Israeli
Occupation Forces (IOF) Escalate Attacks against Palestinian Civilians and
Property in the Gaza Strip

 

 

· 4 Palestinians,
including a civilian, a member of the Palestinian Marine Police and two
resistance activists, were killed by Israeli air strikes in the Gaza Strip.

 14
Palestinians, including 6 civilians and 5 members of the Palestinian Marine
Police, were wounded by IOF in the Gaza Strip.

 The
site of the Palestinian Marine Police in al-Soudaneya area, north of the Gaza
Strip, was totally destroyed.

 

· IOF have continued
to use force against peaceful protests in the West Bank and the Gaza Strip.

Palestinian civilians, including a child, were wounded in a peaceful
demonstration in al-Nabi Saleh village.

 

· The Israeli
Navy has continued to attack Palestinian fishermen in the Gaza Strip.

 Israeli
naval troops arrested three Palestinian fishermen and confiscated their fishing
boat.

 

· IOF conducted
91 incursions into Palestinian communities in the West Bank and a limited one
into the Gaza Strip.   

 IOF
arrested 14 Palestinians.

 IOF
wounded a Palestinian civilian in his house in Hebron city before arresting
him.

 IOF
raided the houses of many Palestinians who were released recently from Israeli
jails, delivered them notices to appear before the Israeli intelligence and
threatened some of them. 

 

· Israel has
continued to impose a total closure on the OPT and has isolated the Gaza Strip
from the outside world.

 Israeli
soldiers arrested at least one Palestinian civilian at a checkpoint in the West
Bank.

 

· IOF have
continued settlement activities in the West Bank and Israeli settlers have
continued to attack Palestinian civilians and property.

 Four
houses were bulldozed in ‘Ein al-Dyouk al-Tahta, northwest of Jericho.

 IOF
destroyed electricity poles between al-Twana village and Kherbet al-Mafqara,
south of Hebron.

 IOF
bulldozed lands in Azzoun ‘Etma, southeast of Qalqilya, to establish a security
wall around “Oranit” settlement.

 Israeli
settlers uprooted 25 olive trees in Madma village, north of Hebron.

 Three
civilian vehicles set alight in Beit Ummar village, north of Hebron.



Summary

 

Israeli violations of international law and
humanitarian law in the OPT continued during the reporting period (03-16
November 2011):

 

 

Shooting:

 

During the reporting period, IOF killed four Palestinians,
including a civilian, a member of the Palestinian Marine Police and two
resistance activists, in the Gaza Strip. 
IOF also wounded 17 civilians, including a child and a pregnant woman,
in the West Bank and the Gaza Strip. The wounded include 14 Palestinians from
the Gaza Strip and 3 Palestinians from the West Bank. The wounded also included
9 civilians and 5 members of the Palestinian Marine Police.

 

In the Gaza Strip, on 03 November 2011, dozens of Israeli soldiers
moved approximately 200 meters into the northwest of Abu Nada area, located the
northwest of Beit Lahia, in the northern the Gaza Strip. They scanned the area
amid sporadic firing.  One of the farmers
present in the area was wounded and the Palestinians in the area fled as a
result. One of the civilians and one of the resistance activists rushed to a
shelter to protect themselves but an Israeli helicopter fired two missiles at
the shelter and the two Palestinians were killed immediately.

 

On 05 November 2011, IOF warplanes fired 3 missiles and then opened
fire at a farm in al-Qarara village in the northeast of Khan Younis, in the
southern Gaza Strip, targeting a group of members of the Palestinian
Resistance. As a result, a member of the Al-Quds Brigades, the military wing of
the Islamic Jihad, was killed. Another three members of the group were wounded.

 

On 14 November 2011, IOF warplanes fired four missiles at the main
site of the Palestinian Marine Police opposite to al-Nawras resort in
al-Soudaneya area, southwest of Beit Lahia in the north of the Gaza Strip. As a
result, a member of the Palestinian Marine Police was killed and another five
members were wounded.  In addition, two
civilians were wounded and a pregnant woman lost her baby because of the
bombardment. The targeted site was totally destroyed. In addition, a blue
Magnum jeep and two motorcycles which were inside the site were destroyed. All
the windows and internal doors in al-Nawras resort were broken and the windows
of some of the surrounding houses were broken.

 

On 07 November 2011, two Palestinian civilians were wounded when
IOF positioned on the border east of Shejaeya, east of Gaza City, fired several
shells at farms in the east of Shejaeya.

 

On 07 November 2011, IOF positioned on the border in the east of
Khan Younis, in the southern Gaza Strip, opened fire at residential areas and
farms in al-Qarara village, northeast of Khan Younis.  No casualties were reported.

 

On 09 November 2011, IOF warplanes fired two missiles at a
greenhouse in former settlements in the northwest of Khan Younis, in the
southern Gaza Strip. The greenhouse was damaged and no casualties were
reported.

 

On 12 November 2011, IOF opened fire from observation towers on the
border in the north and northwest of Beit Lahia, in the northern Gaza Strip,
towards Palestinian farmers who were in their farms. Farmers were forced to
flee in fear for their lives.  No
casualties were reported.

 

On 16 November 2011, an IOF drone fired a missile at a group of
resistance activists in the west of al-Twam area, west of Jabalia in the
northern Gaza Strip.  This group of
resistance activists escaped and no casualties were reported.

 

In the West Bank, on 10 November 2011, a Palestinian civilian was
wounded when IOF moved into the “Jabal Sendas” neighborhood in the
south of Hebron city and raided his house while firing sound bombs at the
entrances of the house and bullets at the house and its vicinity.  Before withdrawing, IOF arrested the wounded
Palestinian and transferred him to “Kfar Etzion” detention center,
southwest of Bethlehem.

 

During the reporting period, IOF used excessive force to disperse
peaceful demonstrations organized in protest against Israeli settlement
activities and the construction of the annexation wall in the West Bank.  As a result, 2 Palestinian civilians,
including a child, were wounded in a peaceful demonstration in al-Nabi Saleh
village, northwest of Ramallah. In addition, dozens of Palestinian civilians
and international human rights defenders suffered from tear gas inhalation or
sustained bruises as they were beaten by IOF soldiers. 

 

Incursions:

 

During the reporting period, IOF conducted at least 91 military
incursions into Palestinian communities in the West Bank, during which they
arrested 14 Palestinian civilians.    

 

During the reporting period, IOF raided the houses of a number of
Palestinians who were released from Israeli jails in the recent prisoner swap
and delivered them notices to appear before the Israeli intelligence. They also
threatened some of the former prisoners of being arrested if they pose any
threat to what they called “the security of the State of Israel”.
These Palestinians include Ahmed Yousef Mahmoud Odeh Tamimi from al-Nabi Saleh
village, Somoud Yasin Hassan Karaja from Safa village, Fakhri al-Barghouthi and
Nael al-Barghouthi from Kober village in Ramallah, Mustafa Saleh Merdawi from
Habla village, Shadi Zayed Saleh Odeh from Qalqilya, Akram Abdul Aziz Mansour from
Qalqilya, Ibrahim Said Ibrahim Dawood from Qalqilya, Tawfiq Mohammed Abdullah
from Deir Ballout, Mahmoud Qaroush from Deir Ballout, Abdul Latif Ismail
Shuqeir from al-Zawya village, Uthman Ali Mesleh from al-Zawya village, Fahim
Ramadan Sarhan Ibrahim from Brouqin village in Salfit, and Yaqoub Adnan Ismail
“Zeid al-Kilani” from Yabod village in Jenin.

 

In the Gaza Strip, on 10 November 2011, dozens of Israeli soldiers

in the death of a resistance activist and a civilian, and in the injury of a
Palestinian civilian.

 

·On 10 November 2011, IOF gunboats arrested three Palestinian
fishermen who were fishing nearly two nautical miles off the shore of Gaza
City. IOF also confiscated their fishing boat and net. In the evening of the
same day, IOF released two of the fishermen while the third remains in
detention.

 

 Restrictions on
Movement:
 

 

Israel
had continued to impose a tightened siege on the OPT and imposed severe
restrictions on the movement of Palestinian civilians in the Gaza Strip and the
West Bank, including occupied East Jerusalem.

 

Gaza
Strip

 

Israel has continuously closed all border crossings to the Gaza
Strip for over four years. The illegal Israeli-imposed closure of the Gaza
Strip, which has steadily tightened since June 2007, has a disastrous impact on
the humanitarian and economic situation in the Gaza Strip.  

 

·IOF have
tightened the closure of the Gaza Strip and practically made Karm Abu Salem
crossing as the sole commercial crossing of the Gaza Strip although it is not suitable
for commercial purposes in terms of its location and operational capacity.

 

·IOF have
continued to apply their policy aimed at tightening the strangulation of the
commercial movement in the Gaza Strip, including imposing total control over
the flow of imports and exports.

 

·The total
closure of al-Mentar “Karni” crossing on 02 March 2011 has created a
bitter situation that has seriously affected the Gaza Strip.  Following this closure, all the economic and
commercial establishments in Gaza Commercial Zone were shut off.  It should be noted that al-Mentar crossing is
the biggest crossing in the Gaza Strip in terms of its operational capacity to
absorb the flow of imports and exports. 
The decision of al-Mentar crossing was the culmination of a series of
decisions to totally close Sofa crossing, east of the Gaza Strip, in the
beginning of 2009, and Nahal Oz crossing, east of Gaza City, which was
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

·Statistics made
available to PCHR by the Border and Crossings Department indicate a continued
drop in the number of truckloads of Gaza imports and exports.

 

·IOF have
continued to impose a total ban on the delivery of raw materials to the Gaza
Strip, except for very limited items and quantities.  The limited quantities of raw materials
allowed into Gaza do not meet the minimal needs of the civilian population in
the Gaza Strip.

·The cooking gas
crisis, which erupted last November, has continued to affect the Gaza
Strip.  This crisis was created when the
Israeli occupation authorities totally closed, on 04 January 2010, Nahal Oz
crossing, which used to be dedicated for the delivery of fuel and cooking gas
supplies to Gaza, and shifted fuel and cooking gas supplies to Karm Abu Salem
crossing which is not technically equipped to receive Gaza’s needs of fuel.
 Karm Abu Salem crossing, with its maximum absorptive capacity, can receive
only 200 tons of cooking gas per day.

 

·Approximately
80% of Gaza civilians have continued to depend on alimentary aid provided by
UNRWA and other relief agencies, rates of families who are living below the poverty
line have continued to be on the rise and approximately 40% of Gaza’s manpower
has continued to suffer from permanent unemployment as a result of shutting
down the majority of Gaza’s economic establishments.

 

·IOF have
continued to impose a total ban on the exportation of Gaza’s products,
especially industrial products, leading to undermining any real chances to revive
economic establishments.  The situation
has been aggravated especially after Karm Abu Salem crossing was made into
Gaza’s sole commercial crossing. The repeated closure of this crossing also
negatively affected the quantity of Gazan products which were allowed to be
exported during last April.

 

·IOF have
continued to delay the implementation of their decision to allow 60 cars into
Gaza weekly although more than 11 months have passed since they announced this
decision, after three years of banning imposed on the delivery of cars to
Gaza.  As a result, the prices of cars in
Gaza have been on the rise and local markets experience serious shortage in spare
parts.

 

·For
approximately four consecutive years, IOF have continued to ban the delivery of
construction materials into Gaza. During the reporting period, IOF approved the
delivery of limited quantities of construction materials for a number of
international organizations.

 

·Israel
has continued to close Beit Hanoun (Erez) crossing for Palestinian civilians
from the Gaza Strip.  IOF only allow the
movement of limited groups amidst severe restrictions, including long hours of
waiting in the majority of cases.  IOF
have also continued to adopt a policy aimed at reducing the number of
Palestinian patients allowed to move via Beit Hanoun crossing to receive
medical treatment in hospitals in Israel or in the West Bank and
Jerusalem.  IOF denied new categories of
Gazan patient permission to have access to hospitals via the crossing.

 

·Israel
has imposed additional access restrictions on international diplomats,
journalists and humanitarian workers seeking to enter the Gaza Strip.

 

·For
approximately 52 months, IOF have continued to deny approximately 700
Palestinian prisoners from Gaza detained in Israeli jails their visitation
rights without providing any justification to this measure, which violates the
rules of the international humanitarian law.

West Bank

 

IOF have continued to impose severe restrictions on the movement of
Palestinian civilians throughout the West Bank, including occupied East
Jerusalem. Thousands of Palestinian civilians from the West Bank and the Gaza
Strip continue to be denied access to Jerusalem.

 

·IOF have established checkpoints in and around Jerusalem, severely
restricting Palestinian access to the city. Civilians are frequently prevented
from praying in the al-Aqsa Mosque in Jerusalem.

 

·There are approximately 585 permanent roadblocks as well as manned
and unmanned checkpoints across the West Bank.

 

·When complete, the illegal annexation wall will stretch for 724
kilometers around the West Bank, further isolating the entire population. 350
kilometers of the wall have already been constructed. Approximately 99% of the
wall has been constructed inside the West Bank itself, confiscating more
Palestinian land.

 

·At least 65% of the main roads that lead to 18 Palestinian
communities in the West Bank are closed or fully controlled by IOF.

 

·There are approximately 500 kilometers of restricted roads across
the West Bank. In addition, approximately one third of the West Bank, including
occupied East Jerusalem, is inaccessible to Palestinians without permits issued
by IOF. Such permits are extremely difficult to obtain.

 

·IOF continue to harass and assault demonstrators who hold peaceful
protests against the construction of the annexation wall.

 

·Palestinian civilians continue to be harassed by IOF in Jerusalem,
and across the West Bank, including being regularly stopped and searched in the
streets by IOF.

 

Settlement Activities: 

 

Israel has continued its settlement activities
in the OPT in violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property. 

 

·On 03 November 2011, IOF uprooted and destroyed a number of
electricity poles that were lately established between al-Twana village and
Kherbet al-Mafqara in the east of Yatta, south of Hebron.  IOF destroyed them under the pretext of
supplying the area with electricity without obtaining a prior permit from the
Israeli “Civil Administration”.

 

·On 10 November
2011, IOF sent a notice to Ali Saleh Abu Oda Jaber, from Hebron.  The notice orders the bulldozing of Jaber’s
farm which is located in al-Baq’a area near bypass road no. 60, west of
Hebron.  According to investigations
conducted by PCHR, Israeli troops arrived at the mentioned area and sent a
notice targeting Jaber’s farm , an area of four dunums.  The farm is 450 meters away, to the east of
the mentioned bypass road.  This notice
was issued at the a time when Jaber intended to reclaim his farm.

 

·On 13 November
2011, IOF bulldozed lands in ‘Azzoun Etma village in the southeast of Qalqilya
to establish a “security fence” that isolates “Oranit”
settlement from the lands in the west of the village.  As a result, more lands would be confiscated
for the interest of the mentioned settlement. IOF also uprooted a number of
olive trees.

 

·On 15 November 2011, IOF supported by two bulldozers and officers
from the “Civil Administration” broke into al-Qasab neighborhood in
the south of al-Dyouk al-Tahta village, northwest of Jericho.  At approximately 09:00, two bulldozers
started destroying four houses used mainly in winter by their owners, who are
originally from Jerusalem and Ramallah.

 

·In the same
context, on 06 November 2011, a number of Israeli settlers from
“Yizhar” settlement, which is established on Madama village in
southern Nablus, uprooted 25 olive trees and wrote on the branches of the trees
in Hebrew “happy Eid” and “revenge”.  It should be noted that the age of the
uprooted trees ranges between 10 to 20 years and are planted in al-Rasm area in
the south of the said village.  The trees
belong to Mahmoud Ahmed Ziyada and Ameen Fayez Nassar.

 

·On 10 November
2011, a number of settlers set fire to three Palestinian vehicles which were
parked in front of their owners’ houses in the east of Beit Ommar, north of
Hebron.  In their testimony, eyewitnesses
said that they saw the settlers fleeing towards “Kfar Etzion”
settlement after they wrote some slogans on the walls threatening with more
attacks.

 

·On Monday, 07
November 2011, the Israeli troops stormed a farm belonging to a family from
Artas village in the south of Bethlehem and arrested the farm’s owner, his wife
and her sister while they were farming.  They
were arrested under the pretext that “they were present in a piece of land
that is the subject of dispute between the Palestinians and settlers,” and
upon a complaint filed against them by a settler living in “Daniel”
settlement.

 

 

 

 

 

 

 



Israeli Violations Documented during the Reporting Period (03-16
November 2011)

 

1. Incursions into
Palestinian Areas and Attacks on Palestinian Civilians and Property in the West
Bank and the Gaza Strip

 

Thursday, 03 November 2011

 

·At approximately 02:00, IOF moved into Qabatia village, south of
Jenin.  They patrolled in the streets for
some time and stationed in the eastern neighborhood.  They raided and searched the house of Yousef
Ahmed Sabri Assaf, 23.  Before
withdrawing, they arrested Assaf.

 

·At approximately 08:30, IOF moved into Tulkarm. They patrolled in
the streets for some time and withdrew in the afternoon. Neither house raids
nor arrests were reported.

 

·Also at approximately 11:30, dozens of Israeli soldiers moved
approximately 200 meters into the northwest of Abu Nada area in the northwest
of Beit Lahia, in the northern Gaza Strip. They scanned the area amid sporadic
firing. At approximately 11:55, members of the Palestinian resistance who were
in the proximity of the invaded area clashed with the Israeli soldiers. At
approximately 12:05, the Israeli artillery fired four shells which fell in
farms in al-Seiafa area, northwest of Beit Lahia, forcing local farmers to flee
the area. One of the shells landed in the farm of Salem Hamad Mohammed Abu
Shmas, 36, a resident of the Bedouin village which is nearly one kilometer far
from the border. Abu Shmas sustained shrapnel wounds in his left toes. The
white Toyota of Abu Shmas was also damaged because of the shelling. Another
shell landed in the farm of Amer Mohammed al-Sab’e Abu Halima, 44, who lives in
al-Seiafa area, nearly one kilometer away from the border. Mohammed, 23, who is
the son of Abu Halima, sustained shrapnel wounds in his left shoulder as a
result. Coincidently, Naser Deeb Mohammed Alian, 22, who is a member of the Izz
Addin al-Qassam Brigades from Beit Lahia was in the area. Mohammed and Alian
got into a Mercedes truck owned by Amer Mohammed al-Sab’e Abu Halima and drove
approximately 400 meters to the south but the Israeli artillery fired a shell
at the bus which was damaged. Mohammed and Alian left the bus and rushed to a
shelter established on a water well owned by Mohammed Salem al-Sheikh. An
Israeli helicopter which was flying in the sky over the area targeted the shelter
with two missiles, killing Mohammed and Alian who were dismembered. At
approximately 14:00 on the same day, ambulances from the Palestinian Red
Crescent Society (PRCS) managed to reach the area to collect the bodies and
transferred them to Kamal Odwan Hospital in Beit Lahia.

 

The PCHR fieldworker went to the hospital to see the bodies in the
mortuary. Alian was in his military uniform while Mohammed was in civilian
clothes.

04 November 2011

 

·At approximately 01:30, IOF moved into Beit Laqia village,
southwest of Ramallah.  They patrolled in
the streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 09:00, IOF moved into Deir Jarjir village,
northeast of Ramallah.  They patrolled in
the streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 11:00, IOF moved into Beit Sira village, southwest
of Ramallah.  They patrolled in the
streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 11:30, IOF moved into Jericho.  They patrolled in the streets for some time
and withdrew later.  Neither house raids
nor arrests were reported.

 

Saturday, 05 November 2011

 

·At approximately 02:00, IOF moved into Tulkarm.  They patrolled in the streets for some time
and withdrew later.  Neither house raids
nor arrests were reported.

 

·Also at approximately 02:00, IOF moved into Fasayel village, north
of Jericho.  They patrolled in the
streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 11:25, IOF moved into al-Oja village, northeast of
Jericho.  They patrolled in the streets
for some time and withdrew at approximately 12:10.  Neither house raids nor arrests were
reported.

 

·At approximately 11:30, IOF moved into Solwad village, northeast of
Ramallah.  They patrolled in the streets
for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 20:00, Israeli warplanes fired 3 missiles and then
opened fire at a farm in al-Qarara village in the northeast of Khan Younis, in
the southern Gaza Strip, targeting a group of members of the Palestinian
resistance. As a result, Abdullah Eid Hassan Muhanna, 26, from al-Qarara
village, who is a member of the Al-Quds Brigades, the military wing of the
Islamic Jihad, was killed after sustaining shrapnel wounds throughout the body.

 

Monday, 07 November 2011

 

·At approximately 08:00, IOF positioned on the border in the east of
Khan Younis, in the  southern Gaza Strip,
opened fire at residential areas and farms in al-Qarara village, northeast of
Khan Younis.  This coincided with the
first day of Eid al-Adha. Local residents were in panic as a result but no
casualties were reported.

 

·At approximately 12:00, IOF positioned on the border east of
Shejaeya, east of Gaza City, fired several shells at farms in the east of
Shejaeya. The fired shells landed in a farm owned by the Sukkar family, near
Gaza Electricity Distribution Company, nearly one kilometer from the border.
Two civilians were wounded as a result:

 

1. Ihab Majed
Mohammed Hejazi, 33, sustained shrapnel wounds in the feet and whose wounds
were described to be moderate.

2. Naji Yaser
Sukkar, 18, sustained shrapnel wounds in the chest and the foot. His wounds
were described to be light.

 

·At approximately 17:00, IOF moved into Zabouba village, northwest
of Jenin. While IOF vehicles were patrolling in the streets, a number of
Palestinian gathered and threw stones and empty bottles on them. IOF responded
by firing bullets and sound bombs at the boys. IOF withdrew later and no
casualties were reported.

 

·At approximately 18:00, IOF moved into Yaabod village, southwest of
Jenin.  They patrolled in the streets
amid intensive firing of flash bombs. 
IOF withdrew later and neither house raids nor arrests were reported. It
should be noted that IOF moved into the village because a Molotov cocktail was
thrown at a bypass road near the village and along “Mevo Dotan”
settlement which is established on Palestinians’ lands in the southwest of
Jenin.

 

Tuesday, 08 November 2011

 

·At approximately 08:30, IOF moved into Jericho.  They patrolled in the streets for some
time.  They then drove to the west and
moved into Ein al-Sultan refugee camp. 
They patrolled in the streets of the refugee camp for some time and
withdrew later.  Neither house raids nor
arrests were reported.

 

·At approximately 10:00, IOF moved into Khrebtha al-Mesbah village,
west of Ramallah.  They patrolled in the
streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 11:00, IOF moved into al-Mazraa al-Gharbeya
village, north of Ramallah.  They
patrolled in the streets for some time and withdrew later.  Neither house raids nor arrests were
reported.

 

Wednesday, 09 November 2011

 

·At approximately 02:00, IOF moved into Jenin.  They patrolled the streets amid firing of
flash and sound bombs.  An eyewitness
reported to the PCHR fieldworker that IOF focused their activity in the
proximity of Martyr Dr. Khalil Suleiman Public Hospital in Haifa street. IOF
then moved into Jenin refugee camp which is adjacent to the western side of
Jenin. While IOF vehicles were patrolling in the streets, a number of
Palestinian gathered and threw stones and empty bottles on them. IOF responded
by firing bullets and sound bombs at the boys. IOF withdrew later, and neither
casualties or house raids nor arrests were reported.

 

·At approximately 02:20, IOF moved into Qabatia village, south of
Jenin.  They patrolled in the streets for
some time and then stationed in the eastern neighborhood.  They raided two neighboring houses and
arrested Anas Hisham Mahmoud Assaf, 27, and Ahmed Hesham Hussein Kamil,
26.  An eyewitness told the PCHR
fieldworker that an IOF undercover unit 
moved after midnight into the eastern neighborhood in the village when
the weather was bad. They mounted house ceilings and remained there for some
time.

 

·At approximately 02:25, IOF warplanes fired two missiles at a
greenhouse in former settlements in the northwest of Khan Younis, in the
southern Gaza Strip. The greenhouse was damaged and no casualties were
reported.

 

·At approximately 13:00, IOF moved into al-Noweima village, north of
Jericho. They patrolled in the streets for some time.  They withdrew later and no arrests were
reported.

 

·At approximately 17:00, IOF moved into Beit Or al-Tahta village,
west of Ramallah.  They patrolled in the
streets for some time.  They withdrew
later and no arrests were reported.

 

·At approximately 19:30, IOF moved into Beit Leqia, southwest of
Ramallah. They provocatively patrolled in the streets. A number of boys
gathered in the streets and threw stones at IOF who responded immediately by
firing live metal bullets, rubber-coated bullets, sound bombs and tear gas
canisters at the boys. Many civilians suffered tear gas inhalation as a
result.  IOF withdrew later and no
arrests were reported.

·At approximately 01:30, IOF moved into Tulkarm.  They patrolled in the streets for some
time.  They then moved into Jenin refugee
camp and patrolled in the streets.  They
withdrew later and neither home raids nor arrests were reported.

 

·At approximately 02:30, IOF moved into Beit Ummar village, north of
Hebron.  They raided and searched many
houses in the center and the east of the village. Before withdrawing, they
arrested Eyad Jamil Ahmed al-Allami, 24, and Ayman Hussein Mohammed al-Zaaqiq,
33, and transferred them to “Kfar Etzion” detention center, southwest
of Bethlehem.

 

·At approximately 03:00, IOF gunboats arrested three Palestinian
fishermen who were fishing nearly two nautical miles off the shore of Gaza
City. The arrested Palestinians are:

 

1. Mohammed Wisam Bakr, 17;

2. Abdul Kader Wael Bakr, 17; and

3. Arafat Lutfi Bakr, 28, who is a member of the
Palestinian Marine Police.

 

IOF also confiscated their fishing boat and net. At approximately
22:30 on the same day, IOF released Mohammed and Abdul Kader.  Arafat has not been released yet.

 

·At approximately 09:30, IOF moved into al-Nabi Saleh village,
northwest of Ramallah. They patrolled in the streets for some time and withdrew

·Also at approximately 09:30, IOF moved into Shaqba village, west of

north of Tulkarm.  They patrolled in the

neighborhood in the south of Hebron city. They raided the house of Mutaz Farah
Ebeido al-Tamimi, 31, while firing sound bombs at the entrances of the house
and bullets at the house and the area around it. Mutaz Farah Ebeido al-Tamimi
was wounded by a bullet to his right foot as a result.  Then IOF forced the residents of the house to
stay out in the open air for approximately one hour.  In the meantime, they searched the house and
interrogated the residents who were in outside. 
Before withdrawing, they arrested al-Tamimi and transferred him to
“Kfar Etzion” detention center, southwest of Bethlehem.

 

·At approximately 19:30, IOF moved into Khrebtha Bani Hares village,
west of Ramallah.  They patrolled in the

house of Somoud Yasin Hassan Karaja, 23, who was released from the Israeli
jails in the recent prisoner swap.  They
took her ID card.  Before withdrawing,
they delivered a notice to Karaja requiring her to appear before the Israeli
intelligence in “Ofer” prison in the southwest of Ramallah.

 

·At approximately 01:00, IOF moved into Sair village, northeast of
Hebron.  They raided and searched the
house of Abdullah Azzam al-Shalalda, 27. 
Before withdrawing, they arrested al-Shalalda and transferred him to
“Kfar Etzion” detention center, southwest of Bethlehem.

 

·At approximately 01:20, IOF moved into Kober village, northwest of
Ramallah.  They patrolled in the streets
for some time.  They then raided the houses
of Fakhri al-Barghouthi, 52, and Nael al-Barghouthi, 45, who was released from
the Israeli jails in the recent prisoner swap. 
They took their ID cards.  Before
withdrawing, they delivered notices to Fakhri and to Nael requiring them to
appear before the Israeli intelligence in “Ofer” prison in the
southwest of Ramallah.

 

·At approximately 02:00, IOF moved into “Wadi al-Haryeh”
neighborhood, southwest of Hebron.  They
raided and searched the house of Raed Rateb al-Sharif, 23, a radio
reporter.  Before withdrawing, they
arrested al-Sharif and transferred him to “Kfar Etzion” detention
center, southwest of Bethlehem. It should be noted that al-Sharif is a reporter
of al-Marah local radio in Hebron.  He
was arrested before on 18 November 2010 and was detained and placed under
interrogation in “Betah Tikva” detention center in Israel.

 

·At approximately 14:30, IOF moved into Habla village, south of
Qalqilya.  They patrolled in the streets
for some time and erected a checkpoint near the entrance leading to and from
the village.  They raided the house of
Mustafa Saleh Merdawi, who was released from Israeli jails in the recent
prisoner swap and deported from the West Bank. 
They interrogated Merdawi’s wife and withdrew at 15:30.

 

·At approximately 18:30, IOF moved into Kafr Sour village, south of
Tulkarm.  They patrolled in the streets
for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·After withdrawing from Kafr Sour village, IOF drove to the east and
moved into the nearby village of Kor.   They
also patrolled in the streets for some time there and withdrew later.  Neither house raids nor arrests were

·At approximately 23:30, IOF moved into Qalqilya.  They patrolled in the streets for some time.  They raided the houses of Shadi Zayed Saleh
Odeh, Akram Abdul Aziz Mansour, and Ibrahim Said Ibrahim Sawood, who were all
released from Israeli jails in the recent prisoner swap.  The IOF delivered them notices to appear
before the Israeli intelligence. IOF withdrew at approximately 00:45 on 14
November and no arrests were reported.

 

·At approximately 23:55, IOF moved into Deir Ballout, west of Salfit.
 They patrolled in the streets for some
time.  They raided the houses of Tawfiq
Mohammed Abdullah and Mahmoud Qaroush who were released from Israeli jails in
the recent prisoner swap.  They
interrogated Abdullah and Qaroush and withdrew at approximately 01:00 on 14

·At approximately 00:30, IOF moved into Janata village, to the east
of Bethlehem.  They raided and searched
the house of Yasin Issa al-Orouj, 25. 
Before withdrawing, they delivered a notice to al-Orouj requiring him to
appear before the Israeli intelligence in “Kfar Etzion” detention
center, southwest of Bethlehem.

 

·At approximately 00:30, IOF moved into al-Shawawra village, east of
Bethlehem.  They raided and searched the
house of Majed Mohammed Hamdan, 28. 
Before withdrawing they delivered a notice to Hamdan requiring him to
appear before the Israeli intelligence in “Kfar Etzion” detention
center, southwest of Bethlehem.

 

·At approximately 00:30, IOF moved into Yabod village, southwest of
Jenin.  They patrolled in the streets for
some time and stationed in the center of the village.  They raided and searched the house of Yaqoub
Adnan Ismail “Zeid al-Kilani”, 32. Who was released from the Israeli
jails in the recent prisoner swap and who is placed under house arrest.  One of the IOF forces who raided the house
introduced himself as “captain Abu Nabil” from the Israeli
intelligence.  He interrogated Yaqoub and
his brothers Ismail, 30, and Izz Addin, 34. He then gave Yaqoub a map of Jenin
and warned him against going beyond the boundaries shown on the map or of
engaging into any security activities. 
IOF withdrew later and no further incidents were reported.  It should be noted that Yaqoub is required to
appear every two months to appear before IOF in Salem Camp, northwest of Jenin.

 

· Also at approximately 00:30, IOF moved into Anabta village, east
of Tulkarm.  They patrolled in the
streets for some time and withdrew later. 
Neither house raids nor arrests were reported.

 

·At approximately 01:00, IOF moved into Balata refugee camp in the
east of Nablus.  They patrolled the
streets for some time.  They had sniffer
dogs with them.  They raided many houses
including the house of Mahdi Shukri al-Asi and Latifa Mohammed Abu Theraa, who
were released from Israeli jails in the recent prisoner swap.  They threatened al-Asi and Abu Theraa with
prison if they engaged in activities against the security of the State of
Israel.  They also raided the houses of
Ismail Mousa Abu Alfeh, Qais Salim al-Dabbaki, Murad Abdulla Sawalhi and
Mahmoud Na’im Khosha. Before withdrawing, at approximately 05:30, they arrested
4 Palestinians:

 

1. Ismail Mousa Abu Alfeh, 23;

2. Qais Salim al-Dabbaki, 24;

3. Murad Abdulla Sawalhi, 23; and

4. Mahmoud Na’im Khosha.

 

·At approximately 01:55, IOF warplanes fired four missiles at the
main site of the Palestinian Marine Police opposite to al-Nawras resort in
al-Soudaneya area, southwest of Beitlahia in the north of the Gaza Strip. The
explosions rocked Gaza and northern Gaza governorates.  Members of the Palestinian Marine Police were
inside the site and they did not receive any instructions to evacuate it.  The bombardment resulted in the death of
Mohammed Zaher Zaki al-Kilani, 22, from Beit Lahia and a member of the Marine
Police, whose body was dismembered. His body was found after an hour of looking
for it by the civil defense crews. The bombardment also resulted in the injury
of another five members of the Palestinian Marine Police who are:

 

1. Eyad Zaki Khalil al-Sakani, 30, who sustained
shrapnel wounds and bruises throughout the body. His wounds were described to
be serious.

2. Hassan Khader Ahmed Khader, 29, who suffered
convulsions and a shock.

3. Mohammed Nadi Abed Marouf, 26, who sustained
shrapnel wounds and bruises throughout the body.  His wounds were described to be moderate.

4. Mahmoud Mohammed Mahmoud Masoud, 28, who
sustained shrapnel wounds and bruises throughout the body.  His wounds were described to be light.

5. Basel Mahmoud Saleh Abu Warda, 22, who
sustained bruises and fractures in the left foot.  His wounds were described to be moderate.

 

The bombardment also resulted in the injury of another two
civilians and a pregnant woman lost her baby as follows:

 

1. Yousef Diab Mousa Zayed, 44, from Beit Lahia
who sustained wounds in the right leg and superficial wounds in his right foot
as well as bruises on the buttocks. At the time of the bombardment, Zayed who
is a guard in al-Nawras resort was in his room in al-Nawras resort which is
adjacent to the site of the Palestinian Marine Police from the northeast. His
wounds were described to be moderate.

2. Bahjat Saleh Uthman Enmeilat, 22, who sustained
bruises and superficial wounds throughout the body as glass from windows fell
on him.  Enmeilat was at his house which
is adjacent to the site of the Palestinian Marine Police from the east. His
wounds were described to be light.

3. Majeda Mesbah Hussein Shaqqoura, 42, who was
pregnant in the second month, lost her baby as she was at her house which is
approximately 500 meters to the east of the site of the Palestinian Marine
Police.

 

The site of the Palestinian Marine Police which is established on
an area of 2,000 meters squared was totally destroyed. The site included an
operation room, a sleeping room, a praying room, a management room, an office
for the site director, and another five rooms used for meeting and detention
purposes. In addition, a blue Magnum jeep and two motorcycles which were inside
the site were destroyed. All the windows and internal doors in al-Nawras resort
were crushed and the windows of some of the surrounding houses  were smashed.

 

·At approximately 02:00, IOF moved into al-Zawya village, northwest
of Salfit.  They patrolled in the streets
for some time and raided the houses of Abdul Latif Ismail Shuqeir and Uthman
Ali Mesleh who were released from Israeli jails in the recent prisoner
swap.  They interrogated Shuqeir and
Mesleh.  They withdrew at approximately
02:30 and no arrests were reported.

 

·Also at approximately 02:00, IOF moved into Brouqin village, west
of Salfit.  They patrolled in the streets
for some time and raided the house of Fahim Ramadan Sarhan Ibrahim who was
released from Israeli jails in the recent prisoner swap.  They interrogated Ibrahim.  They withdrew later and no arrests were
reported.

 

·Also at approximately 02:00, IOF moved into Kafl Hares village,
north of Salfit.  They patrolled in the
streets for some time and raided and searched the houses of Marwan Saleh
Bouzeyeh and Jalal Masoud Yaqoub.  Before
withdrawing, they arrested Hamza Marwan Saleh Bouzeyeh, 21.

 

·At approximately 08:00, IOF moved into Tulkarm.  They patrolled in the streets for some time

·At approximately 00:05, an IOF drone fired a missile at a group of
resistance activists in the west of al-Twam area, west of Jabalia in the north
of the Gaza Strip.  This group of
resistance activists escaped and no casualties were reported.

 

2. Use of
Excessive Force against Peaceful Demonstrations Protesting Settlement
Activities and the Construction of the Annexation Wall

 

During the reporting period, IOF used force
against peaceful demonstrations organized by Palestinian civilians and
international and Israeli human rights defenders in protest to the construction
of the wall and settlement activities in the West Bank, and in protest to the
establishment of a buffer zone in the Gaza Strip.  As a result, two Palestinian civilians,
including a child, were wounded and dozens of Palestinian civilians and human
rights defenders suffered from tear gas inhalation and others sustained
bruises. 

 

·Following the Friday Prayer on 04 November 2011, dozens of
Palestinian civilians, international and Israeli human rights defenders, a
delegation from the Palestinian Cultural Exchange Foundation, and a Norwegian
delegation organized a peaceful demonstration in Bil’ein village, west of
Ramallah, in protest to the construction of the annexation wall.  They raised the Palestinian flag and
portraits of Basem and Marwan Abu Rahma and released prisoners who were
released in the recent prisoner swap. 
Besides, they chanted “194 is the State of Palestine” and
other slogans against the Israeli occupation and the wall.  They then moved towards areas of Palestinian
land, which the Israeli High Court ordered to be returned to their Palestinian
owners.  When the demonstrators reached
Abu Lemon Nature Reserve, they tried to cross the fence adjacent to the wall
and shouted at the settlers available at “Mattiaho Mzrah”
settlement.  Israeli soldiers stationed
in the area fired rubber-coated metal bullets, sound bombs and tear gas
canisters at the demonstrators.  As a
result, a number of demonstrators suffered from tear gas inhalation. 

 

·Also following the Friday Prayer on 04 November 2011, dozens of
Palestinian civilians and international and human rights defenders organized a
peaceful demonstration in Ne’lin village, west of Ramallah, in protest against
the construction of the annexation wall. 
They chanted slogans calling for Palestinian reconciliation, adherence
to the Palestinian inalienable rights and resistance of the occupation.  Additionally, they raised the Palestinian
flag and portraits of the Palestinian released prisoners who were released in
the recent prisoner swap.  They clashed
with Israeli troops positioned near the annexation wall.  Israeli soldiers fired rubber-coated metal
bullets, sound bombs and tear gas canisters at demonstrators.  As a result, a number of demonstrators
suffered from tear gas inhalation.  

 

·Also following the Friday Prayer on 04 November 2011, dozens of
Palestinian civilians and international and Israeli human rights defenders
organized a peaceful demonstration named “The Balfour Declaration
died” in Nabi Saleh village, northwest of Ramallah, in protest against
land confiscations and settlement activities. 
They raised the Palestinian flag and chanted slogans calling for ending
the occupation.  When the demonstrators
attempted to reach areas of land seized by Israeli settlers near “Halmish”
settlement, Israeli soldiers fired rubber-coated metal bullets, sound bombs and
tear gas canisters at them.  As a result,
Hamza Suliman Yaseen Yaseen, 19, was arrested and transported to Ofer prison in
southern Ramallah.  It should be noted
that Yaseen is a volunteer photographer for the Society of Friends of Freedom
and Justice and the Popular Committee Against the Wall and Settlement in
Bil’ein.   

 

·Following the Friday Prayer on 11 November 2011, dozens of
Palestinian civilians, Israeli and international human rights defenders, a
delegation from the Brazilian organization of VIA Compesine (MST) – Brazil, and
an Irish delegation organized a peaceful demonstration in Bil’ein village, west
of Ramallah, to mark the seventh anniversary of the death of Yasser Arafat. The
demonstrators chanted slogans calling for Palestinian reconciliation, adherence
to the Palestinian inalienable rights and resistance of the occupation.  Besides, they chanted “194 is the State
of Palestine”.  Additionally, they
raised the Palestinian and Irish flags and portraits of Yasser Arafat and
Marwan al-Barghouthi. They then moved towards areas of Palestinian land, which
the Israeli High Court ordered to be returned to their Palestinian owners.  When the demonstrators reached Abu Lemon
Nature Reserve, they tried to cross the fence adjacent to the wall and shouted
at the settlers at “Mattiaho Mzrah” settlement.  Israeli soldiers stationed in the area fired
rubber-coated metal bullets, sound bombs and tear gas canisters at the
demonstrators.  As a result, a number of
demonstrators suffered from tear gas inhalation and vomiting, including a
Brazilian activist, Angela, 37.

 

·Also following the Friday Prayer on 11 November 2011, dozens of
Palestinian civilians and Israeli and international human rights defenders
organized a peaceful demonstration in Ne’lin village, west of Ramallah, in

·Also following the Friday Prayer, dozens of Palestinian civilians
and international and Israeli human rights defenders organized a peaceful

1. Attallah  Tameem Hassan Tamimi, 61, was wounded by a
live bullet to the head; and

2. Tameem Fadel
Tamimi, 12, was wounded by a live bullet to the right side.

 

Besides, IOF arrested Belal Abdul Salam al-Tamimi, 47, and
transported him to “Halmish” detention center.  Al-Tamimi had been detained for four hours
before he was released.  It should be
noted that he is a photographer for B’Tselem.

 

·At approximately 12:00 following the Friday Prayer on 11 November 2011,
dozens of Palestinian civilians and international activists organized a
peaceful demonstration in Kufor Qaddoum village, northwest of Qalqilya, in
protest to continued closure of the eastern entrance of the village by
IOF.  IOF intercepted the demonstration
and fired tear gas canisters and sound bombs at the demonstrators.  As a result, a number of demonstrators
suffered from tear gas inhalation. 
Moreover, Hazem Tayseer Hassan Borhom, 27, from the said village, was
arrested and transported to an unknown destination.  

 

3. Continued
Closure of the OPT

 

Israel has continued to impose a tightened closure of the OPT and
imposed severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

Gaza
Strip

 

Israel has continuously closed all border crossings to the Gaza
Strip for over three years. The illegal Israeli-imposed closure of the Gaza
Strip, which has steadily tightened since June 2007, has had a disastrous
impact on the humanitarian and economic situation in the Gaza Strip. The
illegal closure has caused not only a humanitarian crisis but a crisis of human
rights and human dignity for the population of the Gaza Strip. Measures
declared recently to ease the blockade are vague, purely cosmetic and fail to
deal with the root causes of the crisis, which can only be addressed by an
immediate and complete lifting of the closure, including lifting the travel ban
into and out of the Gaza Strip and the ban on exports. PCHR is concerned that
the new Israeli policy is simply shifting Gaza to another form of illegal
blockade, one that may become internationally accepted and institutionalized.
Palestinians in Gaza may no longer suffer from the same shortage of goods, but
they will remain economically dependent and unable to care for themselves, and
socially, culturally and academically isolated from the rest of the world.

Beit
Hanoun (Erez) Crossing:
 Israel has
continued to close Beit Hanoun (Erez) crossing for the movement of Palestinian
civilians. IOF have allowed only diplomats, a number of international
journalists, employees of international agencies and a limited number of
patients who suffer from serious diseases to pass through the crossing. They
have continued to prevent Palestinian civilians from visiting their relatives
who are detained in Israeli jails. The small number of patients permitted to
pass through the crossing is only able to do so under severe restrictions that
include prolonged checking.

The
West Bank

 

Israel
has imposed a tightened closure on the West Bank. During the reporting period,
IOF imposed additional restrictions on the movement of Palestinian civilians.

 

·Jerusalem: IOF
have continued to impose severe restrictions on the movement of Palestinian
civilians to and from the city. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip have been denied access to the city. IOF have
established many checkpoints around and inside the city.  Restrictions of the movement of Palestinian
civilians often escalate on Fridays, preventing Muslim Palestinians from
praying at al-Aqsa Mosque. 

 

·Ramallah: IOF
have continued to impose severe restrictions on the movement of Palestinian
civilians.  At approximately 11:00 on
Thursday, 03 November 2011, IOF established a checkpoint near the entrance of al-Mazra’a
al-Sharqiya village.  At approximately
18:40, IOF re-established their presence at ‘Attara checkpoint, north of
Ramallah.  At approximately 19:30, IOF
established a checkpoint near Oyoun al-Haramiya intersection on the road
linking Ramallah and Nablus.

At
approximately 09:00 on Friday, 04 November 2011, IOF established a checkpoint under
Kharabtha al-Misbah Bridge, southwest of Ramallah.  At approximately 15:00, IOF established a
checkpoint near Beit ‘Aur al-Fouqa intersection, southwest of Ramallah.

At
approximately 11:00 on Saturday, 05 November 2011, IOF established a checkpoint

al-Tabeeb village.  They detained
Mohammed Sweilem, from Qalqilya, handcuffed him and then released him.  At approximately 23:25 on the same day, IOF
established a checkpoint at Jeet village, northeast of Qalqilya.

 

At
approximately 08:35 on Sunday, 12 November 2011, IOF established a checkpoint
at Immatin village, northeast of Qalqilya. 
At approximately 11:05, IOF established a checkpoint at the entrance of
Hajja village, east of Qalqilya, while they established a checkpoint at the
eastern entrance of Qalqilya at approximately 11:20.  At approximately 11:30, IOF established a

  Tulkarm: IOF have continued to impose
severe restrictions on the movement of Palestinian civilians.  At approximately 09:30 on Thursday, 03
November 2011, IOF established a checkpoint on Tulkarm-Qalqilya road, south of
Tulkarm.  At approximately 12:00, IOF
imposed more restrictions at ‘Ennab checkpoint that is established on
Tulkarm-Nablus road, east of Tulkarm.  At
approximately 13:00, IOF completely closed the checkpoint.  It should be noted that the said checkpoint
was closed from 23 October 2011 to 01 November 2011 under the pretext of
maintenance works, however, when it was open again, there were no maintenance
works.  It was closed just to do harm to
the Palestinians.

 

At
approximately 08:30 on Friday, 04 November 2011, IOF stationed at ‘Ennab
checkpoint imposed more restrictions against the Palestinians.  At approximately 21:30, IOF established a
checkpoint at the bypass road linking between al-Teeba town and the settlements
of “Avni Heifetz” and “Ennab”, southeast of Tulkarm.

 

At
approximately 11:30 on Saturday, 05 November 2011, IOF stationed at ‘Ennab
checkpoint, east of Tulkarm, imposed more restrictions on the movement of
Palestinians.

At
approximately 18:00 on Sunday, 06 November 2011, IOF established a checkpoint
at the entrance of Beit Leed village, east of Tulkarm.  At approximately 19:00, IOF stationed at
‘Ennab checkpoint, east of Tulkarm, imposed more restrictions on the movement
of Palestinians.

 

At
approximately 11:30 on Wednesday, 09 November 2011, IOF established a
checkpoint at the entrance of Rameen village, northeast of Tulkarm.  At approximately 15:00, IOF established a
checkpoint at the entrance of al-Jaroushiya village, north of Tulkarm.

At
approximately 11:30 on Thursday, 10 November 2011, IOF stationed at Ennab
checkpoint, east of Tulkarm, imposed more restrictions.

November 2011, IOF established a checkpoint at the entrance of Deir Estia
village, northwest of Salfit.  At
approximately 18:00, IOF established a checkpoint on Qana valley road that
links between Salfit and Qalqilya.  At
approximately 23:00, IOF established a checkpoint at the entrance of Brouqin
village, west of Salfit.

At
approximately 08:00 on Saturday, 12 November 2011, IOF established a checkpoint
between Deir Ballout and Rafat villages, west of Salfit.  At approximately 08:30, IOF established a
checkpoint between Kuful Hares and Hares villages, north of the town.  At approximately 11:45, IOF established a
checkpoint at between Salfit and Brouqin village, west of Salfit.

At
approximately 13:25 on Monday, 14 November 2011, IOF established a checkpoint

·Jericho: IOF
have continued to impose additional restrictions on the movement of Palestinian
civilians.   At approximately 09:30 on Monday, 07 November
2011, IOF established a checkpoint at the entrance of al-Zbeidat village, north
of Jericho.  At approximately 19:50 on
the same day, IOF established a checkpoint at the entrance of Fasayel village,
north of Jericho.

At
approximately 14:00 on Wednesday, 09 November 2011, IOF established a
checkpoint at the entrance of Fasayel village, north of Jericho.

At
approximately 15:00 on Saturday, 12 November 2011, IOF established a checkpoint
at the entrance of ‘Ein al-Dyouk village, north of Jericho.

 

·Nablus: IOF have continued to impose additional
restrictions on the movement of Palestinian civilians.  At approximately 11:00 on Tuesday, 15
November 2011, IOF established a checkpoint at the entrance of Deir Sharaf
village, west of Nablus.  At
approximately 21:00 on the same day, IOF established a checkpoint at on
al-Maslakh road, southeast of Nablus.

Arrests
at Military Checkpoints

 

·At
approximately 16:00 on Wednesday, 09 November 2011, Israeli soldiers positioned
at a checkpoint established on the road linking between ‘Allar and ‘Eteil
villages, north of Tulkarm, stopped a Renault car driving by Mojahed Murad
“Ahmed Jaber” Shdeed, 25. 
After checking his ID, the Israeli soldiers forced him to step out of
the car, handcuffed and blindfolded him before his mother, who was with
him.  Shdeed was transported to an
unknown destination. 

 

4. Settlement
Activities and Attacks by Settlers against Palestinian Civilians and Property

 

Israel has continued its settlement activities
in the OPT in violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.

 

·On Thursday morning, 03 November 2011, IOF uprooted and destroyed a
number of electricity poles that were lately established between al-Twana
village and Kherbet al-Mafqara in the east of Yatta, southern Hebron.  IOF destroyed them under the pretext of
supplying the area with electricity without obtaining a prior permit from the
Israeli “Civil Administration”.

 

In his testimony to PCHR, head of al-Twana village council, Saber
Hussein al-Hereeni, said that IOF broke into the area and destroyed the
electricity poles by bulldozers.  Three
hundred Palestinians in that area live in caves, tents and houses of tin.  Al-Hereeni added that this destruction came
after a month of receiving an Israeli notice, which demands stopping work on
the project funded by the Palestinian Energy Authority.

 

It should be noted that Kherbet al-Mafqara, which is one kilometer
away to the south of al-Twana village, was targeted in the past few years by
closing wide areas and establishing “Avegayl” and “Havat Maon”
settlement outposts.  This attack by IOF
is the second of its kind after deliberately destroying a similar project
funded by the Palestinian Energy Authority to provide Kherbet Ghwein in the
south of al-Sammou’ village with electricity.

 

·On Thursday morning, 10 November 2011, IOF sent a notice to Ali
Saleh Abu Oda Jaber, from Hebron.  The
notice demands the bulldozing Jaber’s farm which is located in al-Baq’a area
near bypass road no. 60, west of Hebron.

According to investigations conducted by PCHR, Israeli troops
arrived at the mentioned area and sent a notice targeting Jaber’s farm whose
area is four dunums.  The farm is 450
meters away to the east of the mentioned bypass road.  This notice was issued at the time when Jaber
intended to reclaim his farm.

Jaber said that the Israeli measures targeting the Palestinians’
lands in al-Baq’a and Bweira areas included searching a number of farms to
confiscate irrigation networks.  A
caravan had been moved into settlement outposts that were forcibly built on
lands belonging to Isa As’ad Jaber; Mosa Abdul Men’em Jaber and Tayseer Abdul
Shakour Jaber.

 

·At approximately 08:30 on Sunday, 13 November 2011, IOF bulldozed
lands in ‘Azzoun Etma village in the southeast of Qalqilya to establish a
“security fence” that isolates “Oranit” settlement from the
lands in the west of the village.  As a
result, more lands would be confiscated for the interest of the mentioned settlement.
IOF also uprooted a number of olive trees.

Head of the village council, Azmi Salama, said that in case the
annexation wall was completed according to its declared plan, approximately 40
farmers from ‘Azzoun Etma, Sanniriya, Beit Ameen and al-Zawyah would be
harmed.  Salama said that there is no
need to construct the annexation wall in the area, because “Oranit”
settlement is already isolated from the village.

 

·At approximately 08:45 on Tuesday, 15 November 2011, IOF supported
by two bulldozers and officers from the “Civil Administration” broke
into al-Qasab neighborhood in the south of al-Dyouk al-Tahta village, northwest
of Jericho.  At approximately 09:00, two
bulldozers started destroying four houses used mainly in winter by their
owners, who are originally from Jerusalem and Ramallah.  The houses were demolished without any prior
notice under the pretext of not obtaining a prior permit from the Israeli
“Civil Administration” to build them.

The houses belong to:

1.  Mohammed Abdullah al-Sheikh Ali.  His one-storey house is built on an area of
160 square meters;

2.  Mahmoud Ali Mesbah Mtour.  His one-storey house is built on an area of
70 square meters;

3.  Mesbah Ali Mesbah Mtour.  His house is built on an area of 110 square
meters; and

4.  ‘Ammar Ahmed Omran Fakhouri.  His house is built on an area of 150 square
meters.

 

·On 15 November 2011, the Israeli Ministry of Housing announced a
campaign of marketing that includes 5,066 pieces of land offered for sale.  These pieces of land are allocated for
construction around Israel, Jerusalem and the West Bank.

 

According to Israeli sources, among the bids offered, there are 730
apartments that will be offered for rent at the long run and in low
prices.  The 730 apartments include 164
ones in “Modi’in” settlement in the west of Ramallah; and 130
apartments in “Har Homa” settlement in East Jerusalem.  Besides, 277 apartments will be offered for
sale in “Ariel” settlement in the north of Salfit, the northern West
Bank; and 1,557 apartments in Jerusalem, including 743 ones in
“Ramot” settlement.  This new
campaign includes pieces of land allocated for construction around the
settlements in the West Bank.  They cover
18 pieces of land in “Pisgat Ze’ev” settlement; 213 ones in
“Efrat” settlement; 168 in “Har Homa” settlement; and 207
in “Modi’in” settlement.  

 

·On Sunday morning, the first day of Eid al-Adha, 06 November 2011, a
number of Israeli settlers from “Yizhar” settlement, which is
established on Madama village in southern Nablus, uprooted 25 olive trees and
wrote on the branches of the trees in Hebrew “happy Eid” and
“revenge”.  It should be noted
that the age of the uprooted trees ranges between 10 to 20 years and are
planted in al-Rasm area in the south of the said village.  The trees belong to Mahmoud Ahmed Ziyada and
Ameen Fayez Nassar.

·On Thursday morning, 10 November 2011, a number of settlers set
fire to three Palestinian vehicles while they were parked in front of their
owners’ houses in the east of Beit Ommar, north of Hebron.

According to investigations conducted by PCHR and testimony of an
activist in the National Committee against Settlement in Beit Ommar, Yusef Abu
Maria, a number of settlers driving Israeli vehicles set fire to three
Palestinian vehicles while the vehicles were parked in front of their owners’
houses at approximately 02:00 on Thursday. 
This attack took place near Hebron-Bethlehem road in al-Thaghra area,
adjacent to Palestine Technical College, west of the village.  The attack resulted in completely burning the
Palestinian vehicles.

In their testimony, eyewitnesses said that they saw the settlers
fleeing towards “Kfar Etzion” settlement after they wrote some
slogans on the walls threatening of more attacks.  The attacked vehicles belong to: Habes
Hussein Breigheith; Yusef Mohammed Hussein Breigheith and Soheil Mohammed
Breigheith.

 

·On Monday, 07 November 2011, the Israeli troops stormed a farm
belonging to a family from Artas village in the south of Bethlehem and arrested
the farm’s owner, his wife and her sister while they were farming.  They were arrested under the pretext that
“they were present in a piece of land that is the subject of dispute
between the Palestinians and settlers.” 
The arrested persons are: Jamal Jaber As’ad, 58; So’ad Mahmoud Saleh
Sanad,54; and Fatma Mahmoud Saleh Sanad,58.

According to investigations conducted by PCHR, at approximately
10:00, the Israeli troops stormed a farm belonging to As’ad.  The farm is located near “Daniel”
settlement, which is established on al-Khader village in the south of
Bethlehem.  The Israeli troops forced the
three arrested persons to stop farming before they were arrested and
transported to a detention center near “Kiryat Arba” settlement,
southeast of Hebron.  They were
questioned under the pretext of a complaint filed against them by a settler
living in “Daniel” settlement. 
This settler claims that this farm belongs to her.  It should be noted that As’ad had told the
Israeli interrogators that he can present the official proof of ownership.  At approximately 23:00 on the same day, and
after the intervention of lawyer Ghiyath Nasser, IOF released them after they
signed for bail of 1,500 NIS each on condition that they do not enter their
farm for 14 days, pending consideration of their trial.

Recommendations to the International Community

 

 

1. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to fulfill their
legal and moral obligations under Article 1 of the Convention to ensure
Israel’s respect for the Convention in the Occupied Palestinian Territory.  PCHR believes that the conspiracy of silence
practiced by the international community has encouraged Israel to act as if it
is above the law and encourages Israel continue to violate international human
rights and humanitarian law.

 

2. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to convene a
conference to take effective steps to ensure Israel’s respect of the Convention
in the OPT and to provide immediate protection for Palestinian civilians.

 

3. PCHR calls upon
the High Contracting Parties to the Fourth Geneva Convention to comply with
their legal obligations detailed in Article 146 of the Convention to search for
and prosecute those responsible for grave breaches, namely war crimes.

 

4. PCHR calls for
the immediate implementation of the Advisory Opinion issued by the
International Court of Justice, which considers the construction of the
Annexation Wall inside the West Bank illegal.

 

5. PCHR recommends
that international civil society organizations, including human rights
organizations, bar associations and NGOs, participate in the process of
exposing those accused of grave breaches of international law and urge their
governments to bring the perpetrators to justice.

 

6. PCHR calls upon
the European Union to activate Article 2 of the Euro-Israel Association
Agreement, which provides that Israel must respect human rights as a
precondition for economic cooperation between the EU states and Israel.  PCHR further calls upon the EU states to
prohibit import of goods produced in illegal Israeli settlements in the OPT.

 

7. PCHR calls on
the international community to recognize the Gaza disengagement plan, which was
implemented in September 2005, for what it is – not an end to occupation but a
compounding of the occupation and the humanitarian crisis in the Gaza
Strip. 

 

8. In recognition
of ICRC as the guardian of the Fourth Geneva Convention, PCHR calls upon the
ICRC to increase its staff and activities in the OPT, including the
facilitation of family visitations to Palestinian prisoners in Israeli jails.

 

9. PCHR
appreciates the efforts of international civil society, including human rights
organizations, bar associations, unions and NGOs, and urges them to continue
their role in pressuring their governments to secure Israel’s respect for human
rights in the OPT and to demand Israel end its attacks on Palestinian
civilians.

 

10. PCHR calls upon
the international community to pressure Israel to lift the severe restrictions
imposed by the Israeli government and its occupation forces on access for
international organizations to the OPT.

 

11. PCHR reiterates
that any political settlement not based on international human rights law and
humanitarian law cannot lead to a peaceful and just solution of the Palestinian
question.  Rather, such an arrangement
can only lead to further suffering and instability in the region.  Any peace process or agreement must be based
on respect for international law, including international human rights and
humanitarian law.
