Jerusalem
– Israeli soldiers deny Palestinian civilians access to the al-Aqsa Mosque

 

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

      

 

Israeli forces have continued to open fire at
Palestinian civilians in the border areas.

2 Palestinian civilians were wounded in the east of
Jabalia in the north of the Gaza Strip.

 

A Palestinian child was wounded in the centre of
Hebron.

 

Israeli forces have continued to use excessive force
against peaceful protesters in the West Bank.

 

11 civilians
were wounded during Bil’in and Kofur Qaddoum weekly protests.

Of the
wounded were 2 photojournalists, including a Chinese and a Palestinian ones,
and Israeli and Swiss activists.

Dozens of
civilians suffered tear gas inhalation.

 

 

Israeli forces conducted 62 incursions into Palestinian
communities in the West Bank and 2 limited ones in the Gaza Strip.

 

At
least
45 Palestinian civilians, including 1 child,
were arrested in the West Bank.

 

Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

At least 6 Palestinian civilians, including 3
children, were arrested at checkpoints in the West Bank.

 

Israeli forces have continued to support settlement
activities in the West Bank and Israeli settlers have continued to attack
Palestinian civilians and property.

Settlers moved into many areas and performed their
Talmudic rituals.

2 researchers from B’Tselem were attacked and their
cameras were damaged in Hebron.

Settlers seized a house in the Old Town of Hebron.

 

 

Summary

 

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(19– 25 September 2013).

 

Shooting:

 

During the reporting period, Israeli forces wounded 14
civilians, including 4 children and 2 photojournalists; one of whom is Chinese
and the other one is Palestinian, and two Israeli and a Swiss activists. 12
civilians were wounded in the West Bank; 11 of whom were wounded in peaceful
protests while the 12th one was wounded in Hebron, and 2 others were
wounded in the Gaza Strip.

 

During the reporting period, Israeli forces continued
the systematic use of excessive force against peaceful protests organised by
Palestinian, Israeli and international activists against the construction of
the annexation wall and settlement activities in the West Bank.  As a result, 11 civilians were wounded during 2
peaceful protests in Bil’in village, northwest of Ramallah, and Kofur Qaddoum
village, northeast of Qalqilia. Furthermore, dozens suffered tear gas
inhalation and other sustained bruises. 6 civilians were wounded in Kofur Qaddoum
protest and the 5 others were wounded in Bil’in protest.

 

On 22 September 2013, a Palestinian boy was wounded in
Hebron when some boys gathered and threw stones at Israeli soldiers stationed
at the entrance of al-Shuhada’ Street, south of the Old Town of Hebron. The
Israeli soldiers fired sound bombs, tear gas canisters and rubber-coated metal
bullets in response. As a result, a 16-year-old civilian was wounded by a
rubber-coated metal bullet in the right thigh.

 

In the Gaza Strip, on Friday, 20 September 2013, 2
Palestinian boys were wounded when Israeli forces stationed along the border
fence to the east of al-Shuhada’ cemetery, east of Jabalia, opened fire at a
group of young men, who were about 100 meters away from the fence.

  

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 62 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 45 Palestinians, including 1
child.

 

Following the killing of an Israeli soldier on 22
September 2013, Israeli forces carried out a series of collective punishment
measures against Palestinian civilians in the city. They deployed between
houses in the centre of the Old Town and declared the area a closed military
zone. They raided many houses in different neighbourhoods, including Abu
Snaina, Jabal Jawhar, Qatyoun, Jaber neighbourhood, Tal’at Abu Hadeed,
al-Karantina, the vicinity of the Ibrahimi mosque and the vicinity of Tareq Ben
Ziad School. Israeli forces also searched the houses, and damaged their
contents. They kept their occupants in a room and took others to the vicinity
of the above-mentioned school. In the meantime, Israeli forces stationed atop
of a number of houses and turned them into military sites. Moreover, they
informed occupants of those houses of the decision to seize the houses for
military reasons. Israeli forces closed all entrances leading to Hebron and
erected checkpoints. They also completely closed the entrance of al-Harayeq
road linking Hebron with its southern villages. Israeli forces detained dozens
of Palestinian civilians around Tareq Ben Ziad School and released them later,
excluding 7 ones who remained in custody.

 

In the Gaza Strip, on 24 September 2013, Israeli
forces carried out 2 limited incursions. They moved about 200 meters into the
east of al-Qarara village, east of Khan Yunis, in the southern Gaza Strip.
Moreover, Israeli forces moved about 200 meters into the west of the border
fence, east of al-Salqa valley, east of Deir al-Balah. In both incursions, they
levelled lands along the border fence and withdrew later.

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate the
Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in a grave violation of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people.  The Israeli authorities
has established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports
and exports in order to exercise its control over the Gaza Strip’s economy that
has been aggravating for years due to the shortage of imports.  They also aim at imposing a complete ban on
the Gaza Strip’s exports. 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 6 civilians, including 3 children.

 

 

Settlement activities

 

Israel has
continued its settlement activities in the oPt, a direct violation of
international humanitarian law, and Israeli settlers have continued to attack
Palestinian civilians and property.

 

On 20 September 2013, under the protection
of Israeli forces, about 300 settlers from “Efrat” settlement in
al-Khader village, south of Bethlehem, moved into Suleiman Pools area between
Artas and al-Khader villages. They performed their Talmudic rituals around the
pools celebrating the Jewish holiday of “Sukkot”.

 

On 21 September 2013, under the protection
of Israeli forces, a group of settlers moved into Silet al-Daher village, south
of Jenin, where “Homesh” settlement used to stand. Local sources
stated to a PCHR fieldworker that dozens of settlers arrived at the area by
buses with the company of Israeli forces. They performed Talmudic rituals and
established tents. They withdrew later and no further incidents were reported.
The settlers did the same approximately 13:00 on Sunday, 22 September 2013, as
well.

 

On 22 September 2013, 3 settlers coming
from “Havat Ma’oun” settlement outpost, east of Yatta, damaged 2
olive trees belonging to Rab’i family in al-Hamra area, west of al-Tawani
village, east of Yatta, in the south of Hebron.

 

On the same day, settlers from “Havat Gilad”
settlement in Jeet village, northeast of Qalqilia, moved into lands called
al-Jorfah around the aforementioned settlement, north of the village. They
damaged and destroyed about 30 fruitful olive trees and burnt a digger used to
dig wells. They also stole the iron head of the digger belonging to Maher
Mohammed Yamin

 

On the same day, a number of settlers
coming from “Kiryat Arba” settlement, east of Hebron, seized a house
belonging to al-Rajabi family in Wadi al-Husein area. Israeli settlers
stationed in the building prevented them from entry. In the meantime, other
settlers walked in the streets of al-Ja’bari neighbourhood and chanted racist
slogans against Arabs.

 

On 23 September 2013, a number of settlers
gathered in front of “Gosh Etzion” settlement complex, south of
Bethlehem, and chanted slogans for revenge against Arabs.

 

On the same day, settlers from “Ma’ale
Gilboa”, “Joshua King” and “Merav” settlements that
are established on lands of Jalaboun village, northeast of Jenin, stole the
olives belonging to residents of Jalaboun village. On the following day
(Tuesday, 24 September 2013) a number of settlers from the above-mentioned
settlements were present on Palestinian farmlands and damaged a number of
trees.

 

On Monday also, a number of settlers from settlements
outposts in the Old Town of Hebron attacked Palestinian houses with stones and
empty bottles in Qatyoun, Tal al-Rumaida, Jaber and Wad al-Hussein
neighbourhoods while Israeli forces were watching.

 

On the same day, a group of settlers from “Ramat
Yishai” that is established on lands of Tal al-Rumaida neighbourhood,
south of Hebron, attacked the family of Emad Awni Abu Shamsiya (40) and 2
researchers from B’Tselem: Mousa Mahmoud Abu Hashash and Manal No’man
al-Ja’bari. Israeli forces damaged cameras of the researchers while they were
filming settler attacks on a group of international activists.

 

On the same day, a group of settlers raided a house
belonging to the family of Ali Abu Rajab in the vicinity of the Ibrahimi
mosque, in the centre of the Old Town of Hebron. They raised the Israeli flag
in front of Israeli soldiers and prevented the house’s owner and his 7-member
family from moving inside. At approximately 02:00 on Tuesday, 23 September
2013, Israeli forces obliged the settlers to leave the house. As a result, the
settlers established a tent in front of the house and raised the Israeli flag.
Moreover, they fixed posters at the entrance of the house and fences of parks
around the Ibrahimi Mosque and al-Fayha’ School on the settlers’ right to
possess the house. In addition, they performed religious rituals there, while
Israeli forces prevented the Palestinian family from leaving the house.

 

On 24 September 2013, dozens of settlers from
“Adora” settlement, west of Hebron, organized a march marking the
Jewish holiday of “Yom Kippur”. They made their way towards al-Nabi
Saleh area, west of Ethna, and Ein Fer’a near Tafouh village, west of Hebron.

 

On the same day, dozens of settlers from settlements
built on lands east of Yatta organized a march marking the Jewish holiday of
“Yom Kippur”. They made their way around villages threatened to be
confiscated in the southeast of Yatta, in al-Musafer area. They also went to
al-Karmel, al-Baraka and Kherbet Sousia, where they performed their rituals and
chanted slogans against Arabs.

 

Also on the same day, under the protection of Israeli
forces, a group of settlers moved into al-Hafira area between ‘Arraba and Marka
villages, southwest of Jenin. They performed religious rituals near and
archaeological site and stayed there for some time, after which they
withdrew.      

 

 

 

Israeli Violations Documented during the Reporting Period
(12 – 18 September 2013)

on Palestinian Civilians and Property in the West Bank and the Gaza Strip

 

 

Thursday, 19 September 2013

 

At approximately 01:00, Israeli forces moved into
al-Shyoukh village, east of Hebron. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.   

 

Around the same time, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets and
stationed in the centre of the camp. Israeli forces withdrew later.  Neither house raids nor arrests were reported.

 

At approximately 02:00, Israeli forces moved into the
centre of Hebron. They patrolled the streets and raided and searched 2 houses
from which they arrested Yasser Zakari Abu Sabha (45) and Morad Ahmed Abu
‘Elayan (19).

 

At approximately 03:00, Israeli forces moved into
Nablus. They patrolled the streets and raided a number of houses. They arrested
Taher ‘Ahed al-Khuzundar (17) from his family’s house in al-Makhfiya
neighbourhood, west of the city.

 

At approximately 16:00, Israeli forces moved into Deir
Samet village, southwest of Doura, southwest of Hebron. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At approximately 20:00, Israeli forces moved into
Zaita village, north of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

Around the same time, Israeli forces moved into
al-Shallala area in the centre of the Old Town of Hebron. They deployed between
the stores. A number of boys gathered and threw stones and empty bottles at
Israeli soldiers, who fired sound bombs and tear gas canisters in response. As
a result, some boys suffered tear gas inhalation.

 

At approximately 21:00, Israeli forces moved into Deir
Razeh village, south of Doura, southwest of Hebron. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.

 

Friday, 20 September 2013

 

At approximately 02:00, Israeli forces moved into Beit
Ummar village, north of Hebron. They patrolled the streets and stationed in
front of the village’s mosque. They withdrew later. Neither house raids nor
arrests were reported.

 

At approximately 14:20, Israeli forces stationed along
the border fence, east of al-Shuhada cemetery, east of Jabalia, in the northern
Gaza Strip, opened fire at a group of young men who were 100 meters away from
the above-mentioned fence. The young men threw stones at Israeli soldiers who
stepped out of their military jeeps. As a result, 2 Palestinians were wounded:

1. Jehad Rashed al-Haddad (18), from al-Tuffah
neighbourhood in Gaza City. He sustained a bullet wound in the left leg; and

2. Kamal Na’im al-‘Attar (18), from Jabalia. He sustained
a bullet wound in the right leg.

The wounded were taken by an ambulance of the
Palestine Red Crescent Society to Martyr Kamal Odwan Hospital in Beit Lahia to
receive the necessary medical treatment. Their wounds were described as
moderate.

 

At approximately 19:00, Israeli forces moved into
Jabal al-Jaberiyat area that overlooks Jenin refugee camp. They stationed in
the area for some time and withdrew later. No arrests were reported.    

 

At approximately 20:00, Israeli forces moved into
al-Moureq and al-Koum villages, south of Doura, southwest of Hebron. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.     

 

Saturday, 21 September 2013

 

At approximately 00:30, Israeli forces moved into
al-‘Ouja village, northeast of Jericho. They patrolled the streets for some
time and withdrew later. No arrests were reported.   

 

In the early
morning, Israeli forces moved into Beit Amin village, south of Qalqilia. They
patrolled the streets and infantry units coming from “Shaarei Tikva”
followed them. They surrounded houses belonging to the family of Abdullah Ahmed
Omar at approximately 02:00.

 

At
approximately 04:00, Israeli forces raided houses belonging to 6 brothers from
the abovementioned family “Omar family”. They used bombs to blow up
the doors and searched the houses. They also damaged the contents of the houses
and terrified their occupants. Israeli forces also imposed a curfew and closed
all entrances leading to the village. They kept searching the houses until
16:00. They confiscated a Volkswagen vehicle belonging to one of the brothers
and took the 6 brothers to an unknown destination. The arrested were:

1. Abdul Salam Abdullah Omar (45);

2. Ali Abdullah Omar (36);

3. Bassam Abdullah Omar (48);

4. Ezz al-Din Abdullah Omar (38);

5. Hamad Abdullah Omar (34); and

6. Mohammed Abdullah Omar (35).

 

The wife of
Abdul Salam Omar, Helwa Mostafa Omar (36), said:

 

“At approximately 04:00 on Saturday,
21 September 2013, we woke up hearing bombs at home. Israeli soldiers blew up
the doors of our houses. We were astonished, as hundreds of soldiers, the
majority of whom were masked, raided our houses. They searched the houses using
sniffer dogs and damaged the contents. Moreover, they arrested my husband and
his 5 brothers. When we asked them about the reason of doing so and what was
happening, they did not respond at all. Israeli forces stayed in the houses
until 16:00. We were with our children trying to calm them down. Israeli forces
confiscated my husband’s vehicle that was in the yard. They withdrew after we
heard the sound of a warplane.”

     

Taqqi al-Din Omar, head of Beit Amin
council, said to a PCHR fieldworker that the reason for Israeli forces moving
into the village and raiding houses of Omar family was the news about killing
an Israeli soldier from the reserve forces and finding him in a well in Beit
Amin village. It was said the 6 brothers, who work in a restaurant in
“Beit Yam” village, in Israel had brought the Israeli soldier and hid
him in order to exchange him with their brother Nour al-Din, who has been
detained for 30 years in an Israeli jail. Moreover, the brothers killed the
soldier and threw his body in the well. According to what was said, they
admitted killing the soldier after they were arrested and an Israeli warplane recovered
the body.  

 

At
approximately 09:30, Israeli forces moved into Kherbatha Bani Hareth, northwest
of Ramallah. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 13:30, Israeli forces moved into Jaba’ village, south of Jenin.
They patrolled the streets and positioned themselves in the western side of the
village. They also raided and searched a house belonging to the family of Aziz
Anis Abbass (32). They arrested the aforementioned person and stationed at the
centre of the village. Israeli forces raided Jaba’ Taxi office and arrested its
manager Nasim Suleiman ‘Alawna (40). In the meantime, a number of boys gathered
and threw stones and empty bottles at Israeli soldiers who fired sound bombs
and tear gas canisters in response. As a result, some civilians suffered tear
gas inhalation. Israeli forces withdrew later.

 

At
approximately 01:55, Israeli forces moved into Saniria village, southeast of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 18:00, Israeli forces moved into Ezbet al-Tabib village, east of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 23:30, Israeli forces moved into ‘Aboud village, northwest of
Ramallah. They patrolled the streets for some time and withdrew later. No
arrests were reported. 

 

Sunday, 22 September
2013

 

At
approximately 00:30, Israeli forces moved into Beitellu village, northwest of
Ramallah. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

                 

At
approximately 01:30, Israeli forces moved into Nablus. They patrolled the
streets and raided a number of houses from which they arrested 3 civilians:

1. ‘Asem Abdul Razzaq al-Lefdawi (25), from Ras al-Ein
neighbourhood, south of the city;

2. Ahmed Ali al-Saber (24), from the same neighbourhood;
and

3. Fares Mahmoud Halawa (22), from al-Etihad area, north
of the city.

 

Around the
same time, Israeli forces moved into Bir Zeit village, north of Ramallah. They
patrolled the streets for some time and withdrew later. No arrests were
reported.

 

At
approximately 02:00, Israeli forces moved into Tal village, southwest of
Nablus. They patrolled the streets and raided a number of houses. They also
arrested Rami Mohammed ‘Asida (22), a student at al-Najah National University,
and Hamza So’oud Hamad (21). The Israeli soldiers confiscated 2 cell phones and
2 PC sets belonging to the aforementioned persons.

 

Around the
same time, Israeli forces moved into Beit Ummar village, north of Hebron. They
patrolled the streets and station in Beit Za’ta neighbourhood, east of the
village. They deployed between the houses and raided a house belonging to the
family of Ahmed Hammad Abu Maria. They also kept his family in a room and
arrested his son Mohammed (23).

 

At
approximately 03:10, Israeli forces moved into Taqou’ village, southeast of
Bethlehem. They raided and searched a house belonging to the family of Oday
Mahmoud Abu Mefreh (23). They arrested the aforementioned person and took him
to an unknown destination.

 

At
approximately 08:00, Israeli forces moved into al-Baq’a area, east of Hebron.
They raided a 3-sotrey house belonging to Salem al-Salayma (56). They also kept
him and his 17-member family in the first floor and turned the house into a
military site. Israeli forces closed the dirt road leading to the house with
barbed wires. It should be noted Israeli forces raid this house in this period
each year under the pretext it overlooks “Kiryat Arba” settlement,
east of Hebron, and bypass road (60), so they can secure the passage of
settlers coming to Hebron to celebrate the Jewish holiday of “Yom
Kippur”.

 

At
approximately 09:00, Israeli forces moved into Shweika suburb, north of
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 09:15, Israeli forces moved into Tulkarm. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At
approximately 10:15, Israeli forces moved into Beit Leed village, east of
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 12:30, Israeli forces moved into Ramin village, northeast of
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately 13:30, Israeli forces moved into Beit Amin and Saniria villages,
south of Qalqilia. They patrolled the streets and took photos of an
under-construction house in Saniria belonging to the family of Nidal Abdullah
Omar, who is accused of killing an Israeli soldier.

 

At
approximately 14:00, Israeli forces moved into Beit ‘Our al-Tahta village,
southwest of Ramallah. They patrolled the streets for some time and withdrew later.
No arrests were reported.

 

Around the
same time, Israeli forces moved into Ezbet al-Jarad area, east of Tulkarm. They
patrolled the streets, where some boys gathered and threw stones at Israeli
soldiers, who in response fired sound bombs and tear gas canisters. Israeli
forces withdrew later. Neither house raids nor arrests were reported.

 

At
approximately 14:30, Israeli forces moved into Silet al-Harithiya village,
north of Jenin. They patrolled the streets for some time and withdrew later. No
arrests were reported.

 

At
approximately 14:40, Israeli forces moved into ‘Anin village, northwest of
Jenin. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

Around the
same time, Israeli forces moved into al-Taiba village, west of Jenin. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

At
approximately 15:40, Israeli forces moved into Salfit. They patrolled the
streets for some time and withdrew later. Neither house raids nor arrests were
reported.

 

At
approximately 17:25, Israeli forces moved into Farkha village, south of Salfit.
They patrolled the streets and detained a number of civilians. Israeli soldiers
questioned them on the spot and released them later. Neither house raids nor
arrests were reported.

 

At
approximately 18:00, some boys gathered and threw stones at Israeli soldiers
station at the entrance of al-Shuhada’ street in Qatyoun area, south of the Old
Town of Hebron. The Israeli soldiers fired sound bombs, tear gas canisters and
rubber-coated metal bullets in response. As a result, a 16-year-old civilian
was wounded by a rubber-coated metal bullet in the right thigh. He was taken by
an ambulance of the Palestine Red Crescent Society to Hebron Hospital to
receive the necessary medical treatment.

 

Around the
same time,
following the killing of an Israeli soldiers near the southern
checkpoint on al-Shuhada’ street in the southern area of the Old Town in
Hebron, Israeli forces carried out a series of collective punishment measures

Hebron, Israeli forces deployed between houses in the centre of the Old Town and

closed the entrance of al-Harayeq road linking Hebron with its southern
villages. Israeli forces detained dozens of Palestinian civilians around Tareq
Ben Ziad school and released them later, but kept 7 of them:

Ali
Abu Snaina said to a PCHR fieldworker:

“At approximately 18:30 on Sunday, 22 September 2013, Israeli
forces were firing sound bombs and tear gas canisters at a number of boys, who
threw stones at them in Qatyoun neighborhood that is about 70 meters away from
my house. Following the news of killing an Israeli soldier, Israeli forces
moved into the area and closed it completely. At approximately 01:00, over 13
soldiers raided my house and kept me and my 11-member family in a room. They
searched the house brutally, broke the windows and damaged the couches. An hour
later, they left the house. I looked out of the house and saw large numbers of
soldiers raiding neighboring houses, arresting civilians and taking them
towards Tareq Ben Ziad School.”

 

The
wife of Abdul Latif al-Karaki said to the PCHR fieldworker:

“At approximately 22:00 on Sunday, 22 September 2013, a number
of Israeli soldiers raided our house that is located in Tal’at Abu Hadeed area
in the centre of the Old Town. They kept my husband Abdul Latif al-Karaki (48),
who is sick, and my sons outdoors. In the meantime, I heard my daughter-in-law
Reem (19) screaming inside the house. I hurried up and found her lying on the
ground. She told me that an Israeli soldier hit her in the belly although she
is pregnant. In the meanwhile, my sons and Israeli soldiers, who went out of
the house, clashed and my daughter-in-law was taken by an ambulance of the
Palestine Red Crescent Society to Hebron Hospital. While going back home, a
number of Israeli soldiers had stationed atop of a number of houses belonging
to the families of Abu Hadeed and al-Fakhouri. Moreover, Israeli forces were
arresting young men.”

 

In the same context, Israeli forces raided a house belonging to
Ra’ed Abu Rumaila (45), a volunteer in B’Tselem, in the southern area of the
Ibrahimi mosque. They arrested his 2 sons: Tareq (12) and Mo’tasem (9) claiming
that the boys were wanted.

Abu Rumaila
stated to PCHR’s fieldworker:

“I work as a volunteer in B’Tselem. I was filming in the area
near Qatyoun neighborhood, where clashes erupted between Palestinian boys and
Israeli soldiers. During these clashes, an Israeli soldier pushed me away from
the place, as an Israeli soldier had fell onto the ground and I learnt later
that he was killed. I then moved to Hebron Hospital, because I was hit by a
stone in the right hand. In the evening, an Israeli police officer called me
and informed me it was necessary to refer to ‘Ja’bara’ police station to hand
my camera that I used in filming.” I refused to go there alone because of
the security situation in the area, during which, my father called and told me
that Israeli forces had arrested my 2 sons: Tareq (12) and Mo’tasem (9). In
addition, they informed my family that they arrested my 2 sons to force me to
surrender to them. I contacted lawyers and B’Tselem, and in the morning I went
with Manal al-Ja’bari, a researcher in B’Tselem, to the police station. I
submitted a copy of the tape and I was released few hours later.” 
   
 

 

 

Monday 23 September 2013

 

At
approximately 01:00, Israeli forces moved into Kharsa village, south of Doura,
southwest of Hebron. They patrolled the streets and raided a house belonging to
the family of Moshir Mohammed al-Shahatit (27). They arrested the
aforementioned person and took him to an unknown destination.  

 

Around the
same time, Israeli forces moved into al-Yamoun village, northwest of Jenin.
They patrolled the streets and raided and searched a house belonging to the
family of Mash’hour Mohammed ‘Abahra (32). They handed him a summon to refer to
the Israeli intelligence service in Salem detention facility, northwest of the
city. Israeli forces withdrew later and no arrests were reported.

 

At
approximately 01:30, Israeli forces moved into ‘Aboud village, northwest of
Ramallah. They patrolled the streets and raided and searched 5 houses from
which they arrested 5 civilians:

1. Tareq ‘Amer Barghouthi (20);

2. Ahmed Hassan Barghouthi (22);

3. Mohammed Abdul Hadi Barghouthi (20);

4. Jehad Mohammed Barghouthi (19); and

5. Abdullah Sedqi Barghouthi (25).

 

Around the
same time, Israeli forces moved into Jenin. They patrolled the streets for some
time and withdrew later. Neither house raids nor arrests were reported.

 

Also around
the same time, Israeli forces moved into ‘Anabta village, east of Tulkarm. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.

 

Around the
same time, Israeli forces moved into Qalqilia. They patrolled the streets and
raided and searched a number of houses from which they arrests 3 civilians, who
were accused of possessing spare parts of vehicles stolen from Israel in their
garages. The arrested were:

1. Shadi Mohammed Hardan (38);

2. Mahmoud Ahmed Shreim (38); and

3. Yehia Ibrahim Dawood (43).

        

At approximately 02:30, Israeli forces
moved into Sourif village, northwest of Hebron. They patrolled the streets and
stationed in the centre of the village. They raided a house belonging to the
family of Shaher Jamil al-Heeh (38). They arrested the aforementioned person
and took him towards the Israeli vehicles near another house. In the meantime,
Israeli forces raided and searched a house belonging to the family of Anas
Abdul Malek al-Hour (26). They arrested the aforementioned person also and took
both of them to an unknown destination.

 

Around the same time, Israeli forces moved into Beit
Qadd village, east of Jenin. They patrolled the streets for some time and
withdrew later. No arrests were reported.

 

Around the same time, Israeli forces moved
into Selwad village, northeast of Ramallah. They patrolled the streets and
raided a house belonging to the family of Mo’athe Saleh Hammad (25). They
arrested the aforementioned person and took him to an unknown destination.

 

At approximately 10:40, Israeli forces
moved into al-Bireh. They patrolled the streets and stationed near al-‘Ein
mosque. They stopped Palestinian vehicles and checked ID cards of passengers.
At approximately 10:55, Israeli forces withdrew. Neither house raids nor
arrests were reported.

 

At approximately 19:20, Israeli forces
moved into ‘Azzoun village, east of Qalqilia. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.

 

Tuesday, 24 September 2013

 

At approximately 01:30, Israeli forces moved into
‘Aboud village, northwest of Ramallah. They patrolled the streets and raided
and searched 4 houses from which they arrested 5 civilians, including twin
brothers:

1. Mohammed Ahmed Shalatouh (25);

2. Dawood Mostafa Abu Hussein (24);

3. Suleiman Mostafa Abu Hussein (24);

4. Rami Essam Jaber (28); and

5. Motee’ Tayseer Mohammed (23)

 

At approximately 02:00, Israeli forces moved into
al-Fawwar refugee camp, south of Hebron. They patrolled the streets and
deployed between the houses. They withdrew later. Neither house raids nor
arrests were reported.

 

At approximately 02:50, Israeli forces moved into Deir
Estia village, north of Salfit. They patrolled the streets and raided and
searched 2 houses. At approximately 04:00, they arrested Osama Abdul Karim
Mansour (27) and Montaser Qasim Mansour (23).

 

At approximately 06:00, Israeli forces moved about 200
meters into the east of al-Qarara village, east of Khan Yunis, in the southern
Gaza Strip. They levelled lands and moved northwards along the border fence an
hour later.

 

At approximately 07:00, Israeli forces backed with 6
bulldozers moved about 200 meters into the west of the border fence, east of
al-Salqa valley, east of Deir al-Balah, in the central Gaza Strip.  They moved northwards until they reached the
east of al-Bureij. They levelle lands along the border fence and withdrew 5
hours later.

 

At approximately 10:00, Israeli forces moved into
Doura al-Qare’ village, northeast of Ramallah. They patrolled the streets for
some time and withdrew later. No arrests were reported.

 

At approximately 15:00, Israeli forces moved into
Jabal Jawhar neighbourhood, south of Hebron. They patrolled the streets and
fired sound bombs and tear gas canisters randomly. As a result, a number of
by-passers suffered tear gas inhalation.

 

At approximately 18:00, Israeli forces moved into Bab
al-Zawiya area, in the centre of Hebron. They deployed between the stores,
where a number of boys gathered and threw stones and empty bottles at Israeli
soldiers, who fired sound bombs and tear gas canisters in response. Israeli
forces withdrew later. No arrests were reported.

 

At approximately 22:30, Israeli forces moved into
Senjal village, north of Ramallah. They patrolled the streets in a provocative
way and withdrew later. No arrests were reported.

 

At approximately 23:00, Israeli forces moved into
Tafouh village, west of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.     

 

Wednesday, 25 September 2013

 

At approximately 01:30, Israeli forces moved into
Ya’bad village, southwest of Jenin. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

At approximately 02:00, Israeli forces moved into many
neighbourhoods in the centre of the Old Town of Hebron. They searched houses
using sniffer dogs in Qatyoun neighbourhood, Tal’at Abu Hadeed and al-Sahlah
area, south of the Old Town. Israeli soldiers damaged doors and contents of
houses. They kept their occupants outdoors for hours. Of the attacked houses,
houses belonging to Hosni Abu Hadeed, Farid Abu Hadeed, Abdul Hamid Abu Hadeed,
Tareq Abu Shamsiya, Sa’id Sa’di al-Karaki, Belal Sa’di al-Karaki and Mohammed
Khaled Abu Shamsiya. Israeli forces withdrew later. No arrests were reported.

 

Around the same time, Israeli infantry units raided a
house belonging to the family of Hamed Abu Khalaf (66), from Souq al-Laban
neighbourhood, in the centre of the Old Town of Hebron. They searched the house
and damaged its content and doors. They also handed Hamed a summon to refer to
Israeli intelligence service in “Gosh Etzion” settlement, south of
Bethlehem.

 

At approximately 02:30, Israeli forces moved into Wad
al-Hariya area, south of Hebron. They patrolled the streets and stationed near
al-‘Ajlouni intersection. They deployed between the houses and searched the
area using sniffer dogs. Israeli forces withdrew later. Neither house raids nor
arrests were reported.

 

At approximately 02:45, Israeli forces moved into Safa
village, west of Ramallah. They patrolled the streets and raided a house
belonging to the family of Rashad Mohammed Nasser (49). An Israeli officer
questioned the occupants about their son Marcel Nasser (21), who is wanted to
the Israeli Intelligence Service (Shabak). The officer handed Rashad a summon
for his son to refer to the Israeli intelligence service on Sunday 29 September
2013 at Ofer detention facility, southwest of Ramallah.

 

At approximately 03:00, Israeli forces moved into
Jabal Jawhar area, south of Hebron. They patrolled the streets and stationed in
the centre of the neighbourhood. They deployed between the houses and searched
the area using sniffer dogs. Israeli forces withdrew later. Neither house raids
nor arrests were reported. It should be noted Israeli forces moved into this
area on Sunday, 22 September 2013, and searched houses. They damaged the
contents of the houses and destroyed their doors with special tools.  

 

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.
As a result, 11 civilians were wounded in protests of Bil’in, northwest of
Ramallah, and Kofur Qaddoum, northeast of Qalqilia. Moreover, 6 others,
including a child and, Israeli activist and a Chinese photojournalist, in Kofur
Qaddoum protest, were wounded, while the 6 others, including 2 children, a
Swiss activist and a photojournalist of the popular committee against the
annexation wall and settlement activities in Bil’in, were wounded in Bil’in
protest.

 

(PCHR keep the names of the Palestinian wounded
persons and apologizes for not publishing the names fearing for Israeli forces
would arrest them in the context of their policy to repress peaceful protests).

 

Demonstrations against the construction of the
annexation wall and settlement activity

 

At
approximately 12:30, on Friday, 20 September 2013, dozens of Palestinian
civilians from Kofur Qaddoum, northeast of Qalqilia, and international
activists gathered and made their way through the eastern entrance of the
village in protest at closing that entrance with an iron gate since al-Aqsa
Intifada. Israeli forces fired tear gas canisters indiscriminately. As a
result, dozens suffered tear gas inhalation and 6 others, including a child, an
Israeli activist and a Chinese photojournalist, sustained wounds as they were
directly hit with gas canisters. The Israeli activist Shaul (30) was hit by a
tear gas canister to the right shoulder, correspondent of the Chinese News
Agency Sam (35) was hit by a tear gas canister to the left leg and Ayman Edris
(25), a photojournalist at Ramsat company, was hit by a tear gas canister to
the chest. Moreover, a 15-year-old child was hit by a tear gas canister to the
right shoulder, a 36-year-old civilian was hit by a gas canister to the left shoulder
and a 22-year-old civilian was hit by a gas canister to the right leg.

Following the Friday prayer, 20 September 2013, dozens
of Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activities.
The demonstrators raised the Palestinian flag and made their way towards the
annexation wall. Israeli forces closed the wall gate with barbwire and when the
demonstrators attempted to access the lands behind the barbwire, they were
stopped by Israeli soldiers. The demonstrators threw stones at the Israeli
soldiers who responded with live ammunition, rubber-coated metal bullets, sound
bombs, and tear gas canisters, and chased them across olive fields as far as
the outskirts of the village. As a result, 5 protestors, including 2 children,
a Swiss activist and a photojournalist of the popular committee against the
annexation wall and settlement activities in Bil’in, sustained wounds.  In addition, dozens suffered tear gas
inhalation and others sustained bruises. A Swiss activist, Sarah John (30) was
hit by a gas canister to the left leg, Hamza Suleiman Bernat (20), a photojournalist
of the popular committee, was hit by a gas canister to the back, an 18-year-old
civilians was hit by a gas canister to the back of his head, a 15-year-old boy
was hit a gas canister to the left hand and a 17-year-old boy was wounded by a
live bullet to the left thigh.

 

Also, following the Friday Prayer, dozens of Palestinian civilians and international
and Israeli human rights defenders organised a peaceful demonstration in Ni’lin
village, west of Ramallah, in protest at the construction of the annexation
wall and settlement activities. The demonstrators made their way towards the
annexation wall. Israeli forces closed the wall gate with barbwire and, when
the demonstrators attempted to access the lands behind the barbwire, they were
stopped by Israeli soldiers. The demonstrators threw stones at the Israeli
soldiers who responded with live ammunition, rubber-coated metal bullets, sound
bombs, and tear gas canisters, and chased them across olive fields as far as
the outskirts of the village. As a result, dozens of demonstrators suffered
tear gas inhalation and others sustained bruises.

 

Around the same time on Friday, dozens of Palestinian civilians,
Israeli and international human rights activists gathered at the Martyrs
Square in al-Nabi Saleh village, northwest of Ramallah, to hold a weekly
peaceful protest against the construction of the annexation wall and settlement
activities. The protesters walked towards Palestinian lands that Israeli
settlers from the nearby “Halmish” settlement are trying to
seize.  From the morning, Israeli forces
had closed all entrances to the village to prevent Palestinians, international
activists, and journalists from joining the demonstration.  Upon their arrival in the area, Israeli
soldiers fired
live ammunition, rubber-coated bullets, sound bombs,
and tear gas canisters, chased the demonstrators into the village and sprayed
them and civilian houses with waste water. As a result, dozens of Palestinians
suffered tear gas inhalation and others sustained bruises.

 

Also following the Friday prayer, dozens of
Palestinian civilians, international activists and popular resistance activists
gathered in al-Ma’sara village, south of Bethlehem, to hold a weekly peaceful
protest called “The 31st anniversary of Sabra and Shatila
massacre”  against the construction
of the annexation wall and settlement activities. The protestors made their way
from al-Shomo’ Cultural Centre, in the centre of the village raising the
Palestinian flag. Upon their arrival near the annexation wall, Israeli soldiers
fired sound bombs and tear gas canisters to disperse them. As a result, dozens
of protestors suffered tear gas inhalation. However, no casualties were
reported.

 

 

3. Continued closure of the oPt

 

Israel has continued to
impose a tightened closure on the oPt, imposing severe restrictions on the
movement of Palestinian civilians in the Gaza Strip and the West Bank,
including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tightens the
closure of the Gaza Strip and closes all commercial crossings , making the Karm
Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it
is not suitable for commercial purposes in terms of its operational capacity
and distance from markets.

 

Israeli forces have continued to apply the
policy, which is aimed to tighten the closure on all commercial crossings, by
imposing total control over the flow of imports and exports.

 

The total closure of al-Mentar
(“Karni”) crossing since 02 March 2011 has seriously affected the
economy of the Gaza Strip. Following this closure, all economic and commercial
establishments in the Gaza Commercial Zone were shut off. It should be noted
that al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of
its capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which was
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli forces have continued to impose a
total ban on the delivery of raw materials to the Gaza Strip, except for very
limited items and quantities. The limited quantities of raw materials allowed
into Gaza do not meet the minimal needs of the civilian population of the Gaza
Strip.

 

The cooking gas crisis has ranged between
the ebb and flow for 3 months due to the closure of Karm Abu Salem for security
reasons.  According to PCHR’s follow-up,
Israeli authorities only allow around 98 tonnes of cooking gas into Gaza per
day.  This limited quantity is less than
half of the daily needs, which is 200 tonnes per day, of the civilian
population in the Gaza Strip during the winter.

 

For almost 6
consecutive years, Israeli forces have continued to prevent the delivery of
construction materials to the Gaza Strip. During the reporting period, Israeli
forces approved the delivery of limited quantities of construction materials
for a number of international organisations in the Gaza Strip.  Israeli forces also continued to impose
almost total ban on the Gaza Strip exports, including agricultural and
industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to
close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian
citizens from the Gaza Strip. Israel only allows the movement of a limited
number of groups, with many hours of waiting in the majority of cases. Israel
has continued to adopt a policy aimed at reducing the number of Palestinian
patients allowed to move via the Beit Hanoun crossing to receive medical
treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel
denied permission to access hospitals via the crossing for new categories of
patients from the Gaza Strip.

 

For around a year and a
half, Israeli forces have allowed Palestinian detainees’ families to visit
their sons in the Israeli jails according to special and unfair conditions
after more than 5 years of deprivation in violation of international
humanitarian law.

 

The Egyptian
authorities allow the population of the Gaza Strip to travel via Rafah
International crossing, which connects the Gaza Strip with the outside
world.  Only limited and specified
categories are allowed, including patients, students, persons that hold
residencies in Egypt or abroad, men over 40 years, females in all ages,
children under 18, persons who hold Arab and foreign nationalities, and members
of Arab and international humanitarian delegations.  It should be mentioned that the crossing
opens seven days a week.  Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to
Egypt’s security conditions, which has affected the travellers’ movement in
both directions.

 

Movement at Rafah International Crossing Point

18 – 24 September 2013

 

Egyptian authorities re-opened Rafah
International Crossing Point for humanitarian cases, especially patients and
university students on Wednesday and Thursday, 18 and 10 September 2013. The
crossing was completely closed for a week following the Egyptian army’s

· On Monday, 16 September, 2013, Israeli forces allowed
the export of a truckload of 90 kilos of mints, 360 kilos of basil, and 324
kilos of onions.

On Monday, 16 September 2013, Israeli
forces allowed the entry of 980 tonnes of construction aggregates for the
private sector; 288 tonnes of cement, 69 tonnes of iron and 1,750 tonnes of
construction aggregates and for UNRWA. 
They allowed the entry of 104 tonnes of cement and 700 tonnes of
construction aggregates for UNDP; 103 tonnes of cement for the Turkish Hospital
and 1,330 of construction aggregates for the Palestinian Water Authority. They
also allowed the entry of 897 tonnes of fodder and 897 tonnes of wheat.

On Tuesday, 17 September 2013, Israeli
forces allowed the entry of 910 tonnes of construction aggregates for the
private sector, 280 tonnes of cement; 1,260 tonnes of construction aggregates;
50 tonnes of iron; 38 tonnes of white cement for UNRWA, 80 tonnes of cement and
1400 tonnes of construction aggregates for UNDP, 40 tonnes of cement for the
Turkish Hospital, 420 tonnes of construction cement and 260 tonnes of cement
for the Palestinian Water Authority. They also allowed the entry of 741 tonnes
of fodder and 1599 tonnes of wheat.

On Sunday, 22 September 2013, Israeli
forces allowed the entry of 306 tonnes of cement; 1750 tonnes of construction
aggregates and 64 tonnes of iron for UNRWA, 1680 tonnes of construction
aggregates; 333 tonnes of iron and 714 tonnes of cement for the private sector,
and 1120 tonnes of construction cement for the Palestinian Water Authority.
They also allowed the entry of 858 of fodder and 936 tonnes of wheat.

 

Empty Plastic
Containers Returned to Israel via Karm Abu Salem

forces allowed 6 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Sunday, 22 September 2013, Israeli forces allowed 11 truckloads
of empty plastic containers to be returned via Karm Abu Salem.

 

NOTE: On Wednesday and Thursday,
18-19 September 2013 respectively, Israeli forces closed the above-mentioned
crossing because of the Jewish holidays.

 

Beit Hanoun (“Erez”) crossing, in the north
of the Gaza Strip, is dedicated for the movement of individuals, and links the
Gaza Strip with the West Bank.

Israel has
imposed a tightened closure on the West Bank. During the reporting period, Israeli
forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Ramallah: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians, especially at the
military checkpoints in the city and around it, in addition to some roads.

 

At approximately 9:30 on Friday, 29 September 2013,
Israeli forces established a temporary checkpoint at the entrance of Nabi Saleh
village, northwest of Ramallah. They stopped and searched Palestinian civilian
vehicles and checked passengers’ ID cards, and detained a number of Palestinian
civilians. Later on, the checkpoint was removed, and no detention incidents
were reported.

 

At approximately 20:30 on the same day, Israeli forces
established a military checkpoint, near the intersection of “Ofra” Settlement,
north of Ramallah. At approximately 20:20, Israeli forces re-established their
presence at ‘Attara checkpoint, at the northern entrance of Birzeit village,
north of Ramallah.

 

At approximately 22:30 on the same day, Israeli forces
established a sudden checkpoint at the entrance of Beit Badras village, west of
Ramallah.  They stopped and searched
Palestinian civilian vehicles and checked passengers’ ID cards. Later on, the
checkpoint was removed and no detention incidents were reported.

 

At approximately 20:30, on Saturday, 21 September
2013, Israeli forces established a temporary checkpoint under the bridge of Ein
Yabroud village, northeast of Ramallah, and prevented civilians from passing
through the mentioned checkpoint. Later on, the checkpoint was removed, and no
detention incidents were reported.

 

At approximately 21:30 on the same day, Israeli forces
re-established their presence at ‘Attara checkpoint at the northern entrance of
Birzeit, north of Ramallah. They stopped and searched Palestinian civilian
vehicles and checked passengers’ ID cards. Later on, Israeli forces withdrew
and no detention incidents were reported. It is noted that the above-mentioned
checkpoint, linking the northern West Bank with its central and southern areas,
was evacuated by Israeli forces for more than a year. Yet, they kept the
construction (concrete cubes and a military tower) in the area. It is also
noted that Israeli forces consequently re-establish their presence in the area
from time to time.

 

At approximately 18:00, on Sunday, 22 September 2013,
Israeli forces established a temporary checkpoint at the entrance of Beit ‘Our
Al-Fouqa village, southwest of Ramallah. They prevented Palestinian civilians
from passing through the above-mentioned checkpoint. Later on, they withdrew
and no detention incidents were reported. It is noted that they caused traffic
jam in the area.

 

At approximately 19:30, on Monday, 23 September 2013,
Israeli forces established a military checkpoint at the main entrance of Beit
Loqia town, south west of Ramallah. They searched Palestinian civilian vehicles
travelling to and from the town and checked passengers’ ID cards. They also
detained a number of Palestinian civilians and caused traffic jam. Later on,
Israeli forces withdrew and no detention incidents were reported.

 

At approximately 20:30, on Tuesday, 24 September 2013,
Israeli forces established a temporary checkpoint at the entrance of Beith ‘Our
al-Fouqa village, southwest of Ramallah. They stopped and searched Palestinian
civilian vehicles, checked passengers’ ID cards, and detained a number of
civilians. Later on, the checkpoint was removed, and no detention incidents
were reported.

 

Early in the morning on Tuesday, 24 September 2013,
Israeli forces blocked, with cement cubes, the main road leading to Jalzoun
refugee camp, adjacent to Beit Ail settlement, linking Ramallah with Bira,
north-eastern villages, and Northern provinces. At approximately 19:30, Israeli
forces established a sudden checkpoint under the bridge of Kharbatha Mesbah
village, southwest of Ramallah. At approximately 21:30, Israeli forces
established a checkpoint near the intersection of “Ofra” settlement, north of
Ramallah. Later on, both checkpoints were removed and no detention incidents
were reported.

 

Hebron: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians, especially at the military checkpoints in the city and
around it, in addition to some roads.  At
approximately 19:00 on Sunday, 22 September 2013, Israeli forces established a
temporary checkpoint at the entrance of Fawwar refugee camp, south of Hebron.
At approximately 19:30, they established a temporary checkpoint at the southern
entrance of Halhoul town, north of Hebron. At approximately 20:00, they closed
the entrance of Harayeq road, linking Hebron with its southern villages, by an
iron gate, and prevented Palestinian civilians from reaching it. At
approximately 21:00, they established a temporary military checkpoint at the
entrance of Sanger road, linking Dora city with Hebron. At approximately 22:00,
they established a similar checkpoint at the entrance of Jalajel village, east
of Hebron. They stopped and searched Palestinian civilian vehicles, which
resulted in a traffic jam in the above mentioned road. Later on, the
checkpoints were removed and no detention incidents were reported.

 

At approximately 07:00 on Monday, 23 September 2013,
Israeli forces established a temporary checkpoint at the entrance of Beit
Ainoun village, northeast of Hebron. At approximately 07:30, they established a
similar checkpoint at the entrance of Aroub refugee camp, north of the city. In
the meanwhile, Israeli forces established a temporary checkpoint at the
northern entrance of Hebron, the entrance of Beit Amr town, and the entrance of
Sa’ir town, north of the city. They stopped and searched Palestinian civilian
vehicles. Later on, the checkpoints were removed and no detention incidents
were reported. At approximately 13:00, Israeli forces closed the area of Bab
Al-Zawia and Beersheba road, in the centre of Hebron, and prevented civilians
from opening their shops, under the pretext of allowing settlers to reach the
Tomb of Hebron in order to perform their religious rituals during the Jewish
holiday of Yom Kippur.

 

At approximately 9:00 on Wednesday, 25 September 2013,
Israeli forces established a temporary checkpoint on the road linking Dora town
with its southern villages, southwest of Hebron. They stopped and searched
Palestinian civilian vehicles. At approximately 20:00, the checkpoint was
removed and no detention incidents were reported. At approximately 15:30, they
established two checkpoint; one of them at the entrance of Tarama village,
southeast of Dora city, and the other in Hebron, linking with bypass road (60).
At approximately 16:00, Israeli forces established a temporary checkpoint at
the entrance of Sa’ir village, east of Hebron. At approximately 17:00, they
established two checkpoint; one of them at the entrance of ‘Aroub refugee camp,
linking with bypass (60), north of Hebron, and the other at the entrance of
Fawwar refugee camp, linking with bypass (60), south of Hebron. They stopped
and searched Palestinian civilian vehicles. Later on, the checkpoint was
removed and no detention incidents were reported. Moreover, Israeli forces
tightened their security measures at Abu Al-Rish checkpoint, Rajabi checkpoint,
Container checkpoint (56), and at the checkpoint established at the entrance of
Turbet Al-Yahoud area in the neighbours of the Old City, in central Hebron, and
impeded the movement.

 

Jenin: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians, especially at the
military checkpoints, in the city and around it, in addition to some roads.


At approximately 11:30 on Saturday, 22 September 2013, Israeli forces
established a temporary checkpoint at the entrance of Arana village, north of Jenin.
At approximately 17:00, they established a similar checkpoint at the entrance
of Yamoun town, northwest of Jenin. They stopped and searched civilian vehicles
travelling in both directions.  Later on,
both checkpoints were removed and no detention incidents were reported.

 

At approximately 16:00 on Monday, 23 September 2013,
Israeli forces established a temporary checkpoint on the road linking Yamoun
town with Taa’nak village, northwest of Jenin. They stopped and searched
Palestinian civilian vehicles travelling in both directions. Later on, the
checkpoint was removed and no detention incidents were reported.

 

At approximately 11:00 on Tuesday, 24 September 2013,
Israeli forces established a temporary checkpoint on the road intersection of
Zabouba and Rummana villages, northwest of Jenin. They stopped and searched
Palestinian vehicles travelling in both directions. Later on, both checkpoints
were removed and no detention incidents were reported.

 

Tulkarm:  Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians, especially at the
military checkpoints in the city and around it, in addition to some roads.

 

At approximately 10:30 on Monday, 23 September 2013,
Israeli forces, stationed at Innab checkpoint, established on the main road
linking Tulkarm with Nablus, east of Tulkarm, tightened their arbitrary
procedures on Palestinian civilians and impeded traveling through the
checkpoint. Israeli forces that
stationed behind the cement cubes erected at the checkpoint area stopped and
searched Palestinians civilian vehicles travelling to and from Tulkarem. Later
on, restrictions were eased and no detention incidents were reported. At approximately
19:30, Israeli forces established a temporary checkpoint where the previous one
was removed, on the main road linking Tulkarm with Qalqilya, near the entrance
of Jabara village, southern Tulkarm. They selectively stopped and searched
Palestinian civilian vehicles. Later on, the checkpoint was removed and no
detention incidents were reported. It is noted that during the current
Intifada, there was a permanent checkpoint equipped with a watchtower erected
where the current one is established, and was removed in a “goodwill
initiative” toward the Palestinian Authority. Yet, since the permanent
checkpoint was removed, Israeli forces have tended to erect temporary
checkpoints on an almost daily basis.

 

At approximately
17:00 on Tuesday, 24 September 2013, Israeli forces stationed at Innab
checkpoint, established on the main road linking Tulkarm with Nablus, east of
Tulkarm, tightened their arbitrary measures against Palestinian civilians, and
impeded their movement. They stopped and searched Palestinian civilian vehicles
travelling to and from Tulkarm. Later on, restriction was eased and no
detention incidents were reported.

 

Salfit:  Israeli forces
have continued to impose severe restrictions on the movement of Palestinian
civilians, especially at the military checkpoints in the city and around it, in
addition to some roads.


 At approximately 00:20 on Friday, 20
September 2013, Israeli forces established a sudden checkpoint between Zawia
town and Rafat village, west of Salfit. They stopped and searched Palestinian
civilian vehicles and checked passengers’ ID cards. Later on, the checkpoint
was removed and no detention incidents were reported.

 

At approximately 12:00 on Tuesday, 24 September 2013,
Israeli forces established a sudden checkpoint at the northern entrance of
Salfit. They stopped and searched Palestinian civilian vehicles. At
approximately 13:30, the checkpoint was removed and no detention incidents were
reported.

 

Jericho: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians, especially at the
military checkpoints in the city and around it, in addition to some roads.

 

At approximately 11:00 on Monday, 23 September 2013,
Israeli forces established a temporary checkpoint on Mu’arajat road, linking Jericho
with Ramallah. They stopped and searched Palestinian civilian vehicles, checked
passengers’ ID cards, and detained a number of civilians. At approximately
20:30, Israeli forces established a temporary checkpoint near the entrance of
‘Oja village, northeast of Jericho. They stopped and searched Palestinian
civilian vehicles, checked passengers’ ID cards, and detained a number of
civilians. Later on, the checkpoint was removed and no detention incidents were
reported.

 

Arrests at
military checkpoints :

During the reporting period, Israeli forces
detained at least six Palestinian civilians, including three children.

 

At approximately 16:00 on Tuesday, 24 September 2013,
Israel forces in the vicinity of the annexation wall established on the
territories of Badrs village, west of Ramallah, arrested three Palestinian
children and took them to an unknown area. Detainees are: Hazem Mahmoud Ahmed
Awad, 14; Mo’az Omar Mostafa Awad, 16; and Salama Mansour Ahmed Abdelkarim, 17.

 

At approximately 23:30 on Wednesday 26 September 2013,
Israeli forces erected a temporary checkpoint at the entrance of Beit Fajjar
village, southeast of Bethlehem. They stopped Palestinian vehicles and checked
ID cards of passengers. In addition, they arrested 3 young men from the village
and took them to an unknown destination. The arrested were:

1. Anas Qasem Thawabtah (23);

2. Mohammed Mahmoud Thawbtah (32); and

3. Alaa’ Mohammed Taqatqa (21).

 

 

5. Settlement activities and attacks by settlers against Palestinian civilians
and property

 

 

At approximately 08:30 on Friday, 20 September 2013,
under the protection of Israeli forces, about 300 settlers from
“Efrat” settlement in al-Khader village, south of Bethlehem, moved
into Suleiman Pools area between Artas and al-Khader villages. Their performed
their Talmudic rituals around the pools celebrating the Jewish holiday of
“Sukkot”. Ahmed Salah, coordinator of the popular committee against
settlement activities, said to a PCHR fieldworker that the settlers arrived
from the early morning and started gathering in the outskirts of the area. They
moved into the area when Israeli forces arrived to protect them. They
established tents and prevented Palestinian farmers from reaching their lands.

 

At approximately 16:00 on Saturday, 21 September 2013,
under the protection of Israeli forces, a group of settlers moved into Silet
al-Daher village, south of Jenin, where “Homesh” settlement used to
be. Local sources stated to a PCHR fieldworker that dozens of settlers arrived at
the area by buses with the company of Israeli forces. They performed Talmudic
rituals and established tents. They withdrew later and no further incidents
were reported. It should be noted since the above-mentioned settlement was
removed in September 2005, settlers return to the settlement to perform their
rituals under the protection of Israeli forces. The same incident took place at
approximately 13:00 on Sunday, 22 September 2013, as well.

 

At approximately 07:00 on Sunday, 22 September 2013, 3
settlers coming from “Havat Ma’oun” settlement outpost, east of
Yatta, damaged 2 olive trees belonging to Rab’i family in al-Hamra area, west
of al-Tawani village, east of Yatta, in the south of Hebron.

 

Mos’ab Rab’i said to a PCHR fieldworker that
in the early morning, while 2 Italian activists were in al-Hamra area helping
school students to reach their school in al-Tawani village, 3 settlers from
“Havat Ma’oun” settlement outpost used saws to damage 2 olive trees
belonging to Rab’i family. They also verbally insulted the school students and
the activists and confiscated a plastic basin used to water sheep.

 

At approximately 20:00 on Sunday, 22
September 2013, settlers from “Havat Gilad” settlement in Jeet
village, northeast of Qalqilia, moved into lands called al-Jorfah around the
aforementioned settlement, north of the village. They damaged and destroyed
about 30 fruitful olive trees and burnt a digger used to dig wells. They also
stole the iron head of the digger belonging to Maher Mohammed Yamin (the iron
head costs about NIS 3,000).

Rashid Abdullah Yamin, nephew of the land
owner, said to PCHR’s fieldworker:

 

“At approximately 19:00 on Sunday, 22
September 2013, we went home from our land called al-Jorfah, north of our
village. I was with my uncle and the workers, as we irrigated the new plants
that we planted recently. At approximately 07:30 on Monday, 23 September 2013,
the workers went to the land to do their work, but they were surprised the land
was damaged and the plants (30 plants) were cut; each tree costs NIS 70.
Moreover, the digger that is used for digging artesian wells was completely damaged
and its iron head, which costs NIS 3,000, was stolen. We realized the settlers
had done that, because the villagers cannot access that area without security coordination.
We witnessed many clashes with settlers in that area and we were told by our
land’s neighbours that at approximately 20:00, on Sunday, and after we went
home, they saw fire in the area, but they thought it was the lights of our
vehicles and that we were still there. We knew about it in the morning and we
were sure it was the settlers who did so.”    

 

At approximately 21:00 on Sunday, 22 September 2013, a
number of settlers coming from “Kiryat Arba” settlement, east of
Hebron, seized a house belonging to al-Rajabi family in Wadi al-Husein area. Israeli
settlers stationed in the building prevented them from entry. In the meantime,
other settlers walked in the streets of al-Ja’bari neighbourhood and chanted
racist slogans against Arabs.

 

At approximately 09:00 on Monday, 23 September 2013, a
number of settlers gathered in front of “Gosh Etzion” settlement
complex, south of Bethlehem, and chanted slogans for revenge against Arabs.

 

On Monday morning, 23 September 2013, settlers from
“Ma’ale Gilboa”, “Joshua King” and “Merav”
settlements that are established on lands of Jalaboun village, northeast of
Jenin, stole the olives belonging to residents of Jalaboun village. On the
following day (Tuesday, 24 September 2013) a number of settlers from the above-mentioned
settlements were present on Palestinian farmlands and damaged a number of
trees.  It should be noted the annexation
wall separated 2,900 dunums of the village, while another 400 dunums were
destroyed for the purpose of constructing the wall, as the wall surrounds the
village from three sides. The Israeli authorities do not give Palestinian
civilians and farmers permits to access their lands unless during the olive
harvest season. They give permits to 22 Palestinians only and for 50 days. The
farmlands are left with no care for the rest of the year.

 

At approximately 02:00 on Monday, 23
September 2013, a number of settlers from settlements outposts in the Old Town
of Hebron attacked Palestinian houses with stones and empty bottles in Qatyoun
neighbourhood, Tal al-Rumaida, Jaber neighbourhood and Wad al-Hussein
neighbourhood while Israeli forces were watching.

 

At approximately 16:00, on the same day, a
group of settlers from “Ramat Yishai” settlement outpost that is
established on lands of Tal al-Rumaida neighbourhood, south of Hebron, attacked
the family of Emad Awni Abu Shamsiya (40) and 2 researchers from B’Tselem:
Mousa Mahmoud Abu Hashash and Manal No’man al-Ja’bari. Israeli forces damaged
cameras of the researchers while they were filming settler attacks on a group
of international activists.

Awni Abu Shamsiy (14) said to a PCHR fieldworker:

“I live
with my 7-member family in our house that is located in Tal al-Rumaida, south
of Hebron. Our house is surrounded by military checkpoints. Israeli forces also
established a surveillance site over our house 10 years ago. We are always
attacked by Israeli forces and settlers, especially during Jewish holidays,
when settlers visit the area. At approximately 15:30 on Monday, 23 September
2013, I was standing in the main street around our house. I saw a group of
settlers atop out house and there were a group of international activists
trying to film what had happened. The settlers attacked the activists and tried
to prevent them from filming. I went home and ran upstairs. Some Israeli
soldiers followed me to the roof and got the settlers away from the house. In
the meantime, Manal al-Ja’bari, a researched in B’Tselem, was filming what was
happening in the streets few meters away from the house, as settlers started
leaving our house. At the same time, a settler who is known to us, named Baruch
Barzel, arrived with his wife and 2 sons. He is tall with brown beard. He
headed towards Manal and pushed her onto the ground. When she tried to get up,
another settler in brown clothes pushed her to the vehicle that was driven by
Barzel and dropped the camera. In the meanwhile, a settler tried to attack my
mother, Fayza Ayoub Abu Shamsiya, because she tried to film the attack. I
hurried to get the settler away from her, but 2 settlers aged 16-17 approached.
One of them hit me with his leg in the belly, so I fell onto the ground.  They attacked me severely. A third settler
was screaming ‘ Come on, die’. A few minutes later, Israeli forces arrived and
got the settlers away from me. I stood up, but I was surprised to see 5
settlers attacking me again. I fell onto the ground and they kept kicking me
throughout my body. I fainted out of the severe pain. After some time, I woke
up and found Israeli soldiers offering me first aid and mouth-to-mouth insufflations.
They took me on a litter to a military medical vehicle. I was taken to
checkpoint (160) in al-Rajbi area. The soldiers insulted me while I was in the
ambulance. At the checkpoint, I was taken to an ambulance of the Palestine Red
Crescent Society, which took me to Hebron Hospital. I received the necessary
treatment. My father came to the hospital and I was discharged 3 hours
later.”        

 

Mousa Abu
Hashhash, a researcher in B’Tselem, added that the settlers had attacked him and
damaged his camera similar to what had happened with his colleague Manal. Manal
was pushed to the ground several times and her camera was damaged. All this
happened in front of Israeli soldiers, who did nothing until some officers from
the Israeli “Civil Administration” arrived.”

 

At approximately 23:00 on Monday 2013, a
group of settlers raided a house belonging to the family of Ali Abu Rajab in
the vicinity of the Ibrahimi Mosque, in the centre of the Old Town of Hebron. They
raised the Israeli flag in front of Israeli soldiers and prevented the house
owner and his 7-member family from moving inside. At approximately 02:00 on
Tuesday, 23 September 2013, Israeli forces obliged the settlers to leave the
house. As a result, the settlers established a tent in front of the house and
raised the Israeli flag. Moreover, they fixed posters at the entrance of the
house and fences of parks around the Ibrahimi mosque and al-Fayha’ school on
the settlers’ right to possess the house. In addition, they performed religious
rituals there, while Israeli forces prevented the Palestinian family from
leaving the house.

 

It should be
noted the above-mentioned settlers had seized the house on 23 March 2012 under
the pretext of buying it from its owners. They destroyed the doors in the early
morning and stayed inside. On 04 April 2012, the Israeli authorities decided to
evacuate the settlers from the house. Israeli forces got them out of the house
and declared the area a closed military zone. As a result, the settlers
established tents in front of the house while the Israeli police and soldiers
were watching. The abovementioned house consists of 3 floors. The first one is comprised
of stores, while the 2 others are apartments. It was built in the early 1980’s
on an area of 150 square meters. Ali Abu Rajab lives in part of the house and
the other part is considered disused.  In
addition, there is a piece of land attached to the house and planted with olive
trees.

 

At
approximately 10:00 on Tuesday, 24 September 2013, dozens of settlers from
“Adora” settlement, west of Hebron, organized a march marking the Jewish
holiday of “Yom Kippur”. They made their way towards al-Nabi Saleh
area, west of Ethna, and Ein Fer’a near Tafouh village, west of Hebron. They
raised slogans and banners on which they wrote “Death to Arabs”.
Furthermore, they performed religious rituals paving the way to seize the
Shrine of al-Nabi Saleh. It should be noted the Shrine of al-Nabi Saleh, west
of Ethna, is an Islamic site that was rehabilitated more than once by the area
residents.

 

At
approximately 14:00, dozens of settlers from settlements built on lands east of
Yatta organized a march marking the Jewish holiday of “Yom Kippur”.
They made their way around villages threatened to be confiscated in the
southeast of Yatta, in al-Musafer area. They also went to al-Karmel, al-Baraka
and Kherbet Sousia, where they performed their rituals and chanted slogans
against Arabs.

 

On Tuesday
evening, under the protection of Israeli forces, a group of settlers moved into
al-Hafira area between ‘Arraba and Marka villages, southwest of Jenin. They
performed religious rituals near and archaeological site and stayed there for
some time, after which they withdrew. It should be noted settlers move into this
area occasionally during Jewish holidays.   
   

 

 

  

 

 

 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, which is still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning
the
Laws and Customs of War on Land
and the
Geneva Conventions. Israel is bound to apply the international human rights law
and the law of war sometime reciprocally and other times in parallel in a way
that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days in November, PCHR calls upon the international
community, especially the United Nations, the High Contracting Parties to the
Geneva Convention and the European Union – in the context of their natural
obligation to respect and enforce the international law – to cooperate and act
according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide international
protection to Palestinians in the oPt, and to ensure the non-recurrence of
aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
