Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

(03 – 09 December 2015)

 

  • Israeli forces escalated the use of excessive force in the oPt
  • 10 Palestinian civilians, including a child, were killed in the West Bank.
  • 70 Palestinian civilians, including 21 children, a female journalist and a woman, were wounded in the West Bank and Gaza Strip.
  • Israeli forces put into effectthe house demolition policy on grounds of collective punishment.
  • A house in Nablus was bombed, due to which a mosque and 5 nearby houses sustained material damage.
  • A number of houses were surveyed and their occupants were threatened to leave their houses to be demolished.
  • Israeli forces continued to target the border area along the Gaza Strip.
  • 2 house sustained damage because of the Israeli shells.  
  • Israeli warplanes raided a training site in the Gaza Strip, but no casualties were reported.

Shooting:

Israeli forces have continued to commit crimes, inflicting civilian casualties. They have also continued to use excessive force against Palestinian civilians participating in peaceful protests in the West Bank and Gaza Strip, the majority of whom were youngsters. Occupied East Jerusalem witnessed similar attacks. During the reporting period, Israeli forces killed 10 Palestinian civilians, including a child in the West Bank. Moreover, 70 Palestinian civilians, including 21 children, a woman and a journalist, were wounded. Twenty-one of whom, including 4 children, were wounded in the Gaza Strip and the others were wounded in the West Bank. Concerning the nature of injuries, 53 civilians were hit with live bullets, 15 ones were hit with rubber bullets and 5 others were hit with tear gas canisters.

 

In the West Bank, killings committed by Israeli forces were as follows:

On Thursday, 03 December 2015, Israeli soldiers stationed at a checkpoint established at the intersection of Hezmah village, northeast of Jerusalem, killed Mazen Hasan Mohammed ‘Oraibi (36) from Abu Dis village, east of the city. The aforementioned civilian opened fire from his gun and the Israeli soldiers then opened fire at him.

On the same day, Israeli police officers opened fire at ‘Ezz al-Deen Rayeq ‘Abdullah Raddad (21) under the pretext of stabbing someone in his car in the vicinity of al-Mesrarah area near al-Anbyaa’ Street in the Old City in East Jerusalem. As a result, he was hit with several bullets from a close range and left bleeding to death.

Israeli forces stationed at “Gilbert” military checkpoint, northwest of Tal al-Rumaidah neighbourhood, in the centre of Hebron, shot dead Taher Faisal Abdul Men’em Fanoun (21) and Mostafa Fadel Abdul Men’em Fanoun (16), both are from Jabal al-Rahmah area, south of Hebron. Israeli forces claimed that the 2 aforementioned persons attempted to stab Israeli soldiers. The 2 corpses were transported by a Red Star of David’s ambulance to an unknown destination.

Israeli forces killed in the afternoon a Palestinian civilian while going back home on foot to Aboud village, northwest of Ramallah. Israeli forces claimed that the killed person stabbed an Israeli soldier who was standing with other soldiers at the main entrance to the village. However, PCHR’s investigations totally refute the Israeli story.

According to PCHR’s investigations and statements of eyewitnesses, an Israeli soldier opened fire at Abdul Rahman Wajih Ibrahim Abdul Majid (27) after the Israeli soldiers slapped him on the face. Due to which, Abdul Rahman pushed the soldier who stumbled and fell on his back. The Israeli soldier immediately fired 2 bullets at him. Two other Israeli soldiers opened fire at him as well.

On the same day, Israeli forces stationed at the western entrance to Silwad, northeast of Ramallah, on Silwad-Yabroud road near bypass road (60), opened fire at a vehicle. As a result, the driver Anas Bassam Abdul Rahim Hammad (21) was killed after he ran over a group of Israeli soldiers at the entrance to the village.

On 06 December 2015, Israeli police opened fire at ‘Amer Yaser Iskafi from Beit Hanina, north of occupied Jerusalem. As a result, he was hit with several live bullets throughout his body and left to bleed to death in the scene although there were Red David Star ambulance crews in the area.

On 07 December 2015, Israeli forces deployed in the vicinity of al-ibrahimi Mosque in Hebron killed Ihab Maswadi (21) from al-Sharif Mountain Area. They claimed that Meswadi stabbed an Israeli settler, and his corpse was taken by an Israeli ambulance to an unknown destination. The video shared on social media showed a number of Israeli soldiers and medical staffs offering first aid to the wounded settler. Meanwhile, Meswadi was lying on the ground for half an hour and none of the paramedics or soldiers approached him to check on him or give first aid. He was left to bleed to death.

On 08 December 2015, during their incursion to al-Dheishah refugee camp, south of Bethlehem, Israeli forces killed Malek Shahin (18) when they heavily opened fire at dozens of Palestinian children, who threw stones and empty bottles at them. The aforementioned civilian was hit with a bullet that penetrated the forehead and settled in his head. Palestinian ambuaklnces were denied access to the camp and the young man was left to bleed for long.

On 09 December 2015, Israeli forces deployed in the closed Shuhadaa’ Street in the centre of Hebron killed ‘Abdel Maswadi (21) from al-Sharif Mountain area under the pretext of stabbing two settlers. His corpse was taken by an Israeli ambulance to an unknown destination.

During this week, 49 Palestinians, including 17 children, a journalist and a woman, were wounded. One of whom was wounded in occupied East Jerusalem and its suburbs while the rest were wounded in the West Bank Cities.

 

The Palestinian civilians wounded in the West Bank were distributed as follows:

In peaceful protests against Israeli policies: 22 Palestinian civilians, including 10 children, were wounded. Eighteen of them were hit with live bullets; and the four others were hit with rubber-coated metal bullets.

 

In peaceful protests against Israeli incursion: 16 Palestinian civilians, including 5 children and a woman, were wounded. Thirteen of them were hit with live bullets, 2 others were hit with a rubber-coated metal bullet and one was hit with a gas canister.

 

At the checkpoints and public roads:8 Palestinian civilians, including a child and a journalist, were hit with live bullets and seven others were hit with metal bullets.

In peaceful protests against the annexation wall and settlement activities: two Palestinian civilians, including a child, were wounded. The child was hit with a live bullet while the other civilian was hit with a sponge-tipped bullet.

 

Palestinian civilians wounded in occupied Jerusalem: a civilian was hit with live bullets.

 

In the Gaza Strip, Israeli forces wounded 21 civilians, including 4 children. Eighteen of them were hit with live bullets, 2 with rubber-coated metal bullets, and one with a tear gas canister. All of them were wounded during protests. Moreover, 3 civilians were wounded during shooting incidents in the border areas in the southern Gaza Strip.

 

The Palestinian civilians wounded in the Gaza Strip were distributed as follows:

 

North of the Gaza Strip: 4 Palestinian civilians, including 2 children, were wounded; two of whom sustained a live bullet wound, and the two others were hit rubber-coated metal bullets.

 

Gaza City: 3 Palestinian civilians were hit with live bullets.

 

Central Gaza Strip: 11 Palestinian civilians, including 2 children, were wounded. Ten of whom were hit with live bullets while one was hit with a tear gas canister.

 

Khan Yunis: 3 Palestinian civilians sustained live bullet wounds.

 

In the context of shooting incidents at the border area, on 04 December 2015, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of Khan Younis in the southern Gaza Strip opened fire at a bird hunter, who was near a landfill to the east of al-Fokhari village. As a result, he was hit with three live bullets to his hand, thigh, shoulder and right waist. The Israeli forces also fired two shells at the area wounding a civilian and his child with shrapnel.

 

In the meantime, Israeli forces fired 3 artillery shells. As a result, two houses belonging to two brothers in al-‘Amour neighborhood in al-Fokhari area were damaged, but no causalities were reported. The houses are around 2 kilometers away from the border fence.

 

In the context of aerial bombardment, on 07 December 2015, Israeli warplanes launched two missiles at a training site belonging to Izzi al-Deen al-Qassam Brigades, east of al-Zaytoun neighborhood, east of Gaza City. Material damages were caused in the nearby buildings, but no causalities were reported.

 

As part of targeting Palestinian fishermen, on 07 December 2015, Israeli gunboats stationed off al-Waha shore, northwest of Beit Lahia, and off al-Sudaniyah shore, west of Jabalia, north of the Gaza Strip, opened fire at Palestinian fishing boats sailing within 3 nautical miles. As a result, the fishermen were frightened and sailed back, but no casualties were reported.

 

On 07 December 2015, Israeli gunboats stationed off al-Soudaniyah area as well opened fire at Palestinian fishing boats. An Israeli gunboat surrounded a fishing a boat manned by Zayed Taroush (19) and Mahmoud ‘Omer (33) and then arrested the fishermen. They were taken to an unknown destination, and Israeli forces confiscated the fishing boat. On the same day, in a separate incident, four fishermen were arrested and their boat was confiscated. On next day dawn, they were released, and the boat was kept in custody in Ashdod Seaport.

 

Incursions:

 

During the reporting period,Israeli forces conducted at least 114 military incursions into Palestinian communities in the West Bank and 7 ones in occupied East Jerusalem.During these incursions, Israeli forces arrested at least 105 Palestinian civilians, including 25 children and two women. Twenty-three of these civilians, including 13 children and two women, were arrested in East Jerusalem.

In the Gaza Strip, Israeli forces conducted two limited incursions on 08 and 09 December 2015 to the east of Beit Hanoun “Erez” crossing, northwest of Beit Hanoun in the northern Gaza Strip. They levelled lands that were previously levelled amidst sporadic shooting.

 

House demolitions on grounds of collective punishment

 

As part of the collective punishment policy practiced by Israeli forces against Palestinian civilians, Israeli forces exploded the house of Ragheb ‘Aleiwi in al-Dahiyah neighbourhood, southeast of Nablus. Ragheb’s house is located in the second floor in a 4-storey building established on an area of 200 square meters. The building shelters four family comprised of 15 members, including 8 children. 5 nearby houses sustained damages in addition to a mosque. 12 families live in the affected houses.

 

During this week, Israeli forces raided family houses of Palestinian civilians who are accused of carrying out stab or run over attacks against Israeli soldiers and settlers. They also threatened the families of demolishing their houses after surveying them.

 

House demolitions and demolition notices

 

On 05 December 2015, Israeli staffs from the municipality and police moved into Selwan village, south of East Jerusalem, and distributed 6 administrative demolition orders to residential and commercial facilities belonging to Ja’afar and ‘Abasi families under the pretext of building without a license.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. For 9 consecutive years, Israel has tightened the land and naval closure to isolate the Gaza Strip from the West Bank, including occupied Jerusalem, and other countries around the world. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

 

Settlement activities

 

On 03 December 2015, Israeli forces confiscated a bundle of wood and bricks used for construction work from a carpentry and brick workshop belonging to ‘Ata Nabil ‘Abdel Rahman Ghanem (35) on Bypass Road (60) betweenal-‘Aroub refugee camp and Beit Ummar village, north of Hebron. Around the same time, a number of officers from the construction and organization department in the Israeli Civil Administration and Israeli soldiers raided and searched a store belonging to Fayez ‘Azmi Faries Shammas (46) from Hebron near Ghanem store confiscated manual tools and a sewing machine after forcing Shammas to leave it.

 

On 08 December 2015, Israeli forces levelled 27-dunum land planted with olive trees and a greenhouse belonging to Kafa area, south of Tulkarm without a prior warning.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Details

 

  1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip

 Thursday, 03 December 2015 

  • At approximately 01:00, Israeli forces moved into Haram al-Ramah area in Hebron. They raided and searched a house belonging to the family of Sarwah Ibrahim al-Sha’rawi (72), who was killed by Israeli forces on 06 November 2015, at the northern entrance to Hebron, as they claimed that she attempted to run over a number of Israeli soldiers. Israeli forces took the measures of the house and withdrew later. No arrests were reported.

 

  • Around the same time, Israeli forces moved into al-Rashaydah village, east of Bethlehem. They raided and searched a number of houses from which they arrested Mohammed Oudah al-Rashaydah (29) and Enad Ali al-Rashaydah (25).

 

  • At approximately 01:30, Israeli forces moved into Nabuls. They raided and searched a house belonging to the family of Mo’taz Mohammed Fashafshah (35), an officer at the Palestinian Intelligence Service. They arrested the aforementioned person and took him to an unknown destination.

 

  • At approximately 02:00, Israeli forces moved into Tulkarm and stationed in the southern neighbourhood. They raided and searched a house belonging to the family of Bader Zuhair Abdul Fattah Nasif (34). After which, they arrested Bader and took him to a nearby building as a human shield. Moreover, Israeli forces raided and searched a house belonging to the family of Mostafa Omer Mostafa Ouda (38). They arrested him and his brother Essa (23). Israeli forces then moved eastwards into Nour Shams refugee camp and raided a house belonging to the family of Ahmed Rayeq Mohammed Hussein (23). They arrested Ahmed as well and then raided a house belonging to the family of Yasser Mahmoud Saleh Abdul Rahim “Braiki” (25). They arrested the aforementioned person also and then withdrew to Shweikah suburb, north of the city. Israeli forces raided another house belonging to the family of Wasim Mahmoud Abdul Karim Hamed (25). They arrested him and confiscated his laptop.

 

  • Around the same time, Israeli forces moved into Tafouh village, west of Hebron. They raided and searched a house belonging to the family of So’ad Abed Erzaiqat (25). They arrested the aforementioned woman and then raided another house belonging to the family of Montaser Nasser al-Tardah (19), whom was arrested as well.

 

  • At approximately 02:30, Israeli forces moved into Beita village, southeast of Nablus. They raided and searched a house belonging to the family of Adam Hamad Salim Adili (19). They arrested the aforementioned person and took him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Aqrabah village, southeast of Nablus. They raided and searched 2 houses belonging to the families of Yunis Monir Bani Fadel (19) and Mousa Ahmed Mousa Deiriya (22). They questioned the 2 aforementioned persons on the spot for over 2 hours. Israeli forces withdrew later and no arrests were reported. It should be noted that both of them were wounded on 21 November 2015 at the main entrance to Aqarabah.

 

  • Around the same time also, Israeli forces moved into Beit Ommer village, north of Hebron. They stationed in Khellet al-Ein, al-Tarbiqah and al-Bayadhah areas. They then raided and searched a number of housesf from which they arrested 4 Palestinian civilians. The arrested were identified as Malek Ibrahim Sabri Awad (25), Ma’zouz Ibrahim Yusef Awad (22), who suffers from a hearing and vision impairment, Ra’fat Mostaf Mohammed Awad (17) and Shehdah Yusef Shehdah Adi (22). In addition, Israeli forces handed a summons over to Mo’ayed Bahjat Shehdah al-Alami (23) to refer to the Israeli intelligence service at “Gosh Etzion” settlement, south of Bethlehem.

 

  • At approximately 03:00, Israeli forces moved into Beit Awwa village, southwest of Dourah, southwest of Hebron. They raided and searched a house belonging to the family of Mahmoud Atef Hussein Masalmah (24). They then arrested the aforementioned person and took him to an unknown destination.

 

  • At approximately 06:00, Israeli forces moved into Qabatyah village, south of Jenin. They raided and searched a house belonging to the family of Mohammed Mofeed Adel Nazal (30). They then arrested the aforementioned person. In the meantime, dozens of Palestinian youngsters gathered and threw stones at Israeli soldiers stationed in their military vehicles. Israeli forces fired sound bombs, tear gas canisters, rubber-coated metal bullets and live bullets in response. As a result, 8 Palestinian civilians, including 3 children and a woman, were wounded. They were transported to Dr. Khalil Salman Hospital in Jenin to receive the necessary medical treatment. Seven of the wounded sustained live bullet wounds while the woman sustained a rubber bullet wound to the head.

 

  • In the afternoon, Israeli forces arrested Ahmed Zeyad Mahmoud Nazzal (27) and Tawfiq Faisal Tawfiq Nazzal (30) while being present in Salem camp, northwest of Jenin, upon previous summons to refer to the Israeli intelligence service.

 

  • At approximately 14:30, Israeli forces stationed in Marah watchtower near “Yesh Kodesh” settlement outpost opened fire at 4 Palestinian children, who werewalking on the main road between Qasrah and Jaloud villages, southeast of Nablus. As a result, one of them aging 17 sustained a bullet wound to the left underarm. He was taken to a clinic and then to Rafidiya Hospital in Nablus to receive the necessary medical treatment.

 

  • At approximately 16:30, Israeli forces moved into Zaita village, north of Tulkarm, and stationed in the western side of the village. They then detained 3 children and questioned them. Israeli forces withdrew later and no arrests were reported. The questioned children were identified as Ahmed Mohammed Tahseen (11), Omran Rateb Abdul Karim Mer’i (16) and Ja’fer Mohammed Mahmoud No’man (13).

 

Note: During the aforementioned day, Israeli forces carried out 6incursions in the following areas without reporting any arrests: Surif, al-Samou’, al-Koum and al-Moreq villages, and al-Fawar and al-Aroub refugee campsin Hebron.

 

Friday, 04 December 2015

 

  • At approximately 00:30, Israeli forces stationed at “Gilbert” military checkpoint, northwest of Tal al-Rumaidah neighbourhood, in the center of Hebron, shot dead Taher Faisal Abdul Men’em Fanoun (21) and Mostafa Fadel Abdul Men’em Fanoun (16), both are from Jabal al-Rahmah area, south of Hebron.Israeli forces claimed that the 2 aforementioned persons attempted to stab Israeli soldiers. The 2 corpses were transported by a Red Star of David’s ambulance to an unknown destination. Few hours later, fathers of the 2 killed persons were summoned to the military checkpoint (56) at the northern entrance to al-Shuhada Street. They were questioned by Israeli intelligence service without allowing them to see the corpses of their sons. It should be noted that Israeli forces had declared Tal al-Rumaidah neighbourhood and al-Shuhada Street a closed zone 20 days ago, due to which persons not living in these 2 areas are not allowed to access them for any reason. Moreover, residents of the 2 areas were given numbers so they can pass through the abovementioned military checkpoint.

 

  • At approximately 01:00, Israeli forces moved into Saida village, north of Tulkarm. They raided and searched a house belonging to the family of Ezz al-Deen Abdullah Mohammed Raddad (20), who was killed by the Israeli police in Jerusalem under the pretext of an alleged stabbing attack. Moreover, they questioned the occupants and handed over to them a house demolition notice.

 

  • At approximately 02:30, Israeli forces moved into Kufor Dan village, northwest of Jenin. They raided and searched a house belonging to the family of Ahmed Adnan Ahmed Abed (30). After which, they arrested the aforementioned person and withdrew later.

 

  • At approximately 04:00, Israeli forces moved into al-Hashemiya village, southwest of Jenin. They raided and searched a house belonging to the family of Ali As’ad Kamel Hamran (22). They then arrested the aforementioned person and withdrew later.

 

  • At approximately 04:30, Israeli forces moved into Rumanah village, northwest of Jenin. They raided and searched a house belonging to the family of Sa’id Ahmed Sa’id al-Emour (20). After which, they arrested the aforementioned person and withdrew later.

 

  • At approximately 09:20, Israeli forces stationed at the border fence between the Gaza Strip and Israel, east of Khan Yunis, south of the Gaza Strip, opened fire at Mo’taz Fawzi Mohammed Abu Loli (19), from al-Shabourah refugee camp, in Rafah, while being present near a landfill, to the east of al-Fokhari village, southeast of Khan Yunis. As a result, he sustained 3 bullet wounds to the hand, thigh, shoulder and right side.

Abu Loli said to PCHR’s fieldworker that he was about 100 meters away from the border fence in the said area. He walked about 1,000 meters along the fence looking for a proper place to set up his bird hunting net. Once he started setting up the net, he was hit with a live bullet coming from the border fence side. He sustained 2 bullet wounds to the right arm and thigh, so he raised his hands up but he was also hit with 2 other live bullets to the right shoulder and side. Due to which, he fell to the ground and started crawling westwards,trying to get out of that area under gunfire. Crawling dozens of meters away, Abu Loli saw a person with a little boy on a motorbike so he cried for help. The person on the motorbike hurried up for help, but Israeli forces fired 2 shells at the place, due to which, Mohammed Amin Saleh al-Astal (35) and his child Amin (7), from Khan Yunis, were wounded. The father sustained shrapnel wounds throughout the body and a laceration in the right leg, while the child sustained shrapnel wound to the left leg. In addition, Abu Loli sustained shrapnel wounds to the legs. The 3 wounded persons were taken later to the European Gaza Hospital by 2 motorbikes. Their wounds were moderate.

 

  • Around the same time, Israeli forces fired 3 shells at 2 houses belonging to 2 brothers in al-Emour neighbourhood in al-Fokhari area, that were over 2 kilometres away from the border fence. As a result, the 2 houses sustained damage but no casualties were reported. The damage was as follows:

 

  1. A 160-square-meter house belonging to the family of Ayman Hussein Salman al-Emour accommodates a 7-member family. The house was hit with 2 shells, one of which penetrated the kitchen’s window that overlooks the eastern side and settled in the children’s room. The children miraculously survived, as they were present in the living room at that moment. The other shell hit the staircase ceiling. The house sustained damage as a result.
  2. A 220-square-meter house belonging to the family of Zuhair Hussein Salman al-Emour accommodates an 8-member family. The northern facade and some windows sustained damage due to the shell shrapnel.

 

  • In a new wilful killing crime, Israeli forces killed in the afternoon a Palestinian civilian while going back home on foot to Aboud village, northwest of Ramallah. Israeli forces claimed that the killed person stabbedan Israeli soldier who was standing with other soldiers at the main entrance to the village. However, PCHR’s investigations totally refute the Israeli story.

 

According to PCHR’s investigations and statements of eyewitnesses, at approximately 13:20, on the abovementioned day, 3 soldiers went out of a watchtower that is established opposite the main entrance to Aboud village, northwest of Ramallah. They erected a temporary checkpoint in the village about 200 meters away from the entrance. About 10 boys gathered around, but Israeli soldiers detained Palestinians passing through the checkpoint and asked them to talk to the children to get them away. About 10 minutes later, Abdul Rahman Wajih Ibrahim Abdul Majid (27), who was going back to the village, stepped towards the Israeli soldiers that asked him to stop and raise his hands up. He obeyed their orders. A soldier approached and searched him, after which, the soldier slapped Abdul Rahman in the face. Due to which, Abdul Rahman pushed the soldier who stumbled and fell on his back. The Israeli soldier immediately fired 2 bullets at him. The first bullet entered the neck and exited the back of the head and the other bullet hit the palm of the right hand. Two other soldiers, who were present few meters away, opened fire at him as well, due to which, he fell dead on that soldier. The soldier pulled himself out from under the corpse screaming and the three soldiers fled towards the watchtower. A Palestinian civilian moved ahead towards the corpse. He saw blood coming out of his neck and hand and part of the brain coming out of the back of the head.In the meantime, other civilians arrived at the scene and transported the corpse by a civilian car to Yasser Arafat Hospital in Salfit. 10 minutes later, Israeli forces moved into the village and started firing tear gas canisters and sound bombs in the vicinity of the houses and civilians gathering around. Due to which, a number of Palestinian youngsters gathered and threw stones at Israeli soldiers. As a result, a 30-year-old male sustained a bullet wound to the right leg. He was then transported to Rafidya Hospital in Nablus to receive the necessary medical treatment. Israeli forces claimed that Abdul Majid stabbed a soldier. Israeli media reported that an Israeli soldier sustained serious wounds as he was stabbed by a Palestinian young man, due to which Israeli soldiers shot him dead. However, the eyewitness who saw Abdul Rahman said that he saw a knife near Abdul Rahman’s left hand, but there was no blood on it.

 

  • At approximately 14:55, Israeli forces stationed at the western entrance to Silwad, northeast of Ramallah, on Silwad-Yabroud road near bypass road (60), opened fire at a vehicle. As a result, the driver Anas Bassam Abdul Rahim Hammad (21) was killed after he ran over a group of Israeli soldiers at the entrance to the village. Israeli forces closed the area and denied an ambulance access to the scene. They also fired 3 bullets at the ambulance, due to which, it sustained damage in the front part. Dozens of Palestinian civilians gathered and threw stones at the soldiers who called for backup. Israeli forces, Border Guard officers, Shabak officers and 5 ambulances of the Red Star of David, including a mobile intensive care vehicle, arrived. An eyewitness said to PCHR’s fieldworker that Israeli medical crews arrived and offered medical treatment to the Israeli soldiers but left the Palestinian young man bleeding to death for about 90 minutes inside his vehicle. His corpse was then transported by an Israeli ambulance to an unknown destination. In the meantime, Israeli forces fired tear gas canisters and rubber-coated metal bullets at the Palestinian civilians. As a result, 7 Palestinian civilians sustained metal bullet wounds, including journalist Shaza Abdul Rahman Hammad (25) that sustained a bullet wound to her right leg. They were all taken to al-Amal Medical Centre in the village to receive the necessary medical treatment. Moreover, 11 others suffered tear gas inhalation.

  • At approximately 01:30, Israeli forces moved into Beit Ommer village, north of Hebron. They raided a number of houses, but no arrests were reported. Israeli forces moved towards the Grand Mosque in the village and searched old vacant houses. In the meantime, they also raided and searched a house belonging the family of Khalil Abdul Fattah Sabe’ Sabarneh (73) using sniffer dogs. Israeli soldiers demolished the stone barriers surrounding the house and damaged the foodstuff in the house. Moreover, a female soldier obliged Sabarneh’s wife Kamelah (63) to take her clothes off to be searched. At approximately 06:00, Israeli forces withdrew, but no arrests were reported.

 

  • At approximately 02:00, Israeli forces moved into Tulkarm refugee camp, adjacent to Tulkarm. They raided and searched 2 houses belonging to the families of Osama Hussein Ahmed Awwad (33) and Mos’ab Mahmoud Ahmed Abed Rabbu (34). They arrested the 2 aforementioned person and withdrew later.

  • At approximately 00:30, Israeli forces moved into the western Laban village, northwest of Ramallah. They raided and searched a house belonging to the family of Ramzi Attallah Hassan (23). They arrested the aforementioned person and took him to an unknown destination.

 

  • At approximately 02:00, Israeli forces moved into al-Shweika suburb, north of Tulkarm. They raided and searched a house belonging to the family of Osama Mahmoud Ahmed Khader (21). They arrested the aforementioned person and took him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Ein Sara village, in the centre of Hebron. They stationed in front of Infinity Advertising Company and deployed in the street. They also closed the street and denied journalists access to the area. Israeli soldiers broke the locks fixed on the main door of the company. Once they entered, they confiscated all contents inside, including electronics, and cut off the electricity and internet cables.

Qasem Mohammed Hashem Maraqah, sales manager at the company, said to PCHR’s fieldworker:

 

“The company was raided in the early morning, when no one was in there. Israeli soldiers broke the main door and damaged the electricity and internet networks. Moreover, they confiscated all contents that were estimated at NIS 70,000, in addition to advertisements estimated at NIS 10,000 to be delivered to customers. They all took the company’s financial records. It should be noted that the company employs 20 persons. We were surprised to see that AvichayAdraee, the Israeli forces’ spokesperson, had posted that the company was raided and its contents were confiscated, as the company published inciting materials, which we entirely deny. Ninety perecent of our work is for popular companies and governmental institutions. We have nothing to do with that they are talking about.”

  • At approximately 02:30, Israeli forces moved into Qarawet Bani Zaid village, northwest of Ramallah. They raided and searched a house belonging to the family of Islam Samir Jawdat (19). They arrested the aforementioned person and took him to an unknown destination.

 

  • At approximately 03:00, Israeli forces moved into Kufor Dan village, northwest of Jenin. They raided and searched 2 houses belonging to the families of Maher Tahseen Nayef Abed (40) and Mohammed Mostafa Abdul Latif Abed (28). Moreover, they arrested the 2 aforementioned persons and withdrew later.

 

  • Around the same time, Israeli forces moved into Doura, southwest of Hebron. They raided and searched 2 houses belonging to the families of Qassam Ahmed Masharqah (16) and Yazan Radi Qazaz (17). They arrested the 2 aforementioned personsand withdrew later.

 

  • Also around the same time, Israeli forces raided a house belonging to the family of Awad Mohammed Ebayat in al-Ebayat village, east of Bethlehem. They arrested his 2 sons Alaa (24) and Malek (20). Moreover, JD 25,000 and jewellery estimated at JD 5,000 were missing from the family house.

 

  • At approximately 04:00, Israeli forces moved into al-Joret al-Sham’ah village, south of Bethlehem. They raided and searched a number of houses from which they arrested 3 Palestinian civilians. The arrested persons were identified as Zuhair Faisal Hassan (32), Mostafa Mohammed Ouda (25) and Walid Amin Adawiya (22).

 

  • At approximately 04:00, Israeli forces moved into Ayda refugee camp, north of Bethlehem. They raided and searched a number of houses. They handed 3 summonses over to 3 civilians to refer to the Israeli intelligence service at “Gosh Etzion” settlement, south of Bethlehem. The arrested were identified as Sharaf al-Deen Yassin Abu Salem (19), Mohanned Ayed Abu akar (35) and Mohammed Ali Ebayat (18).

 

  • At approximately 12:10, Israeli forces moved into Beit Foreek village, east of Nablus, at the same time when school studentswere going back home from school.A number of students gathered and threw stones and empty bottles at Israeli soldiers that immediately fired live and rubber-coated metal bullets in response. As a result, a 17-year-old male sustained a bullet wound to the back and Mahmoud Mahdi Mlaitat (16)sustained a bullet wound to the leg. Mahmoud along with 3 other boys were arrested by Israeli forces. The arrested boys were identified as Hamed Mohammed Hanani (16), Amir Adel Msai’at (16) and Aref Nader Mlaitat (15).

 

  • At approximately 15:50 on Sunday, 06 December 2015, dozens of youngsters headed to the border fence area, east of al-Bureij refugee camp, threw stones at Israeli soldiers stationed at the border fence. The Israeli soldiers opened fire in response, as a result, a young man was hit with a bullet that entered the back and exited the belly. The wounded person was taken to al-Aqsa Martyrs’ Hospital in Deir al-Balah, where his wound was classified as moderate.

 

  • At approximately 16:30, Israeli forces moved into Deir al-Ghosoon village, north of Tulkarm, where a number of youngsters gathered and threw stones at Israeli soldiers. The Israeli soldiers fired sound bombs, tear gas canisters in response. As a result, an 18-year-old male was hit with a tear gas canister to the right leg.

  • At approximately 00:30, Israeli forces moved into Jenin and Jenin refugee camp, adjacent to the city. They raided and searched a house belonging to the family of Lotfi Mohammed Saleh Abu al-Nasser (22). They arrested the aforementioned person and withdrew later.

 

  • At approximately 01:00, Israeli forces moved into Qarawet Bani Hassan village, northwest of Salfit. They raided and searched a house belonging to the family of Abdul Aziz Mohammed Mer’i (22), a student at Abu Dees University, who was arrested by Israeli forces in early October, when Mohanned al-Halabi was killed, under the pretext that he assisted Mohanned in a stabbing attack. Israeli forces took the measures of the house and threatened its occupants that they should find another house because theirs would be demolished soon.

 

  • Around the same time, Israeli forces moved into Qalqilya and raided and searched 6 houses, from which they arrested 6 civilians. The arrested civilians, who were taken to an unknown destination, were identified as Abdu Hadi Mohammed Qeshtah (18), Haitham Mohammed Amer (26), Nabil Nehad Abu Mostafa (24), Tareq Nehad Abu Mostafa (16), Ahmed Ghazi Mohammed Qur’an (18) and Mohammed Khaled Shraim (25).

 

  • At approximately 01:30, an Israeli warplane launched 3 missiles at a military site for al-Qassam Brigades (the armed wing of Hamas Movement), east of al-Zaitoun neighbourhood, east of Gaza City. The explosion rocked the area and the nearby houses sustained minor damage, but no casualties were reported.

 

  • Around the same time, Israeli forces moved into Halhoul town, north of Hebron. They raided and searched 2 houses from which they arrested 3 children. The arrested children were identified as Rashed Ali Abu Osbah (13), who is deaf, Laith Hassan al-Bow (16) and his brother Ahmed (13).
  • At approximately 02:00, Israeli forces moved into al-Khelleh neighbourhood, south of al-Mughayer village, northeast of Ramallah and al-Bireh.Israeli forces stationed in front of a house belonging to the family of Basem Fares Ibrahim al-Na’san (20), who was severely wounded with his friend when Israeli forces opened fire at them at Za’tarah checkpoint, south of Nablus, on 30 October 2015, under the pretext of stabbing a female soldier at the checkpoint. Israeli forces raided and searched the house, as the officer in charge questioned the family about the place of the aforementioned person. Moreover, an explosive experts’ team surveyed the house from inside. Israeli forces withdrew later, but no casualties were reported.

 

  • At approximately 02:30, Israeli forces moved into Beit Ommer village, north of Hebron. They raided and searched a house belonging to the family of Yusef Hassan Ikhlail (58). They arrested his son Aktham (25) and took him to an unknown destination.

 

  • Around the same time, Israeli forces moved into Khellet Hadour, south of Hebron. They raided and searched a house belonging to the family of Kayed Mohammed al-Yamani (29). They arrested the aforementioned person and withdrew later.

 

  • At approximately 02:45, Israeli forces moved into Aboud village, northwest of Ramallah. They stationed in front of a house belonging to the family of Abdul Rahman Wajih Ibrahim Abdul Majid (27), who was killed by Israeli forces on 04 December 2015, under the pretext of stabbing an Israeli soldier. They damaged the main door and raided the house, as no one was inside because its occupants had been in the United States of America. An explosives experts’ team surveyed the house and took its measures.

 

  • At approximately 03:00, Israeli forces moved into al-Najjar neighbourhood in Silwan village, northeast of Ramallah. They stationed in front of a house belonging to the family of Anas Bassam Abdul Rahim Hammad (21), who was killed on Friday afternoon, 04 December 2015, after he ran over Israeli soldiers at the village entrance. The officer in charge questioned Anas’ grandfather and mother to know more about Anas and about the place of his father Bassam Hammad. Moreover, an explosives experts’ team surveyed the house. At approximately 05:00, they withdrew later, but no arrests were reported.

 

  • At approximately 04:00, Israeli forces moved into Qaryout village, southeast of Nablus. They raided and searched a number of houses from which they arrested Mohammed Suleiman Essa Hassan (19) and Ghanem Mahmoud Abdullah Mo’amer (20).

 

  • Around the same time, Israeli forces moved into Sabastyah village, northwest of Nablus. They raided and searched a number of houses from which they arrested Qutaiba Abdul Karim Azem (24).

 

  • In the early morning, Israeli gunboats stationed off al-Sudaniya village, west of Jabalia, north of the Gaza Strip, opened fire at Palestinian fishing boats. An Israeli gunboat approached a fishing boat belonging to Mohammed Ashour Eid al-Toum (49), from Amer housing project, west of Jabalia. On board of the boat were fisherman Zayed Zaki Mostafa Troush (19), from Jabalia, and Mahmoud Mohammed Monir Omer (33), from al-Shati’ refugee camp, west of Gaza City, who were sailing within 3 nautical miles. They were arrested and taken to an unknown destination. Moreover, Israeli forces confiscated the fishing boat. No news has been reported about them so far.

 

  • At approximately 14:00, Israeli forces deployed around the Ibrahimi mosque, south of Hebron’s Old City, killed Ehab Fathi Maswadi (21), from al-Hawooz area. Israeli forces claimed that Maswadi stabbed a settler. Maswadi’s corpse was transported by an Israeli ambulance to an unknown destination. According to PCHR’s investigations, the aforementioned person was shot dead near the “Mafia” checkpoint manned by Israeli Border Guard officers, 50 meters away from the Israeli police station, and south of the Ibrahimi mosque.A video posted on social media showed a number of Israeli soldiers and medical crews offering medical treatment to a wounded settler, while Maswadi was lying on the ground for over half an hour. He was left bleeding without being offered first aid until he was transported by an ambulance of the Red Star of David to an unknown destination. Israeli forces closed the area as a result.

 

  • At approximately 16:30, Israeli forces stationed off al-Sudaniya village, west of Jabalia, north of the Gaza Strip, opened fire at Palestinian fishing boats. An Israeli gunboat approached a fishing boat belonging to Salah Murad Abed Meqdad (66). On board of the boat were 4 fishermen sailing within 6 nautical miles. Israeli navy officers obliged them to stop the boat, take their clothes off, jump in the water and swim towards the gunboat. They fishermen were arrested and then transported to Ashdod Seaport and the boat was kept in custody. At approximately 03:00 on Tuesday, 08 December 2015, Israeli forces released the fishermen, who returned to the Gaza Strip via Erez “Beit Hanoun” crossing. The released fishermen were identified as Salah Murad Abed Meqdad (66), Ali Nafez Ali al-Akhsham (34) and his brother Yosri (22), and Mohammed Abdul Aziz Ibrahim al-Halabi (40).

 

  • At approximately 18:00, Israeli gunboats stationed off al-Sudaniyah shore, west of Jabalia, north of the Gaza Strip, opened fire at Palestinian fishing boats sailing within 2 nautical miles. Gunfire continued for about 30 minutes, but no casualties were reported.

  • At approximately 01:30, Israeli forces moved into Ramin village, east of Tulkarm. They raided and searched a house belonging to the family of Zaid Sami Abed al-‘Aziz Sulaiman (41) and then arrested him. It should be mentioned that the aforementioned person, who served about 13 years in the Israeli jails, was released few months ago.

 

  • Around the same time, Israeli forces moved into ‘Attil village, north of Tulkarm. They raided and searched a house belonging to the family of a former prisoner Hammam ‘Afif Mohammed Rashid ‘Atily (23). After which, Hammam was arrested by the Israeli forces.

 

  • Around the same time, Israeli forces moved into a number of neighborhoods in Hebron. They raided and searched a number of houses from which they arrested 4 civilians. The arrested were identified as Fadi Abdul Hakim Abu Dawood (28), Zeyad Ali Qawasmah (39), who served 15-year imprisonment in the Israeli jails and was released 3 months ago.
  • At approximately 02:00, Israeli forces moved into Jaba’ village, south of Jenin. They raided and searched a house belonging to the family of Ihab Mounir Naser Fashafsha (23). They arrested the aforementioned person. Moreover, they damaged the contents of the house and stole NIS 8,000. After which, many Israeli soldiers raided a house belonging to the family of ‘Awad Rashid Abu ‘Oun (45). They arrested the abovementioned civilian, but released him later.

 

  • At approximately 02:30, Israeli forces moved into Deir Abu Mish’al village, northwest of Ramallah. They raided and searched a house belonging to the family of Hamad Khaier Bar’othi (21). They arrested the aforementioned civilian and withdrew later.

 

  • At approximately 03:00, Israeli forces accompanied by undercover units raided al-Wihdah Hotel, in the center of Ramallah. Many Israeli soldiers raided the hotel after breaking the main door with a sharp tool and then breaking 20 internal doors of the hotel rooms, due to which, the inmates were frightened. Moreover, Israeli forces searched the room of Basem Fares Ibrahim Na’san (20) from al-Moghayer village, northeast of Ramallah. They arrested him and confiscated a mobile phone belonging to another inmate named ‘Adnan Jadou’. It should be mentioned that the losses were estimated at NIS 10,000.

 

  • In the meantime, Israeli forces moved into Khellet Nofal area in Qalqilia. They raided and searched 3 houses from which they arrested 3 civilians. They arrested civilians were identified as Morad ‘Asim Mahmoud Miskawi (19),Khalil Abed al-Karim Khalil Miskawi (21) andZiyad Isma’il Salam Abu ‘Asab (40).It should be mentioned that the last one was not present at his home, so Israeli forces arrested his mother. As a result, Abu ‘Asab turned himself to the Israeli forces to release his mother.

 

  • At approximately 03:00, Israeli forces moved into al-Douha village, south of Bethlehem. They moved into al-Dheisha refugee camp from different entrances and raided and searched dozens of houses. Moreover, they arrested 5 civilians and handed summonses over to others to refer to the Israeli intelligence service. In the meantime, dozens of youngsters gathered and threw stones and empty bottles at Israeli soldiers that opened fire in response. As a result, Malek Akram Shaheen (18) was hit with a bullet that settled in the forehead. Israeli forces denied the Palestinian medical crews access to the refugee camp and left Malek bleeding for a long time. After Israeli forces withdrew, Malek was transported to Beit Jala Hospital, where he was pronounced dead. The arrested civilians were identified as Mostaf Attiya al-Hassanat (20), Mohammed Ali Abu Ajamiyah (19), Diaa’ Khalil al-Ja’fari (20), Mohammed Elias Sarahnah (19) and Qusay Abu aban (21).

 

  • At approximately 12:30, a group of undercover units sneaked by 2 vehicles into Ni’lin village, west of Ramallah. The two vehicles stopped in front of the Bank of Palestine in the center of Ramallah. A number of undercover units in civilian clothes stepped out of the vehicles. Suddenly, Israeli Border Guard and police officers accompanied by military vehicles moved into the area to support the undercover units. After which, Israeli forces arrested Hassan ‘Omran al-Haj Yousef (36) from Qibya village, before withdrawing.

 

  • At approximately 22:00, Israeli forces moved about 200 meters to the east of Beit Hanoun crossing, northwest of Beit Hanoun, north of the Gaza Strip. They levelled lands while opening fire sporadically. In the early morning, on Wednesday, 09 December 2015, Israeli forces withdrew.

  • At approximately 01:00, Israeli forces moved into Jabal al-Sharif neighbourhood, south of Hebron. They raided and searched a house belonging to the family of Ehab Fathi Zakariya Maswadi (21), who was killed on 07 December 2015, near the “Mafia” checkpoint, south of the Ibrahimi mosque, under the pretext of a stabbing attack. Israeli forces deployed in the house and kept its occupants outdoors. They then handed summonses over to all the family members, excluding women, to refer to the Israeli intelligence service in “Gosh Etzion” settlement, south of Bethlehem.

 

  • At approximately 01:30, Israeli forces moved into Beit Ommer village, north of Hebron. They raided and searched 3 houses from which they arrested 3 civilians. The arrested were identified as Rabee’ Jawad Jamal Awad (19), Abdul Nasser Abdul Hamid al-Froukh (17) and Hamzah Samir Sadeq Abu Mariya (16).

 

  • At approximately 02:00, Israeli forces moved into Bel’a village, northeast of Tulkarm. They raided and searched 2 houses belonging to the families of Omer Mahmoud Mahmoud Shahrour (39) and Tha’er Yusef Tawfiq Zraiqi (20). They arrested the 2 aforementioned person and withdrew later.

 

  • At approximately 03:00, Israeli forces moved into Nablus. They raided and searched many houses from which they arrested Mohammed al-Madani (38); and engineer Bahaa’ Tofaha (36).

 

  • Around the same time, Israeli forces moved into ‘Ain Beit Ma’a camp, west of Nablus. They raided and searched many houses, after which they arrested Abdullah Jamil Abu al-Rish (28).
  • Around the same time, Israeli forces moved into Beer al-Mahjar area, west of Hebron. They raided and searched a house belonging to the family of Malek Talal Mohammed al-Sharif (25), who was killed in “Gosh Etzion” area, south of Bethlehem, on 05 November 2015, under the pretext of a stabbing attack. Israeli forces kept the family outdoors and took the measures of the house. Moreover, they threatened of demolishing house and ordered the family to leave it.

 

  • At approximately 03:30, Israeli forces moved into Sa’ir village, east of Hebron. They raided and searched a number of houses, after which, they arrested Jawad Hassan Faroukh (22).
  • At approximately 07:00, Israeli forces moved about 150 meters into the east of al-Bureij refugee camp. They levelled lands and then withdrew at approximately 14:00, on the same day.

 

  • At approximately 08:40, a group of undercover units sneaked by 3 private vehicles with Palestinianregistration plates into al-Naqar neighborhood, near al-Quds Open University, at the southern entrance to Tubas village. The undercover units raided a house belonging to the Director of Democratic Front for the Liberation of Palestine, Iyad Mostafa Mahmoud Musalamani (30), claiming that he was wanted to the Israeli forces. Therefore, they arrested him. In the meantime, many military vehicles moved into the city to secure the withdrawal of the undercover unit members. Due to which, a number of al-Quds Open University students gathered and threw stones and empty bottles at the vesicles. The Israeli forces fired live bullets at the protesters in response. As a result, 3 civilians were wounded with live bullets and were then taken to the Turkish Hospital in the city.

 

  • At approximately 10:00, Israeli forces moved about 200 meters to the east of Beit Hanoun crossing, northwest of Beit Hanoun village, north of the Gaza Strip. They levelled lands that were already levelled previously. At approximately 12:00, Israeli forces withdrew.

 

  • At approximately 13:00, Israeli forces deployed at the closed al-Shuhada Street, in the center of Hebron, shot dead Abdul Rahman Yosri Maswadi (21), from al-Hawooz area, under the pretext of stabbing 2 Israeli settlers. The corpse was taken by an Israeli ambulance to an unknown destination. According to PCHR’s preliminary investigations, the Israeli soldiers opened fire at Maswadi near a military checkpoint near the entrance to “Beit Hadassa – al-Daboya” settlement. He was left bleeding without being offered first aid by medical crews of the Red Star of David.

 

  • At approximately 19:40, following a shooting attack carried out by armed persons in a car driven on a bypass road, near “Avni Heftis” settlement, southeast of Tulkarm, against a settlers’ car, Israeli forces moved into Tulkarm. They closed all entrances leading to the city. In the meantime, Israeli forces deployed in different areas in the city and raided a number of stores to confiscate the videos of surveillance cameras. At approximately 00:00, Israeli forces imposed additional restrictions in the city. They then stationed in Thanabah suburb as they learnt that the car used in the attack was found burnt there.

 

Note: During the aforementioned day, Israeli forces carried out8incursions in the following areas without reporting any arrests: Kharas, al-Daheriyah, Beit Awwa, Raboud and Tarousah villages and al-Fawar refugee camp in Hebron; Sabah al-Khair suburb, west of Jenin; and the border area, east of al-Bureij refugee camp.


 

  1. Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

 The West Bank

 

  • On Thursday afternoon, 03 December 2015, a group of Palestinian young men gathered in al-Taweel mountain area adjacent to “Psagot” settlement in al-Bireh village, to organize a demonstration against the Israeli policies and settler attacks. The demonstrators threw stones at the settlement’s fence, due to which, the Israeli soldiers stationed in the area fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at the protesters. As a result, a 15-year-old male was hit with a rubber-coated metal bullet to his left knee.

 

  • At approximately 13:00 on Friday, 04 December 2015, dozens of Palestinian young men gathered in al-Naqar neighborhood area near the annexation wall, west of Qalqilya, and threw stones at the Israeli soldiers stationed in the area. Due to which, Israeli soldiers fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at the protesters. As a result, 2 civilians, including a child, were hit with rubber-coated metal bullets.

 

  • Following the Friday prayer, on 04 December 2015, hundreds of Palestinians from Beit Ommar village, north Hebron, organized a peaceful demonstration demanding the recovery of the Palestinian corpses that have been kept in the Israeli custody. It should be noted that the number of those corpses reached 16 so far. The protesters raised Palestinian flags and portraits of victims, chanting national slogans. They then made their way to the eastern entrance to the village, where the Israeli soldiers established a permanent military checkpoint 10 days ago. The Israeli soldiers randomly fired tear gas canisters at the protesters. As a result, a number of protestors suffered tear gas inhalation.

 

  • On Friday afternoon, dozens of young men gathered in the vicinity of Ofer Prison, west of Ramallah, to organize a demonstration against the Israeli policies and settler attacks. After which, the protesters made their way to the prison gate, so the Israeli forces closed the gate and deployed in the area. The protesters set fire to rubber tires and threw stones and empty bottles at the Israeli soldiers, who immediately fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at the protesters. As a result, 3 civilians were hit with live ammunition to their lower limbs.

 

  • Around the same time, dozens of Palestinian young men gathered at the southern entrance to al-Jalazoun refugee camp, north of Ramallah, near an UNRWA school for boys, 300 meters away from the fence of “Beit-Eil” settlement, to organize a peaceful demonstration in protest against the Israeli attacks in the oPt. The demonstrators threw stones at the settlement fence, due to which, Israeli forces stationed in the area fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters at the protesters and then chased them into the camp. As a result, a 39-year-old male sustained a live bullet wound to his stomach and a 14-year-old male sustained a live bullet wound to his right thigh.
  • At approximately 13:00 on Saturday, 05 December 2015, dozens of Palestinian young men gathered in al-Naqar neighborhood near the annexation wall, west Qalqilya, and threw stones at the Israeli soldiers stationed in the area, who immediately fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters in response. As a result, a 14-year-old male was hit with a rubber-coated metal bullet to his left ankle.
  • On Sunday afternoon, 06 December 2015, dozens of Palestinian young men gathered at the western entrance to Silwad village, northeast of Ramallah, on the road between Silwad and Yabroud villages, near Bypass road (60), in protest against the Israeli policies. The protesters set fire to tires and threw stones and Molotov cocktails towards the aforementioned road and Israeli soldiers. Due to which, Israeli soldiers stationed in the area fired live ammunition, rubber-coated bullets, sound bombs and tear gas canisters at the protestors. As a result, a 17-year-old male was hit with two live bullets; the first bullet entered the bladder and exited the buttock while the other one entered the right forearm. The wounded civilian was taken to Palestine Medical Complex in Ramallah to receive medical treatment where he underwent an operation for 3 hours. His condition was serious but stable.

 

  • At approximately 10:00 on Monday, 06 November 2015, a number of Palestinian young men gathered in front of an Israeli military camp established on the western lands of the Palestine Technical University “Khadouri”, west of Tulkarm, in protest against the Israeli attacks in the oPt. When the protesters arrived at the area, Israeli forces moved into the western lands of the university and then heavily fired tear gas canisters at the protesters. Due to which, the protesters threw stones and Molotov cocktails at the Israeli soldiers. Moreover, at approximately 12:00, the Israeli soldiers attacked a stone thrower and pushed him to the ground. Other protesters tried to pull and free him from their hands. At approximately 13:30, the Israeli soldiers raided the university campus and deployed between the buildings while opening fire. As a result, 11 civilians, including 4 children, were hit with live bullets and were then taken to Thabet Thabet Hospital in Tulkarm to receive medical treatment.

 

  • On Tuesday 08 December 2015, dozens of young men gathered at the southern entrance to al-Jalazoun refugee camp, north of Ramallah, in protest against the Israeli attacks in the oPt. The protesters threw stones at the soldiers stationed along the border fence of “Beit Eil” settlement. Due to which, Israeli soldiers fired live ammunition, rubber-coated metal bullets, tear gas canisters and sound bombs at the protesters and chased them into the camp. As a result, Qais Mohammed Mahmoud Taha (10) was hit with a live bullet to the stomach; the bullet exited the right side of his back. The wounded child was taken to the Palestine Medical Complex in Ramallah to receive medical treatment where he underwent an operation for 2 hours during which part of his Intestines was removed.

 

The Gaza Strip

 

  • At approximately 13:00 on Friday, 04 December 2015, dozens of Palestinian young men headed to the border fence between the Gaza Strip and Israel, east of al-Shuja’ia neighborhood, east of the Gaza Strip. A number of protesters approached the fence, set fire to rubber tires and threw stones at the soldiers stationed along the fence. Due to which, Israeli soldiers sporadically fired live ammunition and tear gas canisters at the protesters. As a result, 3 civilians were wounded with live bullets.

 

  • At approximately 13:30 on Friday, dozens of Palestinian youngsters headed to the border fence between the Gaza Strip and Israel, east of al-Faraheen area in ‘Abasan village, east of Khan Younis, south of the Gaza Strip. A number of protesters approached the border fence, set fire to rubber tires and threw stones at the soldiers. Additionally, some of the youngsters tried to raise the Palestinian flags. Due to which, Israeli soldiers sporadically fired live ammunition and tear gas canisters at the protesters until the evening. As a result, 3 civilians were wounded with live bullets and were then taken to the Gaza European Hospital to receive medical treatment.

 

  • At approximately 14:00 on Friday, dozens of Palestinian youngsters headed to the border fence between the Gaza Strip and Israel, east of al-Bureij refugee camp, in the Central Gaza Strip. The protesters set fire to rubber tires and threw stones at the soldiers stationed behind the sand barriers along the border fence. Due to which, Israeli soldiers fired live ammunition and tear gas canisters at the protesters. As a result, 10 civilians, including 2 children, were wounded. Nine of them were hit with live bullets while one of the children was hit with a tear gas canister to his left leg. The wounded civilians were taken to Al-Aqsa Hospital in Deir al-Balah. As one of them was seriously wounded, he was taken to al-Shifa Hospital. Wounds of the other civilians ranged between minor and moderate. Additionally, 6 civilians suffered tear gas inhalation, one of whom was a PRCS volunteer paramedic.

 

  • At approximately 14:30 on Friday, Israeli forces stationed in Beit Hanoun crossing, northwest of Beit Hanoun, north of the Gaza Strip, fired live ammunition, rubber-coated metal bullets and tear gas canisters at dozens of protesters on the road between the Palestinian and the Israeli sides of the crossing. The protesters threw stones at the soldiers in protest to the Israeli attacks against the Palestinian civilians in Jerusalem and the West Bank. As a result of the clashes that continued until 17:30, 4 civilians, including 2 children, were wounded. Two of whom were hit with live bullets, while the others were hit with rubber-coated metal bullets.

 

Demonstrations against the annexation wall and settlement activities

 

  • Following the Friday prayer, on 04 December 2015, dozens of Palestinian civilians from Bil’in village and Israeli and international human rights defenders organized the weekly peaceful demonstration in protest against the annexation wall and settlement activities. The demonstrators made their way through the village streets and then headed to the annexation wall. The Israeli forces had closed all the entrances to the village to prevent demonstrators from participating in the demonstration. The demonstrators walked along the cement wall and tried to sneak through the fence. The Israeli soldiers stationed behind the wall from the western side fired live ammunition, rubber-coated metal bullets, sound bombs and tear gas canisters. They also chased them into olive fields and between the houses in response. As a result, a 20 year-old male was hit with a sponge-tipped bullet to his head.

 

  • Following the Friday prayer, Palestinians from Ni’lin, Budrus, al-Nabi Saleh and Kufor Qaddoum villages, northeast of Qalqilya, and west and northwest of Ramallah and al-Bireh, organized a peaceful demonstration in protest against the annexation wall and settlement activities. The Israeli forces fired tear gas canisters, sound bombs and rubber-coated metal bullets at the protesters to disperse them. No casualties were reported.

 

  • At approximately 15:00 on Saturday, 05 December 2015, Palestinian civilians and Israeli and international human rights defenders organized a protest from the center of Kufor Qaddoum village, northeast of Qalqilya, and made their way to the eastern entrance to the village in protest against closing that entrance since the beginning of al-Aqsa Intifada with an iron gate. When they arrived at the gate, Israeli forces fired live ammunition at the protesters. As a result, a 16-year-old male was hit with a live bullet to his left thigh.

 Note: PCHR keeps the names of the injured persons in the aforementioned demonstrations. Rubber-coated metal bullets are lethally if they hit the head of victim from a close range. 

  1. Continued closure of the oPt

 

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.

Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

 

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

 

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

 

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

 

  • Hebron:Israeli forces established (54) checkpoints all over the city. On Thursday,03 December 2015, the Israeli forces established 7 checkpoints at the entrances toEthna village; Bani Na’im village; Beit Ummer village; al-‘Aroub refugee camp, north of Hebron; the southern and northern entrances to Hebron and the northern entrance to Halhoul village.

 

On Friday, 04 December 2015, Israeli forces established 9 checkpoints at the entrances to Ethna village; Beit Ummer village; Sa’ir village; Kharsah village; al-‘Aroub refugee camp; al-Fawar refugee camp, south of Hebron; the southern and northern entrances to Hebron and the northern entrance to Halhoul village.

 

On Saturday , 05 December 2015, Israeli forces established 8 checkpoints at the entrances to Ethna village; Beit Ummer village; Sa’ir village; al-‘Aroub refugee camp; al-Fawar refugee camp, south of Hebron; the southern and northern entrances to Hebron;the northern entrance to Halhoul village; the southern entrance to Hebron; and on the roads of Halhoul village; Beit Ummer village and northern road of Hebron.

 

On Sunday, 06 December 2015, Israeli forces established 10 checkpoints at entrances to Ethna village; Beit Ummer village; Sa’ir village; Kharsah village; al-‘Aroub refugee camp and al-Fawar refugee camp, south of Hebron; the southern and northern entrances to Hebron and the northern entrance to Halhoul village.

 

On Monday, 07 December 2015; Tuesday, 08 December 2015 and Wednesday 09 December 2015, Israeli forces established the same checkpoints again in the abovementioned villages.

 

Ramallah and al-Bireh:Israeli forces established (11) checkpoints all over Ramallah. At approximately 07:30 on Thursday, 03 December 2015, Israeli forces established a checkpoint near the intersection of Beit Our al-Foqa village, southwest of Ramallah.

 

On Friday, 04 December 2015, Israeli forces established 4 checkpoints at the entrances to al-Nabi Saleh village and Dir Abu Mesh’al village, northwest of Ramallah; ‘Atara bridge at the northern entrance of Birzeit, north of Ramallah and under the bridge of Yabroud village, northeast of Ramallah.

 

At approximately 18:30, Israeli forces closed the main entrance to ‘Aboud village, northwest of Ramallah with sand barriers.

 

On Saturday, 05 December 2015, Israeli forces established 5 checkpoints at the entrances to Ni’lin village, west of Ramallah; Senjil village, north of Ramallah; the northern entrance to ‘Ain Sina village, north of Ramallah; Beit Our al-Foaq intersection, southwest of Ramallah and ‘Atara bridge at the northern entrance of Birzeit.

At approximately 13:00, Israeli forces closed the eastern entrance to al-Nabi Saleh village, northeast of Ramallah, with an iron gate.

 

At approximately 14:30 on Wednesday, 09 December 2015, Israeli forces established a checkpoint at the western entrance of Selwad village, northeast of Ramallah. The soldiers searched the civilian vehicles and checked IDs of the passengers. Additionally, they kept in custody a vehicle belonging to Abed al-Qader Ahmed Hammad, which was carrying 6 school students aging between 10 to 15 years old. After which, the soldiers got one student out of the vehicle and questioned him about throwing stones at Israeli soldiers. One of the Israeli soldiers intentionally fired 2 live bullets at the vehicle from a range ofabout10 meters after allowing it to cross the checkpoint. As a result, the vehicle rear window was broken while the windshield was smashed. Due to which, the children in the vehicle were frightened.

 

  • Jericho:

At approximately 10:30 on Friday, 04 December 2015, Israeli forces established a checkpoint near the entrance of Fasayel village, north of Jericho.

 

  • Salfit:At approximately 12:30 on Sunday, 06 December 2015, Israeli forces established a checkpoint at the western entrance to Marda village, north of Salfit.

 

At approximately 17:00 on Monday, 07 December 2015, Israeli forces established a checkpoint at the entrance to Deir Ballout village, west of Salfit.

 

  • Tulkarm: At approximately 14:00 on Friday, 04 December 2015, Israeli forces stationed at ‘Enab checkpoint established on the main road between Tulkarm and Nablus, east of Tulkarm, escalated their arbitrary measuresagainst the Palestinian civilians and obstructed their movement through the checkpoint. At approximately 12:30 on Sunday, 06 December 2015 and at approximately 12:30 on Monday, 07 December 2015, Israeli forces escalated their arbitrary measures against the civilians as well.

 

  • Note: all the above-mentioned checkpoints were removed later and no arrests were reported.

 Arrests at military checkpoint: 

  • At approximately 15:00 on Friday, 04 December 2015, Israeli forces stationed in Hawara checkpoint, south of Nablus, arrested Mahmoud Mohammed Mahmoud Khaled (22) from ‘Ain Beit al-Ma’ refugee camp, west of Nablus. Israeli forces claimed that the abovementioned civilian had a knife and intended to carry out stabbing before arresting

 

  • At approximately 10:00 on Saturday, 05 December 2015, Israeli forces stationed at the Ibrahimi mosque entrances and gates in the Old City in Hebron, arrested Jihan ‘Isaa Taqatqa (18), from Beit Fajar village, south of Bethlehem. Israeli forces claimed that Jihan had a knife and attempted to carry out stabbing. After which, Jihan was then taken to al-Ibrahimi mosque police station before taking her to an unknown destination.

 

  • At approximately 10:00 on Sunday, 06 December 2015, Israeli forces deployed in the vicinity of “Karmi Tsur” settlement, south of Beit Ommer village, north of Hebron, arrested Sa’id Mohammed ‘Oda Bahar (50), while grazing sheep in his land adjacent to the security fence.

 

  • At approximately 12:00 on Monday, 07 December 2015, Israeli forces arrested Khalil ‘Alib Bladi (18) from al-Far’a refugee camp, south of Tubas village, after Israeli forces raided his workplace in “Tomer” settlement.

 

  • At approximately 22:00 on Tuesday, 08 December 2015, Israeli forces arrested Mohammed Mahmoud Mousa Ba’jawi (16), while being present in the olive fields, west of Ya’bod village and adjacent to “Mevo Dotan” settlement. The Israeli forces claimed that the above mentioned child along with other youngsters threw stones at the settlers private cars in the bypass road in the village.

 

  • At approximately 20:00 on Wednesday, 09 December 2015, Israeli forces arrested ‘Alaa Mohammed Hussain Tamimi (25) and Tamer Farah Ali Tamimi (24) from al-Nabi Saleh village, northwest of Ramallah, while crossing the checkpoint established at the entrance of the village.

   

  1. Efforts to create Jewish majority

 Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:

 

Shooting incidents

 

  • At approximately 11:30 on Thursday, 03 December 2015, Israeli soldiers stationed at a checkpoint established at the intersection of Hezmah village, northeast of Jerusalem, killed Mazen Hasan Mohammed ‘Oraibi (36) from Abu Dis village, east of the city.

 

According to PCHR’s investigations, when two Israeli soldiers were searching a car belonging to Khaled Ya’qoub Abu Jebnah (47) at a checkpoint established by Israeli forces at the intersection of Hezmah village, Mazen ‘Oraibi stepped out of his car and directly opened fire from his gun at the Israeli soldiers. Four Israeli soldiers in the area opened fire at him. As a result, he was hit with several bullets and immediately died. Moreover, Abu Jebnah was hit with a bullet that penetrated the back and settled in the abdomen. When the soldiers made sure that ‘Oraibi passed away, one of them approached him and opened fire at his head from a zero distance. It should be mentioned that ‘Oraibi is an officer in the Palestinian General Intelligence Services (GIS).

 

  • At approximately 18:00 on Thursday, 03 December 2015, Israeli police officers opened fire at ‘Ezz al-Deen Rayeq ‘Abdullah Raddad (21) under the pretext of stabbing someone in his car in the vicinity of al-Mesrarah area near al-Anbyaa’ Street in the Old City in East Jerusalem. As a result, he was hit with several bullets from a close range and left bleeding to death. The Israeli police claimed that Raddad stepped towards a police officer, who was sitting in a police car in al-Anbiyaa’ Street, and pulled his knife out to stab the officer in the hand. The police officer started fighting with Raddad, but the Israeli officers who were in the area opened fire at Raddad and killed him immediately. The Israeli police immediately closed the area, and dozens of police and Intelligence officers deployed in the vicinity. All passers-by were denied access, and the young man was left to bleed to death on the ground without offering him treatment. It should be mentioned that Raddad is from Sayda village, north of Tulkarm, and lives in al-‘Abidiyah village, east of Bethlehem.

 

  • At approximately 18:30 on Sunday, 06 December 2015, Israeli police opened fire at ‘Amer Yaser Iskafi from Beit Hanina, north of occupied Jerusalem. As a result, he was hit with several live bullets throughout his body and left to bleed to death in the scene although there were Red David Star ambulance crews in the area.

 

Luba al-Samari, Spokesperson of the Israeli police to the Arab Media, said, “An Arab from Beit Hanina neighbourhood was driving his vehicle and apparently ran over a person. As a result, he sustained minor wounds and was taken to Shaare Zedek Hospital. The attacker stepped out of his car with a knife in his hands. He noticed a police car, so he stabbed a police volunteer officer in his hand causing him minor wounds. Meanwhile, the Israeli officers fired several bullets at him and neutralized him. His death was later declared.” Iskafi family did not believe that their son carried out a run over or stab attack in Romima area as the incident occurred near his workplace in West Jerusalem. They added that it was only a road accident, but the Israeli forces killed him in cold blood.

 

Incursions and arrests

 

  • At approximately 15:00 on Saturday, 05 December 2015, Israeli forces arrested Mohammed ‘Odah Abu al-Hawa (15) and ‘Omer Ahmed ‘Ashayer (16) while they were walking in al-tour neighbourhood, east of East Jerusalem’s Old City. They were taken to an unknown destination.
  • At approximately 08:00 on Sunday, 06 December 2015, Israeli forces arrested four Palestinian civilians, including 2 children, in East Jerusalem’s Old City and took them to “al-Qashlah” police station to question them. The arrested persons were identified as Hazem Ahmed Sandouqah (22); Naser Ibrahim Salamah (20); Hazem Yousif al-Ja’abari (16) and Nasrallah al-Ja’abri (14).

 

  • On Saturday morning, 05 December 2015, Israeli staffs from the municipality and police moved into Selwan village, south of East Jerusalem, and distributed 6 administrative demolition orders to residential and commercial facilities belonging to Ja’afar and ‘Abasi families under the pretext of building without a license. Yousif Ja’afar said that the Israeli Municipality handed his brothers and him administrative demolition orders relevant to an 80-square-meter under construction house and a 20-square-meter store in a house established 24 months ago in addition to a 30-square-meter room used as a guest room established a year ago. Ja’afar added that the municipality staffs handed the family administrative orders to demolish “Broast” Restaurant and a caravan used as a store in addition to a grocery shop and butchery. They also handed Hani al-‘Abasi an administrative demolition order related to his house in “‘Ein al-Lozah-” neighbourhood noting that the 120-square house is still under construction.

 

  • At approximately 14:30 on Sunday, 06 December 2015, Israeli forces arrested Manar Majdi ‘Abdel Majeed Shweiki (15) under the pretext of having a knife while sitting in al-Helwah Valley neighbourhood in Selwan village, south of East Jerusalem’s Old City, and took her to an Israeli outpost in the village.

 

An eyewitness said that a 15-year-old girl in her school uniform was sitting in al-Helwah Valley neighbourhood when Israeli soldiers surrounded her. They searched her and severely beat her. She was then taken to an Israeli outpost in the neighbourhood and precisely searched. The eyewitness added that the Israeli soldiers arrested her under the pretext of having a knife. They prevented village residents from approaching the girl to check on her especially after she was beaten. The Israeli soldiers then fired sound bombs in the area to distance the residents from the girl. They also confiscated cell phones from some youngsters and deleted photos showing the searching.

 

  • At approximately 02:00 on Monday, 07 December 2015, Israeli forces moved into al-‘Issawiyah, northeast of East Jerusalem. They raided and searched a number of houses and then arrested 3 children from the village and took them to an unknown destination. The arrested were identified as Nasim Rabah Khaled Muheisen (15); Rami Naser Isma’il Muheisen (17) and Nasim Amjad Muheisen (17).

 

  • At approximately 03:00, Israeli forces moved into a house belonging to Tawfiq Shqeirat in Jabal al-Mukaber neighbourhood, southeast of Jerusalem. They arrested his son ‘Emran (21) and took him to an unknown destination.

 

  • At approximately 05:00, Israeli forces moved into Selwan village, south of East Jerusalem’s Old City. They raided and searched a number of houses and arrested 3 children from the village taking them to an unknown destination. The arrested children were identified as Ahmed Naser al-Zaghal (1^); Darwish Yehia Darwish (17); Ibrahim al-Joulani (14) and Mo’aaz Ahmed al-Shloudi (14).

 

  • At approximately 02:00 on Tuesday, 08 December 2015, Israeli forces raided and searched a house belonging to ‘Abdullah Hassounah in al-Thawri neighbourhood, south of East Jerusalem’s Old City. They arrested his child Akram (16) and took him to an unknown destination.

 

  • On the same day morning, Israeli municipality staffs handed an administrative order to demolish two houses in Yasoul Valley neighbourhood, south of the Old City in East Jerusalem under the pretext of building without a permit. Mahdi Barqan said that Israeli municipality staffs accompanied with Israeli forces raided a house belonging to his brothers Anas and Qosay Barqan in Yasoul Valley neighbourhood and handed them the demolition order under the pretext of not having a license. The two houses were built 16 years ago on a land belonging to the family. The first house belongs to Anas Barqan and his family comprised of 5 members, including 3 children, and the second one belongs to his brother Qosay and his family comprised of 4 members, including 2 children. Each house’s area is around 100 square meters.

 

  • In the morning, Israeli forces arrested Head of Fatah Youth in Jerusalem, Ahmed al-Ghoul, after summoning him to al-Maskoubia facility in West Jerusalem to question him. His detention was extended until appearing before the Israeli Magistrate’s Court next day morning on charges of incitement.

 

  • At approximately 09:00, Israeli forces arrested Zinat al-jallad (54) and Montaha Abu Sneinah (49) while trying to enter al-Aqsa Mosque via al-Selselah Gate in East Jerusalem’s Old City. They were taken to al-Qeshlah police Station to question them.

 

  • At approximately 11:00, Israeli forces arrested Hijazi Nazmi Musbah Abu Sbeih (33) while being in a shop in Salah al-Deen Street and took him to al-Maskoubia Facility. They handed him a decision to deport him from Jerusalem for 6 months. The aforementioned civilian said that Israeli intelligence officers and forces arrested him from a shop and took him to al-Maskoubia police station (Room 4). Upon his arrival, the intelligence service handed him an order issued by the “Home Front Command” to deport him from Jerusalem for 6 months pursuant to 1945 Emergency Law under the pretext of “maintaining security”. Abu Sbeih described the deportation order as arbitrary that will negatively affect his life as his work and house are in Old Jerusalem. It should be mentioned that Abu Sbeih is married with 3 children aged between 1 to 5 years.

 

  • At approximately 01:00 on Wednesday, 09 December 2015, Israeli forces raided and searched a house belonging to Mohammed al-Za’atari in Ras al-‘Amoud neighbourhood, east of the East Jerusalem’s Old City. He arrested his son Mo’ataz (23) and took him to an unknown destination.

 

  • At approximately 04:00, Israeli forces moved into ‘Anata village, northeast of East Jerusalem. They raided and searched a number of houses and arrested ‘Amar al-Refa’ie (23) and ‘Ammar Mohammed Zahwah (21). The arrested young men were later taken to an unknown destination.

 

  • At approximately 05:00, Israeli forces raided and searched a house belonging to Taysir al-Salaymah in Hattah Gate neighbourhood in East Jerusalem’s Old City. They arrested his child Fahmi (12) and took him to an unknown destination.

 

House demolition policy on grounds of collective punishment

 

  • At approximately 01:30 on Thursday, 03 December 2015, Israeli forces moved into Nablus. They stationed in the vicinity of a house belonging to prisoner Ragheb Ahmed Mohammed ‘Aleiwi in al-Dahiyah neighborhood, southeast of the city. Some of them roofed a number of nearby houses and others accompanied by engineering teams raided and searched the house. The Israeli soldiers using an electric digger destroyed the walls of the second floor in the 4-storey building established on an area of 200 square meters. They then extended wires of explosives in the walls and remotely exploded the house. As a result, there were severe damages in the whole building, which shelters 4 families comprised of 15 members, including 8 children. The explosion also caused material damages to 5 houses and a mosque as follows:
  1. A 3-storey building established on an area of 60 square meters. Fathi ‘Omer al-Aghbar lives in the first floor; Hasan Fathi Yasin al-Aghbar lives in the second and Ibrahim Yousif al-Aghbar lives in the third. The windows were broken in addition to window guards in the front and side façades of the building.
  2. A 2-storey house built on an area of 170 square meters belonging to Khalil Taher ‘Asfour. Damages were caused to the western and southern sides of the building, and the windows were broken.
  3. A 2-sotrey house built on an area of 150 square meters belonging to Nehad al-Shabari and the windows were broken.
  4. A 3-storey building established on 200 square meters belonging to Soliman Hosni al-Sharif. Severe damages were caused to the southern façade and the furniture. The house shelters five families comprised of 21members, including 12 children.
  5. A 2-storey house built on area of 120 square meters belonging to Riyadh ‘Abdel Mo’ati Dawoud Boules. Severe damages were caused to the side façade of the house and the furniture. The house shelter two families of 12 members, including 8 children.
  6. Umahat al-Mo’menin Mosque is comprised of 2 floors. Its windows were broken from all sides.

 

When Israeli forces were on their way out, a number of children and young men gathered in Faisal Street in the southern side of the city and threw stones at their vehicles. The Israeli soldiers in response fired live bullets at the stone-throwers. As a result, a 20-year-old civilian was hit with a bullet, which penetrated the neck nad exited the left jaw. He was taken to Rafidia Governmental Hospital, and his condition was described as stable.

 

  1. Settlement activities and attacks by settlers against Palestinian civilians and property

 

Israel has continued its settlement activities in the oPt, a direct violation of international humanitarian law, and Israeli settlers have continued to attack Palestinian civilians and property.

 

Israeli forces’ attacks

 

  • At approximately 10:00 on Thursday, 03 December 2015, Israeli forces accompanied bytwo vehicles belonging to the construction and organization department in the Israeli Civil Administration, a truck-mounted crane and car carrier truck, raided and searched a carpentry and brick workshop belonging to ‘Ata Nabil ‘Abdel Rahman Ghanem (35) on Bypass Road (60) between al-‘Aroub refugee camp and Beit Ummar village, north of Hebron. The Civil Administration officers confiscated a bundle of wood and bricks used for construction work and put them in the truck. They also confiscated a forklift and put it on the second truck. The Israeli authorities claimed that Ghanem works in a place that was banned from construction work upon a previous notice.

The aforementioned civilian said to a PCHR fieldworker that:

 

“I rented a 100-square-meter barrack built of brick and tin from someone living in Beit Ummar village 4 months ago, but I did not receive any notification regarding my work in wood trade. I was surprised when officers from the Civil Administration and Israeli forces arrived at my workshop and confiscate the wood, bricks and forklift under the pretext of working in an area that was previously banned from construction work. The officer also threatened me to confiscate the rest of wood within a week if I did not close the workshop and leave the area. I lost more than 150,000NIS and this is my only source of living.”

 

  • Around the same time, a number of officers from the construction and organization department in the Israeli Civil Administration and Israeli soldiers raided and searched a store belonging to Fayez ‘Azmi Faries Shammas (46) from Hebron near Ghanem store for Wood near Bypass Road (60). The civil administration officers confiscated manual tools and a sewing machine after forcing Shammas to leave it. The organization and administration officer claimed that Shammas did not have a license to work in this place. They also confiscated items are estimated at around 7,000NIS.

 

  • At approximately 10:00 on Sunday, 06 December 2015, Israeli forces accompanied by two vehicles belonging to the construction and organization department in the Israeli Civil Administration moved into Qanous Sha’ab area, east of Beit Ummar village, north of Hebron. The construction and organization officer left two notifications to stop work in two under-construction houses established on an area of 200 square meters. The houses belong to ‘Issa Mahmoud Hussein ‘Allamah and his brother Anwar. At approximately 10:30, Israeli forces patrolled the streets of al-‘Arab Valley area, northeast of the village, and stationed near a 3-dunum agricultural land belonging to Redwan ‘Ali ‘Abdel ‘Aziz Breigheth that was reclaimed and planted with apple trees. The civil administration officer handed its owner a notification to stop working in the land and evacuate a container used for storing agricultural equipment. The officer also left a stop to work notification near a plot of land that was cleared to build a 200-square-meter house belonging to Yousif ‘Abdel ‘Aizi Soliman Abu ‘Ayyash. The notifications were under the pretext of construction and reclamation in a “C” area, which under full Israeli control according to Oslo Accords.

 

  • At approximately 11:30 on Monday, 07 December 2015, Israeli forces moved into al-Naqqar neighbourhood in Qalqilya and handed 12 notifications to stop construction work in 5 under-construction houses and agricultural rooms and stop levelling lands. According to the governorate office, the notified houses are built within the structural plan of Qalqilya and obtained construction licenses from its municipality. The notification ordered the following names to refer to Beit Eil Court at approximately 09:30 on 31 December 2015 for the follow-up:

 

  1. Tawfiq Ahmed J’eidi: a 1-storey house;
  2. ‘Abir ‘Ali Yousif ‘Aqqad: a 1-storey house;
  3. Mo’emen ‘Abdel Karim Salim J’eidi: a 1-storey house;
  4. Khaldon Ghassan Sho’eib: a 1-storey house; and
  5. Siham Mohammed Qattawi: a 1-storey inhabited house.

 

They also handed Ahmed Rashad Selmi a notification to demolish an agricultural room and Monther Ghuneim Nazzal a notification to remove a fence around his land. They also handed notifications to level their lands adjacent to the annexation wall to ‘Abdel Baset Tawfiq Kharazan; Ayman Mohammed al-Terawi; Mohammed Ibrahim Dawoud; Kamal al-Haj Hasan; ‘Azmi al-Kherbawi and Mohammed ‘Adel ‘Enayah.

 

  • On Tuesday, 08 December 2015, Israeli forces accompanied with a bulldozer moved into Kafa area, south of Tulkarm. The bulldozer levelled 27 dunums planted with olive trees and a greenhouse. One of those affected said to a PCHR fieldworker that he was like all residents surprised when the Israeli forces did this as they did not receive any notification regarding their planted lands since too long. The Israeli forces later withdrew, but no further incidents were taken.

 

 

 

 

 

 

 

 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51-day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

 

  1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self-determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine;
  2. PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non-recurrence of aggression against the oPt, especially the Gaza Strip;
  3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt;
  4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees;
  5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed;
  6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals;
  7. PCHR calls upon the international community to act in order to stop all Israeli settlement expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them;
  8. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute;
  9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian-Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights;
  10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them;
  11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure;
  12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine;
  13. PCHR calls upon the European Union to activate Article 2 of the EU-Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
