Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)
(14– 21October 2015)
- Wilful killings have been rising in occupied East Jerusalem
- 5 Palestinian civilians, including a child, were killed for suspicions of stabbing attempts.
- Israeli forces have escalated the use of excessive lethal force against peaceful protests in oPt.
- 12 Palestinian civilians, including 4 children, were killed; one of whom was killed by a settler and another one succumbed to his wounds.
- 325 Palestinian civilians, including 46 children, were woundedin the West Bank.
- Among the wounded were 2 journalists and 6 paramedics in the Gaza Strip and a female journalist in the West Bank.

Summary
Israeli violations of international law and international humanitarian law in theoPt continued during the reporting period (14 – 21October 2015).
Shooting:
With the ongoing silence of the international community towards the Israeli grave violations in the occupied Palestinian territory (oPt), Israeli forces continued to commit crimes against Palestinian civilians. The reporting period witnessed bloody days and blatant disregard by Israeli forces for the lives of Palestinian civilians. Moreover, Israeli forces continued to use excessive force against Palestinians participating in peaceful protests in the West Bank and Gaza Strip. Occupied East Jerusalem witnessed shooting incidents against all those suspected of attempting to stab Israeli soldiers and settlers. During the reporting period, Israeli forces, police officers and settlers killed 17 Palestinian civilians, including 4 children, and a Palestinian civilian succumbed to his injury. Fourteen of these civilians, including 4 children, were killed in the West Bank. Among the killed were 5civilians, including a child, from occupied East Jerusalem and its suburbs and the others were from the Gaza Strip. Moreover, 324 Palestinian civilians, including 46 children, 3 journalists and 6 paramedics, were wounded in the Gaza Strip and West Bank; 179 of them, including 7 children, 2 journalists and the 6 paramedics, werewounded in the Gaza Strip and the remaining others were wounded in the West Bank.
In the West Bank, Israeli forces killed 14 Palestinian civilians, including 5 children. Five of these civilians, including a child, were killed in occupied East Jerusalem and its suburbs.
On Friday, 16 October 2015, Israeli forces deployed at the northern entrance of Hebron (Ras al-Joura) opened fire at Eyad Khalil al-Awawda (27), from al-Koum village, southwest of Hebron, after al-Awawda chased an Israeli soldier to stab him, as clashes were taking place between Palestinians and Israeli forces in that area. As a result, al-Awawda sustained several bullet wounds and fell to the ground. He was pronounced dead and his body was handed over to the Palestinian side later.
On the same day, an Israeli sniper stationed at Beit Foreek checkpoint, northwest of Nablus, opened fire at a Palestinian protestor near the checkpoint namely Ehab Jehad Yusef Hanani (19). Hanani was wounded by a bullet that entered the right side of the chest and settled in the heart. He was then transported to Rafidiya Hospital in Nablus, where doctors’ efforts failed to save his life. Doctors estimated that he was shot from a range of about 400 meters.
On 17 October 2015, in two wilful killing crimes, Israeli forces killed a boy and a girl from Hebron. According to PCHR’s investigations regarding the first crime, at approximately 11:00, Israeli forces stationed at a military checkpoint in the east of Hebron, opened fire at Bayan Ayman Abdul Wahab al-Esaili (16) and killed her.
At approximately 19:00, Israeli forces stationed at the military checkpoint “56” established at the entrance of the northern entrance of al-Shuhada Street in Hebron opened fire at Tareq Zeyad al-Natcha (16), from Khellet Hadhour in the south of Hebron, and killed him. Israeli forces claimed the Bayan attempted to stab afemale Israeli soldier and al-Natcha stabbed an Israeli soldier. In both crimes, no eyewitnesses were present.
In another wilful killing crime,an Israelisettler killed a Palestinian youngster on the above-mentioned day under the pretext of stabbing attempt in Hebron. According to investigations conducted by PCHR, an Israeli settler opened fire at Fadel Mohammed Awad al-Qawasme (18), from al-Shaikh quarter in Hebron, and killed him.
On Tuesday, 20 October 2015, Israeli forces opened fire at Oday Hesham Mohammed Masalma (24), from Beit Awwa village, southwest of Doura, southwest of Hebron. Masalma was hit by bullets to the left leg and a bullet to the head, due to which he was killed. Israeli forces denied paramedicsaccess to the wounded for half an hour. It should be noted that the aforementioned person stabbed an Israeli soldier in the hand.
On the same day, Israeli forces stationed on the main road opposite to “Gosh Etzion” settlement, south of Bethlehem, opened fire at a Palestinian civilian vehicle. As a result, the driver, Hamza Mousa al-‘Amla (25), from Beit Oula village west of Hebron, was killed by several bullets. The corpse was taken by an Israeli military ambulance to an unknown destination. Israeli forces claimed that al-‘Amla had run down 2 settlers on the side of the road.
In new cold-blooded crime, Israeli forces killed on Tuesday evening two children from al-the al-Ja’bari family in the vicinity of “Kiryat Arba” settlement, east of Hebron.
On 21 October 2015, Israeli forces opened fire at a vehicle driven by Mohammed al-Shalalda (25), from Sa’ir village, east of Hebron,after he ran down 5 Israeli soldiers near Beit Ommar village, north of the city. As a result, he sustained several bullet wounds and was taken to Hadasa Hospital by an Israeli ambulance. His health condition is critical according to his family unlike the Israeli claim that he was killed.
In occupied Jerusalem, Israeli forces committed willful killing crimes based on suspicions. Those crimes were as follows:
On Wednesday, 14 October 2015, Israeli forces killed Basel Bassam Ragheb Seder (20), from Hebron, while he was walking in al-Amoud Gate area in the Old City, in East Jerusalem.
On the same day, an Israeli police officer serving in “Yasam” special patrol unit opened fire at Ahmed Fathi Mohammed Abu Sha’ban (23), from Ras al-Amoud neighborhood, east of the Old city in East Jerusalem, under the pretext that he attempted to stab an elderly Israeli woman in the central station in West Jerusalem. As a result, he was killed by several bullets.
On Saturday, 17 October 2015, Israeli forces shot dead Mo’taz Ahmed ‘Ewisat (16), from al-Mukaber Mountain area, south of East Jerusalem. Israeli forces claimed that the aforementioned child attempted to stab a number of Israeli Border Guard officers stationed at a temporary checkpoint established at the entrance of “Armon Hanatziv” settlement, south of East Jerusalem. However, the Israeli officers opened fire at him according to the Israeli radio.
On the same day, Israeli forces killed Omer Mohammed al-Faqih (23), from Qatna village, northwest of East Jerusalem. They opened fire at him under the pretext of attempting to stab an Israeli soldier at Qalandia military checkpoint, north of the city. Israeli soldiers opened fire at him again from a zero distance and left him bleeding to death.
On 21 October 2015, a female Israeli soldier opened fire at Mo’taz Attallah Qasem (22), from al-Eizariya village, east of occupied Jerusalem, under the pretext that he stabbed another female soldier near Jaba’ crossroads, northeast of East Jerusalem. As a result, he sustained several bullet wounds from a close range causing his death.
During the reporting period, 146 Palestinian civilians were wounded in the West Bank, including 39 children; 27 of whom were wounded in occupied East Jerusalem and the others in the West Bank.
In the Gaza Strip, Israeli forces killed 3 Palestinian civilians and a fourth one succumbed to his wound. Moreover, they wounded 179 others, including 7 children, 2 journalists and 6 paramedics. Among the paramedics, 4 suffered tear gas inhalation.
On 16 October 2015, Israeli forces stationed at and around Beit Hanoun (Erez) crossing, northwest of Beit Hanoun town in the north of the Gaza Strip, fired rubber-coated metal bullets and tear gas canisters at Palestinian young men, who were protesting on the road in between the Israeli and Palestinian sides of the crossing. As a result, Yehya Abdul Qader Jaber Arafat (24) was killed and 74 others were wounded, including 4 children, a journalist and 2 paramedics.
On the same day, Israeli forces stationed at the border fence between the Gaza Strip and Israel in Nahal Oz area, east of Gaza City, opened fire at Palestinian youngsters who threw stones at Israeli forces. As a result, Mahmoud Hatem Mohammed Hmaid (23), from al-Shati’ refugee camp, was killed by a bullet to the head, and 30 others were wounded, including 2 children.
On 20 October 2015, Israeli forces stationed along the border fence with Israel, east of al-Bureij refugee camp, opened fire at a group of Palestinian civilians, who were in an agricultural field that is around 350 meters away from the aforementioned fence. As a result, Ahmed Sharif al-Serhi (30), from Deir al-Balah, was killed by 3 bullets to the chest, while two others were wounded. The Israeli Army Radio reported that the Israeli forces killed a Palestinian sniper and wounded two others.
On 16 October 2015, medical sources at Shifa Hospital in Gaza City, declared that Shawqi Jamal Jaber Ebeid (36), from Ezbet Beit Hanoun, succumbed to his wound. It should be noted that Shawki sustained a bullet wound to the head on 09 October 2015, when he was in his work in a stone factory, 2,000 meters away from the border fence where there were clashes between Palestinian youngsters and Israeli forces, east of al-Shuhada cemetery in the east of Jabalia.
In the context of targeting Palestinian fishermen in the Gaza Strip sea, on 18 October 2015, Israeli gunboats stationed off Khan Yunis shore in the south of the Gaza Strip,opened fire at Palestinian fishing boats sailing 3 nautical miles off al-Waha resort, northwest of Beit Lahia, north of the Gaza Strip.
On 19 October 2015, Israeli gunboats stationed off al-Sudaniya shore, northwest of Beit Lahia town in the north of the Gaza Strip, opened fire at Palestinian fishing boats sailing within 4 nautical miles.
Collective punishment against families of Palestinian carrying out alleged attacks against Israeli forces and settlers:
As part of the collective punishment policy adopted by Israeli forces against families of Palestinians who are accused of carrying out resistance acts against them or settlers, Israeli forces destroyed the inside walls of an apartment belonging to the family of Maher Hamdi Rushdi al-Hashlamoun from Hebron.
Incursions:
During the reporting period,Israeli forces conducted at least 76 military incursions into Palestinian communities in the West Bank and 14 ones in occupied East Jerusalem.During these incursions, Israeli forces arrested at least 166Palestinians, including 35 children and a woman. Forty-four of these civilians, including 19 children and the woman, were arrested in East Jerusalem.
Among the arrested was Hassan Yousef Dar Khalil (61), member of the Palestinian Legislative Council (PLC), who was arrested from his house in Beitoniya town, west of Ramallah, and Ali Abdul Karim al-Eweiwi (24), a reporter at al-Rabe’a radio, who was also arrested from his house in Hebron.
In the Gaza Strip, on 14 October 2015, Israeli forces moved about 100 meters into Damra area, north of Beit Hanoun town in the north of the Gaza Strip. They levelled lands and opened sporadic fire, but no casualties were reported.
Restrictions on movement:
Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.
The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (KeremShaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.
As part of the collective punishment policy carried out by Israeli forces against Palestinian civilians, since Thursday, 01 October 2015, Nablus has been cordoned in a way similar to the cordon imposed on the same city in the beginning of al-Aqsa Intifada. PCHR’s fieldworker said that “Yetshar” bypass road, south of Nablus, and Beit Foreik checkpoint, east of the city, were completely closed. Moreover, they redeployed at the checkpoints of Howara, Jeet, al-Naqoura village, and Deir Sharaf valley around the city. Israeli forces stationed at those checkpoints humiliate the Palestinian civilians passing through the checkpoints.
Efforts to create Jewish majority
Following the Israeli cabinet’s decision to isolate the Arab neighborhoods in response to the “attacks” in the city, the Israeli forces started imposing a cordon on the villages and neighborhoods of occupied East Jerusalem by closing their entrances with cement blocks and establishing checkpoints and iron barriers in the streets and main roads.
On 14 October 2015, Israeli forces started implemting the policy of isolating the neighborhoods of the city from each other, and erecting iron barriers and checkpoints in the streets, especially in the Old City and its markets.They tightly closed the entrances and streets leading to al-Sawana, al-Jouz Valley, Sour Baher, Jabal al-Mukaber Mountiain, al-Eisawiya, Silwan and Ras al-Amoud areas. Thus, they deliberately disrupt life in the occupied city, obstruct civilians’ movement and increase their daily suffering.
In the same context, on 16 October 2015, Israeli forces imposed additional restrictions in East Jerusalem. They established iron barriers and denied the Palestinian young worshipers entry to the Old City to perform prayers in al-Aqsa Mosque. As a result, hundreds of Palestinians below 40 performed al-Fajr and al-Dhuhur prayers in the streets and near the Old City gates.
In the context of settlement activities and seizing control over Palestinian houses, on Sunday, 18 October 2015, Israeli forces fixed cement walls in Jabal al-Mukaber village, southeast of East Jerusalem, as part of the annexation wall to isolate the Arab neighbourhoods in the village from “Arom Hanatziv” settlement. Israeli forces declared that the wall is mobile and could be moved when necessary.
On Monday morning, 19 October 2015, “Ateret Cohanim” settlement organization seized control over 2 houses belonging to the Abu Nab family in Batn al-Hawa neighbourhood in Silwan village, south of the Old City in East Jerusalem.
Settlement Activities
On 17 October 2015, a group of Israeli settlers attempted to kill a Palestinian driver, Soboh al-Sha’ar (33), from al-Tour neighborhood, east of East Jerusalem, near “Mode’een Elite” settlement, west of Ramallah, while he was present in his workplace as a bus driver in “Egged” Transportation Company.
On Tuesday, 20 October 2015, a group of Israeli settlers moved into the western entrance of Deir Estia village, northwest of Salfit. They set fire to tires and swore at the Arabs. They also moved into the same village on the same day afternoon as well.

- At approximately 01:00, Israeli forces moved into Nablus. They raided and searched a number of houses. They arrested ‘Abdullah Salem al-‘Akar (32) and withdrew later taking him to an unknown destination.
- At approximately 01:30, Israeli forces moved into a number of neighbourhoods in the centre of Dura, southwest of Hebron. They patrolled the streets and then stationed in Kharsa village, south of the city. They deployed between the houses and then aided and searched a house belonging to the family of Yaser Isma’il al-Masharqah (20). Israeli forces arrested the aforementioned. They patrolled the street to al-Aqabah area and then raided and searched a house belonging to Hussein Nabil al-Shahatit (19). They arrested him as well.
- At approximately 02:00, Israeli forces moved into al-‘Aroub refugee camp, north of Hebron. They patrolled the streets and then stationed in the centre of the camp. They arrested 5 children and withdrew later taking them to an unknown destination. The arrested persons were identified as Mohammed ‘Ali Roshdi (15); Wadi’a Naser al-Jondi (17); Ahmed Yousif Abu Nasif (15); Ahmed Saleh Nemer Jawabrah (15); and Ahmed Yousif al-Maqousi (15).
- At approximately 02:30, Israeli forces moved into the southern area of Hebron. They patrolled the streets and then raided and searched a house belonging to the family of ‘Othman Taleb Abu Sneinah (23). They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.
- Around the same time, Israeli forces moved into a number of neighbourhoods, including al-Hawouz al-Awal area and Abu Katilah neighbourhood to the west, in Hebron. They arrested Jihad Mahmoud Abu Skout (20) and ‘Issamah Mohammed Abu ‘Eishah (19) after searching their houses and leaving their family outside the house for hours.
- At approximately 03:00, Israeli forces moved into Tulkarm. They patrolled the streets for some time and then redeployed in the eastern neighbourhood in the city. They raided and searched a house belonging to the family of Muhaned Jihad Khader Hamshary (25) and arrested him as well. They redeployed in the western neighbourhood of the city and then raided and searched a house belonging to the family of Mohammed Ziad ‘Abdo Abu Zant (22). Israeli forces arrested the aforementioned civilian.
- At approximately 11:00, Israeli forces backed by 5 military vehicles (3 tanks and two bulldozers) moved 100 meters into Demrah area in the north of Beit Hanoun in the northern Gaza Strip. They levelled lands that were already razed amidst Israeli shooting. As a result, farmers whose lands are in the vicinity of the invaded area were forced to leave for fear of being wounded. At approximately 16:00, Israeli forces withdrew, and neither causalities nor damages were reported.

- At approximately 01:00, Israeli forces moved into Madama village, southeast of Nablus. They raided and searched houses and arrested 3 civilians: Hamed Salim (31); Haithafah Yazid Mohammed Ziadah (25); and Mahmoud Wajeeh Kamel Qot (22).
- Around the same time, Israeli forces moved into Beit Ummar village, north of Hebron. They patrolled the streets and then stationed in the neighbourhoods of al-Thaher, Khelet al-‘Ein and al-Tahta. They deployed between the houses causing fear among children and residnets. They raided and searched 3 houses, from which they arrested Hamzah Mohammed Abu ‘Ayyash (17); Amir Ibrahim Sabarnah (22) and Malek Ibrahim Sabarnah (22). The Israeli forces withdrew later taking the aforementioned civilians to an unknown destination.
- At approximately 01:30, Israeli forces moved into a number of neighbourhoods in Hebron. They patrolled the streets and then stationed in Abu Roman area. They raided and searched a house belonging to Ra’fat ‘Arafat al-Ja’abari (20). They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.
- At approximately 02:00, Israeli forces moved into Beit Oula village, west of Hebron. They patrolled the streets and then stationed in the centre of the village and deployed between the houses causing among residents and children. The Israeli soldiers raided and searched two houses and arrested Mahmoud ‘Abel ‘Afow Mohammed al-’emlah (27) and ‘Abdel Rahman Fawzi soliman al-Khatib (21).
- At approximately 03:00, Israeli forces moved into Til village, southwest of Nablus. A number of Palestinian youngsters gathered to throw stones at the Israeli military vehicles. The Israeli soldiers immediately fired rubber-coated metal bullets wounding Isma’il Qasem Isma’il Hamad (30) with two bullets in the left foot. Israeli forces then raided and searched a number of houses and arrested Jihad Hassan al-Hendi (27), Mohammed Nemer ‘Asidah (27) and Mo’atasem Hasan Rihan (33). Israeli forces withdrew later taking the aforementioned civilians to an unknown destination.
- As part of the collective punishment policies, at approximately 03:00, Israeli forces moved into Selwad, northeast of Ramallah. They handed notices to destroy and evacuate within 72 hours two houses belonging to the family of prisoner ‘Abdullah Munir Hamed and political prisoner in the PA prisons, Mo’az al-Haj Saleh Hamed. The Israeli forces accuse Mo’az and ‘Abdullah of affiliation with a military cell responsible for anattack carried out against “Shifot Rahil” settlement near Nablus as an Israeli soldier was killed and 3 settlers were wounded on 01 July 2015.
- At approximately 03:30, Israeli forces moved into Qaliqlya. They raided and searched a house. They arrested Sa’id ‘EMad ‘Abdel KArim Tamali (19) and withdrew later taking him to an unknown destination.
- At approximately 05:00, Israeli forces moved into Jabe’a village, south of Jenin. They patrolled the streets and then raided and searched a house belonging to the family of hasan Soliman Hasan Khaliliyah (30). They arrested him.
Friday, 16 October 2015
- At approximately 01:30, Israeli forces moved into Bir Zeit village, north of Ramallah. They deployed in the agricultural lands and in the vicinity of a house belonging to the family of Ramez ‘Abdel Rahim Weshah (28). They then raided and searched the house and arrested the aforementioned civilian.
- At approximately 02:00, Israeli forces moved into Nablus. They stationed in the Old City in Nablus when a number of Palestinian youngsters gathered to throw stones at the vehicles. The Israeli soldiers in response fired live bullets and rubber-coated bullets. As a result, Hisham Fathi al-Qotob (24) was hit with a rubber-coated metal bullet to the chest and another one to the head. The wounded person was transferred to Nablus Hospital to receive medical treatment, and his condition was described as moderate. The Israeli forces then raided and searched houses, from which they arrested Samed ‘Abdullah (38) from al-Naser Street in the old City. They withdrew later taking him to an unknown destination.
- At approximately 03:00, Israeli forces moved into Hejah village, east of Qalqilya. They raided and searched houses, from which they arrested 4 civilians. Israeli forces withdrew later taking the arrested civilians to an unknown destination. The arrested civilians were identified as Mahmoud Nabil Ahmed Basalat (19), Muhanned Faker ‘Abdullah Basalat (19) and ‘Abed Ghaleb Hussein Masalhah (20).
- At approximately 04:00, Israeli forces moved into Ya’bod village, southwest of Jenin. They raided and searched a house belonging to the family of Ashraf Mohammed Ziad Zaid al-Kilani (29) working in the Palestinian National Security services and arrested him as well.
- At approximately 14:30, Israeli forces moved into Deir Nizam village, northwest of Ramallah. They deployed in the agricultural lands and in the vicinity of the houses when a number of Palestinian children and young men gathered to throw stones at the Israeli soldiers. The Israeli soldiers chased the stone-throwers, who spread in the alleys of the village and set fire to tires. Israeli forces in response fired live and rubber-coated metal bullets, sound bombs and tear gas canisters at them. As a result, a 23-year-old civilian was hit with a bullet to the left leg.
- At approximately 17:30, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of ‘Abasan al-Jadidah to the east of Khan Younis in the southern Gaza Strip, fired live bullets at a group of youngsters near the border fence. As a result, Faris Khalil Burham al-Daghmah (11) was hit with a bullet to the right side and was taken to the Algerian Hospital in ‘Abasan. On the next day, he was transferred to the European Gaza Hospital where his injury was described as moderate.
- In the afternoon, Israeli forces arrested two children from al-Mazra’ah al-Sharqiyah village, northeast of Ramallah, when they were in an agricultural area near ‘Ayoun al-Haramiyah area on 60 Street. The two children were taken to an unknown destination, and they were identified as Sultan Jadallah Hejaz (17) and Mohammed ‘Abdel Rahim Hamidah (17).
Saturday, 17 October 2015
- At approximately 01:30, Israeli forces moved into ‘Askar refugee camp, northeast of Nablus. They raided and searched a number of houses, from which they arrested Mohammed Jihad al-Sayeh (20), a member of the Palestinian National Security Forces. Israeli forces withdrew later taking him to an unknown destination.
- At approximately 03:40, Israeli forces moved into Nablus. They stationed in Sofian Street in the centre of the city when a number of Palestinian children and youngsters gathered to throw stones and empty bottles at Israeli soldiers. The Israeli soldiers in response fired live bullets at them wounding a 19-year-old civilian with shrapnel to the right leg. Israeli forces raided and searched a number of residential buildings in Sofian Street. At approximately 05:00, Israeli forces arrested Tariq Madih al-‘At’out and withdrew later taking him to an unknown destination.
- In a new crime of wilful killing, in the morning Israeli forces killed a Palestinian a girl under the pretext of stabbing a female Israeli soldier. According to PCHR’s investigations, at approximately 11:00, Israeli Border Guard officers stationed at the military checkpoint at the entrance of Bani Salim area in the east of Hebron shot dead Bayan Ayman al-‘Esaili (16), from Wad al-Ghrouz area. Israeli forces claimed that the aforementioned girl had a knife and attacked a female soldierstationed at the checkpoint. However, her father denied these claims and accused the Israeli forces of killing his daughter, who was on her way to study with a friend. It should be mentioned that the girl’s family house is only 300 meters away from the checkpoint and there are many houses, where Israeli Border Guard officers live, belonging to the “Kiryat Arbaa” settlement, east of the city.
- In a similar crime, at approximately 19:00, Israeli forces stationed at the “56” military checkpoint established at the northern entrance of al-Shuhadaa’ Street fired live bullets at Tariq Ziad al-Natsheh (16) from Khelet al-Hadour area in the southern area of Hebron and killed him after he stabbed a soldier near the electronic gate. Tariq was then transported by an Israeli military ambulance to an unknown destination. In both incidents, there were no eyewitnesses.
- At approximately 21:00, Israeli forces moved into Kafr al-Deek village, west of Salfit. They raided and searched a house belonging to the family of Nabil Wasef ‘Abdel Majeed and turned it into a military site. At approximately 04:00 on the following day, Israeli forces withdrew from the city.

- At approximately 12:55, Israeli forces moved into Salfit. They raided and searched a house belonging ‘Ali Khalil Fatouni and handed him a summons to refer to the Israeli Intelligence. No arrests were reported.
- At approximately 02:00, Israeli forces moved into Haris village, north of Salfit. They raided and searched a house belonging to the family of Sharif Walid ‘Abdel ‘Aziz Qasem and handed him a summons to refer to the Israeli Intelligence. No arrests were reported.
- At approximately 02:30, Israeli forces moved into the southern area of Hebron. They raided and searched a house belonging to the family of Mohammed ‘Adli al-Ja’abari (27). Israeli forces arrested the aforementioned civilian. Meanwhile, Israeli forces raided and searched a house belonging to Ibrahim Mahmoud al-Ja’bari (22) and arrested him as well.
- At approximately 03:30, Israeli moved into Wad al-Heriyah area in the south of Hebron. Israeli forces raided and searched a house belonging to the family of Mohammed Maher Sa’id ‘Abeido (25). They arrested him and withdrew later taking him to an unknown destination.
- Around the same time, Israeli forces moved into a number of neighbourhoods in Beer al-Mahjar area in the northern area of Hebron. They raided and searched a house belonging to the family of Yehia Ishaq al-Natsheh (24) and arrested him.
- At approximately 21:30, Israeli gunboats stationed off Khan Younis shore in the southern Gaza Strip opened fire and fired shells in the vicinity of the fishing boats. The shelling which continued for more than two hours caused fear among fishermen who were forced to flee. No causalities were reported.
- At approximately 11:45, Israeli gunboats stationed off al-Waha shore, northwest of Beit Lahia in the northern Gaza Strip opened fire in the vicinity of Palestinian fishing boats sailing within 3 nautical miles. They raided and searched a number of houses and arrested Ahmed Mohammed al-Yamani (22), Tariq Sa’id Ibrahim al-Karaki (19) and Mo’emen Mohammed Abu Shamisyah (24). Israeli forces later withdrew taking the arrested persons to an unknown destination.
- At approximately 02:00, Israeli gunboats stationed off al-Sudaniyah area, northwest of Beit Lahia in the northern Gaza Strip opened fire and chased the Palestinian fishing boats sailing within 4 nautical miles. As a result, fishermen were terrified and forced to flee. However, no causalities were reported.
- At approximately 02:10, Israeli forces moved into Qalqilya. They raided and searched a a number of houses. They arrested Ashraf Taysir Shahadah Abu Dayyah (18) and Mohammed ‘Ata Mujahed Zahran (32) and withdrew later taking them to an unknown destination.
- At approximately 02:30, Israeli forces moved into Dura, southwest of Hebron. They raided and searched a house belonging to the family of Yousif Mohammed Abu Sheikah (27). They handed him a summons to refer to the Israeli intelligence in “Gosh ‘Etzion” settlement, south of Bethlehem.

- At approximately 01:00, Israeli forces moved into Bethlehem. They raided and searched a number of houses. They arrested 4 civilians, including 3 brothers: Lo’ay (16); Mohammed (19) and Belal Habes Dakhlallah al-‘Amour (24); and Mohammed Ibrahim al-‘Amour (21).
- Around the same time, Israeli forces moved into Yatta, south of Hebron. They raided and searched a number of houses, where they handed 4 civilians summonses to refer to the Israeli intelligence in “Gosh ‘Etzion” settlement, south of Bethlehem. They were identified as Kamal Khalil Younis; Hussein Mohammed al-Shawahin (50) and his son, Mohammed (19).
- At approximately 01:40, Israeli forces moved into ‘Asirah al-Shamaliyah village, north of Nablus. They raided and searched a number of houses, from which they arrested 3 civilians: ‘Alaa’ ‘Awwad al-Sholi (33); Nedal Daghlas Yasin (45); and Ahmed ‘Abdel Hadi Hamadanah (33).
- At approximately 02:00, Israeli forces moved into Beit Foriq village, east of Nablus. They raided and searched a number of houses. - Around the same time, Israeli forces moved into Bitounia town, west of Ramallah. They raided and searched a house belonging to the family of Hasan Yousef Dar Khalil, PLC Member from the “Change and Reform” bloc affiliated with Hamas, and arrested him.
- Around the same time, Israeli forces arrested ‘Omayr Rajeh Ikteifi (13) Anas Naser Abu Seif (15) from ‘Ein al-Sultan refugee camp to the west of Jericho after raiding and searching their family houses.
- At approximately 02:30, Israeli forces moved into Beit Rima, northwest of Ramallah. They raided and searched two houses belonging to Mohammed Nazih al-‘Asi (26) and Ahmed Sameh al-Khatib (23) and arrested both of them.
- At approximately 03:00, Israeli forces moved into al-Yamoun village, northwest of Jenin. They raided and searched a house belonging to Khalil Mahmoud Qasem Freihat (33) and arrested him.
- In the early morning, Israeli forces killed ‘Oday Hisham Mohammed Masalamah (24) from Beit ‘Awa village, southwest of Dura, southwest of Hebron, after firing at him from a close range. The aforementioned civilian was hit with several bullets to the left foot and one to the head from the right back left side of the head, so he was immediately killed. The Israeli soldiers left him bleeding for half an hour until they allowed the PRCS ambulances to take him.
According to PCHR’s investigations, at approximately 08:00, dozens of schoolboys from Beit Awwa village, southwest of Doura, southwest of Hebron, organized a protest heading to the annexation wall, west of the said village. Israeli forces moved into the area through the security iron gate at the wall. The protestors threw stones at Israeli soldiers who chased them and fired tear gas canisters until they reached the Palestinian houses. At approximately 10:45, while four Israeli soldiers were present between the Palestinian houses, Oday Hesham Mohammed al-Masalma (24) was carrying a bag with olives inside it and walking between the trees. Oday stabbed one of the soldiers in his arm, and the 3 other soldiers opened fire at him, due to which he fell to the ground and rolled in a dirt downhill. They went after him and shot him dead. Israeli forces denied paramedics, who arrived in a Palestine Red Crescent Society (PRCS) ambulance, access to the wounded for half an hour. Israeli forces then withdrew, while the corpse was taken to Hebron Hospital. Following medical examination, it was found that Oday sustained several bullet wounds to the left leg causing laceration in the blood vessels and a bullet wound to the back of the head. According to the PRCS crews, the young man was already dead before he was transported by the ambulance.
- In the afternoon, Israeli forces moved into N’ilin village, west of Ramallah. They stationed at the eastern entrance of the village. A number of Palestinian children and young men threw stones and empty bottles at the Israeli soldiers, who chased the stone-throwers into the village. Israeli forces also fired live and rubber-coated metal bullets, sound bombs and tear gas canisters. As a result, a 17-year-old child was wounded with a bullet to the head. He was taken to Palestine Medical Complex in Ramallah. He underwent a surgery to remove shrapnel, which caused bleeding in the brain and fracture in the skill. As a result, he stayed in the Kuwaiti Hospital in the complex. The Israeli soldiers detained Ra’ed Mahmoud Sorour (13) for two hours until his grandmother managed to release him. The clashes continued until the evening, so at approximately 21:50, Israeli forces closed the aforementioned entrance with cement blocks.
- At approximately 15:00, Israeli forces stationed along the main street in front of “Gosh ‘Eztzion” settlement bloc, south of Bethlehem opened fire at Berligo white car. As a result, Hamzah Mousa al-‘Emlah (25), from Beit Oula village, west of Hebron was killed with several bullets. The corpse was transferred by an Israeli ambulance to an unknown destination. The Israeli forces claimed that the young man ran down two settlers who were on the roadside.
- At approximately 16:00, Israeli forces stationed along the border fence with Israel, east of al-Bureij refugee camp, opened fire at a group of Palestinian civilians, who were in an agricultural field that is around 350 meters away from the aforementioned fence. As a result, Ahmed Sharif al-Serhi (30), from Deir al-Balah, was killed by 3 bullets to the chest, while two others were wounded. The Israeli Army Radio reported that the Israeli forces killed a Palestinian sniper and wounded two others. It should be mentioned that the Israeli warplanes had already targeted al-Serhi’s house during the Israeli offensive on the Gaza Stripin summer 2014.
- In a new wilful killing crime, Israeli forces killed in the evening two children from al-Ja’bari family in the vicinity of “Kiryat Arba” settlement, east of Hebron.
According to PCHR’s investigations and statements of eyewitnesses, at approximately 21:30, dozens of settlers organized a protest heading from “Kiryat Arba” settlement to the Ibrahimi Mosque in Hebron. Meanwhile, Bashar Nizam Jamil al-Ja’abari (15) and his cousin Hussam Isma’il Jamil al-Ja’abari (17) were on their way back home in al-Ras area via the security gate established by Israeli forces near al-Rajabi building that has been seized by settlers for years. When the two children stopped in the eastern side of the street after passing the gate for more than 60 meters, one of the residents started shouting at them to come to his house next to the building for fear of the settlers. However, the children did not know what the resident wanted due to the settlers’ loud voices in the protest. An Israeli soldier then appeared putting his arm and hand on his chest and stopped next to the building from the southern side. The two children then headed to the soldier and stopped two meters away from him. They were normally talking to the soldier, who was pointing at the gate. It seemed that the two children asked him for help to come back. After minutes, the two children walked next to the soldier behind the building to the western entrance. Suddenly, heavy shooting was heard and the soldiers deployed in the area. Backups from the Israeli forces and ambulances arrived at the scene, and the Israeli soldiers prevented settlers from proceeding. Around half an hour later, the two children’s corpses were taken to an unknown destination, and it was reported that the Israeli soldiers foiled a stabbing attempt in the vicinity of “Karyat Arbaa” settlement. Moreover, some Hebrew websites published pictures of the two children after they were killed showing a razor blade in the hand of one of them. According to an eyewitness who knows the area well, no one can enter via the security gate, where there is a by-passer’s lane, unless permitted and searched by the Israeli soldiers who are always stationed in the area, especially at night. It seemed that the two children were afraid when they reached the street and headed to the soldier to help them coming back or being protected from the settlers’ demonstration.

Israeli forces arrested Hisham Amin Khaled al-Namourah (21) and Ramzi Jihad al-Darawish (22). The Israeli soldiers also arrested ‘Obaydah Ahmed al-Rojoub (22) from Karisah village, east of the city.

- Around the same time, Israeli forces moved into Beit Ummar village, north of Hebron. They raided and searched a number of houses. - Around the same time, Israeli forces moved into Sa’ir village, east of Hebron. They raided and searched a house belonging to the family of Maher Mahmoud Jaradat (22). They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.
- Around the same time, Israeli forces moved into Beit Rima village, northwest of Ramallah. They raided and searched a house belonging to ‘Abdel Rahman Mohammed Rimawi (21), who is a student at Bir Zeit University. They arrested the aforementioned civilian and withdrew later taking him to an unknown destination.
- At approximately 03:30, Israeli forces moved into Beit Kahel village, northwest of Hebron. They raided and searched a house belonging to the family of Hamzah ‘Abdel Mahdi Zohour (21) andarrested him.
- In the early morning, Israeli forces opened fire at Istabraq Ahmed Mahmoud Nour (15) from Madma village, south of Nablus, when she was near the entrance of “Yitsahar” settlement established on the village lands. As a result, she was wounded. The Israeli forces claimed that the child intended to stab a settler. The child was arrested, and the Israeli forces informed her father to head to the Howarah camp, south of Nablus.
- At approximately 15:00, Israeli forces stationed at the intersection of Jaba’ village, northeast of occupied Jerusalem, opened fire at Mo’ataz ‘Atalah Qasem (22), from al-‘Izariya village, east of the city, and killed him. Israel media sources said that Qasem stabbed a female Israeli soldier causing her serious wounds while the Israeli soldiers opened fire and killed him. Israeli forces also arrested another young man from the scene as he was there at the moment of the alleged attack under the pretext of being involved in the stabbing. Israeli forces then closed Jabe’a checkpoint and denied the medical and media crews access to the scene.
- Israeli soldiers opened fire at a vehicle traveled by Mohammed Fahim al-Shalaldah (25) from Sa’ir village, east of Hebron after running down 5 Israeli soldiers near the entrance of Beit Ummar, north of the city. As a result, he was wounded with several bullets as backups from the Israeli forces and ambulances arrived at the scene. Bypass Road (60) was then closed, and Shalaldah was taken by an Israeli ambulance to “Hadasa” Hospital. He sustained serious wounds according to his family denying the Israeli forces’ story that he was killed.
Israeli authorities claimed that a military vehicle was thrown with stones near Beit Ummar village while patrolling towards Bypass Road (60). As a result, the 5 soldiers who were inside it were forced to step out of it to comb the area. When they got out of the car, a Palestinian vehicle ran them down, so the soldiers opened fire at the vehicle. As a result, the driver was hit with several bullets all over his body.
- Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall
West Bank:
- At approximately 09:30 on Wednesday, 14 October 2015, dozens of youngsters participated in a peaceful protest organized by school students in Biet ‘Awaa village, southwest of Dura, southwest of Hebron. They headed to the annexation wall in the west of the village, where Israeli forces established a security gate and a military checkpoint. When the students arrived at the place, they set fire to rubber tires and threw stones at the soldiers stationed behind the security fence. Israeli soldiers indiscriminately fired tear gas canisters at the protesters in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli forces beat them. In the meantime, the students gathered in the place and threw stones at the soldiers. In response, Israeli soldiers fired live ammunition at them. As a result, a 16-year-old child was wounded by a bullet to the abdomen. Medical sources stated that a bullet hit the liver then and settled in the vicinity of the stomach.
- Around the same time, dozens of schools’ students from Soreef village, west of Hebron, gathered in the vicinity of the annexation wall, west of the city, where Israeli forces established a military checkpoint there. The students threw stones and empty bottles at the military vehicles stationed near the checkpoint. Israeli soldiers indiscriminately fired sound bombs, tear gas canisters, rubber- coated metal bullets and live ammunition at the stone throwers and chased them in the agricultural lands in response. As a result, a 16-year-old child was wounded by a bullet to the abdomen, while Israeli forces arrested a student, Omar Hussien Jum’a al-Heeh, 17.
- At approximately 10:00, dozens of angry young men and youngsters gathered at the entrance of Bani Na’eem village, east of Hebron, where Israeli forces established a military checkpoint. The protesters threw stones and empty bottles at the military vehicles stationed near the checkpoint. Israeli soldiers indiscriminately fired sound bombs, tear gas canisters, rubber-coated metal bullets, and live ammunition at the stone throwers and chased them in the agricultural lands in response. As a result, a 24-year-old civilian was wounded by a bullet to the left leg.
- In the meanwhile, dozens of angry young men and youngsters gathered at the entrance of al-‘Aroub refugee camp, north of Hebron, where Israeli forces established a military checkpoint. The protesters arrived at the bypass road(60) and threw stones and empty bottles at the military vehicles stationed near the checkpoint. Israeli soldiers indiscriminately fired sound bombs, tear gas canisters, rubber-coated metal bullets, and live ammunition at the stones throwers and chased them between houses. As a result, a 13-year-old child was wounded by a rubber-coated metal bullet to the right side of his back, while other civilians suffered tear gas inhalation. Moreover, Israeli forces closed the camp’s entrance and deployed on the road leading to al-Arroub Technical College’s entrance in the west of the camp. Israeli soldiers stopped a number of students while they were leaving the college heading to the camp and checked their IDs and before allowing them to leave they arrested a student, Abedullah Fayez Muhasien, 20.
- At approximately 15:30 on the same day, dozens of youngsters and children threw stones and empty bottles at Israeli soldiers stationed behind cement blocks and military vehicles at Hawara checkpoint, southeast of Nablus. Israeli forces immediately fired live ammunition at the protesters. As a result, two civilians were wounded;a 21-year-old civilian sustained a bullet wound to the left leg and a 19-year-old civilian was wounded by a bullet to the right leg.
- On Thursday, 15 October 2015, dozens of youngsters gathered near al-Huda Petrol Station and City-in hotel in al-Balou’ neighborhood at the northern entrance of al-Beira city, and headed at (DCO) military checkpoint and “Beit Eill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result, (4) civilians, including a child were wounded. They were taken to the Palestine Medical Complex in Ramallah to receive medical treatment.
- At approximately 16:00, dozens of angry young men and youngsters gathered at the closed Shohada Street in the center of Hebron, where Israeli forces established a military checkpoint. The protesters threw stones and empty bottles at the soldiers stationed near the checkpoint. In response, Israeli soldiers indiscriminately fired sound bombs, tear gas canisters, rubber-coated metal bullets and live ammunition at the stone throwers. They also chased the protestors in Bab al-Zawya area. As a result, many civilians were wounded. One of them was a 17-year-old child was hit by rubber-coated metal bullets.
- At approximately 18:00, a group of civilians headed to Jaljoulia military checkpoint, southwest of Qalqilya, and threw stones and empty bottles at the soldiers stationed at the checkpoint. Israeli soldiers immediately fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at them in response. As a result, 3 civilians, including 2 children were wounded by live ammunition.
- On Friday afternoon, 16 October 2015, hundreds of civilians gathered near (DCO) military checkpoint and “Beit Eill” settlement near Ramallah. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result,(25) civilians, including (6) children, were wounded by live ammunition while (12) others were wounded by rubber-coated metal bullets. They were taken to Palestine Medical Complex in Ramallah to receive medical treatment.
- Following Friday prayer, dozens of angry young men gathered at the entrance of Beit Ummer village, north of Hebron, where Israeli forces established a military checkpoint there. When the protesters arrived at the checkpoint, Israeli soldiers fired sound bombs and tear gas canisters at the protesters who threw stones and empty bottles at the soldiers. After that, Israeli soldiers stepped out from amilitary watchtower after the arrival of several military patrols at the place. They then indiscriminately fired live ammunition and rubber- coated metal bullets at the protesters. As a result, a 12-year-old child was wounded by a bullet to the left ankle and a 19-year-old youngster was hit by a bullet to the left elbow. Additionally, Israeli forces arrested two children: Basel Jamal Mohammed Bar’ith, 17, and Tareq Naser Helmi Abu ‘Aish, 16. Both of them were taken by a military vehicle to “Gush Etzion” settlement, southern Bethlehem.
- At approximately 14:00, dozens of young men and youngsters gathered at the closed Shohada Street in the center of Hebron, where Israeli forces established a military checkpoint. The protesters threw stones and empty bottles at the soldiers stationed near the checkpoint. In response, Israeli soldiers indiscriminately fired sound bombs, tear gas canisters, rubber- coated metal bullets and live ammunition at the stone throwers, and chased them in Bab al-Zawya area. As a result, (5) civilians sustained wounds.
- Around the same time, dozens of young men and youngsters from Yatta village, south of Hebron, gathered at the northern entrance of the village, when they arrived at the entrance they found 4 military vehicles parked on the road and other soldiers deployed on the agricultural lands and in the vicinity of the aforementioned road. The protesters threw stones at the soldiers and military vehicles and set fire to rubber tires. Israeli soldiers fired sound bombs, tear gas canisters, live ammunition and rubber-coated metal bullets at the stone throwers. As a result, a 21-year-old civilian was wounded by a bullet to the right knee. He then was taken to the Hebron Hospital.
- At approximately 14:30, dozens of young men and youngsters from Beit Foreek village village, northeast of Nablus, gathered and threw stones and empty bottles at Israeli soldiers stationed behind cement cubes and military vehiclesat Biet Foreek checkpoint, at the northwest entrance of the village. Israeli soldiers in response opened fire at the protesters. As a result, (7) civilians, including (2) children, were wounded.
- At approximately 14:45, dozens of youngsters and children gathered and threw stones and empty bottles at Israeli forces stationed behind cement blocks and military vehicles at Hawara checkpoint, southeast of Nablus. Israeli forces immediately fired live ammunition at the protesters. During the clashes that continued until evening, (16) civilians, including (5) children, were wounded. Following the end of the clashes, Israeli soldiers deliberatelyopened fire at 2 ambulances. An ambulance belonging to ‘Akraba Municipality was directly hit to the right rear window, and another one belonging to Palestine Red Crescent Society in Nablus was directly hit by a rubber-coated metal bullet to the front.

- At approximately 15:30, Israeli forces deployed at the northern entrance of Hebron (Ras al-Jouraa) opened fire at Iyad Khalil al-‘Awada, 27, from al-Koum village, southwest of Dura, southwest of Hebron, after he attempted to stab an Israeli soldier by a sharp instrument. As a result, the aforementioned victim sustained several wounds and Israeli forces and police backups arrived at the place. Al-‘Awawda was taken to an unknown destination. He was pronounced dead later and at approximately 21:00, he was handed over to the Palestinian liaison office.
According to investigations conducted by PCHR, at the aforementioned time there were clashes between a group of young men who threw stones and empty bottles at the soldiers stationed at the northern entrance to the city and Israeli forces that fired sound bombs and tear gas canisters at the protesters in response. In the meantime, al-‘Awawda, wearing a yellow press vestchased an Israeli soldier who was opening fire at the protesters. Al-‘Awawad was carrying a sharp instrument and chasing the soldiers for several meters. Israeli soldiers immediately fired live ammunition at al-‘Awawda who fell to the ground and bled to death. Moreover, Israeli soldiers fired live ammunition at journalists stationed near the military vehicles and detained 5 of them for several hours before they released them.
- At approximately 17:15 on the same day, an Israeli sniper stationed at Beit Foreek checkpoint, east of Nablus, opened fire at Ehab Jehad Yousef Hanani, 19, and hit him by a bullet that entered the right side of his chest and settled in the heart. He was then taken to Rafidya Hospital in Nablus, where doctors did all their efforts to save his life but he was pronounced his death later in the emergency room. The doctors estimated that the victim was shot from a range of about 400 meters.
- At approximately 18:00, a group of civilians headed to Jaljoulia checkpoint, southwest of Qalqilya, where the protesters threw stones and empty bottles at the soldiers who immediately fired live ammunition,sound bombs and tear gas canisters at them. As a result, (5) civilians, including (2) children, were wounded by live ammunition.
- At approximately 09:00 on Saturday, 17 October 2015, Israeli forces stationed at military checkpoint 56 at the northern entrance of al-Shohada Street and at al-Dabuya checkpoint in Hebron, indiscriminately fired live ammunition, sound bombs, rubber-coated metal bullets and tear gas canisters at the protesters who gathered at the checkpoint following the killing of Fady al-Qawasma by an Israeli settler in the same place. As a result, a 15-year-old child was wounded by a rubber- coated metal bullet to the right leg; a 16-year-old child was wounded by a rubber-coated metal bullet to the right arm; and a 15-year-old child was hit by a rubber- coated metal bullet to the chest. The aforementioned injured persons were taken by an ambulance belonging to Palestinian Red Crescent Society into Hebron Governmental Hospital.
- At approximately 10:00, a group of al-Quds Open University’s students organized a protest against the Israeli crimes. The students headed to Ras al-Joura area at the northern entrance of the city where there a military checkpoint is established. When they arrived there, Israeli forces fired tear gas canistersheavily. After that, a number of young men threw stones at the soldiers stationed in a military watchtower. The soldiers then went down from the watchtower and fired live ammunition and rubber – coated metal bullets at the protesters. As a result, (8) civilians, including a 17-year-old child, were wounded.
- In the afternoon, dozens of young men and youngsters gathered near al-Huda Petrol Station and City in hotel in al-Balou’ neighborhood, at the northern entrance of al-Beira city, then headed at (DCO) military checkpoint and “Beit Eill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result, (6) civilians, including (4) children, were wounded; (4) of them were hit by live bullets while the other (2) ones were hit by rubber-coated metal bullets.
- At approximately 13:00, dozens of young men gathered on Natania road in the vicinity of the Israeli Gishori factories, west of Tulkram. When the protesters arrived at the area, Israeli forces moved into the area and fired tear gas canisters against them. In response, the protesters threw stones and Molotov cocktails at the military vehicles. The clashes continued between Israeli forces and the protesters until the evening. As a result, (2) civilians were wounded and were taken to Dr. Thabet Thabet Hospital, where their conditions were described as moderate.
- At approximately 14:00, Israeli forces stationed at al-Jalma military checkpoint, northwest of Jenin, opened fire at a peaceful demonstration that headed to the aforementioned checkpoint. The protesters threw stones at the soldiers who fired live ammunition, tear gas canisters and sound bombs at them. As a result, (2) civilians, including a 16-year-old child, were wounded.
- At approximately 13:00 on Sunday, 18 October 2015, Palestinian young men headed as groups to the hot spot, west of Tulkram, and gathered on Natania road in the vicinity of the Israeli Gishori factories, west of Tulkram. When the protesters arrived at the area, Israeli forces moved into the area and fired tear gas canistersheavily. In response, the protesters threw stones and Molotov cocktails at the military vehicles. Moreover, Israeli forces chased the stone throwers in the outskirts of the city and stormed the campus of Palestine Technical University “Khadouri” and stationed near the university’s library. Soon after, they fired tear gas canisters heavily which forced the university’s administration to evacuate the campus from students. The clashes continued until the evening on the same day. As a result, dozens of students suffered tear gas inhalation and they were treated on the spot by Palestine Red Crescent Society’s paramedics. It should be mentioned that studying had been disrupted at the Palestinian Technical University”Khadouri” for several days due to its presence in the hot spot and the abovementioned day was the first working day for university.
- In the afternoon, dozens of youngsters gathered near al-Huda Petrol Station and City in hotel in al-Balou’ neighborhood, at the northern entrance of al-Beira city, then headed at (DCO) military checkpoint and “Beit Eill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result, (3) civilians were wounded, including a female journalist and a 16-year-old child who was arrested after preventing an ambulance crew from helping him under the threat of beating. The journalist was identified as Nibal Khaled Farsakh, 26, director of Ro’ya Satellite Office in Palestine, who was hit by a rubber- coated metal bullet to the left arm which led to fracture the middle and pinky finger.
- At approximately 18:00, dozens of civilians headed to Jaljoulia military checkpoint, southwest of Qalqilya, and threw stones and empty bottles at Israeli soldiers stationed at the checkpoint. Israeli soldiers immediately fired live ammunition, rubber- coated metal bullets, sound bombs and tear gas canisters at the protesters in response. As a result, (2) children and a young man were wounded with live bullets.
- On Monday, 19 October 2015, dozens of young men and children gathered near al-Huda Petrol Station and City in hotel in al-Balou’ neighborhood, at the northern entrance of al-Beira city, then headed at (DCO) military checkpoint and “Beit Eill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result, many civilians suffered tear gas inhalation.
- At approximately 12:00 on Tuesday, 20 October 2015, dozens of young men gathered on Natania road in the vicinity of the Israeli Gishori factories, west of Tulkram. When the protesters arrived at the area, Israeli forces moved into the area and fired tear gas canisters heavily at them. In response, the protesters threw stones and Molotov cocktails against their military vehicles. The clashes continued between Israeli forces and the protesters until the evening on the same day. As a result, a 22-year-old civilian sustained a bullet wound to the left leg.
- On Tuesday, 20 October 2015, dozens of young men and children gathered near al-Huda Petrol Station and City in hotel in al-Balou’ neighborhood, at the northern entrance of al-Beira city, then headed at (DCO) military checkpoint and “Beit Eill” settlement. The protestors set fire to tires and threw stones at Israeli soldiers who fired live ammunition, rubber-coated metal bullets, sound bombs, tear gas canisters and wastewater in response. As a result,(8) civilians, including a child, were wounded; (4) of whom were hit with live bullets, while (4) others were hit with rubber-coated metal bullets. They were then taken to Palestine Medical Complex in Ramallah to receive medical treatment.
- On the same day, dozens of Palestinian civilians gathered at the southern entrance of Jericho, near the (DCO) Israeli military checkpoint. Israeli forces deployed large number of soldiers in the area. The protesters set fire to rubber tires and threw stones and empty bottles at the soldiers. In response, Israeli soldiers fired live ammunition, rubber- coated metal bullets, sound bombs and tear gas canisters at the protesters. As a result, many civilians suffered tear gas inhalation.
Gaza Strip:
- At approximately 15:30 on Wednesday, 14 October 2015, Israeli soldiers stationed at the border fence between the Gaza Strip and Israel, east of al-Bureij refugee camp in the center of the Gaza Strip, fired live ammunition and tear gas canisters at a group of young men and children who were present in the vicinity of the aforementioned border fence. The protesters threw stones at the soldiers. As a result, (5) civilians were wounded by live bullets.
- At approximately 15:30 on Thursday, 15 October 2015, Israeli soldiers stationed at the border fence between the Gaza Strip and Israel, east of al-Bureij refugee camp in the center of the Gaza Strip, fired live ammunition and tear gas canisters at a group of young men and children who were present in the vicinity of the aforementioned border fence. The protesters threw stones at the soldiers. As a result (3) civilians were wounded. One civilian sustained a bullet wound, and the other two ones suffered tear gas inhalation.
- At approximately 16:00 on Friday, 16 October 2015, medical sources at Shifa Hospital in Gaza City declared the death of Shawqi Jamal Jaber ‘Obaid, 36, from ‘Ezbet Biet Hanoun, who was hit with a bullet to the head. According to investigations conducted by PCHR, the above-mentioned civilian was wounded on 09 October 2015, while he was at work in a brick factory which is about 2000-meter away from the border fence, east of the Islamic Martyrs’ Cemetery, east of Jabalya. There were clashes between Palestinian youngstersand Israeli soldiers stationed at the border fence who fired live ammunition and rubber-coated metal bullets at them. ‘Obaid was received medical treatment at Shifa Hospital until the declaration of his death by the medical sources.
- At approximately 14:00,Israeli forces stationed at Beit Hanoun (Erez) crossing in the northern Gaza Strip fired live ammunition and tear gas canisters at dozens of youngsters on the street between the Israeli and the Palestinian side of the crossing. The Palestinian youths threw stones at the soldiers. As a result of those clashes that continued until 19:00 Yehia Abed al-Kader Jaber ‘Arafat, 24, from al-Shteq camp, west of the Gaza Strip, was killed by a bullet to the head. Moreover, (74) others, including (4) children, were wounded. The wounded persons were identified as:1- Nabiel Sameeh Mohammed Abu Daya, 43, from Beit Lahiya, a cameramen of Palestine T.V, hit with a rubber-coated metal bullet to the left thigh; 2- Mohammed Ali Abed al-Hameed Makawi, 35, from Biet Lahiya, a paramedic in Palestine Red Crescent Society, hit by a rubber- coated metal bullet to the left ankle; and 3- Huthifa Mahamoud Hassan Abu ‘Atiya, 23, from Jabaliya camp, a volunteer paramedic in Palestine Red Crescent Society, hit by a tear gas canister to the right leg and suffered tear gas inhalation. In addition, a tear gas canister hit the right side of an ambulance belonging to al-‘Awda Hospital due to which the canister broke the window and fell inside. Moreover, Israeli forces arrested Fadi Akram Hammad Abu Lihya, 20, from Jabaliya camp, after he was wounded by a rubber-coated metal bullet to the leg. He was released on the next day after questioning him.
- Around the same day, dozens of Palestinian youngsters headed to the border between the Gaza Strip and Israel, east of al-Faraheen area in Abasan village, east of Khan Yunis in the south of the Gaza Strip. The protesters threw stones at the soldiers stationed behind the fence. In response, Israeli soldiers sporadically fired live ammunition and tear gas canisters at the protesters until the evening. As a result, (19) civilians were wounded by live and rubber-coated metal bullets. One of the wounded persons was identified as Mothana Suliman Ibrahim al-Najar, 30, a reporter of the Palestine Today Channel and al-Quds Radio, was directly hit bya tear gas canister to the chest while he was covering the events, east of al-Faraheen area. In addition, another canister fell inside one of ambulances belonging to Palestine Red Crescent Society, as a result of which a number of paramedics suffered from tear gas inhalation.
- In the meanwhile, Israeli forces stationed at the border area between the Gaza Strip and Israel “Nahel ‘Oz” area, east of the Gaza Strip, opened fire at a group of youths who were protesting there and throwing stones at the soldiers. As a result, Mahmoud Hatem Mohammed Hamid, 23, from al-Shateq camp, was killed by a bullet to the head, while (30) others civilians, including (2) children, were wounded.
- At the same time, Israeli soldiers stationed at the border fence between the Gaza Strip and Israel, east of al-Bureij camp in the center of the Gaza Strip, fired live ammunition and tear gas canisters at Palestinian civilians who were protesting in the vicinity of the aforementioned fence and throwing stones at the soldiers. As a result, (18) civilians, including (13) children, were wounded, one of them was hit by a rubber- coated metal bullet while (4) others were directly hit with tear gas canisters.
- At approximately 14:30 on the same day, Israeli forces fired rubber-coated metal bullets and tear gas canister at dozens of youths who were protesting near the border fence, east of Islamic Martyrs’ Cemetery, east of Jabalya. As a result, Ahmed Hussain Ahmed Nufal, 20, from Jabaliya, was wounded with a bullet to the right leg.
- At approximately 13:00 on Saturday, 17 October 2015, ,Israeli forces stationed at Beit Hanoun (Erez) crossing in the northern Gaza Strip fired live ammunition and tear gas canisters at dozens of youngsters on the street between the Israeli and the Palestinian side of the crossing. The Palestinian youths threw stones at the soldiers. As a result of those clashes which continued until 19:00, 7 civilians, including a woman, suffered tear gas inhalation.
- At approximately 16:30, dozens of youths and children headed to the border area, east of al-Birij camp in the center of the Gaza Strip, and threw stones at Israeli soldiers stationed there. In response, Israeli soldiers fired live ammunition and tear gas canisters at the protesters. As a result, (10) civilians were wounded, while (4) of ambulanceofficers of Palestine Red Crescent Society suffered tear gas inhalation when a tear gas canister was directly fired at their ambulance.
- At approximately 16:30 on Sunday, 18 October 2015, dozens of youths and children headed to the border area, east of al-Bureij camp, central of the Gaza Strip, and threw stones at the soldiers who fired live ammunition and tear gas canisters at the protesters. As a result, one of protesters was hit with a bullet to the right leg while (6) others suffered tear gas inhalation.
- At approximately 14:30 on Tuesday, 20 October 2015, Israeli forces stationed at Beit Hanoun (Erez) crossing in the northern Gaza Strip fired live ammunition and tear gas canisters at dozens of youngsters on the street between the Israeli and the Palestinian side of the crossing. The Palestinian youths threw stones at the soldiers in protest at the Israeli attacks against the Palestinian civilians in occupied Jerusalem and the West Bank. The clashes continued until 18:00 on the same day. As a result, (7) civilians were wounded, (2) of whom were hit with live bullets while (2) others were hit with rubber- coated metal bullets. Additionally, (3) others protesters were directly hit with tear gas canisters.
- At approximately 16:00 on Tuesday, dozens of youths and children headed to the border area, east of al-Birij camp, central of the Gaza Strip, and threw stones at the soldiers who fired live ammunition and tear gas canisters at the protesters. As a result, (3) civilians were hit with live ammunition, while (3) others civilians directly were hit with tear gas canisters, which caused shortness of breath.
- At approximately 16:30 on Wednesday, 21 October 2015, dozens of youths and children headed to the border area, east of al-Bureij camp, central of the Gaza Strip, and threw stones at the soldiers who fired live ammunition and tear gas canisters at the protesters. As a result, (2) youngsters were wounded by live bullets.

Protest demonstrations against the annexation wall and settlement activities
- Following the Friday prayer on 16 October 2015, dozens of Palestinian civilians and international and Israeli human rights defenders organized a peaceful demonstration in Bil’in, west of Ramallah, in protest against the annexation wall and settlement activities. The protestors tried to sneak the fence. Israeli soldiers stationed behind the wall, fired live bullets, rubber-coated steel bullets, tear gas canisters and sound bombs and chased them into the olive fields and into residential houses in response. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.
- On the same day, dozens of Palestinian civilians organized a peaceful demonstration in the center of Ni’lin village, west of Ramallah, in protest against the Annexation Wall and Settlement Activity. The demonstrators took the streets and headed to the annexation wall. Israeli forces prevented the demonstrators from crossing to the land behind the Annexation Wall, so they threw stones at them. Israeli soldiers fired live bullets, rubber-coated metal bullets, sound bombs and tear gas canisters at the civilians, and chased them into the village. As a result, many civilians suffered tear gas inhalation and others sustained bruises as Israeli soldiers beat them up.
- Around the same time, dozens of Palestinian young men and youngsters gathered at the western entrance of Silwad village, northeast of Ramallah, on Silwad-Yabroud road near road (60) in protest at the Israeli policies. The protesters set fire to rubber tires and threw stones and Molotov cocktails at the soldiers. Israeli forces stationed at the area fired live ammunition, rubber- coated metal bullets and tear gas canisters at protesters also they chased them inside the village and raided the residential houses. One of the raided houses belongs to Mo’amar ‘Ayad where Israeli soldiers deliberately broke the main door. Moreover, Israeli forces insulted the civilians in their vehicles, one of those civilians was identified as : Mohammed ‘Awad Hamed ,33, who was beaten by gun butts and kicked by Israeli soldiers to his head and throughout his body, before he was arrested him and taken Hadassah Ein kerem Hospital, where medical sources showed that he sustained a fracture to his skull. Furthermore, Israeli soldiers raided the house of Nedal ‘Ayad and before their withdrawal from the house, they arrested his two sons, Mohammed 21, and Noor al-Dein, 18. Additionally, several civilians suffered tear gas inhalation while others sustained bruises. The wounded persons were treated on the spot. In the evening, large troops of Israeli forces accompanied by a military bulldozer moved into Silwad village and closed all the village’s entrances by cement blocks due to shooting incidents by one of Palestinian civilians against Israeli soldiers. They closed the western entrance that leads to Ramallah and the southern entrance near”Ofra” settlement which is used by Dier Jarir, Ramon, al-Taiba and Kufor Malek) villages. They also closed an agricultural road leading to Nablus main road that forced civilians to pass through alternative and long ways to reach the city.
- Note: PCHR keeps the names of the injured persons in the aforementioned demonstrations, fearing of arrested them by Israeli forces especially in the West Bank and the occupied East Jerusalem.
Rubber-coated metal bullets are lethal if they hit the head of a victim from a close range.
- Continued closure of the oPt
Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.
Gaza Strip
Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.
Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.
Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.
Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.
Israel has continued to close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.

- On Tuesday, 13 October 2015, Israeli forces allowed the exportation of 45.5 tons of potatoes; 13.1 tons of eggplants; 26 tons of cucumbers; 4.3 tons of Squash; 5 tons of clothes; and 32 tons of palms.
- On Thursday, 15 October 2015, Israeli forces allowed the exportation of 25 tons of sweet potatoes; 13.5 tons of eggplants; 63 tons of cucumber; 11 tons of palms and 4.5 tons of squash.

West Bank
Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:
Hebron: Israeli forces established 19 checkpoints all over the city. On Wednesday, 14 October 2015, Israeli forces established 4 checkpoints at the entrances of Beit ‘Aynoun village, east of Hebron, Beit ‘Awwa village, southwest of Dura, southwest of Hebron; al-Shyoukh village, northeast of Hebron and al-Samou’a village, south of the city.
On Thursday, 15 October 2015, Israeli forces established 6 checkpoints at the entrance of al-Fawar refugee camp, south of the city; the entrances of Sa’ir and Beit ‘Aynoun villages, east of Hebron; southern Hebron entrance; Beit Ummar village; north of the city; northern Halhoul entrance, north of the city.
On Friday, 16 October, Israeli forces established two checkpoints at the entrance of Beit ‘Awwa village, southwest of Dura and the entrance of Beit ‘Aynoun village, east of Hebron.
On Saturday, 17 October 2015, Israeli forces established two checkpoints at the entrance of al-‘Aroub refugee camp and the northern entrance of Hebron.
On Sunday, 17 October 2015, Israeli forces established 3 checkpoints at the entrances of al-Aroub and al-Fawar refugee camps, south and north of Hebron and at the entrance of al-Thaheriyah village, south of the city.
On Monday, 19 October 2015, Israeli forces established two checkpoints at the entrance of Sa’ir village, east of Hebron and the northern entrance of Hahoul, north of the city.
Ramallah: Israeli forces established 9 checkpoints all over the city. Friday, 16 October 2015, Israeli forces established a checkpoint at the entrance of al-Nabi Saleh village, northwest of Ramallah, northwest of Ramallah. At the afternoon, another checkpoint was established at the entrance of Deir Abu Mesh’al, northwest of Ramallah. They searched all the cars, checked the passengers’ ID cards and detained Mos’ab ‘Abdel Majid Barghuthi (19) for half an hour. At approximately 19:40, Israeli forces established two checkpoints at the entrance of Senjel, north of Ramallah and under the bridge of Yabrud village, northeast of Ramallah.
At approximately 18:30, on Saturday, 17 October 2015, Israeli forces established a checkpoint at the entrance of Beit ‘Oar al-Foqa village, southwest of Ramallah. At approximately 19:30, Israeli forces established another checkpoint at the intersection of ‘Ofrah settlement, north of Ramallah. At approximately 20:30, Israeli forces re-established at ‘Atara checkpoint at the northern entrance of Ber Zeit village, north of the city.
At approximately 19:30 on Sunday, 18 October 2015, israeli forces established a checkpoint at the eastern entrance of al-Tibah village, northeast of Ramallah while they re-established at approximately 23:30 on Monday, 19 October 2015, at ‘Atara checkpoint at the northern entrance of Ber Zeit village, north of the city.
Qalqilya: Israeli forces established 3 checkpoints all over the city. At approximately 17:00, on Thursday, 15 October 2015, Israeli forces established a checkpoint at the entrance of Jeet village, northeast of Qalqilya.
At approximately 01:20 on Friday, 16 October 2015, Israeli forces established a checkpoint at the eastern entrance of the city. At approximately 21:00, Israeli forces established a checkpoint at the entrance of ‘Ezbet al-Tabib village, east of the city.
On Monday, 19 October 2015, Israeli forces established two checkpoints at the entrance of Amatin village, northeast of Qalqilya and at the entrance of Jayous and Kafr Jamal villages, north of the city.
Jericho:
On Friday, 10 July 2015, Israeli forces established a checkpoint at the entrance of al-Zbeidat village, north of Jericho. At approximately 20:30, another checkpoint was established at the southern entrance of Jericho. At approximately 18:30 on Sunday, 18 October 2015, Israeli forces established a checkpoint at the southern entrance of Jericho.
Tulkarm:
At approximately 09:00 on Sunday, 18 October 2015, Israeli forces stationed at ‘Inab Checkpoint, which is established on the main road between Tulkarm and Nablus, east of Tulkarm, tightened its restrictions against Palestinian civilians and obstructed their movement to the checkpoint. The tightening later ended, and no arrests were reported. This was repeated at approximately 17:00 as well. An eyewitness said to a PCHR fieldworker that traveling via the checkpoint for the residents of the city needs more than an hour.
Salfit:
On Sunday, 18 October 2015, Israeli forces established two checkpoints between Borqin and Kafr al-Deek villages, west of Salfit and between Kafl haris and Haris villages. On Monday, 19 October 2015, israeli forces established two checkpoints at the entrances of Deir Balut village and al-Zawiyah village, west of Salfit.
Arrests
- At approximately 14:00 on Thursday, 15 October 2015, Israeli forces stationed at Jabe’ checkpoint, southeast of Ramallah, arrested Mohammed Ahmed Nemer Abu Mareh, 26, from Biet Ummer village, north of Hebron. He then were taken to an unknown destination.
- On Friday, 16 October 2015, Israeli forces stationed at al-Jamla checkpoint , north of Jenin, arrested Ahmed Hussain Hanuni,33 and Ahmed ‘Alaa Daher, 18, both of them from Jenin. The above-mentioned detainees were arrested during clashes at the checkpoint, following a peaceful demonstration organized by Palestinian civilians, protesting the Israeli forces and settlers’ attacks against Palestinians. After that, Israeli forces intercepted the protest and fired sound bombs and tear gas canisters at them.
- At approximately 05:00 on Sunday, 17 October 2015, Israeli forces stationed at Tarqumia crossing, southwest of Hebron, arrested Mahmoud Hatem Ibrehim Hosheh, 24, from al-Ruq’a area, west of Yatta village, south of Hebron, while he was heading to his work in Israel. The aforementioned civilian is a brother of Amjad, 21, who was killed by Israeli police officers in “Kiryat Gad” area in Israel on 08 October 2015, claiming that he stripped off the gun of an Israeli soldier.
- At approximately 19:00, Israeli forces deployed in Tal al-Rumaida neighborhood in the center of Hebron, arrested Mohammed Rashad Mousa al-Tamimi, 33, after stopping him and taking his ID card.
- At approximately 11:00 on Monday, 19 October 2015, Israeli forces stationed at al-Karama crossing between the West Bank and Jordan arrested Raeisa Mohammed Abu ‘Aish, 51, and her son Omar Kamal Abu ‘Aish, 21, from Beit Ummer village, north of Hebron, while they were coming back to the West Bank.
- Collective punishment against families of Palestinian
As part of the collective punishment policy adopted by Israeli forces against families of Palestinians who are accused of carrying out resistance acts against them or settlers, Israeli forces destroyed the inside walls of an apartment belonging to the family of Maher Hamdi Rushdi al-Hashlamoun from Hebron.
According to investigations conducted by PCHR on Tuesday, 20 October 2015, Israeli forces backed by military vehicles moved into al-Zaytoun Suburb in the south-western area of Hebron. They stationed in the vicinity of one of the buildings while others Israeli soldiers raided and searched an apartment belonging to the family of Maher Hamdi al-Hashlamoun accused of killing a settler and wounding another on 10 November 2014 in the area of “Ghosh ‘Etzion” intersection, south of Bethlehem. The soldiers brought equipment and started destroying the inside walls of the apartment after forcing the 45 residents of the building, which is comprised of 10 residential apartments, to leave.
On 19 August 2015, Israeli forces raided the building and the apartment, which was evacuated from the al-Hashlamoun family, and left a notice attached with a map. They also gave another copy of the notice to one of the neighbors to hand it to the al-Hashlamoun family. The notice issued by the Israeli Central Command in the Israeli forces declared the intention to confiscate and demolish the apartment, which is located in a building in Hebron. The notice gave two days for any objection to the demolition and confiscation decision from the issuance date. A petition was filed before the Israeli court to object the demolition decision was rejected. The 135-square-meter apartment is in the fourth floor of the 5-storey building, which is comprised of 10 apartments. The number of civilians living in the building are 45 persons excluding Maher al-Hashlmoun’s family, which is comprised of his wife and his children, ‘Obadah (6) and Mariam (8). The demolition decision is according to the British Emergency Law issued during the Mandate period in Palestine and according to Regulation 119 of 1945, which was abolished but still used by Israeli against Palestinians.
- Efforts to create a Jewish demographic majority in Jerusalem
Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:
Shooting incidents
- Israeli forces committed a new wilful killing crime in occupied Jerusalem based on mere suspicion, due to which 2 Palestinian civilians were killed. According to investigations conducted by PCHR regarding the abovementioned crimes:
On Wednesday afternoon, Israeli forces killed Basel Bassam Ragheb Seder (20), from Hebron, while he was walking in al-Amoud Gate area in the Old City, in East Jerusalem. According to an eyewitness, Israeli soldiers approached Seder, but he tried to avoid them and went down stairs on al-Amoud Gate stairs. A soldier shouted asking him to stop, but Seder ran faster, due to which the soldier opened fire at his back crying “Terrorist, terrorist”. Seder was wounded and fell onto the ground. Few minutes later, Israeli forces approached and fired about 10 bullets at him from a range of five meters or less. Soon after, Palestinian civilians hurried up to the place, but Israeli forces repressed and dispersed them. Furthermore, they completely closed al-Amoud Gate area and erected iron barriers until they transported Seder to an unknown destination.
On the same day evening, an Israeli police officer serving in “Yasam” special patrol unit opened fire at Ahmed Fathi Mohammed Abu Sha’ban (23), from Ras al-Amoud neighborhood, east of the Old city in East Jerusalem, under the pretext that he attempted to stab an elderly Israeli woman in the central station in West Jerusalem. As a result, he was killed by several bullets. The Israeli police claimed in a statement the following, “According to investigations, it was found out that the attacker stabbed and wounded a 70-year-old woman who was getting on a bus.” Nonetheless, Q Press website had posted a recording of an Israeli eyewitness who refuted the Israeli media reports and police narratives on the circumstances relevant to the killing of Abu Sha’ban. The eyewitness said, “He was physically liquidated right in front of my eyes. He did nothing and was not holding a knife. They all screamed ‘terrorist’ and an Israeli guard directly fired 10 bullets at him. I saw it with my own eyes. It was painful”.
On Saturday morning, 17 October 2015, Israeli forces opened fire at and killed Mo’taz Ahmed ‘Ewisat (16), from al-Mukaber Mountain area, south of East Jerusalem. Israeli forces claimed that the aforementioned child attempted to stab a number of Israeli Border Guard officers stationed at a temporary checkpoint at the entrance of “Armon Hanatziv” settlement, south of East Jerusalem. However, the Israeli officers opened fire at him according to the Israeli radio.
On the same day, Israeli forces killed Omer Mohammed al-Faqih (23) from Qatna village, northwest of East Jerusalem, after claiming that he attempted to stab an Israeli settler at Qalandia military checkpoint, north of occupied Jerusalem. Moreover, Israeli soldiers opened fire again on him from a zero distance and left him bleeding to death.
According to investigations conducted by PCHR and statements of eyewitnesses, at approximately 18:00 on the abovementioned day, while Omer was present at Qalandia checkpoint, particularly in the pedestrian lane, a quarrel erupted between him and an Israeli soldier. The soldier went out of the bulletproof room, in which the soldiers check the passers’ IDs, and opened fire at Omer from distance. Another soldier then approached Omer, but when he found him moving, he fired several bullets at him from a zero distance to make sure he was killed. Eyewitnesses rejected that Omer attempted to stab an Israeli soldier, highlighting that the Palestinian civilian was shot when he was in the pedestrian lane, where no soldiers were present. Besides, the Israeli soldiers stationed at the checkpoint communicate with persons passing through the crossing from behind a bulletproof window.
The Israeli police claimed in a statement that, “After preliminary investigations were initiated, it was found that the attacker, who was walking on the pedestrian lane at Qalandia checkpoint, had pulled out a knife in an attempt to stab an Israeli soldier, but the knife did not penetrate his bulletproof vest. Therefore, the officer in charge and another officer opened fire at the lower part of the suspect’s body. While the explosives’ expert was on his way to examine the suspect, the latter pulled out another knife attempting to stab the expert. However, a Border Guard officer guarding the expert opened fire at the suspect from a zero distance. Investigations are still ongoing.”
- At approximately 14:40 on Wednesday, 21 October 2015, a female Israeli soldier opened fire at Mo’taz Attallah Qasem (22), from al-Eizariya village, east of occupied Jerusalem, under the pretext that he stabbed another female soldier near Jaba’ crossroads, northeast of East Jerusalem. As a result, he sustained several bullet wounds from a close range causing his death. The Israeli police claimed in a statement that, “Two Palestinian young men stabbed a female Israeli soldier in company of another female soldier near “Adam” settlement crossroads, due to which the soldier sustained a serious injury. Her colleague immediately opened fire at one of them and killed him and the other one was arrested.”
Israeli forces then closed Jaba’ checkpoint and the nearby areas and denied medical crews and journalists access to the scene. Once the Israeli forces declared the name of the killed person, Israeli forces and police closed entrances and streets of al-Eizariya village and maltreated the Palestinian civilians. As a result, clashes erupted between the village residents and Israeli forces that fired rubber-coated metal bullets, tear gas canisters and sound bombs to disperse them.
Concerning the casualties in occupied East Jerusalem, PCHR obtained relevant information from the PRCS as follows:
- On Wednesday, 14 October 2015, 3 Palestinian civilians sustained bullet wounds.
- On Thursday, 15 October 2015, 6 Palestinian civilians sustained bullet wounds.
- On Friday, 16 October 2015, 6 Palestinian civilians sustained bullet wounds.
- On Saturday, 17 October 2015, 6 Palestinian civilians sustained bullet wounds.
- On Sunday, 18 October 2015, 6 Palestinian civilians sustained bullet wounds.
Restriction imposed on the Palestinians’ movement in the city and denial of access to al-Aqsa Mosque
- On Thursday morning, 15 October 2015, Israeli forces isolated villages and neighbourhoods in occupied East Jerusalem by closing their entrances with cement blocks. They also fixed iron barriers in streets as part of the collective punishment policy against Jerusalemites. These measures are translation of the Israeli Cabinet’s decision aiming to isolate the Arab neighbourhoods in response to the “attacks” in the city.
On Wednesday, 14 October 2015, Israeli forces started isolatingneighbourhoods in Jerusalemand erecting iron barriers in the streets, especially in the Old City and its markets. They tightly closed the entrances and streets leading to al-Sawana, al-Jouz Valley, Sour Baher, al-Mukaber Mountain, al-Eisawiya, Silwan and Ras al-Amoud villages.
An eyewitness said to a PCHR fieldworker in the occupied city that Israeli forces closed the entrance leading to al-Rababa and al-Thawri neighbourhoods in Silwan village with cement blocks. In addition, they fixed other blocks in other streets and neighbourhoods in the village as checkpoints with Israeli soldiers stationed at them. In al-Eisawiya village, Israeli forces closed the main entrance to the village with cement blocks and allowed only pedestrians to pass but after being searched. Besides, the eastern entrance was closed with cubes as checkpoints. In al-Mukaber Mountain, Israeli forces closed 4 entrances of the village and kept 2 others open for the village residents. Three entrances of Sour Baher were closed and the village became isolated from other villages around. Israeli forces kept one entrance open for the movement of persons from and to the village, but the established a checkpoint there. In al-Tour neighbourhood, Israeli forces completely closed the 2 main streets and established checkpoints at the entrances leading to al-Mutale’ Hospital and al-Hardoub street.Furthermore, the main entrance of Ras al-Amoud neighbourhood was closed for the movement of Palestinian civilians. They only allowed certain vehicles to pass through it after checking the passengers’ IDs. Moreover, they closed the main road of al-Sowana neighbourhood (between al-Tour and al-Jouz valley villages).
- On Friday dawn, 16 October 2015, Israeli forces imposed additional restrictions in East Jerusalem, were deployed in the city’s roads, established iron barriers and denied the Palestinian young worshipers entry to the Old City to perform prayers in al-Aqsa Mosque. As a result, hundreds of Palestinians below 40 performed al-Fajr and al-Dhuhur prayers in the streets and near the Old City gates. The Dhuhur (Friday prayer) was performed in Ras al-Amoud, Silwan, al-Jouz Valley and al-Mesrara neighbourhoods, Saladin Street and near al-Aqsa Mosque gates.
The city’s neighbourhoods witnessed limited clashes between Israeli forces and Palestinian civilians following the Friday prayer. In Ras al-Amoud, east of the Old City, dozens of Palestinian young men gathered around military checkpoints and threw stones at Israeli soldiers that immediately fired sound bombs. As a result, 2 Palestinian civilians sustained wounds by the bombs’ shrapnel. Moreover, Israeli soldiers moved into Abu Tayeh and Abu Sawi neighbourhoods. They raided a number of houses from which they arrested Mohammed Arafat Abu al-Hamam (17) and Arafat Abu al-Hamam (35).
Incursions and arrests
- On Thursday, 15 October 2015, Israeli forces arrested Ameen Seyam (23) when he was in his workplace in West Jerusalem because he had Fadi Aloon’s photo on his cell phone. Seyam said to a PCHR fieldworker after he was released that Israeli special forces arrested him on the above-mentioned day while he was in his workplace in West Jerusalem, after the guards informed them that they saw Fadi Aloon’ photo on my cell phone. He added that he was handcuffed, blindfolded and then taken to al-Maskoubiya detention facility in West Jerusalem. He was physically searched in a provocative manner and then interrogated about the reason why he hadAloon’s photo on his cell phone. He was threatened to be shot when an Israeli officer pulled his pistol out in the interrogation room. They said to him,”as long as you are Aloon’s friend, how about that I put 2 bullets into your head?”. Seyam added that he was asked about friends of him on Facebook. Seyam was released on condition that he returns for interrogation on Thursday at Saladin police station in Jerusalem. He added that the interrogator re-questioned him about the photo and said, “Any person who participates in confrontations in Jerusalem can face the same fate of your friend Fadi… Just tell your friends so”.
- At approximately 16:00 on Friday, 16 October 2015, Israeli forces arrested Nidal al-Kharouf (55) while crossing al-Z’ayem military checkpoint, east of occupied Jerusalem, and took him to an unknown destination.
- At approximately 02:00 on Saturday, 17 October 2015, Israeli forces moved into al-Eisawiya village, north of East Jerusalem. They raided and searched a number of houses from which they arrested Sa’eb Ibrahim Derbas (24) and Majd Ahmed Halayqa (23).
- On Saturday also, Israeli forces raided a house belonging to the family of Mo’taz Ahmed Hajes Eweisat (16), who was executed by Israeli forces while walking near “Armon Hanatziv” settlement in al-Mukaber Mountain, southeast of occupied East Jerusalem, under the pretext that he attempted to stab an Israeli soldier. Israeli forces searched the house, damaged its content, topped the house and surrounded it. They also arrested his father, mother, and brothers Haitham (13) and Mos’ab (15) to be questioned.
- At approximately 17:00 on Sunday, 18 October 2015, Israeli forces stopped Wesam al-Qawasme (35) at an iron barrier in Helwa Valley neighbourhood in silwan village, south of East Jerusalem, while going back home. They beat, pushed, insulted him and then arrested him. During which,they pushed other young men who were around and beat some of them. As a result, 2 Palestinians sustained bruises.
- At approximately 03:00 on Monday, 19 October 2015, Israeli forces moved into Sour Baher village, south of East Jerusalem. They raided and searched a number of houses from which they arrested 3 Palestinian civilians: Mohammed Mohanned Gaith (18), Fadi Abasi (21) and Mo’taz Mahmoud Syouri (20).
- At approximately 04:00, Israeli forces moved into al-Thawri neighborhood, south of East Jerusalem. They raided and searched a number of houses from which they arrested 4 children: Mohammed Diab Shwaiki (11), Mahmoud Abed Mohammed al-Talhami (11), Zamzam Eyad Shwaiki(12) and Khalil Eyad Shwaiki (14).
- At approximately 15:00, Israeli forces raided and searched houses belonging to the families of Alaa Dawood Abu Jamal, his father and brothers and the house of the wounded prisoner, Belal Abu Ghanem in al-Mukaber Mountain village, southeast of East Jerusalem. They also kept their occupants outdoors and took photos and areas of the houses. It should be noted that Israeli forces raided in the past few days houses belonging to the families of Th’aer Abu Ghazala in the Old City, Fadi Aloon in al-Eisawiya village and Mostafa al-Khateeb in al-Mukaber Mountain village. They also photographed and took areas of the houses. PCHR is concerned that these measures would be a step towards the demolition of these houses on the grounds of collective punishment policy.
- At approximately 02:00 on Tuesday, 20 October 2015, Israeli forces moved into al-Eisawiya village, northeast of occupied Jerusalem. They raided and searched a number of houses from which they arrested 6 Palestinian civilians, including a child: Monther Ali Eisawe (21), Abdullah Mousa Mostafa (25), Mohammed Essa Mostafa (20), Basel Jamal Darweesh (19), Mohammed Jamal Darweesh (16) and Amin Rebhi Mahmoud Abu Khalil (36).
- At approximately 04:00, Israeli forces raided a house belonging to the family of Essa al-Rokon in Ras al-Amoud neighbourhood, east of the Old City in East Jerusalem. They arrested his son Mohammed (25) and took him to an unknown destination.
- At approximately 03:00, Israeli forces raided and searched a house belonging to the family of Ouda Eriqat in Abu Dees village, east of the Old City in East Jerusalem. They arrested his son Mahmoud (17) and took him to an unknown destination.
- At approximately 12:00, Israeli forces arrested Ayman Abu Tayeh (16) and Monther Rewidi (16) while being present in al-Ein neighbourhood in Silwan village, south of the Old City in East Jerusalem.
- At approximately 15:00, Israeli forces raided and searched a house belonging to the family of Ali Abu Jamal, the brother of Oday Abu Jamal, in al-Mukaber Mountain, southeast of East Jerusalem. They arrested Ali and took him to an unknown destination.
- At approximately 16:00, Israeli forces moved into al-Tour village, east of East Jerusalem. They raided and searched a number of houses from which they arrested 3 children and took them to an unknown destination. The arrested children were identified as Mahmoud Abu al-Hawa (12), Ibrahim Mohammed Abu al-Hawa (12) and Dawood Mahmoud Khalil Abu al-Hawa (12).
- At approximately 03:00 on Wednesday, 21 October 2015, Israeli forces moved into al-Mukaber Mountain, southeast of East Jerusalem. They raided and searched a number of houses from which they arrested 3 civilians: Ashraf Salem Eweisat (41), Mohammed Hassan Khalayla (26) and Mohammed Aziz Eweisat (21).
- In the evening, Israeli forces moved into al-Bustan village, south of East Jerusalem. They raided and searched a number of houses from which they arrested Mrs. Shifa Ebeido al-Shaloudi (35) and her son Fadi Hamza al-Shaloudi (11). They were taken to Oz police station for interrogation.
- Around the same time, Israeli forces moved into Beer Ayoub neighbourhood in Silwan village, south of the Old City in East Jerusalem. They raided and searched a number of houses and randomly fired sound bombs. They also arrested 4 children and took them to an unknown destination. The arrested children were identified as Ahmed Yassin al-Rajabi (17), Mohammed Mazen al-Shaloudi (17) and his brother Mahdi (11), and Hamada Nader Ouda (17).
Settler attacks and seizing control on Palestinian houses in East Jerusalem
- On Sunday, 18 October 2015, Israeli forces fixed cement walls in al-Mukaber Mountain village, southeast of East Jerusalem, as part of the annexation wall to isolate the Arab neighbourhoods in the village from “Arom Hanatziv” settlement. Israeli forces declared that the wall is mobile and could be moved when necessary.
- On Monday morning, 19 October 2015, “Ateret Cohanim” settlement organization seized control over 2 houses belonging to Abu Nab family in Batn al-Hawa neighbourhood in Silwan village, south of the Old City in East Jerusalem. According to PCHR’s investigations and statements of eyewitnesses, at approximately 07:00 on the abovementioned day, Israeli forces and special units accompanied by sniffer dogs, officer from the abovementioned organization and a helicopter moved into Batn al-Hawa neighbourhood in Silwan village. They surrounded 2 houses belonging to 2 brothers namely Adbullah and Sabri Abu Nab to evacuate them for the interest of the organization. Zuhair al-Rajabi, head of Batn al-Hawa committee, said to a PCHR fieldworker that Israeli forces raided the 2 houses and forcibly dismissed their occupants out. They also sprayed pepper gas over Abdullah Abu Nab, who was detained without medical treatment. They then started confiscating the furniture and prevented all Palestinians from going out of the house or walking in the streets. Al-Rajbi added that Abdullah’s house shelter 4 persons, while Sabri’s house shelter 5 persons.
- At approximately 18:00 on Monday, 19 October 2015, a group of Israeli settlers attacked Shadi Elayan (30) while going out of his work in West Jerusalem. They attempted to stab him, but his Israeli boss intervened and pushed the settlers away from him.
Elayan said to PCHR’s fieldworker that 5 settlers gathered in al-Motadayeneen neighbourhood in West Jerusalem once they saw him going out of his workplace. While walking in the street, a settler pulled out a knife and cried, “I want to stabyou before you do”. During which, his boss intervened, pushed the settlers away from him and helped him to escape.
- At approximately 11:00 on Wednesday, 21 October 2015, Israeli bulldozers demolished a livestock farm belonging to Zeyad Zahayka in al-Mukaber Mountain, southeast of East Jerusalem, under the pretext of non-licensing. Zahayka said to a PCHR fieldworker that Israeli forces raided the farm and demolished it. They then confiscated the iron gate. He added that the farm’s area is 350 square meters and that the municipality officers had confiscated 3 sheep during the demolition. He also said that the farm had been established for 3 years.
- Settlement activities and attacks by settlers against Palestinian civilians and property
Israel has continued its settlement activities in the oPt, a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.
Settler attacks on Palestinian civilians and their property
- In a wilful killing crime, with the assistance of Israeli forces, an Israeli settlerkilled a Palestinian young man, on Saturday, 17 October 2015, under the pretext of alleged stabbing in Hebron.
According to PCHR’s investigations, at approximately 08:00, an Israeli settler opened fire at and killed Fadel Mohammed Awad al-Qawasme (18), from al-Shaikh neighbourhood in Hebron, who was present in the area between the entrance of al-Shuhada Street and Bab al-Daboya checkpoint in the city. A video posted on social media showed the settler with two Israeli soldiers, as the settler was trying to attack al-Qawasme who was lying on the ground. Half an hour later, al-Qawasme was transported by an Israeli ambulance to an unknown destination. In addition, the reason why al-Qawasme was present in that area has been unknown.
- At approximately 19:00 on the above-mentioned day, a group of Israeli settlers attempted to kill a Palestinian driver, Soboh al-Sha’ar (33), from al-Tour neighorhood, east of East Jerusalem, near “Mode’een Elite” settlement, west of Ramallah, while he was present in his workplace as a bus driver in “Egged” Transportation Company. Al-Sha’ar said to a PCHR fieldworkerthat he was surprised by a group of armed settlers knocking the door of the bus so harshly. They were chanting racist slogans against the Arabs. He added that he did not open the door and called the police after they threatened to kill him. When the Israeli police arrived, the settlers claimed that he attempted to run down one of them, but he refuted their claims.
It should be noted that about 100 Arab “Egged” bus drivers from Jerusalem and working on Mode’een Elite – Jerusalem Street had declared suspending their work due to the provocative practices and violations committed by settlers. The bus drivers stated that about 40 Jerusalemite drivers working in West Jerusalem were being subjected to provocative practices and violations by settlers, in addition to falsified stories they claim. They stressed that they would return to their work after receiving protection from the company and Israeli police.
- At approximately 02:00 on Tuesday, 20 October 2015, a group of Israeli settlers moved into the western entrance of Deir Estia village, northwest of Salfit. They burnt tires and swore at the Arabs. The mosques warned that settlers were present in the area, due to which Palestinian civilians gathered at the abovementioned entrance and confronted them. The settlers were supported by 5 Israeli military vehicles. Moreover, an Israeli bulldozer arrived and place cement cubes to close the village. The settlers withdrew by bus under the protection of Israeli forces that withdrew.
- At approximately 13:30 on the same day, a group of Israeli settlers moved into the same village, for the second time. They also burnt the Palestinian flag while cursing and attacking Palestinian vehicles passing by.
Recommendations to the International Community
PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.
In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51-day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:
- PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self-determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine;
- PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non-recurrence of aggression against the oPt, especially the Gaza Strip;
- PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt;
- PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees;
- PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed;
- PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;
- PCHR calls upon the international community to act in order to stop all Israeli settlement expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them;
- PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute;
- PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian-Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights;
- PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them;
- PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure;
- PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine;
- PCHR calls upon the European Union to activate Article 2 of the EU-Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
