Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

 

 

Israeli forces killed a Palestinian child and wounded
another one south of Nablus.

 

Israeli forces continued to open fire at border areas
in the Gaza Strip.

 

A Palestinian militant was killed and another one was
wounded when an Israeli drone targeted them, east of Khan Yunis.

3 Palestinian civilians, including a child, were
wounded in the north of the Gaza Strip.

 

A Palestinian child died of wounds he sustained during
the latest Israeli offensive on the Gaza Strip.

 

An elderly man died of wounds he sustained in occupied
Jerusalem.

 

Israeli forces continued to use force against peaceful
protests in the West Bank.

3 Palestinian civilians were wounded during Kufor
Qaddoum protest, northeast of Qalqilya.

3 Palestinian children were wounded during other
protests.

6 Palestinian civilians, including a child and 2
women, were wounded during several shooting incidents.

 

A child was wounded due to the explosion of a sound
bomb of the Israeli military remnants.

 

Israeli forces conducted 65 incursions into Palestinian
communities in the West Bank.

61 Palestinian civilians, including 14 children and 2
women, were arrested in the West Bank.

16 of these civilians, including 8 children and 2 woman,
were arrested in occupied Jerusalem.

 

Israel continued to impose a total closure on the oPt
and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

At least 3 Palestinian civilians were arrested at military
checkpoints in the West Bank.

 

Israeli navy forces continued to target Palestinian
fishermen in the Gaza Strip sea.

Israeli forces continued their measures to create
Jewish majority in occupied Jerusalem.

Israeli forces demolished 3 houses, a butchery and a
restaurant in Jabal al-Mukabber
neighborhood.

 

Israeli forces continued to support settlement
activities in the West Bank and Israeli settlers continued to attack
Palestinian civilians and property.

3 sheds and 2 buildings were demolished, south of
Hebron, adjacent to the annexation wall.

 

 

 

 

Summary

 

Israeli violations of international law and international
humanitarian law in the oPt continued during the reporting period (24
– 30 December 2014
).

 

Shooting:

 

During the reporting period, Israeli forces killed a
Palestinian child in the West Bank and a militant in the Gaza Strip, while a
child died of wounds he sustained during the latest Israeli offensive on the
Gaza Strip and an elderly man died of wounds he sustained in occupied Jerusalem
last September. Moreover, Israeli forces wounded 17 Palestinian civilians, including
6 children and 2 women. Thirteen of these civilians, including 5 children and 2
women, were wounded in the West Bank, and 4 others, including a child and a
militant, were wounded in the Gaza Strip. A child was wounded in al-Nabi Saleh
village, northwest of Ramallah, due to the explosion of a sound bomb of the
Israeli military remnants. In the Gaza Strip, Israeli forces continued to chase
and fire at Palestinian fishermen in the Gaza Strip sea.     

 

In the West Bank, in excessive use of force, on 29
December 2014, Israeli forces killed a Palestinian child and wounded another one
in Beita village, southeast of Nablus. The 2 children were walking on a
highland and the area was quiet then. Israeli forces could have arrested the
children and questioned them in case of suspicion.

 

On 30 December 2014, a medical source in a hospital in
West Jerusalem pronounced a 62-year-old Palestinian civilian, from Jerusalem
Old City, dead of wounds he sustained during the funeral of Mohammed Sonoqrot
on 07 September 2014.

 

On 24 December 2014, an Israeli soldier fired a
rubber-coated metal bullet at a 5-year-old child while being in the yard of his
family house in al-‘Eisawiya village, north of east Jerusalem. As a result, the
child sustained a wound to the eye.

 

On 26 December 2014, a 72-year-old woman sustained a
bullet wound to the right arm and another 48-year-old woman sustained a bullet
wound to the right arm but the bullet settled in the belly, when Israeli forces
moved into Far’oun village, south of Tulkarm.

 

On 28 December 2014, an 8-year-old child, from al-Nabi
Saleh village northwest of Ramallah, sustained wounds to the left eyebrow and
left hand middle finger and burns to the right hand pointer finger, due to the
explosion of a sound bomb of the Israeli military remnants.

 

On 29 December 2014, Israeli forces stationed at the
entrance of Beit Ommar village, north of Hebron, opened fire at a Palestinian
vehicle driven by 2 Palestinian civilians while going back to the village. As a
result, the 2 civilians were wounded. The 2 wounded were taken to al-Ahli
hospital in Hebron. Wounds of one of them were described as serious.

 

On 30 December 2014, a Palestinian child was wounded
when Israeli forces protecting settlers, who attacked Palestinian houses in
Burin village, south of Nablus, opened fire at Palestinian civilians, who
confronted the settlers.    

 

Israeli forces used excessive force against peaceful
protests organised by Palestinian civilians, international and Israeli human
rights defenders in protest at the construction of the annexation wall and
settlement activities in the West Bank. As a result, 3 civilians were wounded
during Kufor Qaddoum protest, northeast of Qalqilya.

 

In the same context, 3 children were wounded during
other protests throughout the West Bank in protest at the Israeli attacks
against Palestinian civilians and property, especially in East Jerusalem. 

 

In the Gaza Strip, on 24 December 2014, a Palestinian militant
was killed and another one was wounded when an Israeli drone targeted them,
east of Khan Yunis, south of the Gaza Strip. Israeli forces opened fire at
al-Sanati area, northeast of Khuza’a village for about 45 minutes, but no
casualties were reported. However, Israeli forces claimed that an Israeli
soldier was wounded as a Palestinian sniper fired at him.

 

On 25 December 2014, a Palestinian medical source
pronounced a 15-year-old child dead of wounds he sustained on 30 July 2014, during
the latest Israeli offensive.

 

On 28 December 2014, 3 Palestinian civilians,
including a child, were wounded when Israeli forces stationed on watchtowers in
and around Beit Hanoun crossing, north of the Gaza Strip, opened fire at a
group of Palestinian civilians near the border fence, who participated in
protests called for by Islamic and national powers to end the Israeli closure
and reconstruct the Gaza Strip.

 

In the context of targeting Palestinian fishermen in
the Gaza Strip, on 25 December 2014, Israeli gunboats opened fire at fishing
boats sailing within 4 nautical miles limit, north of the Gaza Strip. However,
neither casualties nor material damage were reported.

  

Incursions:

 

During the reporting period, Israeli forces conducted
at least 65 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 61 Palestinians, including 14
children and 2 women.  Sixteen of these
Palestinians, including 8 children and 2 women, were arrested in Jerusalem.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily
tightened since June 2007 has had a disastrous impact on the humanitarian and
economic situation in the Gaza Strip. 
The Israeli authorities impose measures to undermine the freedom of
trade, including the basic needs for the Gaza Strip population and the
agricultural and industrial products to be exported. For 8 consecutive years,
Israel has tightened the land and naval closure to isolate the Gaza Strip from
the West Bank, including occupied Jerusalem, and other countries around the
world. This resulted in grave violations of the economic, social and cultural
rights and a deterioration of living conditions for 1.8 million people.  The Israeli authorities have established Karm
Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order
to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports. During the reporting period, Israeli forces arrested
a Palestinian patient who obtained a permit to travel to the West Bank for
medical treatment, while another civilian accompanying his father was arrested
while the father was denied travel for medical treatment.

 

Efforts
to create a Jewish demographic majority in occupied East Jerusalem

     

On 30 December 2014, Israeli forces
bulldozed 3 civilian houses, a restaurant, a butcher’s shop, and a fence in
Jabal al-Mukabber neighbourhood, southeast of Jerusalem.

 

The Israeli occupation municipality handed
out 10 house demolition notices in al-Souana neighbourhood, east of the Old
City in Jerusalem, under the pretext of having no construction permit.

 

Settlement activities and attacks by
settlers against Palestinian civilians and property

 

On 24 December 2014, Israeli forces
bulldozed 3 retaining walls in Qasra village, southeast of Nablus.

 

They also bulldozed a tin barracks for
raising poultry in al-Ras area, west of Hebron, and another barracks for
collecting scrap.

 

On 25 December 2014, Israeli forces
bulldozed a tin barracks and a two-floor building used as a cowshed and a dairy
factory in Doura, west of Hebron. It should be noted that the aforementioned
facilities are located near the annexation wall which is established on the
lands of Hebron.

 

On 26 December 2014, Israeli settlers
moved into the lands of Silat al-Zaher area to perform Talmudic rituals.

 

On 27 December 2014, a number of settlers
from “Susia” settlement, south of Hebron destroyed 2 acres of winter crops
after spraying them with chemicals.

 

On 29 December 2014, the security guards
of “Ofra” settlement attacked a 29-year-old civilian from Silwad village. As a
result, he sustained bruises throughout his body.

 

Israeli Violations Documented during the Reporting Period
(24 – 30 December 2014)

 

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians
and Property in the West Bank and the Gaza Strip

 

Wednesday, 24 December 2014

 

· At approximately 01:30, Israeli forces moved into Beit
Loqayah village, southwest of Ramallah. 
They raided and searched a house belonging to Hani Sa’id ‘Issa ‘Assi, a
prisoner in the Israeli jails.  They
arrested his brother, Hamah (24) and withdrew later taking him to an unknown
destination.  They also handed his elder
brother, Mohammed (25), a summons to refer to the Israeli Intelligence.   

 

· At approximately 10:30, Israeli forces backed by
military vehicles moved into Senjel village, north of Ramallah. They patrolled
the streets and then
arrested ‘Omer Samhan Shabanah (17) while he was walking in the
main street.  They took him to Benyamin
police station, south of Ramallah.  At
approximately 22:00 on the same day, he was released after questioning him.

 

· At approximately 10:50, Israeli forces stationed along
the border fence between the Gaza Strip and Israel, east of Khan Younis in the
southern Gaza Strip opened fire at the agricultural lands and houses in
al-Sonati area, northeast of Khoza’ah village. 
The shooting continued for around 45 minutes amidst Israeli firing
artillery shells at the agricultural lands, east of the city.  However, no injuries were reported.

 

· At approximately 11:00, Israeli drones launched a
missile at two members of the Palestinian armed groups, east of al-Qararah
village.  As a result, one of them was
killed, and the other one sustained moderate injuries and was taken to the
European Gaza Hospital in Khan Younis. 
The militant who was killed was later identified as Taysir Yousi Msallam
al-Smeiri (34).  Al-Qassam Brigades, the armed
wing of Hamas, declared that al-Smeiri is one of its members and that the
Israeli forces targeted him claiming that an Israeli soldier was sniped in the
east of Khan Younis.

 

Note: During the aforementioned day, Israeli forces carried out incursions in
the following areas without reporting any arrests: Mothalath al-‘Aqabah area,
south of Dura; the villages of Bani Na’im and Beit Ummar; and al-‘Arroub
refugee camp in Hebron.

 

Thursday, 25 December 2014

 

· At approximately 01:30, Israeli forces moved into
Nablus.  They raided and searched a
number of civilian houses.  They arrested
5 civilians and confiscated 70,000 NIS from one their houses.  Israeli forces withdrew later taking them to
an unknown destination.  The arrested civilians
were identified as Mo’ammar Mohammed Jom’ah Faris Jamous (24); ‘Abdullah Ahmed
‘Ali Shbeiri (20); Mohammed al-Qaddoumi (35); Mohammed Mesh’l (22) and Amjad
Ash’ab Abu Rabi’a (42) and are all from the Old City in Nablus.

Mai Rashad Anis Shbeiri, from whose house the
aforementioned money was confiscated, said to a PCHR fieldworker that:

“At approximately 01:30 on Thursday, 25 December
2014, my husband, Ahmed ‘Ali Ahmed Shbeiri (52), sons; ‘Abdullah (20), ‘Obadah
(18), ‘Inayah (21), and ‘Abdel Rahman (13), and I were sleeping in our house in
al-Qaryoun neighbourhood in Nablus.  We
woke up to the voice of Israeli soldiers steps on our dilapidated old house
roof.  They suddenly pushed the door
house with their feet without knocking, so I got up out of bed to the living
room.  An Israeli soldier then asked me
who the owner of the house is, and I then called my husband to come.  He came and brought his ID card.  The Israeli officer asked us to call for all
those in the house and kept us in the guest room under the eyes of two Israeli
soldiers.  Other Israeli soldiers
searched the house and when they reached the room we were staying in, they
asked us to leave to our sons’ room on the opposite side.  While we were passing by my room, I noticed
that my closet’s lock has been broken.  I
told my husband who then told the Israeli soldiers that there is 70,000 NIS in
the closet and he wants to get them.  We
were surprised that one of the soldiers brought it inside a plastic bag.  They then asked my husband where he got that
money from, and he answered that he is a candy and sweets trader and this money
is for the goods.  The Israeli soldiers
gave him the money and took a photo for him with a black cell phone while
receiving the money.  After 20 minutes of
receiving the money, two Israeli soldiers came back to question my husband
again about the money.  After arguing for
hours, the Israeli soldiers were not convinced. 
They then arrested my son, ‘Abdullah, and confiscated 70,000 NIS.”

 

Around the same time, Israeli forces moved into Kafr
Qaleel village, southeast of Nablus. 
They raided and searched a number of houses, from which they arrested ‘Alaa’
‘Eqab Mansour (22), First assistant at the Palestinian police, and took him to
an unknown destination.

 

At approximately 02:00, Israeli forces moved into a
number of neighbourhoods in the centre of Hebron.  They stationed in Abu al-Da’ajan area in the
western area of the city and then raided and searched a house belonging to the
family of Salah al-Deen al-Qawasmi (22). 
They arrested the aforementioned civilian and withdrew later taking him
to an unknown destination.

 

Around the same time, Israeli forces moved into N’ilin
village, west of Ramallah.  They raided
and searched two houses, from which they arrested Adham ‘Abdel Jabbar Mohammed
Nafe’a (20) and Sabti Mahmoud Sabti Khawajah (27).  They withdrew later taking them to an unknown
destination.

 

At approximately 17:00, Israeli gunboats stationed off
al-Wahah shore in the northwest of Beit Lahia in the northern Gaza Strip
heavily opened fire in the vicinity of the Palestinian fishing boats sailing
within 4 nautical miles.  The shooting
continued for around 30 minutes causing fear among Palestinian fishermen, who
were forced to flee.  Neither injuries
nor damages to the boats were reported.

 

After unknown persons threw Molotov cocktails at a
settler passing by the main street adjacent to ‘Azoun village, east of
Qalqilya, Israeli forces moved into the aforementioned village at approximately
19:25.  They closed the northern entrance
of the village and prevented civilians from passing.  At approximately 01:00 on the following day,
26 December 2014, Israeli forces raided and searched a number of houses after
breaking into a number of them.  Israeli
soldiers 15 civilians, including 5 children, claiming their involvement in the
incident of burning a settler’s vehicle. 
The arrested persons were identified as:

1. ‘Amr Amjad Shbeitah (16);

2. Waleed Mousa Abu Lobdah (15);

3. Fahmi Nael Tabib (17);

4. Yousif Zahran Sweidan (15);

5. Mo’aaz Belal Sweidan (20);

6. Mo’aaweyah ‘Abdel Latif Redwan (20);

7. Ashraf Ahmed ‘Abdel Hamid Majjad (22);

8. Mohammed ‘Ali Bedwan (20);

9. Amir Jawdat ‘Abdel Hamid Majjad (23);

10. ‘Amer Amjad Shaker Shbeitah (26);

11. Murad Saqer Salim (19);

12. Mo’atasem Mohammed Mahmoud Redwan (24);

13. ‘Alaa’ Samir ‘Othman Salim (24);

14. ‘Emad Mohammed ‘Alami (30); and

15. ‘Ekremah Mohammed Dahbour (22).

 

Around the same time, Israeli forces moved into ‘Ezbet
al-Tabib, east of Qalqilya.  They raided
and searched a house belonging to the family of Thaer Bayan Tabib (20).  They arrested him under the pretext of throwing
a Molotov cocktail and then took him to an unknown destination.

 

At approximately 21:00, Palestinian medical sources
declared the death of Ihab Mohammed Mohammed Sehweil (15) from al-Quds Street
in Beit Hanoun after injuries he sustained previously on 30 July 2014.  The aforementioned child was injured when
artillery shells fell on Abu Hussein School, which sheltered dozens of
Palestinian displaced families from Beit Hanoun including Sehweil family, in
Jabalia refugee camp.  As a result, 19
civilians were killed, including 2 children. 
One of the two children was Ihab’s brother, Usamah (17).  It should be mentioned that Ihab sustained
shrapnel wound in the head and was transferred to “Akhlof” Hospital
in Israel.  He recently suffered from
blood poisoning and stayed at the hospital until his death was announced.

the following areas without reporting any arrests: the villages of al-Shyoukh
and Beit Ummar, north of Hebron; al-Nabi Elias village, east of Qalqilya; and
Bedia village, west of Salfit.

 

Friday, 26
December 2014

 

At approximately 01:35, Israeli warplanes moved into
Haris village, north of Salfit.  They
raided and searched 4 houses belonging to ‘Ayed ‘Omer Abu Kayed; Mazen Hasan
Sultan; Jamal Soliman Clip and Khalid Tahsin ‘Aqel.  They took photos of them and withdrew later.  No further incidents were reported. 

 

At approximately 16:00, Israeli forces stationed at
the annexation wall gate near Far’on village, south of Tulkarm fired live
bullets, tear canisters and sound bombs at the village.  A local source said to a PCHR fieldworker
that Israeli forces claimed that youngsters from the village threw stones at
their soldiers, who were stationed at the wall gate.  Around half an hour later, Israeli forces
moved into the village when a number of Palestinian children and boys threw
stones and empty bottles at the Israeli vehicles.  The Israeli soldiers immediately fired sound
bombs, tear gas canisters and live bullets at the stone-throwers.  As a result, Yosra Mohammed Halim Haj ‘Abed
(72) was hit by a bullet to the right arm, and Jomanah al-Shayeb (48) was hit
by a bullet to the right hand and the bullet settled in the abdomen.  The two wounded persons were taken to Dr.
Thabet Thabet governmental hospital in Tulkarm to receive medical
treatment. 

 

At approximately 16:30, Israeli forces moved into Beit
Ummar village, north of Hebron.  They
stationed in “Kermi Tsour” settlement established on Palestinian
lands, east of the village, and then deployed between houses and agricultural
lands in Kherbet Safa area.  A number of
Palestinian boys gathered to throw stones and empty bottles at the Israeli
soldiers, who chased them into the fields. 
The Israeli soldiers then indiscriminately fired tear gas canisters and
rubber-coated metal bullets at the boys and houses.  As a result, a number of civilians suffered tear
gas inhalation.  The Israeli soldiers
then arrested Mohammed Khalil Mahmoud Abu Dayyah (24) and took him through the
gate in the security fence to “Kermi Tsour” settlement.

Saturday, 27 December 2014

 

At approximately 02:30, Israeli forces moved into
al-Jalazone refugee camp, north of Ramallah. 
They raided and searched two houses, from which they arrested Ramzi
‘Abdel Rahman ‘Ayyash (21) and Zaid Subhi al-‘Abed Zaid (18). 

 

Note: During the aforementioned day, Israeli forces carried
out incursions in the following areas without reporting any arrests: Sanjel
village, north of Ramallah; Bitello village, northwest of the city; the
villages of al-Jaftalak, Fasayel and al-Dyouk, north of Jericho; al-Fawar
refugee camp, south of Hebron; Beit Oula village, west of the city; Deir
Ghazalah village, north of Jenin; Zeita village, north of Tulkarm, and the
villages of Kafl Haris and Qarawet Bani Hassan, north of Salfit.

 

Sunday, 28 December 2014

 

At approximately 02:00, Israeli forces moved into Halhoul,
north of Hebron.  They stationed in
al-Nabi Younis area, east of the city, and then raided and searched two
houses.  They arrested Islam Eyad Sa’adeh
(18) and Tha’er Zama’arah (19) and withdrew later taking him to an unknown
destination.

 

At approximately 13:20, Israeli forces stationed on military
watchtowers at Beit Hanoun “Erez” Crossing and in its vicinity,
northwest of Beit Hanoun in the northern Gaza Strip, opened fire at a group of
civilians, who were near the border fence between the Gaza Strip and Israel
after participating in the demonstrations organized by national and Islamic
forces to demand to break the blockade and rebuild the Gaza Strip.  A number of Palestinian children and
youngsters threw stones at the aforementioned border fence, and clashes between
them and the Israeli soldiers continued till at approximately 15:00.  As a result, 3 civilians, including a child,
from Jabalia refugee camp sustained injuries. 
The wounded civilians were then taken to Kamal ‘Odwan Hospital in Beit
Lahia, and their injuries were described as moderate.  The wounded persons were identified as:

1. ‘Amer Fadel Abu al-Qomsan (26) was hit by a bullet to
the right thigh;

2. Ibrahim Khaled Mahmouhd al-Talouli (23) was hit by a
bullet to the left leg; and

3. Mohammed Ayman Mosbah Yousif (15) was hit by a bullet
to the left leg.

out incursions in the following areas without reporting any arrests: the
villages of Baqet al-Sharqiyah, ‘Atil ‘Alar, north of Tulkarm; Ya’bod village,
southwest of Jenin; al-Majd village, south of Dura, southwest of Hebron;
al-Thaheriyah village, south of Hebron; and al-Zbeidat village, north of
Jericho.

 

Monday, 29 December 2014

 

At approximately 00:15, Israeli forces moved into
Qofin village, north of Nablus.  They
raided and searched a house belonging to the family of Mohammed Mahmoud
Mohammed Mesbah (23), a former prisoner. 
Meanwhile, clashes broke out between the village youngsters, who
gathered in al-Hawouz area, and Israeli soldiers in the centre of the
village.  They threw stones and empty
bottles at the soldiers, who in response fired sound bombs and tear gas
canisters at the stone-throwers to disperse them.  Israeli forces alter withdrew, and no arrests
were reported.

 

At approximately 01:00, Israeli forces moved into ‘Askar
al-Jadeed refugee camp, northeast of Nablus. 
They raided and searched a number of houses, from which Ahmed Nedal
‘Ajwi (21) and Bara’ah Samir ‘Atiyah (19) were arrested.  They withdrew later taking them to an unknown
destination.

 

In the early dawn, Israeli forces moved into Qabatia
village, southeast of Jenin.  They raided
and searched a house belonging to Ahmed Hasan Mahmoud ‘Abdel Qader Abu al-Rub
(25).  They arrested him and then aided
and searched a house belonging to the family of Saleh Mahmoud Saleh Abu al-Rub
(22), whom they arrested as well.  They
withdrew later from the village taking the two arrested civilians to an unknown
destination.

 

At approximately 02:30, Israeli forces moved into
Selwad village, northeast of Ramallah. 
They raided and searched a house belonging to the family of Mohammed
Saleh Hamed (22).  They beat him and then
handed him a summons to refer to the Israeli Intelligence. 

 

In the early morning, Israeli forces moved into Jenin
refugee camp adjacent to Jenin.  They
raided and searched a house belonging to the family of Wasim Naser Mohammed
Ja’ayseh (18).  They arrested him and
then re-stationed in Jenin.  They raided
and searched a house belonging to the family of Khaled Mohammed Khaled ‘Adas
(20).  They arrested him as well and
withdrew later from the city and village taking the aforementioned civilians to
an unknown destination.

 

On Monday, 29 December 2014, in excessive use of
forces, Israeli forces killed a Palestinian child and wounded another in Bita
village, southeast of Nablus.  This
happened while the two children were walking in a
mountainous area, which was then very calm.  Israeli forces could have arrested the two
children and questioned them in case of suspicion.

 

According to PCHR’s investigations and the testimony
of the wounded child, at approximately 13:00 on Monday, 29 December 2014, Imam
Jamil Ahmed Dweikat (17) and Nael Tal’at Mohammed Thiab (16) both from Bita
village, southeast of Nablus, were walking in al-Sha’ab area in al-Nemer
Mountain, which 1 kilo meter away from the southeast of the aforementioned
village.  When they were around 150
meters away from Dar al-Nemer swimming pool, northwest of “Alon”
settlement road branching off Z’atarah intersection to the east and 150 meters
away from the aforementioned street, an Israeli soldier fired 4 bullets at them
from a distance of 100-150 meters. 
However, none was injured.  The
two children bent over and turned back, so they could run away.  The Israeli soldier fired a fifth bullet that
hit Imam Dweikat in the right side of his back and went out from the left side
of his chest.  When he screamed out of
pain and fell on the ground, Na’el Thiab came back to him.  He was one meter away from Imam, who asked
him to flee and leave him.  Na’el, who
saw an Israeli soldier standing on a rock in the aforementioned mountain, left
him back and attempted to flee.  However,
the Israeli soldier fired a bullet at him but did not hit him, so he fired
another bullet and wounded his left thigh from the back.  Na’el walked around 1 kilo meter until he
reached safe area, so he called his cousin from his cell phone and told him
about what happened.  His cousin then
brought a Palestinian cab and took him to Bita
Dispensary  and from which he was transferred by an
ambulance to Rafidia Hospital in Nablus to receive medical treatment.  It should be mentioned that the
aforementioned area witness permanent presence of Israeli forces to protect the
settlers’ cars on the aforementioned street. 
This street links the Jordan Valley settlements and Israel’s borders.

 

At approximately 22:30, Israeli forces stationed at the
entrance of Beit Ummar village, north of Hebron, opened fire at a Palestinian
Citroen white car travelled by two civilians while they were on their way back
to the village.  As a result, they were
wounded and taken by a PRSC
ambulance to
al-Ahli Hospital in Hebron to receive medical treatment.  The two wounded persons were identified as:

‘Ayesh Khaled Sabri ‘Awad (19) was hit by a bullet to
the right thigh; and

Mohamed Ibrahim Sabri ‘Awad (19) was hit by a bullet
to the right side of his ehad and his injury is serious.

‘Ayesh ‘Awad said to a PCHR fieldworker that:

“At approximately 22:00 on Monday, 29 December
2014, I borrowed a Citroen white car from one of friends and headed to the
entrance of Beit Ummar village, which is connected with Bypass Road (20), to
meet with a friend, who works in al-Khatib Gas Station, which is around 10
meters away from the entrance.  I was
with my cousin, Mohammed Ibrahim Sabri ‘Awad (19).  When we reached the stationed and the street
was empty.  There were no Israeli
soldiers in the street as there is an observation point at the entrance.  I left the station minutes later when I knew
that my fried left the place and went back to the village.  At approximately 22:30 when we travelled 12
meters away from the military watchtower, where there was an open iron gate, we
heard the sound of heavy shooting from the right side of the watchtower.  The bullets hit the vehicle, and I felt
something penetrating my right thigh from the upper side.  Mohammed then asked me what is going on and
fell on my shoulder.  I saw his head
bleeding and felt complete numbness in my feet. 
The vehicle continued to travel and I could not stop it. I then heard
the sound of 5 bullets, which penetrated the front and back windshield of the
car.  I kept driving until I entered the
gas station, which is around 200 meters away from the scene.  I then got out of the vehicle and asked for
help, so one of the civilians got in the car and drove us to the medical centre
in the centre of the village.  We were
then taken to al-Ahli Hospital in Hebron.”

 

Note: During the aforementioned day, Israeli forces carried out incursions in
the following areas without reporting any arrests: Jenin city and Borqin
village, west of the city; Ezna village; and the villages of Yata and Dura in
Hebron and the villages of Marj Na’ajah and al-Nwei’amah, north of Hebron.

 

Tuesday, 30 December 2013:

 

At approximately 02:30, Israeli forces moved into Bani
Na’im village, east of Hebron.  They
raided and searched house belonging to the family of Anis ‘Issa Khalil
al-Khdour.  They arrested him and later
withdrew taking him to an unknown destination.

 

Around the same time, Israeli forces moved into Senjel
village, north of Ramallah.  They raided
and searched a number of houses.  They
detained a number of the village young men in Senjel grand hall.  They arrested 6 civilians and later withdrew
taking them to an unknown destination. 
The arrested persons were identified as: Mohammed Rebhi Hussein Ghfari
(24); ‘Azzam ‘Abdel Rahim (27); ziyah Mousa Khalil (26); Ahmed Sami Tawafshah
(23); Shadi Monther Masalmah (22) and Mohammed Mohammed ‘Abdullah al-Asmar
(25).

 

At approximately 16:30, dozens of Israeli setters
backed by 10 Israeli soldiers gathered from “Jev’aat Ronim”
settlement outpost extending from “Barakha” settlement established on
Nablis and Borin village to the south of it. 
The settlers and soldiers deployed in the vicinity of civilian houses,
and civilians went out to confront the settlers and threw stones at them.  The Israeli soldiers immediately fired
bullets at the civilians.  As a result,
‘Amid Naser Yousif Zeben (18) was hit by a bullet to the left leg and then
taken to Rafidia Surgical Hospital in Nablus to receive medical
treatment.

 

Note: During the aforementioned day, Israeli forces carried out incursions in
the following areas without reporting any arrests: al-‘Arroub refugee camp,
north of Hebron, the area surrounding the UNRWA schools near Abu al-Rish
checkpoint established in front of al-Ibrahimi Mosque entrance from the
southern side, south of the Old City, south of Hebron, and Yata, south of
Hebron.

 

A Child Wounded by Explosion

 

At approximately 15:30 on Sunday, 28 December 2014,
8-year-old Samer Belal Abdul Salam Tamimi, from al-Nabi Saleh village,
northwest of Ramallah, sustained wounds to the left eyebrow and left hand
middle finger and burns to the right hand pointer finger, due to the explosion
of a sound bomb of the Israeli military remnants.

 

According to PCHR’s investigations, at approximately
15:30 on the aforementioned day, Samer and his sister, Rand (11) and their
cousin, Jana (19) were playing on the family hosue roof at the entrance of
al-Nabi Saleh village, northwest of Ramallah, next to al-Khawaja gas
station.  They had seven sound bombs,
which he took from a friend who found them near the station after an Israeli
soldier dropped them when moving into the village and chasing youngsters who
participated in a peaceful protest against the wall and settlements.  This protest is weekly organized by the
village residents after the Friday prayers. 
Samer opened the bomb with a nail and when he attempted to open another
one, it exploded in his hands, and he severely bled.  His aunt, Nawal al-Tamimi (46), who is Jana’s
mother, immediately came and tried to stop the bleeding.  He was then taken by a private civilian car
to Palestine Medical Complex in Ramallah, where he received medical treatment.

 

2. Use of excessive force against peaceful demonstrations
protesting settlement activities and the construction of the annexation wall

 

During the reporting period,
Israeli soldiers used excessive force against peaceful demonstrations organized
by Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank. As a result, 3 Palestinian civilians were wounded during Kufor
Qaddoum protest, northeast of Qalqilya.

 

In the same context, 3 Palestinian children were wounded during
other protests organized against the Israeli attacks against Palestinian
civilians and property, especially in occupied East Jerusalem.

 

(PCHR keeps the names of the wounded in
fear of being arrested by the Israeli forces within its policy to oppress the
peaceful protests and prevent Palestinian civilians from participating).

 

Demonstrations against the construction of the annexation wall and
settlement activity

 

Following the Friday prayer, on
26 December 2014, dozens of Palestinian civilians and international and Israeli
human rights defenders organized a peaceful demonstration in Bil’in, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators took the streets raising the Palestinian flags
and headed to the liberated territories near the annexation wall. Early in the
morning, Israeli forces closed all entrances to the city to prevent Palestinian
civilians and international and Israeli human rights defenders from
participating in the protests. Protestors marched by the annexation wall and
tried to cross the fence. Israeli soldiers stationed behind the wall, in the
western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and wastewater
at them and chased them into the olive fields. As a result, a number of
demonstrators suffered tear gas inhalation and others sustained bruises as
Israeli soldiers beat them up.

 

On the same day, dozens of Palestinian civilians
organised a peaceful demonstration in the centre of Ni’lin village, west of
Ramallah,
in protest at the construction
of the annexation wall and settlement activities
. The demonstrators took the streets and headed to the
annexation wall. Israeli forces closed the gates of the wall with barbwires and
prevented the demonstrators from crossing to the land behind it before they
responded by throwing stones. Israeli soldiers fired live ammunition,
rubber-coated metal bullets, sound bombs and tear gas canisters at the
civilians, and chased them into the village. As a result, many civilians
suffered tear gas inhalation and others sustained bruises as
Israeli soldiers beat them up.

 

Around
the same time, dozens of Palestinian civilians and Israeli and international
human rights defenders organised a peaceful demonstration in al-Nabi Saleh
village, southwest of Ramallah,
in
protest at the construction of the annexation wall and settlement activities
. The demonstrators
made their way in the streets raising the Palestinian flags and chanting
slogans against the occupation and in support of the Palestinian unity
resistance, and then they headed to the lands that the settlers are trying to
rob by force near “Halmish” settlement. Israeli forces had closed all the
entrances of the village since the morning to prevent Palestinian and
international activists and journalists from participating in the
demonstration. When they arrived at the aforementioned land, demonstrators were
met by live bullets, tear gas canisters, rubber-coated steel bullets, sound
bombs and skunk water and were chased into the village. As a result,
many demonstrators suffered tear gas
inhalation and other sustained bruises as Israeli soldiers beat them up.    

 

Also at approximately 13:20, Palestinian civilians and
international solidarity activists organized a protest in the center of Kufor Qaddoum
village, northeast of Qalqilya, heading to the eastern entrance of the village
in protest against closing that entrance since the beginning of al-Aqsa
Intifada with an iron gate. The demonstrators threw stones at Israeli soldiers,
who fired sound bombs and tear gas canisters in response. As a result,
many demonstrators suffered tear gas
inhalation and other sustained bruises as Israeli soldiers beat them up.
Moreover, a 46-year-old male was hit by a gas canister to the back; a
53-year-old civilian was hit by a gas canister to the back too; and a
19-year-old civilian sustained a bullet wound to the left leg.   

 

Other
Demonstrations

 

At approximately 15:30, on 24 December 2014, a protest moved from the centre of Beit Foreek
village, east of Nablus, towards lands threatened to be confiscated in al-Naqar
area, near “Etamar” settlement, southeast of the said village. The
demonstrators were surprised to find Israeli forces stationing in the area. The
Palestinian youngsters threw stones at Israeli soldiers, who opened fire in
response. As a result, a 15-year-old male sustained a bullet wound to the right
leg and another 16-year-old male sustained bullet wound to the right side of
the chest. The 2 wounded persons were taken to Rafidya hospital in Nablus to
receive the necessary medical treatment. A medical source stated that their
health condition was settled.  

 

Following Friday prayer, on 26 December 2014, dozens
of Palestinian young men gathered from different areas in Ramallah and al-Bireh
around Ofer detention facility, southwest of Ramallah. They made their way
towards the facility’s gate, which was closed by Israeli soldiers. The protestors
set fire to tires and threw stones and empty bottles at Israeli soldiers, who
fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas
canisters in response. As a result, 17-year-old child sustained a bullet wound above
the right knee. He was taken to Palestine Medical Compound in Ramallah.

 

On the same day, dozens of Palestinian
civilians gathered at the western entrance of Selwad village, northeast of
Ramallah, on Selwad-Yabroud road near street (60) to organize a protest against
Israeli policies. The protestors set fire to
tires and threw stones and
empty bottles at Israeli soldiers, who fired live ammunition, rubber-coated
metal bullets, sound bombs and tear gas canisters in response. As a result, a
number of protestors suffered tear gas inhalation, and others sustained bruises
as
Israeli soldiers beat them up.

 

3. Continued
closure of the oPt

 

Israel continued to impose a tight closure on the oPt, imposing
severe restrictions on the movement of Palestinian civilians in the Gaza Strip
and the West Bank, including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tighten the closure of the Gaza Strip
and close all commercial crossings, making the Karm Abu Salem crossing the sole
commercial crossing of the Gaza Strip, although it is not suitable for
commercial purposes in terms of its operational capacity and distance from
markets.

Israeli forces have continued to apply the policy, which is aimed
to tighten the closure on all commercial crossings, by imposing total control
over the flow of imports and exports.

 

The total closure of al-Mentar (“Karni”) crossing since
02 March 2011 has seriously affected the economy of the Gaza Strip. Following
this closure, all economic and commercial establishments in the Gaza Commercial
Zone were shut off. It should be noted that al-Mentar crossing is the biggest
crossing in the Gaza Strip, in terms of its capacity to absorb the flow of
imports and exports. The decision to close al-Mentar crossing was the
culmination of a series of decisions resulting in the complete closure of the
Sofa crossing, east of the Gaza Strip in the beginning of 2009, and the Nahal
Oz crossing, east of Gaza City, which were dedicated for the delivery of fuel
and cooking gas to the Gaza Strip, in the beginning of 2010.

 

Israeli forces have continued to impose a total ban on the
delivery of raw materials to the Gaza Strip, except for very limited items and
quantities. The limited quantities of raw materials allowed into Gaza do not
meet the minimal needs of the civilian population of the Gaza Strip.

 

The cooking gas crisis has fluctuated due to the closure of Karm
Abu Salem for security claims. According to PCHR’s follow-up, Israeli
authorities only allow an average of 98 tons of cooking gas into Gaza per day. 
This limited quantity is less than half of the daily needs, which is 200 tons
per day of the civilian population in the Gaza Strip during winter.  The
crisis has unprecedentedly aggravated for around six weeks due to cold weather
and overconsumption in addition to the power outage and using gas as an
alternative in many instances of electricity.  The lack of diesel and
benzene led to the aggravation of the crisis as a result of using the gas
cylinder for cars or as an alternative for benzene to run generators.  As
a result, the demand for gas further increased.

 

For almost 7 consecutive years, Israeli forces have continued to
prevent the delivery of construction materials to the Gaza Strip. Two years
ago, Israeli forces approved the delivery of limited quantities of construction
materials for a number of international organizations in the Gaza Strip. 
On 17 September 2013, they allowed the entry of limited quantities of
construction materials for the private sector.  However, on 13 October 2013,
they re-banned it claiming that these materials are used for constructing
tunnels.  Last week, Israeli forces allowed the entry of construction
materials only for UNRWA and UNDP projects.  As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels. During the 51-day Israeli offensive on the
Gaza Strip in July and August 2014, Israeli authorities did not allow the entry
of any construction materials. As a result, vital and infrastructure projects
have been obstructed so far.

 

Israeli forces also continued to impose an almost total ban on the
Gaza Strip exports, including agricultural and industrial products, except for
light-weighted products such as flowers, strawberries, and spices.

 

Israel has continued to close the Beit Hanoun (“Erez”) crossing
for the majority of Palestinian citizens from the Gaza Strip. Israel only
allows the movement of a limited number of groups, with many hours of waiting
in the majority of cases. Israel has continued to adopt a policy aimed at
reducing the number of Palestinian patients allowed to move via the Beit Hanoun
crossing to receive medical treatment in hospitals in Israel or in the West
Bank and East Jerusalem. Israel denied permission to access hospitals via the
crossing for new categories of patients from the Gaza Strip.

On Tuesday, 23 December 2014, Israeli forces allowed the
exportation of 10.5 tons of strawberries and 5 tons of sweet potatoes.

On Thursday, 25 December 2014, Israeli forces allowed the exportation
of 11.5 tons of strawberries, 5 tons of sweet potatoes and 0.77 tons of
garlic.

On Sunday, 28 December 2014, Israeli forces allowed the
exportation of 10 tons of strawberries, 5 tons of sweet potatoes and 25 tons of

Other imports:

 

On Monday, 22 December 2014, Israeli forces allowed the entry of 80

On Tuesday, 23 December 2014, Israeli forces allowed the entry of 120
tons of cement for the Water Authority; 210 tons of aggregates and 72 tons of
steel for Gaza reconstruction. They also allowed the entry of 665 tons of
fodders and 498 tons of wheat.

On Thursday, 25 December 2014, Israeli forces allowed the entry of
490 tons of fodders and 385 tons of wheat.

On Sunday, 21 December 2014, Israeli forces allowed the entry of 120
tons of cement, 1,683 tons of aggregate and 30 tons of steel for the Gaza
reconstruction; and 210 tons of aggregates for the Water Authority. They also
allowed the entry of 455 tons of fodders and 350 tons of wheat.

of empty containers and 2 truckloads of empty oxygen cylinders.

On Friday, 26 December 2014, Israeli forces allowed 195 Palestinian
civilians to cross via Erez in order to perform prayers in the al-Aqsa Mosque.

They also allowed Palestinian Christians to attend Christmas

2 civilians and 2 others respectively of Civil Affairs office or businessmen to
attend a meeting with the Israeli side at the crossing.

 

West Bank

 

Israel has imposed a tightened closure on the West Bank. During
the reporting period, Israeli forces imposed additional restrictions on the
movement of Palestinian civilians:

 

· Hebron:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 15:00 on Wednesday, 24 December 2014, Israeli
forces established a checkpoint at the entrance of Kharsa village, south of
Doura. The checkpoints were removed and no arrests were reported.

 

At approximately 07:00 on Thursday, 25 December 2014, Israeli
forces established a checkpoint at the entrance of al-‘Arroub refugee
camp.  At approximately 16:00, another
checkpoint was established at the entrance of Deir Samet. All checkpoints were
removed and no arrests were reported.

 

At approximately 08:00 on Friday, 26 December 2014, Israeli forces
established a checkpoint at the entrance of al-Sammou’ village.  At approximately 15:00, another checkpoint
was established at the northern entrance of the city. All checkpoints were
removed and no arrests were reported.

 

At approximately 15:00 on Saturday, 27 December 2014, Israeli
forces established a checkpoint at the entrance of al-Sammou’ village.  The checkpoint was removed and no arrests
were reported.

 

At approximately 07:00 on Sunday, 28 December 2014, Israeli forces
established a checkpoint at the entrance of Karma village, southeast of Doura,
which is connected to Bypass 60.  The
checkpoint was removed and no arrests were reported.

 

 At approximately 06:00 on
Tuesday, 30 December 2014, Israeli forces established a checkpoint at the
entrance of al-Fawwar refugee camp, south of the city, which is connected to
Bypass 60. The checkpoint was removed and no arrests were reported.

 

 

· Ramallah: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 11:30 on Wednesday, 24 December 2014,
Israeli forces established a checkpoint at the entrance of al-Laban al-Gharbi
village, north of the city. As a result, huge traffic jams occurred and the
residents had to take another rout.

 

At approximately 09:30 on Thursday, 25 December 2014, Israeli
forces established a checkpoint at the entrance of Aboud village and another
one at the entrance of Deir Abu Mashal village, northwest of the city. At
approximately 20:30, another checkpoint was established at the entrance of
Termisyya village. All checkpoints were removed and no arrests were reported.

 

At approximately 10:30 on Friday, 26 December 2014, Israeli forces
established a checkpoint at the entrance al-Nabi Saleh village and another one
at under Yabroud Bridge. At approximately 13:30, another checkpoint was
established at the entrance of Nilin village. 
At approximately 14:00, a similar checkpoint was established at the
entrance of Beit Ore al-Tahta village. All checkpoints were removed and no
arrests were reported.

 

At approximately 20:30 on Saturday, 27 December 2014, Israeli
forces established a checkpoint under Kharbtah al-Misbah Bridge. The checkpoint
was removed and no arrests were reported.

 

Jericho: Israeli forces have continued to impose
severe restrictions on the movement of Palestinian civilians. At approximately
10:30 on Friday, 26 December 2014, Israeli forces established a checkpoint at
the entrance Fasail village, north of the city. At approximately 20:00, another
checkpoint was established at the southern entrance of the city.  All checkpoints were removed and no arrests
were reported.

 

 

· Qalqilya: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 09:30 on Thursday, 25 December 2014,
Israeli forces established a checkpoint at the eastern entrance of the city. At
approximately 14:50, another checkpoint was established on the main road, east
of the city, near Nabi Ilias village. At approximately 14:00, a similar
checkpoint was established between Jious and Seer villages, northeast of the
city. All checkpoints were removed and no arrests were reported.

 

At approximately 10:30 on Friday, 26 December 2014, Israeli forces
established a checkpoint at the entrance of Azzoun village. At approximately
15:45, another checkpoint was established at the entrance of Izbat al-Tabib
village. All checkpoints were removed and no arrests were reported.

 

At approximately 20:30 on Saturday, 27 December 2014, Israeli
forces established a checkpoint at the entrance of Azzoun village. At
approximately 15:45, another checkpoint was established on the road between
Qalqilya and Tulkarm. At approximately 19:00, another checkpoint was
established between the villages of Jaloud and Ras Tira. At approximately
15:45, a similar checkpoint was established on the main road in al-Funduq
village, east of the city. All checkpoints were removed and no arrests were
reported.

 

At approximately 07:00 on Sunday, 28 December 2014, Israeli forces
established a checkpoint at the entrance of Azzoun village and another one at
the entrance of Izbat al-Tabib village. At approximately 22:30, another
checkpoint was established at the eastern entrance of the city. All checkpoints
were removed and no arrests were reported.

 

 

· Tulkarm:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 13:30 on Friday, 26 December 2014,
Israeli forces stationed ‘Annab military checkpoint which is established on the
road between Tulkarm and Nablus, east of the city, tightened their restriction
against civilians and obstructed their movement. Later that day, he tightening
ended and no arrests were reported. The tightening reoccurred at approximately
12:30 on Saturday, 27 December 2014 and at approximately 14:00 on Sunday 28
December 2014.

 

At approximately 09:30 on Sunday, 28 December 2014, Israeli forces
established a checkpoint on the road between Tulkarm and the villages of the
north which are known as “Al-Sharawia villages”. At approximately 21:00,
another checkpoint was established at the entrance of Ramin village. All
checkpoints were removed and no arrests were reported.

 

· Jenin: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 18:00 on Saturday, 27 December 2014,
Israeli forces established a checkpoint at the entrance of Zibda village,
southwest of the city. Later, the checkpoint was removed and no arrests were
reported.

 

At approximately 13:00 on Sunday, 28 December 2014, Israeli forces
established a checkpoint at the entrance of Jaba village and another one at the
entrance of ‘Anza village. At approximately 17:00, Israeli forces established a
checkpoint on the road between Yaboud village and Zibda village. All
checkpoints were removed and no arrests were reported.

 

 

Arrests and Maltreatment at Military Checkpoints

 

· At approximately 17:00 on
Wednesday, 24 December 2014, Israeli forces established a checkpoint at the
entrance of Beit Amr village. They arrested Muhammad Isa Jamil ‘Arar (36) when
he was heading to the vegetables central market which is established at the
entrance of the village.

 

· At approximately 17:00 on
Thursday, 25 December 2014, Israeli forces established a checkpoint at the
entrance of Beit Amr village. They arrested Muhammad Ibrahim Maharamah (23) and
took him to an unknown destination.

 

· At approximately 17:00 on
Monday, 29 December 2014, an infantry force moved into the entrance of Beit Amr
village. They arrested Hilmi Shalabi Abu Ayyash (30) when he was at the
entrance of the village. He was taken to the military tower in the area then
moved to an unknown destination.

 

4. Efforts
to create Jewish demographic majority in occupied East Jerusalem

 

Shooting

 

· At approximately 13:00 on
Wednesday, 24 December 204, an Israeli soldier fired a rubber-coated metal
bullet at Muhammad Jamal ‘Obeid (5) when he was at the front yard of his house
in al-Isawiya village. As a result, he sustained a bullet wound under his eye.

 

According to the child’s
father, the Israeli soldiers targeted his son directly from a distance of 10
meters when he was heading to the family house with his elder brother. He noted
that the Israeli forces were stationed in Abu Riala neighborhood and a number
of youngsters threw stones at them. But in the central neighborhood, where the
aforementioned child lives, no clashes were happening. The boy’s father moved
his child to Hadasah “Ain Karem” were the doctors said he suffers a bone
fracture under his left eye.

 

· At approximately 03:00, medical
sources in Shaare Zedek Medical Center in Jerusalem announced the death of
Muhammad Sa’di Hashima (62) from the old City in Jerusalem of wounds he
sustained in a sound bomb explosion during the funeral of Muhammad Sunqrut on
07 September 2014. According to PCHR’s investigations, the aforementioned civilian
suffered Leukemia for years. After his injury, he was infected and his health
deteriorated. His body was taken to Abu Kabir Institute of Anatomy.

 

Bulldozing Activities

 

· At approximately 10:00 on
Thursday, 12 December 2014, Israeli municipality staffs accompanied by Israeli
intelligence officers and Israeli special forces moved into al-Souana
neighborhood, east of the Old City in Jerusalem. They handed out 10 house
demolition notices under the pretext of not having construction permits.
According to eyewitness testimonies, the houses which received demolition
notices were established 7 to 12 years ago. “Jihoun” Israeli Water Authority
removed the water meters of 3 houses under the pretext of the accumulation of
debts. Israeli forces raided the neighborhoods of al-Souana area and forced the
residents to remove the Palestinian flags of their house and trees after
threatening them with fines. 

 

· At approximately 09:00 on
Tuesday, 30 December 2014, Israeli forces bulldozed 3 residential buildings, a
restaurant, a butcher’s, and a fence. They also bulldozed lands in al-Mukabber
Mountain, southeast of Jerusalem. The residential houses belong to the families
of: Hisla, Abu Mayyla, Ruweidi; Bashir, and Ja’abis. Hisla told PCHR that his
house was established 3 months ago in al-Farouq area in al-Mukabber Mountain.
He resides with his sister Iman and her 4 sons and his sister Wafaa. The house
consists of 4 rooms and established on an area of 100 square meters. The
building costs mounted up to 100,000 NIS. The bulldozers destroyed the house
before allowing the family to evacuate the furniture.

 

· They also bulldozed a house
belonging to Imad Abu Mayyala in which 7 persons reside. Furthermore, they
destroyed a restaurant and a butcher store belonging to Aziz Jabis. The
aforementioned told PCHR that the Israeli forces did not allow him to evacuate
his machines. His loses exceeded 150,000 NIS. Moreover, the municipality
bulldozed a house under construction belonging to Ali Ruweidi and a fence
belonging to Bashir family.

 

Incursions and arrests

 

· At approximately 04:00 on
Thursday, 25 December 2014, Israeli forces moved into al-Isawiya village. They
raided and searched a number of houses and arrested 3 children: Khaled Muhmmad
Jadallah (16); Ali Ahmed Darwich (15); and Hasan Jamjoum (16).

 

· At approximately 04:40, Israeli
forces raided and searched a house belonging to Akram ‘Attoun in sour Baher
village. They arrested his son Mohsen (17).

 

· At approximately 01:00 on
Friday, 26 December 2014, Israeli forces moved into Silwan village. They raided
and searched a number of houses and arrested 5 civilians including 4 children:
Muhammad Shirwana (18); Muslem Abdullah Odeh (14); Hamada Dawoud Nassar (13);
Ahmed Dawoud Siam (17); and Muhammad Dawoud Siam (16).

 

· At approximately 20:00 on
Saturday, 27 December 2014, Israeli special forces accompanied by police dogs
moved into Wadi al-Jouz neighborhood. They stationed in Harhash intersection. A
number of Palestinian youths went up the roofs of some houses and threw stones
at the soldiers who were raiding and searching civilians’ homes. Israeli forces
responded by firing tear gas canisters and sound bombs. The clashes continued until
late in the night and Israeli forces arrested Fahed Ahmed al-Shalabi (26) after
beating him up.

 

· At midnight on Sunday, 27
December 2014, Israeli forces moved into Silwan village. They raided and
searched a number of houses and arrested Sari al-‘Abbasi (53) and Hamza Jaber
al-‘Abbasi (18).

 

· At approximately 02:00, Israeli
forces moved into a house belonging to Muhammad Yasser Abu al-Hawa (22) in
al-Tour neighborhood. They arrested him and took him to an unknown destination.

 

· At approximately 18:00 on
Monday, 29 December 2014, Israeli forces moved into 3 houses belonging to Abu
Taeh family in Ain al-Louza village in Silwan. According to Aby Taeh, special forces
moved into the house of ‘Adli, Samir, and Muhammad Abu Taeh. They confiscated
their mobile phones after Adli (40) intervened to stop the soldiers from
beating his wife, Israeli forces arrested him.

 

· At approximately 10:00 on
Tuesday, 30 December 2014, Israeli forces arrested Sabah Abu Hadwan (38) and
her daughter Alaa Ayyoub Abu Hadwan (21) when they were in al-Silsila gate.
They were taken to “Beit Ilyaho” police station for investigation.

 

5. Settlement activities and attacks
by settlers against Palestinian civilians and property

 

Israel has continued its settlement
activities in the oPt, a direct violation of international humanitarian law,
and Israeli settlers have continued to attack Palestinian civilians and
property.

 

· At approximately 06:30 on Wednesday, 24
December 2014, Israeli forces backed by 4 military jeeps accompanied by a
bulldozer and 3 jeeps belonging to the Construction and Organization Department
in the Civil Administration moved into Qasra village, southeast of Nablus.
Immediately the bulldozer destroyed three 500-meter long, 1.5-meter high,
1.5-meter wide retaining walls. The retaining walls are located in Kufur ‘Atia,
opposite “Majdolim” settlement. They belong to Muhammad Ahmad al-Wadi. The
aforementioned told PCHR that he bought his 96-dunum land from his grandfather
Naser Sidqi Kan’an. 28 dunums of his land are located in area C. The
aforementioned added that he repaired his land in June 2012 with the help of
the Palestinian ministry of agriculture. After his land restoration ended he
received a notice from the Israeli authorities to stop working in it. He filed
a law suit in “Beit Eil” court. During the trial, he was offered a settlement
to give the settlers’ half of his land and keep the other half.  The case is still pending before the Court.

 

· At approximately 09:00, Israeli forces backed
by several military vehicles accompanied by a vehicle belonging to the
construction and Organization Department in the Civil Administration and two bulldozers
moved into Ezzna village, west of Hebron. They stationed in al-Ras area and
deployed in agricultural lands. They bulldozed a tin barracks established on
500 square meters and used for raising poultry belonging to Rased Yousif
al-Batran under the pretext of having no construction permit.

 

· At approximately 01:30, Israeli forces moved
into Wad Risha area and bulldozed a tin barracks established on 400 square
meters used to collect scrap belonging to Ahmed Yousif Abu Jheisha under the
pretext of having no construction permit.

 

· At approximately 08:0 on Thursday, 25 December
2014, Israeli forces backed by several military vehicles and two GCB bulldozers
and a vehicle belonging to the Construction and Organization Department in the
Civil Administration moved into Doura, southwest f Hebron. They deployed in the
agricultural lands and bulldozed a tin barracks established on an area of 2,000
square meters and a two-floor building used as a cowshed and a diary factory
belonging to Yasser Muhammad Salem Masharqa. The aforementioned had received
demolition notice in 2004.

 

· On Monday, 29 December 2014, Israeli forces
conducted expansions on their checkpoint which is established on the road
between Shufa village and Izbat Shufa, southeast of Tulkarm. According to
eyewitness testimonies, Israeli forces established a surveillance tower. It
should be noted that the road between “Avi Heiftis” settlement, which was
established on Palestinian lands in 1987 and the bypass road connecting the
aforementioned settlement and “Annab” settlement with Israel. In 2001, the road
was closed for 10 years thus isolating the main village “Shufa” from Izbat
Shufa. The residents of Izbat Shufa had to take 27 kilometers rout, passing
through Annab checkpoint, to get to their village. On 28 March 2012, Israeli
forces reopened the road and established a checkpoint. The soldiers stationed
at that checkpoint do not allow anyone to pass through it unless they have and
ID with Shufa village address on.

 

Settler’s Attack

 

· At approximately 16:00, on Friday, 26 December
2014, Israeli settlers guarded by Israeli forces moved into Silat al-Zaher
village, south of Jenin, where the evacuated settlement of “Humash” used to be
located. According to local sources, dozens of settlers arrived at the place
and preformed Talmudic rituals in celebration of the Jewish Sukkot holiday. It
should be noted that the aforementioned settlement was evacuated in 2005. The
settlers come back to the area during the holidays to perform their rituals under
heavy military guard.

 

· On Saturday, 27 December 2014, Israeli
settlers from “Susia” settlement, which is established on confiscated land
south of Yatta, destroyed 2 acres of winter crops belonging to Muhammad Musa
Maghnim after spraying them with chemicals.

 

· On 08:00 on Monday, 29 December 2014, the
security guard of “Ofra” settlement, which is established on Palestinians’
lands of Silwad village, northeast of Ramallah attacked Yasser Abdul Rahman
Said Abu Zeina (29) from the aforementioned village. As a result, he sustained
bruises throughout his body.  The attack
occurred while the Israeli forces were watching later, the Israeli soldiers
then arrested him and took him to “Ofer” detention center. The attack on Abu
Zeina took place when he was heading with his coworkers to Ramallah.

 

 

 

 

 

 

 

 

 

 



 

Recommendations to the International Community

 

 

PCHR emphasizes the
international community’s position that the Gaza Strip and the West Bank,
including East Jerusalem, are still under Israeli occupation, in spite of
Israeli military redeployment outside the Gaza Strip in 2005. PCHR further
confirms that Israeli forces continued to impose collective punishment measures
on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague Regulations
concerning
the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.

 

In light of continued
arbitrary measures, land confiscation and settlement activities in the West
Bank, and the continued aggression against civilians in the Gaza Strip, PCHR
calls upon the international community, especially the United Nations, the High
Contracting Parties to the Geneva Convention and the European Union – in the
context of their natural obligation to respect and enforce the international
law – to cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide international
protection to Palestinians in the oPt, and to ensure the non-recurrence of
aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human Rights
Council to explicitly declare that the Israeli closure policy in Gaza and the
annexation wall in the West Bank are illegal, and accordingly refer the two
issues to the UN Security Council to impose sanctions on Israel to compel it to
remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
