With the Participation of Directors of the General Directorate of Rehabilitation Centers, PCHR Concludes Training Course on “Capacity Building on Human Rights for Workers in the Reform and Rehabilitation Centers”

On Wednesday, 29 September 2021, the Palestinian Centre for Human Rights (PCHR) concluded a training course on “Capacity Building on Human Rights for Workers in the Rehabilitation Centers.” The training course was attended by 18 directors of centers, units, and departments affiliated with the General Directorate of Reform and Rehabilitation Centers at the Ministry of Interior in Gaza. The 20-hour-training course was held over the course of 3 consecutive days, from 27 to 29 September 2021.
The training course aims to enhance the capacity of these organizations ‘staff on human rights principles and standard minimum rules for the treatment of prisoners, as it included topics that address the needs of the target group: the standard minimum rules for the treatment of prisoners in the Reform and Rehabilitation Centers; best processes for dealing with prisoners’ complaints; and a comprehensive reading of the Reform and Rehabilitation Centers Law No. 6/1998, General Principles for the Use of Force According to Palestinian Law and International Law.
At the end of the course, PCHR held a closing ceremony where Abdul Halim Abu Samra, Director of PCHR’s Training Unit, emphasized that this training course comes as part of PCHR’s long-term efforts in promoting and supporting Law Enforcement Officials to fulfill their responsibilities and duties by meeting the international human rights standards. Additionally, PCHR plays an important role in taking care, treating, protection and rehabilitating the detainees under the domestic and international human rights law across the society. Abu Samra added that all the work and activities of the law enforcement officials are based on the constitution and the law, ethical and legal behavior, and respecting the humans’ dignity by respecting and protecting human rights.
For his part, Alaa al-Dein al-Hindi, Director of the General Directorate of Reform and Rehabilitation Centers in Gaza, praised the training course and PCHR for responding in implementing such training courses that aim to supporting and strengthening the capacities of the Reform and Rehabilitation Center’s staff, which will have a positive reflection on their professional performance in treating and dealing with the detainees. Also, he stressed on the ongoing cooperation between PCHR aiming to upgrade, develop and contribute to building the capacities of the Directorate’s staff in human rights concepts. In addition to improving the law enforcement officials’ behavior, in accordance with the international standards, in dealing with the detainees.
At the end of the course, all participants received certificates.
