Summary
Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(06
– 12 March 2014).
Shooting:
During the reporting period, Israeli forces killed 2
Palestinian civilians, one of whom is a judge, in the West Bank, and 3 members
of Palestinian armed groups in the Gaza Strip. They wounded 16 Palestinian civilians,
including 3 children. Fourteen of whom, including the 3 children in the West
Bank, were wounded in the West Bank while the 2 others were wounded in the Gaza
Strip. During the reporting period, Israeli forces launched 30 airstrikes on
the northern and southern Gaza Strip; 29 of which were launched on Wednesday,
12 March 2014. Moreover, Israeli forces carried out 5 shooting incidents at
fishing boats and 2 ones in the northern Gaza Strip.
In the Gaza
Strip, Israeli forces killed 3 members of Palestinian armed groups in al-Shouka
village, east of Rafah, south of the Gaza Strip. On Wednesday, 12 March 2014,
Israeli forces launched 29 airstrikes on the north and south of the Gaza Strip
in response to Palestinian rockets. Moreover, an Israeli warplane raided 2
agricultural areas, north of the Gaza Strip. However, no casualties were
reported.
On 10 March
2014, Israeli gunboats stationed off al-Sudaniya shore, north of Gaza City,
wounded 2 fishermen.
In the
context of targeting Palestinian fishermen in the sea, Israeli navy forces
opened fire 5 times at Palestinian fishing boats on 08 and 11 March 2014. Also
on 11 March 2014, Israeli forces arrested 2 Palestinian fishermen off Gaza City
shore and released them few hours later.
In the West
Bank, in a cold-blooded murder, on Monday morning 10 March 2014, Israeli forces
stationed at the al-Karamah crossing with Jordan killed a judge working in
Amman Magistrate’s Court while he was on his way back to the occupied
Palestinian territory (oPt). Israeli
forces claimed that the judge attempted to seize the weapon of an Israeli
soldier who in response shot and killed him. Investigations conducted by the
Palestinian Centre for Human Rights (PCHR) refuted the Israeli claims and
emphasized that the judge did not constitute any threat to the lives of the
Israeli soldiers.
On the
abovementioned day, in excessive use of force, Israeli forces
killed a Palestinian civilian in Beitin village, northeast of Ramallah. Israeli
forces admitted they were responsible for killing the aforementioned person and
claimed that Israeli soldiers opened fire at a number of Palestinian
youngsters, who threw stones at settlers’ vehicles on road (60) near
“Givat Asaf” settlement outpost in which a Palestinian was killed.
On 08 March 2014, a Palestinian civilian was hit by a gas canister
during an Israeli incursion in Ya’bad village, southwest of Jenin.
In the same
context, Israeli forces used excessive force against peaceful demonstrations
organised by Palestinian civilians, international and Israeli human rights
defenders in protest at the construction of the annexation wall and settlement
activities in the West Bank. As a result, 6 Palestinian civilians, including 3
brothers, were wounded during Bil’in and al-Nabi Saleh protests, west and
northwest of Ramallah.
In the same
context, 7 Palestinian civilians were wounded, 6 of whom sustained bullet
wounds, during a peaceful protest at the south-eastern entrance of al-Jalazoun refugee
camp, north of Ramallah.
Incursions:
During the reporting period, Israeli forces conducted
at least 76 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 34 Palestinians, including 3
children.
In the Gaza Strip, on 11 March 2014, Israeli forces
carried out 2 limited incursions east of Khan Yunis and east of Rafah, in the
southern Gaza Strip. They levelled lands along the border fence, but no
casualties were reported.
Restrictions on movement:
Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.
The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007 has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate
the Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in grave violations of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people. The Israeli authorities
have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for
imports and exports in order to exercise its control over the Gaza Strip’s
economy. They also aim at imposing a
complete ban on the Gaza Strip’s exports.
Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.
As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 2 civilians in the West Bank.
Settlement activities
Israel has continued its settlement activities in the
oPt, a direct violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.
Attacks carried out by Israeli forces
On 06 March 2014,
Israeli forces backed by military vehicles and accompanied by a vehicle from
the Construction and Organization Department in the Israeli Civil
Administration moved into the west of Ezna village, west of Hebron. Israeli forces stationed in Khelet Ibrahim
area and an office from the aforementioned administration handed 2 civilians 2
notices to stop construction work in their houses under the pretext of having
no construction permit.
On 11 March 2014, Israeli forces backed by two
military vehicles and accompanied by a vehicle from the Construction and Organization
Department in the Israeli Civil Administration moved into al-Fakhit area, east
of Yatta, south of Hebron. The Civil
Administration handed two civilians two notices to stop construction work in
two water wells under the pretext of having no permit to build in areas under
the Israeli control.
On 12 March 2014, Israeli forces backed by military
vehicles and accompanied by a vehicle from the Construction and Organization
Department in the Israeli Civil Administration moved into Bani Na’im village, east
of Hebron. Israeli forces stationed in
Khelet Abu Beidah area and deployed in the area. The Civil Administration officer handed 3 civilians notices to halt construction of their
houses.
Attacks carried out by settlers
On 06 March 2014, 5 masked settlers
from “Kokhav Hasharhar” outpost established on the lands of al-Moghir village,
northeast of Ramallah, attacked farmers from al-Moghir village when the farmers
were collecting gundelia crops in al-Jalnah agricultural area, which is about 3
kilometers away from the aforementioned outpost. The Settlers used stones and sharp tools in
their attack as they severely beat Haitham Ghaleb ‘Abdel Karim al-Haj Mohammed
(39) causing him deep wounds in the head.
On the same day, a group of settlers
from “Metsibi Ya’ir” settlement established on Palestinian lands, southeast of
Yatta, south of Hebron, threw stones at and beat with clubs a number of
Palestinian civilians while grazing their sheep in Sha’ab al-Batem area
adjacent to the aforementioned settlement.
On 07 March 2014, a group of
settlers from the settlements established on the Palestinian lands in the
vicinity of Hebron stormed the Old City markets in central Hebron under the
Israeli forces’ intensive guard. The
settlers insulted civilians with bad words and attempted to provoke them
without any intervention from the Israeli forces to prevent them.
On the same Friday, a group of armed
settlers from “Beit Eil” settlement, north of al-Birah threw stones at
Palestinian cars passing on the main road adjacent to the aforementioned
settlement. As a result, the windows of
a car belonging to ‘Abbas ‘Abdel Wahab al-Moumni (39), a photographer at the French Agency
(AFP), scattered, while he sustained minor wounds due to the scattering glass.
On 08 March 2014, settlers from “Beit ‘Ayn”
settlement established on Palestinian lands confiscated from the west of Beit
Ummar village, north of Hebron, threw stones at and insulted with bad words
farmers from Sleibi family while being in their agricultural lands in Abu
al-Rish Valley area, west of the village.

on Palestinian Civilians and Property in the West Bank and the Gaza Strip
Thursday, 06 March 2014
At approximately 01:00, Israeli forces moved into
Doura, southwest of Hebron. They patrolled the streets and raided and searched
a number of houses using sniffer dogs. They also detained some families
outdoors until the early morning. The owners of the raided houses included:
Laith Majed Abu Salama (22), Faisal ‘Eqeil al-‘Amayra (35), Jamal Ibrahim Abu
Saleh (36), Sami Jamil Mohammed Rjoub (50) and Walid Jamil Mohammed Rjoub (38).
Israeli forces arrested Sami Jamil Rjoub (50) and withdrew at approximately
05:00. On the following day, his family learnt that Sami was detained at a
detention facility in “Kiryat Arba” settlement, east of Hebron.
Walid Jamil (50) said to PCHR’s fieldworker:
“I woke
up at approximately 01:00. It was the Israeli soldiers knocking on the door and
saying ‘Army, open the door’. I went to the door and asked them to wait until I
wake up my family comprising of my wife and 3 children; the oldest is 7 years
old. The children had already been awake because of the hard knocking on the
door. They were frightened as a result. When I opened the door, I saw a large
number of Israeli soldiers in front of my house. They were in black and a
number of soldiers were in positions and pointing their guns at the house. The
soldiers pointed their guns at me and an officer ordered me to get out and I
was searched. The officer ordered me to go with him to the storehouse to search
it. Then he told me that he wanted to search the house. A number of soldiers
raided and searched the house. When they finished and went out, the officer
told me they were searching for weapons. I replied that I did not have any. In
the meantime, I saw Israeli soldiers detaining 4 persons from Abu Znaid family
near my house. They were going to work at approximately 03:00. The officer told
me that he wanted to search the carwash that I run in al-Shurfa area about 2
kilometres away from my house. I was handcuffed with a plastic cord. They took
me on foot. I saw soldiers around my carwash talking on radios in Hebrew. The
officer told me they had broken the door and searched it, but found nothing. A
soldier then uncoffed my hands and ordered me to go home. At approximately
04:00 I saw Israeli soldiers taking my brother Sami (50), so I called my
family. They told me that Israeli forces raided and searched their 5-storey
house that is inhabited by over 50 persons. They damaged the furniture and kept
my family outdoors. They arrested my brother Sami (50). I learnt the other day that other houses were
raided in the area too.”
At approximately 02:00, Israeli forces moved into Beit
Luqia village, southwest of Ramallah. They patrolled the streets and deployed
between the houses. They raided and searched 3 houses from which they arrested
3 civilians, including 2 brothers. The arrested were: Basel Mahfouz Zohdi Assi
(22), Tha’er So’oud Abed Assi (25) and his brother Mohammed (22).
Around the same time, Israeli forces moved into Beit Ummar
village, north of Hebron. They patrolled the streets and deployed between the
houses. They raided and searched a house belonging to the family of Ikhdair
Yusef Ikhdair (18). They arrested the aforementioned person and took him to an
unknown destination.
Also around the same time, Israeli forces moved into
al-Jiftlek village, north of Jericho. They patrolled the streets for some time
and withdrew later. No arrests were reported.
Around the same time, Israeli forces moved into Marj
Na’jeh village, north of Jericho. They patrolled the streets for some time and

of the village. A security source said to PCHR’s fieldworker that the arrested

the family of Fat’hi Mahmoud Mousa (60). They handed his son Ibrahim (21) a
summons to refer to the Israeli intelligence service in “Gosh Etzion”
settlement, south of Bethlehem.
At
approximately 02:00, Israeli forces moved into Safa village, west of Ramallah.
They patrolled the streets and raided and searched a house belonging to the
family of Rashad Mohammed Yusef Nasser (50). They handed him a summons to refer
to the Israeli intelligence service on Sunday, 09 March 2014, in Ofer detention
facility, southwest of the city.
Around the
same time, Israeli forces moved into Sa’ir village, east of Hebron. They
patrolled the streets for some time and withdrew later. Neither house raids nor

At

At
approximately 20:00, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets, where a number of youngsters gathered and
threw stones at Israeli soldiers, who fired sound bombs and tear gas canisters
in response. As a result, a 27-year-old male was hit by a gas canister. He was
taken to Martyr Khalil Suleiman hospital in Jenin. His wound was described as
minor. Israeli forces withdrew later.
At
approximately 20:45, Israeli gunboats stationed off al-Sudaniya shore, west of
Jabalia, in the northern Gaza Strip, opened fire at Palestinian fishing boats
within 2 nautical miles. The fishermen were frightened and sailed back fearing
of being wounded or arrested. However, neither casualties nor material damage
were reported.
At
approximately 21:40, Israeli forces moved into Beit Amen village, southeast of
Qalqilia. They patrolled the streets firing flare bombs. They withdrew later,
but neither house raids nor arrests were reported.
Sunday, 09
March 2014
At
approximately 01:00, Israeli forces moved into Qalqilia. They raided and
searched a number of houses. They arrested Nimer Mohammed Atta Shreim (25) and
took him to an unknown destination.
Around the
same time, Israeli forces moved into several neighbourhoods in the centre of
Doura, southwest of Hebron. They patrolled the streets and deployed between the
houses. They arrested Mahmoud Azmi Hajja (25) while he was in front of his
house.
At
approximately 01:30, Israeli forces moved into Nablus and Balata refugee camp,
east of the city. They raided and searched a number of houses. They arrested
Basel Attallah Hussein Hashash (26) and took him to an unknown destination.
Around the
same time, Israeli forces moved into Beit Oula village, west of Hebron. They
patrolled the streets for some time and withdrew later. Neither house raids nor
arrests were reported.
At
approximately 02:30, Israeli forces moved into al-Fawwar refugee camp, north of
Hebron. They patrolled the streets and stationed around the UNRWA schools. They
also deployed between the houses, where a group of boys gathered and threw

streets and arrested 4 civilians, who were near the farmlands on Qalqilia road,
and took them to an unknown destination. The arrested were: Omar Mohammed Nimer
Atta (23); Oday Abdul Rahman Noufal (23) and the twins Abdul Rahman Mazen
Khadraj and Abdul Haqq (23).
At
approximately 15:15, Israeli forces moved into Ematin village, northeast of
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At

a number of houses from which they arrested 9 civilians and took them to an
unknown destination. The arrested were:

3 houses to deliver summons to their residents to refer to the Israeli
intelligence service in Salem detention facility, northwest of the city. A
local source mentioned the summoned were: As’ad Riyadh As’ad Essa (27); Mahmoud
Ibrahim Mahmoud Walad-Ali (26); his brother Mohammed (21) and Mahmoud Nayef
Essa (25). Israeli forces withdrew later. No arrests were reported.

approximately 02:00, Israeli forces moved into al-Burj village, southwest of

response shot and killed him. Investigations conducted by the Palestinian
Centre for Human Rights (PCHR) refuted the Israeli claims and emphasized that
the judge did not constitute any threat to the lives of the Israeli soldiers.
According to
an eyewitness’ testimony, at approximately 08:00 on the aforementioned day, a
bus transferred passengers from the Jordanian border side to the first
checkpoint at the other side of al-Karamah crossing, which is under Israeli
control. The Israeli soldiers ordered
the bus passengers to get off in order to search them and at approximately
08:15, they ordered them to get back onto the bus. All passengers got on the bus except Raed
‘Alaa’ al-Deen Z’aiter (38), a judge in Amman Magistrate‘s Court originally
from Nablus and living in Jordan, another young man and a woman who were about
to get into the bus. One of the Israeli
soldiers pushed Z’aiter, who holds the Jordanian passport, but Z’aiter refused
the soldier’s behaviour resulting in skirmishes between them. Another soldier again pushed the judge, who
fell on the ground and then got up to push the Israeli soldier. The latter in turn shot at him and fell on
the ground. The soldier directly fired
another shot which penetrated the judge’s chest, so he was pushed two steps
back. A third bullet was fired to hit
his chest and he fell on the ground.
Z’aiter was left for 30 minutes on the ground without receiving medical
aid. He bled to death.
Afterwards
an ambulance belonging to the Red Star of David arrived and took his body to an
unknown destination. In the evening, an
ambulance belonging to the Palestinian Red Crescent Association received
Z’aiter’s body and took him to Rafidiah Surgical Hospital in Nablus where the
body arrived at approximately 21:45. In
the afternoon on Tuesday 11 March 2013, Z’aiter’s body was proceeded to the
family cemetery in Nablus.
At
approximately 15:00, Israeli forces moved into Mothallath al-Aqaba area, south
of Doura, southwest of Hebron. They patrolled the streets and stationed in al-Raj’i
woodland. A group of boys gathered and threw stones at Israeli soldiers, who
fired sound bombs and tear gas canisters in response. As a result, a number of
boys suffered tear gas inhalation. Israeli forces arrested Mohammed Haitham Abu
Atwan (17), from al-Tabaqa area, and took him to an unknown destination.
At
approximately 16:00, Israeli forces moved into Deir Abu Mesh’el village,
northwest of Ramallah. They patrolled the streets, where a number of youngsters
gathered and threw stones at Israeli soldiers, who fired sound bombs and tear
gas canisters in response. As a result, a number of civilians suffered tear gas
inhalation.
In excessive
use of force, Israeli forces killed a Palestinian civilian in Beitin village,
northeast of Ramallah. Israeli forces admitted they were responsible for
killing the aforementioned person and claimed that Israeli soldiers opened fire
at a number of Palestinian youngsters, who threw stones at settlers’ vehicles
on road (60) near “Givat Asaf” settlement outpost, due to which a
Palestinian was killed.
According to
investigations conducted by the Palestinian Centre for Human Rights (PCHR), at
approximately 19:15 on the abovementioned day, Israeli forces, who ambushed the
stone throwers, fired 3 bullets at Saji Sayel Darwish Jarab’a (20), from Beitin
village, northeast of Ramallah. Jarab’a was in a farmland which is about 250
meters away from the last house in his village from the eastern side. As a
result, Saji was killed. Sources at the Palestine Red Crescent Society (PRCS)
said to PCHR’s fieldworker that the PRCS emergency department received a call
from the Palestinian military liaison office at approximately 19:40 informing
them there was a Palestinian person killed in the area overlooking the bypass
road between “Beit Eil” and “Ofra” settlement. An ambulance
headed immediately to the area. They found Saji dead and surrounded by a number
of Israeli soldiers. He was taken to Palestine Medical Complex in Ramallah.
Medical sources at the complex and PRCS stated the killed was shot by 2 bullets
to the left side of the back of his head. It should be noted the killed was a
freshman at the Faculty of Media in Birzeit University.
At
approximately 20:30, Israeli gunboats stationed off al-Sudaniya shore, north of
Gaza, opened fire at fishing boats. They chased them and opened live ammunition
and rubber-coated metal bullets at them although the fishermen had sailed back
fearing of being arrested. As a result, 2 fishermen sustained rubber-coated
metal bullet wounds and some boats and fishing nets sustained damage. The
arrested were: Adham Khaled al-Habeel (26) and Ahmed Mohammed al-‘Arayshi (24).
Both of them sustained a bullet wound to the right thigh.
At
approximately 21:45, Israeli forces moved into Azzoun village, northeast of
Qalqilia. They raided and searched a number of houses. They arrested 2
brothers: Omar and Zahran Yusef Sweidan and released them later. Israeli forces
arrested 2 children: Saleh Azzam Radwan (13) and Yusef Zahrab Sweidan (13) and
took them to “Ma’ale Shomron” settlement. They were released after
the Palestinian liaison coordinated with the Israeli one.
Tuesday, 11 March 2014
At
approximately 00:20, Israeli forces moved into Silet al-Haritheya village, north
of Jenin. They raided and searched a house belonging to the family of Fo’ad
Abdul Rahman Jaradat (29). They confiscated his Skoda vehicle. Israeli forces
withdrew later, but no arrests were reported. It should be noted the
aforementioned person is an ex-prisoner.
At
approximately 01:00, Israeli forces moved into Beitounya village, west of
Ramallah. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 01:30, Israeli forces moved into al-Daheriya village, south of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 02:00, Israeli forces moved into Kharas village, west of Hebron.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

same time, Israeli forces moved into Nouba village, west of Hebron. They

At
approximately 02:20, Israeli forces moved into Jayyous village, northeast of
Qalqilia. They patrolled the streets for some time and withdrew later. No
arrests were reported.
At
approximately 02:30, Israeli forces moved into Hebron. They patrolled the
streets and raided and searched a house belonging to the family of Ahmed Hamed
Mohammed al-Qawasma (18). They arrested the aforementioned person and took him
to an unknown destination.
At
approximately 04:00, Israeli forces moved into Koful Hares village, north of
Salfit. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 07:00, Israeli forces moved about 200 meters into the east of
Khuza’a village, east of Khan Yunis, in the southern Gaza Strip. They levelled
lands and fired smokescreen bombs, but no casualties were reported. Israeli
forces moved southwards to al-Fokhari area and levelled lands there as well.
At
approximately 07:40, Israeli gunboats stationed northwest off Beit Lahia
village, north of the Gaza Strip, opened fire at Palestinian fishing boats that
were sailing within a nautical mile. The fishermen were frightened and sailed
back fearing of being wounded or arrested. However, neither casualties nor
material damage were reported.
At
approximately 08:00, Israeli forces moved into Zaita village, north of Tulkarm.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.
At
approximately 10:00, Israeli forces moved about 50 meters into al-Shouka
village, east of Rafah, south of the Gaza Strip. They levelled lands along the
border fence. At approximately 11:30, an Israeli warplane fired a missile at a
group of al-Quds Brigades (the armed wing of the Islamic Jihad movement) few
minutes after they fired a mortar shell from a farmland near Saladin street,
northeast of Rafah. As a result, 3 of whom sustained serious wounds. The
wounded were taken to Gaza European hospital in Khan Yunis. Shortly after,
medical sources pronounced all of them dead because of shrapnel wounds they
sustained throughout their bodies. They are all from al-Nasser village,
northeast of Rafah. The killed were:
1. Isma’il Hamed Abu Jouda (23);
2. Abdul Shafi Saleh Abu Mo’amer (33); and
3. Shaher Hamouda Abu Shanab (24)
According to
eyewitnesses, about 8 members of al-Quds Brigades were present in the said
farmland. They ordered the civilians who were around to leave the area for it
was not safe. After the civilians left, they heard 2 consecutive bombings. When
they returned, they found 3 members on the ground with serious wounds. Field
Regulation officers of the Ministry of Interior, who observe the borderline
with Israel, arrived and took the wounded to Gaza European hospital. They also
closed the area and prevented journalists from taking photos for over 2 hours
and then left. The Israeli forces spokesperson was quoted by a number of
Israeli newspapers that an Israeli drone targeted a group of Palestinian armed
members after they launched a mortar shell at Israeli forces near Karm Abu
Salem (Kerem Shalom) crossing, southeast of Rafah.
At
approximately 10:30, Israeli forces moved into Deir Jareer village, northwest
of Ramallah. They patrolled the streets, where a number of youngsters gathered
and threw stones at Israeli soldiers, who fired sound bombs and tear gas
canisters in response. As a result, a number of civilians suffered tear gas
inhalation, but neither house raids nor arrests were reported.
At
approximately 11:15, Israeli gunboats stationed northwest off Beit Lahia
village, north of the Gaza Strip, opened fire at fishing boats sailing within 4
nautical miles. They also chased a Palestinian fishing boat to Gaza seaport,
west of Gaza City. The fishermen were frightened and sailed back fearing of
being wounded or arrested. However, neither casualties nor material damage were
reported.
At
approximately 13:00, Israeli forces stationed at a checkpoint at the entrance
of Beit Ummar village, north of Hebron, fired sound bombs and tear gas
canisters at civilians in a funeral procession. In the meantime, a number of
youngsters gathered and threw stones and empty bottles at Israeli soldiers, who
fired sound bombs, tear gas canister and rubber-coated metal bullets in
response. As a result, a number of civilians suffered tear gas inhalation.
Israeli forces withdrew later, but no arrests were reported.
At
approximately 14:00, Israeli navy forces arrested 2 Palestinian fishermen while
sailing within 5 nautical miles off Gaza shore. Eyewitnesses said the gunboats
chased and opened fire at a Palestinian boat after ordering the fishermen to
jump into the water and get on board the Israeli gunboat. They fishermen were
taken to Ashdod seaport and their boat and fishing equipment were confiscated.
At approximately 23:00 on the same day, the fishermen were released at Beit
Hanoun crossing while the boat and fishing equipment were kept in the Israeli
custody. The arrested fishermen were: Jihad Bashir Sha’ban Abu Riyala (24) and
Sha’ban Adnan Sha’ban Abu Riyala (34).
At
approximately 18:30, Israeli forces moved into Beit Leed village, east of
Tulkarm. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

Wednesday, 12 March 2014
At
approximately 01:30, Israeli forces moved into Deir Estia village, northwest of
Salfit. They raided and searched a number of houses in al-Sawwam and al-Sha’b
area, north of the village. They took photos of the houses from inside with
mobile phones. An interrogator questioned breadwinners of each family and
checked their ID cards. The searched houses belong to: Mahmoud Ali Mansour,
Ma’an Shehada Awad, Khaled Mostafa Hamamra, Ahmed Abdul Karim Mansour, Fadi
Amin Khalil Mansour, Nihad Hassan Mansour, Haytham Hassan Mansour and Jihad
Khaled Mansour.
Ghoroub
Mohammed Awad said to PCHR’s fieldworker:
“At
approximately 01:30 on Wednesday, 12 March 2014, we were asleep when Israeli
forces raided our house. We woke up as we heard hard knocking on the door. My
husband told the soldiers that we have babies who were asleep, but Israeli
soldiers raided and searched the house. They damaged its contents and took
photos of the house with mobile phones. They became furious when they saw a
portrait of the late President Yasser Arafat. They started to swear at him.
They questioned my husband and then went out to raid other houses.”
Khaled
Mostafa Mahmoud Hamamra (50) said to PCHR’s fieldworker:
“At
approximately 02:00 on Wednesday, 12 March 2014, there was hard knocking on the
door, so we woke up. I realized they were Israeli soldiers knocking on the
door. They were hitting the door and windows with their feet and gin butts. I
talked to them in Hebrew until I opened the door as I was putting my clothes
on. The officer ordered me to not wear my clothes and get out. I opened the
door, then they raided the house and damaged everything. They took photos of
the house with mobile phones. I asked them why they were taking photos, the
officer responded it was not my business. They asked me to bring IDs of the
whole family comprising of 7 members. They were comparing the ID to its owner.
The officer told a soldier to write down 7 members. They withdrew later and
raided our neighbours houses.”
Around the
same time, Israeli forces moved into Nablus and Ein Beit al-Ma’ refugee camp,
west of the city. They raided and searched a number of houses. They arrested
Hotheifa Mohammed al-Sharida (21), from his family house in Rafidya
neighbourhood, west of the city, and confiscated his laptop and cell phone. And
also arrested Mohammed Kamal Basyouni (20), from his family house in Ein Beit
al-Ma’ refugee camp.
Around the
same time, Israeli forces moved into Asira village, north of Nablus. They
raided and searched a number of houses. They arrested Rakan Rashid Foqaha (20)
and took him to an unknown destination.
Around the
same time, Israeli forces moved into Awarta village, southwest of Nablus. They
raided and searched a number of houses. They arrested Th’aer Maher Awwad (22)
and took him to an unknown destination.
Around the
same time, Israeli forces moved into al-Moureq village, southwest of Doura,
southwest of Hebron. They patrolled the streets for some time and withdrew
later. Neither house raids nor arrests were reported.
At
approximately 02:00, Israeli forces moved into Doura, southwest of Hebron. They
patrolled the streets and raided and searched a number of houses, some of which
belong to Mahmoud Yusef Shaheen, Jameel Mahmoud Yusef Shaheen and Alaa Essa
Shaheen. They also handed Adel Essa Shaheen a summons to refer to the Israeli
intelligence service in “Gosh Etzion” settlement, south of Bethlehem.
In addition, they arrested Essa Yusef Shaheen (66) and took him to an unknown
destination.

same time, Israeli forces moved into Tulkarm. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.
At
approximately 02:30, Israeli forces moved into al-Fawwar refugee camp, south of
Hebron. They patrolled the streets for some time and withdrew later. Neither

At
approximately 03:30, Israeli forces moved into Beit Oula village, west of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.
At
approximately 17:05, an Israeli warplane fired a missile at an open area in the
vicinity of the industrial zone in Beit Hanoun village, north of the Gaza
Strip, but no casualties were reported.

approximately 21:05, Israeli warplanes opened fire at agricultural lands near
the border fence, east of Beit Hanoun village, north of the Gaza Strip.
Residents of the area were frightened, but neither casualties nor material damage
were reported.
At
approximately 22:04, Israeli F-16 warplanes fired 8 missiles at a site
belonging to al-Quds Brigades (the armed wing of the Islamic Jihad movement),
southwest of Khan Yunis within 15 minutes. However, no casualties were
reported.

same time, an F-16 fired 2 missiles at a site belonging to al-Quds Brigades
(the armed wing of the Islamic Jihad movement), west of Rafah, south of the
Gaza Strip, but no casualties were reported.
Also around
the same time, an Israeli warplane fired 5 missiles at a site belonging to
al-Quds Brigades (the armed wing of the Islamic Jihad movement), southeast of
Um al-Nasser village, north of the Gaza Strip. The site sustained damage and
the explosions rocked the area. Due to which residents of the area were
frightened, but no casualties were reported.
At
approximately 22:20, an F-16 fired 4 missiles at a site belonging to al-Quds
Brigades (the armed wing of the Islamic Jihad movement), west of al-Matahen
company, northwest of Khan Yunis. The missile caused a big crater in the site,
but no casualties were reported.
Around the
same time, an F-16 fired 6 missiles at a site belonging to al-Qassam Brigades
(the armed wing of Hamas movement), northwest of Rafah, south of the Gaza
Strip, but no casualties were reported.
Also around
the same time, an Israeli warplane fired 3 missiles at a site belonging to
al-Qassam Brigades (the armed wing of Hamas movement) in Bani Suhaila, east of
Khan Yunis, but no casualties were reported.
At
approximately 23:10, Israeli warplanes opened fire at agricultural lands along
the border fence, east of Beit Hanoun village, north of the Gaza Strip.
Residents of the area were frightened, but neither casualties nor material
damage were reported.
2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall
During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West Bank.
As a result, 6 protestors, including 3 brothers, were wounded during Bil’in and
al-Nabi Saleh protests, west and northwest of Ramallah.
In the same context, 7 civilians were wounded, 6 of
whom sustained bullet wounds, during protests organized at the south-eastern entrance
of al-Jalazoun refugee camp, north of Ramallah.

Demonstrations against the construction of the
annexation wall and settlement activity
Following the Friday Prayer, 07 March 2014, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in, west of Ramallah, in protest at
the construction of the annexation wall and settlement activities. Demonstrators
took the streets raising Palestinian flags and headed to the liberated
territories near the annexation wall. Israeli forces had closed all the entrances
of the village since the morning in order to prevent Palestinian and
international activists and journalists from participating in the
demonstration. Demonstrators marched adjacent to the cement wall and tried to
cross the fence before Israeli forces that are stationed behind the wall, in
the western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and skunk
water at them and chased them into the olive fields. As a result, a 38-year-old
male was hit by a gas canister to the neck. In addition, dozens of demonstrators
suffered tear gas inhalation, and others sustained bruises as they were beaten
up by Israeli soldiers.
On the same day, dozens of Palestinian civilians
organised a peaceful demonstration in the centre of Ni’lin village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. Demonstrators took the streets and headed to the annexation wall.
Israeli forces closed the gates of the wall with barbwires and prevented the
demonstrators from crossing to the land behind it before they responded by
throwing stones. As a result, many civilians suffered tear gas inhalation and
bruises as they were beaten up by Israeli soldiers.
Around the same time, dozens of Palestinian civilians
and Israeli and international human rights defenders organised a peaceful
demonstration in Nabi Saleh village, southwest of Ramallah, in protest at the
construction of the annexation wall, settlement activities and in memorial of
Mo’taz Washha who was killed on 27 February 2014 in Birzait village, north of
Ramallah. Demonstrators took to the streets raising the Palestinian flags and
chanting slogans against the occupation and in support of the Palestinian unity
resistance, and then they headed to the lands that the settlers are trying to
rob by force near “Halamish” settlement. Israeli forces closed all the
entrances of the village since the morning to prevent Palestinian and
international activists and journalists from participating in the
demonstration. When they arrived at the land, demonstrators were met by live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and skunk
water and were chased into the village. As a result, 5 civilians, including 3
brothers, were wounded, many civilians suffered tear gas inhalation and others
sustained bruises due to being beaten up by Israeli soldiers. Of those who were
beaten up was Boshra Abdul Karim Tamimi (41). The wounded were:
1. An 18-year-old male sustained a bullet wound to the
right elbow;
2. An 18-year-old male sustained a bullet wound to the
right leg;
3. A 12-year-old male sustained a bullet wound the right
knee;
4. His 17-year-old brother sustained a bullet wound to
the left leg; and
5. Their 14-year-old sister sustained a bullet wound to
the left leg.
Following the Friday prayer, Palestinian civilians and
international activists organised a peaceful demonstration in the centre of Kufor
Qaddoum village, northwest of Qalqilia, and headed towards the eastern entrance
of the village, in protest at the continued closure of the entrance with an
iron gate, since the beginning of the Aqsa Intifada (2000). Clashes erupted
between the demonstrators and Israeli forces that fired sound bombs and tear
gas canisters to prevent them from reaching the aforementioned gate. As a
result, dozens of demonstrators suffered tear gas inhalation and others
sustained bruises as they were beaten up by Israeli soldiers.
Other demonstrations:
On Friday, 07 March
2014, dozens of children and young men gathered at the southern entrance
of al-Jalazoun refugee camp, north of Ramallah. They were about 300 meters away
from the fence of “Beit Eil” settlement. Israeli forces stationed in
the area fired live ammunition, rubber-coated metal bullets, sound bombs and
tear gas canisters. As a result, 7 civilians were wounded, 6 of whom sustained
bullet wounds. In addition, dozens of civilians suffered tear gas inhalation. A
13-year-old child sustained a bullet wound to the right leg, a 23-year-old male
sustained a bullet wound to the left knee. The wounded were taken to Palestine
medical complex in Ramallah to receive the necessary medical treatment. The
wounded were:
1. A 22-year-old male sustained a bullet wound to the
lower back. The bullet settled in the intestines. He underwent a surgery and
was admitted to the intensive care unit at the said complex;
2. A 19-year-old male sustained a bullet wound to the
right knee;
3. A 26-year-old male sustained a bullet wound to the
right leg;
4. A 19-year-old male sustained a bullet wound to the
left buttocks;
5. A 22-uear-old male sustained a bullet wound to the
left thigh;
6. A 19-year-old male sustained a bullet wound to the
left thigh; and
7. An 18-year-old male sustained 2 bullet wounds to the
left and right legs.
On the same day, dozens of Palestinian young men
gathered at the western entrance of Selwad village, northeast of Ramallah on
the road between Selwad village and Yabrod village near Street (60) to throw
stones at the aforementioned street. As
a result, Israeli soldiers stationed in the area fired live ammunition,
rubber-coated metal bullets, tear gas canisters and sound bombs at them and
chased them to the village. Due to which, dozens of civilians suffered tear gas
inhalation.
At approximately 11:00 on Saturday, 08 March 2014,
dozens of Palestinian civilians and feminist activists gathered from different
areas in the West Bank at the entrance of Qalandia refugee camp, north of
occupied Jerusalem, to organize a peaceful protest titled “Together, to end
the occupation” and “Together, to build an independent Palestinian
state and Jerusalem is the capital city”. The protest was called for by the
Secretariat of the General Union of Women on the International Women’s Day. The
demonstrators chanted slogans calling for freedom for the Palestinian prisoners
and Jerusalem. They raised Palestinian flags and posters on the great role of
Palestinian women. Other posters condemned the Israeli aggressive policy
against the Palestinian civilians. The demonstrators made their way to Qalandia
checkpoint. Israeli forces closed the checkpoint’s gate and fired sound bombs
and tear gas canisters in response. The demonstrators attempted to cross the
checkpoint towards Jerusalem, but Israeli forces denied them access. Then the
demonstrators threw stones at Israeli soldiers, who fired rubber-coated metal
bullets, sound bombs and tear gas canisters in response. As a result, dozens of
demonstrators suffered tear gas inhalation.
3. Extra-judicial executions
During the reporting period, in an extra-judicial
execution, on Thursday morning, 27 February 2014, Israeli forces killed a
Palestinian in Birzait village, north of Ramallah. Israeli forces surrounded
his family house for hours and shelled it, as a result, the house caught fire.
According to investigations conducted by the
Palestinian Centre for Human Rights (PCHR), at approximately 06:00 on Thursday
morning, Israeli forces backed with over 20 military vehicles moved into
Birzait village, north of Ramallah. They stationed in Prince Hassan neighbourhood,
northwest of the village, and surrounded a 2-storey house belonging to the
family of Abdul Rahim Ahmed Abdullah Washha. Israeli soldiers fired sound bombs
in the area and ordered the house residents and their neighbours via loudspeakers
to get out of their houses. Once a number of the house residents went out,
Israeli forces arrested the son of the aforementioned person, Ramez (28), and
his cousin Fadi (27). Both of them were handcuffed and then beaten up by
Israeli soldiers. An officer questioned Washha on the spot regarding his other
son Mo’taz (25). Washha answered that he had not known whether his son was at
home or not as he slept before his son had returned home the other night. At
approximately 08:30, Israeli forces brought a bulldozer and started demolishing
the western wall of the house. They continued demolition works until 10:30. In
the meantime, an Israeli soldier fired a shell at the house. Israeli soldiers
fired 4 other shells, as a result, the house caught fire. Israeli forces
immediately raided the house during heavy fire. At approximately 12:00, Israeli
forces withdrew. In the meantime, a PRCS ambulance arrived. Paramedics went
into the house and found Mo’taz dead. The corpse was taken to Palestine Medical
Complex in Ramallah. Sources at the emergency and of PRCS stated that the
killed had sustained shell shrapnel wounds to the upper part of the body.
Besides, part of his brain had been out of his head. They also saw signs of
ruptures and burns in the upper part of the body. It should be noted the killed
was a member of the Popular Front for the Liberation of Palestine (PFLP) and
had been arrested by Israeli forces but released 6 months ago.
4. Continued closure of the oPt
Israel continued to impose a tight
closure on the oPt, imposing severe restrictions on the movement of Palestinian
civilians in the Gaza Strip and the West Bank, including occupied East
Jerusalem.
Gaza
Strip
Israeli
forces continuously tighten the closure of the Gaza Strip and close all
commercial crossings, making the Karm Abu Salem crossing the sole commercial
crossing of the Gaza Strip, although it is not suitable for commercial purposes
in terms of its operational capacity and distance from markets.
Israeli
forces have continued to apply the policy, which is aimed to tighten the
closure on all commercial crossings, by imposing total control over the flow of
imports and exports.
The
total closure of al-Mentar (“Karni”) crossing since 02 March 2011 has
seriously affected the economy of the Gaza Strip. Following this closure, all
economic and commercial establishments in the Gaza Commercial Zone were shut
off. It should be noted that al-Mentar crossing is the biggest crossing in the
Gaza Strip, in terms of its capacity to absorb the flow of imports and exports.
The decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which were dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.
Israeli
forces have continued to impose a total ban on the delivery of raw materials to
the Gaza Strip, except for very limited items and quantities. The limited
quantities of raw materials allowed into Gaza do not meet the minimal needs of
the civilian population of the Gaza Strip.
The
cooking gas crisis has fluctuated for 9 months due to the closure of Karm Abu
Salem for security claims. According to PCHR’s follow-up, Israeli authorities
only allow an average of 98 tonnes of cooking gas into Gaza per day. This limited quantity is less than half of
the daily needs, which is 200 tonnes per day of the civilian population in the
Gaza Strip during winter. The crisis has
unprecedentedly aggravated over the winter period due to cold weather and overconsumption
in addition to the power outage and using gas as an alternative in many instances
of electricity. The lack of diesel and
benzine led to the aggravation of the crisis as a result of using the gas
cylinder for cars or as an alternative for benzine to run generators. As a result, the demand for gas further increased.
For almost 6 consecutive years,
Israeli forces have continued to prevent the delivery of construction materials
to the Gaza Strip. Two years ago, Israeli forces approved the delivery of
limited quantities of construction materials for a number of international organizations
in the Gaza Strip. On 17 September 2013,
they allowed the entry of limited quantities of construction materials for the
private sector. However, on 13 October
2013, they re-banned it claiming that these materials are used for constructing
tunnels. Last week, Israeli forces
allowed the entry of construction materials only for UNRWA and UNDP
projects. As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels.
Israeli forces also continued to
impose an almost total ban on the Gaza Strip exports, including agricultural
and industrial products, except for light-weighted products such as flowers,
strawberries, and spices.
Israel has continued to close the
Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from the
Gaza Strip. Israel only allows the movement of a limited number of groups, with
many hours of waiting in the majority of cases. Israel has continued to adopt a
policy aimed at reducing the number of Palestinian patients allowed to move via
the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or
in the West Bank and East Jerusalem. Israel denied permission to access
hospitals via the crossing for new categories of patients from the Gaza Strip.
The Egyptian authorities allow the
population of the Gaza Strip to travel via Rafah International crossing, which
connects the Gaza Strip with the outside world.
Only limited and specified categories are allowed, including patients,
students, persons that hold residencies in Egypt or abroad, men over 40 years,
females in all ages, children under 18, persons who hold Arab and foreign
nationalities, and members of Arab and international humanitarian
delegations. Supposedly the crossing
opens seven days a week. Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to
Egypt’s security conditions, which has affected the travellers’ movement in
both directions.

Israel has
imposed a tightened closure on the West Bank. During the reporting period,
Israeli forces imposed additional restrictions on the movement of Palestinian
civilians:
Hebron: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians. At approximately 07:00 on Thursday, 06
March 2014, Israeli
forces established a checkpoint at the northern entrance of Yatta, south of
Hebron. At approximately 07:30, they established another checkpoint at the
entrance of al-Samou’a village, south of Hebron. At approximately 15:00, another checkpoint
was established at the northern entrance of Hebron. All checkpoints were later removed, and no
arrests were reported.
At
approximately 11:00 on Friday, 06 March 2014, Israeli forces established a checkpoint at
the northern entrance of Yata, south of the city. At approximately 08:00, another checkpoint
was established on the Abu Rishah Valley Road, west of Ezna, west of
Hebron. The two checkpoints were later
removed, and no arrests were reported.
At
approximately 15:00 on Saturday, 08 March 2014, Israeli forces established a
checkpoint at the entrance of al-‘Aroub refugee camp, north of Hebron. At approximately 16:00, they established
another checkpoint at the southern entrance of Hebron. The two checkpoints were later removed, and
no arrests were reported.
At
approximately 08:00 on Sunday, 09 March 2014, Israeli forces established a
checkpoint at the entrance of al-Thaheriyah village, south of the city. At
approximately 15:30 checkpoints were established at the southern entrance of
Hebron. At approximately 16:00, they
established a similar checkpoint at entrance of Deir Samit village, west of
Dura, southwest of Hebron. All checkpoints
were later removed, and no arrests were reported.
At
approximately 07:00 on Monday, 10 March 2014, Israeli forces established a
checkpoint at the entrance of Bani Na’im village, east of Hebron. At approximately 11:00, they closed with an
iron gate the entrance of Beit ‘Aynoun village as this entrance is connected
with Bypass Road (60), east of the city, after closing it for a long time with
cement cubes. As a result, the travel
time of civilians increased and became a hassle. At approximately 15:30,
another checkpoint was established at the entrance of Kharsa village, south of
Dura, southwest of Hebron. All checkpoints
were later removed, and no arrests were reported.
At
approximately 07:30 on Tuesday, 11 March 2014, Israeli forces established a
checkpoint at the entrance of al-‘Arroub refugee camp, north of Hebron. At approximately 08:00, another checkpoint
was established at the entrance of Sa’ir village, east of the city. The two checkpoints were later removed, and
no arrests were reported.
Ramallah: Israeli forces have continued to
impose severe restrictions on the movement of Palestinian civilians. At approximately 09:30 on Sunday, 09 March
2014, Israeli forces re-established at ‘Atara checkpoint at the northern
entrance of Birzeit, north of the city. No
arrests were reported. At approximately
19:00, they established another checkpoint at the intersection of Beit ‘Aor
al-Foqa village, southwest of Ramallah.
The checkpoint was later removed, and no arrests were reported.
At
approximately 08:30 on Monday, 10 March 2014, Israeli forces established a
checkpoint under the bridge of Kherbtha al-Mesbah village, southwest of
Ramallah. At approximately 11:30, a
similar checkpoint was established at the entrance of Ni’lin village, west of
the city. At approximately 19:30, they
established another checkpoint near the entrance of Beit ‘Aor al-Foqa,
southwest of Ramallah. All checkpoints
were later removed, and no arrests were reported.
Jenin:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 11:30 on Friday, 07 March 2014, Israeli forces established a
checkpoint at the entrance of Kafrit village, southwest of Jenin. At approximately 16:30, they established a
similar checkpoint at the southern entrance of the city near Jannat Park. The two checkpoints were later removed, and
no arrests were reported.
At approximately 14:30 on Saturday, 08 March 2014, Israeli forces
established a checkpoint on the villages of al-Tibah and ‘Anin, northwest of
Jenin. The checkpoint was later removed,
and no arrests were reported.
At approximately 15:30 on Sunday, 09 March 2014, Israeli forces
established a checkpoint at the entrance of Te’enek village, northwest of
Jenin. The checkpoint was later removed,
and no arrests were reported.
Tulkarm: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 20:30
on Saturday, 08 March 2014, Israeli forces stationed at ‘Inab checkpoint, which
is established on the main road between Tulkarm and Nablus, east of Tulkarm,
tightened restrictions against Palestinians and obstructed their movement. The tightening ended, and no arrests were
reported. Around the same time, Israeli
forces established a checkpoint on the main road between Tulkarm and Nablus
near the intersection of Beit Leed village, east of Tulkarm. The checkpoint was later removed, and no
arrests were reported.
Jenin: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At
approximately 11:30 on Friday, 07 March 2014, Israeli forces established a
checkpoint at the entrance of Kferet village, southwest of Jenin. At approximately 16:30, another checkpoint
was established at the southern entrance of the city near “Jannat” Park. The two checkpoints were later removed, and no
arrests were reported.
At approximately 14:30 on Saturday, 08 March 2014, Israeli forces
established a checkpoint between the villages of al-Tibah and ‘Anin, northwest
of Jenin. The checkpoint was later
removed, and no arrests were reported.
At approximately 15:30 on Sunday, 09 March 2014, Israeli forces

Qalqilya:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 17:10 on Monday, 27 February 2014, Israeli forces established a
checkpoint at the intersection of
Amatin village, northeast of Qalqilya.
At approximately 19:20, a similar checkpoint was established at the
entrance of ‘Azoun village, east of the city.
At approximately 19:40, they established another checkpoint at the
eastern entrance of ‘Ezbet al-Tabib village, east of Qalqilya.
Salfit:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 19:25 on Saturday, 08 March 2014, Israeli forces established a
checkpoint between Deir Balut village and Rafat village, west of Salfit. At approximately 22:30, the checkpoint was
removed, and no arrests were reported.
At approximately 19:50, another checkpoint was established at the
entrance of Kafl Haris village, north of the city. At approximately 20:50, the checkpoint was
removed, and no arrests were reported.
At
approximately 07:20 on Sunday, 09 March 2014, Israeli forces established a
checkpoint between Borqin village and Qarawet Bani Zaid village, west of
Salfit. The checkpoint was later
removed, and no arrests were reported.
At
approximately 11:30 on Monday, 10 March 2014, Israeli forces established a
checkpoint at thentrance of Yasouf village, east of Salfit. At approximately 19:30, they established a
checkpoint at the entrance of Deir Balout, west of the city. At approximately 20:45, another checkpoint
was established at the entrance of Haris village, north of Salfit. All checkpoints were later removed, and no
arrests were reported.
Jericho:
Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians. At
approximately 08:00 on Sunday, 09 March 2014, Israeli forces established a
checkpoint near the southern entrance of Jericho. They prevented civilians from leaving or
entering through this entrance. The
checkpoint was later removed, and no arrests were reported.
At approximately 16:00 on Monday, 10 March 2014,
Israeli forces established a checkpoint near the entrance of al-‘Oja village,
northeast of Jericho. At approximately
18:00, another checkpoint was established near
the southern entrance of Jericho. They
prevented civilians from leaving or entering through this entrance. The two checkpoints were later removed, and
no arrests were reported.
Arrests near the borderline between
the Gaza Strip and Israel
On Thursday evening, 06 March 2014, Israeli forces stationed along the
borderline between the Gaza Strip and Israel north of Um al-Nasser village in
the northern Gaza Strip arrested 4 civilians, including a child, from Um al-Nasser
village while they were trying to pass the border in order to enter into Israel
to work there. The arrested were:
1. Wa’el Eid Ahmed Fares (15);
2. Hesham Mohammed Ayed al-Zoghbi
(18);
3. Mousa Sa’id Abed Rabbu Abu
Hasheesh (18); and
4. Mos’ad Nasser Mohammed Abu Fares
(23).
They have been in detention so far.
On Monday evening, 10 March 2014, Israeli forces stationed along the
borderline between the Gaza Strip and Israel north of Um al-Nasser village in
the northern Gaza Strip arrested Mousa Maher Mousa al-‘Er (17) from Um al-Naser
village and Amir ‘Ali Ahmed al-Zawar’aah (16) from an area surrounding Hamouda
Gas Station while they were trying to pass the border in order to enter into
Israel to work there. The two children
have been in Beersheba prison in Israel so far.
The family of the two children said to a PCHR fieldworker that they lost
them in the afternoon of the same day and knew nothing about them till they
received a call from them in the evening saying that they are under arrest in
Beersheba prison after being arrested by the Israeli forces near the
borderline.
At approximately 11:00 on Wednesday, 12 March 2014, Israeli forces
stationed along the borderline between the Gaza Strip and Israel north of Um
al-Nasser village in the northern Gaza Strip arrested Mousa Mohammed Salman Abu
Rashed (16) from Block 9 in Jabalia refugee camp while he was trying to pass
the border in order to enter into Israel to work there. His father said that shepherds, who were in
the north of Um al-Naser village on Wednesday, 12 March 2014, saw Israeli
forces arresting his son while he was trying to pass the border fence after
covering his head. They then took him
away.
Arrests and Maltreatment at military
checkpoints
At approximately
10:00 on Saturday, 08 March 2014, Israeli
forces stationed at the electronic gates established at the entrance of
al-Ibrahimi Mosque in central Hebron arrested Basir Mohammed al-Atrash (16) and
took him to “Ja’abrah” police station, east of the city.
At approximately 07:00 on Monday, 10 March 2014,
Israeli forces stationed at the entrance Abu al-Rish checkpoint, south of
Hebron, arrested Hamed al-Rajabi (14) while he was on his way back from his
house in al-Shuhadaa’ Street to school.
He was then taken to “Kiryat Arbaa’” police station, east of the city.
At approximately
14:00 on the same Monday, Israeli forces established at the entrance of the
closed Shuhadaa’ Street in central Hebron, arrested Dahoud Ziyad Ref’aat Abu
Sneinah (20) while passing by the area and took him to “Ja’abrah” police station in central Hebron.
At approximately
16:00 on Tuesday, 11 March 2014, Israeli forces stationed at the entrance of
al-Shuhadaa’ Street in the centre of the Old City in central Hebron arrested
Tha’er Nabil Ghannam (18) when he was on his way back from work. He was then taken by an Israeli police
vehicle to “Ja’abrah”
police station in the centre of the Old City in the city.
5. Settlement activities and attacks by settlers against
Palestinian civilians and property
Attacks carried out by Israeli forces
At approximately
14:00 on Thursday, 06 March 2014, Israeli forces backed by military vehicles and
accompanied by a vehicle from the Construction and Organization Department in
the Israeli Civil Administration moved into the west of Ezna village, west of
Hebron. Israeli forces stationed in
Khelet Ibrahim area and an office from the aforementioned administration handed
2 civilians 2 notices to stop construction work in their houses under the
pretext of having no construction permit as the two houses are in areas
classified as “C”.
The two notices
included:
1. An 120-sqaure-meter
inhabited house comprised of 1 storey and belonging to Wisam Jebril Hatawi
(37); and
2. A 120-swqaure-meter under-construction house belonging to Sayel Mahfouz
Salimiyah (38).
At approximately 11:00 on Tuesday, 11 March 2014,
Israeli forces backed by two military vehicles and accompanied by a vehicle from the
Construction and Organization Department in the Israeli Civil Administration
moved into al-Fakhit area, east of Yatta, south of Hebron. The Civil Administration handed two civilians
two notices to stop construction work in two water wells under the pretext of
having no permit to build in areas under the Israeli control.
The two notices
included:
1. A 120-cubic-meter
water well belonging to Mohammed Ayoub Abu Sabhah; and
2. A 120-cubic-meter
water well belonging to Akram Ayoub Abu Sabhah.
At approximately 11:00 on Wednesday, 12 March 2014,
Israeli forces backed by military vehicles and accompanied by a vehicle from the
Construction and Organization Department in the Israeli Civil Administration
moved into Bani Na’im village, east of Hebron.
Israeli forces stationed in Khelet Abu Beidah area and deployed in the
area. The Civil Administration officer
handed 3 civilians notices to halt construction in
their houses under the pretext of having no construction permit build in the
areas classified as “C”. The notices
included:
Attacks carried out by settlers
At approximately 07:00 on Thursday,
06 March 2014, 5 masked settlers from “Kokhav Hasharhar” outpost established on
the lands of al-Moghir village, northeast of Ramallah, attacked farmers from
al-Moghir village when the farmers were collecting gundelia crops in al-Jalnah
agricultural area, which is about 3 kilometers away from the aforementioned outpost. The settlers used stones and sharp tools in
their attack as they severely beat Haitham Ghaleb ‘Abdel Karim al-Haj Mohammed
(39) causing him deep wounds in the head.
He was then taken by an ambulance belonging to al-Sheikhah Fatmah
Medical Center in Termes’ayah village to received medical treatment in Palestine
Medical Compound in Ramallah. After conducting
medical tests, it was found out that he sustained deep wounds in the head and
bruises in different parts of his body.
The settlers chased the other two civilians identified as Sa’ed Sami
Na’asan (31) and his brother, Thiab (27).
At approximately 16:00 on the same
day, a group of settlers from “Metsibi Ya’ir” settlement established on
Palestinian lands, southeast of Yatta, south of Hebron, threw stones at and
beat with clubs a number of Palestinian civilians while grazing their sheep in
Sha’ab al-Batem area adjacent to the aforementioned settlement. Clashes broke out between the shepherds and
settlers resulting; as a result, a number of civilians sustained bruises. Meanwhile, Israeli forces and police moved
into the area and declared it a closed military zone. They then arrested ‘Anan Yousif al-Najjar
(28) and later withdrew taking him to “Karyat Arba’a” police station, east of
Hebron.
At approximately 10:00 on Friday, 07
March 2014, a group of settlers from the settlements established on the Palestinian
lands in the vicinity of Hebron stormed the Old City markets in central Hebron
under the Israeli forces’ intensive guard.
The settlers insulted civilians and attempted to provoke them without
any intervention from the Israeli forces to prevent or protect them.
At approximately 14:00 on the same
Friday, a group of armed settlers from “Beit Eil” settlement, north of al-Birah
threw stones at the Palestinian cars passing on the main road adjacent to the
aforementioned settlement. As a result,
the windows of a car belonging to ‘Abbas ‘Abdel Wahab al-Moumni (39), a
photographer at the French Agency (AFP), scattered who also sustained minor
wounds due to the scattering glass. This
took place under intensive guard of the Israeli forces who did not intervene to
distance settlers from the area.
Al-Moumni was on his way to cover the clashes that broke out between
Israeli forces and a group of Palestinian young men at the southeastern
entrance of al-Jalzone refugee camp.
At approximately 15:00 on Saturday, 08 March 2014,
settlers from “Beit ‘Ayn” settlement established on Palestinian lands
confiscated from the west of Beit Ummar village, north of Hebron, threw stones
at and insulted with bad words farmers from Sleibi family while being in their
agricultural lands in Abu al-Rish Valley area, west of the village. This took place under the intensive guard of
the Israeli forces, who did not stop them, so civilians were forced to leave
their lands for fear of their lives.
Recommendations to the International Community
PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, are still
under Israeli occupation, in spite of Israeli military redeployment outside the
Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment
measures on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague Regulations
concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.
In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, PCHR calls upon the
international community, especially the United Nations, the High Contracting
Parties to the Geneva Convention and the European Union – in the context of
their natural obligation to respect and enforce the international law – to
cooperate and act according to the following recommendations:
1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;
2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;
3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;
4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;
5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;
6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;
7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;
8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;
9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;
10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;
11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;
12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;
13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;
14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
