Phase Two of Gaza Ceasefire Launched: Israeli Air and Artillery Bombardment Escalates and Civlian Killings Continue

As the second phase of the ceasefire in Gaza was declared, the Israeli Occupation Forces (IOF) carried out a series of intense airstrikes, inflicting further civilian casualties. These attacks constitute a blatant escalation of military aggression and the continued commission of acts amounting to genocide, demonstrating open disregard for the ceasefire agreement and treating it as if it does not exist.

The Palestinian Centre for Human Rights (PCHR) documented a new series of attacks carried out by IOF, which resulted in the killing of 16 Palestinians, including five women, and the injury of many others. These attacks coincide with the IOF’s continued and unabated destruction of remaining houses and buildings within the so-called “yellow line.” Such operations are conducted daily, both day and night. These attacks keep civilians trapped in a cycle of constant danger amid extremely harsh humanitarian conditions, including the continued denial of adequate food supplies and humanitarian aid. This escalation comes despite the announcement of a national committee for the administration of Gaza and the declared onset of phase two of the alleged ceasefire agreement.

According to our field teams, these violations have been escalating daily and at a steady pace since the agreement was signed and are being committed by one party only—the Israeli occupation. Notably, IOF have not even alleged any ceasefire violations by the Palestinian side.

Among the most significant incidents documented by PCHR field researchers:

At dawn on Friday, 16 January 2026, the IOF, stationed east of Khan Younis, opened fire on residential neighborhoods in the western part of the city. As a result, Sabah Ahmed Abu Jame‘a (62) was killed, and several others were injured while sheltering in displacement tents in the vicinity of Nasser Hospital.

On Thursday, 15 January 2026, at around 16:00, an Israeli drone struck al-Jarou family house in Deir al-Balah. As a result, Sa‘id Khaled ‘Ali al-Jarou (34) was killed while ‘Abdel Rahman Mohammed ‘Abdel ‘Aziz Abu ‘Ibeid (28) sustained serious injuries and was transferred to al-Aqsa Martyrs Hospital, where he was pronounced dead approximately one hour after his arrival.

On the same day, at around 17:35, IOF warplanes targeted the al-Houli family home in the central Deir al-Balah refugee camp, in the central Gaza Strip. As a result, six Palestinians were killed, including three women, and four others sustained injuries of varying severity. The attack also caused extensive destruction to the targeted house, as well as significant damage to neighboring homes and shops. Among those killed were Mohammed Hamed Mohammed al-Houli (57), his wife Rania Nayef Mohammed al-Houli (Abu ‘Abdoh) (44), her sister Islam (39), and Amar Ra’fat Khalil Abu Samrah (18), a resident of a neighboring house.

On the same day, at around 22:20, IOF warplanes targeted a residential apartment in the al-Khatib family home in al-Nusseirat refugee camp, in the central Gaza Strip. As a result, Ashraf ‘Adnan Mohammed al-Khatib (45) and his wife Hanan Nafez Ibrahim al-Khatib (‘Abed) (43) were killed, while three others from neighboring houses sustained injuries of varying severity. Approximately one hour after the attack, medical sources at local hospitals announced the death of Ahmed Nafez Ibrahim ‘Abed (33), a relative by marriage to the al-Khatib family, who succumbed to critical injuries sustained in the same strike.

At approximately 22:30, an Israeli drone targeted a gathering of security service officers in the vicinity of al-Nabulsi Roundabout, west of Gaza City. As a result, three officers were killed, while others sustained injuries of varying severity.

On Wednesday, 14 January 2026, at approximately 11:30, IOF, stationed in eastern Khan Younis, opened fire on Fadi Yousif Mahmoud Ahmed (43), killing him with a bullet in the chest while he was collecting firewood near the Bani Suhaila intersection in the eastern part of the city.

According to follow-up by our field researchers, since the ceasefire was declared on 10 October 2025, the IOF have continued air and artillery bombardments, gunfire, and recurrent demolitions within areas located along the so-called “yellow line,” aimed at destroying the remaining houses and buildings. According to the Ministry of Health, these attacks have so far killed 464 people, including 164 children and 63 women, and have wounded 1251 others.

Field observations in the Gaza Strip indicate that claims of a ceasefire have no basis on the ground. The Israeli military aggression continues openly and systematically, with bombardment and gunfire occurring day and night. Residential neighborhoods, including displacement camps, remain direct targets, and gunfire continues to strike areas densely populated by displaced people. These incidents demonstrate a consistent and ongoing pattern of attacks, rather than isolated incidents.

The quantity of aid entering the Gaza Strip further demonstrates that it falls far short of meeting even the minimum humanitarian needs. The IOF have failed to comply with the provisions of the ceasefire agreement regarding the entry of humanitarian aid and food supplies. Over the past 95 days, only 24,940 truckloads have entered the Strip, representing 43.8% of the amount agreed upon. This amounts to a daily average of 263 truckloads, compared to the 600 truckloads stipulated under the agreement and the statistics declared by Gaza’s relevant authorities.

All of this occurs while the people of the Gaza Strip continue to suffer from a severe lack of adequate shelter, following the destruction of approximately 90% of buildings across the Strip over 26 months of genocide. These risks are further exacerbated by adverse rainy weather, which has severely undermined both economic and health resilience, while the ongoing siege and military aggression push the humanitarian system to the brink of total collapse.

PCHR reiterates its warning that the international community’s silence and the absence of accountability mechanisms effectively give Israel a green light to continue its systematic crimes of genocide against Palestinian civilians. This silence amounts to negative complicity in these crimes.

PCHR calls on the international community to uphold its responsibilities and take immediate measures, including providing urgent protection for civilians, ending IOF’s military presence in the Gaza Strip, halting the use of methods and weapons targeting civilian neighborhoods, and compelling Israel to cease its attacks and the ongoing siege on the Strip.
