Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

 

 

·2 Palestinian workers, including a child, were wounded
by Israeli gunfire while collecting steel pieces and rubbles in the northern
Gaza Strip.

 

·A child was wounded in the southern West Bank due to
the explosion of a suspicious object of Israeli forces’ remnants.

 

·A girl sustained a shrapnel wound by a sound bomb in
the centre of Hebron.

 

·Israeli forces continued to use force against peaceful
protests in the West Bank.

 2 demonstrators 
were wounded during Bil’in weekly protest, west of Ramallah.

 

·Israeli forces conducted 37 incursions into
Palestinian communities in the West Bank and a limited one in the southern Gaza
Strip.

 27 Palestinian civilians, including 3 children and 2
women, were arrested in the West Bank.

 5 of those civilians, including a child and 2 women,
were arrested in occupied Jerusalem.

 

·Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

 Israeli forces established dozens of checkpoints in
the West Bank.

 At least 2 Palestinian civilians were arrested at military
checkpoints in the West Bank.

 

·Efforts to create Jewish majority in occupied East
Jerusalem.

 Israeli forces demolished a 5-storey building in Abu
Deestown, east of Jerusalem.

 A settlement society seized 29 apartments in Selwan
village, south of Jerusalem’s Old City.

 

·Israeli forces continued to support settlement
activities in the West Bank and Israeli settlers continued to attack
Palestinian civilians and property.

 Israeli forces dismantledthe electricity network of
Kherbet al-Taweel, east of Aqraba village, southeast of Nablus.

 

 

Summary

 

Israeli violations of international law and international
humanitarian law in the oPt continued during the reporting period (25
September – 01 October2014
).

 

Shooting:

 

In the Gaza Strip, although about 5 weeks have passed
since the beginning of the Egyptian-brokered truce agreement between the
Palestinian armed groups and Israel, the catastrophic consequences of the
51-day Israeli offensive on the Gaza Strip have been present. Hundreds of
wounded Palestinians have been receiving medical treatment in hospitals in the
West Bank and Gaza Strip and other hospitals abroad for the seriousness of
their wounds.

 

During the reporting period, Israeli forces wounded 4
Palestinian civilians in the West Bank, including 2 children. Three of these
civilians were fired at by Israeli forces directly, while a child was wounded
due to the explosion of a suspicious object. In the Gaza Strip,2 workers,
including a child, collecting steel pieces and rubbles were wounded in the
northern Gaza Strip in 2 separate incidents.

 

Israeli forces used excessive force against peaceful
protests organised by Palestinian civilians, international and Israeli human
rights defenders in protest at the construction of the annexation wall and
settlement activities in the West Bank. As a result,2 demonstrators were
wounded during Bil’in weekly protest, while many civilians suffered tear gas
inhalation and others sustained bruises as they were beaten up by Israeli
soldiers.

 

On 29 September 2014, a 10-year-old girl sustained
shrapnel wounds to the legs when an Israeli soldier fired a sound bomb at her
in the south of Hebron.

 

On 30 September 2014, a 12-year-old boy from
al-Manshiya village, southwest of Bethlehem, sustained various wounds to the
left leg due to the explosion of a sound bomb of the Israeli forces’ remnants
in the village.

 

In the Gaza Strip, on 28 September 2014, a 22-year-old
male sustained a bullet wound to the right thigh when Israeli forces stationed
along the border, north of Beit Lahia in the north of the Gaza Strip, opened
fire at workers collecting steel pieces and rubbles near the border.

 

On 29 September 2014, a 14-year-old boy sustained a
bullet wound to the left leg when Israeli forces stationed along the border,
north of Um al-Nasser village in north of the Gaza Strip, opened fire at
workers collecting steel pieces and rubble near the border.

 

Incursions:

 

During the reporting period,Israeli forces conducted
at least 37 military incursions into Palestinian communities in the West
Bank.During these incursions, Israeli forces arrested at least 27Palestinians,
including 3 children and 2 women.  Five
of those Palestinians, including a child and 2 women,were arrested in Jerusalem.

 

In the Gaza Strip, Israeli forces conducted a limited
incursion into the southern Gaza Strip. They levelled lands along the border between
the Gaza Strip and Israel and opened fire sporadically, but no casualties were
reported.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily
tightened since June 2007 has had a disastrous impact on the humanitarian and
economic situation in the Gaza Strip. 
The Israeli authorities impose measures to undermine the freedom of
trade, including the basic needs for the Gaza Strip population and the
agricultural and industrial products to be exported. For 7 consecutive years,
Israel has tightened the land and naval closure to isolate the Gaza Strip from
the West Bank, including occupied Jerusalem, and other countries around the
world. This resulted in grave violations of the economic, social and cultural
rights and a deterioration of living conditions for 1.7 million people.  The Israeli authorities have established Karm
Abu Salem (KeremShaloum) as the sole crossing for imports and exports in order
to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports.

 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem.Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested 2 Palestinian civilians at military checkpoints
in the West Bank.

 

Efforts to create Jewish majority

 

On
25 September 2014, an Israeli settler deliberately ran over Adam Ali al-Rasheq
(10) in Silwan, south of the Old City in Jerusalem.

 

On
26 September 2014, Israeli forces moved into Silwan village, south of the Old
City in Jerusalem. They established military checkpoints in WadiHilwa area. In
the meantime, dozens of settlers moved into the city to conduct their religious
ceremonies of the NewJewish Year. Israeli soldiers arrested 2 Palestinian
civilians after verbal disputes between them.

 

On
29 September 2014, Israeli bulldozers destroyed a residential building
belonging to Mu’tassem ‘Adila in Abu Dees town, east of Jerusalem, under the
pretext of lacking a construction permit.

 

On
30 September 2014, “Alad” settlement association took over 23 residential
apartments in WadiHilwa and Baidhoun neighborhoods in the Old City in
Jerusalem.

 

Settlement activities

 

Israel has continued its settlement activities in the
oPt, in a direct violation of international humanitarian law, and Israeli
settlers have continued to attack Palestinian civilians and property.

 

On 29 September 2014, Israeli forces
accompanied by the Construction and Organization Department force in the
Israeli Civil Administration, a number of settlers, and 3 bulldozers moved into
KhilatKhashaba area andKherbat al-Tawil area, east of ‘Aqraba, southeast of
Nablus.  They destroyed the electricity
network of these area.

 

On 1 October 2014, Israeli
forces backed by several military vehicles and a vehicle for the Construction
and Organization Department of the Israeli Civil Administration moved into
KherbatJid’an, east of Yatta, south of Hebron. They informed 3 civilians to
stop construction of water wells they were digging under the pretext of lacking
a construction license in area C.

 

 

 



 

Israeli Violations Documented during the Reporting Period
(25 September – 01 October 2014)

 

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians
and Property in the West Bank and the Gaza Strip

 

Thursday,25 September 2014

 

Note: during the abovementioned day, Israeli forces carried out 2 incursions
into the following areas, but no arrests were reported: al-Samou’ village and
Mothallath al-Aqaba, south of Hebron.

 

Friday,26 September 2014

 

· At approximately 02:00, Israeli forces moved into
DeirSamet village, west of Doura, southwest of Hebron. They raided and searched
a house belonging to the family of Zuhair al-Sharawnah, brother of Ayman
al-Sharawnah who was forcibly transferred to the Gaza Strip. They kept the
family in a room and withdrew later. No arrests were reported.

 

· At approximately 11:00, Israeli forces moved from
“Beit ‘Ein” settlement, west of Beit Ommar village, north of Hebron,
into KherbetSafa, west of the village. They raided and searched a house
belonging to the family of Mohammed Ahmed Isma’il ‘Adi. A number of boys
gathered and threw stones at Israeli soldiers who fired tear gas canisters in
response. As a result, a number of civilians suffered tear gas inhalation.
Israeli forces withdrew later and no arrests were reported.

 

· At approximately 16:00, Israeli forces moved intoAyda
refugee camp, north of Bethlehem, after dozens of youngsters had thrown stones
and empty bottles at Israeli soldiers stationed in the vicinity of Rachel’s
Tomb. Israeli soldiers fired gas canisters and rubber-coated metal bullets in
response. As a result, dozens of civilians suffered tear gas inhalation.
Israeli forces also arrested Mo’az Ibrahim ‘Aker (23) and Yassin Ma’mounBedair
(25) and took them to an unknown destination.

 

Saturday, 27 September 2014

 

· At approximately 01:00, Israeli forces moved intoFarsh
al-Hawa and Ras al-Joura areas in the centre of Hebron. They patrolled the
streets, but neither house raids nor arrests were reported. At approximately
02:30, Israeli forces moved into al-Qadi valley, south of the city. They raided
and searched a house belonging to the family of Mo’azTawfiq al-Rajabi. They
withdrew later, and no arrests were reported. In the meantime, Israeli forces
moved into al-Karaki neighbourhood and patrolled the streets, where a number of
boys gathered and threw stones and empty bottles at Israeli soldiers who fired
tear gas canisters in response. As a result, a number of civilians suffered
tear gas inhalation.

 

Note: during the abovementioned day, Israeli forces carried out 3 incursions
into the following areas, but no arrests were reported:Halhoul city; Ethna and
al-Koum villages in Hebron.

 

Sunday, 28September 2014

 

· At approximately 11:30, Israeli forces stationed along
the border between the Gaza Strip and Israel, north of Boret Abu Samrahin north
of Beit Lahia in the northern Gaza Strip, opened fire at workers collectingsteel
pieces and stones near the said fence. As a result, Rajab Mohammed Rajab
Ma’rouf (22) sustained a bullet wound to the right thigh. He was taken by other
workersto the main road in Um al-Nasser village, where a PRCS ambulance transported
him to Kamal Odwan Hospital in Beit Lahia, where his wound was described as
moderate.

 

Note: during the abovementioned day, Israeli forces carried out 2 incursions
into the following areas, but no arrests were reported:BaniNa’im and Beit Oula
villages in Hebron.

 

Monday, 29September2014

 

· At approximately 01:00, Israeli forces moved into
Jenin. They patrolled the streets and raided Baladna café, in which they kept
all who were inside. An Israeli intelligence officer questioned them. Israeli
soldiers then moved and raided a nearby bakery. They kept and questioned all
who were inside as well. In the meantime, a number of youngsters gathered and
threw stones at Israeli soldiers who fired sound bombs and tear gas canisters
in response. As a result, a number of civilians suffered tear gas inhalation.
Israeli forces withdrew later and no arrests were reported.

 

· Around the same time, Israeli forces moved intoEthna
village, west of Hebron. They raided and searched a house belonging to the
family of Nabil Suleiman Tamiza (55). They arrested the aforementioned person
and took him to an unknown destination.

 

· Around the same time, Israeli forces moved into Doura,
southwest of Hebron. They raided and searched a house belonging to the family
of No’man Ahmed al-Darabee’ (42).

 

· At approximately 02:30, Israeli forces moved into
Sa’ir village, east of Hebron. They raided and searched a house belonging to
the family of Tha’er Raja’ Shalaldah (32). They withdrew later, and no arrests
were reported.

 

· Around the same time, Israeli forces moved into
al-Jalazoun refugee camp, north of Ramallah. They raided and searched 2 houses
from which they arrested Mahmoud Abdul Fattah Ghawanma (47) and Ma’an Hassan
Abdul Fattah Dalaysha (19).

 

· At approximately 02:55, Israeli forces moved into
QarawetBani Hassan village, west of Salfit. They raided and searched a number
of houses from which they arrested 6 civilians, including 2 children. The
arrested where: Mo’men Mohammed Mer’i (19); Adnan AzzamMer’i(19);
YazanRef’atAssi (17); Shaher Jamal Rayan (24); Mashhour Jamal Rayan (21); and
Yasser Ibrahim Assi (17).

 

· At approximately 03:30, Israeli forces moved into
Tulkarm. They raided and searched a house belonging to the family of Mohammed
Yehya Mohammed Zamel (31). They arrested the aforementioned person and took him
to an unknown destination.

 

· At approximately 11:00, Israeli forces stationed on watchtowers, north of Um al-Nasser village, north of
the Gaza Strip, opened fire at a group of workers collecting steel pieces and
rubbles near the border between the Gaza Strip and Israel. As a result,
14-year-old Jalal Fawzi Abu Jarada, from the abovementioned village, sustained
a bullet wound to the left leg. He was taken by a PRCS ambulance to Kamal Odwan
Hospital in Beit Lahia. He sustained fractures and his wound was described as moderate.

 

· At approximately 12:30, 10-year-old
RazanGhassanBadawiBarqan (10) sustained shrapnel wounds to the legs when an
Israeli soldier stationed at the military checkpoint (160) at the entrance of
al-Salayma neighbourhood in the south of Hebron fired a sound bomb at the girl.
Razan was wounded while going home with a group of children from their school
that is 500 meters away in the vicinity of the IbrahimiMosque yard.

 

Razan said to a PCHR fieldworker:

 

“At approximately 12:15 on Sunday, 28 September 2014,
my colleagues and I were going from our school that is located in the vicinity
of the IbrahimiMosque yard in the centre of Hebron’s Old City. We crossed the
checkpoint that was established at the entrance of the IbrahimiMosque. When we
reached the entrance of our neighbourhood, where another checkpoint was
established, my colleagues panicked and started running I do not know why, so I
ran with them. I suddenly felt something had hit my legs and heard and
explosion. I felt something burning me in the legs. I ran few meters away and
then fell to the ground. I started screaming and crying out of pain and my
colleagues were around me. A few minutes later my mom, who saw me from the
window, came along and carried me home. She changed my clothes and took me to
the Israeli police station near the IbrahimiMosque, where a police officer
denied my mom access to the police station to file a complaint. He told her
that they would bring an ambulance to take me to Hebron Hospital, but my mom
refused. She took me towards the military checkpoint that is established at the
southern entrance of the IbrahimiMosque, where a soldier talked to my mom. He
brought me a chair and asked me to have a seat. He brought another soldier and
said he was a doctor. He cleaned my wounds and offered me medical treatment. We
went back home half an hour later.”

 

· Note: during the abovementioned day, Israeli forces carried out 2 incursions
into the following areas, but no arrests were reported: Beitunya and Beit Luqia
villages in Ramallah.

 

Tuesday, 30 September 2014

 

· At approximately 00:50, Israeli forces moved intoSalfit.
They raided a house belonging to the family of Haitham Jamal Ma’ali (27). They
handed his family a summons to refer to the Israeli intelligence service. Moreover,
they raided a house belonging to the family of Salim Najeeb Abu Shamma (55).
They handed him a similar summons and withdrew later. No arrests were reported.

 

· At approximately 01:00, Israeli forces moved intoDeirSamet
village, southwest of Doura, southwest of Hebron. They raided and searched a
house belonging to the family of EzziddeenJaber al-Hroub (19). They arrested
the aforementioned person and took him to an unknown destination.

 

· At approximately 01:30, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They raided and searched 3 houses from
which they arrested 3 civilians: Ahmed Yusef Abu Naseef (20); NayefNayef
al-Badawi (22); and Tareq Abu Sham’a (19).

 

· At approximately 03:00, Israeli forces moved into
Doura, southwest of Hebron. They raided and searched a house belonging to the
family of Mohammed Kayed al-Namoura. They handed his son Mahmoud a summons to
refer to the Israeli intelligence service in “Gosh Etzion”
settlement, south of Bethlehem, and arrested his other son Kayed (22).

 

· At approximately 16:00, 12-year-old Malek Mohammed
hassan al-‘Ebayat, from al-Manshiya village, southwest of Bethlehem, sustained
various wounds to the left thigh, as a sound bomb that is of the Israeli
forces’ military remnants in the village exploded. The boy was playing with
that bomb while grazing the sheep.

 

Malek said to a PCHR fieldworker:

 

“On Tuesday, 30 September 2014, I went with my
brother Ali (8) to graze sheep as we daily do in the lands that are 500 meters
away from home. I was sitting on the ground and found a red metal can. I did
not know what itwas. I played with it, but it suddenly exploded. I heard a
strong sound and saw smoke, but I did not know what happened next. I woke up
few minutes later and crawled. Three young men found me; one of whom carried me
to the street and took me to Taqou’ medical centre by a private car. I received
first aid. I saw blood on my clothes. I was then transferred to the Ahli
Hospital in Hebron, where doctors found laceration in both thighs. I have been
receiving medication. For 2 weeks, Israeli soldiers have deployed on daily
basis in the area around the lands surrounding the village.”

 

Note: during the abovementioned day, Israeli forces carried out 6 incursions
into the following areas, but no arrests were reported:DeirAbziqgh, Beitounya
and Deir Abu Mesh’al villages in Ramallah; al-Dyouk and al-Ouja villages, north
of Jericho; and Kharas village, west of Hebron.

 

Wednesday,01October
2014

 

· At approximately 01:30, Israeli forces moved into
al-Fare’ah refugee camp, south of Tubas. They raided and searched a number of
houses. They arrested Zakariya Mahmoud al-‘Abadi (27) from his family’s house
and took him to an unknown destination.

· At approximately 03:00, Israeli forces moved into
Qabatya village, southeast of Jenin. They raided and searched a house belonging
to the family of Lo’ai Ahmed MostafaSaba’na (21). They arrested the
aforementioned person. In the meantime, Israeli forces raided and searched a
house belonging to the family of Yusef Ali Mohammed Kmeil (25). They arrested
him as well and withdrew later.

 

· At approximately 05:00, Israeli forces moved about 200
meters into the east of Khan Yunis, south of the Gaza Strip. They levelled
lands along the border between the Gaza Strip and Israel and opened fire
sporadically, but no casualties were reported.

 

· At approximately 12:30, Israeli forces moved into
Kherbet al-Tawil, east of Aqraba village, southeast of Nablus. They chased
employees of Aqraba municipality who were fixing the electricity network that
was destroyed on 29 September 2014. Israeli soldiers arrested 44-year-old
YusefMousaDeiriya, an employee in Aqraba municipality.

 

· At approximately 16:00, Israeli infantry units moved
into al-Aroub refugee camp, north of Hebron. They deployed between the houses,
where boys gathered and threw stones and empty bottles at Israeli soldiers, who
chased the boys and fired sound bombs and tear gas canisters in response. In
the meantime, Israeli forces raided a house belonging to the family of
KhamisAwad al-Badawi (59). They detained his family and tried to arrest his son
‘Ahed (16) because he threw stones at the soldiers. The family tried to
convince Israeli soldiers that their son has cancer and cannot go out of the
house. However, Israeli soldiers insisted on arresting ‘Ahed, due to which a
quarrel erupted and developed to a fight between Israeli soldiers and the
family members outside the house. As a result, Israeli soldiers arrested the
Khamis and his sons: ‘Ahed (16); Ahmed (28); Ta’yeed (26); Derar (24) and
Mohammed (30). The latter is coordinator of the PRCS in the refugee camp. They
were taken to the road connecting the refugee camp with bypass road (60).
Residents of the area intervened and gave ‘Ahed’s medical reports to Israeli
soldiers, so they were released. In the meanwhile, Israeli soldiers arrested
journalist Jihad al-DeenBadawi, reporter of the Iranian Khabar news agency,
while filming what had happened with his mobile phone. The journalist was taken
to the Israeli checkpoint at the entrance of the camp and then transferred to
“Gosh Etzion” settlement, south of Bethlehem, to be questioned. He
was released 2 hours later.

 

2. Use of excessive force against peaceful
demonstrations protesting settlement activities and the construction of the
annexation wall

            

During the reporting period, Israeli soldiers
used excessive force against peaceful demonstrations organized by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.
As a result, 2 demonstrators were wounded During Bil’in weekly protest.
Moreover,several demonstrators suffered tear gas inhalation and others
sustained bruises as they were beaten up by Israeli soldiers.

 

(PCHR
keeps the names of the wounded in fear of being arrested by the Israeli forces
within its policy to oppress the peaceful protests and prevent Palestinian
civilians from participating).

 

Demonstrations against the
construction of the annexation wall and settlement activity

 

· Following the Friday Prayer on 26September
2014, dozens of Palestinian civilians and international and Israeli human
rights defenders organized a peaceful demonstration in Bil’in, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators took the streets raising the Palestinian flags
and headed to the liberated territories near the annexation wall. Early in the
morning, Israeli forces closed all entrances to the city to prevent Palestinian
civilians and international and Israeli human rights defenders from
participating in the protests. Protestors marched by the annexation wall and
tried to cross the fence. Israeli soldiers stationed behind the wall, in the
western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and waste
water at them and chased them into the olive fields. As a result,The first
39-year-old male was hit by a gas canister to the right leg and the second
32-year-old male was hit by a gas canister to the right leg too. Moreover,
several demonstrators suffered tear gas inhalation and others sustained bruises
as they were beaten up by Israeli soldiers.

 

· At the same time, dozens of Palestinian
civilians organized a peaceful demonstration in Nil’in village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators made their way towards the annexation wall.
Israeli forces closed the wall gate with barbwire and, when the demonstrators attempted
to access the lands behind the barbwire, they were stopped by Israeli soldier.
The demonstrators threw stones at the Israeli soldier who responded with live
ammunition, rubber-coated metal bullet, sound bombs, tear gas canisters, and
waste water at them and chased them into the village. As a result, several
demonstrators suffered tear gas inhalation and others sustained bruises as they
were beaten up by Israeli soldiers.

 

· Around the same time,
dozens of Palestinian civilians and Israeli and international human rights
defenders organised a peaceful demonstration in Nabi Saleh village, southwest
of Ramallah, in protest at the construction of the annexation wall and
settlement activities. The demonstrators made their way in the streets raising
the Palestinian flags and chanting slogans against the occupation and in
support of the Palestinian unity, and then they headed to the lands that the
settlers are trying to rob by force near “Halmish” settlement. Israeli forces
had closed all the entrances of the village since the morning to prevent
Palestinian and international activists and journalists from participating in
the demonstration. When they arrived at the aforementioned land, demonstrators
were met by live bullets, tear gas canisters, rubber-coated steel bullets,
sound bombs and skunk water and were chased into the village. As a result, many
civilians suffered tear gas inhalation and others sustained bruises due to
being beaten up by Israeli soldiers.

 

· Also at approximately 13:20, Palestinian
civilians and international solidarity activists organized a protest in the center
of KuforQaddoum village, northeast of Qalqilya, heading to the eastern entrance
of the village in protest against closing that entrance since the beginning of
al-Aqsa Intifada with an iron gate. The demonstrators threw stones at Israeli
soldiers, who fired rubber-coated metal bullets, sound bombs and tear gas
canisters in response. As a result, several protestors suffered tear gas inhalation
and other sustained bruises as they were beaten up by Israeli soldiers.

 

· Also following the Friday prayer, dozens of
Palestinians gathered in the center of al-Ma’sarah village, south of Bethlehem
in protest at settlement activities and the construction of the annexation
wall. They made their way in the street trying to reach the annexation wall,
but Israeli forces prevented them. As a result, the demonstrators threw stones
at the Israeli soldiers who fired live ammunition, rubber-coated metal bullets,
sound bombs and tear gas canisters in response. As a result, a number of
protestors suffered tear gas inhalation and were treated on the spot.

 

· Around the same time, dozens of Palestinian
civilians and human rights defenders gathered at the northern entrance of
WadiFoukin village, west of Bethlehem in protest at the Israeli confiscation of
thousands of dunums in the village and other villages. They made their way
towards lands that were threatened to be confiscated, but Israeli forces topped
them. In response, the protestors threw stones at Israeli soldiers who fired
live ammunition, rubber-coated metal bullets, sound bombs and tear gas
canisters. As a result, a number of protestors suffered tear gas inhalation.

 

Other Demonstrations

 

· On Friday afternoon, 26September
2014,
dozens of Palestinian young men gathered at
the western entrance of Selwad village, northeast of Ramallah on the road
between Selwad village and Yabrod village near Street (60) to throw stones at
the aforementioned street. Israeli soldiers fired live ammunition,
rubber-coated metal bullets, sound bombs and tear gas canisters at the
civilians, and chased them into the village. As a result,
a number of demonstrators suffered tear gas
inhalation and others sustained bruises as they were beaten up by Israeli
soldiers. In addition, Israeli forces arrested 13-year-old Ra’edAyedAyyad and
14-year-old Mahmoud MahmoudHammad. They were taken to “Benjamin”
police station, southeast of the city. At approximately 20:00, Israeli forces
delivered them to the Palestinian liaison office.

 

3. Continued closure of the oPt

 

Israel continued to impose a
tight closure on the oPt, imposing severe restrictions on the movement of
Palestinian civilians in the Gaza Strip and the West Bank, including occupied
East Jerusalem.

 

 

 

 

Gaza Strip

 

Israeli forces continuously
tighten the closure of the Gaza Strip and close all commercial crossings,
making the Karm Abu Salem crossing the sole commercial crossing of the Gaza
Strip, although it is not suitable for commercial purposes in terms of its
operational capacity and distance from markets.

Israeli forces have continued
to apply the policy, which is aimed to tighten the closure on all commercial
crossings, by imposing total control over the flow of imports and exports.

 

The total closure of al-Mentar
(“Karni”) crossing since 02 March 2011 has seriously affected the
economy of the Gaza Strip. Following this closure, all economic and commercial
establishments in the Gaza Commercial Zone were shut off. It should be noted
that al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of
its capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which were
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli forces have continued
to impose a total ban on the delivery of raw materials to the Gaza Strip,
except for very limited items and quantities. The limited quantities of raw
materials allowed into Gaza do not meet the minimal needs of the civilian
population of the Gaza Strip.

 

The cooking gas crisis has
fluctuated for 9 months due to the closure of Karm Abu Salem for security
claims. According to PCHR’s follow-up, Israeli authorities only allow an
average of 98 tons of cooking gas into Gaza per day.  This limited
quantity is less than half of the daily needs, which is 200 tons per day of the
civilian population in the Gaza Strip during winter.  The crisis has
unprecedentedly aggravated for around six weeks due to cold weather and
overconsumption in addition to the power outage and using gas as an alternative
in many instances of electricity.  The lack of diesel and benzene led to
the aggravation of the crisis as a result of using the gas cylinder for cars or
as an alternative for benzene to run generators.  As a result, the demand
for gas further increased.

 

For almost 6 consecutive years,
Israeli forces have continued to prevent the delivery of construction materials
to the Gaza Strip. Two years ago, Israeli forces approved the delivery of
limited quantities of construction materials for a number of international
organizations in the Gaza Strip.  On 17 September 2013, they allowed the
entry of limited quantities of construction materials for the private
sector.  However, on 13 October 2013, they re-banned it claiming that
these materials are used for constructing tunnels.  Last week, Israeli
forces allowed the entry of construction materials only for UNRWA and UNDP projects. 
As a result, construction works have completely stopped impacting all sectors
related to construction and an increase in unemployment levels. During the
51-day Israeli offensive on the Gaza Strip in July and August 2014, Israeli
authorities did not allow the entry of any construction materials. As a result,
vital and infrastructure projects have been obstructed so far.

Israeli forces also continued
to impose an almost total ban on the Gaza Strip exports, including agricultural
and industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to close
the Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from
the Gaza Strip. Israel only allows the movement of a limited number of groups,
with many hours of waiting in the majority of cases. Israel has continued to
adopt a policy aimed at reducing the number of Palestinian patients allowed to
move via the Beit Hanoun crossing to receive medical treatment in hospitals in
Israel or in the West Bank and East Jerusalem. Israel denied permission to
access hospitals via the crossing for new categories of patients from the Gaza
Strip.

· On Monday, 29 September 2014, Israeli forces
allowed the entry of 224 tons of cement and 208 tons of aggregate for the
Turkish Hospital. Moreover, they allowed the entry of 735 tons of fodders and
140 tons of wheat.

 

· On Tuesday, 30 September 2014, Israeli forces
allowed the entry of 36 tons of steel and 280 tons of cement for the UNRWA; and
40 tons of cement for the Water Authority. Moreover, they allowed the entry of

Empty
Plastic Containers Returned to Israel via Karm Abu Salem

 

· On Sunday, 21 September 2014, Israeli forces
allowed 12 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

 

· On Tuesday, 24 September 2014, Israeli forces
allowed 8 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

 

· On Sunday, 28 September 2014, Israeli forces
allowed 10 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

 

· On Monday, 29 September 2014, Israeli forces allowed
9 truckloads of empty plastic containers to be returned via Karm Abu Salem.

 

· On Tuesday, 30 September 2014, Israeli forces
allowed 8 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

 

Note: Israeli forces closed the
abovementioned crossing on Thursday, 25 September 2014, for security reasons.

West Bank

 

Israel has imposed a tightened
closure on the West Bank. During the reporting period, Israeli forces imposed
additional restrictions on the movement of Palestinian civilians:

 

· Hebron: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians.

 

At approximately 08:00 on
Thursday, 25 September 2014, Israeli forces established a checkpoint at the
entrance of Eastern Hebron (al-Nabi Musa) city. They searched Palestinian
vehicles and checked IDs of passengers. Later, the checkpoint was removed, and
no arrests were reported.

 

At approximately 16:00 on
Friday, 26 September 2014, Israeli forces established a checkpoint at the
entrance of Beit ‘Awwa village, southwest of Doura, southwest of Hebron. They
closed the entrances to the camp with barbwire gats. They searched Palestinian
vehicles and checked IDs of passengers. Later, the checkpoint was removed, and
no arrests were reported.

 

At approximately 05:00 on
Saturday, 27 September 2014, Israeli forces closed the entrance of Beit Amr
village, north of the city, which is connected with bypass 60, then established
a checkpoint. Israeli soldiers deployed along the road and at the central
grocery market. They searched Palestinian vehicles and checked IDs of
passengers. The closure continued to 09:00. Later, the checkpoint was removed,
and no arrests were reported.

 

At approximately 14:00 on
Sunday, 28 September 2014, Israeli forces established a checkpoint at the
entrance of Abu al-‘Asja village, northwest of the city. AT approximately
15:00, they established a checkpoint at the entrance of Karma village, south of
Doura, southwest of Hebron. They searched Palestinian vehicles and checked IDs
of passengers. Later, the checkpoint was removed, and no arrests were reported.

 

At approximately 16:00 on
Monday, 29 September 2014, Israeli forces established a checkpoint at the
entrance of al-Th’ara area, the western side of Beit Amr village, north of the
city. They also established a checkpoint at the entrance of al-Baqa village
which is connected to bypass 60. They searched Palestinian vehicles and checked
IDs of passengers. Later, the checkpoints were removed, and no arrests were
reported.

 

At approximately 15:00 on
Tuesday, 30 September 2014, Israeli forces established a checkpoint at the
entrance of BaniNaim village, east of Hebron. They searched Palestinian
vehicles and checked IDs of passengers. Later, the checkpoint was removed, and
no arrests were reported.

 

· Ramallah: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 09:00
on Friday, 18 September 2014, Israeli forces established a checkpoint at the
entrance of Beit Liqia village, west of Ramallah. They searched Palestinian
vehicles and checked IDs of passengers. Later, the checkpoint was removed, and
no arrests were reported.

 

At approximately 09:30 on
Friday, 19 September 2014, Israeli forces established a checkpoint at the
entrance of al-Nabi Saleh village, northwest of the city, and another one under
Kharbtha al-Misbah Bridge, southwest of the city. At approximately 11:30, a
similar checkpoint was established at the entrance of Nil’in village, west of
the city. At approximately 19:30, a similar checkpoint was established at the
entrance of Beir Ore al-Fouqa village, southwest of Ramallah. At approximately
20:30, another checkpoint was established near the intersection of “Ofra”
settlement. At approximately 20:20, Israeli forces reestablished their existence
at ‘Attara checkpoint at the northern entrance of Birzeit, north of Ramallah.
Later, all checkpoints were removed, and no arrests were reported.

 

At approximately 21:45, on
Saturday, 20 September 2014, Israeli forces reestablished their existence at
‘Attara checkpoint at the northern entrance of Birzeit, north of Ramallah. They
searched Palestinian vehicles and checked IDs of passengers. Later, the
checkpoint was removed, and no arrests were reported.

 

At approximately 10:30, on
Sunday, 21 September 2014, Israeli forces established a checkpoint at the
entrance of Badras village, west of Ramallah. At approximately, 18:00, they
established another checkpoint at the intersection of Beir Ore al-Foqa village,
southwest of Ramallah. At approximately, 19:30, a similar checkpoint was
established under AinYabroud bridge, north east of the city. They searched
Palestinian vehicles and checked IDs of passengers. Later, the checkpoint was
removed, and no arrests were reported.

 

· Tulkarm: Israeli forces have continued to impose
severe restrictions on the movement of Palestinian civilians.

 

At approximately 20:00 on
Thursday, 25 September 2014, Israeli forces stationed at the road between Jenin
and Tulkarm and Nablus tightened their restrictions against civilians and obstructed
their movement.  They searched
Palestinian vehicles and checked IDs of passengers. Later, the tightening
ended, and no arrests were reported.

 

· Jenin: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 12:00
on Thursday, 26 September 2014, Israeli forces established a checkpoint on the
road between Jenin and the cities of Tulkarm and Nablus. They searched
Palestinian vehicles and checked IDs of passengers. Later, the tightening ended,
and no arrests were reported.

 

At approximately 09:00 on
Saturday, 27 September 2014, Israeli forces established a checkpoint at the
eastern entrance of Ya’boud village, southwest of Jenin. The checkpoint was
removed later and no arrests were reported.

 

At approximately 08:30 on
Sunday, 29 September 2014, Israeli forces established a checkpoint at the
eastern entrance of Jenin. Around the same time, they established a similar
checkpoint at the eastern entrance of Ya’boud village, southwest of the city.
Both checkpoints were removed and no arrests were reported.

 

· Salfit: At approximately 16:50 on Monday, 29  September 2014, Israeli forces established a
checkpoint at the western entrance of Hares village, north of the city. Later,
the checkpoint was removed, and no arrests were reported.

 

Arrests and Maltreatment at
Military Checkpoints

 

· At approximately 16:00 on Saturday,
27 September 2014, Israeli forces stationed at the “Container”
checkpoint, northeast of Bethlehem, arrested Yusef Hussein Abdul Fattah
Masalama (25), from DeirSamet, west of Doura southwest of Hebron, while
crossing the checkpoint.

 

· At approximately 08:00 on Wednesday,01October
2014, Israeli forcesstationed at the “Container” checkpoint,
northeast of Bethlehem, arrested Khalil Ibrahim ‘Eqeili (22), from Abu ‘Asja
village, south of Doura, southwest of Hebron, while going to al-Quds University
(Abu Dees). He was taken to an unknown destination.

 

4.Efforts to create a
Jewish demographic majority in occupied East Jerusalem

 

Demolition
of houses and buildings

 

At
approximately 03:00, on Monday, 29 September 2014, Israeli bulldozers destroyed
a residential building belonging to Mu’tassem ‘Adila in Abu Deestown, east of
Jerusalem, under the pretext of lacking a construction license.

 

The
building is located several meters from the annexation wall that separates Abu
Dees, al-‘Izarya and al-Sawahra villages from the Jerusalem. According to
Israeli and Palestinian documents, the building is located in the West Bank territory.
However, Israel claims that the land lies within its borders. The 5-storey
building was established in 1959, and in 2012, the owner obtained the necessary
license for establishing additional 3 floors. After constructing the 3 floors,
Israeli municipality issued an administrative decision to destroy the entire
building.

 

Arrests
and shooting

 

· At approximately 11:00, on Friday, 26
September 2014, Israeli forces moved into Silwan village, south of the Old City
in Jerusalem. They established military checkpoints in WadiHilwa area. In the
meantime, dozens of settlers moved into the city to conduct their religious
ceremonies of the Jewish New Year. Israeli soldiers arrested Mahdi Ahmed Siam
(21) and Mustafa al-Zir (36) after verbal clashes between them.

· At approximately 20:00 on Sunday, 28 September
2014, Israeli forces raided and searched into a house belonging to Naser Abu
Khdeir in Shu’fat neighborhood, north of Jerusalem. They arrested his son ‘Anan
(14) and to an unknown destination.

 

· At approximately 11:30, on Monday, 29
September 2014, Israeli forces arrested two Palestinian women: Rania Mahmoud
Abu al-Hawa (41) and Islam Yasser Abu Sneina (37) in al-Aqsa mosq in the Old
City in Jerusalem. They were taken to al-Qishla investigation center.

 

Settlers’
attacks

 

· At approximately 15:00 on Thursday, 25
September 2014, an Israeli settler deliberately ran down Adam Ali al-Rasheq
(10) in Silwan, south of the Old City in Jerusalem. According to eyewitness
testimonies, an Israeli settler deliberately ran down Adam near his family
house then escaped. The people who witnessed the incident tried to call the
police. However, the police did not show up. Adam was taken to Hadassah –AinKarem
Hospital for treatment.

 

· At approximately 01:30 on Tuesday, 30
September 2014, “Alad” settlement association took over 23 residential
apartments in WadiHilwa and Baidhoun neighborhoods in the Old City in
Jerusalem. They took over 10 residential buildings and other single apartments
belonging to the families ofBaidhoun, al-Karki, Abu Sbeih, al-Zawahra,
al-Abbassi, al-Khyyat, Qarain, and al-Yamani. All the aforementioned houses
were evacuated earlier, except for one house whose residents were forced to
evacuate after the settlers opened fire.

 

5. Settlement
activities and attacks by settlers against Palestinian civilians and property

 

· At approximately 06:20 on Monday, 29 September
2014, Israeli forces accompanied by the Construction and Organization
Department force in the Israeli Civil Administration, a number of settlers, and
3 bulldozers moved into KhilatKhashaba area andKherbat al-Tawil area, east of
‘Aqraba, southeast of Nablus. They cut the electricity by turning off the main
transformer and started bulldozing 70 electricity poles and cutting off
electric wires. It should be noted that the electricity network in Kherbat
al-Tawil was established in 2004 and was put in operation in 2005. Its
establishment was funded by the Belgian government, who paid USD70,000 as
construction costs. Israeli authorities placed notices on the electricity poles
demanding to stop operating them and notified the Belgian consulate.  Al-Quds Center for Legal Aid and Human Rights
filed a lawsuit in Israeli courts. No court decision has been issued so far.
The residents of the area were surprised as Israeli authorities destroying the
electricity network that feed the 500 residents who live in 50 houses in the
area.

 

· At approximately 17:00, on Wednesday, 1
October 2014, Israeli forces backed by several military vehicles and a vehicle
for the Construction and Organization Department of the Israeli Civil
Administration moved into KherbatJid’an, east of Yatta, south of Hebron. They
informed 3Palestinian civilians, Musa Hassan al-Shwahin; Isam Muhammad
al-Shwahin; and Ahmed Bughush al-Shwahin, to stop construction of water wells
they were digging under the pretext of lacking a construction license in area
C.

 



 

Recommendations to the International Community

 

 

PCHR emphasizes the
international community’s position that the Gaza Strip and the West Bank,
including East Jerusalem, are still under Israeli occupation, in spite of
Israeli military redeployment outside the Gaza Strip in 2005. PCHR further
confirms that Israeli forces continued to impose collective punishment measures
on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague
Regulations concerning
the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.

 

In light of continued
arbitrary measures, land confiscation and settlement activities in the West
Bank, and the continued aggression against civilians in the Gaza Strip, PCHR
calls upon the international community, especially the United Nations, the High
Contracting Parties to the Geneva Convention and the European Union – in the
context of their natural obligation to respect and enforce the international
law – to cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide international
protection to Palestinians in the oPt, and to ensure the non-recurrence of
aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
