Introduction
In an interview with the Israeli daily, Yediot Aharanot, on Sunday 15 September 2002, the Israeli Chief of Staff, Moshe Ya’alon, confessed that his soldiers committed acts of
stealing, extortion and damage against Palestinian property during their
operations in the Occupied Palestinian Territories (OPT). He said, “In fact, I discovered that,
during the Security Fence Operation, there were unjustified acts of stealing,
extortion and damage in the daily military work. Junior officers are young people who lack
sufficient culture, so they commit acts of tyranny that contradict orders and
values of the IDF.” Ya’alon used
this statement in an attempt to show that the acts against Palestinian property
contradict the “orders and values of the Israeli army”. However, this does not correspond with the
facts on the ground. Instead it confirms
what human rights organizations have published regarding such violations during
the past two years.
Israeli occupying forces have perpetrated more human
rights violations against Palestinian civilians and their property in the
Occupied Palestinian Territories (OPT). They have been using all kinds of
weapons and adopting a policy of collective punishment against all
Palestinians. This week, Israeli
occupying forces carried out a series of limited incursions into Palestinian
areas in the Gaza Strip, while continuing to invade Palestinian areas in the
West Bank. The human rights violations
against Palestinian civilians have included willful killings, shelling of, and
incursion into Palestinian areas, house demolition, and agricultural land
leveling. This week, 3 Palestinians were
killed and dozens were wounded by Israeli occupying forces.
For the second consecutive week, Israeli occupying forces
have carried out a series of incursions into Palestinian towns and refugee
camps in the Gaza Strip, during which they destroyed houses and civilian facilities
and arrested dozens of Palestinians. The
largest incursion took place on Tuesday 17 September, when Israeli occupying
forces, supported by combat helicopters, invaded al-Satar al-Sharqi and
al-Satar al-Gharbi – areas in Khan Yunis. They raided houses and destroyed one of them. They also destroyed two workshops, damaging a
number of neighboring houses and civilian facilities. They arrested dozens of Palestinian
civilians, more than 10 of who remain in custody.
On Friday 13 September, Israeli occupying forces,
supported by combat helicopters, invaded al-Salam and al-Brazil neighborhoods
in the south of Rafah. A Palestinian
policeman was killed, six civilians were wounded, three workshops were totally
destroyed and 17 houses were partially destroyed.
On Thursday 12 September, as part of their
retaliatory campaign against families of Palestinians who have carried out
attacks against Israeli targets, Israeli occupying forces destroyed a house
owned by the family of a Palestinian who carried out an attack on an Israeli
settlement in the southern Gaza Strip in November 2001. Ten neighboring houses were severely
damaged. Such actions took place with
support from the Israeli judiciary. In
this context, the Israeli High Court rejected a petition submitted by the
families of Nabil Halbia and Ussama Bahar, from Abu Dis, who carried out a
bombing in Jerusalem in December 2001. The petition challenged the military order to demolish their houses. By rejecting it the Israeli High Court
appeared to be legalizing the demolition of the houses. By accepting retaliatory acts and collective
punishment, prohibited under international humanitarian law, the Israeli
judiciary appears to be protecting war crimes committed by Israeli occupying
forces against Palestinian civilians.
Hundreds of Palestinian students were in great danger
when a bomb, apparently planted by extremist settlers, exploded in an
elementary school in Zeif village, south of Hebron. Two other bombs were discovered and were
inactivated by Israeli occupying forces. As a result of the explosion, 9 students were wounded, while hundreds of
students were in shock. Approximately
400 students were having classes at school when the explosion occurred.
Israeli occupying forces have maintained the total
siege imposed on the OPT, collectively punishing Palestinian people. Israeli
forces have partitioned Palestinian areas, transforming them into cantons,
violating Palestinian civilians’ economic, social and cultural rights.
Thousands of Palestinians continue to be subjected to a tight military curfew
imposed by Israeli occupying forces, especially in Nablus. In the Gaza Strip,
Israeli occupying forces have checked Palestinian civilians and their cars at
Abu Houli and al-Matahen military checkpoints, north of Khan Yunis. In a new step to tighten the siege imposed on
the Gaza Strip, on Monday, 16 September, Israeli occupying forces informed the
Palestinian side that Palestinians are to be prevented from using the road parallel
to Salah al-Din Street, east of Jabalya in the northern Gaza Strip, at
night. This road is the only one used by
Palestinian farmers to reach their agricultural land in the area.
Shelling of and Encroachment into Palestinian Areas
Thursday 12 September 2002
At approximately 01:00, Israeli occupying forces,
reinforced with heavy military vehicles, moved into al-Shajaeya neighborhood in
the east of Gaza City. They surrounded
the house of Mohammed ‘Abdullah Salem Helles, approximately 60m east of a
settler road connecting the al-Mentar crossing and al-Shuhada’ junction, south
of Gaza City. Israeli forces used
loudspeakers to warn residents of the house and adjacent houses that they had
10 minutes to evacuate their houses. The
Israeli forces went on to plant bombs in the house and destroyed it. A number of adjacent houses were
damaged. The 160-square-meter, two-story
house is owned by the family of Ussama Helles who carried out a military attack
on “Gush Qatif” settlement block in the southern Gaza Strip in
November 2001. Following are details of
the houses that were damaged:
1. a
140-square-meter, two-story house, in which 7 persons live, owned by Mahmoud
‘Abdullah Salem Helles;
2. a
120-square-meter, three-story house, in which three families, comprised of 23
persons live, owned by Mustafa Salem Mahmoud Helles;
3. a
140-square-meter, iron-roofed house, in which two persons live, owned by Aamena
Ahmed Youis Helles;
4. a
140-square-meter, one-story house, in which 3 persons live, owned by Wahid
Dhiab al-Barrawi Bakroun;
5. a
170-square-meter, one-story house, in which two persons live, owned by Sailmia
‘Ali Mohammed Bakroun;
6. a
230-square-meter, three-story house, in which 10 persons live, owned by
al-Barrawi Mohammed Bakroun;
7. a
150-square-meter, one-story, newly built house owned by Ramadan Mustafa Mohammed Bakroun;
8. a
130-square-meter, two-story house, in which 11 persons live, owned by ‘Oleyan
Mustafa Salem Helles;
9. a
180-square-meter, three-story house, in which three families comprised of 15
persons live, owned Sha’ban Mustafa Mohammed Bakroun; and
10. a
240-square-meter, one-story house, in which 10 persons live, owned by Suleiman
al-Barrawi Mohammed Bakroun.
Early in the morning, the family of Riad Nayef
‘Oleyan, aged 30, from al-Jalazoun refugee camp in Ramallah, was informed that
he had
not survived a wound he had sustained by Israeli occupying forces on 10
September. According to information
available to PCHR, at approximately 01:00 on 10 September, Israeli occupying
forces moved into Beitounia, west of Ramallah. They surrounded a one-story building used as offices for the Palestinian
General Intelligence. There were three
Palestinians inside the building, including two security men. Israeli occupying forces claimed that the
third Palestinian was wanted by them. According to eyewitnesses, Israeli forces imposed a curfew on the
area. Then, they opened fire at the
building. When fire ceased, Israeli
forces broke into the building. An
Israeli ambulance was seen evacuating the wounded to an unknown
destination. When the Israeli forces
withdrew from the area, an ambulance from the Palestine Red Crescent Society
arrived in the area and evacuated the body of one Palestinian who was
killed. He was identified as Mahmoud
Ahmed Mousa Harfoush, 31, from Kharabtha al-Misbah village. The two members of the General Intelligence
who were inside the building were:
1. Riad Nayef
‘Oleyan, 30, from Deir ‘Ammar village, who was wounded and died from his wound
on 12 September; and
2. Raji ‘Abdul
Qader, 32, from Deir ‘Ammar village.
Friday 13 September 2002
Early in the morning, Israeli occupying forces,
supported by combat helicopters, invaded al-Salam and al-Brazil neighborhoods
in the south of Rafah. A Palestinian
policeman was killed, six civilians were wounded, three workshops were totally
destroyed and 17 houses were partially destroyed.
According to PCHR’s investigation, at approximately
01:00, Israeli occupying forces, reinforced with heavy military vehicles and
supported by combat helicopters, invaded al-Salam and al-Brazil neighborhoods adjacent to the
Palestinian-Egyptian border, south of Rafah. The helicopters and tanks shelled the two neighborhoods. When Israeli forces seized control over the
two neighborhoods, they raided and searched houses. Israeli soldiers mounted roofs of some houses. The helicopters threw statements written in
Arabic and signed by the Israeli military commander warning residents of the
two neighborhoods not to offer help for Palestinian resistance men. A number of Palestinian resistance and
security men confronted the invading Israeli forces. A Palestinian policeman, Subhi Rajab Zeinu,
26, was killed in the confrontation by two live bullets in the chest and the
abdomen. In addition, the following six
Palestinian civilians were wounded by Israeli shelling:
1. Shaker Jamal
Jouda, 22, seriously wounded by a live bullet in the abdomen;
2. Ziad ‘Ali Abu
Taha, 23, seriously wounded by two live bullets in the right leg and elbow;
3. Samir Sabri
Hamada, 22, wounded by a live bullet in the right leg;
4. Mohammed
Khalil Yousef ‘Aashour, 18, wounded by a live bullet in the buttocks;
5. ‘Abdul Rahman Salah al-‘Arja, 20, wounded by a live bullet in
the left thigh; and
6. Ahmed
Mohammed Abu Hussein, 71, wounded by shrapnel in the legs.
Israeli occupying forces planted bombs in the
following three workshops and destroyed them:
1. a 130-square-meter blacksmith’s in al-Brazil
neighborhood owned by ‘Abdul Karim Mohammed Abu Humeid;
2. an 80-square-meter turnery workshop in al-Brazil
neighborhood owned by ‘Adnan ‘Othman Hussein ‘Obeid; and
3. a car painting workshop in al-Salam neighborhood
owned by Rawhi ‘Ali Suleiman Abu Ghali.
In addition, 17 adjacent houses were damaged. Israeli occupying forces withdrew from the
two neighborhoods at approximately 07:00.
At approximately 01:00, Israeli occupying forces,
reinforced with heavy military vehicles and military jeeps, invaded Tubas town
in the northern Jordan Valley. They
imposed a curfew and raided houses. They
arrested 17 Palestinians. They withdrew
from the town at approximately 13:00.
At approximately 05:30, Israeli occupying forces that
were patrolling the streets of Nablus opened fire at Palestinian civilians who
exited a mosque in the center of the city. Four civilians were wounded:
1. Khaled ‘Ali al-Madmouj, 76, wounded by a live bullet
in the pelvis;
2. ‘Ali Rafiq ‘Asha, 28,
wounded by a live bullet in the pelvis;
3. ‘Alaa’ Mohammed Bakhash, 19,
wounded by a live bullet in the left hand; and
4. Nasser Nayef al-Aghbar, 35, wounded by a live bullet
in the back.
At the same time, Israeli occupying forces opened
fire at Palestinian houses in Balata refugee camp, east of Nablus, wounding
three Palestinian civilians:
1. Sa’ad Mamdouh Fattuh, 21, seriously wounded by a live
bullet in the chest;
2. Ayman Zakaria Daoud, 27, wounded by a live bullet in
the abdomen; and
3. Nabil Tawfiq Dweikat, 25, wounded by shrapnel in the
face.
Saturday 14 September 2002
At approximately 19:30, two tanks and two armored
personnel carriers of Israeli occupying forces moved into Jenin. Israeli soldiers fired at passing Palestinian
civilians, seriously wounding Farouq Fu’ad Nazzal, 40, with a live bullet in
the abdomen.
At approximately midnight, Israeli occupying forces
moved approximately 400m into Palestinian areas west of “Kfar Darom”
settlement, south of Deir al-Balah. An
Israeli armored military bulldozer razed areas of Palestinian agricultural land:
1. It razed a
3-donum area of agricultural land planted with olives owned by Maher Suleiman
Abu Salim.
2. It destroyed
an irrigation network of a 6-donum area of agricultural land owned by Khalil
Baraka.
3. It damaged a
14-dunum area of agricultural land and a 50-meter-long water pipeline owned by
heirs of ‘Ata Mohammed al-Lahham.
Sunday 15 September 2002
At approximately 14:30, Israeli occupying forces
broke into al-Nahdha building in Um al-Sharayet area in Ramallah. They raided the flat of Maysoun ‘Ali Safarini
and the flat of Ra’fat Bakir on the fourth floor and an inhabited flat on the
third floor. Israeli forces seized the
three flats after they expelled the families. Then, they collected the keys of flats and locked them while families
were inside.
At approximately 15:00, two tanks and an armored
personnel carrier of Israeli occupying forces moved into the center of
Jenin. They opened fire from heavy and
medium machine guns at markets, wounding 28-year-old Mohammed Ahmed Abu
al-Haija with a shrapnel wound to the neck.
At approximately 18:00, Israeli occupying forces
moved into Tulkarm. They opened fire at
Palestinian houses and shops, wounding 16-year-old Rula Nidal Anwar Mansour
with a live bullet in the right hand.
At 20:00, Israeli occupying forces moved
approximately 400m into Palestinian areas north of “Kfar Darom”
settlement in the east of Deir al-Balah. An Israeli armored military bulldozer razed areas of Palestinian
agricultural land:
1. It razed a 500-square-meter area of agricultural land
planted with olives owned by Khalil Mohammed Bashir.
2. It razed a 500-square-meter area of agricultural land
planted with olives owned by ‘Azzam Mohammed Bashir.
3. It razed a 500-square-meter area of agricultural land
planted with olives owned by Kamel Khalil Bashir.
4. It razed a 500-square-meter area of agricultural land
planted with olives owned by ‘Abdul Raziq Salem Abu Samra.
Later, Israeli forces raided the house of Suleiman
‘Ali Abu Munifi and locked its 10 residents in one room. They searched the house and mounted its
roof. They left the roof on the evening
of Monday 16 September.
At the same time, Israeli occupying forces moved into
Palestinian agricultural land northeast of “Kfar Darom” settlement in
the east of Deir al-Balah. An Israeli
armored military bulldozer razed areas of agricultural land:
1. It razed a
16-dunum area of agricultural land planted with palms, olives and vegetables,
and destroyed a well and a water pump, owned by Suleiman Shahin Abu Sha’ban.
2. It razed a
1-dunum area of agricultural land planted with citrus owned by ‘Aabed Hammad
Abu Meghassib.
3. It destroyed
a fence surrounding a 3-dunum area of agricultural land owned by Suleiman Abu
Jarir.
Tuesday 17 September 2002
At approximately 00:30, Israeli occupying forces,
reinforced with heavy military vehicles and supported by combat helicopters,
invaded al-Satar al-Gharbi and al-Satar al-Sharqi areas in the north of Khan
Yunis. They moved more than 3km into the
two areas. In al-Satar al-Gharbi area,
Israeli forces surrounded the house of the family of Baraa’ Yousef ‘Antar
Shaker al-Agha, who is allegedly wanted by them. They called on residents of the house and
neighboring houses to get out. Then, they
raided the house and planted bombs inside. They totally destroyed the house and its contents, damaging three
neighboring houses. It was a
275-square-meter, two-story house, in which five families comprised of 19
persons used to live. Israeli forces
also arrested five members of the family and their brother-in-law. Four were released at approximately 08:00,
while the other two remain in custody:
1. Mohammed Yousef ‘Antar al-Agha, 27, an employee at
the Islamic University in Gaza City; and
2. Marwan Jamil Shaker al-Agha, 31, a driver.
To the northeast of that area, particularly at Jamal
‘Abdul Nasser Street, a number of Israeli heavy military took position. Israeli soldiers surrounded the house of
Ramez Helmi Hafez al-Farra. They called
through loudspeakers on residents of the house to leave it, and gathered them
in a neighboring street. Then, they used
the owner’s son Ra’fat, aged 24, as a human shield while searching the
120-square-meter, four-story house. They
took Ra’fat to an agricultural tool maintenance workshop, where they planted
bombs and destroyed it. Other Israeli
soldiers arrested al-Farra, three of his sons and his nephew. The fifth were interrogated in a military
location near “Gani Tal” settlement, north of Khan Yunis, before they
were released at approximately 08:00.
At the same time, Israeli occupying forces raided two
houses of the families of al-Namrouti and al-Derbashi. They forced out residents of the two houses
and searched them. They arrested six
members of the families, two of whom were released later. Those who remained in custody were:
1. Ibrahim Isma’il Ahmed al-Derbashi, 33;
2. Khalil Isma’il Ahmed
al-Derbashi, 39;
3. Ahmed Isma’il Ahmed al-Derbashi, 38; and
4. Jamal Ahmed Yousef al-Namrouti, 52.
Also in the same area, Israeli occupying forces
destroyed a 250-square-meter, iron-roofed blacksmith’s owned by Khaled Jamil
Isma’il Baker. They also raided and
searched a building of the Fatah Movement. A bulldozer demolished the western façade of the 180-square-meter,
iron-roofed building. Israeli heavy
military vehicles also smashed doors of a store owned by Bassel Mustafa
al-Farra, which had previously served in the past as a workshop for Ramez
al-Farra. They also smashed doors of a
marble-treatment factory owned by Jamal Ahmed Yousef al-Namrouti, who was also
arrested.
In al-Satar al-Sharqi area, Israeli occupying forces
destroyed a 500-square-meter, iron-roofed agricultural tool maintenance
workshop owned by Mohammed Suleiman ‘Ouda al-Astal. They also raided his house and arrested
him. Israeli heavy military vehicles
damaged other civilian facilities in the area:
1. They
partially destroyed a 350-square-meter, iron-roofed car maintenance workshop
owned by Ahmed Suleiman Mohammed ‘Ayad.
2. They
destroyed three pillars of a 500-square-meter commercial building owned by
Mohammed Suleiman ‘Ouda al-Astal.
3. They
destroyed the door, the western façade and a machine of a 150-square-meter,
iron-roofed marble-treatment factory owned by ‘Abdullah ‘Abdul Dayem Mohammed
‘Aashour.
Also in the same area, Israeli occupying forces
raided two houses, one of which is owned by Younis Mohye al-Din Fayez al-Astal,
45, a leader of Hamas, who was not at home. They forced residents of the two houses out and arrested eight, five of
whom were released
later. Those remained in custody were:
1. Isma’il Mohye al-Din Fayez al-Astal, 50, a lecturer
in the Islamic University in Gaza;
2. Yousef Mohye al-Din Fayez al-Astal, 50, a teacher;
and
3. ‘Abdullah Mohye al-Din Fayez
al-Astal, 22, a university student.
In the morning, Israeli occupying forces moved
approximately 700m into the Bedouin Village, north of Beit Lahia in the
northern Gaza Strip. They broke into
Hamza Ben ‘Abdul Muttaleb School, and arrested four Palestinian workers who
were doing construction works there. According to eyewitnesses, the seven were taken to “Nissanit”
settlement, north of the village.
Hundreds of Palestinian students were in danger when
a bomb, apparently planted by extremist settlers, exploded in an elementary
school in Zeif village, south of Hebron at approximately 10.00. Approximately 400 students were having
classes at school when the explosion occurred. As a result of the explosion, 9 students were wounded:
1. ‘Abir Mousa Jebril Mos’ef, 13, wounded by shrapnel from glass
in the head and the hands;
2. Su’ad Salem
‘Azazma, 13, wounded by shrapnel from glass in the head and the hands;
3. Maziouna Abu
Qweider, 14, wounded by shrapnel in the left hand;
4. Ahmed Wahid
Houshia, 6, wounded by shrapnel in the head;
5. ‘Eissa Mohammed Mousa, 6, wounded by shrapnel in the face;
6. Wa’el Mousa
‘Ateya, 9, wounded by shrapnel in the right leg;
7. Mahmoud ‘Ouda
‘Ateya, 6, wounded by shrapnel in the right hand;
8. Riad Hassan
Shatat, 10, wounded by shrapnel in the left hand; and
9. Jamila ‘Eissa
Shatat, 14, wounded by shrapnel in the head.
Soon, Israeli occupying forces arrived at the school
and searched it. Two other bombs were
discovered and were inactivated by Israeli occupying forces. According to villagers, Israeli forces raided
their village late at
night and imposed a curfew. A bypass
road linking between settlements of the south of Hebron and “Kfar
‘Etzion” settlement block in Bethlehem district crosses the village. Settler cars make up most of the traffic in
this area.
In the afternoon, Israeli occupying soldiers opened
fire at a number of Palestinian children from a tank that was patrolling in the
‘Askar refugee camp. Three of the
children, who were playing near their houses, were wounded:
1. Jarras Kamal
Salama, 13, wounded by shrapnel in the legs;
2. Mazen Kamal
Salama, 15, wounded by shrapnel in the right hand; and
3. Mohammed
Hussein Ibrahim, 14, wounded by shrapnel in the abdomen.
At approximately 18:00, Israeli occupying forces
moved into al-Salam neighborhood adjacent to the Palestinian-Egyptian border,
south of Rafah. An Israeli armored
military bulldozer demolished a 180-square-meter, two-story house, in which 15
persons used to live. They had been
forced to leave the house, owned by Daoud Suleiman al-‘Abed Abu Muhsen, since
the beginning of the Intifada.
At approximately midnight, Israeli occupying forces
opened fire for no apparent reason at a civilian car near the western entrance
of Tammun village, east of Jenin, in which Tariq Mustafa Sa’id Bisharat, 24,
and Mohammed Hamed Bani ‘Ouda, 23, were traveling. Bisharat was killed by five live bullets in
the head, abdomen and the legs, while Bani ‘Oudeh was wounded and arrested by
Israeli soldiers. Bisharat’s body was
evacuated in an ambulance to the Palestine Red Crescent Society’s center in Tubas. On Wednesday morning, 18 September, an
Israeli military source claimed, “an Israeli military unit thwarted an
attack that was apparently planned against Israeli targets, near Tammun
village.” The same sources added,
according to the Arabic web page of the Israeli daily Yediout Aharanot,
that “soldiers noticed a suspicious car in which two suspicious
Palestinians, one of whom was armed, were traveling, and when the two did not
follow the soldiers’ orders to stop and attempted to run over them, the soldiers
fired at them, killing one and injuring the other.” However, Israeli soldiers fired at the car in
an area under the jurisdiction of the Palestinian National Authority, which
refutes the Israeli claim.
Wednesday 18 September 2002
At 02:00, Israeli occupying forces, reinforced with heavy
military vehicles, moved approximately 300m into ‘Orayba area in the north of
Rafah. Israeli soldiers raided and
searched a number of houses. Then, an
Israeli armored military bulldozer demolished the fence in the surrounding area of a 250-square-meter,
one-story house, in which 11 persons live. The bulldozer also destroyed irrigation and drinking water networks in
the area.
At approximately 03:00, Israeli occupying forces in
the vicinity of “Kfar Darom” settlement in the east of Deir al-Balah
opened fire at Palestinian houses north and west of the settlement. Jamil Mohammed Mousa, 24, was wounded by a
live bullet in the left shoulder.
At approximately 04:00, Israeli occupying forces at
the eastern border of the Gaza Strip, east of Beit Hanoun, opened fire at
Palestinian areas, 200m west of the border. Fadha Suleiman ‘Abed al-Tarabin, 26, was wounded by a live bullet in the
back, while she was sleeping with her family in a tent. For 50 minutes, a
Palestinian ambulance was not able to evacuate her to hospital as Israeli
forces fired at it repeatedly.
At approximately 16:30, Israeli heavy military
vehicles moved approximately 200m into al-Rabwat area in the northwest of Khan
Yunis. An Israeli armored military
bulldozer paved a road leading from the settlement to Palestinian agricultural
land, apparently to facilitate probable future encroachment into the area. It also razed areas of Palestinian
agricultural land:
1. It razed a
3-dunum area of agricultural land planted with palms and guavas and destroyed
an irrigation network owned by Khadra Fadhel Mohammed al-Astal.
2. It razed a
1-dunum area of agricultural land planted with onions and destroyed an
irrigation network owned by Na’im Suleiman Ahmed al-Astal.
3. It razed a
1-dunum area of agricultural land planted with vegetables and destroyed an
irrigation network owned by ‘Omar ‘Abdul Latif Thabet al-Astal.

Geneva Convention of 1949 to reconvene to take effective measures to protect
Palestinian civilians in the Occupied Palestinian Territories, in accordance
with their obligations under article 1 and article 146, to ensure the respect
of the Convention.
3. Upon the international community to investigate and
prosecute those believed to have committed war crimes in the Occupied
Palestinian Territories before international courts.
4. Upon the ICRC to enhance its presence, expand its
activities, and intensify its field operations throughout the Occupied
Palestinian Territories.
5. Upon the European Union to activate Article 2 of the
Euro-Israeli Association Agreement, which provides that Israel must respect
human rights.
6. Upon the international community to provide
humanitarian and medical assistance for the Palestinian people, whose living
conditions are continuing to deteriorate as a result of the continued siege
imposed by Israeli occupation forces on the entire Occupied Palestinian
Territories.
