) from the same
area.  They searched for his two sons;
‘Ali (19) and Ramzi (18), claiming that they are wanted.  They then arrested Bassam and handed his wife
two summons for her two sons in order to refer to the Israeli Intelligence in
“Gush Etzion”, south of Bethlehem.  A
number of young men gathered to throw stones and empty bottles at the Israeli
soldiers, who fired sound bombs and gas canisters in return.  As a result, some of the young men suffered tear
gas inhalation.  In the early morning,
Israeli forces stationed at the entrance of “Gush Etzion” settlement, which is
established on Palestinian lands, south of Bethlehem, arrested the two
brothers, ‘Ali and Ramzi, following the interview.  They were then transferred to an unknown
destination.

 

At approximately 01:00, Israeli forces moved into Marah
al-Baqar village, south of Dura, southwest of Hebron.  They patrolled the streets for some time and
withdrew later.  Neither house raids nor
arrests were reported.  

 

Around the same time, Israeli forces moved about 200
metres into Nablus.  They patrolled the
streets and raided and searched a number of houses.  They arrested 5 civilians and took them to an
unknown destination.  They withdrew later.  The arrested civilians were identified as:
Nasr al-Kharraz (28); Samer ‘Ayran (33); Ghassan ‘Abdel Haq (20); and Maher
Qarib (32).

 

At approximately 01:30, Israeli forces moved into
Jenin.  They patrolled the streets for
some time. A number of young men gathered to throw stones and empty bottles at
the Israeli soldiers, who fired sound bombs and tear gas canisters in
return.  As a result, some of the young
men suffered tear gas inhalation. 
Israeli forces withdrew later.

 

At approximately 02:00, Israeli forces moved into
al-Thaheriya village, south of Hebron. 
They patrolled the streets and raided and searched a house belonging to
the family of Eyad al-Jabbarin (29). 
They withdrew later, and no arrests were reported.

 

Around the same time, Israeli forces moved into
al-Mazra’a al-Qabalia, northwest of Ramallah. 
They patrolled the streets and raided and searched several houses.  They arrested 6 civilians and took them to
‘Ofer prison, southwest of Ramallah: Mohammed Rabah Hasan Hanoun (21); Yousif
Khalil Yousif (20); Monadel Najeh Abu Qare’a (28); Madouh Nazzal Romaneh (20);
Mohammed Tawfiq Kamal Ladadweh (21) and Hazim Jad Qatish (22).

 

At approximately 02:30, Israeli forces moved into
Toubas. They patrolled the streets and raided and searched a number of
houses.  They arrested ‘Ammar Ghaleb
Sawaftah (22); and Adham ‘Atef Daraghmeh (21) and took them to an unknown
destination.  They withdrew later.

 

At approximately 03:00, Israeli forces moved into
al-Jaroushia village, north of Tulkarm. 
They patrolled the streets and raided and searched a house belonging to
the family of Ahmed Na’aim Mahmoud Darwish (18), and arrested him. 

 

At approximately 03:30, Israeli forces moved into Tulkarm.  They patrolled the streets and then raided
and searched a house belonging to the family of Moa’men ‘Adnan Hafez Sanioura
(25), an officer of the Palestinian National Security Forces, in the northern
neighbourhood in the city, and arrested him.

 

At approximately 07:00, Israeli forces accompanied
with a vehicle of the Israeli Civil Administration destroyed a number of
residential tents and cattle barns in the areas of  Ras al-Ahmar and al-Hadidyah in the northern
Jordan Valley, east of Tubas.  They
demolished tents that offered shelter to 9 families of 58 civilians; most of
which are children.   Furthermore, they
demolished 54 civilian facilities.

 

At approximately 09:30, Israeli forces moved into
Maythloun village, south of Jenin.  They
patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were
reported.

 

Around the same time, Israeli forces moved into Sris
village, south of Jenin.  They patrolled
the streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

At approximately 23:00, Israeli forces moved into
Sorif village, west of Hebron.  They patrolled
the streets for some time and later withdrew. 
Neither house raids nor arrests were reported.

 

At approximately 23:30, Israeli forces moved into
Sanour village, south of Jenin. They patrolled the streets for some time and
later withdrew.  Neither house raids nor
arrests were reported.

 

Friday, 28 June 2013

 

At approximately 01:00, Israeli forces
moved into Ethna village, west of Hebron. 
They patrolled the streets and then stationed in the western area of the
village, where they deployed between houses to raise fear among residents and
children.  A number of soldiers raided
and searched two houses belonging to the family of Awlad Mohammed.  They arrested Yehia Khalil ‘Abed Raboh Awlad
Mohammed (14) and Salim Khalil ‘Abed Raboh Awlad Mohammed (13).  They withdrew later taking the arrested
children to an unknown destination.

 

Around the same time, Israeli forces moved into Jabe’a
village, south of Jenin.  They patrolled
the streets, raided two houses and handed their owners two notices to refer to
the Israeli intelligence in Salem camp, northwest of Jenin.  Israeli forces withdrew later and no more
incidents were reported.  The two noticed
were identified as: Hasan Soliman Hasan Khalileyeh (28) and Jaber ‘Abdel ‘Aziz
(32). 

 

Around the same time, Israeli forces moved into
al-‘Atil village, north of Tulkarm.  They
patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were
reported. 

 

At approximately 01:25, Israeli forces moved into Jeet
village, northeast of Qalqilya.  They
patrolled the streets and raided and searched a house belonging to the family
of Ahmed ‘Abdel Majeed Yameen (22) in order to hand him a notice to refer to
the Israeli intelligence. They withdrew later, and no arrests were reported.

 

Around the same time, Israeli forces moved into
Qalqilya.  They patrolled the streets
amidst Israeli firing of bomb sounds and tear gas canisters.  They raided and searched a number of houses
and then arrested Mohammed Riyad Katou’a (26). 
At approximately 03:40, they withdrew taking the arrested to an unknown
destination.

 

At approximately 01:30, Israeli forces moved into
Qalqilya.  They patrolled the streets and
raided and searched a house belonging to the family of Dawoud Wael Nofal
(20).  They told his family that the
aforementioned is wanted.  Israeli forces
then tied his hands and took him to an unknown destination. 

 

Around the same time, Israeli forces moved into
al-‘Arroub refugee camp, north of Hebron. 
They patrolled the streets and then stationed at the centre of the camp,
where they deployed between houses to raise fear among residents and
children.  Israeli forces withdrew later and
neither house raids nor arrests were reported.

 

At approximately 01:40, Israeli forces moved into Qalandia
refugee camp, south of Ramallah.  They provoked
the civilians at the entrance of the camp and attempted to arrest some of
them.  Some boys gathered and threw
stones and empty bottles at the soldiers, who fired in response live
ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters. As
a result, four civilians sustained injuries and were transferred to the
Palestine Medical Complex in Ramallah. 
In addition, dozens suffered tear gas inhalation.  The arrested were identified as:

 

1. Mohammed Zuhair Mustafa Khader (19), hit by a bullet
to the left side of the back and then came out from above the heart.  He underwent surgery in the same day;

2. Hamzah ‘Adnan Ahmed Nimer (23), sustained a shrapnel
wound from a bullet to the left knee;

3. Ahmed Hasan ‘Abed Khalifah (23), sustained a bullet
injury to the head;

4. Baker Nizar ‘Abdel Mutaleb Nizar (28), sustained a
bullet wound to the chest.

 

 

At approximately 02:00, Israeli forces moved into Deir
Samit village, to the west of Dura, southwest of Hebron.  They patrolled the streets for some time and
later withdrew.  Neither house raids nor
arrests were reported.

 

At approximately 02:20, Israeli forces moved into Kafr
Qadoum village, north east of Qalqilya. 
They patrolled the streets and then raided and searched a house
belonging to the family of Qays ‘Ata Sabri Eshteiwi (20), whom they handed a
notice to refer to the Israeli intelligence. 
At approximately 02:50, Israeli forces withdrew and no arrests were
reported.

 

At approximately 02:30, Israelis forces moved into
Kafl Haris village, north of Salfit. 
They patrolled the streets and then raided and searched a house
belonging to the family of Osamah Zaid Saleh (19), whom they arrested.  At approximately 03:00, they withdrew taking
the aforementioned civilian to an unknown destination.  It should be mentioned that Saleh is a high
school student.

 

Around the same time, Israeli forces moved into
al-Mazra’a al-Sharqiya village, northeast of Ramallah.  They patrolled the streets and then raided
and searched a number of houses, where they detained a number of its
residents.  Israeli forces arrested 8
civilians and took them to ‘Ofer prison, southwest of Ramallah: ‘Adnan Jom’aah
Abu ‘Aalia (21); Belal Tawfiw ‘Ajaj (20); Hatem Raed Shalabi (24); Bayan Amin
Zeben (22); ‘Adel Tamim Shalabi (21); Samed ‘Abdel Qader Hejaz (25); ‘Omer Abdel
Qader Hejaz (20); ‘Emad Tamim Shalabi (24).

 

At approximately 03:30, Israeli forces moved into
Jenin.  They patrolled the streets for
some time and withdrew later.  No further
incidents were reported.

 

At approximately 09:00, Israeli forces moved into Um
al-Tout village, southeast of Jenin. 
They patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were
reported.

At approximately 21:00, Israeli forces moved into
al-Samou’a village, south of Hebron. 
They patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were
reported.

 

 

Saturday, 29 June 2013

 

At approximately 00:10, Israeli forces
moved into Sartah village, south of Salfit
.  They patrolled
the streets for some time and withdrew at approximately 12:30.  Neither house raids nor arrests were
reported.

 

At
approximately 01:00, Israeli forces moved into Hneinah, to the south
of Dura, southwest of Hebron.  They
patrolled the streets and raided and searched a house belonging to the family
of Mousa Maher Abu Shrar (19), and arrested him. 

 

At
approximately 02:00, Israeli forces moved into al-Tabaqa village, to the south
of Dura, southwest of Hebron.  They
patrolled the streets and stationed in the school street.  They raided and searched a house belonging to
the family of Monzer Mohammed Abu ‘Atwan (48), and arrested his son, Mo’atasem.  Israeli forces later withdrew taking
Mo’atasem into one of their vehicles.  At
approximately 02:30, Israeli forces moved into “Khelet al-Qaser” area, west of
the village.  They raided and searched a
house belonging to the family of Ameer Naser Abu Hawwash (20), and arrested him.  Israeli forces withdrew later.  Around the same time, another Israeli
infantry force raided and searched a house belonging to the family of Monjed
‘Abdel ‘Aziz al-Sweiti (19), and arrested him. 
Israeli forces withdrew later taking the three arrested into an unknown
destination.

 

At
approximately 02:30, Israeli forces moved into Kherbet “Khelet al-Qosour”, west
of the Dura.  Israeli forces raided a
house belonging to the family Amir Naser Abu Hawwash (20) and arrested him.  Around the same time, an Israeli infantry
force moved raided a house belonging to the family of Monjed ‘Abdel ‘Aziz
al-Sweiti (19) and arrested him.  They
later withdrew later and took the 2 arrested to an unknown destination.

 

At
approximately 03:30, Israeli forces moved into Kharsa village, south of Dura,
southwest of Hebron.  They patrolled the
streets and then raided and searched a house belonging to the family of ‘Omer
‘Abdel Hamid al-Talahmah (23), and arrested him.  Meanwhile, an Israeli infantry force raided
and searched a house belonging to the family of Thaer Jehad Abu al-‘Asja (19), and
arrested him. 

 

At
approximately 23:45, Israel forces moved into ‘Azoun village, northeast of
Qalqilya.  They patrolled the streets for
some time and withdrew later.  Neither
house raids nor arrests were reported.

 

 

Sunday, 30 June
2013

 

At
approximately 02:30, Israeli forces moved into al-Khader village, south of
Bethlehem.  They patrolled the streets
and raided and searched a house belonging to the family of Hisham Abu Sheikha
(27), and arrested him.  Israeli forces
later moved into ‘Aydah refugee camp, north of Bethlehem.  They raided and searched a house belonging to
the family of Seif Ahmed al-Mashayekh (25) to hand him a notice to refer to the
Israeli intelligence in “Gush Etzion” complex, south of the city.

 

At
approximately 03:30, Israeli gunboats opened fire at Palestinian fishing boats
in al-Soudaniya area 6 nautical miles off the shore.  They focused the shooting at a fishing boat
belonging to Nafez Foa’ad al-Habeel (45), who was on the boat with 6 other
fishermen, causing fear among them. 
While Sharif Hussein Khalil ‘Arafat(29),
 his son-in-law, from al-Zaytoun neighbourhood, was
trying to hide from the shooting, his right leg stuck in the fishing spinner
which wrapped around it causing the leg to bleed.  Thus, fishermen came back to the Gaza
seaport, and ‘Arfat was transferred into Shifa hospital in Gaza in order to
receive medical treatment.  Medical
sources in the hospital stated that there is an urgent need for amputation of
his right leg. However, the family of the fisherman refused and he was
transferred in Israel to receive treatment.

 

At
approximately 11:00, Israeli forces moved into Shaqba village, west of Ramallah.  They patrolled the streets for some time and
withdrew later.  No arrests were
reported.

 

At
approximately 12:00, Israeli forces moved into al-Khader village, south of
Bethlehem. They patrolled the streets and raided a summer camp for children in
the old town in the centre of the village. 
They arrested Waleed Ahmed Ghoneim (13) for 2 hours.  After the Mayor of al-Khader village
intervened, the aforementioned child was released.

 

At
approximately 15:00, Israeli forces moved into Deir Abu Da’aif village,
southeast of Jenin. They patrolled the streets for some time and withdrew
later.  Neither house raids nor arrests
were reported.

 

At
approximately 21:00, Israeli forces moved into Marj Na’ajah, north of
Jericho.  They patrolled the streets for
some time and withdrew later.  Neither house
raids nor arrests were reported.

 

At
approximately 22:30, Israeli forces moved into Beit Sirah village, southwest of
Ramallah.  They patrolled the streets for
some time and withdrew later.  Neither
house raids nor arrests were reported.

 

At approximately
23:30, Israeli forces moved into al-‘Ojah village, northeast of Jericho.  They patrolled the streets for some time and
withdrew later.  Neither house raids nor

Monday, 01 July 2013

 

At approximately 01:00, Israeli forces moved into Beit
Ummar village, north of Hebron.  They
patrolled the streets and then stationed at the entrance of Kherbet Safa, west
of the village.  They deployed between
houses, which they raided and searched. 
Israeli forces arrested 3 civilians and took them to an unknown
destination: Mohammed ‘Emad Akhlil (18); Hussam Adam ‘Adi (16); andd Kassab Abu
Dayah (22).

 

At approximately 01:40, Israeli forces moved into
‘Ourif village, southeast of Nablus. 
They patrolled the streets and raided a number of houses.  They arrested ‘Aref Khaled Redwan al-Safadi
(21) and his brother Ahmed (18), and took them to an unknown destination.

 

 

At approximately 02:30, Israeli forces moved into
Hawwarah, southeast of Nablus.  They
patrolled the streets and then raided and searched a number of houses.  They arrested Naser Jehad Mefdi (45), member
of the Hawwarah municipal council, and took him to an unknown destination.

 

At approximately 02:50, Israeli forces moved into
‘Aydah refugee camp, north of Bethlehem. They patrolled the streets and then
raided and searched a house belonging to the family of Mohammed Waleed al-‘Azah
(23).  They attacked his uncle, Khader

Israeli forces later moved into al-Khader village,
north of Bethlehem.  They raided and
searched a house belonging to the family of Ahmed yousif Sabri Subeih (23), and
arrested him. 

 

At approximately 03:00, Israeli forces moved into
al-Mazra’aa al-Sharqiya village, northeast of Ramallah.  They patrolled the streets and raided and
searched a number of houses detaining its residents.  They arrested 6 Palestinians and took them to
‘Ofer prison, southwest of Ramallah: Ahmed Jameel Zeben (27); Jehad Ibrahim
Humeidah (33); Ihab Ziyad Sa’ed (20); Subhi Rateb Humeidah (21); and Sameh
Hussein Zeben (20).

 

At approximately 04:30, Israeli forces moved into
Tulkarm. They patrolled the streets, raided a house belonging to the family of
Sa’aed Yousif Khalil ‘Awad (23), and arrested him.  Israeli forces then raided a house belonging
to the family of Nayef Nabil Khaled Abu al-Hala (20) and arrested him. 

 

At approximately 23:10, Israeli forces moved into
al-Khader village, south of Bethlehem. 
They patrolled the streets and then raided and searched a house
belonging to the family of Merwan Sayel ‘Issa (25); and another belonging to
the family of Belal Mahmoud al-Wahesh (19). 
They handed them notices to refer to the Israeli intelligence in “Ghosh
‘Asyon” complex, south of the city, and at 300 checkpoint, north of the city.

 

 

Tuesday, 02 July 2013

 

At approximately 12:30, Israeli forces moved into Beit
Fajjar, southeast of Bethlehem.  They
patrolled the streets and then raided and searched a house belonging to the
family of Fadi Subhi Thawabteh (21). 
They handed him a notice to refer to the Israeli intelligence in “Ghosh
‘Asyon” complex, south of the city.  They
also raided and searched a house belonging to the family of Aws Majed Thawabteh
(24).

 

In an excessive use of lethal force, in the early
morning hours, Israeli forces killed a 19-year old Palestinian civilian in
Dura, southwest of Hebron, when Israeli forces moved into the village and fired
live bullets, sound bombs, and tear gas canisters at a group of young men, who
threw stones at them
.

 

According to investigation conducted by PCHR and
testimonies given by witnesses, at approximately 01:00, Israeli forces moved
into Dura town, southwest of Hebron in the south of the west Bank.  A number of Palestinian young men gathered
and threw stones from a distance of 2 meters at the Israeli forces.  A number of soldiers got out of their
vehicles and chased the young men, who fled to an entrance that leads to Karisa
neighborhood in the centre of the town, as Israeli soldiers fired live
ammunition, sound bomb and tear gas canisters. 
Mo’ataz ‘Abdel Fatah al-Sharawnah (19) was hit by a sound bomb thrown at
his chest from a distance of around 18 meters and fell onto the ground.  Meanwhile, his nephew, Bahaa’ ‘Abdel Fattah
al-Sharawneh (22), approached Mo’ataz to try to rescue him, but Israeli
soldiers fired at him.  As a result, he
sustained a bullet wound to the shoulder and he then escaped.  However, he was arrested several meters away
by Israeli special forces.  A number of
Israeli soldiers gathered around Mo’ataz, who was lying on the ground, and
violently stepped on his chest and abdomen. They then left, and a number of
young men brought an ambulance of Palestine Red Crescent Society to transfer
him to the Society’s station.  He was
then transferred to Hebron Governmental Hospital where he passed away a few
minutes later.  According to medical
sources at hospital, he died due to sustaining a cut in the chest and bruises
causing him extensive bleeding.

 

It should be mentioned that the dead body was
transferred to the Institute of Forensic Medicine in Abu Dis to reveal the real
reasons of death.

 

They withdrew later arresting 5 civilians after
raiding and searching their houses.  These
civilians were identified as:

1.  ‘Anan ‘Ateyah
Namourah (21);

2. Nazir Anwar Sharawneh (20);

3. Mohammed Hussein ‘Amr (22);

4. Fadi Sami al-Masalmeh (20); and

5. Mo’ayad al-Sous (20).

 

At approximately 02:00, Israeli forces moved into
al-Jawayah area, which is located between the villages of al-Karmel and Khelet
al-Mayeh, south of Yatta.  They raided
and searched a number of houses belonging to the family of al-Shawahin and
al-Makhamrah.  Israeli forces withdrew later,
and no arrests were reported.

 

At approximately 02:30, Israeli forces moved into Kafr
‘Aqab village, north of Jerusalem.  They
patrolled the streets and then raided and searched an apartment belonging to
Mohammed Mahmoud Hasan Abu Teit (60), Member of the Palestinian Legislative
Council (PLC) from the Change and Reform bloc representing Hamas.  They arrested him and took him to ‘Ofer
prison, southwest of Ramallah.  It should
be mentioned that on 08 December 2010, Israeli forces expelled Abu Tair from
his hometown, Jerusalem, and forcibly transferred to Ramallah and al-Bireh.

 

Around the same time, Israeli forces moved into
al-Janyah village, northwest of Ramallah. 
They patrolled the streets and then raided and searched a house.  They arrested ‘Omran Zakriah Mathloum (27)
and later withdrew taking him to an unknown destination.

 

At approximately 03:00, Israeli forces moved into Deir
Abu Mashghal village, northwest of Ramallah. 
They patrolled the streets and then raided and searched a number of
houses.  They arrested ‘Ahed ‘Issa  Rabi’a (17) and Belal Talal Barghathothi (16)
and took them to an unknown destination.

 

At approximately 03:30, Israeli forces, accompanied by
military vehicles, moved into al-Jalzone refugee camp, north of Ramallah.  They patrolled the streets and then raided
and searched 3 civilian houses.  Some
boys and young men gathered and threw stones and empty bottles at the soldiers,
who fired in response live ammunition, rubber-coated metal bullets, sound bombs
and tear gas canisters.  As a result, a
number of the young men suffer tear gas inhalation.  At approximately 05:30, Israeli forces
arrested 3 civilians and took them to an unknown destination: ‘Abdel Rahim
Mohammed Ghannam (26); Ziyad Shahadah Dar Khalil (24); and Tolha Mustafa
Salamah (24).

 

At approximately 07:00, Israeli forces moved 200
meters into the east of al-Qararah, north east of Khan Younis.  They level and excavated along the border
fence to the south.  After a couple of
hours, they redeployed out of the aforementioned fence.

 

 

Wednesday, 03 July 2013

 

At approximately 01:00, Israeli forces moved into
Faqou’ah village, northeast of Jenin. 
They patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were
reported. 

 

At approximately 01:30, Israeli forces moved into
al-‘Arroub refugee camp, north of Hebron. 
They patrolled the streets and then stationed in Abu Sham’aah
neighbourhood.  They deployed between
houses and then raided and searched a house belonging to the family of Nafez
Kawamleh (49.  Israeli forces then
arrested his two sons; Mo’ataz (20) and Fayez (19), and took them to where the
military vehicles were stationed in Abu Sham’aa.  Meanwhile, an Israeli infantry force raided
and searched two houses belonging to the families of al-Qiq and Abu Rayah.  Later on, Israeli forces arrested Zakriah
Nabil al-Qiq (17) and Mos’ab ‘Abdel Baset Abu Rayah (20).

 

Around the same time, Israeli forces moved into
‘Arbounah village, north of Jenin.  They
patrolled the streets and raided and searched 3 houses.  They questioned the houses’ residents and
withdrew later.  Neither further
incidents were reported.  The owners of
the raided houses were identified: Jamal Mahmoud ‘Abdullah Bani Hasan (68);
Zuheir Amin As’ad Bani Hasan (49); and Mohammed Jamal Mahmoud Bani Hasan (35).

 

At approximately 02:30, Israeli forces moved into
Ya’abod village, southwest of Jenin. 
They patrolled the streets and then stationed near the Great Ya’abod in
the centre of the village.  Meanwhile, a
number of young men gathered and threw stones at the Israeli soldiers, who
fired sound bombs and gas canister in return to disperse them.  Israeli forces withdrew later and no further
incidents were reported. 

 

 At
approximately 03:00, Israeli forces moved into Hebron.  They patrolled the streets and raided and
searched a house belonging to the family of Adam ‘Abdel Karim al-Natshah
(20).  Israeli forces arrested the
aforementioned civilian and took him to an unknown destination.

 

At approximately 06:30, Israeli forces moved 300
meters into the west of the border fence with Israel, east of Deir Balah.  They levelled lands near the border fence.  4 hours later, they redeployed behind the
border.

 

At approximately 21:00, Israeli naval forces opened
fire at the fishermen at a distance of 5.5 nautical miles off the shore in deir
al-Balah and al-Nusairat refugee camp in the central Gaza strip.  Israeli forces sprayed fishermen and their
boats with water hoses and then confiscated some fishnets.

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West
Bank.  As a result, 3 Palestinians
sustained wounds: a 23-year-old male was hit in the right thigh by a tear gas
canister; a 35-year-old male sustained a bullet wound in the back; and a
24-year-old male sustained a bullet to the shoulder.  Also, dozens of civilians suffered due to
tear gas inhalation and others sustained wounds.

 

Demonstrations against the construction of the
annexation wall and settlement activity

 

Following the Friday Prayer, 28 June 2013, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activity.  The demonstrators marched through the streets
of the village, chanting slogans calling for national unity, raised Palestinian
flags and made their way towards the lands adjacent to the annexation
wall.  Israeli forces had closed all
entrances to the village since early morning to prevent Palestinians,
journalists, and international activists from joining the protest. The
demonstrators walked along the wall and attempted to breach it. Israeli forces
stationed behind the western side of the wall, and dozens of soldiers who were
deployed along the route of the wall, fired live ammunition, rubber-coated
metal bullets, sound bombs, tear gas canisters, and waste water at the
demonstrators, and chased them across olive fields.  As a result, Mohammed Ja’far (23) was hit by a
tear gas canister in the right thigh. 
Also, dozens of demonstrators suffered from tear gas inhalation, and
others sustained bruises.

 

Also, following the Friday Prayer, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Ni’lin village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activities.
The demonstrators made their way towards the annexation wall. Israeli forces
closed the wall gate with barbed wire and, when the demonstrators attempted to
access the lands behind the barbed wire, they were stopped by Israeli soldiers.
The demonstrators threw stones at the Israeli soldiers who responded with live
ammunition, rubber-coated metal bullets, sound bombs, and tear gas canisters,
and chased them across fields of olive trees as far as the outskirts of the
village. As a result, dozens of demonstrators suffered tear gas inhalation and
others sustained bruises.

 

Around the same time on Friday, dozens of Palestinian
civilians, Israeli and international human rights activists gathered at
the Martyrs Square in Nabi Saleh village, northwest of Ramallah, to hold a
weekly peaceful protest against the construction of the annexation wall and
settlement activities. The protesters walked towards Palestinian lands that
Israeli settlers from the nearby “Halmish” settlement are trying to
seize.  From the morning, Israeli forces
had closed all entrances to the village to prevent Palestinians, international
activists, and journalists from joining the demonstration.  Upon their arrival in the area, Israeli
soldiers fired live ammunition, rubber-coated bullets, sound bombs, and tear
gas canisters, chased the demonstrators into the village and sprayed them and
civilian houses with waste water. As a result, dozens of Palestinians suffered
from tear gas inhalation and others sustained bruises, and two Palestinians and
an unidentified Spanish solidarity activist were arrested:  Ms. Rana Nazzal (25) and Nariman Mahmoud
Tamimi (37) were taken to HaSharon junction, which is located within Israel.

 

Following Friday Prayer, dozens of
inhabitants of al-Mas’ra village, south of Bethlehem, international and Israeli
human rights activists, and activists in the Popular Resistance Committees
gathered for the weekly peaceful demonstration against the construction of the
annexation wall and settlement activity, which was titled
“Water.”  It started outside
Shomou’ Cultural Centre in the centre of the village; and while on their way to
the wall, Israeli forces, backed-up by Israeli police and border guards, fired
tear gas canisters at them in order to disperse them.  
Many demonstrators suffered due to tear gas inhalation.

 

 

At approximately 13:30 on Friday, dozens of
Palestinian civilians and international human rights defenders organised a
peaceful demonstration in the centre of Kufor Kadoum village, northeast of
Qalqilya, in protest at the continuous closure of the eastern entrance of the
village which has been ongoing since the outbreak of al-Aqsa Intifada. Upon the
demonstrators’ arrival to the afore-mentioned gate, Israeli forces had set up
ambushes for them and started chasing them, firing rubber-coated metal bullets,
sound bombs and tear gas canister at them. 
As a result, 2 Palestinians sustained wounds: Nasser Ahmed Daoud ‘Akel
(35) sustained a metal bullet to the back; and Raslan Abdel-Ra’ouf Jum’a (24)
sustained a bullet wound to the shoulder.

  

3. Continued closure of the oPt

 

Israel has continued to
impose a tightened closure on the oPt, imposing severe restrictions on the
movement of Palestinian civilians in the Gaza Strip and the West Bank,
including occupied East Jerusalem.

 

Gaza Strip

 

 

Israeli forces continuously tightens the
closure of the Gaza Strip and closes all commercial crossings , making the Karm
Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it
is not suitable for commercial purposes in terms of its operational capacity
and distance from markets.

 

Israeli forces have continued to apply the
policy, which is aimed to tighten the closure on all commercial crossings, by
imposing total control over the flow of imports and exports.

 

The total closure of al-Mentar
(“Karni”) crossing since 02 March 2011 has seriously affected the
economy of the Gaza Strip. Following this closure, all economic and commercial
establishments in the Gaza Commercial Zone were shut off. It should be noted
that al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of
its capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which was
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli forces have continued to impose a
total ban on the delivery of raw materials to the Gaza Strip, except for very
limited items and quantities. The limited quantities of raw materials allowed
into Gaza do not meet the minimal needs of the civilian population of the Gaza
Strip.

 

The cooking gas crisis, which erupted last
November, has continued to affect the Gaza Strip due to the closure of Karm Abu
Salem for long periods per month and also due to limited quantities recently
allowed by the Israeli authorities. 
According to PCHR’s follow-up, Israeli authorities only allow around 98
tonnes of cooking gas into Gaza per day. 
This limited quantity is less than half of the daily needs, which is 200
tonnes per day, of the civilian population in the Gaza Strip during the winter.

 

 

For almost 6
consecutive years, Israeli forces have continued to prevent the delivery of
construction materials to the Gaza Strip. During the reporting period, Israeli
forces approved the delivery of limited quantities of construction materials
for a number of international organisations in the Gaza Strip.  Israeli forces also continued to impose
almost total ban on the Gaza Strip exports, including agricultural and
industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to
close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian
citizens from the Gaza Strip. Israel only allows the movement of a limited
number of groups, with many hours of waiting in the majority of cases. Israel
has continued to adopt a policy aimed at reducing the number of Palestinian
patients allowed to move via the Beit Hanoun crossing to receive medical
treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel
denied permission to access hospitals via the crossing for new categories of
patients from the Gaza Strip.

 

For around a year,
Israeli forces have allowed Palestinian detainees’ families to visit their sons
in the Israeli jails according to special and unfair conditions after more than
5 years of deprivation in violation of international humanitarian law.

 

The Egyptian
authorities allow the population of the Gaza Strip to travel via Rafah
International crossing, which connects the Gaza Strip with the outside
world.  Only limited and specified
categories are allowed, including patients, students, persons that hold
residencies in Egypt or abroad, men over 40 years, females in all ages, children
under 18, persons who hold Arab and foreign nationalities, and members of Arab
and international humanitarian delegations. 
It should be mentioned that the crossing opens seven days a week.

allowed the entry of 300 tonnes of cement and 1,190 tonnes of construction
aggregates for UNRWA; 980 tonnes of construction aggregates for the private
sector; 700 tonnes of construction aggregates for the German Development Bank
(GDB); and 70 tonnes of construction aggregate for UNDP.  They also allowed the entry of 858 tonnes of
fodders and 351 tonnes of wheat.

On Thursday, 27 June 2013, Israeli forces
allowed the entry of 527 tonnes of cement, 35 tonnes of construction steel; 35
tonnes of white cement; and 3,360 tonnes of construction aggregates for UNRWA;
910 tonnes of construction aggregates for the private sector; and 1,820 tonnes
of construction aggregates and 144 tonnes of cement for UNDP.  They also allowed the entry of 1,287 tonnes
of fodders and 273 tonnes of wheat.

On Sunday, 30 June 2013, Israeli forces
allowed the entry of 676 tonnes of cement and 980 tonnes of construction
aggregates for UNRWA; 980 tonnes of construction aggregates for the private
sector; 490 tonnes of construction aggregate and 56 tonnes of cement for the
UNDP; and 210 tonnes of construction aggregates and 90 tonnes of cement for the
GDB.  They also allowed the entry of 819
tonnes of fodders and 468 tonnes of wheat.

 

Empty Plastic
Containers Returned to Israel via Karm Abu Salem

 

 

 

On Thursday, 27 June 2013, Israeli
forces allowed 2 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Sunday, 30 June 2013, Israeli forces
allowed 3 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

On Monday, 01 July 2013, Israeli forces
allowed 1 truckload of empty plastic containers to be returned via Karm Abu
Salem.

 

Israel has
imposed a tightened closure on the West Bank. During the reporting period, Israeli
forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Ramallah: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 11:30 on Thursday, 27 June 2013,
Israeli forces re-established at ‘Attara checkpoint, at the northern entrance
of Birzeit, north of Ramallah.  At
approximately 09:30 on Friday, 28 June 2013, Israeli forces established a
checkpoint by the entrance of Nabi Saleh village, in the northwest of
Ramallah.  At approximately 10:00 another
checkpoint was established by the entrance of Beit Loqia village, in the
southwest of the city, and it was re-established at approximately 20:30.

 

At approximately 10:30 on Saturday, 29 June 2013,
Israeli forces established a checkpoint by the entrance of Beit Loqia
village.  At approximately 17:30, they
established a checkpoint by the entrance of Beit ‘Our al-Tahta village, in the
southwest of Ramallah.

At approximately 10:00, Israeli forces established a
checkpoint by the entrance of Kufor ‘Ayn village, in the northwest of Ramallah;
and at approximately 10:30, another checkpoint was established under the bridge
of Kharabtha al-Musbah village, in the southwest of Ramallah.

 

At approximately 09:30 on Monday, 01 July 2013,
Israeli forces established a checkpoint by the entrance of Na’lin village, in
the west of Ramallah.  At approximately
17:30, another one was established by the entrance of Beit ‘our Tahta village;
and at approximately 23:00, Israeli forces re-established ‘Attar checkpoint.

 

Hebron: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
09:00 on Thursday, 27 June 2013, Israeli forces established a checkpoint by the
entrance of Beit Ummar village, in the north of Hebron.  At approximately 16:00, another checkpoint
was established by the entrance of al-‘Aroub refugee camp, in the north of
Hebron.

 

At approximately 19:00 on Saturday, 29 June 2013,
Israeli forces established a checkpoint by al-Jalajel village, which is connected
to Bypass Road (60), in the east of Hebron. 
At approximately 08:00 on Sunday, 30 June 2013, Israeli forces
established a checkpoint by the entrance of Beit ‘Awa village, in the west of
Doura.  At approximately 18:00, another
checkpoint was established by the entrance of Beit Oula village, in the west of
Hebron.  At approximately 07:00 on
Tuesday, 02 July 2013, Israeli forces established a checkpoint by the northern
entrance of Hebron.  At approximately
07:30, Israeli forces established a checkpoint on the road linking Doura with
its western villages, in the southwest of Hebron.  At approximately 16:00, Israeli forces
established a checkpoint by the entrance of Beit Ummar village. All checkpoints
were removed; no arrests were reported.

 

Qalqilya: Israeli
forces have continued to impose severe restrictions on the movement of Palestinian
civilians.  At approximately 18:30 on
Saturday, 29 June 2013, Israeli forces established a checkpoint by the entrance
of ‘Azzoun village, in the east of Qalqilya. 
At approximately 13:30 on Sunday 30 June 2013, Israeli forces, stationed
near the annexation wall in ‘Azzoun ‘Atma village, in the southeast of Qalqilya
chased a number of Palestinians while attempting to cross the wall to go to
work in Israel.  As a result, Ahmed
Younis Mustafa Khudair (21), from Beita village, in the south of Nablus, broke
his leg while escaping the Israeli soldiers. 
No arrests were reported and Khudair was taken to Rafidia Hospital for
treatment.

 

At approximately 22:40 on Sunday, 30 June 2013,
Israeli forces established a checkpoint by the entrance of Jaious village, in
the northeast of Qalqilya.

All checkpoints were later removed; no arrests were
reported.

 

Tulkarm: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
11:00 on Thursday, 27 June 2013, Israeli forces established a checkpoint on the
road between Izzbat Shofa and Shofa villages, in the southeast of Tulkarm.  At approximately 22:15, Israeli forces,
stationed at ‘Inab checkpoint, which is established on the main Tulkarm –
Nablus road, tightened its restrictions on the movement of Palestinian
civilians.

 

At approximately 09:30 on Friday, 28 June 2013,
Israeli forces established a checkpoint on the road between ‘Ezbet Shofah and Shofah
villages, southeast of Tulkarm.  At
approximately 10:15 on Saturday, 29 June 2013, Israeli forces, stationed on
‘Inab checkpoint, tightened its restrictions on the movement of Palestinian
civilians.  At approximately 09:30 on
Sunday, 30 June 2013, Israeli forces established a checkpoint between Izzbat
Shofa and Shofa villages.  At
approximately 10:15, Israeli forces tightened its restrictions on the movement
of Palestinian civilians on ‘Inab military checkpoint.  And at approximately 10:00, Israeli forces established
a checkpoint on the road between Izzbat Shofah and Shofa villages.  At approximately 16:30 on Monday, 01 July
2013, Israeli forces established a checkpoint on the road between Izzbat Shofa
and Shofa villages.  Also, at
approximately 20:30, Israeli forces, stationed at Inab military checkpoint,
tightened its restrictions on the movement of Palestinian civilians.

 

Jenin: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
10:00 on Friday, 28 June 2013, Israeli forces established a checkpoint by the
entrance of Deir Abu-Da’eef village, in the southeast of Jenin.  At approximately 17:00 on Sunday, 30 June
2013, Israeli forces established a checkpoint by the entrance of al-Yamoun
village, in the northwest of Jenin.  At
approximately 18:00, another checkpoint was established by the road between
Qabatia and al-Zababeda villages, in the south of Jenin.  At approximately 13:00 on Monday, 01 July
2013, Israeli forces established a checkpoint by the entrance of Seelat
al-Harethya village, in the north of Jenin.

 

Jericho:  Israeli forces
have continued to impose severe restrictions on the movement of Palestinian
civilians.  At approximately 09:00 on
Friday, 28 June 2013, Israeli forces established a checkpoint by the entrance
of al-Zbidat village, in the north of Jericho. 
At approximately 19:30, Israeli forces established a checkpoint by the
entrance of Marj Na’ja village, in the north of Jericho.  At approximately 09:30 on Sunday, 30 June
2013, Israeli forces established a checkpoint by the entrance of Fasayel
village, in the north of Jericho.  At
approximately 22:30, Israeli forces established a checkpoint by the southern
entrance of Jericho.

 

Detention at
military checkpoints

 

At approximately 16:00 on Friday, 18 June
2013, Israeli forces, established by the entrance of Tarqoumia crossing, in the
west of Hebron, arrested 4 Palestinians from Beit Ummar village, in the north
of Hebron, while they were near the crossing. 
They were led to “Gosh Atsion” village, in the south of
Bethlehem.  The arrested civilians are:
Belal Mahmoud ‘Ayad ‘Awad (17); Mohammed Sedqi Mohammed Ekhlil (16); Eissa
Ibrahim Ekhlil (15); and Mohammed Hassan ‘Ady (18).

 

At approximately 08:00 on Sunday, 30 June
2013, Israeli forces arrested two Palestinians, including a child, and took
them to Ofer prison, southwest of Ramallah, while passing through a temporary
checkpoint by the entrance of Deir Abu Meshgal village, in the northwest of
Ramallah.  The arrested civilians:
Mohammed Abdel-Qader Zahran (20); and Shadad Zuhair Mahmoud ‘Atta (17).

 

At approximately 09:00 on Tuesday, 02 July
2013, Israeli forces, stationed by the electronic gates at the entrance of the
Ibrahim Mosque, in the centre of the old city of Hebron, arrested Ayat Youssef
Saleh Mahfouz (21), under the pretext of holding a sharp tool.  She was taken to the police station in
“Kiryat Arba,” in the east of Hebron.

 

4. Settlement activities and attacks by settlers against Palestinian
civilians and property

 

Attacks carried out by Israeli forces

 

At approximately 09:00 on Thursday, 27 June 2013,
Israeli forces, accompanied by military vehicles and a vehicle of the Israeli
Civil Administration, moved into Susya village, in the southeast of Yatta,
south of Hebron.  The Civil
Administration officer handed 34 notices to halt construction work in various
establishment, and 1 demolition notice of the number (392286).  The notices ordering to halt construction
work were as follows:

 

1. A tent of 10 square metres; a solar panel; a sheep
barn of 35 square metres; a mobile toilet of 2 square metres, and a tin-made
storage room of 20 square metres used to store seeds, which are the property of
Ahmed Jaber Hammad al-Nawaj’a (29);

2. A tin-made kitchen on 20 square metres; a mobile
toilet of 2 square metres; a sheep barn of 30 square metres; and a tent of 100
square metres, which are the property of Jamal Ismail al-Nawaj’a (29);

3. The solar panels that supply  the whole village with electricity, and are a
project present by the German government;

4. A tent of 80 square metres; a water well of 80 cubic
metres a concrete floor of 50 square metres; a chicken coop of 1 square metres,
which are the property of Ezzat Ismail al-Nawaj’a (35);

5. A tent of 30 square metres, which is used as the
village’s health clinic;

6. A tent of 35 square metres; which is used as a
cooperation society for the village;

7. A tent of 30 square metres, which is used as the
village’s council;

8. A tent of 40 square metres, a shader-covered kitchen
of 18 square metres; a sheep barn of 50 square metres, which are the property
of Jihad Mohammed Ahmed al-Nawaj’a (45);

9. A tent of 40 square metres, which is the property of
Ahmed Mohammed al-Nawaj’a (45);

10. A tent of 60 square metres; a bathroom of 2
square metres; and a water well of 100 cubic metres, which are the property of
Nasser Mohamed Nawaj’a (32);

11. A water well of 100 cubic metres; a tent of
30 square meters, which is used for raising hens, which are the property of
Mohamemd Ahmed al-Nawaj’a (67);

12. Two tents, each of 40 square metres; a
shader-covered kitchen of 20 square metres; a greenhouse of 50 square metres; a
tin-made barrack of 100 square metres used for raising sheep, which are the
property of Mahmoud Mohammed Nawaj’a (34);

13. A tent of 30 square metres, which is the
property of ‘Othman Hammad Abu-Subha (30);

14. A tent of 40 square metres; a
shader-covered kitchen of 20 square metres; a sheep barn of 100 square metres;
a water well of 120 cubic metres; a mobile toilet of 2 square metres; and
another tent of 25 square metres, which are the property of ‘Azzam Youssef Jdai’
al-Nawaj’a;

15. A tent of 80 square metres, a
shader-covered kitchen of 16 square metres; a sheep barn of 100 square metres;
and a water well of 90 cubic metres, which are the property of Khaled Hammad
al-Nawaj’a (53).

 

The demolition notice
came to a tent of 30 square metres that was presented by the Italian government
and used as a health clinic.  In his
testimony to a PCHR fieldworker, Mohammed Ahmed Nawaj’a asserted that his
family has lived in Susya village for many years and are constantly subjected
to the Israeli displacement policy in an attempt to force them to leave their
lands, in order to add them to “Susya” settlement,
which is established on vast areas of their lands.

 

Attacks
carried out by settlers

 

At approximately 16:00 on Thursday,
27 June 2013, a group of settlers from “Ramat Yishai”
settlement outpost, which is established on Palestinians’ lands in Tal
al-Remida neighborhood, in the center of Hebron, destroyed the metal fence
surrounding the playground of Cordoba Primary School, which is located between
Tal al-Remida neighborhood and Martyrs street. 
It should be mentioned that the Cordoba school administration erected
this fence about a week ago in order to protect the students from the continuous
settlers’ attacks on the school.

 

At approximately 21:20 on Sunday, 30
June 2013, a settler attacked ‘Omar Mokhtar Hussain Abdel-Qader (23), a
Palestinian civilian from Kuffor Laqef village, east of Qalqilya, while he was
driving on the main Nablus-Qalqilya road.  
In his testimony to a PCHR fieldworker, Abdel-Qader said:

 

“At approximately 21:20 on
Thursday, I left my Kuffor Laqef and drove towards ‘Azzoun village, in the east
of Qalqilya.  While I was driving, I
passed a car that was ahead of me normally and entered the intersection of
‘Azzoun village.  Suddenly, someone
started following me, stopped his car in front of mine, stepped down and held a
gun to my face.  At that moment, I
realized he was a settler, I did not pay attention to details of his vehicle
because it was already dark, but I know that it was a Skoda.  The settler started yelling at me, asking me
how dare I drive ahead of him? And when I attempted to answer he held his gun
to my face and told me not to say a word or he will shoot.  The settler took me to an area, approximately
300 meters from the entrance of ‘Azzoun village, confiscated my ID and whenever
I tried to speak he’d tell me: “not a word, or I’ll shoot.”  I realized he was serious with his threats so
I stayed silent.  After approximately 15
minutes of yelling and threatening, he returned my ID and left.  Jasser Walid, from ‘Azzoun village, witnessed
this incident.”

 

 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, which is still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning
the
Laws and Customs of War on Land
and the
Geneva Conventions. Israel is bound to apply the international human rights law
and the law of war sometime reciprocally and other times in parallel in a way
that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days in November, PCHR calls upon the international community,
especially the United Nations, the High Contracting Parties to the Geneva
Convention and the European Union – in the context of their natural obligation
to respect and enforce the international law – to cooperate and act according
to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
