Israel’s Violations of Human Rights and International Humanitarian Law in the West Bank – March 2025

In March 2025, the Israeli Occupying Forces (IOF), and Israeli settlers continued their crimes and violations of human rights and international humanitarian law against Palestinians and their properties in the West Bank, including occupied Jerusalem. These crimes have included willful killings, destruction of public and private property, arrests, threats, among others.

The Following is some of violations highlighted and documented by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of 15 Palestinians, including 8 civilians; amongst them a child and a woman. Also, two Palestinians, including a child, died in Israeli jails.

On 03 March 2025, the Commission of Detainees and Ex-Detainees Affairs along with the Palestinian Prisoners’ Club announced the death of Khaled Mahmoud Qasem ‘Abdullah (40), an administrative detainee from Jenin refugee camp, north of the West Bank. They also stated that it turned out later that he had died on 23 February 2025 inside Megiddo Prison, noting that he had been detained since 09 November 2023, and had no health issues before his arrest.1

On 04 March 2025, IOF surrounded a building in eastern Jenin and killed a Palestinian civilian, Jehad Jawdat Mostafa ‘Alawna (23), from Jenin refugee camp, after shooting him with several bullets in his limbs and leaving him to bleed for several hours without providing first aid. Later, the Palestinian Civil Affairs informed the Palestinian Ministry of Health (MOH) that another besieged Palestinian, Aysar ‘Abed al-Haleem Shaker Sa’diyia (22), had also been killed, allegedly for being wanted by the IOF.

On 10 March 2025, an Israeli military vehicle intentionally hit Ahmed Fathi Ahmed Salah (32) while he was riding his motorcycle at al-Dakhiliyia roundabout in central Jenin. As a result, Ahmed fell to the ground and sustained serious head injuries. He was taken to Ibn Sina Specialized Hospital, where doctors later pronounced him dead.

On 11 March 2023, an Israeli special unit killed Faiza Ibrahim Abu Ghali (58) after shooting her with several bullets all over her body, and Isma’il Amjad ‘Abed al-Kareem Abu Ghali (17), whose body was held by the unit, during their incursion into the eastern neighborhood of Jenin city. During the same incursion, the IOF also killed Mohammed Fawaz Faisal Abu Dawas (30), from Tubas, and Saed Thabit Mohammed Abu ‘Obaid (45), from Jenin city, allegedly for being wanted by the IOF.

On 14 March 2025, during their incursion into Salem village in eastern Nablus, the IOF killed Omar ‘Abed al-Hakeem Dawoud Ishtayieh (21) after shooting him with two live bullets in the back of his head and in his left shoulder. The crime occurred after the IOF moved into the eastern neighborhood of Salem village, where they opened fire at Omar while he was leaving a supermarket and heading to his house through one of the village’s alleys.

On 17 March 2025, the IOF killed Khaled Saleh Mousa Qur’an (25) in Kafr Saba neighborhood in Qalqilya after indiscriminately opening fire at a group of people in a café. Qur’an was shot with a live bullet that penetrated his thigh and exited his abdomen, while three of his friends were also injured. The IOF ordered everyone in the café to lie on the ground and obstructed the ambulance’s access to the scene. Qur’an was left to bleed and was pronounced dead about an hour later.

On 19 March 2025, in extrajudicial execution crime (assassination), an Israeli special unit killed ‘Odai ‘Adel ‘Abed al-Raheem Qatouni (22) after opening fire at a vehicle near which he was standing to eat on al-Sikka Street in western Nablus. The IOF claimed that the vehicle’s driver, who is wanted by the IOF, had left it just two minutes before their arrival, and they held the victim’s body. Also, a person was injured while attempting to pull him into the café, while another was arrested from the café.

On 25 March 2025, the IOF killed Mohammed Hasan Hussni Abu Hammad (41) after opening fire at a Palestinian vehicle and chasing it along the bypass road adjacent to Ma’ale Adumim settlement, which is established on Al-Eizariya village’s lands, northeast of occupied East Jerusalem. The vehicle’s driver, from Al-Eizariya village, was injured with several bullets. The IOF claimed that the driver attempted to carry out a run-over attack near the settlement. After injuring him, the IOF searched Mohammed, stripped him of his clothes, and detained him naked in one of their vehicles’ trunk. After about three hours, they pronounced him dead, succumbing to his injuries.

On 24 March 2025, the General Authority for Civil Affairs (GACA) informed the Commission of Detainees and Ex-Detainees Affairs and the Palestinian Prisoners’ Club that detainee Waleed Khaled ‘Abdullah Ahmed (17), from Ramallah, had died inside Megiddo Prison. It is worth noting that Waleed had been detained since 30 September 2024, and the cause of his death remains unknown.

On 26 March 2025, the IOF killed Isma’il Samer Othman Shorafa (18), from Bita village, southeast of Nablus, after shooting him with bullets while he was near Huwara and Odala village’s intersection, southeast of Nablus, under the pretext of throwing Molotov Cocktails and stones at settlers and IOF’s vehicles.

Thus, the death toll due to the IOF’s attacks in the West Bank since the beginning of this year has risen to 99, including 40 civilians, among them 15 children and 3 women. One of the women was nine months pregnant, and her fetus was also killed. Additionally, dozens more were injured by the IOF’s gunfire in the West Bank. Furthermore, 4 Palestinian detainees, including a child, have died in Israeli jails.

Demolition and land-razing

During the reporting period, the IOF and Israeli settlers demolished 117 facilities in the West Bank, including occupied East Jerusalem: 49 houses were completely demolished, among them 15 were demolished under the pretext of unlicensed construction, 4 houses were demolished as part of the Israeli collective punishment policy, and 5 were self-demolished by the owners. They also demolished 68 commercial facilities. Additionally, 16 houses were demolished by the IOF in Nur Shams refugee camp, east of Tulkarm, and 9 others in Jenin refugee camp. Moreover, 18 solar panels were damaged, as documented by our researchers.

Moreover, during their ground assaults in the West Bank’s refugee camps and cities, the IOF conducted extensive destruction to infrastructure, including streets, water pipes, telephone and electricity lines, particularly in Nur Sham, Jenin, and Tulkarm refugee camps, and in Tubas city.

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements.

On 04 March 2025, Israeli settlers, from” Yitzhar settlement”, which is established on Huwara village’s lands, southeast of Nablus, built a road on 500 dunums of land on Ras Ziad Mount in the village.

On 12 March 2024, the IOF issued a military order to seize a Palestinian-owned land in Wadi Oud, Basin number 3 from Haris village’s lands, west of Salfit, which covers an area of 2,791 dunums, for military purposes.

On 13 March 2025, the IOF issued a military order to seize about 1,203 dunums, spanning between plots 61 and 62 from the Palestinian-owned lands in Qalqilya for military purposes.

On 20 March 2025, Israeli settlers set up a settlement outpost near the road connecting Aqraba and Majdal Bani Fadel villages, south of Nablus.

Settler violence

Israeli settlers conducted 13 attacks against Palestinians and their properties in various villages and cities across the West Bank, including occupied Jerusalem. Their attacks injured 12 Palestinians, including 4 women, and caused extensive damage to properties. The attacks included burning 4 houses and a private car, smashing the windows of 8 vehicles and 2 houses, stealing 1,500 sheep, tearing apart farmers’ tents, and killing 4 sheep during settlers’ riots in the Palestinian villages, at crossroads, and on main streets. Also, 100 olive trees were uprooted.

Restriction on freedom of movement and checkpoints

The IOF have established more military checkpoints in the West Bank and tightened restrictions on freedom of movement between the cities and villages, rendering them isolated. During the reporting period, the IOF established hundreds of temporary checkpoints and metal detector gates along the streets and between the villages in addition to tens of permanent checkpoints aiming to restrict Palestinians’ freedom of movement.

Moreover, Palestinian civilians are subjected to inhumane and degrading treatment at military checkpoints, which obstruct their movement and endanger their lives, as they are killed based on unfounded suspicions or these checkpoints are used as ambushes to arrest allegedly wanted persons.
