Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

 

 

 

2 Palestinian civilians died of wounds they sustained
during the Israeli offensive on the Gaza Strip.

 

Israeli forces continued to open fire at border areas
in the Gaza Strip.

A worker collecting metal pieces and stones was
wounded in the northern Gaza Strip.

 

7 Palestinian civilians, including 2 children and a woman,
were wounded in different shooting incidents in the West Bank.

3 children were wounded while mishandling a sound bomb
of the Israeli weapons’ remnants.

 

Israeli forces continued to use force against peaceful
protests in the West Bank.

A child and a photographer of the Popular Committee
against the Annexation Wall and Settlement Activities were wounded in al-Nabi
Saleh village.

 

Israeli forces conducted 55 incursions into
Palestinian communities in the West Bank.

51 Palestinian civilians, including 6 children, were arrested
in the West Bank.

13 of those civilians, including 3 children, were
arrested in occupied Jerusalem.

 

Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

Israeli
forces established dozens of checkpoints in the West Bank.

At least 5 Palestinian civilians, including a child,
were arrested at military checkpoints in the West Bank.

A Palestinian civilian was arrested at Beit Hanoun
(Erez) crossing, north of the Gaza Strip.

 

Israeli navy forces continued to target Palestinian
fishermen in the Gaza Strip sea.

Israeli navy forces opened fire at Palestinian fishing
boats 5 times in the northern and southern Gaza Strip.

 

Israeli forces continued to support settlement
activities in the West Bank and Israeli settlers continued to attack
Palestinian civilians and property.

124 olive trees were cut-off and burnt in the northern
West Bank.

Israeli settlers set fire to Abu Baker al-Seddiq Mosque
in Aqraba village, southeast of Nablus.

 

 

Summary

 

Israeli violations of international law and international
humanitarian law in the oPt continued during the reporting period (02–
15 October2014
).

 

Shooting:

 

 

During the reporting period, 2 Palestinian civilians
died of wounds they sustained during the Israeli offensive on the Gaza Strip
and a worker collecting metal pieces and stones in the northern Gaza Strip was
wounded.  In the West Bank, 12
Palestinian civilians were wounded , including 6 and a woman who was wounded in
East Jerusalem.

 

In the Gaza Strip, on 10 October 2014, medical sources
at Shifa Hospital pronounced Arafat Tafesh (30) dead due to wounds he sustained
on 30 July 2014 during the Israeli offensive.

 

On 11 October 2014, medical sources at the European
Hospital in Khan Yunis pronounced Jamal Abu Lebdah (50) dead of wounds he
sustained on 03 August 2014 during the Israeli offensive on the Gaza Strip.

 

On the same day, a worker collecting metal pieces and
stones was wounded when Israeli forces stationed along the border in the
northern Gaza Strip opened fire at a group of workers near the border.

 

In the context of targeting fishermen, on 10 October
2014, Israeli gunboats opened fire thrice at Palestinian fishing boats sailing
off al-Waha resort in the northern Gaza Strip, and off Rafah shore in the
southern Gaza Strip.

 

On 11 and 13 October, Israeli gunboats opened fire at
fishing boats off al-Waha resort and off Rafah shore respectively. However,
neither casualties nor material damage were reported.

 

In the West Bank, 4 Palestinian civilians, including 2
children, were wounded in Nablus when Israeli forces moved into the city and
its refugee camps to secure settlers who went to Joseph Tomb area to perform
religious rituals.

 

On 14 October 2014, a civilian sustained a bullet
wound to the face in al-Fare’ah refugee camp, south of Tubas, while a pregnant
woman sustained injured in the chest as a window was broken due to the
explosion of sound bomb around her house.

 

On the same day, 3 children from Beit Za’tah area in
the east of Beit Ommar village, north of Hebron, sustained moderate wounds to
their hands due to the explosion of a sound bomb of the Israeli weapons’
remnants around their houses.

 

On 15 October 2014, a Palestinian woman was wounded
when Israeli forces moved into various areas in East Jerusalem’s Old City after
worshipers had went out of the al-Aqsa mosque in which they gathered to prevent
settlers from raiding the mosque on the last day of the Jewish Sukkot holiday.
Israeli forces fired sound bombs and rubber-coated metal bullets at the
worshipers, due to which, a 22-year old woman sustained a bullet wound to the
back and her 17-year-old brother sustained a fracture to the leg.

 

Israeli forces used excessive force against peaceful
protests
organized by
Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank.
As a result, a 15-year-old male was hit by a
sound bomb to the face and a 48-year-old male sustained burns to the face as
Israeli forces sprayed pepper spray on his face during al-Nabi Saleh weekly
protest. It should be noted that he is the photographer of the Popular
Committee against the Annexation Wall and Settlement Activities in the said
village.

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 55 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 51 Palestinians, including 6
children and a woman.  Thirteen of these
civilians, including 3 children, were arrested in Jerusalem.

 

On 14 October 2014, Israeli forces moved into
al-Fare’ah refugee camp, south of Tubas. They raided a number of houses and
searched them using sniffer dogs. They detained residents of these houses for hours
and fired a sound bomb at a house belonging to the heirs of Ibrahim Abu Shqair,
due to which, fire was set to the house, but residents of the area extinguished
it with water.

 

Restrictions on movement:

 

Israel continued to impose a tight closure of the oPt,
imposing severe restrictions on the movement of Palestinian civilians in the
Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily
tightened since June 2007 has had a disastrous impact on the humanitarian and
economic situation in the Gaza Strip. 
The Israeli authorities impose measures to undermine the freedom of
trade, including the basic needs for the Gaza Strip population and the
agricultural and industrial products to be exported. For 7 consecutive years,
Israel has tightened the land and naval closure to isolate the Gaza Strip from
the West Bank, including occupied Jerusalem, and other countries around the
world. This resulted in grave violations of the economic, social and cultural
rights and a deterioration of living conditions for 1.7 million people.  The Israeli authorities have established Karm
Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order
to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports.

 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested 5 Palestinian civilians, including a child, at military
checkpoints in the West Bank, and a 6th one at Erez crossing in the
Gaza Strip.

Settlement activities

 

Israel has continued its settlement activities in the
oPt, in a direct violation of international humanitarian law, and Israeli
settlers have continued to attack Palestinian civilians and property.

 

On 02 October 2014, Israeli moved
into Kherbat Safi., east of Yatta, south of Hebron. They handed Isamil Bader
Awad Makhamera a notice to demolish his house under the pretext of not having a
construction permit.

 

On 09 October 2014, Israeli bulldozers guarded by Israeli forces
moved into an agricultural land near al-Kahder village and Nahlin village
borders. They bulldozed 3 dunums in Sirb al-Teen area near “Danial” settlement
and placed a sign that says that a public park for settlers will be established
instead. 

 

On 10 October 2014, Israeli forces moved into Kherbat Om Sarara in
al-Musafer complex, east of Yatta, south of Hebron. They stationed at its
center and handed Ibrahim Ali Awad a notice to stop construction in a
residential tent with an area of 30 square meters and a barn made of stones and
plastic with an area of 40 square meters under the pretext of not having a construction
permit.

 

Attacks by Israeli Settlers

 

On 09 October 2014, Israeli
settlers form “Givat Runim” settlement which is established on the lands of
Burin village, south of Nablus, moved into a land belonging to Ahmed Abdel
Fattah Khalifa in al-Thaniya gate area. They chopped down 15 olive trees and
picked the olives of 104 square meters of land in which 400 olive trees are
grown.

 

On 07 October 2014, Israeli
settlers of “Givat Runim” settlement attacked Mahmoud Raja Mahmoud Eid (47)
near al-Thaniya gate when he was picking olives. They threw stones at him over
15 minutes and he sustained wounds to his chest and legs.

 

On 10 October 2014, Israeli
settlers from “Taffouh settlement” attacked the lands of Yasouf village, east
of Salfit. They set olive trees on fire using tiers and plastic. They also
destroyed 6 other trees in revenge. The Palestinians put the fire out and
prevented it from spreading.

 

On the same day, Israeli
settlers from “Taffouh” settlement burnt and chopped down olive trees in al-Masamek
area which belong to brothers Isam and Nafez Ali Abdullah Mansour. 3 trees were
destroyed and the owners of the lands could not reach their property due to
repeated attacks against them.

 

On the same day, Israeli settlers
of “Ariel” settlement set fire on the eastern mountain of Marda village, north
of Salfit. As a result, 100 trees were burnt while the owner of the land was
picking olives with a group of French solidarity groups.

 

On 11 October 2014, Israeli
settlers attacked Alaa Fathi Naim ‘Ataine (30), from Yasouf village, when she
was picking olives with her husband. As a result, she sustained bruises. The
settlers had attacked them with iron bars and sticks.

 

On the same day evening, a
group of settlers from “Beit ‘Itid”, which is established on confiscated lands
form al-Asfir village, southeast of Yatta, south of Hebron, attacked two
children, Saqer Abu Qbeita (17) and his brother Osama (8), with sticks and
sharp tools. It should be noted that al-Asfir area lies behind the annexation
wall and its residents moved across 
using special permits.

 

On 14 October 2014, Israeli
settlers set fire to Abu Baker al-Siddiq Mosque in ‘Aqraba village, southeast
of Nablus. It should be noted that the mosque is located in Ras Karkas quarter
in the southern side of ‘Aqraba village, which is less than 400 meters from
Trans-Samaria road. The settlers wrote a slogan in Hebrew on walls of the
mosque and signed it ‘Price Tag in Taffoah settlement’. The slogan further says
that this attack was in revenge for Kahana, a settler from the aforementioned
settlement, who was killed several years ago by a Palestinian from ‘Aqraba on
the same date.

 

On 14 October 2014, Israeli
forces backed by several military vehicles moved into al-Karmel village, east
of Yatta, south of Hebron. They deployed along the village entrances and
neighborhoods. They established checkpoints to clear the way for settlers who
were to preform religious rituals at an archeological site till the evening
hours. No arrests were reported.

 

 

Israeli Violations Documented during the Reporting Period

1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians
and Property in the West Bank and the Gaza Strip

Thursday, 02 October 2014

 

At approximately 16:00, Israeli forces moved into
Kherbet Safa area, west of Beit Ommar village north of Hebron. They raided and
searched a number of houses and took photos of them. They also filled a form
for each house they searched with the number of rooms and belongings inside.
Israeli soldiers distributed a notice that included threats against
Palestinians in case settlers residing in the nearby settlements were attacked.
They withdrew later, and no arrests were reported.

 

Sunday, 05 October2014

· At approximately 02:00, Israeli forces moved into Bani
Na’im village, east of Hebron. They raided and searched a house belonging to
the family of Sohaib Abdul Hamid Abu Jarour (21). They arrested the
aforementioned person and took him to an unknown destination.

 

Note: during the abovementioned day, Israeli forces moved into al-Fawar
refugee camp, south of Hebron, but no arrests were reported

 

Wednesday, 08
October 2014

At approximately 02:00, Israeli forces moved into
Nablus and Ein Beit al-Ma’ refugee camp, northwest of the city. They raided and
searched 2 houses belonging to the family of Ahmed al-Hajj Ali (76), member of
the Palestinian Legislative Council (PLC) from the Change and Reform Bloc, in
al-Sekka Street and al-Zahra’ neighbourhood. Israeli forces has been looking
for al-Hajj Ali since the kidnapping of the 3 settlers in June 2014, and this
was the 6th time Israeli forces raided his house. Israeli forces
withdrew later, and no arrests were reported.

 

Thursday, 09 October 2014

 

At approximately 02:30, Israeli forces moved into
al-Dhaheriya village, south of Hebron. They raided and searched 2 houses from
which they arrested Khaldoun al-Tull (25) and Ibrahim al-Hawareen (27).

 

Note: during the abovementioned day, Israeli forces
carried out 3 incursions into the following areas, but no arrests were
reported: al-Tabaqa area, south of Doura, southwest of Hebron; al-Aroub refugee
camp, north of the city; and Beit Luqia village, southwest of Ramallah.

 

Friday, 10 October 2014

At approximately 06:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats sailing within 2 nautical miles off the
shore. Israeli navy forces chased the boats and fired flare bobms overhead.
They opened fire at the fishing boat for about an hour, but neither casualties
nor material damage were reported.

 

At approximately 08:00, medical sources at Shifa Hospital
in Gaza City pronounced 30-year-old Arafat Sohail Saber Tafesh, from al-Zaitoun
neighbourhood, dead because of wounds he sustained in the attack against
al-Shuja’iya market on 30 July 2014 during the Israeli offensive on the Gaza
Strip. The attack resulted in killing 30 persons then. It should be noted that
Tafesh was transferred to al-Maqased Hospital in Jerusalem for the seriousness
of his wound.

 

At approximately 15:30, Israeli forces moved into
Mothallath al-Aqaba area, south of doura, southwest of Hebron. A number of boys
gathered and threw stones and empty bottles at Israeli soldiers who fired sound
bombs and tear gas canisters in response. As a result, a number of civilians
suffered tear gas inhalation. Israeli forces withdrew later, and neither house
raids nor arrests were reported.

 

At approximately 16:00, Israeli forces stationed at
the entrance of Beit Ommar village, north of Hebron, arrested Mohammed Sami
Sabarnah (26), from his own restaurant. Israeli soldiers raided the restaurant,
where a quarrel erupted between the aforementioned person and Israeli soldiers.
They then arrested him an took him to an unknown destination.

 

At approximately 20:30, Israeli gunboats stationed off
Rafah shore, fired a number of shells at fishing boats sailing within 2
nautical miles, but neither casualties nor material damage were reported.

 

At approximately 23:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishing boats sailing within 6 nautical miles. They also
fired flare bombs overhead and chased the fishing boats. The attack lasted for
30 minutes, but neither casualties nor material damage were reported.

 

Note: during the abovementioned day, Israeli forces
carried out 4 incursions into the following areas, but no arrests were
reported: al-Samou’ village, south of Hebron; Birzait village, north of
Ramallah; Kherbatha al-Mesbah village, southwest of the city; and al-Jiftlek
village, north of Jericho.

 

Saturday, 11 October 2014

 

At approximately 02:00, Israeli forces moved into
Nablus. They stationed around a house belonging to the family of Abdul Rahman
Jehad al-Shakhsheer (24), southwest of the city. They raided and searched the
house and arrested the aforementioned person.

 

Around the same time, Israeli forces moved into
al-Dhaheriya village, south of Hebron. They raided and searched a house
belonging to the family of Faisal Khalil Mahfouz. They handed him a summons for
his brother Taleb (28) to refer to the Israeli intelligence service in
“Gosh Etzion” settlement, south of Bethlehem.

 

At approximately 02:10, Israeli forces moved into
Zawata village, northwest of Nablus. They stationed around a house belonging to
the family of Mo’tasem Samir HamzaSaqf al-Hait (25) at the eastern entrance of
the village. Israeli forces arrested the aforementioned person and his 5
brothers: Mo’ayed (34), Montaser (33), Saddam (24), Mohammed (23) and Ahmed
(18).

 

At approximately 06:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at fishing boats sailing within 4 nautical miles. They chased the boats
and fired at them for about 30 minutes, but neither casualties nor material
damage were reported.

 

At approximately 10:30, Israeli forces stationed along
the border, north of Beit Lahia in the northern Gaza Strip, opened fire at a
group of workers collecting metal pieces and stones near the border. As a
result, 24-year-old Anas Saber al-Atawanah, from al-Fahkoura area in Jabalia,
sustained a bullet wound to the right leg. He was taken by a PRCS’ ambulance to
Kamal Odwan Hospital in Beit Lahia. His wound was described as moderate.

 

At approximately 11:30, medical sources at the
European Gaza Hospital in Khan Yunis in the southern Gaza Strip pronounced
50-year-old Jamal Abdul Rahman Hamza Abu Lebdah dead of wounds he sustained
earlier. The aforementioned person was wounded on 03 August 2014, when Israeli warplanes
fired a missile at the UNRWA Rafah Preparatory School (A) that was used as a
shelter for displaced families during the Israeli offensive. Abu Lebdah was
wounded as he was passing by the school. The attack resulted in killing 10
civilians, including 6 children, and wounding 27 others. of whom a woman and a
child died of their wounds later.

 

At approximately 16:30, Israeli forces moved into
al-Muqefa area, near Kherbet al-Aqaba, south of Doura, southwet of Hebron. A
number of boys gathered and threw stones and empty bottles at Israeli soldiers
who fired sound bombs and tear gas canisters in response. As a result, a number
of civilians suffered tear gas inhalation. 
Neither casualties nor material damage were reported.

 

Around the same time, Israeli forces moved into
Beitounya village, west of Ramallah. They patrolled the streets and arrested
Deya’ Mohammed Fayez Ali Badra (14). Badra was walking in the streets when he
was arrested. He was taken to Ofer detention facility, but was released on bail
of NIS 200 at approximately 17:00 on Tuesday, 14 October 2014.

 

Note: during the abovementioned day, Israeli forces carried out 3 incursions
into the following areas, but no arrests were reported: al-Dyouk and al-Nwei’ma
villages, north of Jericho; and Bani Na’im village, east of Hebron.

 

Sunday, 12 October 2014

 

At approximately 01:00, Israeli forces moved into
Selwad village, northeast of Ramallah. They raided a house belonging to the
family of No’man Saleh Hamed (18). They handed him a summons to refer to the
Israeli intelligence service in Ofer detention facility, southwest of Ramallah.
Israeli forces withdrew later and no arrests were reported.

 

Around the same time, Israeli forces moved into Bani
Na’im village, east of Hebron. They raided and searched a house belonging to
the family of Mahmoud Mousa Khalil D’eis (24). They arrested the aforementioned
person and took him to an unknown destination.

 

At approximately 01:30, Israeli forces moved into
Ni’lin village, west of Ramallah. They raided and searched a house belonging to
the family of Mohammed Fahmi Ibrahim Srour (24). They arrested the
aforementioned person and took him to an unknown destination.

 

Around the same time, Israeli forces moved into Yatta
village, south of Hebron. They raided and searched a house belonging to the
family of Abdullah Mostafa Makhamra (19).They arrested the aforementioned
person and took him to an unknown destination.

 

At approximately 02:30, Israeli forces moved into a
number of neighbourhoods in Hebron. They raided and searched 2 houses from
which they arrested Wesam Ahmed Abu Madi (28) and Adnan Khalil Abu Madi (26).

 

Around the same time, Israeli forces moved into
al-Fawwar refugee camp, south of Hebron. They raided and searched a house
belonging to the family of Monther Mohammed Mahmoud Abu Warda (31). They arrested
the aforementioned person and took him to an unknown destination.

 

At approximately 03:00, Israeli forces moved into
Budrus village, west of Ramallah. They raided a house belonging to the family
of Yusef Shafiq Mohammed Abdul Karim (35). They handed him a summons to refer
to the Israeli intelligence service in Ofer detention facility, southwest of
Ramallah. Israeli forces withdrew later and no arrests were reported.

 

At approximately 11:30, Israeli infantry units
stationed in Hebron’s Old city secured the settlers’ passage and celebrations
of the Jewish Sukkot holiday, as there was additional restrictions in the
southern area of the city. Israeli soldiers raided al-Hajj Ziad Jaber School in
the centre of the Old City and prevented teachers from getting out of the school.
Once the students were going home, Israeli soldiers arrested 2 of them: Ref’at
Mahmoud al-Dabouki (11); and Mohammed Nasser al-Ja’bari (11). They photographed
the 2 boys and then released them. In the meantime, Israeli soldiers arrested
Abdul Hakim Ibrahim al-Bouti (10) from the vicinity of his family house in the
same area. They took him to Ja’bara police station, but released him after few
hours and delivered him to the Palestinian liaison office.

 

Monday, 13 October 2014

 

At approximately 00:00, Israeli forces moved into
Tulkarm. They patrolled the streets, where a number of boys gathered and threw
stones at Israeli soldiers, who fired sound bombs and tear gas canisters in
response. Israeli forces then moved into Tulkarm refugee camp and raided a
house belonging to the family of Mohammed Basem Hamdan Qasem (26). They
arrested the aforementioned person and took him to an unknown destination.

 

At approximately 01:00, Israeli forces moved into Deir
Samet village, southwest of Doura, southwest of Hebron. They raided and
searched a house belonging to the family of Mohammed Ahmed Mousa Masalma (28).
Theyarrested the aforementioned person and took him to an unknown destination.

 

At approximately 01:30, Israeli forces moved into a
number of neighbourhoods in the centre of Hebron. They raided and searched 2
houses from which they arrested Hamada Ibrahim Qawasma (30) and Khaled
al-Zgheer (29).

 

Around the same time, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They raided and searched a number of
houses from which they arrested Wajdi Hussein al-Shareef (22), Mohammed Hassan
al-Shareef (20) and Hassan Nidal al-Shareef (21).

 

At proximately 02:00, Israeli forces moved into Kufor
Dan village, northwest of Jenin. They raided and searched a house belonging to
the family of Mahmoud Mostafa Mohammed Abed (24). They arrested the
aforementioned person and his brother Saleh (20).

 

At approximately 02:30, Israeli forces moved into
Sa’ir village, east of Hebron. They raided and searched 2 houses from which
they arrested Abdul Hamid Na’im Shalalda and Nadi Te’ma Shalalda.

 

At approximately 23:30, Israeli forces moved into
Nablus and Balata refugee camp, east of the city, to secure the passage of
settlers who entered the city to perform religious rituals in Joseph tomb area.
Dozens of Palestinians gathered and threw stones at Israeli forces, who fired
live ammunition in response. As a result, 2 Palestinians,including a child,
sustained bullet wounds and 2 others were arrested. A 16-year-old male
sustained 2 bullet wounds to the right leg and a 25-year-old male sustained a
bullet wound to the right leg. The detainees were: Omran Atta Essa Mseimi (16)
and Mohammed Ghassan Nasser Abu Haweila (24).

 

In the same context, a number of boys gathered in
Askar Street and threw stones at Israeli soldiers, who opened fire in response.
As a result, a 19-year-old male from Askar refugee camp sustained a minor
bullet wound to the head.

 

Around the same time, a number of youngsters gathered
in the centre of Nablus and threw stones at Israeli soldiers who fired live
ammunition in response. As a result, a 15-year-old male from Nablus sustained a
moderate bullet wound to the left thigh.

 

At approximately 23:45, Israeli gunboats stationed off
Rafah shore fired shells at a fishing boat near the Palestinian-Egyptian
borders. Neither casualties nor material damage were reported.

 

Note: during the
abovementioned day, Israeli forces carried out 4 incursions into the following
areas, but no arrests were reported:al-Shyoukh village, northeast of Hebron;
Kufor Laqef and Azoun villages, east of Qalqilya; and Beit Luqia village,
southwest of Ramallah.

 

Tuesday, 14 October 2014

At approximately 00:00, Israeli forces moved into
Tulkarm. They raided a house belonging to the family of Alaa’ Kamal Hosni Azem
(27). They arrested the aforementioned person and took him to an unknown
destination.

 

At approximately 01:00, Israeli forces moved into
al-Fare’a refugee camp, south of Tubas. They blew up doors of a number of
houses and raided them. One of the raided houses belongs to Khaled Mansour
Soboh, member of the Political Bureau of the People’s Party and activist in the
popular committees boycotting Israeli products, and the 2 other houses belong
to Basel Mansour and Asem Mansour. Israeli forces used sniffer dogs and
detained men in a room and women in another room for hours. They also blew up
doors of a nearby supermarket. Israeli soldiers fired a sound bomb towards a
house belonging to the heirs of Ibrahim Abu Shqair. As a result, fire was set
to the house’s furniture, but residents of the area extinguished it with water.

 

In the early morning, a number of boys gathered and
threw stones at Israeli soldier, who fired live ammunition, rubber-coated metal
bullets, sound bombs and tear gas canisters in response. As a result, a
23-year-old male sustained a bullet wound to the face. He was taken to Tubas
Turkish hospital but then transferred to Rafidya Hospital in Nablus. Moreover,
27-year-old Ersal Mohammed Sobhi Abdul Jawad was wounded by pieces of glass to
the chest as a sound bomb exploded around her house and broke a window. It
should be noted that Ersal is pregnant in the 7th month.  Israeli forces denied a PRCS’ ambulance
access to the area, due to which, other civilians took the 2 wounded by their
private cars to the ambulance at the entrance of the refugee camp. Israeli forces
also arrested 11 civilians, including 3 children, and took them a house
belonging to the family of Ibrahim Jaber Abu Zalat. They questioned them on the
spot for over 3 hours and released them later. The detainees were: Mohammed
Fayes Fahmawi (24); Saif Khaled Mansour (18); Khaled Hassan Mansour (57); Asem
Hassan Mansour (51); Hassan Asem Mansour (24); Hakam Asem Mansour (17); Omer
Farid Shehab (30); Ashraf Farid Shehab (27); Farouq Haroun Abu Hassan (51);
Haroun Farouq Abu Hassan (16); and Mohammed Rashid Abu Hassan.

 

At approximately 01:30, Israeli forces moved into Beit
Ommar village, north of Hebron. They raided a number of houses and questioned
residents of these houses on the spot. In addition, they raided a house
belonging to the family of Azhar Abdul Hamid Ikhlail. They kept his family
outdoors and arrested his son Sofyan (25). In the meantime, Israeli forces
arrested Sami Amer Ahmed Abu Jouda (19) from his family house.

 

At approximately 02:00, Israeli forces moved into
Nouba village, west of Hebron. They raided and searched a house belonging to
the family of Ehsan Abdul Fattah Dababsa (30). They arrested the aforementioned
person and took him to an unknown destination.

 

Around the same time, Israeli forces moved into Beit
Luqia village, southwest of Ramallah. They raided and searched a house
belonging to the family of Mo’taz Nabil Sobhi Assi (18). They arrested the
aforementioned person and took him to an unknown destination.

 

At approximately 03:00, Israeli forces moved into a
number of neighbourhoods in the centre of Yatta, south of Hebron. They raided
and searched a house belonging to the family of Ibrahim Khalil Ibrahim Murr
(18). They arrested the aforementioned person and took him to an unknown
destination.

 

At approximately 16:00, 3 children from Beit Za’ta area,
east of Beit Ommar village, north of Hebron, sustained moderate wounds to their
hands, as a sound bomb of the Israeli weapons’ remnants exploded in the
vicinity of their houses. They were taken to Hebron Hospital, where they
received medical treatment. The 3 wounded children were: Mohammed Nasim Mahmoud
Mesyef (10); Yamen Mohammed Mesyef (9); and Hamada Jamal Sabarna (8).

 

At approximately 21:30, Israeli forces moved into
Marka village, south of Jenin. They raided a house belonging to the family of
Mohammed Tayseer Atta Mousa (21). They handed him a summons to refer to the
Israeli intelligence service in Salem detention facility, northwest of Jenin.
Israeli forces withdrew later and no arrests were reported.

 

Note: during the abovementioned day, Israeli forces carried out 5 incursions
into the following areas, but no arrests were reported: Kherbatha al-Mesbah
village, southwest of Ramallah; Termis’ya village, north of the city; and Ya’bad,
Anza and al-Taiba villages in Jenin.

 

Wednesday, 15 October 2014

 

Note: during the abovementioned day, Israeli forces carried out 2 incursions
into the following areas, but no arrests were reported: Anabta and Ramin
villages in Tulkarm.

 

2. Use
of excessive force against peaceful demonstrations protesting settlement
activities and the construction of the annexation wall

 

During the reporting period,
Israeli soldiers used excessive force against peaceful demonstrations organized
by Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank. As a result, 2 Palestinian civilians were wounded during al-Nabi
Saleh weekly protest.

 

(PCHR keeps the names of the wounded in
fear of being arrested by the Israeli forces within its policy to oppress the
peaceful protests and prevent Palestinian civilians from participating).

 

Demonstrations against the construction of the annexation wall and
settlement activity

 

Following the Friday Prayer on 10
October 2014, dozens of Palestinian civilians and international and Israeli
human rights defenders organized a peaceful demonstration in Bil’in, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators took the streets raising the Palestinian flags
and headed to the liberated territories near the annexation wall. Early in the
morning, Israeli forces closed all entrances to the city to prevent Palestinian
civilians and international and Israeli human rights defenders from
participating in the protests. The protestors marched by the annexation wall
and tried to cross the fence. Israeli soldiers stationed behind the wall, in
the western area, and a large number of soldiers deployed along it, fired live
bullets, tear gas canisters, rubber-coated steel bullets, sound bombs and waste
water at them and chased them into the olive fields. As a result, several
demonstrators suffered tear gas inhalation. In addition, Israeli forces
detained Mohammed Abdul Karim al-Khateeb (40) for 2 hours.

 

Around
the same time, dozens of Palestinian civilians and Israeli and international
human rights defenders organised a peaceful demonstration in Nabi Saleh
village, southwest of Ramallah, in protest at the construction of the
annexation wall and settlement activities. The demonstrators made their way in
the streets raising the Palestinian flags and chanting slogans against the
occupation and in support of the Palestinian unity, and then they headed to the
lands that the settlers are trying to rob by force near “Halmish” settlement.
Israeli forces had closed all the entrances of the village since the morning to
prevent Palestinian and international activists and journalists from
participating in the demonstration. When they arrived at the aforementioned
land, demonstrators were met by live bullets, tear gas canisters, rubber-coated
steel bullets, sound bombs and skunk water and were chased into the village. As
a result, a 15-year-old male was hit by a gas canister to the face. Moreover, many
civilians suffered tear gas inhalation. Belal Abdul Salam Tamimi (48) sustained
burns in his face as Israeli soldiers sprayed pepper spray on his face. It
should be noted Tamimi is photographer of the popular committee against the annexation
wall and settlement activities in the village.

 

Also at approximately 13:20, Palestinian civilians and
international solidarity activists organized a protest in the center of Kufor
Qaddoum village, northeast of Qalqilya, heading to the eastern entrance of the
village in protest against closing that entrance since the beginning of al-Aqsa
Intifada with an iron gate. The demonstrators threw stones at Israeli soldiers,
who fired rubber-coated metal bullets, sound bombs and tear gas canisters in response.
As a result, about 15 protestors suffered tear gas inhalation. In addition,
Israeli forces sprayed waste water at the protestors and houses around, and no
further incidents were reported.

 

Other Demonstrations

 

On Friday afternoon, 10 October 2014, dozens of Palestinian young men gathered at the
western entrance of Selwad village, northeast of Ramallah on the road between
Selwad village and Yabrod village near Street (60) and threw stones at the
aforementioned street. Israeli soldiers fired live ammunition, rubber-coated
metal bullets, sound bombs and tear gas canisters at the civilians, and chased
them into the village. As a result,
a number of demonstrators suffered tear gas
inhalation and others sustained bruises as they were beaten up by Israeli
soldiers.
Moreover, Israeli forces established a
checkpoint under Yabroud village’s bridge and prevented Palestinians from
getting into or out of the village.

 

3. Continued
closure of the oPt

 

Israel continued to impose a tight closure on the oPt, imposing
severe restrictions on the movement of Palestinian civilians in the Gaza Strip
and the West Bank, including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tighten the closure of the Gaza Strip
and close all commercial crossings, making the Karm Abu Salem crossing the sole
commercial crossing of the Gaza Strip, although it is not suitable for
commercial purposes in terms of its operational capacity and distance from
markets.

Israeli forces have continued to apply the policy, which is aimed
to tighten the closure on all commercial crossings, by imposing total control
over the flow of imports and exports.

 

The total closure of al-Mentar (“Karni”) crossing since
02 March 2011 has seriously affected the economy of the Gaza Strip. Following
this closure, all economic and commercial establishments in the Gaza Commercial
Zone were shut off. It should be noted that al-Mentar crossing is the biggest
crossing in the Gaza Strip, in terms of its capacity to absorb the flow of
imports and exports. The decision to close al-Mentar crossing was the
culmination of a series of decisions resulting in the complete closure of the
Sofa crossing, east of the Gaza Strip in the beginning of 2009, and the Nahal
Oz crossing, east of Gaza City, which were dedicated for the delivery of fuel
and cooking gas to the Gaza Strip, in the beginning of 2010.

 

Israeli forces have continued to impose a total ban on the
delivery of raw materials to the Gaza Strip, except for very limited items and
quantities. The limited quantities of raw materials allowed into Gaza do not
meet the minimal needs of the civilian population of the Gaza Strip.

 

The cooking gas crisis has fluctuated for 9 months due to the
closure of Karm Abu Salem for security claims. According to PCHR’s follow-up,
Israeli authorities only allow an average of 98 tons of cooking gas into Gaza
per day.  This limited quantity is less than half of the daily needs,
which is 200 tons per day of the civilian population in the Gaza Strip during
winter.  The crisis has unprecedentedly aggravated for around six weeks
due to cold weather and overconsumption in addition to the power outage and
using gas as an alternative in many instances of electricity.  The lack of
diesel and benzene led to the aggravation of the crisis as a result of using
the gas cylinder for cars or as an alternative for benzene to run
generators.  As a result, the demand for gas further increased.

 

For almost 6 consecutive years, Israeli forces have continued to
prevent the delivery of construction materials to the Gaza Strip. Two years
ago, Israeli forces approved the delivery of limited quantities of construction
materials for a number of international organizations in the Gaza Strip. 
On 17 September 2013, they allowed the entry of limited quantities of
construction materials for the private sector.  However, on 13 October
2013, they re-banned it claiming that these materials are used for constructing
tunnels.  Last week, Israeli forces allowed the entry of construction
materials only for UNRWA and UNDP projects.  As a result, construction
works have completely stopped impacting all sectors related to construction and
an increase in unemployment levels. During the 51-day Israeli offensive on the
Gaza Strip in July and August 2014, Israeli authorities did not allow the entry
of any construction materials. As a result, vital and infrastructure projects
have been obstructed so far.

 

Israeli forces also continued to impose an almost total ban on the
Gaza Strip exports, including agricultural and industrial products, except for
light-weighted products such as flowers, strawberries, and spices.

 

Israel has continued to close the Beit Hanoun (“Erez”) crossing
for the majority of Palestinian citizens from the Gaza Strip. Israel only
allows the movement of a limited number of groups, with many hours of waiting
in the majority of cases. Israel has continued to adopt a policy aimed at
reducing the number of Palestinian patients allowed to move via the Beit Hanoun
crossing to receive medical treatment in hospitals in Israel or in the West
Bank and East Jerusalem. Israel denied permission to access hospitals via the
crossing for new categories of patients from the Gaza Strip.

 

 

West
Bank                                                                                  

 

Israel has imposed a tightened closure on the West Bank. During
the reporting period, Israeli forces imposed additional restrictions on the
movement of Palestinian civilians:
 

· Hebron: At approximately 17:00 on
Wednesday, 08 October 2014, Israeli forces established a checkpoint at the
entrance of Kharsa village, south of Doura. The checkpoint was removed later,
no arrests were reported.

 

At approximately 06:00 on Thursday, 02 October 2014, Israeli
forces established a checkpoint at the northern entrance of Yatta, south of
Hebron. The checkpoint was removed later, no arrests were reported.

 

At approximately 07:30 on Friday, 10 October 2014, Israeli forces
established a checkpoint at Wadi abu Risha road, west of Ezna, west of the
city. The checkpoint was removed later, no arrests were reported.

 

At approximately 08:00 on Saturday, 11 October 2014, Israeli
forces established a checkpoint at the entrance of Halhoul, north of the city.
At approximately 15:00, another checkpoint was established at the entrance of
Beit ‘Awwa, south of Doura, southwest of the city. Later, both checkpoints were
removed later, no arrests were reported.

 

At approximately 04:00 on Sunday, 12 October 2014, Israeli forces
established a checkpoint at the entrence of Trama village, south of Doura. At
approximately 07:00, they established a checkpoint at the northern entrance of
Hebron. At approximately 08:00, another checkpoint was established at the
entrance of Ezna, west of the city. At approximately 15:00, Israeli forces
closed the checkpoint at the entrance of al-Shuhada Street and closed B’ir
al-Saba Street at the center of Hebron to ease the movement of the settlers to
an archaeological site called “’Atanil Tomb”. Israeli forces deployed heavily
along the allies and bypass 60 to ease settlers’ movement to the Old City in
Hebron to celebrate “Sukkot” holiday.

 

At approximately 16:00 on Monday, 13 October 2014, Israeli forces
established a checkpoint at the southern entrance of Halhoul. Later the
checkpoint was removed and no arrests were reported.

 

· Ramallah: At approximately 09:30 on
Friday, 10 October 2014, Israeli forces established a checkpoint at the
entrance of Nabi Saleh village, northwest of Ramallah, and another checkpoint
was established under Kharbtha al-Misbah Bridge, southwest of the city. At approximately
13:30, they established another checkpoint at the entrance of Qibia, west of
Ramallah. At approximately 17:30, another checkpoint was established under
Kharbtha al-Misbah Bridge, southwest of the city. At approximately 19:30, they
established a checkpoint at the entrance of al-Taiba. At approximately 20:30,
another checkpoint was established near the intersection of “Ofrah”
settlement”. At approximately 20:30, they renewed their existence at ‘Attarah
checkpoint on the northern entrance of Bir Zeit, north of Ramallah. Later, all
checkpoints were removed, and no arrests were reported.

 

At approximately 11:00 on Saturday, 11 October 2014, Israeli
forces established a checkpoint at the entrance of under Kharbtha al-Misbah
Bridge, southwest of the city, and another one at the entrance of Nil’in
village, west of the city. At approximately 17:30, another checkpoint was
established near Beit Ore al-Foqa intersection. Later, all checkpoints were
removed, and no arrests were reported.

 

At approximately 09:30 on Sunday, 12 October
2014, Israeli forces established a checkpoint at the entrance of ‘Aboud
village, northwest of Ramallah and another one at the entrance of Deir Abu
Mashal village. At approximately 20:30, they established another checkpoint at
the entrance of Termis’iya village. Later, all checkpoints were removed, and no
arrests were reported.

 

· Jericho: At approximately 20:00 on
Thursday, 19 October 2014, Israeli forces established a checkpoint at the
southern entrance of the city. Later, the checkpoint was removed and no arrests
were reported.

 

At approximately 16:00 on Friday, 10 October 2014, Israeli forces
established a checkpoint at the entrance of al-‘Oja village, north of the city.
At approximately 18:00, they established a checkpoint at the entrance of
al-Nweima village. Later, all checkpoints were removed and no arrests were
reported.

 

At approximately 20:00 on Sunday, 12 October 2014, Israeli forces
established a checkpoint at the entrance of al-Nweima village. Later, the
checkpoint was removed and no arrests were reported.

 

· Tulkarm: At approximately 17:30 on
Saturday, 11 October 2014, Israeli forces established a checkpoint at the main
road between Tulkarm and Nablus near the intersection of Beit Leed in “Abu
Martin” area. At approximately 20:00, they established a checkpoint at the main
road between Tulkarm and Nablus, near the intersection of Bazarya village. Both
checkpoints were removed and no arrests were reported.

 

At approximately 18:00 on Sunday, 12 October 2014, Israeli forces
stationed at ‘Annab checkpoint which is established on the road between Tulkarm
and Nablus, tightened its restriction on civilians movement. Later, the
tightening ended and no arrests were reported.

 

· Qalqilya: At approximately 14:30 on
Thursday, 9 October 2014, Israeli forces established a checkpoint at the
eastern entrance of the city. Later the checkpoint was removed and no arrests
were reported.

 

At approximately 10:40 on Saturday, 11 October 2014, Israeli
forces established a checkpoint at the entrance of Habla tunnel. At
approximately 16:00, they established another checkpoint at the eastern
entrance of the city.

 

At approximately 11:00 on Sunday, 12 October 2014, Israeli forces
established a checkpoint at the entrance of Habla tunnel and removed it at
approximately 13:00.

 

· Nablus: At approximately 07:00 on
Wednesday, 08 October 2014, Israeli forces stationed at Howara checkpoint on
the road between Ramallah and Nablus tightened its restrictions against the
Palestinians. Later, the tightening ended and no arrests were reported.

 

Maltreatment against Palestinian Civilians:

 

· At approximately 13:00 on
Sunday, 05 October 2014, Muhammad Asad Abdel Karim Loulah (21) and his brother
Zeeb (35) along with the latter’s sons: Abdel Karim (5) and Asad (3), were
picking olives in their land in Ras Ibrahim area in Wadi Yanoun area on ‘Aqraba
road, northeast of ‘Awarta village, near “Amitar” settlement. The family missed
their son Abdel Karim, so his uncle Muhammad went looking for him. He walked
200 meters then saw his cousin Muhammad Said Loulah raising his hands and
asking him to stop and raise his hands. He turned back and saw two soldiers
moving towards him. They knocked him down and punched his stomach. One of them
placed his foot on Muhammad’s neck for 5 minutes. They dragged him 6 meters
over thorns alongside the street. Furthermore, they asked him to take off his
shirt and searched him. They also asked him to take off his pants, but he
refused. The soldiers took him 100 meters in olive trees and told him to take
off his pants. Earlier, he had taken off his shoes. One of the soldiers threw
his shoes and asked him to go and bring them. They started laughing and mocking
at him. This behavior continued over 3 hours before they let him go. Moreover,
they told him they would shoot him if he stepped foot on that land again.

 

·  At approximately 20:00 on Friday, 10 October
2014, Israeli soldiers deployed in the southern area in Hebron and in Wadi
al-Hasin area near “Kiryat Araba” settlement” attacked Mamoun Mahmoud Jaber
(18), his borther Ahmed (19), and their mother Suheila (60) when they were
heading to the house of their sister, Hanaa (22).

 

· At approximately 11:00 on
Saturday, 11 October 2014, Israeli forces stationed behind the annexation wall,
west of Sourif, detained Samer Anwa Rushdi Ruweishid (30), a reporter of Orient
news agency, and Muath ‘Amarneh, a photojournalist for Trans Media, under the
pretext of taking photos near the security fence. The aforementioned
journalists were capturing the suffering of farmers in reaching their lands,
which are threatened with confiscation, in the olive picking season. The
journalists were moved to the checkpoint in Jabaa village. They were threatened
to be arrested during the investigation. Later, they were released after Samer
received a summons form the Israeli intelligence in “Gosh Etzion”
settlement.

 

Arrests and Maltreatment at Military Checkpoints

 

· At approximately 21:00 on
Thursday, 02 October 2014, Israeli forces arrested Faruq Said Isa ‘Ashur (45),
a member of Hebron local council, at the entrance of Jericho and was taken to
an unknown destination.

 

· At approximately 15:00 on
Sunday, 05 October 204, Israeli forces established a checkpoint at the entrance
of Beit Dajan, east of Nablus. They arrested Suhaib Radhwan Abu Thabet (29)
from Beit Dajan village and took him to an unknown destination. It should be
noted that the aforementioned is a student at an-Najah University in Nablus.

 

·  At approximately 14:00 on Saturday, 08 October
2014, Israeli forces arrested ‘Awni ‘Imad Abu Shamsiya (15) when he was in
front of his house in Tal al-Rumeida neighborhood in the center of Hebron. He was
taken to “Ramas Yishai” settlement outpost. He was later handed to Israeli
police in “Kiryat Arba”, east of the city. He was released on bail of 1,000
NIS. It should be noted that the Abu Shamsiya family is constantly harassed by
Israeli soldiers. Many of its members were arrested and attacked by Israeli
settlers during the Jewish holidays. Moreover, Israeli soldiers close
“Container” checkpoint at the entrance of al-Shuhada Street. Therefore, they
have to take longer paths to reach the town.

 

· At approximately 11:00 on Saturday,
11 October 2014, Israeli forces stationed at ‘Annab military checkpoint on the
main road between Tulkarem and Nablus, east of Tulkarm, tightened their
restrictions on the movement of Palestinian civilians. At approximately 21:00,
they arrested Hussam Khaled Mahmoud Tammam (30) from Tulkarm and took him to an
unknown destination.

 

· At approximately 10:00 on
Sunday, 12 October 2014, Israeli forces established a checkpoint at the
entrance of Kufur Dan village, north of Jinin. They arrested Sadiq Hassan Sadiq
Abu al-Kheir (35) from al-Sila al-Harithiya, north of the city, and confiscated
his car. Later, he was taken to an unknown destination.

 

Arresting a civilian on Beit
Hanoun “Erez” crossing in the Northern Gaza Strip

 

At approximately 13:00 on Thursday, 2 October
2014, Israeli forces inside “Erez” crossing in the Northern Gaza Strip arrested
Akram Jamal Jouda Jouda (36), from Jablaia, when he was heading to Haifa to
participate in events for “Ola Humanitarian Association”. The aforementioned association
invited him and other 4 persons and they received permits after coordinating
with the Civil Affairs Committee. They all managed to pass through the crossing
except Jouda. His parents and the aforementioned association were informed of
his arrest. It should be noted that the aforementioned person is a member of the
Ahmdiya Group which advocates the establishment Islamic Caliphate.  The group distributed food packages and aid
to civilians in Ramadan.

 

4.
Efforts to create a
Jewish demographic majority in occupied East Jerusalem

 

Arrests and incursions

 

· At approximately 17:00 on
Saturday, 11 October 2014, Israeli forces moved into Bab Hatta neighborhood in
the Old City in Jerusalem. They raided and searched a number of houses. Upon
their withdrawal, they arrested 3 civilians and took them to al-Qishla
investigation center: Rami Khaled al-Fakhori (23); Munir Isam al-Basti (24);
Wisam Ahmed Sidr (21).

 

· At approximately 17:00 on
Sunday, 12 October 2014, Israeli forces moved into al-Wad neighborhood in the
Old City in Jerusalem. They raided and searched a number of houses and arrested
Niahd Muhammad Zugheir (38) and Ahmed Ibrahim Khalaf (31).

 

· At approximately 19:00 on the
aforementioned day, Israeli forces moved into Shufat neighborhood, north of
Jerusalem. They raided and searched a number of houses and arrested 3 children
then took them to an unknown destination. The children were identified as:
Abdel Quddous Isa (13); Muahmmed Ibraim Abu Khdeir (15); and Fawzi Bkeir (14).

 

· At approximately 19:00 on
Tuesday, 14 October 2014, Israeli forces moved into a house belonging to
Muhammad Najdi in Ras al-‘Amoud neighborhood, eat of the Old City in Jerusalem.
Before they withdrew, they arrested his son Rami (19) and took him to an unknown
destination.

 

· At approximately 13:00 on
Wednesday, 15 October 2014, Israeli forces arrested Muhammad Bader Siaj (29)
after beating him up in al-Sailsila gate market in the Old City in Jerusalem.

 

· At approximately 18:30 on the
aforementioned day, Israeli forces moved into the African neighborhood and
al-Wad neighborhood in the Old City in Jerusalem after worshipers left al-Aqsa
mosque in which they gathered to prevent settlers from raiding the mosque on
the last they of the Jewish Sukkot holiday. 
Israeli soldiers fired sound bombs and rubber-coated metal bullets at
them. As a result, Marwa Idrees (22) sustained a bullet wound to her back and
her brother Mahmoud (17) suffered a fractured foot.

 

· At approximately 19:00, Israeli
forces moved into Silwan village, south of the Old City. They stationed in the
central neighborhood (Batn al-Hawa) and established a checkpoint. Palestinian
youths gathered and threw stones and Molotov Cocktails. Israeli soldiers fired
rubber-coated bullets and sound bombs in response. They also arrested 3
civilians and took them to an unknown destination: Majed Muahmmed Abu Diab
(19); Naser Muahmmed ‘Abbasi (21); and Muahmmed Abdel Qader Abu Sneina (21).

 

Attacks by Israeli settlers

 

· At approximately 16:00 on
Sunday, 12 October 2014, an Israeli settler tried to kidnap Majed Majed Hazina
(4) from the entrance of his house in al-Sa’diya neighborhood in the Old City
in Jerusalem. The child’s mother told PCHR that she sent her child to the
nearby bakery. She heard him screaming, so she rushed to see what was going on.
She saw a settler grabbing him and trying to take him away. However, a number
of Palestinian youths gathered and prevented him from doing so. She added that
she went to the nearby police station and asked them to arrest the settler.
However, her request was denied and the settler was released.

 

5. Settlement activities and attacks
by settlers against Palestinian civilians and property

 

· At approximately 09:00 on
Thursday, 02 October 2014, Israeli forces backed by several military vehicles
and accompanied by a vehicle belonging to the Department of Construction and
Organization in Israeli Civil Administration moved into Kherbat Safi., east of
Yatta, south of Hebron. They handed Isamil Bader Awad Makhamera a notice to
demolish his house under the pretext of not having a construction permit. He
was given 7 days to settle his legal affairs. The aforementioned area is
located among the areas which are threatened by displacement. It lies within
the areas classified under military order (918) as military training site.

 

· At approximately 09:00 on
Thursday, 09 October 2014, Israeli bulldozers guarded by Israeli forces moved
into an agricultural land near al-Kahder village and Nahlin village borders.
They bulldozed 3 dunums in Sirb al-Teen area near “Danial” settlement and
placed a sign that says that a public park for settlers will be established
instead. Ibrahim Shakarna told PCHR that Israeli authorities informed the
owners of the lands that their property is to be confiscated. Israeli
authorities plan to establish a public park on an area of 400 dunums for the
settlers of the southern settlements on lands belonging to Palestinian families
claiming they are “holy lands”.

 

· At approximately 08:00 on
Friday, 10 October 2014, Israeli forces moved into Kherbat Om Sarara in
al-Musafer complex, east of Yatta, south of Hebron. They stationed at its
center and handed Ibrahim Ali Awad a notice to stop construction in a
residential tent with an area of 30 square meters and a barn made of stones and
plastic with an area of 40 square meters under the pretext of not having a
construction permit.

 

Attacks by Israeli Settlers

 

· On Monday morning, 09 October
2014, Israeli settlers form “Givat Runim” settlement which is established on
the lands of Burin village, south of Nablus, moved into a land belonging to
Ahmed Abdel Fattah Khalifa in al-Thaniya gate area. They chopped down 15 olive
trees and picked the olives of 104 square meters of land in which 400 olive
trees are grown. Israeli authorities do not allow the owners of these lands to
reach them except twice a year. During the cultivating season, 60 trees were
chopped and last year, 70 trees, which are from 60 to 70 years old, were
chopped.

 

· At approximately 15:30 on
Tuesday, 07 October 2014, Israeli settlers of “Givat Runim” settlement attacked
Mahmoud Raja Mahmoud Eid (47) near al-Thaniya gate when he was picking olives.
They threw stones at him over 15 minutes and he sustained wounds to his chest
and legs.

 

· At approximately 10:30 on
Friday, 10 October 2014, Israeli settlers from “Tfouh settlement” attacked the
lands of Yasouf village, east of Salfit. They set olive trees on fire using
tiers and plastic. They also destroyed 6 other trees in revenge. The
Palestinians put the fire out and prevented it from spreading.

 

· At approximately 11:00 on the
aforementioned day, Israeli settlers for “Tfouh” settlement burnt and chopped
down olive trees in al-Masamek area which belong to brothers Isam and Nafez Ali
Abdullah Mansour. 3 trees were destroyed and the owners of the lands could not
reach their property due to repeated attacks against them. Isam Ali Mansour
(54) told PCHR that he received a call from one of the farmers who told him
that settlers attacked his land. He was picking olives in another area, but he
rushed there with a number of farmers. The Palestinian Civil Defense
extinguished the fire, but the settlers attacked the lands.  The Israeli Supreme Court ruled that the
owners of the land are to access it without security coordination. However, we
cannot reach our lands due to repeated attacks.

 

· At approximately 15:00 on the
same day, Israeli settlers of “Ariel” settlement set fire on the eastern
mountain of Marda village, north of Salfit. As a result, 100 trees were burnt
while the owner of the land was picking olives with a group of French
solidarity groups.

 

The aforementioned civilian
stated to PCHR:

“At approximately 15:00 on
Friday, I was picking olives from my land in the eastern mountain. It had been
the first time I accessed the area since many years. I managed to bring French
solidarity volunteers to help out since I was not allowed to stay there for
long. When we were working, we saw fire breaking out in the mountain. We could
not do anything because the fire was too strong and uncontrollable. The fire
extinguisher in “Ariel” settlement controlled the fire that was
approaching the settlement and did not do anything regarding the fire which
spread across the other side of the mountain. I was arrested and forced to sign
a bail of 1,500 NIS. I remained locked in the police station till approximately
20:00.”

 

· At approximately 10:30 on
Saturday, 11 October 2014, Israeli settlers attacked Alaa Fathi Naim ‘Ataine
(30), from Yasouf village, when she was picking olives with her husband. As a
result, she sustained bruises. The settlers had attacked them with iron bars and
sticks.

 

· In the evening hours of the
aforementioned day, a group of settlers from “Beit ‘Itid”, which is established
on confiscated lands form al-Asfir village, southeast of Yatta, south of
Hebron, attacked two children, Saqer Abu Qbeita (17) and his brother Osama (8),
with sticks and sharp tools. It should be noted that al-Asfir area lies behind
the annexation wall and its residents moved across  using special permits.

 

Abu Qbeita told PCHR that he
was grazing sheep about 1 kilometer off “Beit ‘Itid” settlement with
his brother Osama (8). At approximately 16:30, they saw 7 settlers approaching.
The settlers threw stones at their 150 sheep. Saqer said, “One of them hit
my left hand while another grabbed my brother and injured him with a knife. I
lost consciousness and gained it back half an hour later. I saw my brothers
Osama and Bilal (19) beside me. I was taken to Hebron Hospital. Before getting
there, I was vomiting and I was unable to see well. I checked out of hospital
at approximately 01:00 on Sunday, 12 October 2014.

 

· At approximately 06:15 on
Tuesday , 14 October 2014, after al-Fajer (dawn) prayer in Abu Baker al-Siddiq
Mosque in ‘Aqraba village, southeast of Nablus, a civilian saw smoke coming out
of the southern window of women’s section on the first floor of the mosque. He
immediately informed the worshippers on the second floor who started leaving
the mosque through its eastern exit. They rushed to the women’s section through
the western entrance and tried to extinguish fire. Twenty minutes later, they
managed to extinguish the fire. After examining the place, they found that the
southern window of the women’s section had been shattered and flammable
substances were poured on the carpets. The bottles of the flammable substances were
left at the window. Later, the Palestinian police arrived at the place and
collected the evidence. At approximately 10:30, the Israeli liaison and police
arrived at the place and opened an investigation into the attack.

 

It should be noted that the
mosque is located in Ras Karkas quarter in the southern side of ‘Aqraba
village, which is less than 400 meters from Trans-Samaria road. The settlers
wrote a slogan in Hebrew on walls of the mosque and signed it ‘Price Tag in
Taffoah settlement’. The slogan further says that this attack was in revenge
for Kahana, a settler from the aforementioned settlement, who was killed
several years ago by a Palestinian from ‘Aqraba on the same date.

 

· At approximately 16:00 on
Tuesday, 14 October 2014, Israeli forces backed by several military vehicles
moved into al-Karmel village, east of Yatta, south of Hebron. They deployed
along the village entrances and neighborhoods. They established checkpoints to
clear the way for settlers who were to preform religious rituals at an
archeological site till the evening hours. No arrests were reported.

 

 



 

Recommendations to the International Community

 

 

PCHR emphasizes the
international community’s position that the Gaza Strip and the West Bank,
including East Jerusalem, are still under Israeli occupation, in spite of
Israeli military redeployment outside the Gaza Strip in 2005. PCHR further
confirms that Israeli forces continued to impose collective punishment measures
on the Gaza Strip, which have escalated since the 2006 Palestinian
parliamentary elections, in which Hamas won the majority of seats of the
Palestinian Legislative Council. PCHR stresses that there is international
recognition of Israel’s obligation to respect international human rights
instruments and the international humanitarian law, especially the Hague Regulations
concerning
the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply
the international human rights law and the law of war sometime reciprocally and
other times in parallel in a way that achieves the best protection for
civilians and remedy for victims.

 

In light of continued
arbitrary measures, land confiscation and settlement activities in the West
Bank, and the continued aggression against civilians in the Gaza Strip, PCHR
calls upon the international community, especially the United Nations, the High
Contracting Parties to the Geneva Convention and the European Union – in the
context of their natural obligation to respect and enforce the international
law – to cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
