This week witnessed an escalation in Israeli
occupation forces’ shelling of Palestinian residential areas in some
Palestinian cities, resulting in more Palestinian victims and severe damage to
Palestinian houses and civilian facilities. On the afternoon of Thursday, July 12, 2001, Israeli occupation forces,
positioned on Jerzim Mount south of Nablus, shelled a Palestinian Military Intelligence
Service (MIS) site in the city, killing Mohammed ‘Atta Fayadh, 21, from
Al-Maghazi refugee camp, a member of the MIS. On the same afternoon, the Israeli occupation forces shelled
neighborhoods in Hebron, injuring 20 Palestinian civilians, mostly children,
women and elderly, and damaging dozens of houses and civilian facilities.
On the evening of Sunday, July 15, 2001, the Israeli
occupation forces continued shelling residential areas in Hebron, injuring
another 20 Palestinian civilians, mostly children, women and elderly, and
causing severe damage to dozens more houses and civilian facilities. Tariq ‘Abdel-Jawad Abu El-Dhab’at, 17, woke
up hearing sounds of shelling. He was
evacuated to hospital after he suffered from a psychological breakdown. PCHR received reports that Abu El-Dhab’at
later died after his heart stopped beating. Two children, Mohammed Bassam El-Ja’bari, 1, and Riham Bassam
El-Ja’bari, 14, were seriously injured by shrapnel from the shelling.
On
Tuesday morning, July 17, 2001, Israeli occupation forces,
positioned in “Aduraim” (Al-Majnouna) military site, fired heavy, medium and
light caliber bullets at Palestinian houses in Kanar in Doura village, south of
Hebron. A 10-year-old child, Marwa
‘Aadel Taha El-Sharif, was seriously injured by a live bullet in the head while
she was in bed.
This week, the Israeli
occupation forces committed new crimes of political assassination and
extra-judicial killing against Palestinians. On Wednesday, July 10, 2001, the Israeli government had maintained its
adoption of this policy, challenging the international law and the
international humanitarian law, which prohibit these actions. Israeli media reported that the Israeli
government accredited a list of 26 Palestinian activists who would be
assassinated. This week, in two separate
crimes, five Palestinians were killed in operations carried out by Israeli
occupation forces that targeted Palestinian activists. In the first crime, the Israeli occupation
forces assassinated Fawaz Bashir Badran, 27, from Deir El-Ghusoun village and
resident of Tulkarm, by exploding an ambushed car on Friday, July 17, 2001. The
other crime targeted a Hamas activist in Bethlehem. On Tuesday, July 17, 2001, two combat
helicopters of the Israeli occupation forces fired three rockets at a
Palestinian house, destroying it and killing:
1) ‘Omar Ahmed S’adeh, 45;
2) Taha ‘Eissa El-‘Arouj, 37;
3) Mohammed Saleh S’adeh, 29;
and
4) Ishaq Ahmed S’adeh, 51.
This week witnessed a significant escalation in
shooting and attacks by the Israeli occupation forces and settlers against
Palestinian civilians. These attacks
took place mainly in Hebron, when dozens of settlers armed with guns, iron bars
and sharp tools attacked Palestinian civilians and property. Israeli occupation soldiers saw these
attacks, and in several cases, they fired at Palestinian civilians instead of
intervening to stop the attacks. On
Thursday, July 12, 2001, 35 Palestinian civilians were injured with live
ammunition, rubber-coated metal bullets and sharp tools when settlers attacked
Palestinian civilians and property in the presence of Israeli occupation
soldiers. Israeli soldiers did not
intervene to stop these attacks, rather they even participated in attacking
Palestinian civilians. On Saturday
evening, settlers, with the cooperation of the Israeli occupation forces,
attacked Palestinian civilians in the part of Hebron under control of the
Israeli occupation forces. An 8-year-old
child, Afnan ‘Attaya Hssan Jabarini, was injured by a live bullet in the back while
she was in bed. A number of Palestinian
civilian cars were damaged.
On Friday, July 13, 2001, the Israeli occupation
forces shot dead ‘Aatef Mohammed Shehadeh Tafesh, 24, from Jablaya refugee
camp, with several live bullets in the head and the chest near “Nissanit”
settlement, north of Beit Lahia.
This week, the Israeli occupation forces
continued to restrict movement of Palestinians. They continued to place roadblocks on main and branch roads and at the
entrances of Palestinian cities in the OPT. They prohibited movement between the West Bank and the Gaza Strip.[1] The Israeli occupation forces arrested some
Palestinians by picking them up at military roadblocks and border crossings, by
raiding villages and houses, or by kidnapping them from areas under full
control of the Palestinian National Authority.
1. Shelling of Residential
Areas
At approximately 02:00 local time, the Israeli
occupation forces fired artillery shells and heavy and medium caliber bullets
at the western part of Khan Yunis refugee camp and housing units of Al-Farra
Company, west of Khan Yunis. A number of
houses, already frequently shelled, sustained further damages, but no
casualties were reported.
At approximately 12:30 local time, Israeli occupation
forces, positioned on Jerzim Mount, south of Nablus, fired artillery shells and
heavy and medium caliber bullets at a site of the Palestinian Military
Intelligence Service (MIS) at the foot of ‘Eibal Mount, northeast of the city,
and at a site of the Palestinian National Security Service at the southern
entrance to the city. Mohammed ‘Atta
Fayadh, 21, from Al-Maghazi refugee camp, a member of the MIS, was killed and
the site of the MIS was completely destroyed.
At approximately 22:00 local time, the Israeli
occupation forces fired artillery shells and heavy and medium caliber bullets
at some residential areas in Hebron. Approximately 20 Palestinian civilians, including children, women and
elderly, were injured by shrapnel of artillery shells and live bullets. Palestinian civilians were terrified and fled
their homes. Furthermore, dozens of
civilians were moved to hospital after they suffered nervous breakdowns or
bruises when they tried to escape to safer places. Dozens of houses and civilian facilities were
severely damaged, and three electrical transmitters were destroyed. Additionally, four Palestinian civilian cars
were destroyed.
The sources of shelling were military sites of the
Israeli occupation forces in settlements around Hebron, in settlements inside
the city, and along demarcation lines. Israeli occupation forces, reinforced with tanks, penetrated
approximately 1km into Khellat Hadour and Ghurra neighborhoods, and other
troops penetrated approximately 150m into the Al-Harayeq neighborhood south of
the city.
Shelling lasted up to 08:30 local time on the
following day. The following people were
among those who were injured:
1) Ra’ed ‘Abdullah Abu Sharar, 28, seriously injured by
shrapnel from an artillery shell in the chest;
2) Wasfia ‘Atteya Da’na, 57, seriously injured by shrapnel
in the abdomen;
3) Taleb Badawi El-Natsheh, 32, seriously injured by
shrapnel throughout the body;
4) Shaf’eia ‘Orabi Da’na, 50, injured by a live bullet
that entered the abdomen and exited the chest;
5) Maha Sha’ban El-Khatib, 21, injured by shrapnel in
the left hand;
6) Jamal ‘Abdel-Muhsen Abu ‘Eisha, 70, injured by a live
bullet in the left arm;
7) Huda Nafez Da’na, 27, injured by shrapnel in the face
and the left hand;
8) Manar Nafez Da’na, 2, injured by shrapnel in the
legs;
9) Nour El-Huda Farid El-Haimouni, 12, injured by
shrapnel that cut an artery in the leg;
10) Nour Zuhair Abu Munshar, 13, injured by shrapnel in
the neck and the right leg;
11) ‘Abdel-Halim ‘Abdel-Majid El-Natsheh, 39, injured by
shrapnel in the face, the back and the right side;
12) Maher Subhi ‘Ayyad, 25, injured by shrapnel in the
right leg;
13) Manal ‘Abdel-Raziq Abu Sneineh, 22, injured by
shrapnel in the right shoulder;
14) Nour Badawi El-Natsheh, 20, injured by shrapnel in
the back;
15) Fawzi Rawhi Da’na, 44, injured by shrapnel in the
back and the right foot;
16) Mohammed Ziad El-Sharif, 9, injured by shrapnel in
the back and the left foot;
17) ‘Alla’ Rawhi Da’na, 17, injured by shrapnel in the
right hand; and
18) ‘Alla’ ‘Eissa El-Manasra, 21, injured by shrapnel in
the buttocks.
At approximately 23:30
local time, Israeli occupation forces renewed the shelling of Palestinian
residential areas in Hebron, using artillery shells, surface-to-surface and
heavy and medium caliber guns. They also
shelled Doura and Halhoul, near Hebron. The shelling which lasted until 05:00 local time on the following day
was accompanied by attempts by the Israeli occupation forces to penetrate into
Palestinian controlled areas in the north and south of Hebron. Tariq Jawad Abu
El-Dhab’at, 17, was evacuated to ‘Aalia Hospital in critical condition after he
had a nervous broke down. He died later
after his heart stopped beating. Moreover, more than 19 Palestinian civilians were injured as follows:

El-Ja’bari, 1, injured by shrapnel in the face and the chest;

14, injured by shrapnel throughout the body.
Furthermore, dozens of
houses and civilian facilities were severely damaged. Four houses, three shops and four cars were
completely destroyed, and more than 70 houses and some shops were partially
damaged. ‘Aalia Hospital, two
broadcasting stations and two fuel stations were hit by live bullets. Additionally, five electricity facilities
were destroyed, cutting electricity from the city. This was the second time in less than a week
that electricity facilities in Hebron were targeted by shelling.
Monday, July 16, 2001
At
approximately 15:00 local time, a tank and several military jeeps of the
Israeli occupation forces penetrated approximately 70m inside Shweika
neighborhood in Tulkarm, under full control of the Palestinian National
Authority. The tank fired artillery
shells at a checkpoint of the Palestinian President’s Guard (Force 17),
destroying it.
At
approximately 16:00 local time, Israeli occupation soldiers, in tanks that
moved from “Ofar” military site, west of Ramallah, unjustifiably shelled a
checkpoint of the Palestinian President’s Guard (Force 17) at ‘Ein ‘Arik
junction. Two members of Force 17 were
injured as follows:
1) Nadim Salem Shaker, 21, from
Bitounia, injured by shrapnel in the chest;
2) Ashraf Samih El-Masri, 23, from
Jabalya refugee camp, injured by shrapnel in the head.
Moreover, a number of nearby Palestinian houses and
civilian cars were damaged.
At approximately 23:30 local time, the Israeli
occupation forces shelled a checkpoint of the Palestinian President’s Guard
(Force 117) at the eastern entrance to Qabatya village, near Jenin. As a result of the shelling, which lasted for
30 minutes, the checkpoint was severely damaged.
Approximately 20 minutes later, Israeli occupation
forces positioned west of Tulkarm shelled a checkpoint of the Palestinian
National Security Forces near Palestine Technical College (Khadouri). At the same time, Israeli occupation forces,
positioned in the vicinity of “Ennab” settlement, east of Tulkarm, shelled a
site of the Palestinian National Security Forces in Ramin village near Tulkarm,
destroying it.
Tuesday, July 17, 2001
At approximately 02:15 local time, Israeli
occupation forces, positioned in “Adwarim” (Al-Majnouna) military site, fired
heavy, medium and light caliber bullets at Palestinian houses in Kanar in Doura
village, south of Hebron. A 10-year-old
child, Marwa ‘Aadel Taha El-Sharif, was injured by a live bullet in the head
while she was in bed. The unconscious
child was evacuated to Al-Ahli Hospital in Hebron. According to medical sources, a live bullet
entered the left side of the head and settled in the brain. The child was in critical condition.
At approximately 21:00 local time, Israeli
occupation forces, positioned in a military site near Al-Tuffah roadblock west
of Khan Yunis, fired heavy and medium caliber bullets at Palestinian houses in
Khan Yunis refugee camp. As a result,
two children, who were at home, were injured as follows:
1) Hiba ‘Essam Abu Sahloul, 5,
injured by shrapnel in the right leg; and
2) Ahmed Majed Abu Sahloul, 12,
injured by shrapnel in the left forearm.
Wednesday, July 18, 2001
At approximately 01:00 local time, a tank of the
Israeli occupation forces, positioned in the vicinity of “Neve Dekalim”
settlement, west of Khan Yunis, fired three artillery shells at Palestinian
residential areas in Khan Yunis. PCHR’s
field officer in Khan Yunis reported that two shells fell near a mosque in
Al-Nemsawi neighborhood, and the third one fell inside the cemetery of Khan
Yunis. Then, Israeli occupation forces
fired heavy and medium caliber bullets at housing units of Al-Farra Company,
causing further damage to facades of three units. No casualties were reported.
At approximately 10:00 local time, Israeli
occupation soldiers fired from three tanks, positioned on an agricultural road
between Beit Rima and ‘Aaboud villages, northeast of Ramallah, at Palestinian
houses in Beit Rima village. Five
Palestinian houses were damaged.
At approximately 23:00 local time, the Israeli
occupation forces fired artillery shells and heavy and medium caliber bullets
at Bab Al-Zawia, Nemra, Beir El-Hummus, Abu Sneineh and Al-Harayeq
neighborhoods. A 3-year-old child, Ahmed
Mohammed Nafez El-Harbawi, was injured by shrapnel in the back, and a number of
houses and shops were damaged.
2. Shooting at Palestinian
Civilians
At approximately 10:00 local time, an 11-year-old
child, Mohammed Yousef Abu Mazkour, from Rafah, was injured by shrapnel in the
right foot after Israeli occupation soldiers fired at him. According to PCHR’s investigations, the child
was playing with his friends near houses that had been demolished by the
Israeli occupation forces near Salah El-Din Gate on the border with Egypt,
south of Rafah. Then, Israeli occupation
soldiers fired at children when the area did not witness any clashes. The child was evacuated to Martyr Mohammed
Yousef Al-Najjar Hospital in Rafah.
At approximately 10:30 local time, Israeli occupation
soldiers shot dead ‘Aatef Mohammed Shehadeh Tafesh, 24, from Jabalya refugee
camp in the northern Gaza Strip, with several live bullets in the head, the
abdomen and the right arm. The Israeli
occupation forces claimed that Tafesh was about to plant a bomb near “Nissanit”
settlement, north of Beit Lahia. His
body was handed to Palestinian officials in the evening after hours of
detention by the Israeli occupation forces.
At approximately 18:45 local time, Israeli occupation
soldiers fired at a number of Palestinian boys who were demonstrating
approximately 150m away from the entrance to a settlement road east of Gaza
City. Mohammed Jaber El-Katanani, 17,
from Al-Tuffah neighborhood in Gaza City, was wounded by a live bullet in the
right thigh. Furthermore, dozens of
demonstrators suffered from tear gas inhalation used against them by Israeli
occupation soldiers.
At approximately 14:15 local time, Jamila ‘Eissa
El-Faqih, 37, from Qutna village, northwest of Jerusalem, was wounded in the
left foot with a live bullet fired by Israeli occupation soldiers. El-Faqih was coming back home when Israeli
occupation soldiers opened fire indiscriminately on a number of Palestinian
boys who were demonstrating near a military roadblock adjacent to Qalandya
Airport, north of Jerusalem. She was
evacuated to Ramallah Hospital.
Monday, July 16, 2001
At approximately 16:30
local time, two Palestinian civilians were wounded by Israeli occupation
soldiers, positioned at the entrance to a settlement road east of Gaza
City. PCHR’s field officer in Gaza City
reported that a number of Palestinian civilians had demonstrated opposite to a
military site of the Israeli occupation forces in the area. Israeli occupation soldiers fired at
demonstrators, wounding:
1) Salah Suhail Shehadeh, 16,
from Al-Zaytoun neighborhood in Gaza City, with a live bullet in the right
thigh; and
2) Mohammed ‘Atta Abu Laban,
18, from Al-Zaytoun neighborhood in Gaza City, with a live bullet in the left
thigh.
3. Other Attacks against
Palestinian Civilians by the Israeli
Occupation Forces and Settlers

Since the morning, dozens of settlers, armed with
guns, iron bars and sharp tools, attacked Palestinian civilians and raided
houses, setting fire to some and breaking windows. Israeli occupation soldiers fired at
Palestinian civilians who confronted the settlers committing the attacks. As a result of these attacks by the Israeli
occupation forces and settlers, 35 Palestinian civilians were injured, among
them were:
1) Hamed Rashid Qufeisha, 47,
injured by two live bullets in the abdomen and the buttocks;
2) Hussam Hussein Jaber, 27, injured
by a live bullet in the right shoulder;
3) Mohammed Bader Jaber, 30, injured
by a live bullet in the left shoulder;
4) Samer Dhib Shehedeh Jaber, 19,
injured by a live bullet in the right shoulder;

injured in the head.
Saturday, July 14, 2001
In the evening, Israeli occupation soldiers and
settlers attacked Palestinian civilians and property in the part of Hebron
under control of the Israeli occupation forces, which had been under curfew
since Thursday, July 12, 2001. At
approximately 18:00 local time, settlers moved into Al-Laban (milk) Market in
the Old City under full protection of the Israeli occupation soldiers and threw
stones at Palestinian houses. Palestinian civilians who tried to confront these attackers were fired
at by Israeli occupation soldiers. An
8-year-old child, Afnan ‘Attaya Hassan Jabarin, was injured by a live bullet in
the back while she was in bed.
Another group of settlers, under full protection of
Israeli occupation forces, attacked the car parks in Al-Karantina neighborhood
in the center of Hebron. They damaged a
number of Palestinian civilian cars. According to eyewitnesses, Israeli occupation soldiers did not intervene
to stop these attacks, and they even ordered Palestinian civilians to leave the
area. Six Palestinian cars, including a
sanitation car of Hebron Municipality, were damaged.
4. Assassinations and
Extra-Judicial Killings
This week, the Israeli
occupation forces committed new crimes of political assassinations and
extra-judicial killings, in the context of a policy adopted by the Israeli
government. In two separate crimes, five
Palestinians were killed in ways similar to those which the Israeli occupation
forces and security services have used in the past months to carry out such
operations.
In the first crime, the
Israeli occupation forces assassinated Fawaz Bashir Badran, 27, from Deir
El-Ghusoun village and resident of Tulkarm. On Friday, July 13, 2001, at approximately 14:35 local time, Badarn was
going back home in the western part of Tulkarm after he had done the Friday
prayer, when a car exploded as soon as he passed by it. Badran was instantly killed.
According to Palestinian
official sources, the car was exploded by a remote control, and Israeli
intelligence is responsible for the assassination of Badran. It is worth mentioning that Badarn, the sole
son of his mother and father of three children, was an activist of the
Palestinian Islamic movement. He had an
M.A. in the Islamic Legislation from the Jordanian University and was a teacher
in Al-Aqsa schools.
The other crime targeted a
Hamas activist in Bethlehem. He was
killed along with three of his relatives who were with him at the same
house. On Tuesday, July 17, 2001, at
16:05 local time, two combat helicopters of the Israeli occupation forces fired
three rockets at a Palestinian house, owned by ‘Omar Ahmed Sa’adeh, in
Al-Mawaleh Mount in Bethlehem, destroying it. S’adeh and three another Palestinians were killed and ten Palestinians,
including a number of women and children, were injured.
PCHR learned that a number
of relatives were at S’adeh’ house, waiting for his brother Khaled who had been
released from an Israeli jail in the morning. Then, two combat helicopters of the Israeli occupation forces shelled
the house, leading to the deaths of:
5) ‘Omar Ahmed S’adeh, 45;
6) Taha ‘Eissa El-‘Arouj, 37;
7) Mohammed Saleh S’adeh, 29;
and
8) Ishaq Ahmed S’adeh, 51.
5. Arrests by the Israeli
Occupation Forces
This week, the Israeli
occupation forces arrested some Palestinians. These arrests took place in the following ways:
1) Arrests at international
border crossings which are under control of the Israeli occupation forces.
2) Arrests at military
roadblocks on main and branch roads and at the entrances to Palestinian cities
and villages.
3) Penetration into
Palestinian towns and villages, raiding houses and arresting their residents.
4) Kidnapping Palestinians
from areas under full control of the Palestinian National Authority by
undercover units of the Israeli occupation forces.

PCHR calls upon the international community:
1) To provide international protection for the
Palestinian people in the Occupied Palestinian Territories immediately;
2) To ensure that the ICRC enhances its presence,
expands its activities and intensifies its field observations throughout the
Occupied Palestinian Territories;
3) To ensure that the High Contracting Parties to the
Fourth Geneva Convention of 1949 reconvene in order to take effective measures
to protect Palestinian civilians in the Occupied Palestinian Territories;
4) To prosecute those believed to have committed war
crimes before international courts;
5) To ensure that the European Union activates Article 2
of the Euro-Israeli Association Agreement, which provides that Israel must
respect human rights;
6) To ensure that the UN High Commissioner for Human
Rights visit the Occupied Palestinian Territories and that the Resolution
adopted by the UN High Commission on Human Rights in April 2001 be implemented;
7) To provide humanitarian and medical assistance for the Palestinian
people, whose living conditions are increasingly deteriorating as a result of
the continued siege imposed by the Israeli occupation forces on the entire occupied
Palestinian territories.
