PCHR Releases Report: Gaza Strip Health Sector Under Israeli Military Aggression and Closure

Ref: 34/2021Date: 27 June 2021 On Sunday, 27 June 2021, PCHR released a report titled as “Health Infrastructure under the Israeli Offensive on the Gaza Strip in May 2021.”  The report addresses the health conditions during the latest Israeli offensive when the emergency departments and operation rooms endured acute shortage of medicines and medical disposables and were overburdened after receiving hundreds of injuries and patients during the offensive and thereby aggravating the already-deteriorated health conditions due to the Israeli closure continuously imposed on the Gaza Strip for the last 15 years and ongoing shortage of medicines and medical disposables due to IOF’s restrictions that ban the entry of medical devices and different medical materials. The report documents the targeting of 24 healthcare facilities, which sustained various damage and resulted in the injury of medical staff members while on duty, affecting the provision of basic medical services to the population of the Gaza Strip.  The report also reviews the Israeli closure of the border crossings and its impact on the healthcare situation in addition to the IOF’s entry ban of all humanitarian supplies during the Israeli offensive, including medicines, medical supplies, and medical devices. The report also sheds light on the effects of the shortage in medicines and medical disposables on the persons injured during the offensive and the patients with chronic diseases.  It also shows the acceleration of essential medicine shortages, which reached 50%, with a 32% deficit in the medical disposables list.  The report also highlights the negative impact on the healthcare services provided by different departments at the hospitals and medical centers, including emergency and intensive care, cancer and hematology-related services that have endured acute shortage of essential medicines; this has required referral of patients abroad in a time when Israel only allows certain urgent “lifesaving” cases. All of this is part of Israel’s policy to tighten the screws on the travel of patients and ban the travel of persons injured during the offensive in order to be treated at the hospitals in Israel and the West Bank, including East Jerusalem. In the report recommendations, PCHR calls upon the international community to compel the Israeli occupation authorities in order to avoid targeting the health facilities and to fulfill its obligations towards the Gaza Strip with its capacity as an occupying power, which should assume the responsibility for providing medical supplies to the Gaza Strip and allowing the travel of patients and urgent humanitarian cases to receive treatment at the hospitals abroad.
