The Palestinian
Center for Human Rights (PCHR), Arab Organization for Human Rights (AOHR) and
the International Legal Assistance Consortium (ILAC) concluded the activities
of the second training course in Benghazi in Libya. The 21-hour training course was held in the
head office of the Libyan Red Crescent Society in Benghazi, where 21 participants
attended on the first day. The participants included judges, police officers,
lawyers and civil society activists.
The concluding
ceremony started in the presence of Ms. Fawziya al-Kikhia, sister of the late
Mansour al-Kikhia, member of the Board of Trustees of AOHR and Director of
Ayadina LelKheir Society. Further, Mr. Mo’taz Bellah Othman, Assistant
Secretary-General of AOHR, Mr. Bassam al-Aqra’, Director of PCHR’s Training
Unit, and Mr. Abdul Karim Edbeish attended the ceremony. Ms. Al-Kikhia received
a certificate of appreciation and a plaque to praise and recognize the role
played by the late al-Kikhia in promoting and defending human rights in Libya
and the Arab World. Participants in the
training course received their certificates.
The program of
the training course included the following topics: Introduction to human rights; international
human rights system; international human rights protection mechanisms (treaty
and non-treaty based mechanisms); domestic human rights protection mechanisms;
the International Criminal Court; transitional justice; monitoring,
investigating and documenting violations of human rights; the role of judges in
the protection and promotion of human rights; the judicial guarantees to
promote rights and liberties; and a round table meeting on the application of
justice and rule of law in the Libyan society.
A team of professional trainers from PCHR and AOHR specializing in the
field of capacity-building and human rights conducted the trainings, namely:
Mr. Bassam al-Aqra’; Mr. Mo’taz Bellah Othman, and Islam Abu al-‘Einein. PCHR, AOHR and ILAC concluded the activities
of the first training course, which was held in Tripoli on Saturday, 19 January
2012. The 21-hour training was held for
3 days and 27 human rights activists and lawyers representing 8 community-based
organizations participated. Mr. Abdul Men’em al-Hurr, Secretary General of AOHR
in Libya, Mr. Mo’taz Bellah Othman, Assistant Secretary-General of AOHR, Mr.
Bassam al-Aqra’, Director of PCHR’s Training Unit, and James Mirror and
Elizabeth Howe, both from ILAC, participated in the concluding ceremony.
The program of
the first raining course included the following topics: Introduction to human
rights; international human rights system; international human rights
protection mechanisms (treaty and non-treaty based mechanisms); domestic human
rights protection mechanisms; the International Criminal Court; transitional
justice; monitoring, investigating and documenting violations of human rights;
drafting human rights’ reports and practice on observation and documentation.
It should be
noted that this is the second time that PCHR, AOHR and ILAC organize training
courses in Tripoli, as another 2 training courses were organized in November
2011.
