Continued Israeli Violations in the OPT

 

 

· 12 Palestinians, mostly

Introduction

 

 

This week, Israeli occupying forces perpetrated more
human rights violations against Palestinian civilians and property in the
Occupied Palestinian Territories (OPT). They shelled and moved into Palestinian cities and villages and invaded
the West Bank cities of Jenin, Tulkarm and Salfit. This week, 12 Palestinians, 11 of them
civilians, were killed, including three children and two women.

 

In a continuation of the policy of assassination
officially adopted by the Israeli government, Israeli occupying forces carried
out two new assassinations: in Ramallah on 16 May, and in Balata refugee camp
in Nablus on 22 May. Five Palestinians,
including a bystander, were killed.

 

Israeli occupation forces also
shelled and invaded PNA-controlled areas. On 19 May, they moved into the east of Gaza City and partially
demolished two factories, one of which is the only factory that produces oxygen
in the Gaza Strip. On 16 May, Israeli
occupying forces razed approximately 20 donums of Palestinian agricultural land
in the same area. On 21 May, Israeli
occupying forces demolished three Palestinian houses in al-Mughraqa area, south
of Gaza city, even though PCHR had already obtained a decision by the Israeli
Supreme Court to stop the demolition.

 

This week, Israeli occupying
forces shelled Palestinian residential areas in Khan Yunis and Rafah, killing a
child and wounding more than 10 civilians in Rafah. A number of houses were also damaged.

 

Israeli occupying forces have
maintained the total siege imposed on the OPT, constitute collective punishment
again the Palestinian population.  Israeli forces have separated
Palestinian areas, transforming them into cantons and imposed a curfew on
several Palestinian areas in the West Bank.  In the Gaza Strip, Israeli
occupation forces have divided the strip into three isolated zones for several
weeks.  In a new measure Israeli occupying forces on 20 May issued a
military order declaring al-Mawasi area in Rafah and Khan Yunis a “closed
military area” and obliging its Palestinian residents to obtain magnetic cards
and special permits issued by the Israeli civil administration to be able to
move. Two days later, an Israeli officer
handed magnetic cards to all residents of the area over the age of 16. On the same day, the Israeli defense minister
stated that his government would establish a 350-km-long security fence
separating Israel from the West Bank.

 

In three separate incidents,
Israeli occupying forces at military roadblocks and checkpoints at the
entrances to Palestinian cities and villages shot dead three Palestinian
civilians, including a woman, in the West Bank. 

 

According to lawyers of the
Palestinian Society for the Protection of Human Rights and the Environment
(LAW), Israeli occupying forces put around 500 Palestinians who were arrested
during the Israeli full-scale offensive on the West Bank into administrative
detention, a form of detention that allows Israeli forces to hold Palestinians
for indefinitely renewable periods of 6 months without charge.

of and Encroachment into Palestinian Areas

 

 

Thursday, 16 May 2002

 

In the morning, medical sources
at Shifa’ Hospital in Gaza announced that 36-year-old Fayza ‘Abdul Jawad Abu
Lebda, from Rafah, succumbed to a wound she received last month. According to PCHR’s investigation, she
received burns and injuries on 30 April, when Israeli occupying forces fired an
artillery shell at her house in Rafah refugee camp. Fire broke out in her room and she was
seriously injured. The victim is the
sister of 29-year-old Akram Abu Lebda who was killed by Israeli occupying
forces that shelled and moved into Rafah refugee camp on 27 September 2001.

 

At approximately 05:30, Israeli
occupying forces, reinforced with tanks and armored personnel carriers, moved
approximately 1km into al-Ersal area in the north of Ramallah, in the West
Bank. They arrested two Palestinians:

 1. ‘Omar Ahmed Shalash, 17, from
Ramallah; and

 2. Mohammed Qassem, 20, from
‘Arraba village near Jenin.

 

Also in the morning, Israeli
heavy military vehicles thrust approximately 400m into a Palestinian
agricultural area east of Gaza City. They razed approximately 20 donums of agricultural land:

 1. They razed a 7-donum area of
agricultural land planted with olives owned by ‘Aamer Suleiman Helles.

 2. They razed an 8-donum area of
agricultural land planted with olives owned by ‘Abdul Raziq Habib.

 3. They razed a 5.5-donum area of
agricultural land planted with olives owned by Sha’ban Ibrahim Khalil Quta.

 

Israeli occupying forces in
military locations east of the affected area fire at the area everyday. Last week, they shot dead a Palestinian child
and wounded two others (for more details, see PCHR’s last Weekly Report).

 

At approximately 20:30, Israeli
occupying forces in the vicinity of “Neve Dekalim” settlement, west of Khan
Yunis in the southern Gaza strip, shelled al-Nimsawi neighborhood in the
southwest of the town. Four flats in an
apartment building of al-Farra Company were damaged:

 1. An artillery shell hit the
kitchen of a 150-square-meter flat, in which 4 people live, owned by ‘Abdul
Hadi Mohammed Shahin.

 2. Windows and walls of a
120-square-meter flat, in which 10 people live, owned by ‘Essam Mahmoud Fayadh,
were damaged.

 3. Windows and walls of a
120-square-meter flat, in which 4 people live, owned by Jamal Hashem Shublaq,
were damaged.

 4. Windows and furniture of a
120-square-meter flat, in which 6 people live, owned by Maher Rajab al-Ghamri,
were damaged.

 

Friday, 17 May 2002

 

At approximately 02:00, Israeli
occupying forces invaded Jenin and its refugee camp in the northern part of the
West Bank and imposed a curfew. They
opened fire at houses, wounding two Palestinians:

 1. Ra’ed Rezeq Juha, 33, from
Gaza, wounded by a live bullet in the right side; and

 2. ‘Ezziddin Bassam Ragheb
al-Sa’di, from Jenin refugee camp, wounded by shrapnel in the right
shoulder. 

 

Israeli forces also set fire to
the house of a Hamas Leader, Jamal Abu al-Haija in the refugee camp, and
destroyed the market of the city. 

 

At approximately 16:00, after
Israeli occupying forces had withdrawn from Jenin and its refugee camp, a
landmine exploded in al-Samran quarter in the refugee camp. A Palestinian civilian, Murad ‘Abdul Hakim
Mohammed al-Ghoul, 16, was killed by shrapnel throughout the body. Two other civilians were also wounded:

 1. Mohammed ‘Abdul Rahman Jarrar,
16, wounded by shrapnel in the chest, the right hand and the legs; and

 2. Sa’ada Mohammed Ahmed Saleh,
15, wounded by shrapnel in the chest, the hands and the feet.

 

At noon, Israeli tanks and
armored personnel carriers moved into the public housing project in the
northeast of Nablus. They opened fire at
Palestinian houses and civilians who were on their way to mosques for the Friday
prayers. ‘Amid Mohammed ‘Abdul Samad Abu
Seir, 7, from ‘Askar refugee camp, was killed, and five civilians were wounded:

 1. Maher ‘Omar Abu Hawila, 12,
wounded by a medium caliber bullet in the abdomen;

 2. Mohammed ‘Omar Abu Hawila, 11,
wounded by a live bullet in the abdomen;

 3. Ya’qoub Mohammed al-Bishtawi,
12, wounded by a live bullet in the neck;

 4. Jamal Abu Kamla, 37, wounded by
a live bullet in the right hand and shrapnel in the right leg;

 5. Mohammed ‘Abdul Samad Abu Seir,
41, wounded by shrapnel in the back and the feet.

 

In his testimony to the
Palestinian Society for the Protection of Human Rights and the Environment
(LAW) regarding the death of his son, the child’s father said:

 

“…at approximately 12:15 on
Friday, 17 May 2002, I was about to go to Mas’ab Ben ‘Omeir mosque,
approximately 300m away from my house, for the Friday prayers. My 7-year-old son ‘Amid was with me. As soon as we got out of our house, located
at ‘Askar road, we heard sounds of tanks and armored vehicles. My son got scared, so we went back home. We waited for the tanks and armored vehicles
to pass. The door of the house was
closed. Suddenly, I heard sounds of live
bullets. Then, I saw bullets penetrating
the door. I hugged my son with my back
to the door. I felt that I was wounded
by shrapnel in the back and the feet. Then, ‘Amid cried: ‘Dad! I was
wounded.’ I carried him. He was bleeding and then he lost
consciousness. I cried for help. Immediately, my nephew came and took ‘Amid in
his car to hospital, but he was dead. Doctors told me that he was hit by two live bullets, a heavy caliber
bullet in the abdomen and a live bullet in the jaws.”

 

At approximately 19:00, Israeli
occupying forces in a military location in Tal Zo’rob area in the southwest of
Rafah in the southern Gaza strip, opened fire at Palestinian houses in Tal
al-Sultan neighborhood, opposite to the area. A Palestinian civilian, Hamdi Mohammed Hassouna, 51, was wounded by a
live bullet in the left thigh.

 

At approximately 22:00, Israeli
occupying forces in the vicinity of “Gani Tal” settlement, northwest of Khan
Yunis, opened fire at al-Rabwat area and al-‘Aaryshia neighborhood in the north
and west of Khan Yunis. A Palestinian
child, Mohammed Zuhair Mohammed al-Saqqa, 14, was wounded by shrapnel from a
live bullet in the left shoulder and hand.

 

At approximately 22:30, Israeli
occupying forces in the vicinity of “Neve Dekalim” settlement, west of Khan
Yunis, shelled al-Nimsawi neighborhood in the southwest of the town. Two flats in an apartment building of al-Farra
Company were damaged:

1. Windows and walls of a
120-square-meter flat, in which 6 people live, owned by Mohammed Ibrahim
al-Sheikh ‘Eid, were damaged.

2. Windows and walls of a
120-square-meter flat, in which 2 people live, owned by Mousa Mahmoud Abu
Nemer, were damaged.

 

Saturday, 18 May 2002

 

At approximately 02:00, an infantry unit of Israeli
occupying forces, reinforced with heavy military vehicles, moved approximately
600m into al-Qarara village, north of Khan Yunis and imposed a curfew. A number of Israeli soldiers took position on
the roof of a house owned by Zuhair Ahmed ‘Abdul Qader Sweidan, after they had
locked its residents in one room. Other
Israeli soldiers searched houses and damaged them. Israeli forces withdrew from the area at
approximately 07:00.

 

At approximately 14:00, Israeli
occupying forces in a military location in Tal Zo’rob area in the southwest of
Rafah, opened fire at Palestinian houses in Tal al-Sultan neighborhood,
opposite to the area. A Palestinian
civilian, Ibrahim Ahmed Na’na’, 24, was wounded by shrapnel from a live bullet
in the abdomen.

Sunday, 19 May 2002

 

At approximately
10:00, Israeli occupying forces, covered by intense shelling, moved
approximately 300m west of a settler road linking between al-Mentar crossing
and al-Shuhada’ junction, south of Gaza. They partially destroyed two Palestinian factories:

 1. The destroyed parts of a
1500-square-meter factory that produces oxygen, owned by Zuhair Mohammed
al-Ghussein. It is the only factory in
the Gaza Strip that produces oxygen. Work
at the factory has stopped for four months due to the danger posed by fire from
Israeli forces in the area. On 20 April,
the owner received a notice by Israeli forces that his factory would be
demolished, but PCHR was able to obtain a decision by the Israeli Supreme Court
to stop the demolition.

 2. They destroyed the fence and the gate of
a wood factory managed by Samir ‘Omar Kurdia.

 

At approximately
12:30, Israeli occupying forces moved into the area gain and bulldozed seven
greenhouses planted with vegetables, owned by Ghazi Hajji.

 

At approximately
13:00, Israeli occupying forces in the vicinity of “Morag” settlement, north of
Rafah, opened fire at nearby Palestinian farms. A Palestinian civilian, Rami Mahmoud Madhi, 24, was wounded by shrapnel
from a live bullet in the left foot.

 

At approximately
22:00, Israeli occupying forces in a military location in Tal Zo’rob area in
the southwest of Rafah, for no apparent reason, opened fire at Palestinian
houses in Tal al-Sultan neighborhood, opposite to the area. A Palestinian civilian, Hiba Ra’fat Barud,
14, was wounded by shrapnel in the right eye while at home.

 

Monday, 20 May 2002

 

At approximately 01:00, Israeli
occupying forces in the vicinity of “Neve Dekalim” settlement, west of Khan
Yunis, shelled al-Nimsawi neighborhood in the southwest of the town. Fifteen artillery shells fell on the yard of
apartment buildings of al-Farra Company. A number of nearby houses were damaged, but no casualties were reported.

 

At approximately 23:00, Israeli occupying
forces coming from “Kfar Darom” settlement moved approximately 200m into
Palestinian agricultural land in the east of Deir al-Balah in the central Gaza
strip. They razed areas of agricultural
land:

 1. They razed a 5-donum area of
agricultural land planted with olives and palms and destroyed an irrigation
network, owned by Mohammed Ahmed Baraka and sons.

 2. They razed a 1.5-donum area of
agricultural land planted with olives and palms and destroyed an agricultural
pool and a water pump, owned by Mohammed Jaber Suleiman Baraka.

 3. They demolished two rooms that
served as agricultural stores and destroyed an agricultural pool and a water
pump owned by Jamil Jaber Baraka.

 4. They demolished the fence of a
house owned by Fadhel Yousef al-Qaedra.

 5. They destroyed a 200-meter-long
water pipeline, a sprinkler and agricultural tools owned by ‘Othman Salama
Baraka.

 

Israeli forces withdrew from the area
only at 08:00 on the following day.

 

Tuesday, 21 May 2002

 

At approximately 04:00, Israeli heavy military vehicles
moved approximately 1km into Gaza Valley village in the southeast of Gaza. They demolished a 200-square-meter site used
by the Palestinian Military Intelligence Service, and razed a 500-square-meter
area of agricultural land planted with olives owned by Moussa Arafat, head of
the Military Intelligence Service. Israeli forces also destroyed a 2-donum area of agricultural land
planted with tomatoes, owned by Jihad Ghazi Hajji.

 

At approximately 09:00, Israeli occupying forces moved
approximately 50m into al-Mughraqa village in the south of Gaza. They demolished a 120-square-meter,
asbestos-roofed house, in which 10 people used to live, owned by Fayez Salim
al-Khurati. An adjacent house owned by
Nazhmi ‘Ali Abu Khubeiza was damaged. 

 

At approximately 14:00, Israeli occupying forces positioned
at the Egyptian border, south of Rafah, opened fire at Palestinian houses in
Rafah refugee camp until 19:00. Five
Palestinian civilians were wounded:

 1. Mohammed Talal Kassab, 17, critically wounded by a
live bullet in the back and succumbed to his wound at hospital at 21:00;

 2. Najat Saleh al-Sha’er, 13, wounded by shrapnel in the
back;

 3. Ahmed Hassan Abu Shawish, 17, seriously wounded by a
live bullet in the head;

 4. Marwan ‘Aadel al-Houli, 19, wounded by shrapnel in
the right leg; and

 5. Hamad Khader Zannun, 19, wounded by shrapnel in the
back. 

 

At approximately 19:00, Israeli occupation forces moved
approximately 700m into al-Mughraqa village, south of Gaza City. They raided and searched Palestinian
houses. They razed 200m of the road
leading to the village. They also
demolished two houses:

 1. A 180-square-meter, two-story house, owned by Suhail
Qudus al-Weheidi; and

 2. A 200-square-meter, two-story house owned by Musallam
Mohammed Mutawe’. 

 

Owners of the two houses received notices by Israeli
occupying forces that their houses would be demolished one month ago, but PCHR
was able to stop the demolition after obtaining a decision from the Israeli
Supreme Court. 

 

Wednesday, 22 May 2002

 

At approximately 03:00, Israeli occupying forces invaded
Salfit in the north of the West Bank. They shelled Palestinian houses and sites of the Palestinian National
Security Force. Fahad Hassan ‘Arar, 22,
from Qarawat Bani Zeid in Ramallah, a member of the Palestinian National
Security Force, was seriously wounded by several live bullets throughout the
body. Israeli forces also arrested 15
Palestinians. 

 

At approximately 13:00, Israeli occupying forces informed
the Palestinian side through the liaison committee that there was a corpse of a
Palestinian near the junction of ‘Aanin village, west of Jenin. Soon, an ambulance of Palestine Red Crescent
Society went to the area and evacuated the body, which was cut into two
parts. Later, the victim was identified
as Khaled Mahmoud Zakarna, 30, from Deir Ghazala, east of Jenin. 

 

Israeli occupying forces claimed that Zakarna was on his way
to carry out an attack inside the Green Line, but a Palestinian security source
stated to LAW that Zakarna was killed by a tank shell. Zakarna’s body was found approximately 100m
away from the area where Israeli tanks were positioned, which undermines the
Israeli claim. 

 

Earlier this month, on 5 May, Israeli occupying forces
opened fire at a Palestinian family while working in a farm near Qabatya
village near Jenin, killing a woman and her two children. Israeli forces first claimed that an
explosion occurred in the area, but later they admitted that the woman and her
children were killed by mistake and expressed regrets for their deaths.

 

At approximately 09:30-10:30, Israeli occupying forces
positioned at the eastern border of the Gaza Strip shelled the east of
Jabalya. A Palestinian farmer, ‘Alla’
Isma’il Habib, 32, from al-Shojaeya neighborhood, was wounded by shrapnel in
the right arm. A cow farm of al-Sakhra
Association was severely damaged and some cows were killed.

 

 

Two New Assassinations

 

 

In a continuation of the policy of assassination officially
adopted by the Israeli government against political and field activists of the
Intifada, on Thursday morning, 16 May, Israeli occupation forces killed a
Palestinian young man.

 

According to investigation carried out by LAW, at
approximately 04:00, special units of Israeli occupying forces, reinforced with
dozens of armored personnel carriers and military jeeps, moved into Um
al-Sharayet neighborhood in Ramallah. They surrounded al-Rabi’ building and broke into a flat on the second
floor. Soon, they shot dead Mohammed
Taha Ahmed Ghannam, 21, with three live bullets in the chest and the right
leg. Then, they threw his body onto the
street. They also arrested two
unidentified young men and withdrew from the area at approximately 05:50. Ghannam’s body was taken to Ramallah
Hospital. According to medical sources,
Israeli forces used sharp tools to distort his body, as there were injuries in
the upper part of the body, and that he was shot from a close distance. Ghannam was a member of the Palestinian
Preventive Security Service wanted by Israeli occupying forces.

 

On Wednesday evening, Israeli occupying forces assassinated
three members of al-Aqsa Martyrs Brigades and a bystander in Balata refugee
camp. At approximately 19:00, while
three members of al-Aqsa Martyrs Brigades were in the cemetery of Balata
refugee camp, Israeli tanks at al-Tour Mount, south of Nablus, fired several
flechette shells that killed the three:

 1. Mahmoud
‘Abdullah al-Titi, 31;

 2. ‘Emad Salim
al-Khatib, 27; and

 3. Eyad Samir
Hamdan, 23. 

 

A passing civilian, Bashir Mohammed Ya’ish, 31, from Nablus,
was seriously wounded. He was evacuated
to hospital where he soon succumbed to his wound.

 

Israeli occupying forces admitted responsibility for the
assassination. The Israeli daily Yediot
Aaharanot
on its Arabic web page quoted an Israeli military spokesman as
saying that “the most wanted Palestinian in the West Bank, Mahmoud al-Titi, was
killed by a tank shell in the cemetery of Balata refugee camp after he was
identified.” He added that “al-Titi held
a meeting in the place with some activists of Fatah Movement according to
intelligence information. A tank moved
and fired several shells at them.”

 

 

Shooting at Palestinian Civilians

 

 

Friday, 17 May 2002

 

Israeli occupying forces at military roadblocks and
checkpoints continued to shoot at Palestinian civilians. At approximately 13:00, Israeli occupying forces
at a military checkpoint between Western Baqa village inside the Green Line and
Eastern Baqa in the West Bank fired at a civilian car after it had crossed the
checkpoint upon their order. Sumaia
Mahmoud ‘Abdul Rahman Zeidan, 47, from Yamma village inside the Green Line, who
was traveling in the targeted car to her village, was wounded by a live bulllet
in the back. Israeli forces prevented
her evacuation to hospital by an ambulance, so she was moved to hospital in a
civilian car, but she succumbed to her wound. 

 

At approximately 13:30, Palestinian civilians organized a
peaceful march that moved towards the northern entrance of al-Bireh, where
Israeli occupying forced took position. Soon, Israeli forces fired live ammunition, rubber-coated metal bullets
and tear gas at civilians. Kisra Kamal
Yassin, 36, from Ramallah, was wounded by a rubber-coated metal bullet in the
left leg. 

 

Saturday, 18 May 2002

 

In the afternoon, Israeli occupying forces positioned at the
junction of Beit Ummar village, north of Hebron opened fire at a civilian car
for no apparent reason, killing Mahmoud Mousa ‘Ali al-Husseini Zahaika, 36,
from Jabal al-Mukabber neighborhood in occupied Jerusalem, with several live
bullets in the neck and limbs. 

In his testimony to LAW, Zhaika’s cousin, who was
accompanying him, said:

 

“Saturday afternoon, 18 May 2002, we were traveling from
Jerusalem to Hebron to bring my wife from there. We were traveling in a civilian car that has
an Israeli number plate. My cousin was
driving the car. When we arrived at an
Israeli military roadblock at the junction of Beit Ummar village, we saw cars
moving back after Israeli soldiers had not allowed their passage. We resorted to alternative roads which led us
to Beit Ummar village. When we moved to
a muddy road leading to Hebron, my cousin asked me to get out of the car to
check if it was possible for the car to move on the road. At approximately 15:30, my cousin was trying
to turn the car back after he failed to cross a sand barrier. I saw a number of Israeli soldiers jumping
out of a military jeep. They immediately
opened fire at the car, which moved forward. I shouted at them to stop shooting, but they continued to fire at the
car for 5-7 minutes. Then, I hurried
towards the car, where I found my cousin shot dead by several live bullets in
the neck and the limbs. Israeli soldiers
fired a sound bomb at me and I fell on my cousin’s body.”

 

Sunday, 19 May 2002

 

At approximately 07:30, Israeli
occupying forces at a military roadblock at the junction of Deir Ebzi’-‘Ein
‘Arik, west of Ramallah, fired at a number of Palestinian civilians who were
walking on a muddy road from their villages towards Ramallah. Ghassan Sakeb ‘Abdullah, 22, from Deir Ebzi’
village, was wounded by a live bullet in the right thigh.

 

At approximately 16:15, Israeli
occupying forces at a military checkpoint at al-Matahen junction, north of Khan
Yunis fired at Palestinian civilians for no apparent reason who were waiting to
cross the checkpoint towards Gaza. Mahmoud Ibrahim Mahmoud al-Qerem, 44, from Khan Yunis, was slightly
wounded by shrapnel from a live bullet in the face. 

 

Wednesday, 22 May 2002

 

In the morning, Israeli
occupying forces at a military roadblock at the northern entrance of Bethlehem
shot dead a Palestinian laborer who attempted to cross the roadblock without
permission. 

 

According to investigation
carried out by LAW, at approximately 07:00, Mousa ‘Abdul Rahman Dharaghma, 35,
from al-Duheisha refugee camp, south of Bethlehem, arrived at an Israeli military
roadblock at the northern entrance of the city, while traveling to his work in
occupied Jerusalem. As he did not have a
permit issued by Israeli occupying forces to enter Jerusalem, he resorted to an
adjacent muddy road. Soon, Israeli
forces shot him dead and kept his body. 

 

 

Arrests

 

This week, Israeli occupation
forces arrested a number of Palestinians.  The arrests took place in the
following circumstances:

 

 1. At international border
crossings, under the control of Israeli occupation forces.

 2. At Israeli military roadblocks
on main and branch roads at the entrances to Palestinian cities and villages.

 3. In Palestinian towns and
villages, often during house raids.

 4. During incursions into
Palestinian controlled areas.

 1. Upon the international
community to provide immediate and independent international protection for the
Palestinian people in the Occupied Palestinian Territories.

 2. Upon the High Contracting
Parties to the Fourth Geneva Convention of 1949 to reconvene in order to take
effective measures to protect Palestinian civilians in the Occupied Palestinian
Territories, in accordance with their obligations under Article 1, to ensure
the respect of the Convention.

 3. Upon the international
community to investigate and prosecute those believed to have committed war
crimes in the Occupied Palestinian Territories before international courts.

 4. Upon the ICRC to enhance its
presence, expand its activities, and intensify its field observations
throughout the Occupied Palestinian Territories.

 5. Upon the European Union to
activate Article 2 of the Euro-Israeli Association Agreement, which provides
that Israel must respect human rights.

 6. Upon the international
community to provide humanitarian and medical assistance for the Palestinian
people, whose living conditions are continuing to deteriorate as a result of
the continued siege imposed by Israeli occupation forces on the entire Occupied
