Summary
Israeli
violations of international law and international humanitarian law in the oPt
continued during the reporting period (23 – 30 January 2013):
Shooting:
During the reporting period, the
Israeli forced killed Palestinian woman, while a child died of previous wounds
in the West Bank. They also wounded 15
Palestinian civilians, including 4 children and a woman.
In the West Bank, on 23 January
2013, in excessive use of force, the Israeli forces killed a Palestinian woman
and wounded another one north of Hebron.
On the same day, a Palestinian child
of wounds he had sustained on 18 January 2013.
On 25 January 2013, a Palestinian
civilian was wounded by shrapnel from a sound bomb southeast of Hebron.
In the same context, the Israeli
forces continued to systematically use excessive force against peaceful
protests organized by Palestinians and Israeli and international activists
against the construction of the annexation wall and settlement activities in
the West Bank. As a result, 5 civilians, including 2 children, were wounded. Besides,
dozens of Palestinians suffered from tear gas inhalation or sustained
bruises.
In the Gaza Strip, 5 Palestinian
civilians, including 2 children, were wounded by the Israeli forces in border
areas in the northern Gaza Strip.
During the reporting period, Israeli
naval forces opened fire at Palestinian fishing boats in the northern Gaza
Strip on 5 occasions. No casualties were
reported.
Incursions:
During
the reporting period, the Israeli forces conducted at least 75 military
incursions into Palestinian communities in the West Bank. During these incursions, the Israeli forces
arrested at least 33 Palestinian civilians, including 5 children.
In
the Gaza Strip, the Israeli forces conducted a limited incursion into Beit
Hanoaun, during which they leveled areas of Palestinian land.
Restrictions
on Movement:
Israel
continued to impose a tightened closure of the oPt, imposing severe
restrictions on the movement of Palestinian civilians in the Gaza Strip and the
West Bank, including occupied East Jerusalem.
The illegal Israeli-imposed closure
of the Gaza Strip, which has steadily tightened since June 2007, has had a
disastrous impact on the humanitarian and economic situation in the Gaza Strip. The illegal closure has caused not only a
humanitarian crisis, but a crisis of human rights and human dignity for the
population of the Gaza Strip.
Recently-declared measures to ease the closure are vague, purely
cosmetic and fail to deal with the root causes of the crisis; the root causes
can only be addressed by an immediate and complete lifting of the closure,
including lifting the travel ban into and out of the Gaza Strip and the ban on
exports. Palestinians in Gaza may no
longer suffer from the same shortage of goods but, as long as the closure is
allowed to continue, they will remain economically dependent, unable to care
for themselves, and socially, culturally and academically isolated from the
rest of the world.
The IOF have continued to impose
severe restrictions on the movement of Palestinian civilians throughout the
West Bank, including occupied East Jerusalem.
Thousands of Palestinian civilians from the West Bank and the Gaza Strip
continue to be denied access to Jerusalem.
Efforts
to create Jewish Majority in Occupied East Jerusalem:
In the context of efforts to create a Jewish Majority in
the Occupied East Jerusalem, the Israeli forces continued to confiscate lands,
demolish houses and built new settlement units.
PCHR stresses that these measures come in the context of isolating East
Jerusalem and annexing it to Israeli according to the Israeli policy that is in
violation of the international humanitarian law.
On the level of demolitions,on 28 January 2013, the
Israeli forces demolished 2 rooms and some civilian facilities in Silwan
village, south of the old town of Jerusalem.
Settlement
Activities:
Israel
has continued its settlement activities in the oPt, in violation of
international humanitarian law, and Israeli settlers have continued to attack Palestinian
civilians and property.
On 24
January 2013, the Israeli forces handed notices to 5 number of Palestinian
civilians to stop the construction work in their houses in al-Zbidat village,
north of Jericho, under pretext that they are not licensed.
On
the same day, Israeli forces bulldozed two houses built of stone, wood and tin,
three tents and three cattle barns in Abu-‘Ajaj area, in al-Jiffitlek village,
north of Jericho.
On 25
January 2013, dozens of Israeli settlers coming from “Beit Hagai”
settlement, established on Palestinian land southeast of Hebron, raided the
Palestinian farmlands near Deir Razeh village, east of Doura, southwest of
Hebron.
On
the same day, dozens of settlers coming from “Kharsina” settlement
outpost, established on Palestinian lands east of Hebron, stormed al-Hussain
Valley area. They attacked a Palestinian
civilian by spraying tear gas on his face.
Later, a large Israeli forces unit raided the area and arrested the
civilian and transported him to an unknown destination.
On
the same day, At approximately 10:00 on Friday, a group of settlers coming from
“Eliezer” settlement, under the protection of the Israeli forces,
planted olive seedlings in Khelat al-Fahem area, south of al-Khader village,
located between “Eliezer” and “Gosh Atsion” settlements, on
the lands of Palestinian civilians from al-Khader village.
On 26
January 2013, Israeli forces denied farmers from the Awad family and a number
of international human rights activists from reaching the farmlands, which are
threatened of confiscation in Qwaywees, east of Yatta, south of Hebron, under
pretext that these lands are a closed military zone and civilians are
prohibited from entering.
On 28
January 2013, Israeli forces stopped Palestinian farmers of al-Nawa’ja family
from accessing their farmlands, adjacent to one of the Israeli forces’ military
camps in Susiya area, southeast of Yatta, south of Hebron. The farmers were going to plant the land with
olive trees. The soldiers detained a
number of the Palestinian civilians for a number of hours before releasing
them.
On 29
January 2013, Israeli forces, accompanied by military vehicles and a vehicle of
the Israeli Civil Administration, raided al-Tabban area, east of Yatta, south
of Hebron. They handed 7 notices for
stopping the construction work on 4 houses, which he occupies along with 33
members of his family, 3 barracks used for raising cattle and storing fodders
and grain.

Wednesday,
23 January 2013
At
approximately 01:00, the Israeli forces moved into ‘Ein al-Lawzeh neighborhood
in Sawlan village, south of the old city of Eastern Jerusalem, and raided
several houses. They arrested 3 children
and took them to “al-Maskoubia” detention centre, west of the city: Majdi Wael
Abu Tayeh, (13); ‘Alaa’ Tawfiq Abu Tayeh, (14); and Monther Riyad al-‘Abasi,
(15).
At
approximately 02:00, the Israeli forces moved into al-Shalalah Street in the
center of Hebron. They patrolled the
streets for some time and raided and searched several houses. They arrested 3 civilians and took them to an
unknown destination: ‘Amer Mohammed Bader, (30); Islam ‘Awad Shaker Bader,
(19); and Rami ‘Azmi Mahmoud Bader, (22).
At the same
time, the Israeli forces moved into al-Bireh and patrolled the streets. They took position at al-Barid Street in the
city centre for some time. They withdrew
later and neither more incidents nor arrests were reported.
At
approximately 02:30, the Israeli forces moved into Saffa village, west of
Ramallah. They raided and searched a
house belonging to the family of Yasser Hassan Karaja, and arrested his son,
Hassan, (28). Lawyer Muhanned Karaja, a brother
of the arrested person, said to a PCHR fieldworker that the Israeli forces
confiscated 3 laptops, documents and books belonging to his brother, Hassan.
At
approximately 06:15, the Israeli gunboats stationed off al-Waha resort in the
northern Gaza Strip opened fire heavily at Palestinian fishing boats for 15
minutes at a distance of 5 nautical miles off the shore. As a result, the fishermen were frightened
and fled for fear of being arrested or wounded. Neither casualties nor material damage were
reported.
At
approximately 08:40, the Israeli forces moved nearly 200 meters into
al-Qobtania area, southeast of Beit Hanoun, in the northern Gaza Strip. They leveled lands adjacent to the border
fence between the Gaza Strip and Israel, amidst sporadic shooting. As a result, the farmers and bird hunters,
who were in the vicinity of the aforementioned area, were frightened and fled
for fear of being wounded. At
approximately 14:30, the Israeli forces withdrew from the area and neither casualties
nor damages were reported.
At
approximately 10:30, the Israeli forces moved into Beit ‘Aor al-Tahta,
southwest of Ramallah. They patrolled
the streets for some time and later withdrew. No arrests were reported.
In the
afternoon, the Israeli forces killed a Palestinian woman and wounded another
one in Hebron in the south of the West Bank.
According to
investigations conducted by the Palestinian Centre for Human Rights (PCHR) and
eyewitnesses’ accounts, at approximately 14:00 on Wednesday, an Israeli car
(white Toyota Corolla) was traveling near the main road known bypass road #60
close to al-Arroub Agricultural College in Hebron. Two Israeli soldiers
in the military uniform were traveling in the car. A number of
Palestinian boys who were in the area threw stones at the car, which
immediately stopped near the sub-entrance of the College that has been closed
for several years by the Israeli forces using an iron gate. One of the
soldiers stepped down from the car and indiscriminately opened fire from a
machine gun at the branch road leading to the College. As a result, Lubna
Moneer al-Hanash, (21), from Jabal al-Mawaleh village east of Bethlehem, was
killed by a bullet to the head, and Su’ad Kahlil Ja’ara, (37), was wounded by a
bullet to the left hand. Both women were on the branch road nearly 50
meters away from the abovementioned bypass road. The two women were
evacuated to the National Hospital in Hebron. Soon after, the Israeli
forces and police arrived at the scene and declared the area a closed military
zone. A number of residents of al-Arroub refugee camp, which is nearly
200 meters away from the scene of the crime and clashed erupted between them
and the Israeli forces, which fired tear gas canisters and sound bombs. A
number of civilians suffered from tear gas inhalation.
At
approximately 15:00, the Israeli forces moved into Shaqba village, west of
Ramallah. They patrolled the streets for
some time and later withdrew. No arrests
were reported.
In the
afternoon, medical resources at Hadasa Hospital “A’ein Karim” declared that
Saleh Ahmed al-‘Aamreen, (15), from ‘Aayda refugee camp, north of Bethlehem,
died of his wounds which he had sustained on 18 January 2013. According to investigations conducted by PCHR,
at approximately 14:30 on Friday, 18 January 2013, dozens of boys and children
gathered at the eastern entrance of ‘Ayda refugee camp, north of Bethlehem, and
threw stones at the Israeli soldiers positioned inside the watchtower in the
vicinity of Belal Ben Rabah Mosque (Rachel Tomb), north of the town. The Israeli forces later positioned at the
main entrance of the camp and started firing sound bombs and tear gas canisters
at the demonstrators and opened fire at them.
As a result, al-‘Amareen was wounded in the head and was transported to
Beit Jala Public Hospital to receive treatment.
Due to his serious condition, the aforementioned child was transferred
to Hadasa “Aein Karim” where he stayed till they declared his death on the
above-mentioned day.
At
approximately 17:30, after declaring the death of Saleh al-‘Amareen of his
wounds sustained during the clashes, which broke out in the vicinity of Belal
Ben Rabah Mosque at the entrance of Bethlehem on 18 January 2013, dozens of
young men gathered at the entrance of al-‘Aeza refugee camp, north of the town,
and started throwing stones and empty bottles at the Israeli soldiers
positioned in the vicinity of the aforementioned mosque. The Israeli soldiers immediately fired tear
gas canisters, sound bombs and rubber-coated metal bullets at the demonstrators
and then moved towards the entrances of the camp amidst shooting. As a result, some of the demonstrators
suffered from tear gas inhalation and received treatment on the spot, except
Mohammed Maher ‘Amarnah, (21), from al-Dheisha refugee camp, south of the town,
as he suffered from severe gas inhalation and was transported to Beit Jala Public
Hospital. Eyad Sho’aeib Sa’aid Abu
Sha’aira, (22), was injured in his right foot with a gunshot and was transported
to Beit Jala Governmental hospital.
Ahmed ‘Alian al-Qadi, (24), was also hit by a tear gas canister in the
head and was then transported to Bethlehem Arab Society for Rehabilitation
where his injuries were described as serious.
At
approximately 19:00, the Israeli forces moved into Beit Ummar village, north of
Hebron. They patrolled the streets for
some time and deployed on the main street of the village. At approximately 21:00, they withdrew and
redeployed at the eastern entrance of the village.
Thursday,
24 January 2013
At
approximately 00:30, the Israeli forces moved into Qibatia village, south of
Jenin. They patrolled the streets and
raided several houses. They questioned
the houses’ owners on the spot and later withdrew. Neither more incidents nor arrests were
reported.
At
approximately 01:00, the Israeli forces moved into al-Thahriah village, south
of Hebron. They patrolled the streets. The then raided and searched a house
belonging to the family of Nabil Elias Oda al-Tal, (21), and arrested him.
At approximately
02:00, the Israeli forces moved into al-Tawani village, northeast of Yatta,
south of Hebron. They patrolled the
streets for some time and deployed between the houses. They withdrew later and neither house raids nor
arrests were reported.
At
approximately 06:00, the Israeli gunboats stationed off al-Waha resort in the
northern Gaza Strip, opened fire heavily at the Palestinian fishing boats for

when the 2 children tried to approach the border fence to infiltrate into
Israel. Ali Eid Hafiz al-Sakni, (44), said
to a PCHR fieldworker that he had missed his son since Thursday morning and at
approximately 14:00 started looking for him.
One of his friends, Ra’afat Abu Shawish, (18), told the father that he
went with him to the border fence, east of al-Boreij where he left his friend’s
son and came back to al-Nusseirat where he lives. Al-Sakni also said that Abu Shawish took his
son, Mohammed, and his friend, Khalid Shaqlan, to the border fence and then
came back.
At
approximately 08:00, the Israeli forces moved into Kafr Ne’ama village, southwest
of Ramallah. They patrolled the streets for
some time and withdrew later. No arrests
were reported.
At
approximately 08:30, the Israeli forces moved into Na’alin village, west of
Ramallah. They patrolled the streets for
some time and withdrew later. No arrests
were reported.
At the same
time, the Israeli forces moved into al-Jaftlak village, north of Jericho. They patrolled the streets for some time and
withdrew later. Neither house raids nor
arrests were reported.
At
approximately 09:30, the Israeli forces moved into Tulkarm. They patrolled the streets for some time and
went to the artesian wells. They
withdrew later and neither house raids nor arrests were reported.
At
approximately 09:45, the Israeli forces moved into Kafr Ra’ay village, southwest
of Jenin. They patrolled the streets for
some time and withdrew later. Neither

At the same
time, the Israeli forces moved into Fahmah village, southwest of Jenin. They patrolled the streets for some time and

At the same

At
approximately 14:40, the Israeli forces moved into Qalqiliya. They patrolled the streets for some time and

At
approximately 15:00, the Israeli forces positioned at the eastern entrance of
Beit Ummar village, north of Hebron, attacked Palestinian civilians during a
funeral in the village cemetery at the main street, called no. (60). The
Israeli forces fired sound bombs and tear gas canisters at the civilians. As a result, some of them suffered from gas
inhalation. Mohammed ‘Awad, Coordinator
of the Popular Committee against the Wall and Settlements, said to a PCHR
fieldworker, that the Israeli forces fired sound bombs and tear gas canisters
during the funeral of Fayqa Ikhlayel in an attempt to deny people access to the
cemetery. One of the soldiers also fired
a tear gas canister into a commercial store belonging to Mofeed Khalid ‘Alqam.
At
approximately 18:30, the Israeli forces moved into Tulkarm for the second time
in only few hours. They patrolled the
streets for some time and withdrew later.
Neither house raids nor arrests were reported.
At
approximately 20:20, the Israeli forces moved into Kafr Qadoum, northeast of
Qalqilya. They patrolled the streets for

approximately 00:30, the Israeli forces moved into Fahmah village, southwest of
Jenin. They patrolled the streets for

At approximately
02:30, the Israeli forces moved into Jericho. They patrolled the streets for
some time and withdrew later. No arrests were reported.
At
approximately 02:40, the Israeli forces moved into Deir Balout village, west of
Salfit. They raided and searched a house
belonging to the family of Qidar Soliman Salih Mustafa, (24), and arrested him.
At
approximately 03:00, the Israeli forces moved into Kafr Qadoum village,
northeast of Qalqilya. They patrolled
the streets for some time and withdrew later.
Neither house raids nor arrests were reported.
At
approximately 06:30, the Israeli gunboats stationed off al-Waha resort in the
northern Gaza Strip, opened fire heavily at the Palestinian fishing boats for
20 minutes at a distance of 5 nautical miles off the shore. As a result, the fishermen were frightened
and fled for fear of being arrested or wounded. Neither casualties nor material
damage were reported.
At
approximately 08:20, the Israeli forces positioned on watchtowers, east of
Islamic Martyrs cemetery, east of Jabalya in the northern Gaza Strip, opened
fire for 10 minutes at farmers, bird hunters and workers who were collecting
stones, who were in the vicinity of the cemetery. As a result, they were frightened and forced
to flee for fear of being wounded. No casualties
were reported.
At approximately
15:45, the Israeli forces moved into Kafr Qadoum village, northeast of
Qalqilya. They raided and searched a
house belonging to the family of Ghalib Helmi Jamil Eshteiwi, (24), and
arrested him. After they arrested the
aforementioned, the Israeli forces raided a house belonging to Zahi Taher Abdel
Hadi Ali, (46), and beat him by the hands, legs, and their gun butts.
At the same time, Hasan Abu Hetah, (28), from Hebron, sustained
minor injuries with
a stun grenade fired by the Israeli forces. An
eyewitness stated that the Israeli soldiers fired the stun grenade while the
aforementioned was near the main street adjacent to “Karayat Arba’a”
settlement, built on the Palestinian lands, southeast of Hebron.
At approximately 14:00, the Israeli forces moved into al-‘Arqa
village, west of Jenin. They patrolled
the streets when a number of boys gathered to throw stones and empty bottles at
them. The Israeli soldiers then fired in
response stun grenades and tear gas canisters at the stone throwers. The Israeli forces later withdrew and neither
house raids nor arrests were reported.
At the same time, the Israeli forces move into Ya’abod village,
southwest of Jenin. They patrolled the
streets for some time and later withdrew.
Neither house raids nor arrests were reported.
At approximately 15:30, the Israeli forces positioned at the border
fence, northeast of Islamic Martyrs cemetery, east of Jabalya in the northern
Gaza Strip, opened fire and also fired tear gas canisters at a group of
civilians, who were a few meters away to the west of the border fence. As a result, 4 civilians were wounded,
including 2 children:
1- Baker Hashem al-Fayoumi, (20),
from al-Sheja’aya neighborhood, sustained shrapnel injuries in the left side of
his neck in the right thigh;
2- Mohammed Hatem Mohammed Eid
al-Summery, (16), from al-Sheja’aya neighborhood, sustained a seven centimeter
long and 2 centimeter deep cut in the left cheek;
3- Faisal Naser Yousif al-Summery,
(18), from al-Sheja’aya neighborhood, injured with a gunshot in his right
thigh;
4- Nidal Hussein Ahmed Nofal, (12),
from Block 9 in Jabalya, injured with a gunshot in the left hand.
It should be
mentioned that Palestinian farmers and civilians, following the truce signed
between the armed groups and Israel after the latest offensive on the Gaza
Strip, went back to the buffer zone, which is 300 meters along the border fence
between the Gaza Strip and Israel, imposed by the Israeli forces, in order to
break the decision made by the Israeli forces and to help farmers have access
to their lands after being denied the use of them.
At
approximately 15:40, the Israeli forces positioned on watchtowers at the border
fence, in addition to soldiers who got out of their vehicles, opened fire and
fired dozens of tear gas canisters at a group of civilians, who were a few
meters away from the border fence, north of Bouret Abu Samrah, north of Beit
Lahia, in the northern Gaza Strip. As a
result, Adham Abdullah Salim al-Dabji, (18), from Beit Lahia housing project in
the northern Gaza Strip, sustained injuries in his lips as he was hit by a tear
gas canister at the mouth.
At
approximately 16:00, the Israeli forces moved into al-Fahs area, south of
Hebron. They patrolled the streets and
raided a stone-pit in the area where they arrested 2 brothers and took them to
an unknown destination: Jebreel, (22), and Mos’aab Abdel ‘Azim Abu Tarki, (20).
Saturday, 26 January
2013
At approximately 01:00, the Israeli forces moved into Tarousa
village, west of Dora, southwest of Hebron.
They patrolled the streets for some time and withdrew later. No house raids and arrests were reported.
At approximately
02:00, the Israeli forces moved into Beit Awla village, west of Hebron. They raided
and searched several houses. They
arrested Sajed Mohammed Adam Id’aeibes, (21); and Mohammed Ahmed al-‘Aomla,
(23), and took them to an unknown destination.
At approximately 03:30, the Israeli forces moved into Bethlehem and
positioned on al-Saf Street in the city centre.
They raided and searched a house belonging to the family of Omar Sami
al-Harimi, and arrested his son, Mohammed, (19).
At approximately 06:30, the Israeli gunboats stationed off al-Waha
resort in the northern Gaza Strip, opened fire heavily at the Palestinian fishing
boats for 10 minutes at a distance of 5 nautical miles off the shore. As a result, the fishermen were frightened
and fled for fear of being arrested or wounded. Neither casualties nor material damage were
reported.
At approximately 07:30, the Israeli forces moved into al-Yamoun
village, northwest of Jenin. They patrolled
the streets and then raided and searched a house belonging to the family of
Abdel Ghani Salim Abu al-Hayjaa’, (55), who was arrested on Thursday, 10
January 2013, to look for his son, Samid, (24), claiming that he is wanted. It should be noted that the Israeli forces
raided the same house on Monday morning, 14 January 2013, and arrested his
friend, Mojahid, (22). It should be also
noted that the said house was raided several times this month under the pretext
of looking for Abu al-Hayjaa’s son, Samid.
At approximately 09:30, the Israeli forces moved into ‘Aanin
village, northwest of Jenin. They
patrolled the streets for some time and withdrew later. Neither house raids nor arrests were

At approximately 12:45, the Israeli forces moved into ‘Arraba village,

At approximately 15:00, the Israeli forces arrested Ashraf Shokri
Salim Abu Qleiq, (16), from al-Oula village in Um al-Naser village “the Bedouin
village” in the northern Gaza Strip, as he passed the northern border fence
between the Gaza Strip and Israel, north of the aforementioned village. Abu Qleiq’s father reported that his son was
missed on Saturday afternoon, 19 January 2013, and he informed the International
Committee of the Red Cross (ICRC). The ICRC
then informed the father that his son had been arrested by the Israeli forces
and he is in Ashkelon Prison and that he should hire a lawyer for him. The father said that he does not know the
real reasons his son went to the border area for and he is awaiting the
indictment against his son to know the charge against him.
At approximately 16:30, the Israeli forces moved into Ya’abod
village, southwest of Jenin. They
patrolled the streets for some time and withdrew later. Neither house raids nor arrests were
reported.
At approximately 22:30, the Israeli forces moved into al-Moghir village,
northeast of Ramallah. They patrolled
the streets for some time and withdrew later.

At approximately 01:00, the Israeli
forces moved into Abu Sneinah quarter in the centre of Hebron. They patrolled the streets and deployed
between houses. They then raided and
searched a house belonging to the family of Anas Joudi Abdel Rahim Abu Hadeed,
(19), and arrested him.
At the same
time, the Israeli forces moved into Fasayel village, northwest of Jericho. They patrolled the streets for some time and
withdrew later. No arrests were
reported.
At
approximately 02:00, the Israeli forces moved into al-Bostan neighborhood in
Silwan, south of the old city in the eastern Jerusalem. They raided a house belonging to the family of
Mousa Oda, Member of the Committee for the Defense of the Bustan neighborhood,
after breaking the outer gate. They then
arrested his son, Mohammed, (25), and transported him to “al-Maskoubia”
detention centre, west of the city. It
should be mentioned that Oda was released a year ago after spending a year and
a half in the Israeli jails. This arrest
comes in conjunction with his brother being sentenced with house arrest, his
father being released two weeks ago, and his younger brother, Msallam, being
subjected to detention for more than 13 times.
At
approximately 02:20, the Israeli forces moved into Beit Fajjar, south of
Bethlehem. They patrolled the streets
and raided and searched several houses.
They arrested Hamza Mahmoud Taqatqa, (20), and Bassam Salim Taqatqa,
(22), from their houses in al-Sousa valley area.
At
approximately 03:50, the Israeli forces moved into Bethlehem. They patrolled the streets and raided and
searched 2 houses belonging to the families of ‘Alaa’ ‘Awad ‘Abyat, (32), and
Mo’aaz Saleh Jado, (31). They handed
them notices to appear before the Israeli intelligence in “Ghosh ‘Atsyon”
complex, south of the city.
At
approximately 05:30, the Israeli forces moved into Bitounia village, west of
Ramallah. They patrolled the streets for
some time and withdrew later. No arrests
were reported.
At
approximately 07:00, the Israeli gunboats stationed off al-Waha resort in the
northern Gaza Strip, opened fire heavily at the Palestinian fishing boats for
20 minutes at a distance of 5 nautical miles off the shore. As a result, the fishermen were frightened
and fled for fear of being arrested or wounded. Neither casualties nor material
damage were reported.
At
approximately 15:00, the Israeli forces moved into al-‘Arqa village, west of Jenin. They patrolled the streets for some time and withdrew
later. No more incidents were reported.
At
approximately 15:20, the siraeli forces moved into Kafr al-Deek, west of
Salfit. They patrolled the streets and
detained a number of civilians while they were on their way to a condolence
house near the main street in the village.
They held their ID cards and questioned them. An intelligence officer introduced himself as
the new officer in the area and opened a field interrogation with the young men
about the nature of their work and their phone numbers. He gave them phone numbers for the intelligence
office. After 1 hour of questioning, the
Israeli forces released them and withdrew at approximately 14:40.
At
approximately 15:45, the Israeli forces moved into al-Jalma village, north of
Jenin. They patrolled the streets for
some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 17:00, the Israeli forces moved into al-‘Arqa village, west of Jenin,
for the second time in 2 hours. They
patrolled the streets and raided an under construction house belonging to ‘Amer
Mohammed Ibrahim Yehia and turned it into a military observation point. A number of boys gathered to throw stones and
empty bottles at the Israeli forces which fired in response sound bombs and
tear gas canisters at the stones throwers.
They withdrew later and neither more incidents nor arrests were
reported.

approximately 01:00, Israeli forces moved into Tulkarm. They patrolled the streets for some time and
later withdrew. Neither house raids nor
arrests were reported.
At
approximately 01:30, the Israeli forces moved into Tayasir village, east of
Tubas. They patrolled the streets and
raided and searched a number of houses.
They arrested and took ‘Amer Ahmed al-Dabek, (22), Student at Al-Quds
Open University, and Abdel Hadi Yousif Subeih, (22), to an unknown destination.
At approximately
02:00, Israeli forces moved into Beit Ummar village, north of Hebron. They patrolled
the streets and deployed between the houses.
They raided and searched a house belonging to the family of Ahmed Khalil
Abed Abu Hashim, (42). They attacked the
wife of Abu Hashim, Hamdah Ahmed Abu Hashim, (42), destroyed a camera, which
was with her husband, and then attacked the later. The Israeli forces threw a stun grenade
inside the aforementioned house, handed Abu Hashim a notice to appear before
the Israeli Intelligence in “Kfar ‘Atsyon”, and arrested Abu Hashim’s son,
Hamza, (14), and took him to an unknown destination. At approximately 02:30, the Israeli forces
raided a house belonging to the family Mohammed Issa Naser Ikhalyel, (45), and arrested
him.
At the same
time, the Israeli forces moved into Tulkarm. They patrolled the streets and
positioned on Nablus Street near the Arab Bank.
They surrounded a number of buildings as they were looking for the house
of Brigadier General Mohammed Sami ‘Alaa’ al-Deen ‘Ashour, (25). At approximately 03:00, the Israeli forces knew
where the said house was and rand the bell of the apartment to ask him to come
down. As soon as he had gone down, he
was arrested. The Israeli forces later
withdrew and took the aforementioned to an unknown destination.
At
approximately 03:30, the Israeli forces moved into ‘Ayda refugee camp, north of
Bethlehem. They raided and searched two
houses belonging to Mohammed Omar Zeeb al-Badawna, (23), and Mahmoud Awad
al-A’araj, (21), a ormer prisoner, and handed both of them notices to appear
before the Israeli intelligence in “Ghosh ‘Atsyon” complex, south of the town.
At approximately 18:00, the Israeli forces positioned at the border
fence with Israel, east of al-Salqa Valley village, east of Deir al-Balah,
arrested Mohammed Sa’id Mohammed Abu Mogheisib, (19), and Abdullah Mahmoud
Mohammed Abu Mogheisib, (17), while they were trying to cross the border into
Israel to work.
At

the family of Rayan Yaser Oda al-Natshah, (22), and arrested him.
At the same
time, the Israeli forces moved into ‘Aaba village, east of Jenin. They patrolled the streets and raided and
searched a house belonging to the family of Saber Abdel Karim Saleh ‘Azmatah,
(27), whom they arrested and took to an unknown destination.
At
approximately 01:30, the Israeli forces moved into Nablus. They patrolled the streets and raided and
searched a number of houses. They
arrested Husni Emad Husni ‘Amodudi, (23), from his house in Kashika street in
Ras al-Ein, south of the city, and Mohammed Khalid al-Madani, (22), from his
house in Rafidia neighborhood, west of the city.
At the
same time, the Israeli forces moved into al-Boq’aa in the village centre. They raided and searched several houses. They
arrested Yazan Ashraf Badawi Ikhlayel, (15), and Ibrahim Mohammed Abdel Hamid Ibraghith,
(40), and took them to an unknown destination.
At
approximately 02:00, the Israeli forces moved into Yatta, south of Hebron. They patrolled the streets and positioned at
al-Faqeer area in the centre of the city.
They raided and searched a house belonging to the family of Ratib Yousif
Naji al-Jbour, (50), Coordinator of the Popular Committee against the wall and
settlements. They handed the
aforementioned a notice to appear before the Israeli intelligence in “Ghosh
‘Atsyon” settlement, south of Bethlehem.
At
approximately 02:10, the Israeli forces moved into Qalqilya. They patrolled the streets for some time and
withdrew later. Neither house raids nor
arrests were reported.
At
approximately 11:05, the Israeli forces, who got out of their jeep east of
al-Sha’afah area, east of Beit Hanoun, north of the Gaza Strip, opened fire at
a group of farmers and Palestinian and foreign activists, who were in al-Ba’a
land which is 400 meters west of the eastern border fence between Israel and
the Gaza Strip. Neither Injuries nor
property damages were reported.
Saber
al-Zaa’anin, Coordinator of the local initiative in Beit Hanoun and who
supervises on such solidarity activities with the Palestinian farmers who are
subjected to shooting by Israeli forces.
At approximately 10:20, al-Zaa’anin, accompanied with 8 foreigner
solidarity activists and 14 Palestinian solidarity activist from the local
initiative in Beit Hanoun, went to al-Ba’a farmland to help farmers harvesting
their crops. Only moments before
finishing their job, a number of Israeli soldiers got out of their jeep to
position at the eastern border fence and started directly shooting at them. As a result, they were all frightened and
forced to flee for fear of being injured.
No injuries were reported.
At
approximately 11:30, the Israeli forces positioned 230 meters from the border
fence with Israel, north of Dimrah area, northeast of Beit Hanoun in the
northern Gaza Strip, opened fire at a group of gravel and iron collectors, who
were in Qarmout area in the same area.
As a result, Mamdouh Muhanna Mansour al-Kafarnah, (19), from Dimra, was
wounded by a bullet in the left thigh, and was transported by a group of
workers on a horse cart. When they
arrived near the agriculture school, north of Beit Hanoun, he was taken by a
Palestinian Red Crescent ambulance to Beit Hanoun Public Hospital where his
injury was x-Rayed. Due to bleeding in
the foot, he was transferred to receive treatment at Kamal Odwan hospital where
his injuries were described moderate.
At
approximately 17:00, the Israeli forces moved into ‘Asidah area in the centre
of Beit Ummar village, north of Hebron.
They patrolled the streets and deployed between houses to do provocative
actions. A group of boys gathered and
threw stones at the Israeli soldiers who fired tear gas canisters and stun
grenades at the stone throwers and houses.
As a result, the windows of a house belonging to Ahmed Jadi’a al-‘Allami,
(65), broke and some of his internal furniture.
Some of the residents suffered from tear gas inhalation.

In the early dawn hours, a group of undercover units, who looks
like the Palestinian civilians in dress and appearance, belonging to the
Israeli forces, moved to Jenin while the Israeli forces were positioning at the
western entrance of the city. The
undercover units moved into al-Nasrah Street and then the Israeli forces moved
into the city. They then raided a house
belonging to Naser Tawfiq Sadiq Ighbariah “al-Kakh”, (45), in the eastern
neighborhood, and arrested him.
Meanwhile, the undercover units raided a house belonging to the family
of Borhan Mohammed Sha’ban Hashash, (20), in al-Nasrah Street and arrested
him. They later withdrew and took him to
an unknown destination.
At approximately 01:30, the Israeli forces moved into al-Khader
village, south of Bethlehem. They
patrolled the streets and raided and searched a house belonging to the family
of Firas Khader Gharib, (23). They
arrested the aforementioned and took him to an unknown destination.
At approximately 03:30, the Israeli forces moved into Qabatia village,
south of Jenin. They patrolled the
streets and raided and searched a house belonging to the family of Ahmed Omar
Hassan Nazzal, (21). They arrested the
aforementioned and took him to an unknown destination.
At approximately 03:50, the Israeli forces moved into Bethlehem. They patrolled the streets and positioned on
al-Fawaghra Street. They raided and
searched a house belonging to the family of Hani Ibrahim Souman. They arrested his son, Ibrahim, (21), and
took him to an unknown destination.
At approximately 10:00, the Israeli forces moved into Ya’bad
village, southwest of Jenin. They patrolled
the streets and positioned “al-Maloul” quarter, south of village. They raided an under construction house
belonging to the family of Nasim Sami Mohammed Abu Baker, (28), and went to the
roof. They turned the house into a
military observation point. Some
eyewitnesses said to a PCHR fieldworker that the Israeli forces raised the
Israeli flag on the roof.
2- Use of
Excessive Force against Peaceful Demonstrations Protesting Settlement
Activities and the Construction of the Annexation Wall
During
the reporting period, Israeli forces used force against peaceful demonstrations
organized by Palestinian civilians and international and Israeli human rights
defenders in protest at the construction of the wall and settlement activities
in the West Bank. As a result, 5
Palestinian civilians were injured, including two children. Four of them were wounded in the Bil’ein
weekly peaceful demonstration, including a child, a member and a photographer
of the Popular Committee against the Wall and the Settlement Activity in
Bil’ein and an Israeli solidarity activist, while a child was wounded in Nabi
Saleh weekly demonstration.
Following the Friday Prayer on 25 January 2013, dozens of
Palestinian civilians and international and Israeli human rights defenders
organized a peaceful demonstration in Bil’ein village, west of Ramallah, in
protest to the construction of the annexation wall. The demonstrators gathered in the streets of
the village, chanting slogans calling for national unity. The protesters aimed to stress the need to
adhere to national principles and the right of return, to resist the occupation
and to call for the release of all Palestinian prisoners. The protesters raised Palestinian flags and
made their way towards the lands adjacent to the annexation wall. The Israeli forces closed all ways and
entrances to the village since early morning hours, to prevent Palestinians,
journalists and international activists from joining the protest. The protesters raised Palestinian flags and
made their way towards the wall. They
called through megaphones for Israeli settlers in “Mitityahu” settlement to
leave Palestinian land. Israeli soldiers
stationed in the area fired rubber-coated metal bullets, sound bombs and tear
gas canisters at the demonstrators. As a
result, 4 demonstrators sustained
wounds, a child, a member and a photographer of the Popular Committee against
the Wall and the Settlement Activity in Bil’ein and an Israeli solidarity
activist. Also dozens of demonstrators
suffered from tear gas inhalation and others sustained bruises.
The injured participants are:
1. Dr. Rateb Mahmoud Mohammed Abu-Rahma (27), a member of the
Popular Committee against the Wall and Settlement Activity in Bil’ein, hit by a
tear gas canister to his right foot.
2. Hamdi Fathi Mustafa Abu-Rahma (26), a photographer for the
Popular Committee against the Wall and Settlement Activity, hit by a tear gas
canister to the right side of his neck.
3. Mohammed Hussain Mohammed Hamad (15), hit by a tear gas canister
in the right foot.
4. David, an Israeli solidarity activist (60), hit by tear gas
canister in the left arm.
Also following the Friday Prayer on 25 January 2013, dozens of
Palestinian civilians and international and Israeli human rights defenders
organized a peaceful demonstration in Ne’lin village, west of Ramallah, in
protest at the construction of the annexation wall and settlement
activities. The demonstrators moved
towards areas of the annexation wall. Immediately,
Israeli soldiers stationed in the area fired rubber-coated metal bullets, sound
bombs and tear gas canisters at the demonstrators. As a result, dozens of demonstrators suffered
from tear gas inhalation and others sustained bruises.
Around the same time on Friday, 25 January 2013, dozens of
Palestinian civilians and Israeli and international human rights defenders
gathered in the Martyrs Square in Nabi Saleh village, northwest of Ramallah, to
hold a weekly peaceful protest against the construction of the annexation wall
and settlement activities, entitled: “In support of the prisoners on
hunger strike in the Israeli prisons.”
The protesters walked towards the gate erected by Israeli forces near
the entrance of the village, which leads to Palestinian lands that Israeli
settlers from the nearby “Halmish” settlement are trying to
seize. Israeli soldiers fired live and
rubber-coated bullets, sound bombs and tear gas canisters at the protesters. As a result, a 17-year-old child was hit by a
tear gas canister to the head and dozens of demonstrators suffered from tear
gas inhalation and others sustained bruises.
At the same time on Friday, dozens of Palestinian civilians and
international human rights defenders gathered in Budrus village, west of
Ramallah and al-Bireh, for a peaceful protest against the annexation wall and
settlement activity. The demonstration
was entitled: “In memory of the Killing of Samir Amed Awad.” The settlers walked through the village
streets and headed towards the wall. The
Israeli forces closed the wall gates with barbered wires, and when the
demonstrators attempted to cross wall to the land behind it, the forces stopped
them and so the demonstrators threw rocks at them. The Israeli soldiers fired tear gas canisters
and rubber-coated bullets. As a result,
dozens of demonstrators suffocated from tear gas inhalation.
Also following the Friday Prayer, dozens of Palestinian civilians
and international human rights defenders organized a peaceful demonstration in
the center of al-Ma’sara village, south of Bethlehem, in protest at the ongoing
construction of the annexation wall. As
the protestors moved towards the gate of the village, the Israeli forces closed
it to prevent the demonstration from gaining access to the confiscated land and
attacked the participants; as a result, some demonstrators suffered from tear
gas inhalation and others sustained bruises.
At approximately 12:15 on the same Friday, dozens of Palestinian
civilians and international human rights defenders organized a peaceful
demonstration in the center of Kuffor Kadoum village, northeast of Qalqilya, in
protest to the continuous closure of the eastern entrance of the village since
the outbreak of al-Aqsa Intifada. The
demonstrators moved towards the entrance of the village. Immediately, Israeli
forces, stationed in the surroundings of the steel gate established at the
entrance, fired tear gas canisters and sound bombs at them. No injuries were reported.
After the Palestinian Minister of
Prisoners Affairs, Mr. ‘Issa Karake’, declared the PNA’s intention to build a
village for the prisoners released from the Israeli jails on Palestinian
civilians’ lands west of ‘Anin village, to the west of Jenin, and called it
Kasser al-Kaid village (Breaking the chains), at approximately 15:30 on Friday,
25 January 2013, Mr. Rabah Roshdi Abdallah Yassin (49), owner of the land,
accompanied by the head of the village council and a number of the village’s
youths and a digger, went to prepare the land for erecting tents on it the next
day. Immediately after arriving to the
land, Israeli forces arrived at the scene and stopped them from working. At approximately 14:30 on Saturday, 26
January 2013, the Israeli forces declared ‘Anin village a closed military zone,
and deployed its soldiers in the village, accompanied by a number of military
vehicles. They were also stationed at
the village’s gate, and denied a number of Palestinian officials from entering
the village, including the Mayor of Jenin, the Minister of Prisoners Affairs
and Jammal Howail, member of the Palestinian Legislative Council (PLC). Moreover, dozens of journalists and human
rights activists and representatives of legal organizations were denied entry
as well. Later, the Palestinian
officials and the human rights activists gathered at the eastern entrance of
the village, while the youth of ‘Anin village gathered at the western
entrance. Young men threw the Israeli
soldiers with rocks and empty bottles.
Immediately, the Israeli soldiers fired sound bombs and tear gas
canisters at the crowd; as a result, dozens of them suffered from tear gas
inhalation. The Israeli soldiers also
beat Mr. Jamal Howail after engaging in a skirmish with them. Palestinian civilians Ahmed (24) and Yousif
(32) Sha’ban Shafe’ Yassin were arrested while trying to leave the village and
join the gathered demonstration at the village’s entrance.
At approximately 11:30 on Saturday, 26 January 2013, dozens of
Palestinian civilians, international and Israeli human rights defenders,
gathered in the Center of Bait Ummar village, north of Hebron, for the weekly peaceful
demonstration organized against the settlement expansion policy, the wall and
the arrest of children. The
demonstrators headed towards the confiscated farmlands near the security fence
of “Kermi Tsour” settlement, east of the village. A group of Israeli soldiers surrounded the
demonstrators and fired sound bombs and tear gas canisters at them; as a
result, dozens of participants suffered from tear gas inhalation. The soldiers also assaulted a number of the demonstrators
by kicking and punishing them. The
assaulted demonstraters were identified as: Moussa Abdel-Hamid Abu-Maria (44)
and Ahmed Abu Hashim (45). The Israeli
soldiers detained an Israeli solidarity activist, Kobi (43), and released him
later.
3- Continued
Closure of the oPt
Israel has continued to impose a tightened closure on the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.
Gaza
Strip
Israel has
continuously closed all border crossings to the Gaza Strip for nearly 5 years. The illegal Israeli-imposed closure of the
Gaza Strip, which has steadily tightened since June 2007, has had a disastrous
impact on the humanitarian and economic situation in the Gaza Strip.
The IOF
have tightened the closure of the Gaza Strip, making Karm Abu Salem crossing the
sole commercial crossing of the Gaza Strip, although it is not suitable for
commercial purposes, in terms of its distance and operational capacity.
The IOF
have continued to apply their policy aimed at tightening the strangulation of
the commercial movement in the Gaza Strip, including imposing total control
over the flow of imports and exports.
The
total closure of al-Mentar “Karni” crossing on 02 March 2011 has
created a terrible situation that has seriously affected the Gaza Strip. Following this closure, all economic and
commercial establishments in Gaza Commercial Zone were shut off. It should be noted that al-Mentar crossing is
the biggest crossing in the Gaza Strip, in terms of its operational capacity to
absorb the flow of imports and exports. The
decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which was dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.
The IOF
have continued to impose a total ban on the delivery of raw materials to the
Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials
allowed into Gaza
do not meet the minimal needs of the civilian population in the Gaza Strip.
The
cooking gas crisis, which erupted last November, has continued to affect the
Gaza Strip. This crisis was created on
04 January 2010, when Israeli occupation authorities totally closed the Nahal
Oz crossing, which used to be dedicated to the delivery of fuel and cooking gas
supplies to Gaza. They shifted fuel and
cooking gas supplies to the Karm Abu Salem crossing, which is not equipped to
receive Gaza’s fuel needs. The Karm Abu
Salem crossing, with its maximum absorptive capacity, can receive only 200 tons
of cooking gas per day.
Approximately
80% of Gaza civilians continue to depend on humanitarian aid provided by UNRWA
and other relief agencies, the number of families who are living below the
poverty line has continued to increase, and approximately 40% of Gaza’s
manpower continues to suffer from permanent unemployment as a result of
shutting down the majority of Gaza’s economic establishments.
The IOF
have continued to impose a total ban on the export of products from Gaza,
especially industrial products, undermining any real chance of reopening economic
establishments. The situation has been
aggravated since the Karm Abu Salem crossing was designated as Gaza’s sole
commercial crossing; the repeated closure of this crossing negatively affects
the quantity of Gaza products which are allowed to be exported.
For approximately 6 consecutive years, the IOF have continued to
ban the delivery of construction materials to Gaza. During the reporting period, the IOF approved
the delivery of limited quantities of construction materials for a number of
international organizations.
Israel has continued to close the Beit Hanoun (Erez) crossing for
Palestinian civilians from the Gaza Strip.
The IOF only allow the movement of limited groups amidst severe
restrictions, including long hours of waiting in the majority of cases. The IOF have also continued to adopt a policy
aimed at reducing the number of Palestinian patients allowed to move via the
Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in
the West Bank and Jerusalem. The IOF
denied new categories of Gazan patients permission to access hospitals via the
crossing.
Israel has imposed additional access restrictions on traders,
international diplomats, journalists and humanitarian workers seeking to enter
the Gaza Strip.

On Wednesday, 23 January 2013, Israeli forces allowed the
exportation of 8 truckloads of plastic and a truckload of water pumps.
On Thursday, 24 January 2013, Israeli forces allowed the
exportation of 1.5 tons of strawberry, 45,000 carnation flowers and 300
kilograms of mint.
Other Imports:
On Wednesday, 23 January 2013, Israeli forces allowed the entry of
480 tons of cement, 279 tons of construction steel and 1820 tons of
construction aggregates for UNRWA; 1470 tons of construction aggregates for the
private sector; and 1960 tons of construction aggregates for the Palestinian
Water Authority. They also allowed the
entry of 429 tons of fodders and 663 tons of wheat.
On Thursday, 24 January 2013, Israeli forces allowed the entry of
2030 tons of construction aggregates for UNRWA; 35 tons of construction steel
for the German Development Bank (GDB); 980 tons of construction aggregates fot
the private sector; and 1680 tons of construction aggregates fot the
Palestinian Water Authority. They also
allowed the entry of 468 tons of fodders and 741 tons of wheat.

Israel has imposed a tightened closure on the West Bank. During the reporting period, IOF imposed
additional restrictions on the movement of Palestinian civilians:
Ramallah:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately
07:30 on Wednesday, 23 January 2013, Israeli forces established a checkpoint at
the road linking Beit Loqia and Kharabtha village, southwest of Ramallah. At approximately 11:3, the Israeli forces
re-established its presence at ‘Attara checkpoint at the northern entrance of
Beir Zait, north of Ramallah. At
approximately 09:00 on Friday, 25 January 2013, Israeli forces established a
checkpoint at the entrance of Nabi Saleh village, northwest of Ramallah, and
another one at 10:00 at the entrance of Beit Loqia village, southwest of the
city. At approximately 14:30, Israeli
forces re-established its presence at ‘Attara checkpoint at the northern
entrance of Beir Zait, north of Ramallah. At approximately 18:00, the Israeli
forces established a checkpoint at the entrance of Beit ‘Our al-Tahta village,
southwest of the city. At approximately
08:00 on Saturday, 26 January 2013, Israeli forces established a checkpoint at
the entrance of Beit Loqia village, southwest of the city. At approximately
17:00, the forces re-established its presence in the area. At approximately 16:00 on Sunday, 27 January
2013, Israeli forces established a checkpoint under the bridge of Kherabtha

At approximately 21:00 on Monday, 28 January 2013, Israeli forces
established a checkpoint on the road linking Beit Seira and Beit Loqia
villages, southwest of Ramallah. All
checkpoints were later removed. No
arrests were reported.
Hebron: Israeli forces have continued to impose
severe restrictions on the movement of Palestinian civilians. At approximately 07:00 on Thursday, 24
January 2013, Israeli forces established a checkpoint at the road linking
al-Burj and al-Zaheria villages, south of Hebron. At approximately 07:30, another checkpoint
was established by the entrance of Tarrama village near bypass road (60), east
of Doura, southwest of the city. At the
mean time, the Israeli forces established a checkpoint at the western entrance
of Yatta, south of Hebron. At
approximately 15:00, another checkpoint was established at the entrance of
Sa’ir village, northeast of the city. At
approximately 15:30, a checkpoint was established on the road linking Doura and
its southern villages. At approximately 07:30 on Saturday, 26 January 2013,
Israeli forces established a checkpoint at Abu-Reisha valley road, west of
Ethna village, west of Hebron. At
approximately 08:00, another checkpoint was established by the entrance of Beit
‘Einoun village, east of the city. At
approximately 07:30 on Sunday, 27 January 2013, Israeli forces established a
checkpoint by the entrance of al-Samou’ village, south of Hebron, while another
was established at approximately 15:00 by the entrance of Tafouh village, west
of the city. At approximately 07:00 on
Tuesday, 29 January 2013, Israeli forces established a checkpoint by the
entrance of ‘Abdoh village, southeast of Doura, southwest of Hebron. At approximately 09:00, another checkpoint
was established by the entrance of al-Shahna Valley village, near bypass road
(60), southeast of Doura. All
checkpoints were removed later, no arrests were reported.
Qalqilya:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately
15:00 on Saturday, 26 January 2013, Israeli forces established a checkpoint at
the entrance of ‘Azzoun ‘Attma village, southeast of Jenin. Another checkpoint was later established at
approximately 20:15 by the eastern entrance of ‘Azzoun village, east of the
city. At approximately 20:20, the
Israeli forces established a checkpoint by the main Qalqilya-Nablus road, near
the “Ma’ale Shomron” settlement.
At approximately 21:10 a checkpoint was established at the intersection
of Jeet village, northeast of the city.
At approximately 16:45 on Sunday, 27 January 2013, Israeli forces
established a checkpoint by the entrance of ‘Azzoun village, east of Qalqilya. At approximately 17:30, another checkpoint
was established by the eastern entrance of the city. At approximately 19:20, a checkpoint was
established between ‘Azzoun and ‘Assla villages, east of Qalqilya. At approximately 21:15, a checkpoint was
established by the intersection of ‘Azzoun al-Tabib village, east of the city;
the soldiers detained Othman Bayan Tabib (13) for an hour, under pretext that h
e threw rocks at the Israeli vehicles passing on the main Qalqilya-Nablus
road. He was released at 22:20. At approximately 16:50 on Monday, 28 January
2013, Israeli forces established a checkpoint by the entrance of ‘Izzbat
al-Tabib village, east of Qalqilya. All
checkpoints were later removed; no arrests were reported.
Jericho:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately
11:00 on Thursday, 24 January 2013, Israeli forces established a checkpoint by
al-Ma’rajat road, linking Jericho and Ramallah. At approximately 06:00 on
Friday, 25 January 2013, Israeli forces established a checkpoint by the
entrance of al-Zbidat village, north of Jericho. At approximately 08:00 a checkpoint was
established by the entrance of Jiffltik village, north of the city. At approximately 16:30, Israeli forces
established a checkpoint by the southern entrance of Jericho. At approximately 19:30 on Saturday, 26
January 2013, Israeli forces established a checkpoint by the entrance of Marj
Na’ja village, north of the city. At
approximately 21:30 another checkpoint was established by the entrance of
al-‘Ouja village, southeast of Jericho.
At approximately 10:30 on Sunday, 27 January 2013, Israeli forces
established a checkpoint by the entrance of al-Jiffiltik village, north of the
city. At approximately 18:30, another
checkpoint was established by the southern entrance of the city. At approximately 21:30, another checkpoint
was established by the entrance of al-Zbidat village, north of the city. At approximately 09:40 on Monday, 28 January
2013, Israeli forces established a checkpoint by the southern entrance of

Saturday, 26 January 2013, Israeli forces established a checkpoint on the road
linking Te’nek and ‘Anin villages, northwest of Jenin. At the mean time, another checkpoint at the
road linking ‘Anin and Tiba villages, northwest of the city. At approximately 12:15, another checkpoint
was established by the entrance of ‘Anin village, northwest of Jenin. At approximately 12:30, another checkpoint
was established at Jenin-Nablus-Tulkarm road, near the intersection of ‘Arraba
village, south of the city. All
checkpoints were removed later; no arrests were reported.
Tulkarm: Israeli forces have continued to impose
severe restrictions on the movement of Palestinian civilians. At approximately 10:00 on Wednesday, 23
January 2013, Israeli forces stationed at ‘Inab military checkpoint,
established on the main road linking Tulkarm and Nablus, east of Tulkarm,
entinsified its restrictions on the movement of the Palestinain civilians. At approximately 12:15 on Friday, 25 January
2013, Isralei forces established a checkpoint at the main Nablus-Tulkarm road,
near the intersection of Beit Lid village, east of Tulkarm. At approximately 16:30, Isralei forces
established a checkpoint at the road linking Izzbat Shoffa and Shoffa villages,
southeast of Tulkarm. At approximately
19:00 on Saturday, 26 January 2013, Israeli forces established a checkpoint by
the Nablus-Tulkarm road, near the intersection of Beit Lid village. All
checkpoints were removed later; no arrests were reported.
Bethlehem:
Israeli forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately
17:15 on Wednesday, 23 January 2013, Israeli forces established a checkpoint by
the western entrance of Beit Fajjar village , south of Bethlehem. The checkpoint was removed later; no arrests
were reported.
Detention at Military Checkpoints
At approximately 16:15 on Wednesday, 23 January 2013, Israeli
forces stationed at al-Hamra checkpoint, in the northern vallies, south of
Tubas, attrested Bilal Bashar Sa’id Abu-Hassan Daraghma (20), from Tubas.
According to eyewitnesses’ testimony, the soldiers stationed at the
aforementioned checkpoint stopped the taxi that Mr. Daraghma was riding. They asked for his ID and ordered him to step
down from the vehicle and transported him to an unknown destination.
On Thursday evening, 24 January 2013, Israeli forces stationed in
the surroundings of “Beit Yonatan” settlement outpost, established on
the lands of Silwan village, south of the old city of occupied Jerusalem,
arrested Mohammed Na’im Maragha (18), from Silwan and transported him to
“al-Maskoubia” detention center, west of the city.
At approximately 09:00 on Saturday, 25 January 2013, Israeli forces
stationed at the electronic gates leading to the Ibrahimi mosque in the old
city of Hebron, arrested Hamza al-Fakhoury (22) and transported him to
“Kiryat Arba” settlement police station, southeast of the city. The Israeli forces claimed to have found a
knife with al-Fakhoury.
At approximately 09:30 on the same Saturday, Israeli infantry forces
patrolling the Martyrs street, in the center of Hebron, arrested Fathi Sa’id
al-Sherbati (15) and transported him to an unknown destination.
At approximately 14:00 on Sunday, 27 January 2013, Israeli forces,
stationed by the entrance of al-‘Aroub Refugee Camp, north of Hebron, arrested
Na’el Saleh Jawabra (14), after detaining him for an hour and a half and was
transported to an unknown destination.
The boy was riding his bicycle in front of the camp when he was
arrested.
On Monday, 28 January 2013, Israeli forces established a checkpoint
by the entrance of ‘Azzoun village, east of Qalqilya. Before removing the checkpoint, the Israeli
forces arrests ‘Odai Abdel-Majid Mahmoud ‘Ouda (22), from Kuffor Tholth, south
of Qalqilya, and transported to an unknown destination.
At approximately 09:00 on Tuesday, 29 January 2013, Israeli forces,
stationed at the Container checkpoint which separates Jerusalem and Bethlehem,
arrested Jihad Abdel-Hamid Hajja (25), from Doura, southwest of Hebron, and
transported him to an unknown destination.
On Tuesday, 29 January 2013, Israeli forces, stationed at al-Karama
crossing point on the Palestinian-Jordanian borders, arrested Ra’ed Sami
Abdel-Hamid Bahar (23), from Beit Ummar, north of Hebron. Mr. Bahar was arrested while returning to
Palestine via the crossing.
On the same Tuesday, the Israeli forces arrested Jamila ‘Affif
Abdel-‘Aziz ‘Oubaid (69), from ‘Arraba village, south of Jenin, while on her
way to visit her son ‘Abed Mahmoud ‘Abed ‘Oubaid (35), a leader of the Quds
Brigades, the armed wing of the Islamic Jihad, who is imprisoned in Hadarim Detention
Center. The Israeli forces arrested Mrs.
‘Oubaid under pretext that she was to smuggle a cell phone sim-card to her
son. She was released a few hours later
after interrogation and search.
Later the same Tuesday, the Israeli forces, stationed at al-Karama
crossing point on the Palestinian-Jordanian borders, arrested Mou’taz Sa’oud
‘Ali Diab ‘Assi (27), while returning to Beit Loqia, southwest of Ramallah, and
transported him to an unknown destination.
On Wednesday, 30 January 2013, Israeli forces, stationed at
Bartta’a military checkpoint, south of Jenin, near the annexation wall,
arrested Usama Saleh Bzour (35).
According to eyewitnesses’ testimonies, the Israeli soldiers arrested
Mr. Bzour while passing through the checkpoint and transported him to an
unknown destination.
4- Efforts
to Create a Jewish Majority in Occupied East Jerusalem
Bulldozing of Houses
At approximately 06:00 on Monday, 28 January 2012, a group of the
Israeli “Border Guards,” Israeli Police and Special Forces,
accompanied by officers from Israeli Antique Authority and a number of
bulldozers, moved into al-Rababa valley neighborhood in Silwan village, south
of the old city of occupied Jerusalem.
The Israeli forces closed the neighborhood and surrounded two
residential houses belonging to Mr. Abdel-Min’m Salama Showiki and Faraj
Isma’il Shaqir. Dozens of the neighborhood’s
residents gathered to help the two families, in an attempt to stop the bulldozing;
however, the Israeli soldiers used excessive force to disperse them and
assaulted a number of them and arrested others.
The Israeli forces also fired tear gas canisters and sound bombs inside
the targeted houses and at the Palestinian civilians. As a result, dozens of
them suffered from tear gas inhalation and sustained bruised.
The bulldozing continued until the afternoon. The bulldozed houses
were:
1- A barracks belonging to Mr. Abdel-Min’m Salama Showaiki. It is established on an area of 28 square
meters, which is used as a garage. They
also bulldozed the front yard of the house and the fences of his 90 square
meters tract of land.
2- Two rooms, established on an area of 64 square meters, belonging
to Mr. Faraj Isma’il Shoqair. The rooms
are built of stone and are tin-roofed, and they are used as a living room for
the house.
5. Settlement Activities and Attacks by Settlers against
Palestinian Civilians and Property
Israel
has continued its settlement activities in the oPt, in violation of international
humanitarian law, and Israeli settlers have continued to attack Palestinian
civilians and property.
At
approximately 06:30 on Thursday, 24 January 2013, the Israeli forces handed
notices to a number of Palestinian civilians to stop the construction work in
their houses in al-Zbidat village, north of Jericho, under pretext that they
are not licensed. According to PCHR’s
investigations, the Israeli forces, accompanied by an officer of the Israeli Civil
Administration, handed notices to 5 Palestinian civilians from in al-Zbidat
village to stop the construction work in a number of barracks and inhabited
houses:
1- Yousif
Salama Salem Abu-Dabous, established on an area of 120 square meters.
2- Farouq
Abdel-Karim al-Zbidat, a tin-roofed house, established on an area of 140 square
meters.
3- Mohammed
Yousif ‘Aboun, a tin-roofed house, established on an area of 120 square meters.
4- Mohammed
Hamad Abu-Zbidat, a tin-roofed house, established on an area of 80 square
meters.
5- Hamad
Ibrahim Abu-Zbidat, a tin-roofed house, established on an area of 100 square
meters.
At
approximately 09:00 on Thursday, 24 January 2013, Israeli forces bulldozed two
houses built of stone, wood and tin, three tents and three cattle barns in
Abu-‘Ajaj area, in al-Jiffitlek village, north of Jericho. According to the owners’ testimony to a PCHR
fieldworker, at approximately 08:30 the Israeli forces raided the area,
accompanied by approximately 15 military vehicles, two bulldozers and an
officer of the Israeli Civil Administration Abu-‘Ajaj area, in al-Jifftlek
village, north of Jericho. The Israeli
forces cordoned the area, which is adjacent to road no. (90), and banned the
civilians and journalists from entering it.
At approximately 09:00, the bulldozers started working, demolishing two
houses of stones, wood and tine, three tents and 3 cattle barns. The Israeli forces had submitted evacuation
notices two months ago under pretext that they are established in the Area (C)
zone, which falls under Israeli jurisdiction under the Oslo Accords. At approximately 10:00, the forces retreated
from the area after finishing the bulldozing and making 18 civilians
homeless. It should be mentioned that
these farmers and shepherds have lived in this area for approximately 15 years.
The bulldozing demolished the following:
1- A
house of stone, wood and tin, established on an area 150 square meters and
occupied by a family of 7 members, and a cattle barn, belonging to Ayman Mit’eb
Mahmoud al-Da’ies.
2- A
house of stone, wood and tin, established on an area of 120 square meters and
occupied by a family of 8 members, belonging to Rashid Salem Salama.
3- A
tent of 80 square meters and a bran of 60 square meters, belonging to Mahmoud
Ali Ka’abna (35).
4- A
tent of 80 square meters and a barn of 100 square meters, belonging to Moussa
Ali Ka’abna (40).
5- A
tent of 60 square meters, occupied by a family of 3 and belonging to Abdallah
Mit’eb al-Da’eis.
At
approximately 09:30 on Friday, 25 January 2013, dozens of Israeli settlers
coming from “Beit Hagai” settlement, established on Palestinian land
southeast of Hebron, raided the Palestinian farmlands near Deir Razeh village,
east of Doura, southwest of Hebron. According
to eyewitnesses’ testimonies, the settlers photographed the farmlands and left
the scene. No assaults were reported.
At
approximately 09:00 on Friday, dozens of settlers coming from
“Kharsina” settlement outpost, established on Palestinian lands east
of Hebron, stormed al-Hussain Valley area.
Palestinian civilian, Mohammed Issac Abu-Hitta (30) was assaulted by one
of the settlers, who also sprayed tear gas on Abu-Hitta’s face. Later, a large Israeli forces unit raided the
area and arrested the aforementioned civilian and transported him to an unknown
destination.
At
approximately 10:00 on Friday, a group of settlers coming from
“Eliezer” settlement, under the protection of the Israeli forces,
planted olive seedlings in Khelat al-Fahem area, south of al-Khader village,
located between “Eliezer” and “Gosh Atsion” settlements, on
the lands of Palestinian civilians from al-Khader village. In his testimony to a PCHR fieldworker, Ahmed
Salah, coordinator of the Popular Committees against Settlement Activity, said
that Khelat al-Fahem area has been subject to fierce settlers’ attacks by the
head of “Women in Green” association, settler Nadia Matar, who
incites confiscation, bulldozing and uprooting of trees in order to confiscate
the Palestinian lands for settlement expansion in the mentioned area.
At
approximately 09:00 on Saturday, 26 January 2013, Israeli forces denied farmers
from the Awad family and a number of international human rights activists from
reaching the farmlands, which are threatened of confiscation in Qwaywees, east
of Yatta, south of Hebron, under pretext that these lands are a closed military
zone and civilians are prohibited from entering. In his testimony to a PCHR fieldworker, Rateb
al-Jabour, coordinator of the Popular Committee against Settlement Activity,
said that the Israeli forces cordoned the farmlands in the area and denied the
farmers access for planting them. He
also mentioned that these lands are located near “Avigal” settlement,
which is established on Palestinian lands eastern of Yatta. He also mentioned that the Israeli forces
told them that these lands are confiscated and are under their jurisdiction and
it is prohibited for any civilian to enter it without permission.
At
approximately 07:00 on Monday, 28 January 2013, Israeli forces stopped
Palestinian farmers of al-Nawa’ja family from accessing their farmlands,
adjacent to one of the Israeli forces’ military camps in Susiya area, southeast
of Yatta, south of Hebron. The farmers
were going to plant the land with olive trees.
The soldiers detained a number of the Palestinian civilians for a number
of hours before releasing them. In his
testimony to a PCHR fieldworker, Rateb al-Jabour, coordinator of the Popular
Committees against the Wall and Settlement Activity in Yatta, the Israeli
soldiers detained a few members of al-Nawa’ja family while on their way to
their lands, which are threatened of confiscation by the Israeli forces, to
plant olive seedlings. He also mentioned
that the ban is part of the Israeli policy aiming at forcing the Palestinian
civilians to evacuate from the area for the purpose of creating a Jewish
majority in the area.
At
approximately 07:30 on Tuesday, 29 January 2013, Israeli forces, accompanied by
military vehicles and a vehicle of the Israeli Civil Administration, raided
al-Tabban area, east of Yatta, south of Hebron.
The forces patrolled the streets of the area and deployed between
civilian houses. An officer of the
Israeli Civil Administration handed to Mr. Khaled Hassan Jaber Ibrahim
al-‘Amour (54), 7 notices for stopping the construction work on 4 houses, which
he occupies along with 33 members of his family, 3 barracks used for raising
cattle and storing fodders and grain.
The notified establishments are as follows:
1- A
tin barracks, established on an area of 150 square meters; used for raising
cattle.
2- A
tin barracks, established on an area of 150 square meters; used for raising
cattle.
3- A
tin barracks, established on an area of 150 square meters; used for storing
fodders and grain.
4- Four
houses, each built on an area of 80 square meters.
5- A
kitchen room, built with stones and cloth, of 20 square meters.
It should be mentioned that the
Israeli forces had handed to Mr. al-‘Amour two notices to stop construction
work on a barracks and solar energy tanks on 27 August 2012.
Recommendations to the International
Community
1- PCHR calls upon the High
Contracting Parties to the Fourth Geneva Convention to fulfill their legal and
moral obligations under Article 1 of the Convention to ensure Israel’s respect for the Convention in the Occupied Palestinian
Territory. PCHR believes that the
conspiracy of silence practiced by the international community has encouraged
Israel to act as if it is above the law and encourages Israel continue to
violate international human rights and humanitarian law.
2- PCHR calls upon the High
Contracting Parties to the Fourth Geneva Convention to convene a conference to
take effective steps to ensure Israel’s respect of the Convention in the OPT
and to provide immediate protection for Palestinian civilians.
3- PCHR calls upon the High
Contracting Parties to the Fourth Geneva Convention to comply with their legal
obligations detailed in Article 146 of the Convention to search for and
prosecute those responsible for grave breaches, namely war crimes.
4- PCHR calls for the immediate
implementation of the Advisory Opinion issued by the International Court of
Justice, which considers the construction of the Annexation Wall inside the West Bank illegal.
5- PCHR recommends that
international civil society organizations, including human rights
organizations, bar associations and NGOs, participate in the process of
exposing those accused of grave breaches of international law and urge their
governments to bring the perpetrators to justice.
6- PCHR calls upon the European
Union to activate Article 2 of the Euro-Israel Association Agreement, which
provides that Israel must
respect human rights as a precondition for economic cooperation between the EU
states and Israel. PCHR further calls
upon the EU states to prohibit import of goods produced in illegal Israeli
settlements in the OPT.
7- PCHR calls on the international
community to recognize the Gaza
disengagement plan, which was implemented in September 2005, for what it is –
not an end to occupation but a compounding of the occupation and the
humanitarian crisis in the Gaza Strip.
8- In recognition of ICRC as the
guardian of the Fourth Geneva Convention, PCHR calls upon the ICRC to increase
its staff and activities in the OPT, including the facilitation of family
visitations to Palestinian prisoners in Israeli jails.
9- PCHR appreciates the efforts of
international civil society, including human rights organizations, bar
associations, unions and NGOs, and urges them to continue their role in
pressuring their governments to secure Israel’s respect for human rights in the
OPT and to demand Israel end its attacks on Palestinian civilians.
10- PCHR calls upon the
international community to pressure Israel to lift the severe
restrictions imposed by the Israeli government and its occupation forces on
access for international organizations to the OPT.
11- PCHR reiterates that any
political settlement not based on international human rights law and
humanitarian law cannot lead to a peaceful and just solution of the Palestinian
question. Rather, such an arrangement
can only lead to further suffering and instability in the region. Any peace process or agreement must be based
on respect for international law, including international human rights and
humanitarian law.
