On Sunday, 11 December 2022, PCHR concluded a training course on human rights and international humanitarian law. The course was attended by 21 female and male directors of the Reform and Rehabilitation General Directorate’s centers, units, and departments in Gaza. The 15-hour training course was held over the course of 3 days, from 06 to 11 December 2022.
The training course included topics commensurate with the needs of the targeted group, aiming at learning the human rights concepts, the standard minimum rules for the treatment of prisoners in reform and rehabilitation centers according to human rights standards regarding the rights of inmates, and the best procedures to deal with inmates’ complaints, as well as the international protection of civilian objects and facilities under the international humanitarian law and the health rights of inmates.
At the end of the course, PCHR held a closing ceremony where Mr. ‘Abdulhaleem Abu Samra, Head of PCHR’s Training Unit, said that this training course falls within PCHR’s contribution to building the capacities of male and female employees at the reform and rehabilitation centres to fulfil their obligations and duties by complying with international human rights standards, adding that the treatment of detainees and keeping them in custody is vital under international and domestic law. Abu Samra added that all the work of centres’ staff is based on the constitution and law, ethical and legal behaviour, and respecting the inherent dignity of humans, expressing PCHR’s willingness to raise the capacities of law enforcement officers, empower them and provide all the legal consultations and aid they need.
For his part, Jameel Sammour, Deputy General Director of the General Directorate of Reform and Rehabilitation Centres in the Gaza Strip, commended the training course and thanked PCHR for responding to implement a specialized training course that aims to develop and strengthen the capacities of the reform and rehabilitation centres’ staff, positively affecting their operational performance in dealing with the inmates. Also, he stressed the importance of continuous cooperation with PCHR to upgrade, develop and contribute to the capacity building of the Directorate’s staff in accordance with the international standards for the treatment of inmates.
At the end of the course, the female and male participants received certificates.
