During the reporting period, the Israeli Occupying Forces (IOF) and Israeli settlers have continued their violent actions against Palestinians and their properties in the West Bank, including occupied Jerusalem, amounting to crimes and other violations of international law. These crimes have included willful killings, destruction of public and private property, arrests, threats, among others.
This report by the Palestinian Centre for Human Rights (PCHR) highlights a series of documented crimes and violations committed by the IOF and Israeli settlers against Palestinians:
Killings and violation of the right to life and bodily integrity:
During the reporting period, the IOF and settlers’ attacks in the West Bank have resulted in the killing of 28 Palestinians, including 8 civilians: 3 of whom were children. In addition, an elderly Palestinian detainee died in Israeli prisons.
According to our field documentation, Israel has employed different methods and weaponry, including shootings during protests or confrontations, military raids and assaults, drone strikes, or extrajudicial killings by Israeli special units.
On 03 November 2024, Naji Nedal Naji Al-Baba was shot in the abdomen and killed by the IOF near Al-Hawawer street, north of Hebron, overlooking Bypass Road (60), following their raid during which they opened fire. is body was detained for two hours before being handed over to Palestinian Red Crescent medics.
On 06 November 2024, Harith Khaled Abdullah Jabara (32) from Deir Al-Ghusun, Tulkarm, was killed near Shilo settlement junction on Nablus-Ramallah Road after his vehicle veered off course toward an empty settler waiting booth. A footage revealed Jabara steered his vehicle toward the booth to avoid crashing into two settlers and then exited, attempting to flee before Israeli soldiers shot him dead.
On 06 November 2024, detainee Samih Suleiman Mohammed ‘Elewi (61) died in Soroka Hospital, six days after being transferred from Ramla Prison Clinic to Assaf Harofeh Hospital. He was held in Negev Prison, and the Israeli prison authorities did not announce his death as it was announced by the Palestinian Prisoners’ Society Club on 15 November 2024. ‘Elewi had been held under administrative detention since 21 October 2023 and suffered from some health issues, including a benign intestinal tumor diagnosed years prior to his detention.
On 07 November 2024, the civilian Abdullah Majed Al-Sa’di (50), a colonel in the Palestinian Intelligence Service, was killed by IOF during the siege of a house in Al-Sa’ada Forest, west of Jenin. The 24-hour military operation which targeted Jenin and its refugee camp injured another civilian.
On 12 November 2024, Walid Ashraf Mohammed Hussein (18) was killed by the IOF at Deir Sharaf checkpoint, west of Nablus, after an alleged stabbing-attempt. The soldiers confiscated and detained his body following the incident.
On 18 November 2024, Nur Ahmed Mustafa Arafat (18) was killed by IOF during a military raid on the Popular Housing neighborhood in eastern Nablus.
On 20 November 2024, the civilian Rami Mohammed Salim Hazouzi (24) was shot dead by the IOF while standing on the roof of his home in Jenin. The incident occurred as he observed ongoing Israeli incursions in the area, which had been under attack for two days.
On 24 November 2024, Israeli forces killed two civilians during a raid on the town of Ya’bad. The victims were 16-year-old Mohammed Rabi’ Jamal Misharqa and 20-year-old Ahmed Mahmoud Zeid Kilani, both residents of the town.
As of 2024, IOF attacks have killed 484 Palestinians, including 89 children, 14 women, and one international activist, along with 14 individuals officiallyreported dead in Israeli prisons.
Additionally, during the reporting period, 80 Palestinians were injured, including a journalist, 7 children and 4 women.
Since the beginning of 2024, IOF attacks have injured (1246) Palestinians, including 274 children, and 62 women.
Demolition and land-razing
During the reporting period, the IOF and Israeli settlers demolished 90 facilities, including 40 houses. Of these, 23 were demolished under the pretext of construction without building permits, while 7 were self-demolished by their owners in occupied East Jerusalem. In addition,a mosque, a guesthouse, and 43 commercial facilities were destroyed, and 182 olive trees were uprooted.The IOF partially destroyed 7 houses in Tammun (southeast of Tubas), the Jenin refugee camp (west of Jenin), and the Tulkarm refugee camp, (east of Tulkarm).
Moreover, during their incursions, IOF caused extensive destruction to the cities and refugee camps in the West Bank, particularly targeting the infrastructure. This included the destruction of water pipes, telephone lines, and electricity networks in Al-Far’a refugee camp (south of Tubas), Al-Shuhada Triangle Village (southeast of Jenin), the city of Jenin and its refugee camp, and Nur Shams and Tulkarm refugee camps, east of Tulkarm.
Raids and arrests
The IOF have conducted 1412 raids across Palestinian cities, refugee camps, and villages in the West Bank, including occupied Jerusalem, storming into several houses, searching through residents’ belongings, damaging property, and subjecting residents to abuse and ill-treatment. During these raids, the IOF have arrested 593 Palestinians, including 21 children, one of whom was injured by gunfire, and 7 women, according to PCHR’s researchers and the Palestinian Prisoners Club.
During the raids, IOF confiscated 7 bulldozers, 3 trucks, 4 private vehicles, 5 water pumps, 2 tractors, 3 transformers, 30 solar panels, and fertilizers. Additionally, IOF have smashed vehicles in Jerusalem and Ramallah, and seized 70,000 NIS from a home in Jenin refugee camp.
Land confiscations and settlement expansion
During the reporting period, the IOF and Israeli settlers have continued their policy of settlement expansion, which involves the confiscation and razing of Palestinian lands to establish new settlement outposts and expand existing settlements.
On 03 November 2024, settlers set up a caravan on Abu Khalil Mountain in Khallat Al-Louz village, Bethlehem Governorate, with the intention of establishing a new settlement outpost and seizing control of the mountain.
On 09 November 2024, settlers seized a 5-dunam plot of land in Khallat Al-Khader, in Al-Farisiyah area in the northern Jordan Valley, east of Tubas. They planted olive trees on the land to facilitate settlement expansion and assert their claim over it.
On 09 November 2024, settlers set up two caravans on Al-Najma Mountain in Jalud village, southeast of Nablus, to build a new settlement outpost aimed at taking over the mountain for further settlement expansion.
On 11 November 2024, Israeli occupation forces issued a military order to seize 546 dunams of land northeast of Salfit in order to expand Road 505. This road connects Salfit Governorate to other West Bank governorates and is part of a larger plan to expand settlements,stretching from the Zaatara checkpoint to the Kifl Haris roundabout.
On 13 November 2024, a group of settlers began constructing a settlement road linking the rural area of Tuqu’ village with the rural area of Al-Minya village, Bethlehem Governorate, as part of their settlement expansion efforts. Additionally, settlers set up tents and caravans in the Bir Al-Khinzir area, east of Al-Jab’a village, Bethlehem, with the intention of seizing the area and establishing a settlement outpost.
Settlers also placed three caravans in the Umm al-Jamal area in the northern Jordan Valley, east of Tubas, again aiming to establish a settlement outpost.
On 14 November 2024, settlers set up a tent to establish a new settlement outpost at Ras Ain Nabaa in the Al-Auja area, north of Jericho.
The following day, on 15 November 2024, a group of settlers placed a caravan in Masafer Yatta and another in Khirbet Samri, east of Shubat Al-Batim in Masafer Yatta, Hebron Governorate, aiming to seize these areas and convert them into settlement outposts.
On 17 November 2024, settlers set up a tent in Khallat al-Khader, northern Jordan Valley, east of Tubas, to establish a new settlement outpost. Another group of settlers in Tel Rumeida neighborhood in the Old City of Hebron set up a tent near the New Fountain, on Palestinian-owned lands, in an attempt to seize the area close to “Ramat Yishai” settlement outpost.
On 18 November 2024, the IOF announced a detailed zoning plan (160/12) to confiscate 8,750 dunams of Palestinian-owned land in Basin No. (2) located in the Al-Hariq Al-Hamqa area, Kafr Deek town, Salfit Governorate. The plan seeks to change the land’s designation from agricultural to open areas, engineering structures, public institutions, and buildings to expand the Beduel” settlement.
On 22 November 2024, the IOF issued an order to confiscate 11 dunams of land from Beit Safafa village, Jerusalem Governorate, for the construction of 200 new settlement units.
Additionally, they confiscated 520 dunams of land in Qifqis village, Hebron Governorate, to expand the “Negohot” settlement.
On 24 November 2024, a group of settlers placed a caravan in Wadi Al-Siyal, Hebron Governorate, as a new settlement outpost.
Settler violence
In November 2024, Israeli settlers carried out 117 attacks against Palestinian villages and cities across the West Bank and occupied Jerusalem, targeting Palestinians and their properties. In these attacks, settlers’ fire wounded two Palestinians by gunfire in Jericho, six others in separate assaults in Hebron, and caused extensive damage to the property.
Settlers also burned two houses, sprayed racist slogans on seven private vehicles parked near the Ariel settlement in Salfit governorate, and burned 28 private vehicles. They seized two mobile homes in Khallat Al-Lous, Bethlehem Governorate. Settlers from a pastoral outpost in Ein Douma expelled two Palestinian farming families of 10, including six children and two women, forcing them to dismantle their sheds and tents and leave the area under the threat of death to the south of the village of Douma. Additionally, settlers carried out 57 attacks on farmers during the olive harvest, including stealing olives and equipment, and kicking out farmers from their lands.
During the reporting period, settlers uprooted 1,140 olive trees in the West Bank ,burned hundreds of dunams of Palestinian-owned lands in the West Bank, and demolished a portable toilet at a private home. settlers carried out attacks on two villages in Ramallah, central West Bank, and set 19 vehicles ablaze. IOF attacks in Jerusalem
IOF’s violations and Judaization attempts continued in occupied Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts.
IOF also continues to impose age-based access restrictions to Al-Aqsa Mosque, especially on Fridays, and enforce strict search procedures.
In addition to the destruction of homes and facilities, PCHR documented the following attacks:
14 November 2024: I The IOF demolished a sit-in tent for popular resistance and steadfastness in Silwan and East Jerusalem, which has been established to resist demolition and displacement policies.
17 November 2024: The IOF closed a popular café in the Al-Musrara neighborhood of Jerusalem in preparation to hand it over to settlers.
Restriction on freedom of movement and checkpoints
The IOF have established more military checkpoints in the West Bank and tightened restrictions on freedom of movement between cities and villages. These actions contribute to the isolation of communities and entrench the geographical fragmentation of Palestinian territories. During the reporting period, the IOF set up 413 temporary checkpoints along the streets and between the villages. They also erected dozens of permanent checkpoints aimed at restricting Palestinians’ freedom of movement through searches and arrests.
During this period, IOF arrested 27 Palestinians, including military personnel members from the Palestinian Security Services (PSS) and 4 women. They also closed the entrance to Jalboun village, north of Jenin governorate, by placing dirt mounds and similarly closed the Qasr Road near the Al-Fawar refugee camp in Hebron governorate with dirt mounds.
Palestinians are subjected to inhuman and degrading treatment at checkpoints, which severely hinder their movement and endanger their lives. Many are killed or detained based on mere fallacious suspicions often without justification, with some being labeled as “wanted” individuals.
These checkpoints have also brought unbearable suffering to Palestinian women, particularly pregnant women, whose passage is frequently obstructed, putting their health and safety at risk. The latest victim of these checkpoint was Mohammad Murad Mohammad Shehadeh Jardat (14), from Hebron, who was killed by the IOF on 30 July 2024 at the Etzion checkpoint, west of Bethlehem governorate, under the pretext of attempting to carry out a stabbing attack.
