The Palestinian Centre for Human Rights (PCHR) condemns in the strongest terms the new crime committed by armed Israeli settlers killing a Palestinian yesterday evening in Mahforiyia Plain area, southwest of Aqraba village in Nablus. This heinous crime is the fifth of its kind within a week and the sixth since the beginning of July. It is part of a systematic and ongoing wave of settler violence carried out under the protection of the Israeli Occupation Forces (IOF) and with the support of the Israeli government and judiciary.
According to eyewitnesses’ testimonies and information gathered by PCHR’s staff, at around 19:00 on Saturday, 02 August 2025, six armed Israeli settlers, driving a civilian vehicle and two agricultural tractors and coming from the illegal pastoral settlement outpost established in early July 2025, southwest of Aqraba village, attacked the southeast of Nablus. Many of the village’s residents gathered to confront the settlers’ attack and protect their homes, temporarily managing to repel the attack and push them away.
Later, ten more armed settlers arrived from a settlement established between Aqraba and Osarin villages, accompanied by the settlement’s security guard, who was also armed. The settlers assaulted about 20 Palestinians using sticks and stones, and one of them opened fire on the Palestinians. As a result, Mo’een Subhi Mohammed Asfar (24) was killed after being shot with a live bullet in his chest, while seven others sustained moderate and minor injuries.
As has been the case in previous incidents, the IOF quickly arrived at the scene but did not pursue the perpetrators. Instead, they expelled the Palestinians, protected the settlers, and secured their return to the settlement outpost.
In his testimony to PCHR’s staff, ‘Essa, Subhi ‘Adel Dayriyia (30), who was injured in the incident, stated:
“I was in the center of the village when I heard that settlers were attacking its outskirts. I drove my car toward Mahforiyia Plain, where I saw six settlers driving a vehicle and tractors. We managed to confront and intercept them. After a few minutes, ten armed settlers arrived, accompanied by an armed security guard. They assaulted three young men at the front. We intervened to protect them. Meanwhile, one of the settlers opened heavy fire with an M16 rifle, killing Mo’een and injuring me along with others. I was taken to Rafidia Hospital in a state of extreme fear and tension.”
This crime is neither an accident nor an isolated incident; rather, it is part of an alarming escalation in settler militia violence, who have been armed and supported by senior ministers in the Israeli government. It is also the third crime within a week and the fourth since the beginning of July, forming part of a series of serious crimes that have claimed the lives of five Palestinian civilians. The death toll from settler attacks since the beginning of the year has risen to eight. Additionally, several Palestinians have been killed by the IOF’s gunfire while they were securing settlers’ attacks across various areas of the West Bank.
PCHR emphasizes that these crimes reflect a systematic policy carried out under the protection of the IOF and with the complicity of the Israeli judiciary, which consistently refrains from issuing deterrent rulings against settlers. These acts of violence aim at depopulating the areas from their indigenous resident to open the way for the illegal settlement expansion, which constitutes a war crime under international law.
Such atrocities indicate that the IOF, alongside settler militias, enforce a dual system of violence targeting Palestinian existence through killing, destruction, land confiscation, forced displacement, and intimidation. This violence cannot be confronted without serious and decisive international intervention.
International stances that, at best, issue timid condemnation statements, reinforce the policy of impunity and encourage the IOF and settler militias to continue committing these crimes against Palestinian civilians. They also contribute to entrenching the reality of Israeli settlement on the occupied Palestinian territory (oPt), in blatant violation of international law, including the Rome Statute of the International Criminal Court.
PCHR recalls the International Court of Justice’s ruling issued in July 2024, which affirmed that the continued Israeli occupation of the oPt, including the West Bank, Jerusalem, and the Gaza Strip, is illegal. The ruling obligated Israel to immediately end its illegal presence and cease all settlement-related violations, including the evacuation of settlers from the oPt.
PCHR reiterates that such crimes require urgent and effective action to halt the IOF and settlers’ crimes in the oPt and to end the apartheid system imposed by Israel on the Palestinian people.
PCHR calls for serious action to hold perpetrators of war crimes accountable before international justice, end the policy of impunity, protect Palestinian civilians, and halt all forms of international support to Israel that enable it to continue its racist and colonial policies.
