Introduction
This week, Israeli occupying forces perpetrated more
violations of human rights against Palestinian civilians in the Occupied
Palestinian Territories (OPT). They
invaded and encroached into Palestinian areas, such as Nablus, Jenin, Tulkarm,
Qalqilya, Hebron and Rafah. This week,
four Palestinian civilians, including a child were killed by Israeli occupying
forces.
On Friday, 31 May, Israeli occupying forces invaded
Nablus. They seized complete control
over the West Bank city and its refugee camps. They raided and searched houses and arrested hundreds of Palestinian
civilians. At the time of this writing,
the city and its refugee camp have been subject to a full-scale offensive for
six days. Movement into and out the city
has been prohibited. Residents of
adjacent villages have been denied access to hospitals in the city, and instead
they have been forced to go to more remote hospitals in Jenin and Jericho. The Israeli offensive on Nablus coincided
with school final exams, and school children were denied access to their
schools to attend exams.
This week, Israeli occupying forces encroached into
several areas in the West Bank and Gaza Strip. They shelled Palestinian residential areas, killing, wounding and
arresting a number of Palestinian civilians, and razing areas of agricultural
land. On Thursday, 30 May, a Palestinian
civilian was killed by Israeli occupying forces during their shelling of Khan
Yunis. He bled to death. On the same day, 15 Palestinian civilians were wounded
in Rafah when Israeli occupying forces shelled areas adjacent to the Egyptian
border, south of the town. This week,
Israeli forces razed more than 50 donums of Palestinian agricultural land in
al-Qarara village in Khan Yunis, and demolished seven houses totally or
partially in Rafah.
Israeli occupying forces continued to shoot at
Palestinian civilians while participating in peaceful marches or traveling from
one area to another. Israeli forces at
military checkpoints and roadblocks fired at Palestinian civilians, including
students, while traveling from one area to another. More than 20 civilians were wounded. On Tuesday, 4 June, Israeli occupying forces
that raided Beit Ummar village, north of Hebron, shot dead a Palestinian child
while on his way home.
Israeli occupying forces have
maintained the total siege imposed on the OPT in a collective punishment of the
Palestinian people. Israeli
forces have separated Palestinian areas, transforming them into cantons,
violating Palestinian economic, social and cultural rights. In the Gaza Strip,
Israeli occupying have maintained a very strict siege on al-Mawasi area in the
south. On Tuesday, 4 June, Israeli occupying forces started digging
a trench, 2m deep and 4m wide, in the area liking al-Mawasi area in Khan Yunis
with its extension in Deir al-Balah, totally isolating the area from the rest
of the Gaza Strip. On Thursday, 30 May, Israeli occupying forces at military
roadblocks north of Khan Yunis arrested more than 20 Palestinian
civilians.
Following are details of violations perpetrated by
Israeli occupying forces against Palestinian civilians during the period 30 May – 5 June 2002:
At approximately 03:00, around 150 tanks and armored
personnel carriers of Israeli occupying forces, supported by a number of
helicopters, invaded Nablus and its refugee camps. They seized complete control over these areas
and imposed a curfew. They raided houses
and arrested many Palestinians. They
also shelled Palestinian houses. A
Palestinian, ‘Emad Fathi Nemer Nasser, 20, from Balata refugee camp, was
seriously wounded by a live bullet in the chest. A main electricity transmitter was destroyed,
so electricity was cut from Balata refugee camp and the eastern and southeastern
parts of Nablus.
Israeli forces raided houses in Balata refugee camp
house by house, through opening holes in their walls that caused severe
damage. Israeli forces forced male
refugees, aged 14-45 to gather in public yards, where they interrogated
them. On the first day of the Israeli
offensive, around 1500 Palestinians from Balata refugee camp were
arrested.
In Nablus, Israeli forces raided the house of the
Secretary of the Fatah Movement in the city ‘Eassam Abu Baker, 45, and
arrested him. They also raided houses of
some political and field leaders, including the houses of Salah al-Din Darwaza,
a Hamas leader who was assassinated by Israeli occupying forces around a year
ago, and Jamal al-Tirawi, a Fatah leader.
Israeli forces continued to shell and shoot at
Palestinian houses. As a result, Tariq
Helmi al-Kharraz, 23, from the old city of Nablus, was killed by a live bullet
in the left eye fired by an Israeli sniper.
On Sunday morning, 2 June, Israeli occupying forces
destroyed the house of Jihad al-Titi, who carried out a military attack about
two weeks ago, and whose brother Mahmoud was assassinated by Israeli forces
last month.
Israeli forces arrested more than 1600 Palestinians
of various ages after gathering them in streets and schools. Later, hundreds were released, while more
than 500 remained in custody. Israeli
forces also arrested more than 15 students of an-Najah National University,
including:
1. Nahid Ahmed al-Khatib, 25, from Deir Estia village;
2. ‘Obeida Abu ‘Eisha, 22, from Beit Wazan
village;
3. Nour Abu Hajla, 20, from Deir Estia village;
4. Dima Sawafta, 21, from Tubas village; and
5. Anhar Mohammed, from Jericho.
Israeli forces also arrested a number of journalists,
including Dr. ‘Abdul Karim Sarhan, director of the office of the Palestinian News
Agency (Wafa), and a Jordanian journalist, Mashour Abu ‘Eid of the Jordanian News
Agency (Petra), in addition to seven activists of European peace and solidarity
groups.
At approximately 01:00 on Tuesday, 4 June, Israeli
occupying forces covered by intense shelling moved into ‘Askar refugee camp,
northeast of Nablus. They seized
complete control over the refugee camp and imposed a curfew. They forced refugees aged 15-45 to gather in
yards and arrested dozens. Later, a number
of the detainees were released, but around 60 remained in custody. Israeli occupying forces destroyed facades
and contents of 25 shops, four cars and walls of several houses. They also raided and destroyed the contents
of a number of civilian institutions.
At approximately 15:30 on the same day, Israeli
occupying forces, for no apparent reason, fired at a car of Reuters news
agency, in which Hassan ‘Abdul Halim al-Titi, a cameraman, and the
correspondent of al-Mahabba Radio were traveling on their way from ‘Askar refugee camp to
Nablus. Windows of the car were broken.
At approximately 02:00 on Wednesday, 5 June, Israeli
occupying forces moved into Kufor Qallil village, south of Nablus. They raided
dozens of houses and arrested 23 Palestinians.
At approximately 13:00, Israeli occupying forces
positioned at the Egyptian border, south of Rafah, shelled Palestinian houses
in Block O in Rafah refugee camp. During
the shelling that continued sporadically until 18:00, 15 Palestinian civilians
were wounded:
1. Sa’id Younis Subeh, 5, wounded by shrapnel in the
head;
2. ‘Awni Shukri Joudeh,
seriously wounded by a live bullet in the abdomen;
3. Qais Samir Abu Taha, 22, wounded by a live bullet in
the abdomen;
4. Ahmed Mohammed Abu Hamra, 37, wounded by shrapnel in
the head;
5. Khaled Ibrahim Barbakh, 19, wounded by shrapnel in
the face and the limbs;
6. Hassan ‘Abdul Rahman Abu Rezeq, 11,
wounded by a live bullet in the left leg;
7. Majed Mohammed Abu ‘Eyada, 25, wounded by
shrapnel in the head;
8. Nirmin Mohammed al-Hams, 22, wounded by shrapnel in
the head;
9. Mohammed Mahmoud Ghuneim, 38, wounded by shrapnel in
the head;
10. Mohammed Amin Abu Taha, 18, wounded by shrapnel in
the right forearm;
11. Ashraf Mohammed ‘Abdul ‘Aal, 17, wounded by
shrapnel in the left hand;
12. Mohammed ‘Emad al-Bazzar, 16, wounded
by shrapnel in the right eye;
13. Ra’ed Sa’id Zannun, 18, wounded by shrapnel in the
left thigh;
14. Ra’ed ‘Aatef Subeh, 22, wounded by shrapnel in the
abdomen; and
15. Mohammed Ibrahim Daoud, 16, wounded by shrapnel in
the left elbow.
At approximately 17:45, Israeli occupying forces in
the vicinity of “Neve Dekalim” settlement, west of Khan Yunis, opened fire at
Palestinian farms, approximately 300m east of the settlement. Salah Hazem Dhurgham, 20, was wounded by
several live bullets throughout the body. He bled to death. His body was
discovered at approximately 18:45 on Friday, 31 May, on a farm owned by Mustafa
Salim al-Barqi. According to PCHR’s
investigation, Dhurgham left his house in Bten al-Samin area in the southwest
of Khan Yunis towards his family’s farm near “Neve Dekalim” settlement adjacent
to al-Barqi’s farm. The Israeli gunfire
from the settlement took place while he was on their farm, but no one,
including his father who was on the farm, knew that he was wounded. Late at night, his family started searching
for him. They discovered his body on an
orange farm owned by al-Barqi, approximately 200m away from the settlement. The area surrounding him was full of
blood. A taxi owned by Ra’ed Riadh
al-Bayouk was also severely damaged.
Under their
continuous policy of targeting Palestinian infrastructure, Israeli occupying
forces destroyed an old church in ‘Aabud village in Ramallah through planting
bombs inside. At approximately 12:00, an
armored personnel carrier and four military jeeps of Israeli occupying forces
moved into ‘Aabud village. Israeli soldiers forced a number of young men to
remove Palestinian flags from public institutions and delete patriotic slogans
written on walls. At approximately
13:00, Israeli forces withdrew from the village, but came back again at
approximately 18:00. They moved towards
a Christian holy site, known as Buriar, in the west of the village. It is a cave that was a part of a historic
church. Christians visit it on their
feasts. At approximately 21:00, Israeli
forces withdrew from the village. Soon,
residents of the village heard a heavy blast in the area. When they went to
check what happened, they found the site totally destroyed.
At approximately 04:00, 30 Israeli tanks and armored
personnel carriers, supported by two helicopters, invaded Tammun village in the
northern Jordan Valley. They seized
complete control over the village and imposed a curfew. They also arrested four
Palestinians, and shelled houses, wounding two Palestinian boys:
1. Khalil D’iab Mohammed Bisharat, 17, wounded by
shrapnel throughout the body; and
2. Mohammed Mu’taz Saleh Rashid, 16, wounded by shrapnel
in the right hand.
At approximately 07:00, Israeli occupying forces
positioned east of Tulkarm opened fire at the streets and houses in the eastern
part of Tulkarm. A Palestinian civilian, Mustafa Mahmoud al-‘Aas, 19, was wounded by a
live bullet in the right thigh and shrapnel in the left foot. Israeli forces denied the access of medical
personnel to the area and expelled them from the area. Then, they arrested al-‘Aas.
At approximately 09:00, Israeli occupying forces
moved into al-Far’a refugee camp in the northern Jordan Valley. They opened fire at Palestinian houses,
wounding Fadi ‘Omar Mansur, 21, with a live bullet in the right foot. Upon their withdrawal, Israeli forces
arrested Ra’ed Samih Abu Khaizaran, 28, from Tubas, while working on his farm
adjacent to the refugee camp.
At approximately 10:00, an armored personnel carrier
and a number of military jeeps of Israeli occupying forces moved into al-Jawwal
area in the north of Ramallah. Israeli
soldiers opened fire at Palestinian civilians in the area, wounding Kawthar
Shukri Hussein Yassin, 36, from Kubar village in Ramallah, with a live bullet
in his shoulder.
At approximately 16:00, Israeli occupying forces on
tanks and armored personnel carriers moved into the south and east of Tulkarm.
They opened fire at Palestinian civilians and their houses, wounding Ahmed
Ibrahim Budeir, 26, from Far’oun village in Tulkarm, with a live bullet in the
right forearm while he was at work.
At approximately 22:00, Israeli occupying forces in a
military location south of Erez industrial zone, northwest of Beit Hanoun,
fired five artillery shells at Palestinian agricultural land in the area. The electricity network of the northern Gaza
Strip was severely damaged, but no casualties were reported.
In the morning, Israeli occupying forces, accompanied
by two bulldozers, coming from the eastern border of the Gaza Strip, moved
approximately 400m into the east of Beit Hanoun in the northern Gaza
Strip. They razed a 4-donum area of
agricultural land planted with citrus owned by Mahmoud Abu Nafe’. They also leveled agricultural areas already
razed.
At approximately 09:00, Israeli occupying forces in
military locations in the vicinity of “Neve Dekalim” settlement, west of Khan Yunis, shelled
al-Nimsawi neighborhood in the southwest of the town. A number of flats in al-Farra apartment
buildings were severely damaged, but no casualties were reported.
At approximately 20:45, Israeli occupying forces on a
tower stabled on a moveable lever in the vicinity of “Neve Dekalim” settlement, west of Khan Yunis, opened fire at
Palestinian residential areas east of the settlement. A Palestinian civilian, ‘Ali Hulail ‘Ali Abu
Sitta, 17, was seriously wounded by a live bullet in the head, while he was near
a mosque, approximately 700m east of the settlement.
At approximately 01:00, Israeli occupying forces
invaded Qalqilya and imposed a curfew on the town. Then, they raided the house of Bilal Hannun,
head of the Qalqilya Almsgiving Committee (a charitable society that provides
assistance for the poor). They took him
to offices of the committee. They broke
doors, searched the offices and confiscated 50 files from the accountancy
department and some records. At the same
time, Israeli forces raided and searched the Islamic Club. Later, Israeli forces blocked the road
leading to Nazzal Hospital, and for no apparent reason opened fire at the
hospital damaging its facades.
At approximately 06:00, Israeli heavy military
vehicles, coming from the eastern border of the Gaza Strip and covered by intense shelling, moved
approximately 1200m into al-Sumeiri area in the east of al-Qarara village,
north of Khan Yunis. They withdrew from
the area around an hour later. However,
they moved back to the area at approximately 11:00 and started razing more than
50 donums of Palestinian agricultural land:
1. They razed a 10-donum area of agricultural land
planted with wheat and okras and destroyed an irrigation network owned by Mousa
Mohammed Abu Fusseifes.
2. They razed a 20-donum area of agricultural land
planted with wheat and destroyed an irrigation network owned by Mohammed ‘Abdul Raziq al-Astal.
3. They razed a 4-donum area of agricultural land
planted with olives and okras and destroyed an irrigation network owned by ‘Abdul Rahim Mousa al-Astal.
4. They razed a 4-donum area of agricultural land
planted with pastures and uprooted 10 palm trees and an olive tree owned by
Ahmed ‘Ali al-‘Imawi.
5. They razed a 4-donum area of agricultural land
planted with okras and destroyed an irrigation network owned by Salama ‘Aatwa al-‘Imawi.
6. They razed a 10-donum area of agricultural land
planted with dates and olives and destroyed an irrigation network owned by ‘Abdul Hamid Thabet al-Qedra.
At approximately 23:00,
Israeli heavy military vehicles covered by intense shelling moved approximately
100m into Zo’rob neighborhood in the southwest of Rafah, adjacent to the
Egyptian border. This incursion
continued until 07:00 on the following day, during which Israeli forces demolished
one Palestinian house completely and six houses partially. They also raided a number of houses and
arrested four Palestinian civilians. Upon their withdrawal from the area, Israeli forces opened fire indiscriminately. A Palestinian civilian, Yasser Hussein ‘Abdul
‘Azziz Zo’rob, 21, was seriously wounded by two live bullets in the abdomen and
the left thigh.
Following are details of
the houses that were demolished by Israeli occupying forces:
1. They totally demolished a 200-square-meter,
asbestos-roofed uninhibited house owned by Mohammed Mahmoud Mohammed
Zo’rob.
2. They demolished the fence and walls of three rooms
and destroyed the furniture of a 200-square-meter, three-story house, in which four families
comprised of 16 persons live, owned by Sami Mahmoud Mohammed Zo’rob. They also destroyed bodies of two cars and
arrested the owner’s brother Mu’taz, 25.
3. They demolished the fence, the kitchen and walls of
four rooms of a 250-square-meter, asbestos-roofed house, in which five families
comprised of 20 persons live, owned by Ashraf Hussein ‘Abdul ‘Azziz Zo’rob.
4. They demolished the fence and a room of a
150-square-meter, asbestos-roofed house, in which six persons live, owned by
Yasser Hussein ‘Abdul ‘Azziz Zo’rob.
5. They demolished the fence, a room and parts of a
kitchen of a 150-square-meter, two-story house, in which three families
comprised of 20 persons live,
owned by Khaled Mansour Dhuheir.
6. They demolished a room and the kitchen of a
150-square-meter, one-story house, in which six persons live, owned by Ahmed
Mohammed ‘Aashur Dhuheir.
7. They demolished the fence and dug into the ground of
a 200-square-meter, asbestos-roofed house, in which nine persons live, owned by
Meziad ‘Aashur ‘Abdul Hadi Dhuheir.
PCHR’s
field worker in Rafah reported that Israeli forces raided and searched the
house of ‘Abdul Hadi ‘Aashur ‘Abdul Hadi Dhuheir. They held residents of the house on the first
floor. Before they left the house, they arrested the owner and his two sons,
Yahia, 20, and ‘Ali, 16. The father was
released alone at approximately 07:00 on Tuesday, 4 June.
At approximately 01:00, Israeli occupying forces
started digging a trench in al-Matahen area, south of Deir al-Balah, extending
from al-Matahen Company, northwest of Khan Yunis, to “Aloni” military roadblock, around 100m away from the sea in the
west. During digging the trench in Palestinian land already razed, Israeli
occupying forces furthermore razed three donums of Palestinian agricultural
land:
1. They razed a 2-donum area of agricultural land
planted with dates and olives owned by Hassan Ahmed Al-Malliti.
2. They razed a 1-donum area of agricultural land
planted with dates and olives owned by Yousef Mahmoud al-Salqawi.
Shooting at Palestinian Civilians
At
approximately 09:00, Israeli occupying forces at Surda military checkpoint,
north of Ramallah, opened fire at Palestinian civilians passing from Ramallah
to Bir Zeit village. Two civilians were
wounded:
1. Fadi Ghazi Subeh, 80, wounded by a live bullet in the
back; and
2. Rezeq Yousef al-Tawil, 56, wounded by two live
bullets in the chest and the left leg.
Also in the morning, Israeli occupying forces at
Qalandya military checkpoint, north of occupied Jerusalem, opened fire at
Palestinian civilians crossing the checkpoint. Six civilians, including three children, were wounded:
1. Huassam ‘Abbas Musleh, 15, from
Ramllah, wounded by a rubber-coated metal bullet in the mouth;
2. Shadi No’man al-Nabulsi, 15, from Ramallah, wounded
by a rubber-coated metal bullet in the head;
3. Walid Mousa Saber, 63, from Ramallah, wounded by a
rubber-coated metal bullet in the left eye;
4. Manar Nafez Sultan, 22, from Ramallah, wounded by a
live bullet in the right side;
5. Maher Mohammed Hammad, 16, wounded by a live bullet
in the left hand; and
6. Shirihan Abu Ghoush, 24, from al-Jalazoun refugee
camp, wounded by a live bullet in the right shoulder.
In the morning, Israeli occupying forces at Qalandya
military checkpoint, north of occupied Jerusalem, opened fire at Palestinian
civilians, including school children, walking on alternative branch roads. Four civilians, including two children, were
wounded:
1. Hiba Kazhem Mujahed, 15, from Ramallah, wounded by a
rubber-coated metal bullet in the right shoulder;
2. Alaa’ Mohammed Abu ‘Afifa, 15, from Ramallah, wounded
by a rubber-coated metal bullet in the left eye;
3. Bassam Jouda Mohammed, 45, from Um Safa village,
wounded by a rubber-coated metal bullet in the left leg; and
4. Raja’ei Fakhri Abu Halawa, 23, from Beit Hanina,
wounded by a rubber-coated metal bullet in the head.
Also
in the morning, Israeli occupying forces at Surda military checkpoint, north of
Ramallah, fired at Palestinian civilians crossing the checkpoint. A civilian, Bashir Ahmed Bayatna, 30, from
Abu Qash village, north of Ramallah, was wounded by a live bullet in the right
ankle.
At approximately 07:00, Israeli occupying soldiers in
a military jeep opened fire at Seilat al-Zhaher secondary school south of
Jenin. A student, Muhannad ‘Abdul ‘Azziz Za’rur, 15, was wounded by a live bullet in the
right foot. The Israeli military jeep
was accompanying a convoy of settler cars on the main road in the village and
fired at the school for no apparent reason.
At approximately 13:30, Israeli occupying forces in a
military location at al-Shuhada’ junction, south of Gaza, fired at 15-year-old
Nabil ‘Abdul Rahim Abu Samra, from al-Mughraqa area, wounding him with a live
bullet in the left thigh. The child was
on his way back home and he was around 500m away from the Israeli military
location when he was fired at for no apparent reason.
At approximately 07:30, Israeli occupying forces at
Surda military checkpoint, north of Ramallah, fired at Palestinian civilians
crossing the checkpoint. Two civilians
were wounded:
1. Riad Fakhri Khalifa, 30, from Deir Ebzi’ village,
wounded by a rubber-coated metal bullet in the neck; and
2. Eyad Fakhri Yaghi, 27, from Deir Ebzi’ village,
wounded by a rubber-coated metal bullet in the neck.
At approximately 19:30, Israeli occupying forces on a
road leading to “Beit Eil” settlement, north of al-Bireh, fired at Palestinian
civilians in Jawwal area. A civilian,
Khaled Mohammed Mas’oud al-‘Omar, 27, from al-Jalazoun refugee camp east of
Ramallah, was wounded by a live bullet that entered the back and exited the
abdomen.
At approximately 09:00, Israeli occupying forces
raided Beit Ummar village, north of Hebron. They provoked Palestinian civilians, beat some, broke windows of a
number of cars and opened fire for no apparent reason. A number of Palestinian boys threw stones at
the Israeli forces, which opened fire in return. Murad Jamil ‘Alqam, 16, was killed by a live
bullet in the neck while passing near the area of clashes.
At approximately 16:25, Israeli occupying forces at
Abu Houli military checkpoint, south of Deir al-Balah, fired at Palestinian
civilians who were waiting to cross towards Khan Yunis. A university student, Nivin Mohammed Khalil Mahdi,
19, was lightly wounded by a live bullet in her head.
This
week, Israeli occupation forces arrested a number of Palestinians. The arrests took place in the
following circumstances:
1. At international border
crossings, under the control of Israeli occupation forces.
2. At Israeli military roadblocks
on main and branch roads at the entrances to Palestinian cities and villages.
3. In Palestinian towns and
villages, often during house raids.
4. During incursions into
Palestinian controlled areas.

calls:
1. Upon the international community to provide immediate and independent
international protection for the Palestinian people in the Occupied Palestinian
Territories.
2. Upon the High Contracting Parties to the Fourth Geneva Convention of 1949
to reconvene in order to take effective measures to protect Palestinian
civilians in the Occupied Palestinian Territories, in accordance with their
obligations under Article 1, to ensure the respect of the Convention.
3. Upon the international community to investigate and prosecute those
believed to have committed war crimes in the Occupied Palestinian Territories
before international courts.
4. Upon the ICRC to enhance its presence, expand its activities, and
intensify its field observations throughout the Occupied Palestinian
Territories.
5. Upon the European Union to activate Article 2 of the Euro-Israeli
Association Agreement, which provides that Israel must respect human rights.
6. Upon the international community to provide humanitarian and medical
assistance for the Palestinian people, whose living conditions are continuing
to deteriorate as a result of the continued siege imposed by Israeli occupation
forces on the entire Occupied Palestinian Territories.
