The Palestinian Centre for Human Rights (PCHR) calls upon the Public Prosecution to investigate the crime circumstances and the accompanying events, take legal proceedings and bring the perpetrators to justice.
According to PCHR’s investigations, at around 22:00 on Friday, 04 August 2023, a vehicle with an Israeli registration plate arrived in Harash al-Sa’adah area, west of Jenin, near the National Security Service headquarters. Meanwhile, the vehicle, which was carrying 3 passengers, was heavily shot, wounding 2 of the passengers with live bullets in different parts of their bodies. The two wounded persons were identified as Ramzi Zuhair Mostafa al-Boul (22) and Bahaa’ Salah Ibrahim Ka’kaban (27). Eyewitnesses from the area said that residents in the area rushed to the streets after hearing a heavy shooting and saw masked men carrying Kalashnikovs and stepping out of two civilian cars with Palestinian registration plates. The masked men continued to shoot at the targeted car although the latter continued driving. Minutes later, two armored vehicles belonging to the Palestinian National Security Service arrived and stationed near the two civilian cars belonging to the masked persons. After a while, the latter withdrew from the area in their civilian cars along with the two armored vehicles. Meanwhile, the residents took the wounded persons, Bahaa’ Ka’kaban and Ramzi al-Boul, to Ibn Sina Specialized Hospital in the city, where doctors announced Ka’kaban’s death.
Meanwhile, a joint force of the security services arrived at the Hospital where verbal altercations erupted between the security officers and citizens in the hospital yard. As a result, the security officers fired teargas canisters at them, causing them to suffocate. Moreover, Young men gathered in front of the National Security headquarters in Jenin, and homemade bombs were thrown at one of the Headquarters’ gates. As a result, a young man namely Taim Rami Darbi was wounded when one of the bombs exploded near him, and he was taken to Jenin Governmental Hospital.
After the incident, Jenin Governor Major General Akram Rajoub issued a statement denying the security services’ involvement in the shooting incident, which is under investigation.
