An armed settler deliberately ran over Mohammad Majdi Abu Mukh while he was performing prayer at the western entrance to Deir Jarir village, northeast of Ramallah

In December 2025, the Israeli Occupying Forces (IOF) and Israeli settlers continued their crimes and violations against Palestinians and their properties in the West Bank, including occupied Jerusalem.

The IOF committed several killings, the most serious of which was the killing of a child after directly opening fire at him although they had surrounded him in a vehicle in Hebron, amounting to a crime of extra-judicial execution.

The pace of demolitions accelerated across the West Bank, where the IOF demolished 23 houses comprising 49 residential units and 72 commercial establishments. In addition, the IOF demolished three houses as a form of collective punishment while they ordered the closure of three civil society organizations in Ramallah and Hebron.

This month also witnessed the approval by the Knesset of the construction of 19 new settlements across the West Bank, bringing the total number of settlements established and approved by the Israeli authorities since 7 October to 69. This was accompanied by the confiscation of 654 dunums of land, the opening of settlement roads, and the construction of a 22-kilometer wall between the central and northern Jordan Valley. The wall separates approximately 16,000 dunums and denies farmers access to their lands. Meanwhile, Israeli settlers continued to carry out widespread attacks against Palestinian civilians and their property.

These escalations form part of a systematic policy of ethnic cleansing aimed at erasing the Palestinian existence and are embedded within an integrated colonial system implemented with the direct support of the Israeli government and all its institutions—legislative, executive, military, and security. This system seeks to impose a permanent reality of exclusion and domination, while entrenching de facto annexation and asserting sovereignty over the West Bank.

The Following is some of violations highlighted and documented by the Palestinian Centre for Human Rights (PCHR):

Killings and violation of the right to life and bodily integrity:

The IOF and settlers’ attacks during the reporting period in the West Bank have resulted in the killing of 15 Palestinian civilians, among them 6 children, and the injury of 58 other civilians, including 15 children, a woman, an elderly person and a doctor. Also, two Palestinian died in Israeli jails. One of the most serious crimes was the killing of two Palestinian detainees denied in the Israeli prisons.

On 2 December 2025, the IOF killed Muhannad Mohammed Zaghir (17) after surrounding him inside his own Dacia vehicle in the western neighborhood of Hebron and opening direct fire on him. One day earlier, at approximately 23:00, IOF had moved into the city, claiming they were searching for a person allegedly accused of carrying out a ramming attack against a female soldier at a military checkpoint established at the entrance to Farsh al-Hawa Road in western Hebron, which leads to Bypass Road (35).

Moreover, the IOF killed Mohammed Raslan Mahmoud Asmar (17) near Um Safa village in Ramallah after opening direct fire on him. IOF forces then left him bleeding on the ground and prevented Palestinian ambulance crews from reaching him until he died. The IOF claimed that Mohammed had attempted to carry out a stabbing attack.

On 5 December 2025, the IOF killed Bahaa’ ‘Abdel Rahman Raja Rashed (38), from Odella village, southeast of Nablus, after he was shot in the mouth, with the bullet lodging in his neck and causing his death. Bahaa’ was leaving the Old Odella Mosque in the southern neighborhood of the village at the time of the incident. The killing occurred amid gunfire by IOF forces and stone-throwing.

On 6 December 2025, IOF soldiers stationed in the area of the First Be’er Sheva Road in central Hebron killed Ahmed Khalil Ahmed Al-Rajabi (17), who was driving a white Toyota Corolla, and Ziad Naeem ‘Abdel Jabbar Abu Dawud (56), who worked in the sanitation department at Hebron Municipality and was crossing the area at the time of the shooting. The bodies of both victims were initially withheld; later, the body of Abu Dawud was handed over to the Palestinian Red Crescent, while the soldiers continued to detain the body of Al-Rajabi.

On 7 December 2025, the IOF killed Mo’men Nidal Abu Rayash (19) and seriously wounded Baraa’ Belal ‘Issa Qablan (21), who later succumbed to his injuries. A third young man who was with them was also wounded. The casualties occurred after IOF directly opened fire on a Palestinian vehicle traveling along the Qalqilyah–Nablus Road near the northern entrance of ‘Azoun village, east of Qalqilyah. The IOF subsequently detained the bodies of Abu Rayash and Qablan.

On 10 December 2025, detainee ‘Abdel Rahman Sofian Mohammed al-Basateen (19), from Husan village, died at Shaare Zedek Hospital in Israel. According to the Palestinian Prisoners’ Club and the Commission of Detainees’ Affairs, the IOF arrested al-Basateen on 24 June 2025, and he remained in detention until his death. The two organizations stated that he had not complained of any serious health conditions during his detention; however, he had previously sustained an abdominal injury from IOF gunfire approximately one year before his arrest.

On 13 December 2025, the IOF killed Mohammed Eyad Mohammed ‘Abahrah (16), from al-Yamoun village, west of Jenin, during an incursion into the nearby village of al-Silah al-Harithiyah. He was shot and left bleeding on the ground for more than half an hour before a military vehicle arrived and held his body.

On 14 December 2025, the General Authority of Civil Affairs informed both the Commission of Detainees’ and Ex-Detainees’ Affairs and the Palestinian Prisoners’ Club of the death of detainee Sakher Ahmed Khalil Za’aloul (23), from Husan village in Bethlehem. The IOF had arrested Za’loul on 11 June 2025, and he had been held under administrative detention since then in ‘Ofer Prison, west of Ramallah. The cause of death has not yet been clarified.

Additionally, IOF deployed in the Ras al-Jorah area, north of Hebron, killed Mohammed Wa’el Mohammed Sharouf (23), from Hebron, claiming that he had carried out a stabbing attack. The IOF subsequently withheld his body.

On 15 December 2025, the IOF killed ‘Ammar Yaser Mohammed Ta‘amrah (16), from Taqou‘a village, west of Bethlehem, during an incursion into the village. He was shot and left bleeding for more than half an hour before being transferred to hospitals in Bethlehem.

On 16 December 2025, a group of Israeli settlers killed Moheeb Ahmed Jabreen (16), from Taqou‘a village, west of Bethlehem, on a settlers’ road near the village entrance. The settlers opened fire on him, wounding him with a bullet to the head, and claimed that he had been throwing stones at their vehicles.

On 20 December 2025, IOF killed Ahmed Sa’ed Shahadah Zayoud (22) from al-Silat al-Harithiyah village, west of Jenin, during their incursion into the village, where he was wounded with a bullet in the chest that killed him.

Additionally, the IOF killed Rayan Mohammed ‘Abdel Qader Abu Ma‘ala (16), from Qabatia village, southeast of Jenin, during an incursion into the village. He was shot and left bleeding on the ground for more than half an hour before a military vehicle arrived and seized his body.

On 24 December 2025, medical teams at the Palestine Medical Complex in Ramallah confirmed the death of Yousif ‘Omer Ahmed ‘Aqel (33), from Bedia village in Salfit. He succumbed to his injuries on 15 December 2025, after being shot in the chest by IOF soldiers assigned to guard the wall near al-Ram village in East Jerusalem, while allegedly attempting to cross the wall to work in Israel.

On 30 December 2025, the IOF killed Qays Sami Jaser ‘Allan (20), from ‘Einabus village, southeast of Nablus, after opening fire on a Palestinian silver Ford vehicle he was driving, which was carrying three friends, including a child. Two of his passengers were wounded, one of them critically, while one survived the shooting. Following the shooting, the passengers were beaten as they were dragged out of the vehicle, after which the IOF allegedly threw a grenade inside the car and set it on fire. The IOF claimed that the driver had attempted to ram them but one of the surviving wounded passengers refuted this claim.

Thus, the number of Palestinians killed in the West Bank this year has risen to 239, including 130 civilians, among them 46 children and 5 women. In addition, 16 Palestinian detainees, including one child, have died in Israeli prisons. Dozens more were injured by IOF gunfire across the West Bank.

Demolition and land-razing

The IOF demolished a total of 98 facilities across the West Bank, including 26 houses completely destroyed, 23 houses demolished under the pretext of unlicensed construction, and 3 houses demolished as a form of collective punishment. In addition, 72 commercial facilities, a volleyball playground, retaining walls, and a horse stable were also demolished.

Moreover, the Israeli authorities closed three civil society organizations in Ramallah and Hebron. (details available in this press release)

Among the most prominent demolitions during the reporting period:

Between 2 and 25 December 2025, IOF demolished 23 houses comprising 49 residential units and 32 commercial facilities across the West Bank. In Bethlehem, 3 houses containing 10 residential units and 5 commercial facilities were demolished. In occupied East Jerusalem, 10 houses comprising 28 residential units, 10 commercial facilities, a park, a volleyball playground, a horse stable, and retaining walls were demolished. In Hebron, 6 houses containing 6 residential units were demolished. In Ramallah, 3 houses comprising 4 residential units, 5 commercial facilities, and a children’s playground were demolished. In Qalqilyah, a house and 4 commercial facilities were demolished. In Nablus, 1 commercial facility was demolished, and in Jericho, 2 agricultural pools were destroyed.

On 2 December 2025, the IOF destroyed two houses comprising four residential units in Nablus and Tubas as a form of collective punishment. As a result, two families, consisting of 13 members, including one child and two women, were displaced.

On 23 December 2025, IOF, accompanied by bulldozers, moved into Qalendia refugee camp and Kafr ‘Aqab village in Jerusalem, where they removed advertising boards along the main road and from storefronts, and destroyed a facility used for selling birds.

On 24 December 2025, IOF destroyed a house on grounds of collective punishment in Bazarya village, northwest of Nablus, forcibly displacing a family of 5, including a woman.

On 31 December 2025, IOF demolished 40 commercial facilities at once in the al-Simya area of as-Samou‘ village in Hebron, under the pretext of illegal presence in Area C.

Land confiscations and settlement expansion

During the reporting period, the IOF and Israeli settlers continued their settlement expansion policy materialized in confiscating and razing Palestinian lands to establish settlement outposts and expand settlements. The Following is some of violations highlighted and documented by PCHR:

On 5 December 2025, Israeli settlers set up a tent in the Khelet al-Natsh area in Hebron in an attempt to establish a pastoral settlement outpost and seize surrounding lands.

On 6 December 2025, expansion works began at a settlement outpost as additional caravans were brought into Khirbet Qaraqafah, located on the lands of ‘Aqraba, southeast of Nablus.

Moreover, the IOF began uprooting more than 1,000 ancient olive trees using bulldozers in Qaryout village, southeast of Nablus, in preparation for the seizure of approximately 70 dunums of land for settlement expansion. The operations continued over the course of two days and were still ongoing at the time of reporting.

On 7 December 2025, Israeli settlers established a new settlement outpost on the lands of Tayaseer village, east of Tubas, in the northern Jordan Valley, where they set up tents at the site.

Additionally, the IOF started constructing a cement wall east of Tubas, extending from the al-Hamra checkpoint in the south to the Tayaseer checkpoint in the north. The wall, which is approximately 22 kilometers long, will separate the city of Tubas from its surrounding towns and villages, forcing residents located behind the wall to relocate toward the city. It will also sever tens of dunums of land in the northern and central Jordan Valley from Tubas, effectively annexing these areas and facilitating their Judaization.

On 9 December 2025, a group of Israeli settlers placed mobile homes (caravans) in the area between Deir Dibwan and Barqah villages in the Ramallah, as part of the expansion of the “Ramat Migron” settlement established in the area.

On 11 December 2025, the Israeli Ministerial Committee for Political and Security Affairs (“the Cabinet”) approved the regulation and establishment of 19 new settlements on Palestinian-owned land in the West Bank and occupied East Jerusalem. As a result, the total number of settlements legalized since 7 October 2023 has risen to 69.

On 6 December 2025, the IOF issued a military order to confiscate 513.84 dunums of land in Silat al-Dhahr village and the villages of al-Fandaqumiyah and ‘Atarah, south of Jenin. Another military order was issued to confiscate 124 dunums of land in Ya‘bad village on the right side of the Dotan military road in southwestern Jenin. A third order was also issued to confiscate 17 dunums of land from Kafr Ra‘i and Ya‘bad villages near Dotan settlement, southwest of Jenin, in favor of settlement expansion.

On 18 December 2025, the IOF issued a new military order to seize and confiscate plots of land located 100 meters away from the lands of ‘Atouf village, east of Tammun, southeast of Tubas. The targeted areas are classified as Area B. The order aims to pave a road connecting to a military road that had been announced three weeks earlier under nine previous military orders. The decision entails the confiscation of approximately 16,000 dunums of land.

Settler violence

Israeli settlers carried out 40 attacks against Palestinians, their properties, and trees across the West Bank, including occupied Jerusalem. The attacks included the destruction of a dwelling made of galvanized metal sheets in the al-Dyouk village in Jericho, which forcibly displaced a family. A child was killed in Tuqu’ village in Bethlehem, and three others-a father and his two sons-were injured in Jerusalem. Also, 22 people were injured, including five children and two women. These attacks also resulted in the burning of two houses, two caravans, 11 private vehicles, 4 agricultural tractors, and the breaking of windows in five additional vehicles.

This month witnessed an escalation of settler attacks against Palestinian farmers, resulting in the destruction of 2,650 olive and citrus trees and seedlings across cities and villages in the West Bank.

Most significant attacks are as follows:

On 2 and 5 December 2025, Israeli settlers attacked two houses with stones and set fire to 3 vehicles and an agricultural tractor in Barqa village in Nablus and in Taybeh village in Ramallah.

On 7 December 2025, settlers carried out an attack on al-Mughayir village, east of Ramallah, targeting Abu Hammam family, which resulted in injuries to several family members and foreign activists in solidarity.

On 8 December 2025, settlers demolished a dwelling in the al-Dyouk village in Jericho, forcibly displacing a family of 8, including two children.

On 14 December 2025, settlers attacked al-Manshiyah area in Beit Fajjar village, Bethlehem, setting fire to two vehicles before fleeing. They also attacked Wadi al-Rakheem in Masafer Yatta, setting fire to a tractor and a vehicle, and attacked Kafr Malik village in Ramallah, setting fire to a bulldozer and a caravan, while writing racist slogans against Arabs and Muslims.

On 17 December 2025, settlers attacked ‘Ein Yabrud in Ramallah, setting fire to two vehicles and writing racist slogans against Arabs and Muslims.

On 20 December 2025, a group of settlers raided the Al-‘Awsaj cooperative village project of the Jericho Cooperative Association, north of Jericho, and set fire to a house.

On 23 December 2025, settlers attacked al-Mazra’a ash-Sharqiya village in Ramallah, setting fire to a house, which was totally engulfed in flames.

IOF Attacks in Jerusalem

IOF’s violations and Judaization attempts continued in occupied East Jerusalem by approving the building of hundreds of new settlement units and entrenching their house demolition policy against Palestinians under various pretexts.

On 08 December 2025, IOF raided UNRWA Headquarter in al-Sheikh Jarrah neighborhood in occupied East Jerusalem and searched it and its facilities after confiscating the security guards’ cell phones.

Restriction on freedom of movement and checkpoints

The IOF have intensified the number of checkpoints and roadblocks across the West Bank, further tightening restrictions on freedom of movement between cities and villages and isolating them from one another through metal detector gates placed at village entrances, exceeding 1,184 gates. Some of these gates are never opened, forcing Palestinians to cross them on foot—unless it poses a threat to their lives—to move between Palestinian cities and villages to meet their needs. In addition to these gates, hundreds of fixed and mobile checkpoints are deployed to further restrict the movement of Palestinians.

On 1 December 2025, the IOF moved into Tubas and ‘Aqaba village, northwest of Tubas, declaring the onset of a military operation dubbed “The Five Stones.” The IOF closed the entrances to Tubas, its side roads and villages with sand berms and imposed a curfew. Over the course of two days, widescale raids and arrests were carried out.

Additionally, the IOF moved into al-Zawiyah village, west of Salfit, and imposed a comprehensive siege, closing the main entrance of the village with sand berms. As a result, movement within and outside the village was almost completely paralyzed, denying residents access to work and essential services. Over the course of six days, widespread raids and arrests were conducted.

On 3 December 2025, the IOF moved into Qabatiya and Misilyah villages in southeastern Jenin. They closed the entrances and side roads of the villages with sand berms and imposed a curfew over the course of two days.

On 26 December 2025, the IOF moved into Qabatiya in Jenin and imposed a tight siege for two days. They closed Qabatiya’s entrances and side roads with sand berms and imposed a curfew.
