Israeli forces continued to use excessive force against the peaceful protestors in the Gaza Strip
A 4-year-old child was killed in the southern Gaza Strip.
93 civilians, including 22 children, 2 women, 2 journalists, and 2 paramedics, were wounded; the injury of 3 of them was reported serious.
Israeli Forces killed a Palestinian civilian in the southern West Bank.
29 civilians, including 4 children, were wounded in the West Bank in separate shooting incidents.
Israeli forces continued to open fire at the border areas in the Gaza Strip
Israeli forces conducted 98 incursions into Palestinian communities in the West Bank and 8 similar incursions into Jerusalem.
71 civilians, including 5 children and 2 journalists, were arrested in the West Bank.
16 of them were arrested in Jerusalem.
Israeli authorities continued to create a Jewish majority in occupied East Jerusalem.
A car garage was demolished, and a family was forced to self-demolish their 2 houses.
Israeli forces continued their settlement activities in the West Bank.
A house was demolished in al-Jaftalak, and 3 tents were confiscated used as classes in southern Hebron.
3 shooting incidents were reported against the fishing boats in the sea.
2 fishermen were arrested while their boat was drowned in the southern Gaza Strip.
Israeli forces turned the West Bank into cantons and continued to impose the illegal closure on the Gaza Strip for the 12th consecutive year.
103 permanent checkpoints, 121 temporary checkpoints and 17 closed roads obstruct the movement of Palestinian civilians in the West Bank.
3 civilians were arrested at the military checkpoints in the West Bank.
A patient’s companion and businessman were arrested at Beit Hanoun “Erez” crossing.
Summary
Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (06 – 12 December 2018).
Shooting:
In the Gaza Strip, the Israeli forces continued to use lethal force against the participants in the peaceful protests organized along the Gaza Strip borders, which witnessed the peaceful protests for the 35th week along the eastern and northern border area of the Gaza Strip. They also continued to use armed force as well during the incursions into the West Bank. In the West Bank, the Israeli forces killed a Palestinian civilian in southern Hebron and wounded 29 others, including 4 children, in separate shooting incidents. In the Gaza Strip, the Israeli forces wounded 93 civilians, including 23 children, 2 women, 2 journalists, and 2 paramedics. The injury of 3 of those wounded was reported serious.
In the West Bank, on 11 December 2018, Israeli forces killed a Palestinian civilian from Ethna village, west of Hebron after opening fire at his vehicle in al-Ras neighborhood, west of the abovementioned village. He was then taken via a PRCS ambulance to al-Ahli Hospital in Hebron, where medical sources declared his death shortly after his arrival. The Israeli forces claimed that Civil Administration officers were carrying out a mission in Ethna village when a car driver attempted to run over Israeli Border Guard officers who were with the Civil Adminstration officers. The soldiers then opened fire at the car after its driver refused to stop for searching him. As a result, the driver was wounded.
In the same context, the Israeli forces during the reporting period wounded 29 civilians, including 4 children, in separate shooting incidents.
In the Gaza Strip, as part of using excessive force against the peaceful protesters along the Gaza Strip borders, during the reporting period, Israeli forces wounded 93 civilians, including 23 children, 2 women, 2 journalists, and 2 paramedics. The injury of 3 of those wounded was reported serious.

As part of targeting the Palestinian fishermen in the sea, the Israeli forces continued to escalate their attacks against the Palestinian fishermen, indicating the on-going Israeli policy to target their livelihoods. During the reporting period, PCHR documented 3 incidents against fishermen; 1 of them off the northern Gaza Strip shore, and 2 off the southern Gaza Strip shore. As a result, 2 fishermen were arrested and their boat was drowned off Rafah shore in the southern Gaza Strip.
As part of targeting the border areas on 12 December 2018, Israeli forces stationed along the border fence between the Gaza Strip and Israel opened fire at the shepherds in eastern al-Qararah village, east of Khan Younis, but no injuries were reported.
Incursions:
During the reporting period, Israeli forces conducted at least 98 military incursions into Palestinian communities in the West Bank and 8 similar incursions into Jerusalem and its suburbs. During those incursions, Israeli forces arrested at least 55 Palestinians, including 3 children and 2 journalists, in the West Bank. Moreover, 16 others, including 2 children, were arrested in Jerusalem and its suburbs.
Israeli Forces continued to create a Jewish Majority in occupied East Jerusalem:
As part of the Israeli house demolitions and notices, on 08 December 2018, Hashimah family self-demolished their houses in Wad Qadoum neighbourhood in Silwan village, south of East occupied Jerusalem’s Old City, to implement the Israeli municipal decision under the pretext of building without a license. Johar Hashimah said that he and his brother Murad started demolishing parts of their houses to implement the Israeli municipal decision which gave them until 10 December 2018 to implement the decision or the Municipality will impellent it at its own expense.
On 12 December 2018, Israeli municipal bulldozers demolished a house belonging to Anwar Dolah in Beit Hanina neighborhood, in northern occupied City.
Israeli Forces continued their settlement activities, and the settlers continued their attacks against Palestinian civilians and their property
As part of the Israeli house demolitions and demolition notices, on 11 December 2018, Israeli forces demolished an under-construction house belonging to ‘Omer Rahaliyah (37) in al-Jaftalak village, north of Jericho. The 170-square-meter house is comprised of 2 floors. During the demolition, the Israeli soldiers opened fire at the above-mentioned civilian’s vehicle and caused material damage to its structure. He was then beaten up, arrested and then taken to an unknown destination. It should be noted that the abovementioned civilian lives in one room with his wife and 3 children while he started building this house 6 months ago.
On the same day, the Israeli forces demolished and confiscated 3 tents that were established in the place of al-Tahadi and al-Somoud (13) School that was established by the Ministry of Education in al-Simiya village, south of al-Samou’a village, south of Hebron.
As part of the Israeli settlers’ attacks against the Palestinians civilians and their property, PCHR’s fieldworkers in the West Bank documented 2 attacks that were carried out by the Israeli settlers during the reporting period. As a result, 11 cars sustained damage in the villages of Ramin, east of Tulkarm and Bitin, east of Ramallah.

Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip
Thursday, 06 December 2018:
At approximately 02:00, Israeli force moved into Wadi al-Maghayer area, southwest of Hebron. They raided and searched a house belonging to Nour Eden Mohammed Salhab (23) and then arrested him.
At approximately 02:30, Israeli forces moved into Halhoul, north of Hebron and stationed in the western neighbourhood. They raided and searched a house belonging to No’man al-Se’dah and then arrested his sons Mahmoud (25) and Lo’ai (20).
Around the same time, Israeli forces moved into al-‘Aroub refugee camp, north of Hebron. They raided and searched a houses belonging to Hamzah ‘Ali al-Badawi (17) and then arrested him.
At approximately 03:00, Israeli forces moved into Jenin refugee camp, west of Jenin. They raided and searched several houses. Meanwhile, a number of Palestinian children and young men gathered and threw stones and empty bottles at Israeli soldiers. The soldiers fired live and rubber bullets, sound bombs and tear gas canisters. As a result, 3 civilians, including 2 children, were hit with live bullets. Two of them were wounded to the lower limbs and the third was wounded to the pelvis. They were transferred to Khalil Suleiman Governmental Hospital in the city to receive medical treatment. The soldiers also arrested Ashraf Salah Turkman (24) and Mahmoud Morad al-Sa’di (22).
Around the same time, Israeli forces moved into Safa village, west of Ramallah. They raided and searched a number of houses after which they arrested Yazan Jad Karajah (24), Ya’qoub Abdul Razeq Falanah (27) and Jihad ‘Atta Falanah (22).
Around the same time, Israeli forces moved into Kufor Ne’mah village, west of Ramallah. They raided and searched a house belonging to Majdi Suleiman ‘Ataia (21) and then arrested him.
Around the same time, Israeli forces moved into Ramllah and stationed in al-Nahdah Street. They raided and searched al-Bazar Printing House and broke the main door with special tool. The soldiers then confiscated the printers and photography equipment belonging to Mahmoud al-Bazar (50).
At approximately 03:30, Israeli forces moved into al-Thaheriyah village, south of Hebron and stationed in al-Deir neighbourhood. They raided and searched a house belonging to Mohammed Ismail al-Tal, Member of the Palestinian Legislative Council (PLC) representing the Change and Reform Bloc, and then withdrew from the house.
At approximately 04:00, Israeli forces moved into Marah Rabah village, south of Bethlehem. They raided and searched several houses and then handed 2 summonses to former prisoners namely Mahdi Taha al-Sheikh (21) and Anwar Ahmed al-Faqih (43) to refer to the Israeli Intelligence Service in “Gush Etzion” settlement complex, south of the city.
At approximately 18:00, Israeli forces moved into Furush Beit Dajan village, east of Nablus and then confiscated a concrete mixer belonging to Duweikat Company for Concrete during its work in Furush Beit Dajan School, sponsored by AFD Project, under the pretext of non-licensing and the school is in the Area classified (C), which is under the Israeli full control according to Aslo Accords in 1993.
Note: During the aforementioned day, Israeli forces conducted (6) incursions in the following areas and no arrests were reported: al-Laban eastern village, south of Nablus; Sebastia, Beit Ummer, and Shuyoukh al-‘Arab villages, north of Hebron; ‘Ezbet Shufah, southeast of Tulkarm; Qalqiliyah.
Friday, 07 December 2018:
At approximately 01:00, Israeli forces moved into the southern area in Hebron and stationed Jawhar Mount neighborhood. They raided and searched a house belonging to Eyad Naji al-Atrash (24) and then arrested him.
At approximately 03:20, Israeli forces moved into al-Moghir village, northeast of Rasmallah. They raided and searched 2 houses belonging to ‘Amer ‘Atef Abu ‘Alia (25) and Mohammed Madar Abu ‘Alia (22) and then arrested them.
Note: During the aforementioned day, Israeli forces conducted (9) incursions in the following areas and no arrests were reported: al-Thaheriyah, Sa’ir, Beit al-Roush, Karmah, and Beit Marsam villages in Hebron; Bedia village, northwest of Salfit; Deir al-Ghusoun village; and al-Jarushiyah village, north of Tulkarm; Joyous village, northeast of Qalqiliyah.
Saturday, 08 December 2018:
Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: Ethna, al-Mawreq and Beit ‘Awa villages in Hebron.
Sunday, 09 December 2018:
At approximately 01:00, Israeli forces moved into Bethlehem. They raided and searched2 house belonging to Rani Fursan Bushrat (21) on al-Saf Street and Mohammed ‘Adel Zaboun (19) in al-Karkafah area in the center of city and then arrested them.
At approximately 01:30, Israeli forces moved into ‘Asker New refugee camp, northeast of Nablus. They raided and searched several houses after which they arrested Salamah Marwan (25), Jamil Salah Eden al-Aqra’a (29), Saloum Mohammed Joudah (27) and Mohammed Zaki Badah (27)
Around the same time, Israeli forces moved into Balatah refugee camp, east of Nablus. They raided and searched a number of houses and then arrested Bara’a Kamal Mohammed Hashash (20).
At approximately 08:00, Israeli gunboats stationed offshore, west of Rafah in the southern Gaza, opened fire at Palestinian fishing boats sailing within 5 nautical miles and chased them. As a result, the fishermen were forced to flee fearing for their lives, but neither casualties nor material damage was reported.
At approximately 21:00, Israeli forces moved into Silwad village, northeast of Ramallah. They raided and searched a number of houses. Meanwhile, dozens of Palestinian children and young men gathered near the main entrance to the village and threw stones and empty bottles at Israeli soldiers. The soldiers sound bombs and tear gas canisters at them. The clashes continued until 2 and half hours, but neither arrests nor casualties were reported. That was after the shooting at “Oufra” established on lands in the northeast of Ramallah. On the same context, the Israeli forces closed the northern entrance to al-Birah from both sides and banned the civilians’ movement. The Israeli forces closed ‘Otarah village checkpoint, north of the city and established a military checkpoint at the main entrance leading to the villages in the northeast of the city (‘Ein Senia, ‘Ein Yabrod, Silwad).
At approximately 22:00, Israeli forces moved into Nablus to secure dozens of buses carrying settlers, who entered Joseph’s Tomb in the eastern side of the city. They performed their religious rituals in the so-called “Hanukkah” (a Jewish festival). A number of young men gathered and threw stones and empty bottles at Israeli soldiers. The soldiers fired rubber bullets, sound bombs and tear gas canisters at them. As a result, 4 civilians were hit with rubber bullets and many others suffered tear gas inhalation.
Note: During the aforementioned day, Israeli forces conducted (7) incursions in the following areas and no arrests were reported: al-Laban eastern village and ‘Asirah al-Qabliyah village, south of Nablus; Salem village, northeast of the city; Beit Ummer, Surif, Beit ‘Ainoun and Deir Samet villages in Hebron.
Monday, 10 December 2018:
At approximately 00:30, Israeli forces moved into Taqou’a village, east of Bethlehem. They raided and searched a house belonging to Fou’ad al-Sabbah and then arrested his sons (12) Salah and son Mohammed (19).
At approximately 02:00, Israeli forces moved ‘Ourta village, southeast of Nablus. They raided and searched a house belonging to Samer Saleem Sa’ed Shurrab (40) and then handed him a summons to refer to the Israeli Intelligence Service in Howarah Detention Center, south of the city.
Around the same time, Israeli forces moved into al-Walajah village, northwest of Bethlehem. They raided and searched a house belonging to Sa’ed Mahmoud al-A’raj (36) and then arrested him.
Around the same time, Israeli forces moved into Qifin village, north of Tulkarm. They raided and searched a house belonging to Mustafa Suleiman ‘Ajouli (60) and then confiscated about NIS 4000 and a checkbook and handed Mustafa a list of the confiscated items. Mustafa said to PCHR’s fieldworker that:
“At approximately 02:00 on Monday, 10 December 2018, we were sleeping when strong knocking on the door suddenly happened. I quickly recognized that Israeli soldiers were on the door because it isn’t the first time they raid my house. I rushed to open the door and the soldiers entered the house. An Israeli officer ordered me to give him my ID card and all the money I had saying: ” bring me all the money you got quietly. I gave him about NIS 4000 without discussion because I knew that he will confiscate them anyway. The soldiers were searching and causing damage to the house contents and they would have probably find the money and would have charged me of hiding it. The officer gave me a paper written on it the number of confiscated money. I informed him about the source of the money and they were payments for goods. The officer responded that: “You can review the Military and Coordination Liaison and hire a lawyer regarding that.”
At approximately 02:40, Israeli gunboats stationed offshore, adjacent to al-Sudaniyah area, west of Jabalia in the northern Gaza Strip, heavily opened fire at Palestinian fishing boats sailing within 4 nautical miles and chased them. As a result, the fishermen were forced to flee fearing for their lives, but neither casualties were reported.
At approximately 03:00, Israeli forces moved into Beit Rema village, northwest of Ramallah. They raided and searched a house belonging to Nidal Thalji al-Remawi (30) and then arrested him. It should be noted that Nidal was a former prisoner in the Israeli jails where he served a year and half in prison.
Around the same time, Israeli forces moved into al-Duheishah refugee camp, south of Bethlehem. They raided and searched a house belonging to Ghassan Ibrahim Zawahrah (37) and then arrested him.
At approximately 04:00, Israeli forces moved into Tulkarm. They raided and searched 2 houses belonging to Mohammed Yusuf Salman (41) and Sameh Mahmoud Abdullah Manasrah (27) , who work as a freelance translator) and then arrested them.
At approximately 04:30, Israeli forces moved into Dier Jarir village, east of Ramallah. They raided and searched a house belonging to journalist Husein Sheja’eyah (33) and then arrested him. It should be noted that Husein worked as a media coordinator at Jerusalem Legal Aid and Human Rights Center (JLAC). On Wednesday, 12 December 2018, “Petach Tikva” Military Court of decided to extend the detention of Husein for 12 days and issued a decision to ban him from meeting his lawyer.
Around the same time, Israeli forces moved into Kufor Ne’mah village, west of Ramallah. They raided and searched a house belonging to Abdul Hakim Abu ‘Adi (39) and then arrested him. It should be noted that Abu ‘Adi was a former prisoner in the Israeli jails.
Around the same time, Israeli forces moved into Ni’lin village, west of Ramallah. They raided and searched several houses after which they arrested Mo’atasem Bilal al-Khawaja (17) and Salah Mohammed al-Khawaja (55).
At approximately 11:30, Israeli gunboats stationed offshore, west of Rafah in the southern Gaza Strip, opened fire at Palestinian fishing boats sailing within 3 nautical miles and chased them. the gunboats surrounded a fishing boat manned by Nasser Ahmed Jamil al-Nada (23) and Mohammed Jasem Mohammed Saidam (18). The Israeli naval forces forced the fishermen to swim towards the gunboats where they soldiers arrested them and drowned the boat.
At approximately 18:00, Israeli forces accompanied with several military vehicles moved into Ramallah and al-Birah and stationed in al-Ersal (al-Masayef neighborhood) in the northern side of the city. They patrolled the neighborhood and streets. meanwhile, a number of Palestinian young men and children gathered and threw stones and empty bottles at Israeli soldiers. The soldiers fired live and rubber bullets and tear gas canisters at them. As a result, 5 young men were hit with rubber bullets; one of them was hit with a rubber bullet to the face while the others were wounded to the lower limbs. Moreover, 30 civilians suffered tear gas inhalation. The wounded civilians were transferred to Palestine Medical Complex to receive medical treatment and doctors classified their injuries as moderate. Eyewitnesses said to PCHR’s fieldworker that the Israeli soldiers fired sound bombs and tear gas canisters between houses after they raided and searched them. In the meantime, the Israeli forces raided and searched the building of Wafa News Agency in the abovementioned neighborhood and fired sound bombs and tear gas canisters at the main entrance. The soldiers also checked the ID cards of the staffs, who were in their offices and then locked them in the Editor’s office. Photojournalist Mo’en Yaseen (33) stated that a soldier attacked, beat and cursed him while on duty. The soldiers then ordered him to open the main door of the surveillance room and threatened him to broke the door if he didn’t open it. The soldiers then confiscated the recording tape of the surveillance cameras of the building . After half an hour of the raid, the soldiers fired sound bombs and tear gas canisters inside the building. As a result, many journalists suffered tear gas canisters.
At approximately 21:00, Israeli forces summoned Hasan Abdul Qader Khatib (72) from Deir Estia village, northwest of Salfit, by a phone call to refer to the detention center in “Eliyahu Crossing”, south of Qalqiliyah. After two hours of continued investigation with Hasan, the Israeli forces released him. At approximately 09:00 on Tuesday, 11 December 2018, the Israeli forces summoned Ibrahim Hesham Abu Hejlah, from Deir Estia village, and interrogated him about his existence in the same car with Hasan. The Israeli forces then released him. He said to PCHR’s fieldworker that:
“At approximately 21:00 on Monday, 10 December 2017, an Israeli officer phone called me and informed me to refer to “Eliyahu Crossing” and bring my vehicle, which belongs to Al Anbar Taxi Office. I immediately responded and went to the abovementioned crossing where I was questioned for 2 consecutive hours about where I was between 13:00 and 15:00 on that day. I informed the officers that I was returning from Nablus, delivering some people into outside the village. The officer interrogated me about the young man who was sitting in the backseat and what was he wearing and did he opened the window or not in addition to multiple questions, which were very provocative. They even asked me about what the young man was wearing under the coat!! The investigation ended after 2 hours and I was released.”
Note: During the aforementioned day, Israeli forces conducted (5) incursions in the following areas and no arrests were reported: Tulkarm and Qifin village, north of the city; Bani Na’im, Sa’ir and Shuyoukh al-‘Arab villages in Hebron.
Tuesday, 11 December 2018:
At approximately 01:00, Israeli forces moved into Tubas to carryout arrest campaign. A number of Palestinian young men and children gathered and threw stones and empty bottles at Israeli forces. The Israeli forces fired rubber bullets, sound bombs and tear gas canisters at them. As a result, 3 civilians were hit with live bullet to the lower limbs and many others suffered tear gas canisters. The wounded civilians were taken to Tubas Turkish Hospital to receive medical treatment and doctors classified their injuries as moderate. The Israeli forces also arrested 4 brothers namely: Ahmed, Mohammed Mahmoud Ya’qoub and Redwan Sa’ad Daraghmah. The Israeli forces later released 3 of them while kept Mahmoud under custody (25).
At approximately 02:00, Israeli forces moved into ‘Ourif village, south of Nablus. They raided and searched a house belonging to Abdul Rahman Mohammed Ahmed Shehadah (23) and then arrested him.
Around the same time, Israeli forces moved into ‘Azzoun village, east of Qalqiliyah. They raided and searched a house belonging to ‘Emad Ghaleb Abu Haniyah (20) and then arrested him.
At approximately 02:10, Israeli forces moved into ‘Alar village, north of Tulkarm. They raided and searched a house belonging ‘Emad Abu ‘Osbah (30) and then arrested him.
At approximately 02:30, Israeli forces moved into Tal village, southwest of Nablus. They raided and searched a number of houses and then arrested 8 civilians, including 2 brothers. It should be noted that 7 of the arrestees are students at En-Najah National University and the eighth one is a teacher.

Around the same time, Israeli forces moved into al-Mazra’ah eastern village, northwest of Ramallah. They raided and searched a house belonging to Mahmoud Sa’ed Shreteh (21) and then arrested him.
Around the same time, Israeli forces moved into Dura, south of Hebron, and stationed in Haninah. They raided and a house belonging to Mahmoud Mustafa ‘Amr (23) and then arrested him
At approximately 04:30, Israeli forces moved into al-Nabi Saleh village, northwest of Ramallah. They raided and searched a number of houses, among them were houses of ‘Atef al-Tamemi and Tamer Abdul Rahman al-Tamemi. Meanwhile, a number of Palestinian children gathered and threw stones and empty bottles at Israeli soldiers. The soldiers fired live and rubber bullets, sound bombs and tear gas canisters at them. As a result, 4 civilians, including a child, were hit with live bullets to the lower limbs. They were taken to the Istishari Arab Hospital in al-Raihan Suburb, north of the city to receive medical treatment. Doctors classified their injuries as moderate.
In the morning hours, Israeli forces killed a Palestinian civilian from Ethna village, west of Hebron after opening fire at his vehicle in al-Ras neighborhood, west of the abovementioned city. He was taken via a PRCS ambulance to al-Ahli hospital in Hebron. medical sources announced his death after short time of his arrival. The Israeli forces claimed that Israeli Civil Administration staff were doing an activity in Ethna village when a Palestinian car driver attempted to run over Border Guards officers, who were within the crews of the Civil Administration. The soldiers then opened fire at the car driver after he refused to stop and wounded him. According to PCHR’s investigations and eyewitnesses statements, at approximately 08:30 on the abovementioned day, Omer Hasan Mohammed ‘Awad (27), from Ethna village, west of Hebron, was driving his car to Wad al-Shurum area near the annexation wall, west of his village to burn copper cables and sell them in the scrap market. At approximately 10:00, Omer got into his car and drove in the sandy road leading to al-Ras neighborhood. Meanwhile, a civil vehicle with an Israeli registration plate (Yellow) stationed near the road intersection. The car moved and intercepted the Palestinian car and hit it to stop it, but Hasan continued driving his car into the east of the paved road. Two Israeli soldiers and a third person dressing like civilians got out of the vehicle and pointed their guns at the car and opened fire at it without ordering Omer to stop. The car continued to move for 500 meters and hit the a stone wall and then stopped. Few minutes later, military backups along with an officer of the Organization and Construction Department named “Nair” arrived from the side of the annexation wall side while 7 military jeeps arrived from the center of Ethna village and all of them stopped in front of the car. Fifteen minutes later, 2 civilians from the neighborhood after having discussion with the soldiers, they were able to reach the car, which was surrounded by Israeli soldiers. They managed to take Omer out of the car as he was bleeding from his back and unable to move. Meanwhile, a PRCS ambulance arrived at the area and took the wounded civilian to the al-Ahli Hospital in Hebron. at approximately 10:30, doctors announced Omer’s death due to being hit with 4 live bullets that settled in the heart, lever and lungs, causing him an internal bleeding that lead to his death.
At approximately 17:30, Israeli forces moved into al-Mazra’ah eastern village, northeast of Ramallah. They raided and searched a house belonging to Yahiya Ismail Zahran (19) and then arrested him.
At approximately 07:30, Israeli forces accompanied with 10 military vehicles moved into Ramallah and stationed in al-Ersal area (al-Masayef neighborhood) in the northern side of the city. They patrolled the neighborhood as about 30 soldiers stepped out of the vehicles into the streets. They raided ad searched a building of the Ministry of Finance and stationed there for hours. Meanwhile, dozens of Palestinian young men and children gathered and threw stones and empty bottles at Israeli soldiers. The Israeli soldiers fired live and rubber bullets, sound bombs and tear gas canisters at them. As a result, 6 young men were wounded to the foot and thigh. Three of those wounded to Palestine Medical Complex and doctors classified their injuries as moderate. The three other civilians received medical treatment on the spot by PRCS crews. Eyewitnesses said to PCHR’s fieldworker that the Israeli soldiers fired sound bombs and tear gas canisters between houses and shops after they raided and searched them, causing fear among the inhabitants. The soldiers also confiscated 6 recording videos of the surveillance cameras in the shops. Photojournalist ‘Ali Nasser ‘Obadiah said to PCHR’s fieldworker that the Israeli forces forcibly kept all the journalists away from the entrance to the Ministry of Finance and attempted to attack journalist ‘Ali Dar ‘Ali.
Note: During the aforementioned day, Israeli forces conducted (19) incursions in the following areas and no arrests were reported: al-Laban eastern village, Talouzah and Yasid villages in Nablus; al-Balou’a area in al-Birah; Birzeit, Silwad, Betin, al-Nabi Saleh, Kharbatha al-Mesbah villages in Ramallah; al-Birah, Ramin villages, Noor Shams refugee camp and Tulkarm in Tulkarm; Qalqiliyah, al-Nabi Elias village, east of the city; Salfit, Yasouf, Marada and Deir Estia villages in Salfit.
Wednesday, 12 December 2018:
At approximately 01:00, Israeli forces moved into Ethna village, west of Hebron and then stationed in Khelet Ghazal area. They raided and searched a house belonging to Ahmed Mahmoud Matar (70), which is comprised of 3 floors. The Israeli forces detained all the house residents in the 2nd floor. Two hours later, the Israeli forces ordered Ahmed Matar along with his wife to come into their apartment in the 1st floor, where the soldiers told him that he should sign a list of confiscated items under the pretext that those items belong to Hama Movement. The items are estimated at NIS 1970. After the Israeli withdrawal, the family found that they lost NIS 1000 and 20-gram gold.
At approximately 01:30, Israeli forces moved into Surif village, west of Hebron, and then stationed in al-Matinah area. They raided and searched a house belonging to Mahmoud Sa’ed Shreatieh (21) and then arrested him.
At approximately 09:00, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of Khan Yunis, south of the Gaza Strip, opened fire at Palestinian shepherds, east of al-Qarrarah village. The shepherds left the area for fear of their lives and no injuries were reported.
At approximately 18:00, Israeli forces moved into al-Nabi Saleh village, northwest of Ramallah. The Israeli soldiers parked their vehicles near a military watchtower established at the village’s entrance and then walked with their feet. Dozens of Palestinian young men gathered and threw stones at the Israeli soldiers, who heavily fired live bullets and tear gas canisters. As a result, a 22-year-old male was hit with a rubber bullet to the foot and was then taken to Yasser ‘Arafat Hospital in Salfit to receive medical treatment. Doctors at the hospital classified his injury as moderate.
Around the same time, Israeli forces moved into many neighborhoods in Ramallah. They raided and searched many houses, confiscated a car from ‘Ain Mosbah neighborhood and then withdrew. No arrests among civilians were reported. The houses, which were raided, belong to Sameer Ibrahim Zahran, Majdi Hasan al-Shaiekh and Ibrahim Youssef al-Shaiekh.
At approximately 19:30, a group of al-Yamam Unit, one of the Israeli undercover units, moved into Serdah village, north of Ramallah. They intercepted a vehicle belonging to Saleh Omar al-Barghouthi (29) by their private car. Saleh was coming from Ramallah and returning to Kobar village, north of the city. The Israeli undercover unit opened fire at Salah’s car, stepped out of their car, surrounded Saleh’s car, ordered him to step out of the car, blindfolded him, handcuffed him, and then took him to an unknown destination by their car. Eyewitnesses said that Salah was not wounded at the time he was arrested. Half an hour after their withdrawal, the Israeli forces moved into the village via a jeep in order to confiscate a vehicle belonging to Saleh. The Israeli forces sneaked into the main street, where the vehicle was parked near the sidewalk. During which, Wa’ed Sameer al-Barghouthi (26), one of Saleh’s relative, drove the vehicle away from the sidewalk. When the Israeli soldiers asked who did that? Wa’ed replied am I. As a result, the Israeli forces immediately arrested him and took him into the jeep, in addition to confiscating Saleh’s vehicle. At approximately 00:30, the Israeli Shin Bet security service and Israeli media declared the killing of Saleh al-Barghouthi, but his family denied the news. Investigations are still continued about the circumstances of his arrest until the reporting period.
At approximately 21:10, Israeli forces moved into Kobar village, north of Ramallah. They raided and searched a house belonging to a former prisoner, Fakher al-Deen al-Barghouthi. During which, a group of Palestinian young men gathered and threw stones and empty bottles at the Israeli soldiers stationed at the main square in the center of the village. The Israeli forces fired rubber bullets, tear gas canisters, and sound bombs at the youngsters. As a result, 3 civilians, including a child (17), were hit with live bullets at their lower limbs. The wounded persons were then taken to Specialist Hospital in al-Raiyhan Suburb to receive medical treatment. Meanwhile, the Israeli forces raided and searched a house belonging to Omar al-Barghouthi (58) and then detained around 80 persons, including women and children. This happened after arresting his son Omar by an Israeli special force in Serda village, north of the city, where the Israeli forces checked the youngsters’ IDs. Before the Israeli forces’ withdrawal from the house, they arrested Omar’s sons ‘Asef (40) and Hadi (33). The Israeli forces remained in the village until 05:00. It should be noted that Omar al-Barghouthi is father of the third abovementioned arrested persons. Additionally, Omar is a former prisoner, who served around 25 years in the Israeli jails.
Note: During the aforementioned day, Israeli forces conducted (6) incursions in the following areas and no arrests were reported: Yatta, Dura, al-Majd, Beit ‘Awa, Sa’ir and Samou’a villages in Hebron.
Use of Force against Demonstrations in Protest against the U.S. President’s Decision to Recognize Jerusalem as the Capital of Israel:
Israeli forces continued its excessive use of lethal force against peaceful demonstration organized by Palestinian civilians in the West Bank and Gaza Strip, and it was named as “The Great March of Return and Breaking Siege.” The demonstration was in protest against the U.S. President Donald Trump’s declaration to move the U.S. Embassy to it. According to PCHR fieldworkers’ observations, the border area witnessed large participation by Palestinian civilians as the Israeli forces continued to use upon highest military and political echelons excessive force against the peaceful demonstrators, though the demonstration were fully peaceful. The demonstration was as follows during the reporting period:
Gaza Strip:
In the Thirty-Seven week of the March of Return and Breaking Siege activities, Israeli forces wounded 93 civilians, including 23 children, 2 women, 2 journalists and 2 paramedics. The incidents were as follows:
The Northern Gaza Strip: 10 civilians, including 5 children and a photojournalist, were wounded. One of them was hit a live bullet and 9 were hit with tear gas canisters.
Gaza City: 25 civilians, including 3 children, a woman and a paramedic, were wounded. Eighteen of them were hit with live bullets and their shrapnel, 7 were hit with rubber bullets. The wounded paramedic identified as Saif Eden Suleiman Mousa al-Satari (30), who works at the Military Medical Services, was hit with a rubber bullet to the face.
Central Gaza Strip: 21 civilians, including 5 children, were wounded. Twenty of them were hit with live bullets and their shrapnel and one was hit with a tear gas canister. Doctors classified one civilian’s injury as serious.
Khan Younis: 9 civilians, including 2 children, were wounded and doctors classified a child’s injury as serious. At approximately 20:00 on Tuesday, 11 December 2018, medical sources at Gaza European hospital in Khan Younis announced the death of Ahmed Sabri Abu ‘Abed (4), from Bani Suheila, east of the city, succumbing to his wounds. Ahmed was with his father, who sustained a live bullet to the left leg in the same time while both of them were about 200 meters away from the border fence. Ahmed was hit with a live bullet shrapnel to the face and chest. He was taken to Gaza European Hospital and doctors classified his injury as serious. Later, doctors announced Ahmed’s death succumbing to his wounds.
Rafah: a child was hit with a live bullet shrapnel.
At approximately 14:00 on Monday, 10 December 2018, Israeli gunboats stationed offshore, and Israeli forces stationed along the border fence between the Gaza Strip and Israel, opened fire and fired sound bombs at dozens of Palestinian civilians who were at the Return camp along the border coastal, adjacent to adjacent to “Zikim” military base, northwest of Beit Lahia in the northern Gaza Strip. It should be noted that this is the 18th time for Palestinian boats to sail for Breaking the Siege. As a result, 27 civilians, including 7 children, a woman, a paramedic and a journalist, were wounded. Twelve of them were hit with live bullets and their shrapnel, 6 were hit with rubber bullets and 9 were hit with tear gas canisters. Doctors classified one civilian’s injury as serious while the other civilians’ injuries were between minor and moderate. The wounded paramedic identified as Ahmed Abdul Bari al-‘Abed Abu Foul (35), a paramedic volunteering at Palestine Red Crescent Society (PRCS), was hit with a tear gas canister to the right arm. The wounded journalist identified as Mohammed Wa’el Abdul Jawad al-Duweik, a journalist at Al-Ittihad Press Agency, was hit with a tear gas canister to the head.
Continued closure of the oPt
Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.
Gaza Strip
Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.
Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.
Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.
Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.
Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.
Israeli Forces Arrest Businessman and Patient’scompanion at Beit Hanoun Crossing:
At approximately 21:00 on Thursday, 06 December 2018, Israeli forces stationed at Beit Hanoun (Erez) Crossing, north of the Gaza Strip, arrested Samar Suliman Abu Daher (35), from al-Qararah, east of Khan Yunis, while accompanying her brother Eyad (39). Eyad is suffering from inflammation in the aorta and he obtained a medical referral from the Palestinian Ministry of Health to receive medical treatment at al-Maqased Hospital in Jerusalem. According to Eyad’s testimony, he got an appointment from the hospital at the beginning of October, but he received a reply from the Israeli side, informing him that his application along with his companion| is still under security check and the appointment ended without any response. He got a new appointment from the hospital on 06 December 2018. On Wednesday evening, 05 December 2018, Eayd received a message via his mobile phone, informing him that he along with his companion should head to Erez Crossing on Thursday, 06 December 2018, to travel to al-Maqased Hospital. At approximately 08:00 on Thursday, Eyad and his sister Samar headed to the crossing. When they arrived at the Israeli side, they stayed there for an hour. After that, a person wearing civilian clothes came and took Eyad to searching room and then to an investigation room, where Eyad was questioned about his going to Jerusalem and his personal information. Eyad was detained in the investigation room until 17:30 and then he returned to the waiting hall. The Israeli side told him that his sister was detained. Eyad waited until 21:00 and then an Israeli female officer called him and gave him his ID card. Eyad asked the Israeli officers about his sister and an Israeli officer told him that he should return to the Gaza Strip and wait his sister there.
At approximately 17:45 on Monday, 10 December 2018, Israeli forces stationed at Beit Hanoun (Erez) Crossing, north of the Gaza Strip, arrested ‘Akef Yaseen Yousef Shomar (47), from al-Daraj neighborhood in Gaza City. ‘Aker works as a trader and owns Shomar Foodstuff Company. According to ‘Akers’ son statement, Yaseen (27), who works with his father, at approximately 07:30 on Monday, he headed along with his father to Erez Crossing, where the Israeli Intelligence Service ordered him to conduct an interview. On Monday evening, Yaseen received a phone call from the Palestinian Liaison, informing him that his father was arrested by the Israeli forces. It should be noted that ‘Akef was refused to travel via Erez Crossing from many yeas, and 2 months ago he received a phone call from the Israeli Intelligence Service, asking him to conduct an interview. After he went and returned from the interview 3 time, he was arrested.

Arrests at Military Checkpoints:
On 10 December 2018, Israeli forces stationed in al-Karama Crossing arrested ‘Abdul Latif Khallouf, from Burqeen village, southwest of Jenin, while returning from Jordan.
Around the same time, Israeli forces stationed at a military checkpoint established at the intersection of Jeet village, east of Qalqiliyia, arrested Basil Rida Mer’I (28), from Bal’ah village, east of Tulkarm.
At approximately 10:30 on Wednesday, 12 December 2018, Israeli forces stationed in the vicinity of “ Yatizhar” Settlement, arrested Mohamed Isma’il Sabbah (30), from ‘Oreef village, south of Nablus, while he was approaching the settlement that established on ‘Oreef village’s lands. It should be noted that Sabbah is suffering from psychiatric disorders.
Efforts to Create A Jewish majority
Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:
Arrests and Incursions:
On Thursday, 07 December 2018, the Israeli Intelligence Service handed ‘Adnan ‘Adel Ghaith (46), Governor of Jerusalem, a decision to prevent him from entering the West Bank for 6 months. The Israeli Intelligence Service summoned ‘Adnan on Thursday afternoon in order to question him. During the investigation, the Intelligence Service handed him a decision that prevents him from entering the West Bank from 05 December 2018 to 05 June 2019. This decision was taken by the Israeli forces commander, Naddaf Faddan, who claimed that ‘Adnan’s presence in the West Bank poses danger, in addition to participating in illegal activities. The Israeli forces previously arrested ‘Adnan for a week and then released him on one condition that he will not enter the West Bank in addition to impose a house arrest on him for 3 days and pay a bail. The Israeli forces prosecuted ‘Adnan along with other Palestinian Intelligence officers, who follow-up the cases of selling Palestinian property to Israeli settlers.
At approximately 03:00 on Friday, 07 December 2018, Israeli forces moved into Hizmah village, northeast of occupied East Jerusalem. They raided and searched a house belonging to ‘Ammar ‘Abed Rabbou al-Khatib (20) and then arrested him.
At approximately 04:00 on Sunday, 09 December 2018, Israeli forces moved into Silwan village, south of occupied East Jerusalem’s Old City. They raided and searched houses, from which they arrested Ahmed Eyad al-Rajbi (13) and Mahdi Hamza Jaber (15).
At approximately 01:00 on Monday, 10 December 2018, Israeli forces moved into Hizmah village, northeast of occupied East Jerusalem. They raided and searched a house belonging to Anwar Mohamed Salah al-Deen (21) and then arrested him.
At approximately 02:00, Israeli forces moved into al-‘Issawiyia village, northeast of occupied East Jerusalem. They raided and searched houses, from which they arrested 8 civilians identified as Ibrahim Mohamed Derbas (23), Mohamed Suhaib Muhasin (19), Wadee’ Taqfiq Abu al-Humus (21), Majd Mohamed Mousa Darwish (28), Anas Khaled Dawish (22), ‘Abdul QaDER Dari (19), Anas ‘Ali Abu ‘Asab (18), and Yousef al-Kaswani (20).
At approximately 03:00, Israeli forces moved into Ras al-‘Amoud neighborhood, east of occupied East Jerusalem’s Old City. They raided and searched a house belonging to Majd Mohamed ‘Owais (25) and then arrested him.
At approximately 04:00 on Monday, Israeli forces moved into Wadi al-Jouz neighborhood, east of occupied East Jerusalem’s Old City. They raided and searched a house belonging to Samer Husam Abu ‘Aisha (31) and arrested him.
At approximately 19:00 on Monday, Israeli forces moved into al-Mukaber Mount village, south of occupied East Jerusalem. They raided and searched houses, from which they arrested Khaled Ibrahim Ziydan (20) and Mohamed Thaier ‘Eliyan (19).
On Wednesday, 12 December 2018, Israeli forces raided the campus of Abu Dis University, southeast of occupied East Jerusalem. The Israeli forces raided many offices in the university, in addition to stores and other service offices. They also damaged many main and interior doors and other property. The university issued a statement clarifying in it that it attempts to assess the damages that carried out by the Israeli forces, who attacked the university for 3 hours.
House Demolitions and Notices:
At approximately 10:00 on Saturday, 08 December 2018, Hashima family self-demolished his 2 houses in Wad Qaddoum neighborhood in Silwan village, south of occupied East Jerusalem’s Old City, to implement the Israeli Municipality decision, under the pretext of non-licensing. Jawhar Hashima (20) said that he along with his brother Morad demolished large parts of their house, which was a structure newly attached to the house, but the new structure was built 20 years ago. They demolished those parts to implement the Israeli Municipality decision, which gave them until 10 December 2018, to carry out the demolition or the Israeli Municipality staff will carry out the demolition. Jawhar said that he and Morad attempted to license the house and paid a fine estimated at NIS 61.000, in addition to other expenses to the court. The final decision was issued in the late June to self-demolish the house or the Israeli Municipality staff will demolish it and they will pay the demolition costs and new fines. Hashima pointed out that the two houses built on an area of 140 square meters sheltering 14 members.
On Wednesday, 12 December 2018, Israeli forces accompanied with the Israeli Municipality staff and a bulldozer moved into Beit Haninah neighborhood, north of occupied Jerusalem. The Israeli forces imposed a tight military cordon in the area. They then demolished a garage belonging to Anwar Dolah, under the pretext of non-licensing.
Settlement activities and attacks by settlers against Palestinian civilians and property
Israeli forces’ attack:
At approximately 08:00 on Tuesday, 11 December 2018, Israeli forces accompanied with military vehicles, a vehicle of the Israeli Civil Administration and a bulldozer moved into al-Jeftlik village, north of Jericho. They Israeli forces stationed near the village’s main street while other soldiers imposed a security cordon on an under-construction house belonging to Omar ‘Abed al-Kareem Rahiylah (37) and then demolished it under the pretext of non-licensing. Omar’s brother, ‘Abed al-Hafiz, said that the Israeli forces surrounded his brother Omar house without a prior warning and then completely demolished it. He added that the house was comprised of 2 storey built on an area of 170 square meters. Meanwhile, he conducted a phone call with his brother and told him about what happened. After that, Omar quickly came into the area and when he arrived the Israeli forces fired live bullet at his car, which resulted in smashing the windshield. The Israeli soldiers then ordered Omar to step out of the car and then arrested him after severely beating him with gun butts. ‘Abed al-Hafiz pointed out that Omar is living in one room along with his wife and their 3 children and her started to build his house 6 months ago.
At approximately 08:00 on Sunday, 09 December 2018, Israeli forces accompanied with military vehicles and a vehicle of the Israeli Civil Administration moved into al-Simiyia village, south of al-Samou’a village, south of Hebron. The Israeli Civil Administration staff confiscated 3 tents, which were placed in al-Tahadi and al-Somoud School and dismantled them a week ago, under the pretext of non-licensing.
Israeli settlers’ attack:
At approximately 02:20 on Monday, 10 December 2018, a group of Israeli settlers moved into Rameen village, east of Tulkarm, and damaged the windows of 8 cars in addition to puncturing their tires. The damaged cars belong to Zafir Jameel Isma’il Barham, Ihab ‘Abdullah Ahmed Thabit, Mahmoud ‘Abdullah Salman, Salah ‘Awad Hamad, Rami ‘Abdul Latif Mohamed Hamad, Mas’oud Raghib Ahmed Hamad, Ghazi Ahmed Fawzi Salman, and ‘Abdullah Salman.
At approximately 02:30 on Tuesday, 11 December 2018, a group of Israeli settlers attacked 3 vehicles belonging to civilians, from Biteen village, east of Ramallah. The settlers wrote racist slogans on the vehicles and punctured their tires.
Recommendations to the International Community:
PCHR calls upon the international community to respect the Security Council’s Resolution No. 2334 and to ensure that Israel respects it as well, in particular point 5 which obliges Israel not to deal with settlements as if they were part of Israel.
PCHR calls upon the ICC to continue to investigate the Israeli crimes committed in the oPt, particularly the settlement crimes and grave violations in the Gaza Strip.
PCHR Calls upon the European Union (EU) and all international bodies to boycott settlements and ban working and investing in them in application of their obligations according to international human rights law and international humanitarian law considering settlements as a war crime.
PCHR calls upon the international community to use all available means to allow the Palestinian people to enjoy their right to self-determination through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine.
PCHR calls upon the international community and United Nations to take all necessary measures to stop Israeli policies aimed at creating a Jewish demographic majority in Jerusalem and at voiding Palestine from its original inhabitants through deportations and house demolitions as a collective punishment, which violates international humanitarian law, amounting to a crime against humanity.
PCHR calls upon the States Parties to the Rome Statute of the ICC to work hard to hold Israeli war criminals accountable.
PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfill their obligations under article (1) of the Convention to ensure respect for the Conventions under all circumstances, and under articles (146) and (147) to search for and prosecute those responsible for committing grave breaches of the Geneva Conventions to ensure justice and remedy for Palestinian victims, especially in light of the almost complete denial of justice for them before the Israeli judiciary.
PCHR calls for a prompt intervention to compel the Israeli authorities to lift the closure that obstructs the freedom of movement of goods and 1.8 million civilians that experience unprecedented economic, social, political and cultural hardships due to collective punishment policies and retaliatory action against civilians.
PCHR calls upon the European Union to apply human rights standards embedded in the EU-Israel Association Agreement and to respect its obligations under the European Convention on Human Rights when dealing with Israel.
PCHR calls upon the parties to international human rights instruments, especially the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR), to pressurize Israel to comply with its provisions in the oPt and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the relevant committees.
