Israeli

Israeli forces continue systematic attacks against Palestinian civilians
and property in the occupied Palestinian territory (oPt)

      

 

Israeli forces killed a civilian in the east of
al-Bureij refugee camp in an excessive use of force.

 Israeli forces wounded a Palestinian farmer while
working on his farmland, east of Gaza City.

A Palestinian civilian was wounded by a rubber-coated
metal bullet during an Israeli incursion into Beit Ummar village, north of

scattered over him due to the bombing.

 

Israeli forces have continued to use excessive force

Israeli forces conducted 62 incursions into Palestinian
communities in the West Bank, and a limited one into the Gaza Strip.

Israeli navy forces continued to attacks and pursue

activities in the West Bank and Israeli settlers have continued to attack
Palestinian civilians and property.

Restrictions over the Palestinian farmers, who were
denied access to their lands south of Hebron, continued.

 

 

Summary

 

Israeli violations of international law and
international humanitarian law in the oPt continued during the reporting period
(01 – 14 August 2013).

 

Shooting:

 

During the reporting period, using lethal force, Israeli
forces killed a Palestinian civilian who attempted to cross the border fence
into Israel in the east of the Gaza Strip. A Palestinian farmer was also wounded
when Israeli forces opened fire at him on his farmland, east of Gaza City,
while another civilian was wounded during an Israeli incursion into Beit Ummar
village, north of Hebron. Moreover, many protestors suffered tear gas
inhalation during peaceful protests against the construction of the annexation
wall and settlement activities in the West Bank. Besides, dozens sustained
bruises due to Israeli soldiers’ attacks.

 

On 10 August 2013, Israeli forces stationed along the
border fence, east of al-Bureij refugee camp, in the central Gaza Strip, killed
Hussein AwadAllah (al-Nouri) (34), from al-Nusairat refugee camp. They targeted
him directly when he attempted to cross the border fence into Israel. The
aforementioned person sustained a bullet wound to the right shoulder, as the
bullet settled in the belly and caused his death. Israeli forces kept his body
for a few hours and then delivered him to the Ministry of Health in Gaza.

 

On 11 August 2013, Israeli forces stationed along the
border fence, east of Gaza City, opened fire at Hamada Jneid (21) and wounded
him in the left leg (the bullet entered and exited) while he was working on a
farmland 400 meters away from the border.

 

Israeli navy forces continued to attack Palestinian
fishermen in Gaza sea. On 11 August 2013, Israeli gunboats opened fire at
Palestinian fishermen who were sailing 3 nautical miles off al-Waha resort, in
the northern Gaza Strip. However, no casualties were reported. On 13 August
2013, a Palestinian fishing boat sailing 7 nautical miles off Gaza valley shore
was fired at. As a result, 3 fishermen were wounded and arrested for a few
hours at Ashdod Seaport in Israel.  In
addition, their boat was confiscated.

 

On 14 August 2013, Israeli warplanes bombarded an open
land in the northern Gaza Strip. As a result, material damage was caused to a
nearby house, where a child sustained scratches and bruises because of window
fragments that scattered due to the explosion.

 

In the West Bank, on 07 August 2013, a 21-year-old
Palestinian was wounded by a rubber-coated metal bullet to the left shoulder
during an Israeli incursion into Beit Ummar village, north of Hebron. 

 

During the reporting period, Israeli forces continued
the systematic use of excessive force against peaceful protests organised by
Palestinian, Israeli and international activists against the construction of
the annexation wall and settlement activities in the West Bank.  As a result, dozens suffered tear gas
inhalation and others sustained bruises due to Israeli soldiers’ attack on
them.

  

 

Incursions:

 

During the reporting period, Israeli forces conducted
at least 62 military incursions into Palestinian communities in the West Bank. During
these incursions, Israeli forces arrested at least 54 Palestinians, including 4
children and 2 photojournalists.

 

In the Gaza Strip, on 22 July 2013, Israeli forces
moved nearly 300 meters into the east of al-Bureij refugee camp, in the central
Gaza Strip.  They levelled areas of land
along the border fence while warplanes were hovering overheads.     

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip.  The Israeli authorities impose measures to
undermine the freedom of trade, including the basic needs for the Gaza Strip
population and the agricultural and industrial products to be exported. For 7
consecutive years, Israel has tightened the land and naval closure to isolate
the Gaza Strip from the West Bank, including occupied Jerusalem, and other
countries around the world. This resulted in a grave violation of the economic,
social and cultural rights and a deterioration of living conditions for 1.7
million people.  The Israeli authorities
has established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports
and exports in order to exercise its control over the Gaza Strip’s economy that
has been aggravating for years due to the shortage of imports.  They also aim at imposing a complete ban on
the Gaza Strip’s exports. 

 

Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians throughout the West Bank,
including occupied East Jerusalem. Thousands of Palestinian civilians from the
West Bank and the Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border
crossings as traps to arrest Palestinian civilians under the pretext they are
wanted, Israeli forces arrested at least 6 civilians, including 3 children.

Settlement activities:

Israel has continued its settlement activities in the
oPt, a direct violation of international humanitarian law, and Israeli settlers
have continued to attack Palestinian civilians and property.

 

 

Attacks carried out by Israeli forces

 

On 02 August 2013, an Israeli infantry unit moved into
farmlands around Kherbet Um al-Khair, to the east of Yatta, south of Hebron.
They denied members of al-Hatheleen family access to the lands and a water well
used by the residents for them and their livestock. Israeli soldiers declared
the area as a closed military zone. Besides, the residents were threatened to
leave the area, otherwise, they would be arrested. An Israeli officer showed a
detailed plan about schemes to build 60 settlement units in the abovementioned
area.

Thursday, 01 August 2013

 

At approximately 01:00, Israeli forces moved into Abu
al-Asja village, to the southeast of Doura, southwest of Hebron. They patrolled
the streets for some time and withdrew later. Neither house raids nor arrests
were reported.

 

At approximately 02:30, Israeli forces moved into
al-Jalazoun refugee camp, north of Ramallah. They patrolled the streets and
raided a house belonging to the family of Abdul Karim Dabour. They arrested his
2 sons: Ra’ed Dabour (20); and Mohammed Dabour (21). 

 

At approximately 03:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets, where some
boys gathered and threw stones at the Israeli soldiers, who in response fired
sound bombs and tear gas canisters. However, neither casualties nor material
damage were reported.      

 

At approximately 22:50, Israeli forces moved into Jeet
village, northeast of Qalqilia. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

Friday, 02 August 2013

 

At approximately 01:30, Israeli forces moved into
Birzeit village, north of Ramallah. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

At approximately 07:15, Israeli forces moved into
Qalqilia. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At approximately 23:30, Israeli forces moved into
al-Ouja village, northeast of Jericho. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

Saturday, 03 August 2013

 

At approximately 00:30, Israeli forces moved Qufin
village, north of Tulkarm. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At
approximately 01:00, Israeli forces moved into al-Aroub refugee camp, north of
Hebron.  They patrolled the streets and
positioned themselves in the centre of the camp. They also deployed between the
houses and raided a house belonging to the family of Issa Abu Khairan. They
arrested his nephew Ehab Mohammed Abu Khairan (15) while he was around the
house. Israeli forces withdrew later and took the boy to an unknown
destination.

At
approximately 02:00, Israeli forces moved into the centre of al-Aroub refugee
camp, north of Hebron. They patrolled the streets and deployed between the
houses. They also raided a house belonging to the family of Lo’ay Ahmed
al-Badawi (22). They attacked the aforementioned person in front of his family
and then arrested him. It should be noted that person was wounded by a
rubber-coated metal bullet in his jaw in May during clashes that erupted at the
entrance of the refugee camp.

 

At
approximately 22:40, Israeli forces moved into Jayous village, northeast of
Qalqilia. They patrolled the streets for some time and withdrew later.  Neither house raids nor arrests were reported. 

 

Sunday, 04 August
2013

 

At
approximately 01:00, Israeli forces moved into the centre of Hebron. They
patrolled the streets and raided a number of houses, from which they arrested 3
civilians:

1. Nimer Mohammed al-Salaymah (28);

2. Yosri Ibrahim al-Joulani (30); and

3. Anas Ibrahim al-Joulani (26).

 

At
approximately 01:10, Israeli forces moved into al-Dhaisha refugee camp,
southwest of Bethlehem. They raided a house belonging to the family of Qusay
Mahmoud al-Sharif (19) and arrested him. At approximately 17:30 on the same day,
Israeli forces released al-Sharif and handed him a notice to refer to the
Israeli intelligence service in “Gosh Etzion” settlement, south of
the city.

 

At
approximately 02:00, Israeli forces moved into Bitunya village, west of
Ramallah. They raided a house belonging to the family of Ahmed Abdul Aziz
Mubarak (49), Member of the Palestinian Legislative Council from the Change and
Reform Bloc. They arrested his son Awab Mubarak (20) and took him to an unknown
destination. They also confiscated 2 laptops and a cell phone belonging to Awab.

 

At
approximately 02:35, Israeli forces moved into Dar Salah village, east of
Bethlehem. They raided a house belonging to the family of Khalil Mubarak Abu
Salem (38), head of the village council. They arrested the aforementioned
person and took him to an unknown destination.

 

At approximately
03:00, Israeli forces moved into Jayous village, north of Qalqilia. They
patrolled the streets and raided a number of houses from which they arrested 3
civilians:

 

1. Abdul Rahim Majed KHaled (22);

2. Mohammed Abdul Halim Khreisha (17); and

3. Yazan Ma’an Salim (18)

 

 

At
approximately 04:00, Israeli forces moved into Jenin and Jenin refugee camp.
They patrolled the streets for some time and withdrew later. Neither house
raids nor arrests were reported.

 

At
approximately 20:00, Israeli forces moved into Tal al-Rumaida neighbourhood, in
the centre of Hebron. They arrested Abdul Majid Amr (21) and Ali Taleb Amr
(20), who were in front of al-Tahadi and al-Somood Centre belonging to Youth against
Settlement Assembly, under the pretext the Israeli soldiers in that area were
stoned.   

Monday 05 August 2013

At
approximately 01:00, Israeli forces moved into al-Shyoukh village, north of
Hebron. They patrolled the streets for some time and withdrew later. Neither
house raids nor arrests were reported.

 

At
approximately
02:00, Israeli forces moved into Beit Awwa
village, to the west of Doura, southwest of Hebron. They patrolled the streets
for some time and withdrew later. Neither house raids nor arrests were
reported.

 

Tuesday, 06 August 2013

 

At approximately 01:00, Israeli force moved into the
centre of Hebron. They patrolled the streets and raided a house belonging to
the family of Amer Nafez Abu Snaina (29). They arrested the aforementioned
person and took him to an unknown destination.

 

At approximately 01:40, Israeli forces moved into Beita
village, southeast of Nablus. They patrolled the streets and raided a number of
houses. They arrested Waddah Khaled Dweikat (25) and took him to an unknown
destination.

 

At approximately 01:50, Israeli forces moved into
Artas village, southwest of Bethlehem. They raided a house belonging to the
family of Hamza Issa Ekremah (21) and arrested him.

 

At approximately 02:00, Israeli forces moved into the
centre of al-Aroub refugee camp, north of Hebron. They patrolled the streets
and deployed between the houses. They raided 2 houses from which they arrested
2 children: Samir Mostafa Abu Warda (14); and Ehab Yasser Hassan (15).

 

Around the same time, Israeli forces moved into Sourah
village, southwest of Nablus. They patrolled the streets and raided a number of
houses. They arrested Ali Ahmed Turabi (30) and took him to an unknown
destination.

 

Around the same time, Israeli forces moved into
Faroush Beit Dajan village, southeast of Nablus. They patrolled the streets and
raided a number of houses. They arrested Lo’ay Adli Hamed (25) and took him to
an unknown destination.

At approximately 02:20, Israeli forces moved into
Einabous village, southeast of Nablus. They patrolled the streets and raided a
number of houses. They arrested Hashem Hashem ‘Allan (31) and took him to an
unknown destination.

 

At approximately 02:35, Israeli forces moved into
Taqou’ village, southeast of Bethlehem. They raided a house belonging to the
family of Mohammed Rebhi al-‘Emour (20) and arrested him. Israeli forces
meanwhile raided a house belonging to the family of Mohammed Nasser Sabbah (18)
and handed him a notice to refer to the Israeli intelligence forces in
“Gosh Etzion” settlement, south of the city.

 

At approximately 02:40, Israeli forces moved into
Zawata village, northwest of Nablus. They patrolled the streets and raided a
number of houses. They arrested Bara’ Kamal Abu Amshah (28) and took him to an
unknown destination.

 

At approximately 03:30, Israeli gunboats opened fire
at a Palestinian fishing boat carrying 3 fishermen and sailing 7 nautical miles
off Gaza Valley shore. As a result, 2 fishermen were wounded by rubber-coated
metal bullets, while the third one was injured as his face was hit by the boat.
The boat was damaged and the fishermen were arrested and taken to Ashdod
Seaport in Israel. The fishermen, who were released at approximately 16:00, on
the same day, are:

 

1. Khader Marwan al-Sa’idi (26), was wounded by
rubber-coated metal bullets to the hands and chest;

2. Mohammed Jamal al-No’man (28), was wounded by
rubber-coated metal bullets to the back, abdomen and chest; and

3. Hassan Ali Murad (27). His face was hit by the boat.

It should be noted Israeli forces
confiscated the boat that belongs to Ahmed Awad al-Sa’idi, but returned its
engine to him.  

 

Wednesday, 07 August 2013

At approximately 02:00, Israeli forces moved into the
centre of Beit Ummar village, north of Hebron. They patrolled the streets and
deployed between the houses. They raided a house belonging to the family of
Mostafa Mohammed Awad (16) and arrested him. Meanwhile, Israeli forces arrested
Ramzi Nasser al-‘Alami (15) from his family’s house. At approximately 03:00, a
number of boys gathered and threw stones and empty bottles at the Israeli
vehicles. Israeli soldiers fired sound bombs and rubber-coated metal bullets in
response. As a result, a number of civilians suffered tear gas inhalation and a
21-year-old young man was wounded by a rubber-coated metal bullet to the left
shoulder. He was treated on the spot.

 

At approximately 02:20, Israeli warplanes fired a
missile at an open land in al-Sultan Abdul Hamid Street, north of Beit Hanoun
in the northern Gaza Strip. As a result, a house belonging to the family of
Atta Hassan Shabat (51) was damaged. The 2-storey house that is located to the
south of the targeted land shelters 4 families, including 23 members, of whom
are 12 children. 20 windows and some pieces of furniture were damaged. Besides,
Mohammed (15), Shabat’s son, sustained shrapnel injuriess in his left hand and
bruises in the back. He was taken to Martyr Kamal Odwan Hospital in Beit Lahia.
His injuries were described as minor.

 

At approximately 03:00, Israeli forces moved into
Jenin. They patrolled the streets and positioned themselves in the eastern
neighbourhood. They raided a house belonging to the family of Ahmed Roshdi
Hethnawi (28) and arrested him. They then positioned themselves in al-Zahra’
neighbourhood, west of the city, and raided a house belonging to Abdul Halim
Nayef Ezz El-Din (46), a member of Islamic Jihad, and arrested him. Israeli
forces then moved towards the centre of the city, where clashes erupted between
the then and young Palestinian men who threw stones and empty bottles. Israeli
forces fired tear gas canisters and live bullets to disperse them. As a result,
a number of civilians suffered tear gas inhalation and a livestock barrack
belonging to Mostafa Mas’oud Bani Ghorrah (70) sustained material damage.

 

Around the same time, Israeli forces moved into Taqou’
village, southeast of Bethlehem. They raided a house belonging Mohammed Nasser
al-Ta’amrah (20), and arrested him.

 

At approximately 03:00, Israeli forces moved into
Nablus. They patrolled the streets and raided a number of houses. They arrested
Ahmed Mohammed Abu Jamous (30) from Street no. 16 and took him to an unknown
destination.

 

Around the same time, Israeli forces moved into
al-Dahiya neighbourhood, southeast of Nablus. They patrolled the streets and
raided a number of houses. They arrested journalist Mohammed Anwar Mona (31), a
postgraduate student in the Planning and Political Development Department at
al-Najah National University.

 

At approximately 09:30, Israeli forces moved into Beit
Our al-Tahta village, southwest of Ramallah. They patrolled the streets for
some time and withdrew later. No arrests were reported.

 

At approximately 20:30, Israeli forces moved into
Kherbatha al-Musbah village, southwest of Ramallah. They patrolled the streets
for some time and withdrew later. No arrests were reported.

 

At approximately 22:30, Israeli forces moved into
Sheqba village, northeast of Ramallah. They patrolled the streets for some time
and withdrew later. No arrests were reported.

 

Thursday, 08 August 2013

At approximately 01:00, Israeli forces moved into Kharsa
village, to the south of Doura village southwest of Hebron. They raided a house
belonging to Ali Mohammed Etbaish. They handed the family a notice for their
son Khaled (24) to refer to the Israeli intelligence service at “Gosh
Etzion” settlement, south of Bethlehem.

 

At approximately 03:00, Israeli forces moved into Beit
Luqia village, southwest of Ramallah. They patrolled the streets and raided and
searched a house belonging to the family of Ahmed Najib Mafarjah. A number of
boys gathered and threw stones at the Israeli soldiers, who fired live bullets,
rubber-coated metal bullets, sound bombs and tear gas canisters in response.
Israeli forces arrested Mafarjah’s son, Osama (20), and took him to an unknown
destination. No casualties were reported.

    

Friday, 09 August 2013

 

At approximately 02:00, Israeli forces moved into Wadi
al-Hariya neighbourhood in the centre of Hebron. They patrolled the streets for
some time and withdrew later. Neither house raids nor arrests were reported.

 

At approximately 02:30, Israeli forces moved into
al-Tabaqa village, to the south of Doura, southwest of Hebron. They patrolled
the streets for some time and withdrew later. Neither house raids nor arrests
were reported.

 

Saturday, 10 August 2013

At approximately 16:00, Israeli forces moved into
Kofur Ra’i village, southwest of Jenin. A number of boys gathered and threw
stones and empty bottles at the Israeli soldiers who fired sound bombs and tear
gas canisters in response to disperse them. Israeli forces raided and searched
a number of commercial stores belonging to Ra’ed Faysal Morshed (41). They
withdrew later and no arrests were reported.

 

At approximately 17:20, Israeli forces stationed in
the vicinity of schools in al-Khader village, south of Bethlehem, fired tear
gas canisters at a group of young men who were around. As a result, a number of
young men suffered tear gas inhalation. Israeli forces arrested Adel Bajes
Sbeih (17) and took him to an unknown destination.

 

In an excessive use of lethal force, Israeli forces
killed a Palestinian civilian when he attempted to cross the border fence into
Israel, in the central Gaza Strip.

 

According to investigations conducted by PCHR, at
approximately 20:20, Israeli forces stationed along the border fence, northeast
of al-Bureij refugee camp, opened fire at a person who attempted to cross the
border fence. As a result, he died as he was directly shot. Israeli forces kept
the corpse for few hours. It was found out that he was a civilian and not
armed. At approximately 03:00 on Sunday, 11 August 2013, Israeli forces delivered
the corpse to the Palestinian Ministry of Health via Beit Hanoun (Erez)
crossing in the northern Gaza Strip. The corpse was taken to Shifa Hospital in
Gaza, where it was found that the victim was hit by a live bullet to the right
shoulder. The bullet settled in his belly and caused his death. He was
identified later as Hussein Abdul Hadi AwadAllah (al-Nouri) (34), from
al-Nusairat refugee camp. Israeli forces claimed via the Israeli radio that
Israeli forces noticed a Palestinian crossing the border fence and killed him.
A PCHR fieldworker said he did not know why the aforementioned person
approached the border fence. Nonetheless, Israeli forces could arrest him or
use less deadly force.      

At approximately 23:30, Israeli forces moved into Deir
Jarir village, northeast of Ramallah. They patrolled the streets for some time
and withdrew later. No arrests were reported.  

 

Sunday, 11 August 2013

 

At approximately 01:00, Israeli forces moved into the
centre of Yatta, south of Hebron. They patrolled the streets and raided and
searched a house belonging to the family of Mohammed Ibrahim al-Jundi. Israeli
forces withdrew later and no arrests were reported.

 

At approximately 02:00, Israeli forces moved into
al-Daheriya village, south of Hebron. They patrolled the streets for some time
and withdrew later. Neither house raids nor arrests were reported.

 

At approximately 04:10, Israeli forces moved into Beit
Sahour, east of Bethlehem. They patrolled the streets and raided a house
belonging to the family of Sohaib Omar Maslat (21). They arrested the
aforementioned person and took him to an unknown destination.

 

At approximately 10:00, Israeli gunboats stationed off
al-Waha resort, northwest of Beit Lahia, in the northern Gaza Strip, opened
fire at Palestinian fishermen, who were sailing 3 nautical miles offshore. As a
result, fishermen were terrified and fled back to the shore fearing of being
wounded or arrested. Neither casualties nor material damage were reported.

 

At approximately 12:00, Israeli forces stationed along
the border fence, east of Gaza City, opened fire at a group of civilians who
were harvesting on a farmland that is 400 meters away from the fence. As a
result, Hamada Samir Jneid (21) was wounded by a live bullet to the left leg
(entered and exited). Medical sources at Shifa hospital described his wound as
moderate.  

 

Monday, 12 August 2013

At approximately 01:00, Israeli forces moved into
Sa’ir village, east of Hebron. They patrolled the streets and positioned
themselves in the centre of the village. They raided a number of houses. Some
of the houses belong to JadAllah Jaradat; Mohammed As’ad Jaradat; Tamer
Jaradat; Mohammed Na’im Jaradat; Ahmed Kamel Jaradat and Ziad Jaradat. Israeli
forces withdrew and no arrests were reported.

At approximately 01:40, Israeli forces moved into Deir
Estia village, north of Salfit. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

At approximately 01:50, Israeli forces moved into
Bethlehem. They raided a house belonging to the family of Fadi Adnan Masalmah
(30). They arrested the aforementioned person and his brother Mohammed (25) and
took them to an unknown destination. Israeli forces then raided a house
belonging to the family of Hosam Omar Abu Khalifa (13) and arrested him as
well.

At approximately 02:00, Israeli forces moved into
al-Aroub refugee camp, north of Hebron. They patrolled the streets for some

Qalqilia. They patrolled the streets and raided a number of houses from which
they arrested Monther Hussein Nassar (35) and Mohammed Mahmoud Abu Suleiman

At approximately 02:40, Israeli forces moved into
Nablus and Balatah refugee camp, southeast of the city. They patrolled the
streets and raided a number of houses. They arrested 4 civilians and took them
to an unknown destination:

1. Ahmed Mer’i Hawash (21), from Ras al-Ein
neighbourhood in the city
;

2. Forsan Feras Hawash (22), from Ras al-Ein
neighbourhood in the city;

3. Khader Khaled Yusef al-Sarkaji (37), from Haifa street
in the city; and

4. Mo’ayed Ali Hanoun (24) from Balatah refugee camp.

 

At approximately 03:15, Israeli forces moved into
Mazra’a al-Qibliya village, northwest of Ramallah. They patrolled the streets
and raided a number of houses from which they arrested 5 civilians:

1. Anas Hassan Abu Qare’ (23);

2. Mohammed Walid Abu Rabe’ (21)

3. Ashraf Osama Abu Rabe’ (21);

4. Mo’ayed Abdullah Shreiteh (20); and

5. Mahmoud Fat’hi Ladadweh (20).

 

All of them were taken to Ofer detention facility,
southwest of Ramallah. Moreover, Israeli forces handed 5 civilians, including 3
brothers and 2 other brothers, summons to refer to the Israeli intelligence
service in Ofer detention facility, southwest of the city:

1. Rami Mohammed Shreiteh (18);

2. Awad Shreiteh (22);

3. Radi Shreiteh (24);

4. Maher Mohammed Shreiteh (27); and

5. His brother Tha’er (28).

 

At approximately 14:30, Israeli forces moved into Hai
Ras al-Jourah, north of Hebron. They patrolled the streets for some time and
withdrew later. Neither house raids nor arrests were reported.

 

Tuesday, 13 August 2013

 

At approximately 01:30, Israeli forces moved into
Qalqilia. They raided a house from which they arrested Ibrahim Mostafa Shreim
(32).

 

At approximately 02:00, Israeli forces moved into
Budrus village, west of Ramallah and al-Bireh. They raided a house belonging to
the family of journalist Mohammed Shokri Awad (26). They arrested the
aforementioned journalist and confiscated 2 laptops, a camera and a cell phone
belonging to him.

 

At approximately 21:40, dozens of boys and young men
from al-Khader village, south of Bethlehem, gathered in the old town in the
centre of the city. They threw stones at the Israeli soldiers who were around.
As a result Israeli soldiers fired tear gas canisters, due to which a number of
civilians suffered tear gas inhalation. Meanwhile, Israeli forces arrested
Mohammed Ahmed al-Hreimi (18) and took him to an unknown destination.   

 

Wednesday, 14 August 2013

 

At approximately 02:30, Israeli forces moved into
Beitellou village, northwest of Ramallah. They raided a house belonging to the
family of Haytham Redwan (24). They arrested Redwan and took him to an unknown
destination.

 

Around the same time, Israeli forces moved into Kofur
Malek village, northeast of Ramallah. They raided a house belonging to the
family of Suleiman Attallah B’eirat (21). They arrested the aforementioned
person and took him to an unknown destination.

 

At approximately 02:55, Israeli forces moved into
Battir village, west of Bethlehem. They raided a house belonging to the family
of Mahmoud Nimer al-Sheikh (28). They arrested the aforementioned person and
took him to an unknown destination.

 

At approximately 03:00, Israeli forces moved into
Awarta village, southeast of Nablus. They patrolled the streets and raided a
number of houses from which they arrested: Anas Sa’d Awared (25), from the
eastern neighbourhood, and Majdi Faysal Qwareeq (23), from the centre of the
village.

 

Around the same time, Israeli forces moved into Rojeeb
housing project, southeast of Nablus. They patrolled the streets and raided a
number of houses from which they arrested Mwafaq Hussein Hamami (27); and Abdul
Karim Majed al-Halabi (37).

 

At approximately 04:30, Israeli forces moved into
al-Mazra’a al-Qibliya village, northwest of Ramallah. They raided a house
belonging to the family of Mohammed Yusef Mostafa Shreiteh (48). They forced
its occupants to go out and damaged the doors. Clashes erupted between Israeli
soldiers and some young men who threw stones and Molotov cocktails. Israeli
forces fired in response rubber-coated metal bullets, tear gas canisters and
sound bombs. As a result, dozens suffered tear gas inhalation and others
sustained bruises. Israeli forces withdrew at 06:30. No arrests were
reported.     

 

2. Use of excessive force against peaceful demonstrations protesting
settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli soldiers used
excessive force against peaceful demonstrations organised by Palestinian
civilians, international and Israeli human rights defenders in protest at the
construction of the annexation wall and settlement activities in the West
Bank.  As a result, dozens suffered tear
gas inhalation and others sustained bruises.

 

Demonstrations against the construction of the
annexation wall and settlement activity

 

Following the Friday Prayer, 02 August 2013, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activities,
marking Jerusalem International Day and supporting the Negev residents against
Brawer Plan. The demonstrators raised the Palestinian flag and made their way
towards the annexation wall. Israeli forces closed the wall gate with barbwire
and when the demonstrators attempted to access the lands behind the barbwire,
they were stopped by Israeli soldiers. The demonstrators threw stones at the
Israeli soldiers who responded with live ammunition, rubber-coated metal
bullets, sound bombs, and tear gas canisters, and chased them across olive fields
as far as the outskirts of the village. As a result, dozens of demonstrators
suffered tear gas inhalation and others sustained bruises.

 

Also, following the Friday Prayer, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Ni’lin village, west of Ramallah, in
protest at the construction of the annexation wall and settlement activities.
The demonstrators made their way towards the annexation wall. Israeli forces
closed the wall gate with barbwire and, when the demonstrators attempted to
access the lands behind the barbwire, they were stopped by Israeli soldiers.
The demonstrators threw stones at the Israeli soldiers who responded with live
ammunition, rubber-coated metal bullets, sound bombs, and tear gas canisters,
and chased them across olive fields as far as the outskirts of the village. As
a result, dozens of demonstrators suffered tear gas inhalation and others
sustained bruises.

 

Around the same time on Friday, dozens of Palestinian
civilians, Israeli and international human rights activists gathered at
the Martyrs Square in al-Nabi Saleh village, northwest of Ramallah, to hold a
weekly peaceful protest against the construction of the annexation wall and
settlement activities. The protesters walked towards Palestinian lands that
Israeli settlers from the nearby “Halmish” settlement are trying to
seize.  From the morning, Israeli forces
had closed all entrances to the village to prevent Palestinians, international
activists, and journalists from joining the demonstration.  Upon their arrival in the area, Israeli
soldiers fired live ammunition, rubber-coated bullets, sound bombs, and tear
gas canisters, chased the demonstrators into the village and sprayed them and
civilian houses with waste water. As a result, dozens of Palestinians suffered
tear gas inhalation and others sustained bruises. In addition, 4 Israeli
activists were arrested.

 

At approximately 13:20 on Friday, 02 August 2013,
dozens of Palestinian civilians from Kufor Qaddoum village, northeast of
Qalqilia, organized a peaceful demonstration heading to the eastern entrance,
which has been closed by the Israeli authorities since the beginning of the al-Aqsa
Intifada. They gathered by the gate, where Israeli soldiers attacked the
demonstrators with tear gas canisters and sound bombs. As a result, dozens of
civilians suffered tear gas inhalation. However, neither casualties nor arrests
were reported.

Also following the Friday prayer, dozens of
Palestinian civilians from al-Ma’sarah village, south of Bethlehem, and a
number of international activists and popular resistance activists organized a
peaceful demonstration against the annexation wall and settlement activities
under the title “In solidarity with the prisoners in the Israeli
jails”. They gathered in front of al-Shomou’ cultural centre in the centre
of the village and made their way through the village streets raising portraits
of Palestinian prisoners. When they approached the wall, Israeli forces dispersed
them and denied them access to the wall.

 

Following the Friday Prayer, 09 August 2013, dozens of
Palestinian civilians and international and Israeli human rights defenders
organised a peaceful demonstration in Bil’in village, west of Ramallah, in protest
at the construction of the annexation wall and settlement activities, marking

3. Continued closure of the oPt

 

Israel has continued to
impose a tightened closure on the oPt, imposing severe restrictions on the
movement of Palestinian civilians in the Gaza Strip and the West Bank,
including occupied East Jerusalem.

 

Gaza Strip

 

Israeli forces continuously tightens the
closure of the Gaza Strip and closes all commercial crossings , making the Karm
Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it
is not suitable for commercial purposes in terms of its operational capacity
and distance from markets.

 

Israeli forces have continued to apply the
policy, which is aimed to tighten the closure on all commercial crossings, by
imposing total control over the flow of imports and exports.

 

The total closure of al-Mentar
(“Karni”) crossing since 02 March 2011 has seriously affected the
economy of the Gaza Strip. Following this closure, all economic and commercial
establishments in the Gaza Commercial Zone were shut off. It should be noted
that al-Mentar crossing is the biggest crossing in the Gaza Strip, in terms of
its capacity to absorb the flow of imports and exports. The decision to close
al-Mentar crossing was the culmination of a series of decisions resulting in
the complete closure of the Sofa crossing, east of the Gaza Strip in the
beginning of 2009, and the Nahal Oz crossing, east of Gaza City, which was
dedicated for the delivery of fuel and cooking gas to the Gaza Strip, in the
beginning of 2010.

 

Israeli forces have continued to impose a
total ban on the delivery of raw materials to the Gaza Strip, except for very
limited items and quantities. The limited quantities of raw materials allowed
into Gaza do not meet the minimal needs of the civilian population of the Gaza
Strip.

 

The cooking gas crisis has ranged between
the ebb and flow for 3 months due to the closure of Karm Abu Salem for security
reasons.  According to PCHR’s follow-up,
Israeli authorities only allow around 98 tonnes of cooking gas into Gaza per
day.  This limited quantity is less than
half of the daily needs, which is 200 tonnes per day, of the civilian
population in the Gaza Strip during the winter.

 

For almost 6
consecutive years, Israeli forces have continued to prevent the delivery of
construction materials to the Gaza Strip. During the reporting period, Israeli
forces approved the delivery of limited quantities of construction materials
for a number of international organisations in the Gaza Strip.  Israeli forces also continued to impose
almost total ban on the Gaza Strip exports, including agricultural and
industrial products, except for light-weighted products such as flowers,
strawberries, and spices.

 

Israel has continued to
close the Beit Hanoun (“Erez”) crossing for the majority of Palestinian
citizens from the Gaza Strip. Israel only allows the movement of a limited
number of groups, with many hours of waiting in the majority of cases. Israel
has continued to adopt a policy aimed at reducing the number of Palestinian
patients allowed to move via the Beit Hanoun crossing to receive medical treatment
in hospitals in Israel or in the West Bank and East Jerusalem. Israel denied
permission to access hospitals via the crossing for new categories of patients
from the Gaza Strip.

 

For around a year and a
half, Israeli forces have allowed Palestinian detainees’ families to visit
their sons in the Israeli jails according to special and unfair conditions
after more than 5 years of deprivation in violation of international
humanitarian law.

 

The Egyptian
authorities allow the population of the Gaza Strip to travel via Rafah
International crossing, which connects the Gaza Strip with the outside
world.  Only limited and specified
categories are allowed, including patients, students, persons that hold
residencies in Egypt or abroad, men over 40 years, females in all ages,
children under 18, persons who hold Arab and foreign nationalities, and members
of Arab and international humanitarian delegations.  It should be mentioned that the crossing
opens seven days a week.  Nowadays, the
crossing is overcrowded due to the prolonged procedures from the Egyptian side,
particularly after closing it for several days over the past weeks due to
Egypt’s security conditions, which has affected the travellers’ movement in
both directions.

 

Beit Hanoun (“Erez”) crossing, in the north
of the Gaza Strip, is dedicated for the movement of individuals, and links the
Gaza Strip with the West Bank.

The Egyptian Authorities re-opened Rafah
International Crossing Pont, after closing it for 5 days, to the humanitarian
cases, patients, holders of foreign passports and holders of residency permits,
and the crossing was opened only for 4 hours daily.  It should be mentioned that the crossing was
closed in light of updates that Egypt witnessed and the intervention of the
Egyptian Army to oust President Mohammed Morsi following protests in the
Egyptian cities at the end June.

allowed the entry of 980 tonnes of construction aggregates for the private
sector; and 2,520 tonnes of construction aggregates for the UNDP.  They also allowed the entry of 819 tonnes of
fodders and 1,053 tonnes of wheat.

 

On Wednesday, 07 August 2013, Israeli
forces allowed the entry of 980 tonnes of construction aggregates for the
private sector; and 3,360 tonnes of construction aggregate for the UNDP.  They also allowed the entry of 780 tonnes of
fodders and 1,326 tonnes of wheat.

 

On Sunday, 11 August 2013, Israeli forces
allowed the entry of 1,950 tonnes of construction aggregates for the private
sector.  They also allowed the entry of

allowed the entry of 910 tonnes of construction aggregates for the private
sector.  They also allowed the entry of
663 tonnes of fodders and 1,131 tonnes of wheat.

 

Empty Plastic
Containers Returned to Israel via Karm Abu Salem

On Thursday, 01 August 2013, Israeli forces
allowed 5 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

On Sunday, 04 August 2013, Israeli
forces allowed 5 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Monday, 05 August 2013, Israeli
forces allowed 4 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Tuesday, 06 August 2013, Israeli forces
allowed 2 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

On Sunday, 11 August 2013, Israeli
forces allowed 7 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Monday, 12 August 2013, Israeli
forces allowed 7 truckloads of empty plastic containers to be returned via Karm
Abu Salem.

On Tuesday, 13 August 2013, Israeli forces
allowed 5 truckloads of empty plastic containers to be returned via Karm Abu
Salem.

 

Israel has
imposed a tightened closure on the West Bank. During the reporting period, Israeli
forces imposed additional restrictions on the movement of Palestinian
civilians:

 

Ramallah: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately 10:00
on Thursday, 08 August 2013, Israeli forces re-established at ‘Atara checkpoint
at the northern entrance of Bir Zeit, north of Ramallah, and prevented people
from entering or leaving through the checkpoint.  They later withdrew, and no arrests were reported.  It should be mentioned that the
aforementioned checkpoint links the north of the West Bank with the south and
centre of it.  Moreover, Israeli forces
evacuated the checkpoint of its soldiers, but they have not removed cement
cubes and a watch tower from the place. 
They also re-established at the aforementioned checkpoint from time to
time.  At approximately 19:00, Israeli
forces established a checkpoint at the main entrance of Beit Loqaya village, southwest
of Ramallah.  They later withdrew, and no arrests were reported.  Around the same time, another checkpoint was
established at the entrance of Beit ‘Aor al-Foqa village, southwest of
Ramallah.  Te checkpoint was later
removed, and no arrests were reported.

 

At approximately 21:30 on
Saturday, 10 August 2013, Israeli forces
re-established at ‘Atara checkpoint at the northern
entrance of Bir Zeit, north of Ramallah, and prevented people from entering or
leaving through the checkpoint.  They
withdrew later, and no arrests were reported.

 

At approximately 10:00 on
Sunday, 11 August 2013, Israeli forces established a checkpoint at the entrance
of Sanjal village, north of Ramallah. 
The checkpoint was later removed, and no arrests were reported.  At approximately 11:30, they
re-established at ‘Atara checkpoint at the northern
entrance of Bir Zeit, north of Ramallah, and prevented people from entering or
leaving through the checkpoint.  They
withdrew later, and no arrests were reported.

 

At approximately 09:00 on Monday, 12 August 2013,
Israeli forces established a checkpoint at the northern entrance of Ni’lin
village, west of Ramallah.  The
checkpoint was later removed, and at approximately 16:00 they re-established
the checkpoint in the aforementioned area and prevented cars from entering through
it.  At approximately 10:00, another
checkpoint was established at the entrance of al-Moghir village, northeast of
Ramallah.  The checkpoint was later
removed, and no arrests were reported. 
At approximately 11:30, they re-established at ‘Atara checkpoint at the
northern entrance of Bir Zeit, north of Ramallah, and prevented people from
entering or leaving through the checkpoint. 
They later withdrew, and no arrests were reported.  At approximately 17:00, they established
another checkpoint at Beit ‘Aor
al-Foqa village, southwest of Ramallah. 
The checkpoint was later removed, and no arrests were reported.

 

Jericho: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
11:00 on Thursday, 07 August 2013, Israeli forces established a checkpoint on
al-Mo’arajat Road between Jericho and Ramallah. 
The checkpoint was later removed, and no arrests were reported.

 

At approximately 08:30 on Friday, 09 August 2013,
Israeli forces established a checkpoint near the entrance of al-Zbeidat
village, north of Jericho.  The
checkpoint was later removed, and no arrests were reported.  At approximately 19:30, Israeli forces established
another checkpoint near the entrance of al-‘Oja village, east of Jericho.  The checkpoint was later removed, and no
arrests were reported.  At approximately
10:30, they established a similar checkpoint near the entrance of Jiftlek
village, north of Jericho.  The
checkpoint was later removed, and no arrests were reported.  At approximately 11:30, another checkpoint
was established near the entrance of Fasayel village, north of Jericho.  The checkpoint was later removed, and no
arrests were reported.    At
approximately 20:30, they established a checkpoint near the entrance of Marj
Na’ajah village, north of Jericho.  The
checkpoint was later removed, and no arrests were reported. 

 

Hebron: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. At approximately 16:00 on Thursday, 01 August 2013,
Israeli forces established a checkpoint at the entrance of al-‘Arroub refugee
camp, south of Dura, southwest of Hebron. 
The checkpoint was later removed, and no arrests were reported.

 

 At
approximately 17:00 on Friday, 02 August 2013, Israeli forces established a
checkpoint at the entrance of Kharsa village, south of Dura, southwest of
Hebron.  The checkpoint was later
removed, and no arrests were reported. 
Around the same time, another checkpoint was established on the road
between Dura and its western villages, southwest of Hebron.  The checkpoint was later removed, and no
arrests were reported.

 

At approximately 14:00 on Sunday, 04 August 2013,
Israeli forces established a checkpoint at the entrance of Beit Ummar village,
north of Hebron.  They prevented
passengers in buses, which park in front of the village entrance, from stepping
out under the pretext that the area adjacent to the main Street (60) is a
closed military area.  At approximately
17:00, another checkpoint was established at the entrance of Ezna village, west
of Hebron.  Around the same time, they
established a similar checkpoint on the road between Ezna villages and the eastern
villages of Dura (Adghim area), south of the city.  All checkpoints were later removed, and no arrests
were reported.

 

At approximately 07:00 on Monday, 05 August 2013,
Israeli forces established a checkpoint at the entrance of al-Koum village,
west of Dura, southwest of Hebron.  At
approximately 10:00, the checkpoint was removed, and no arrests were reported.

 

At approximately 16:00 on Tuesday, 06 August 2013,
Israeli forces established a checkpoint at thenetrance of Kharsa village, south
of Dura, southwest of Hebron.  The
checkpoint was later removed, and no arrests were reported.  At approximately 20:00, Israeli forces
established a checkpoint at the entrance of al-‘Aqba village, south of Dura,
southwest of Hebron.  The checkpoint was
later removed, and no arrests were reported.

 

At approximately 20:00 on Thursday, 08 August 2013,
Israeli forces established a checkpoint at the entrance of Ezna village, west
of Hebron.  The checkpoint was later
removed, and no arrests were reported.

 

At approximately 15:00 on Friday, 09 August 2013,
Israeli forces established a checkpoint at the entrance of Beit Ummar village,
north of Hebron.  They deployed in the
vicinity of the cemetery.  The checkpoint
was later removed, and no arrests were repoted. 
Around the same time, they established another checkpoint at the
entrance of al-‘Arroub refugee camp, north of Hebron.  The checkpoint was later removed, and no
arrests were reported.

 

At approximately 15:00 on Monday, 12 August 2013,
Israeli forces established a checkpoint on Wad al-Joz, which leads to Bani
Na’im village, east of Hebron. The checkpoint was later removed, and no arrests
were reported.  At approximately 18:00,
they established another checkpoint at the entrance of Jabal al-Rahmah
neighbourhood in the central Hebron.  The
checkpoint was later removed, and no arrests were reported.

 

At approximately 10:00 on Tuesday, 13 August 2013,
Israeli forces tightened its security measures in the centre of the old city in
central Hebron, as al-Shuhadaa’ Street, the old city square and al-Zahedah area
witnessed an intensive presence of Israeli soldiers.  Neither detentions nor arrests were
reported.  At approximately 15:00, they
established a checkpoint at the southern entrance of Hebron in al-Harayeq area,
south of Hebron.  The checkpoint was later
removed, and no arrests were reported. 
Around the same time, another checkpoint was established at the southern
entrance of Dura, as this entrance is connected with the Bypass Road (60),
southwest of Hebron.  The checkpoint was
later removed, and no arrests were reported.

 

Tulkarm: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
07:30 on Thursday, 01 August 2013, Israeli forces established a checkpoint on
the main road between Qalqilya and Tulkarm near the entrance of Jbarah village,
south of Tulakrm.  The checkpoint was
later removed, and no arrests were reported.

At approximately 20:30 on Friday, 02 August 2013,
Israeli forces established a checkpoint on the road between the villages of
‘Ezbet Shofah and Shofah, southeast of Tulkarm, in order to prevent the entry
of Israeli cars into the village and return them back to Tulkarm and then to
the bypass road, which leads to Jbarah crossing that separates Israeli from the
1967 occupied territories.

At approximately 20:30 on Saturday, 03 August 2013,
Israeli forces established a checkpoint on the road between the villages of
‘Ezbet Shofah and Shofah, southeast of Tulkarm, in order to prevent the entry
of Israeli cars into the village and return them back to Tulkarm and then to
the bypass road, which leads to Jbarah crossing that separates Israeli from the
1967 occupied territories.

 

Qalqilya: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
22:45 on Saturday, 03 August 2013, Israeli forces established a checkpoint at
the entrance of ‘Azoun village, east of Qalqilya.  The checkpoint was later removed, and no
arrests were reported.

 

At approximately 19:00 on Friday, 09 August 2013,
Israeli forces established a checkpoint at the entrance of ‘Azoun village near
the entrance of al-Nabil Elyas village, east of Qalqilya.  The checkpoint was later removed, and no
arrests were reported.

 

At approximately 15:00 on Sunday, 11 August 2013,
Israeli forces established a checkpoint at the entrance of Kafr Qadoum village,
northeast of Qalqilya.  The checkpoint
was later removed, and no arrests were reported.  At approximately 21:15, they established a
checkpoint at the intersection of Jeet village, northeast of Qalqilya.  The checkpoint ws late removed, and no
arrests were reported.

 

At approximately 15:20 on Monday, 12 August 2013,
Israeli forces established a checkpoint between the villages of al-Fondoq and
Hajah, east of Qalqilya.  The checkpoint
was later removed, and no arrests were reported.  At approximately 20:30, another checkpoint
was established at the entrance of ‘Azoun village, east of Qalqilya.  The checkpoint was later removed, and no
arrests were reported.

 

Jenin: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians. During the reporting, Israeli forces stationed at “Mevo
Dotan” checkpoint, which is established on the main road between Jenin and the
northern villages of Tulakrm near the entrance of “Mevo Dotan” settlement
established on Palestinian lands, southwest of Jenin, tightened restrictions
against Palestinians.  When Mohammed
Tayseer Ahmed Abu ‘Atiyah (23) from Jenin was passing, Israeli forces stationed
hr checkpoint detained and questioned him on the spot.  After an hour, he was released.  The tightening later ended, and no further
incidents were reported.

 

Salfit: Israeli
forces have continued to impose severe restrictions on the movement of
Palestinian civilians.  At approximately
12:00 on Saturday, 03 August 2013, Israeli forces established a checkpoint at
the entrance of Yasouf village, east of Salfit. 
At approximately 13:30, the checkpoint was removed, and no arrested were
reported.

 

At approximately 14:00 on Thursday, 08 August 2013,
Israeli forces established two checkpoints at the eastern and western entrance
of Haris village, north of Salfit.  They
prevented people from passing in both directions, and at approximately 15:00
they were allowed.  At approximately
15:00, another checkpoint was established at the southern entrance of Kafl
Haris village, north of Salfit.  The
checkpoint was later removed, and no arrests were reported.

 

At approximately 12:20 on Friday, 09 August, Israeli
forces established a checkpoint at the entrance of Qarawet Bani Hassan , west
of Salfit.  The checkpoint was later
removed, and no arrests were reported.

 

At approximately 19:10 on Monday, 12 August 2013,
Israeli forces established a checkpoint at the entrance of Borqeen village,
west of Salfit.  At approximately 20:00,
the checkpoint was removed and no arrests were reported.

Arrests at military
checkpoints

At approximately 14:00 on Friday, 02 August
2013, Israeli forces deployed in the old city neighbourhoods in the centre of
Hebron arrested Ghandi Nedal al-‘Aweiwi (13) while he was playing with his
friends in front of his house.  The
aforementioned child was taken to the police station of “Karayat Arba’a”
settlement, which is established on Palestinian lands, east of Hebron.

 

Around the same time, Israeli forces
deployed in the old city neighbourhoods in the central Hebron, arrested Mo’ataz
‘Aziz al-Mohtaseb (16) and Mahmoud Jamal Jamjoum (16).  Israeli forces claimed that the children in
question vandalized the property of the Israeli forces at the gates near
al-Ibrahimi Mosque and were transferred to “Karyat Arbaa’” police station, east
of Hebron.  After they were questioned,
they were transferred to “Ofer” prison, southwest of Ramallah.

 

At approximately 03:00 on Tuesday, 06
August 2013, Israeli forces stationed at the electronic gates leading to the
Ibrahimi Mosque yard in the centre of the old city in the central Hebron
arrested Tariq Mershed ‘Abdel Ghani al-Karaki (20) while he was on his way to
perform prayers there.  He was then taken
to “Karyat Arbaa’” settlement, east of Hebron.

 

It should be mentioned that Israeli
authorities had closed the Ibrahimi Mosque yard to the prayers and allowed
settlers to perform their religious rituals.

 

At approximately 16:30 on Saturday, 10
August 2013, Israeli forces established a checkpoint at the eastern entrance of
Yatta in Reef area, south of Hebron. 
They then arrested ‘Othman Yaser Abu ‘Aram (23).  They withdrew later taking him to an unknown
destination.

 

On Sunday morning, 11 August 2013, Israeli
forces stationed at the entrance of “Gosh ‘Atsyon” settlement, south of
Bethlehem, arrested Khaled ‘Ali Atbish (25) after he was on his way to appear
before the Israeli intelligence.  He was
then transferred to an unknown destination.

 

Harassments
and Attacks against Palestinian Civilians at military checkpoints

 

At approximately 17:30 on Thursday, 01
August 2013, Israeli forces stationed at al-Container checkpoint, east of
Bethlehem, attacked Mahmoud Mousa Mohmmad Breijeyeh (21) from al-Ma’asarah village,
south of Bethlehem, while he was passing through the checkpoint after receiving
medical treatment in Ramallah.  Mahmoud
said to a PCHR fieldworker that: “Israeli forces stopped the car and checked
the passengers’ identities.  They then
forced him to get from the car and severely beat me after they discovered that
I am from al-Ma’asarah village.”

 

5. Settlement activities and attacks by settlers against Palestinian
civilians and property

 

Attacks carried out by Israeli forces

 

At approximately 08:30 on Friday, 02 August 2013, an
Israeli infantry unit moved into farmlands around Kherbet Um al-Khair, to the
east of Yatta, south of Hebron. They denied members of al-Hatheleen family
access to the lands and a water well used by the residents for them and their
livestock. Israeli soldiers declared the area as a closed military zone. Besides,
the residents were threatened to leave the area, otherwise, they would be
arrested. An Israeli officer showed a detailed plan about schemes to build 60
settlement units in the abovementioned area.

 

It should be noted that Israeli authorities tried to
seize a rocky land (approximately 100 dunums) a long time ago in the south of
Kherbet Um al-Khair.  Settlers established
kind of a park by fixing benches on the eastern side of the land and used to
perform their religious rituals on Saturdays. Moreover, the construction and
expansion works have been ongoing in “Karmiel” settlement in the
southern side of the village. Settlers have been attacking the residents of the
village on daily basis in order to force them leave their lands for the benefit
of expansion in the abovementioned settlement.   

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, which is still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning
the
Laws and Customs of War on Land
and the
Geneva Conventions. Israel is bound to apply the international human rights law
and the law of war sometime reciprocally and other times in parallel in a way
that achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days in November, PCHR calls upon the international
community, especially the United Nations, the High Contracting Parties to the
Geneva Convention and the European Union – in the context of their natural
obligation to respect and enforce the international law – to cooperate and act
according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on the
expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
