PCHR Publishes a Study on Higher Education in Palestine
Today, PCHR has published a new study titled “Higher Education in Palestine: Reality and Development.” The preparation of this study comes in the context of PCHR’s interest in economic, social and cultural rights. The study focuses on an important issue that affects many people, namely the right to education, particularly higher education. It highlights its current status and proposes means by which it can be advanced for it to play a major role in the process of development in Palestine. The study is based upon previous writings in this field, new data and on interviews, all of which are used to support its conclusion. The report further analyzes the current status of higher education from the perspective of international human rights instruments related to education, with particular focus on the International Covenant on Economic, Social and Cultural Rights.
The study seeks to provide suggestions to develop higher education in Palestine to respond to changes at the international, regional and local levels and to conform to international standards related to the right of education. There has been a need to prepare such study to discuss higher education and violations of the right of education based on international human rights instruments.
The study is divided into five chapters. The first chapter defines the methodology of the study, its objectives, its importance, procedures and previous similar studies. The second chapter focuses on the right of education as enshrined in international human rights standards, particularly International Covenant on Economic, Social and Cultural Rights. The third chapter focuses on higher education in Palestine; its goals, legal framework, institutions, expenses, resources, research, teaching, ability to meet the needs of society, and gender. It further looks into human rights and democracy education at higher education institutions. The fourth chapter includes interviews with presidents of three universities in the Gaza Strip on the status of higher education. The fifth chapter focuses on conclusions and recommendations of the study.
Currently the study is available in Arabic on PCHR’s website www.pachgaza.org – it is under translation into English and will be available both in hard copy and on the website soon.
