  • New Israeli Military Esclation in the Gaza Strip:
  • The Israeli warplanes carried out dozens of airstrikes, launching 197 missiles at civilian buildings and military sites belonging to Palestinian Armed Groups.
  • 2 Palestinian civilians were killed and 20 others were wounded, including 5 children and 4 women.
  • Many civilian facilities, residential houses, and security sites were targeted and completely destroyed.
  • Israeli forces continued to use excessive force against unarmed civilians and peaceful protestors in the Gaza Strip
  • 2 Palestinian civilians were killed.
  • 152 civilians, including 22 children, 11 women, and 4 paramedics, were wounded.

  • 103 permanent checkpoints, 96 temporary checkpoints and 15 closed roads obstruct the movement of Palestinian civilians in the West Bank.
  • 3 children were arrested at the military checkpoints in the West Bank.


Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (08 – 13 November 2018).

Shooting:

During the reporting period, Israeli forces killed 4 Palestinian civilians, including 2 killed during their participation in the Great March of Return and Breaking the Siege Protests while the 2 others were killed during the escalation the Gaza Strip witnessed in the middle of the week.  Moreover, the Israeli forces wounded 172 civilians, including 27 children, 15 women and 4 paramedics.  In the West Bank, a person wounded succumbed to his wounds while Israeli forces wounded 17 Palestinian civilians, including 9 children and a paramedic.

The Gaza Strip has witnessed a military escalation, where the Israeli forces have unprecedentedly used warplanes and artillery shells since the 2014 offensive on the Gaza Strip.  This escalation has started after an Israeli special undercover unit “Mista’arvim” infiltrated the day before yesterday, 11 November 2018, Khan Younis in the Southern Gaza Strip and killed 7 members of the Palestinian armed groups, mainly a commander in al-Qassam Brigades from Khan Younis, creating a state of maximum alter among the Palestinian armed groups and tension among the Palestinian civilians.  This undercover operation was followed by barrages of rockets launched deep into the Israeli towns adjacent to the Gaza Strip.  Since Monday afternoon, 12 November 2018, and until the reporting period, upon a decision by the highest Israeli military and political echelons, the Israeli forces carried out intense airstrikes against many civilian facilities and residential houses in addition to sites belonging to the security services and others to the Palestinian armed groups, launching at least 40 missiles.  The Israeli artillery shelling also targeted the areas adjacent to the border fence with Israel.  Due to the hostilities, 2 civilians were killed and 20 others were wounded, including 5 children and 4 women in addition to the destruction and severe damage in many residential houses, other civilian facilities and security sites.

As part of using excessive force against the peaceful protests along the Gaza Strip borders, on 08 November 2018, the Israeli forces killed Mohammed Abu Sharbin (20) from Rafah City after wounding him with a bullet that hit his upper chest and exited his back during his participation in the Great March of Return and Breaking the Siege protests in eastern al-Maghazi in the central Gaza Strip.  On 09 November 2018, the Israeli forces killed Rami Qahman (28) while participating in the Great March of Return and Breaking the Siege protests in al-Shawkah village, east of Rafah in the southern Gaza Strip after being wounded with a bullet to the neck. 

In the same context, during the reporting period, the Israeli forces wounded 152 civilians, including 22 children, 11 women, and 4 paramedics.  Three of those wounded sustained serious injuries.

As part of the Israeli airstrikes, the Israeli forces fired artillery shells at sites belonging to the Palestinian armed groups along the border fence between the Gaza Strip and Israel.

As part of targeting the Palestinian fishermen in the sea, the Israeli forces continued to escalate their attacks against the Palestinian fishermen, indicating the on-going Israeli policy to target their livelihoods.

In the West Bank, medical sources at al-Istishari Specialist Hospital in al-Rihan Suburb declared the death of Mohammed Shreiteh (28) from al-Mazra’ah al-Gharbiyah, northwest of Ramallah, as he succumbed to wounds he sustained during his participation in the peaceful protests against settlements on 26 October 2018.  The above-mentioned had been wounded with a bullet to the front side of the head, fragmenting part of his brain.

in the same context, during the reporting period, the Israeli forces wounded 17 Palestinian civilians, including 9 children and a paramedic, in separate shooting incidents.

Incursions:

During the reporting period, Israeli forces conducted at least 65 military incursions into Palestinian communities in the West Bank. During those incursions, Israeli forces arrested at least 18 Palestinians, including 4 children.

Israeli Forces continued to create a Jewish Majority in occupied East Jerusalem:

As part of the Israeli house demolitions and notices, on 08 November 2018, the Israeli forces demolished a 200-square-meter residential house belonging to the family of ‘Ali al-Ja’bah in al-Za’im village, east of occupied East Jerusalem.  Moreover, they demolished a room and surrounding fence belonging to ‘Ali Abu Jom’ah in addition to removing the foundations of an under-construction house belonging to the family of Mohammed al-‘Omari.

Israeli Forces continued their settlement activities, and the settlers continued their attacks against Palestinian civilians and their property

As part of the Israeli settlers’ attacks against the Palestinians civilians and their property, PCHR’s fieldworkers in the West Bank documented 2 attacks carried out by settlers, in Salfit and Nablus.  The settlers wrote hostile slogans against Arabs on the walls and vehicles in addition to slashing tires of 17 vehicles in Kafr al-Deek village, west of Salfit.

  1. Incursions into Palestinian Areas, and Attacks on Palestinian Civilians and Property in the West Bank and the Gaza Strip

Thursday, 08 November  2018:

  • At approximately 01:00, Israeli forces moved into ‘Asker Old and New refugee camps, northeast of Nablus. They raided and searched 2 houses belonging to Qassam Fathi Abdul Fattah Qandeel (22), from ‘asker Old refugee camp, and Ahmed Fathi Marshoud (20), from ‘Asker al-Qadim refugee camp and then arrested them. Meanwhile, a number of Palestinian young men and children gathered and threw stones at Israeli forces. The Israeli forces fired live and rubber bullets and tear gas canisters at the protestors. As a result, 4 civilians were wounded.
  • At approximately 01:30, Israeli forces moved into ‘Arabah village, southwest of Jenin. They raided and searched a house belonging to Yazid Jom’ah Taher (21) and then arrested him.
  • Around the same time, Israeli forces moved into Maithaloun village, south of Jenin. They raided and searched a house belonging to Ref’at Rbai’ah (24) and then arrested him.
  • At approximately 02:00, Israeli forces moved into ‘Alar village, north of Tulkarm. They raided and searched several houses which they arrested Asa’ad Ziyad Methqal Shadeed (28), Mo’men Jihad Kharouf (23) and his brother Malek (20).
  • At approximately 03:00, Israeli forces moved into al-Khader village, south of Bethlehem. They raided and searched a house belonging to Ahmed Husein Dawoud Mousa (40) and then arrested him.
  • Around the same time, Israeli forces accompanied with 3 military vehicles moved into al-Tabaqah village, south of Dura, southwest of Hebron, and stationed in al-Moqafah area. They raided and searched a house belonging to Monther Mohammed Ahmed Abu Hawash (34), and took him to the house of his brother Jamal (50) as 10 soldiers raided the house and locked the family members in one room. The soldiers then searched the house and damaged its contents, including the water tanks. They also subjected Jamal’s son to naked search. At approximately 04:00, the Israeli forces withdrew from the village, and no arrests were reported.
  • At approximately 14:30, Israeli forces moved into al-Birah City. They raided and searched the head office of al-Rami Motors Company for selling and renting cars. The soldiers confiscated the surveillance cameras  and then withdrew from the place.

Note: During the aforementioned day, Israeli forces conducted (7) incursions in the following areas and no arrests were reported: Beit Rema, Deir Abu Mash’al and Deir Netham villages, northwest of Ramallah;  Turah village, southwest of Jenin; Sa’ir and Beit ‘Enoun villages and al-Fawar refugee camp in Hebron.

Friday, 09 November 2018:

Note: During the aforementioned day, Israeli forces conducted (8) incursions in the following areas and no arrests were reported: Hebron, Beit Ummer, Surif, Deir Samet and Shuweikah villages, north of Tulkarm; Qalqiliyah, Kufor al-Deek and Bruqin villages, west of Salfit.

Saturday, 10 November  2018:

  • At approximately 01:00, Israeli forces moved into ‘Ourif village, south of Nablus. They raided and searched a house belonging to Bilal Ahmed Mohammed Lubani and then confiscated his car. The soldiers then withdrew from the village.
  •  At approximately 01:30, Israeli forces moved village, south of Hebron, and stationed in al-Salamin neighborhood. They raided and searched Husein Isamil al-Daghamin (44) and then withdrew from the village, and no arrests were reported.

Note: During the aforementioned day, Israeli forces conducted (4) incursions in the following areas and no arrests were reported: Zabuba village, west of Jenin; Shuweikah Suburb, north of Tulkarm; Qalqiliyah and ‘Azzoun village, east of the city.

Sunday, 11 November  2018:

  • At approximately 01:00, Israeli forces moved into Beit Fajjar village, south of Bethlehem. They raided and searched a house belonging to ‘Awni Ahmed Taqatqah (14) and then arrested him.
  • At approximately 03:00, Israeli forces moved into ‘Aydah refugee camp, south of Bethlehem. They raided and searched a number of houses and then arrested Omer Mohammed ‘Ezbah (30), ‘Ezz Eden Mowafaq Badawnah (24).
  • At approximately 06:00, Israeli forces moved into the vicinity of the schools’ complex in Taqou’a village, east of Bethlehem. The soldiers provoked the students, which resulted in  clashes  in the area, during which dozens of Palestinian young  men and children put Stone barricades and flamed tires in the area and threw stones, empty bottles and Molotov Cocktails at Israeli soldiers. The soldiers heavily fired live and rubber bullets and tear gas canisters at the young men. As a result, 8 children were hit with rubber bullets. The soldiers  banned the ambulance crews from reaching the clashes’ area to offer first aid for the wounded civilians. Some of the civilians received medical treatment on the spot while others were taken to nearby medical clinics in the village. Eyewitnesses said to PCHR’s fieldworker that the Israeli soldiers raided the schools and their classrooms and fired tear gas canisters at them, causing deliberate damage to them. The eyewitnesses added that the soldiers deliberately put some explosive tear gas canisters in some classes, which posed danger to the students’ lives. They added that Palestinian security officers specially came to deal with those tear gas canisters to deactivate them. The Israeli forces’ acts led to suspend the school day in the schools and students returned to their homes fearing for their lives. It should be noted that the Israeli forces moved into Taqou’a  village in the early morning. They raided and searched a house belonging to Samih Salim Sabbah (14) and then arrested him.
  • At approximately 09:00, Israeli gunboats stationed offshore, west of Rafah in the southern Gaza Strip, opened fire and chased Palestinian fishing boats sailing within 3 nautical miles and pumped water at them. As a result, the fishermen were forced to flee fearing for their lives, but neither casualties nor material damage was reported.
  • At approximately 10:00, Israeli forces stationed at Checkpoint (160) in the southern area in Hebron, fired sound bombs and tear gas canisters at the vicinity of Tareq Bin Ziyad School. As a result, many students suffered tear gas inhalation.

Note: During the aforementioned day, Israeli forces conducted (7) incursions in the following areas and no arrests were reported: Qalqiliyah, ‘Azzoun and Joyous villages, eastof the city; Sa’ir, Ethna, Beit Awla villages and al-Fawar refugee camp in Hebron.

Monday, 05 November  2018:

Air and Ground Airstrikes on the Gaza Strip:

The Northern Gaza Strip:

  • At approximately 16:15, Israeli forces fired an artillery shell at a border control point belonging to Palestinian armed groups, north of Buret Abu Samrah, north of Beit Lahia. The point is about 250 meters into the south of the border fence between the Gaza Strip and Israel As a result, the point was completely damaged, but no casualties were reported.
  • Around the same time, Israeli forces fired an artillery shell at a border control point belonging to Palestinian armed groups,  east of al-Shuhada’a Islamic Cemetery, east of Jabalia. The point is about 250 meters into the west of the border fence between the Gaza Strip and Israel. As a result, the point was completely damaged, but no casualties were reported.
  • At approximately 17:00, Israeli forces fired an artillery shell at a  border control point belonging to Palestinian armed groups, at the end of al-Na’aimah Street, east of Beit Hanon. The point is 250 meters into the west of the border fence between the Gaza Strip and Israel. As a result, the point was completely damaged, but no casualties were reported.
  • At approximately 17:05, Israeli warplanes launched 2 missiles at an empty land in the vicinity of al-Shuhada’a Islamic Cemetery, east of Jabalia, but no casualties were reported.
  • At approximately 17:10, Israeli forces fired an artillery shell at an  empty land in the vicinity of Palestine site belonging to Palestinian armed groups, north of Um al-Nasser village “Bedouin Village”, but no casualties were reported.
  • Around the same time, Israeli forces fired an artillery shell belonging to Palestinian armed groups, east of al-Amal neighborhood, northeast of Beit Hanoun. The point was about 800 meters into the west of the border fence between the Gaza Strip and Israel. As a result, the point was completely damaged, but no casualties were reported.
  • At approximately 17:20, Israeli warplanes launched 2 missiles at Palestine site belonging to al-Qassam Brigades, northeast of Um al-Nasser village “Bedouin Village”. As a result, the site sustained severe damage, but no casualties were reported.
  • At approximately 17:40, an Israeli drone fired a missile at a group of Palestinian armed groups belonging to Abu ‘Ali Mustafa Brigades, the military wing of the Popular Front for the Liberation of Palestine (PFLP) while they were in the vicinity of a training site for the same movement in Teen Wanis area, north of Beit Lahia. As a result, 2 civilians were killed after they were hit with shrapnel throughout their body.
  • Around the same time, Israeli forces fired 4 artillery shell at the vicinity of the Return encampment of the March if Return and Breaking Siege, which was established in Abu Safiyahb area, northeast of Jabalia, but no casualties were reported.
  • At approximately 18:05, Israeli forces stationed along the border fence between the Gaza Strip and Israel, east of Jabalia, heavily fired dozens of flare bombs in the sky, but no casualties were reported.
  • At approximately 18:35, Israeli warplanes launched 2 missiles at al-Lewa’a site belonging to al-Qassam Brigades. As a result, the site sustained serious damage in addition to a number of houses inside the city  that represented in smashing a number of their windows.
  • At approximately 18:45, Israeli warplanes launched 2 missiles at a training site belonging to al-Quds Brigades at the coastal line adjacent to al-Khaldi Mosque, south of Jabalia. As a result, the site sustained serious damage, but no casualties were reported.
  • At approximately 21:05, Israeli warplanes launched 2 missiles at the eastern side of a 2-story house belonging to Tal’at Qasem Abdul Salam Abu Naji (63) in al-Shanti Land in Jabalia. The house was built on an area of 300 meters and inhabited by 2 families comprised of 9 individuals, including a child. As a result,  the house was completely damaged from the eastern side and a 2-meter hole was made in the ground. Meanwhile, Tal’at’s son Khalaf (28) and his wife where alone at the house. Khalaf was recovered from under the rubble as he sustained bruises throughout his body.

Gaza City:

  • At approximately 17:00, Israeli forces targeted a border control point belonging to al-Quds Brigades, east of al-Shija’iyah neighborhood, east of Gaza City.
  • At approximately 17:05, Israeli warplanes launched a missile at al-Rayes Mount, east of al-Tuffah neighborhood, east of Gaza city.
  • At approximately 17:10, Israeli forces fired an artillery shell at a border control point belonging to al-Qassam Brigades, east of al-Zaytoun neighborhood, east of Gaza city.
  • At approximately 20:05, Israeli drones fired a missile at a border control point belonging to Palestinian armed groups  near the car’s market, east of Gaza City.
  • At approximately 21:00, Israeli warplanes launched 2 missiles at an empty land behind the cars’ market, east of al-Shija’iyah neighborhood, east of Gaza City.
  • At approximately 21:10 and 21:25, Israeli warplanes launched several missiles at office of al-Aqsa Channel in al-Nasser neighborhood, behind the Italian Complex, north of Gaza City.’Emad Zaqout, Director of Programs’ Department in the Channel, said to PCHR’s fieldworker that at approximately 20:40, he received a phone call from the Israeli forces ordering him to evacuate the office within 5 minutes. Moreover, interviewer, Islam Bader, and Program producer, Saleem al-Shurafa, received the same phone calls from the Israeli forces ordering them to evacuate the building within 5 minutes because they will target it. The 4-story channel building and a barrack built of iron plates, which is a photography studio, were targeted with 9 consecutive missiles fired by drones and then the Israeli warplanes launched 3 consecutive missiles. The airstrike completely damages the channel building and its contents, including cameras, LCDs and sound engineering equipment. The airstrike caused severe damage to a 4-story house belonging to Sha’an al-‘Abed Sha’ban al-Dalow (79) and his children and another 3-stoey house; the houses were built on an area of half a dunum and comprised of 7 apartments sheltering 45 persons, most of them are women and children. moreover, a mechanic workshop belonging to Sha’ban’s son Ayman al-Dalow and a 3-story building belonging to Eyad Ahmed al-Haitham. An under construction building comprised of 6 floors belonging to Mohammed Rajab was damaged.
  • Between approximately 22:00 and 22:25, Israeli drones fired 9 missiles at al-Rahmah building on al-‘Oyoun Street in al-Nasser neighborhood, north of Gaza City and the warplanes launched 2 missiles. According to field investigations, al-Rahmah 5-story building belonging to Fatenah Ahmed Hasan al-Shaqrah (60), which was built on an area of 400 square meters, was a former office for al-Aqsa Channel  and is now offices for Hamas Movement. Civilian Mos’ab Mohammed Sha’ban al-Dalow said to PCHR’s fieldworker that approximately 21:45, he received a phone call from a person from the Israeli forces ordering him to evacuate his house and all the nearby houses because the Israeli forces will target them. The Israeli drones then fired several missiles and then the warplanes completely destroyed the building. A house belonging to Mohammed Sha’ban al-Dalow sustained partial damage in addition to another nearby houses.
  • At approximately 22:30, Israeli drones fired a missile at a house belonging to Rashed ‘Oudah husein al-‘Aydi (52). The house consists of a ground floor and was built on an area of 170 square meters in al-Nasser neighborhood, north of Gaza City without warning the house owner. As a result, the house was partially damaged and Rashed’s son Hamzah (20) sustained bruises.
  • Between approximately 23:10 and 23:30, Israeli warplanes launched 10 missiles at an  office belonging to the Internal Security Services ( former office of Treatment Abroad Department previously known as al-Amal Hotel), west of Gaza City. As a result, the office was completely destroyed. According to PCHR’s field investigations, the Israeli drones fired 8 missiles and the warplanes launched 2 missiles at the office, causing its complete destruction. The office was comprised of 5 floors and located on Omer al-Mokhtar Street, west of Gaza City. The area also is crowded with  houses, commercial shops and organizations that sustained severe material damage, including al-Mizan Center for Human Rights.
  • At approximately 23:30, Israeli gunboats fired an artillery shell at al-Bahriyah site adjacent to al-Baidar Resort, southwest of Gaza City.

Central Gaza Strip:

  • At approximately 16:30, Israeli warplanes launched 2 missiles at a group of Palestinian young men, east of al-Buraij refugee camp in the central Gaza Strip, but no casualties were reported.         
  • At approximately 17:30, 3 Palestinian civilians, including a woman and a child, were wounded while they were inside their house after shrapnel of the Iron Dome rocket fell on their house in Wadi  al-Salqa village, east of Deir al-Balah.
  • At approximately 17:40, Israeli forces fired an artillery shell at a site belonging to Palestinian armed groups in the vicinity of Tabet al-Kurd, southeast of Deir al-Balah, but no casualties were reported.
  • Around the same time, Israeli warplanes launched a missile at a site belonging to Palestinian armed groups in the vicinity of Tabet al-Kurd area, southeast of Deir al-Balah, but no casualties were reported.
  • At approximately 18:00, Israeli warplanes launched 2 missiles at the Military Site (17) belonging to Palestinian armed groups, southwest of Deir al-Balah, causing severe damage to the site, but no casualties were reported.
  • At approximately 18:30, Israeli warplanes launched 3 missiles at a site belonging to Palestinian armed groups, northwest of al-Nuseirat, causing severe damage to the site, but no casualties were reported.
  • At approximately 21:30, an Israeli drone fired a missile at an empty agricultural land, east of al-Buraij refugee camp, but no casualties were reported.
  • At approximately 22:00, Israeli forces fired 4 artillery shells at 2 sites belonging to Palestinian armed groups, east of Juhor al-Deek village in the southern Gaza Strip, but no casualties were reported.
  • At approximately 23:20, an Israeli drone fired a missile near a navy police point, west of al-Zawaidah, but no casualties were reported.

Khan Younis:

  • During the day, the Israeli warplanes carried out 10 airstrikes, launching 15 missiles to target 2 residential houses, including one that was completely destroyed, and 7 sites belonging to the armed groups.  Moreover, the Israeli forces fired artillery shells causing severe damage to the electric distribution transformer in eastern Khuza’ah.  No casualties were reported, but many Palestinian civilians panicked. The following details were as follows:
  • At approximately 17:22, Israeli warplanes fired a missile at a border control point belonging to the armed groups, east of Khuza’ah, east of Khan Younis, and completely destroyed it.
  • At approximately 17:30, Israeli forces fired 2 artillery shells in eastern Khuza’ah, causing severe damage to the electric distribution transformer that was repaired later.
  • At approximately 18:50, Israeli warplanes fired 2 missiles at a site belonging to the armed groups in Bani Suhailah, east of Khan Younis, causing destruction inside it.
  • At approximately 20:00, Israeli warplanes launched a missile at a border control [point belonging to the armed groups, east of al-Farahin in ‘Abasan al-Kabirah, east of Khan Younis, and completely destroyed it.
  • At approximately 20:10, Israeli drones launched 3 missiles at a house belonging to Nasarallah Soliman Salem al-Brim (66), a lawyer whose house was comprised of 3 floors and built on an area of 450 square meters.  Each floor had 2 apartments and sheltered 3 families of 11 members.  Around 5 minutes later, the Israeli warplanes launched 2 missiles at the same house and completely destroyed it, noting that the residents could barely leave it without taking any of their contents out.
  • Around the same time, Israeli drones fired a missile at a house belonging to Sami Soliman Nasarallah al-Brim (56) who is an academician.  The house was comprised of 3 floors and built of concrete on an area of 300 square meters.  Few minutes later, the Israeli warplanes launched a missile at the house but fell in its yard without exploding.  As a result, a house belonging to their brother Salem (62) sustained partial damage.  The house is comprised of 3 floors and built of concrete sheltering 4 families of 30 members.  Moreover, the house of Salem’s son, Eyad, was mostly destroyed.
  • Rafah:
  • At approximately 17:20, Israeli warplanes launched a missile at al-Qassam Brigades at the Egyptian-Palestinian borders, south of Rafah, causing severe damage to the site, but no casualties were reported.
  • At approximately 17:25, Israeli warplanes launched a missile at an agricultural land near Gaza Airport in al-Shawkah village, east of Rafah. As a result, a civilian sustained sever wounds.
  • Around the same time, Israeli warplanes fired 2 missiles at a site belonging to al-Qassam Brigades in al-Nasser village, northeast of Rafah. As a result, the site sustained serious damage, but no casualties were reported.
  • At approximately 17:30, Israeli warplanes launched 2 missiles at a site belonging to al-Qassam Brigades at the Egyptian-Palestinian borders, south of Rafah. As a result, the site sustained serious damage, but no casualties were reported.
  • At approximately 18:10, an Israeli drone fired a missile at a group of armed groups’ members while they were at an agricultural land in al-Nasser village, northeast of Rafah. As a result one of them was immediately died while another was seriously wounded. At approximately 02:20 on Tuesday, 13 November 2018, medical sources at Gaza European Hospital in Khan Younis announced his death. It should be noted that both killed persons were members of al-Quds Brigades (the Military armed Wing of Islamic Jihad Movement).
  • At approximately 17:30, an Israeli drone fired a missile at a house belonging to Abdullah Thyab Abdul Hadi Lafi in al-Juneinah neighborhood in Rafah. The 4-story house was built on an area of 150 square meters and inhabited by 6 families. As a result, the house sustained facial damage and child Abdullah Mahmoud al-Sha’er (10) sustained wounds to the face due to the scattered rubble.
  • At approximately 18:50, Israeli warplanes launched 3 missiles at Mohajer site belonging to al-Quds Brigades, northwest of Rafah. As a result, the site sustained serious damage, but no casualties were reported.
  • At approximately 19:30, an Israeli drone fired a missile at a house belonging to Mohammed Noufal Jaber Dhair in Mosbeh neighborhood, northwest of Rafah. The house consists of a ground floor, built on an area of 150 square meters and inhabited by 9 individuals. After 5 minutes, an Israeli warplane came back and fired 3 missiles at another house belonging to the same civilian. The house is a ground floor and built on an area of 170 square meters and was used as a hosting place and an office by the abovementioned civilian in the poultry trade. As a result, the first house was partially damaged and the second house was totally damaged in addition to partial damage that occurred in a number of houses and nearby agricultural green houses, but no casualties were reported.
  •  At approximately 20:00, Israeli warplanes launched a missile at an agricultural land in al-Shawkah village, east of Rafah, but no casualties were reported.  

Incursion in the West Bank were as follows:

  • At approximately 01:00, Israeli forces moved into Beit Fajjar village, south of Bethlehem. They raided and searched several houses and then arrested Yazan Mahmoud Taqatqah (16) and Mofeed Mohammed Taqatqah (14).
  • At approximately 01:10, Israeli forces moved into Saidah village, north of Tulkarm. They raided and searched a house belonging to Salah Eden ‘Awni Abdul Ghani (23) and then arrested him.
  • At approximately 03:00, Israeli forces moved into al-Mazra’ah al-Gharbiyah village, northwest of Ramallah. They raided and searched a house belonging to Omer ‘Othman Ladadwah (21) and then arrested him.
  • Around the same time, Israeli forces moved into Budrus village, west of Ramallah. They raided and searched a house belonging to Yusuf Shafiq ‘Eliyan (37) and then arrested him. It should be noted that ‘Elian was a former prisoner at the Israeli jails where he served about 15 years of imprisonment.
  • Around the same time, Israeli forces accompanied with 3 military vehicles moved into Hebron and stationed in Abu al-Da’jan neighborhood in the western area. They raided and searched a house belonging to Medhat ‘Ayed al-Juneidi (28) and then handed him a summons to refer to the Israeli Intelligence Service in “Gush Etzion” settlement, south of Bethlehem.

Note: During the aforementioned day, Israeli forces conducted (10) incursions in the following areas and no arrests were reported: Nil’in, Shaqbah, ‘Aboud villages, and al-Jenan neighborhood in  the center of al-Birah in Ramallah; Shuweikah suburb, ‘Alar, and al-Nazlah al-Gharbiyah villages in Tulkarm; Beit ‘Awa, Shuyoukh al-‘Arroub and Beit Ummer villages in Hebron.

Tuesday,  13 November  2018:

Air and Ground Airstrikes on the Gaza Strip:

Northern Gaza Strip:

  • Since 05:00 to 05:15, Israeli warplanes fired 5 missiles at a military site belonging to al-Qassam Brigades on Khalil al-Wazir Street in the center of Beit Hanoun. As a result, the site sustained serious damages, but no injuries were reported.
  • Since 05:45 to 05:50, Israeli warplanes fired 3 missiles at Mahmoud al-Mabhouh military site, northeast of Jabalia. As a result, the site sustained serious damages, but no injuries were reported.
  • At approximately 09:15, an Israeli drone fired a missile at a livestock barn in al-Salateen neighborhood in Beit Lahia, where a Palestinian farmer namely Khaled Riyad Ahmed al-Sultan (26) was staying there. As a result, the farmer was killed and his body turned to pieces. Coinciding with the same incident, Mahmoud Nawader Mahmoud al-Toum (07) sustained shrapnel wounds to his head and hands. He was then taken along with Khaled al-Sultan to the Indonesian Hospital in Jabalia, where Mahmoud’s wounds were classified as moderate.
  • At approximately 14:20, Israeli warplanes fired 4 missiles at Palestine military site belonging to al-Qassam Brigades, northeast of Um al-Naser village. As a result, the site sustained serious damages, but no injuries were reported.
  • At approximately 15:45, an Israeli drone fired a missile at Palestinian armed group belonging to the Nasser Salah Eddin Brigades (the military wing of the Popular Resistance Committees) in the vicinity of Abu Haloub farmer in al-Shayimah area in Beit Lahia. As a result, one of the Palestinian armed group members was killed. The bombardment led to the injury of 4 civilians, who sustained shrapnel wounds and bruises throughout their bodies. The wounded civilians were taken to the Indonesian Hospital.
  • At approximately 03:30, Israeli warplanes launched 4 missiles at a site belonging to Palestinian armed groups, southwest of Deir al-Balah, causing serious damage to the site, but no casualties were reported.

Gaza City:

  • At approximately 03:45, Israeli warplanes fired 4 missiles at Ansar Governmental Complex from the northwestern side. As a result, large parts of the complex were damaged. It should be noted that Ansar Governmental Complex was located near Ansar intersection, west of Gaza City.
  • At approximately 04:55, Israeli warplanes fired al-Yazji residential building, which was comprised of 5 floors, a roof, a basement, and upper ground floor. The al-Yazji residential building was located adjacent to Ni’mah commercial building on al-Kinz Street in the center of al-Rimal neighborhood in Gaza City. The 500-sqaure-meter building included 18 residential apartments, a shop and a gym As a result, the al-Yazji residential building was completely destroyed and nearby shops and houses sustained material damages, in addition to Ni’mah building.
  • At approximately 10:40, an Israeli drone fired a missile at a group of Palestinian civilians while they were in the vicinity of the Retrun Camp in Malaka area, east of al-Zaytoun neighborhood, east of Gaza City. As a result, Mos’ab Sa’ied As’ad Hawaas (21\0, from al-Zaytoun neighborhood, was killed after sustaining shrapnel wounds throughout his body. Medical sources in al-Shifa Hospital said that Mos’ab’s body arrived at the hospital as pieces. Moreover, the 3 civilians’ injuries were classified as serious.

The bombardment on the Gaza City led to the injury of 14 civilians, including 2 children and 3 women.

  • Central Gaza Strip:
  • At approximately 03:30, Israeli warplanes launched 4 missiles at a training site belonging to Palestinian armed groups, southwest of Deir al-Balah, causing serious damage to the site, but no casualties were reported.
  •  

Khan Yunis:

  • At approximately 15:20, Israeli warplanes launched 3 airstrikes, in which they fired 3 missiles at border checkpoints belonging to the Palestinian armed groups and agricultural lands in eastern Khan Yunis. As a result, the border checkpoints and agricultural lands sustained martial damages.
  • At approximately 03:35, Israeli warplanes fired 4 missiles at a military site in al-Sanati area in ‘Abasan village. As a result, the site sustained serious damages.
  • At approximately 04:13, Israeli warplanes fired 6 missiles at a military site in northwestern Khan Yunis. As a result, the site sustained serious damages.
  • At approximately 04:20, Israeli warplanes fired 3 missiles at border checkpoints belonging to the Palestinian armed groups in Qizan al-Najjar, south of Khan Yunis. As a result, the site sustained serious damages.
  • At approximately 04:50, Israeli warplanes fired 2 missiles at a military site in Qizan al-Najjar, south of Khan Yunis. As a result, the site sustained serious damages.
  • At approximately 06:10, Israeli warplanes fired 2 missiles at al-Bahriyia site, west of Khan Yunis. As a result, the site sustained serious damages.
  • At approximately 14:45: an Israeli drone fired 2 missiles at Palestinian armed group, north of Khan Yunis, in the vicinity of al-Mataahen area. As a result, 2 members of the Palestinian armed group were wounded.

Rafah:

At approximately 06:20, Israeli warplanes launched 2 missiles at a site belonging to Palestinian armed groups, west of Deir al-Balah, causing severe damage to the site, but no casualties were reported.

  • At approximately 10:35, an Israeli drone fired a missile at a motorbike driven by 2 members of armed groups near ‘Aisha Mosque in al-Salam neighborhood, south of Rafah, causing them serious wounds.

 Incursion in the West Bank were as follows:

  • At approximately 01:00, Israeli forces moved into Beit Fajjar village, south of Bethlehem. They raided and searched several houses and then arrested Mohammed ‘Ali Taqatqah (18).
  • At approximately 03:00, Israeli forces moved into Deir Ghassan village, northwest of Ramallah. They raided and searched a house belonging to Abdullah Mahmoud al-Barghuthi (26) and then arrested him.

Note: During the aforementioned day, Israeli forces conducted (10) incursions in the following areas and no arrests were reported: Tulkarm, Shuweikah Suburb, Ramin, Far’oun, ‘Anabta, Kufor al-Lubad, Joyous, Ematin and Kufor Qaddoum villages, north of Qalqiliyah; Kufor al-Deek village, west of Salfit.

Use of Force against Demonstrations in Protest against the U.S. President’s Decision to Recognize Jerusalem as the Capital of Israel:

Israeli forces continued its excessive use of lethal force against peaceful demonstration organized by Palestinian civilians in the West Bank and Gaza Strip, and it was named as “The Great March of Return and Breaking Siege.” The demonstration was in protest against the U.S. President Donald Trump’s declaration to move the U.S. Embassy to it. According to PCHR fieldworkers’ observations, the border area witnessed large participation by Palestinian civilians as the Israeli forces continued to use upon highest military and political echelons excessive force against the peaceful demonstrators, though the demonstration were fully peaceful. The demonstration was as follows during the reporting period:

Gaza Strip:

In the Thirty-third week of the March of Return and Breaking Siege activities, Israeli forces killed 2 civilians and wounded 152 civilians, including 22 children, , 11 women and 4 paramedics. Doctors classified 3 civilian’s injuries as serious. The incidents were as follows:

  • The Central Gaza Strip: at approximately 16:30 on Thursday, 98 November 2018, Israeli soldiers stationed along the border fence between the Gaza Strip and Israel, east of al-Maghazi in the central Gaza Strip, opened fire at a group of Palestinian young men, who approached the border fence. As a result, Mohammed ‘Ala’a Mahmoud Abu Sharbin (20), from Rafah, was killed after he was hit with a live bullet that penetrated the upper side of chest and exited the back. Mohammed was transferred via a PRCS ambulance after it received coordination to a hospital where he arrived dead. The Israeli shooting and firing tear gas canisters, which continued until approximately 18:00, resulted in the injury of 21 civilians, including 6 children and 3 women. Sixteen of them were hit with live bullets and their shrapnel and 5 were hit with tear gas canisters.
  • The Northern Gaza Strip: 31 civilians, including 11 children, 2 women, a deaf young man and 3 paramedics, were wounded. Twenty four of them were hit with live bullets and their shrapnel, 1 was hit with a rubber bullet and 9 were hit with tear gas canisters. Doctors classified2 civilians’ injuries as serious. The wounded paramedics were identified as:
  • Karem Mahmoud Rashed al-Dalow (37), a paramedic at the Palestinian Civil Defense from al-Remal neighborhood in Gaza City, was hit with a live bullet shrapnel to the neck;
  • Saleh Faraj Saleh al-Remahi (27), a volunteer paramedic at the Palestinian Ministry of Health from Jabalia, was hit with a tear gas canister to the face; and
  • Hutheifah Mahmoud Hasan Abu ‘Aitah (27), from Jabalia, was hit with a tear gas canister to the back.
  • In Gaza City: 55 civilians, including 5 women, were wounded. Twenty two of them were hit with live bullets and their shrapnel, 33 were hit with rubber bullets.
  • Khan Younis: Israeli forces’ shooting at demonstrators, which continued 18:00, resulted in the injury of 43 civilians, including 4 children and a paramedic. Twenty one of them were hit with live bullets and their shrapnel, 17 were hit with tear gas canisters and 5 were hit with rubber bullets. The wounded paramedic was identified as Falasteen Khalid Qdaih (21), a volunteer paramedic at Youth Pioneer of Peace medical Team, was hit with a live bullet to the left leg.
  • Rafah City: Israeli forces’ shooting, which continued until 17:00, resulted in the injury of 2 civilians, including a child, with live bullets. Medical sources at Gaza European Hospital in Khan Younis declared the death of one of them namely Rami Wa’el Eshaq Qahman (28), who succumbed to his wounds he sustained after being hit with a live bullet to the neck.
  • At approximately 11 November 2018, a Palestinian civilian was hit with a live bullet shrapnel to the head during his participation on the March of Return activities, east of al-Buraij refugee camp in the central Gaza Strip.

West Bank:

  • Following the Friday prayer on 09 November 2018, dozens of Palestinian civilians and international human rights defenders gathered on agricultural lands of “al-Resan” Mount area, west of Ras Karkar village, west of Ramallah in protest against the Israeli settlers’ attempt to seize and confiscate the land. When the civilians arrived at the abovementioned area, the Israeli soldiers fired live and rubber bullets, sound bombs and tear gas canisters at the protestors. As a result, Feras Samarah (33), a paramedic at Palestine Red Crescent Society (PRCS), was hit with glass shrapnel of an ambulance where she was present after Israeli forces opened fire at the ambulance. The Israeli soldiers arrested Fares al-Sayed Nasser (30) and Mohammed Manthoum Abu ‘Ayash (23) after chasing and attacking them with their rifles.
  • At approximately 13:30 on Friday afternoon, 09November 2018, a group of Palestinian civilians moved from the center of Kufor Qadoum village, northeast of Qalqiliyah, into the eastern entrance to the village, which has been closed for 15 years in favor of the entrance to “Kedumim” settlement established on the village lands. The protestors chanted national slogans in the anniversary of the death of the late President, Yasser Arafat demanding end of occupation, condemning the Israeli forces’ crimes against Palestinian protestors along the eastern border of the Gaza Strip within “The Great March of Return and Breaking the Siege” activities. Minister Walid Assaf, head of the National Committee to Resist the Wall and Settlements, participated in the demonstration. The protestors threw stones at Israeli forces stationed behind sand barriers. The Israeli forces fired rubber bullets, sound bombs and tear gas canisters at them. They also raided and searched houses belonging to Jamal Saleh Jom’ah, Zhdi, Ahmed Shtaiwi and Khaldoun Abu Khalid ‘Obaid. The soldiers then topped the houses’ roofs and used them as watchtowers to monitor the protestors and fire rubber bullets and sound bombs. As a result, 4 civilians, were wounded, including child Sari Abdullah ‘Ali (10) who was hit with a rubber bullet to the right hand.

Civilian Succumbed to his Wounds:

  • At approximately 17:30 on Saturday, 10 November 2018, medical sources at the Istishari Arab Hospital in al-Raihan Suburb in the northern Gaza Strip, announced the death of Mohammed Ibrahim Shraiteh (28), succumbing to wounds he sustained during his participation in the peaceful demonstration against the Israeli forces on Friday, 26 October 2018, in al-Mazra’ah eastern village, northwest of the city. Mohammed was hit with a live bullet to front side of the forehead, causing a fragmentation to a part of the brain. Mohammed underwent 4 surgical operations in the abovementioned and he stayed in the Intensive Care Unit (ICU) in a deep coma until his death.
  • Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.

Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light-weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israel also continued applying the policy of making certain civilian traveling via the crossing interviewed by the Israeli intelligence service to be questioned, blackmailed or arrested.

Beit Hanoun (“Erez”) crossing, in the north of the Gaza Strip, is designated for the movement of individuals, and links the Gaza Strip with the West Bank.

Arrests at Military Checkpoints:

  • On 08 November 2018, Israeli forces arrested Mohamed ‘Abed al-Hakeem Abu Baker (15), from Ya’boud village, southwest of Jenin, while he was in the southern area of the village.
  • At approximately 11:30 on Friday, 09 November 2018, Israeli forces arrested Omar Rabie’ Mohamed Abu ‘Ayyash (8) in front of his house located at the entrance to Beit Ummer village, north of Hebron, and adjacent to military watchtower established at the eastern entrance to the village. Omar was arrested under the pretext of throwing stones. Omar accompanied with his father were then taken to an Israeli camp in “Karmei Tsur“settlement, north of the village. Three hours later, Omar was released and then handed to the Palestinian Liaison.
  • On Sunday, 11 November 2018, Israeli forces established a checkpoint at the entrance to al-Laban al-Shaqriqiyah village, south of Nablus, arrested Ahmed ‘Abed al-Hameed Daraghmah (17) while returning from school and heading to his house.
  • Efforts to Create A Jewish majority

Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al-Aqsa Mosque and denied the Palestinians access to it:

Arrests and Incursions:

  • At approximately 02:00 on Thursday, 08 November 2018, Israeli forces moved into Abu Dis village, east of occupied East Jerusalem. They then stationed in the center of the village and demolished a memorial of youngster killed by the Israeli forces a year ago.  Eyewitnesses said that the Israeli forces demolished the memorial of Mohamed Lafi, who was killed on 21 July 2017, during clashes erupted in Abu Dis village. The Palestinian outrage and clashes were against the establishment of metal detectors. The eyewitnesses added that the Israeli forces threatened the village’s residents of imposing collective punitive measures if they establish more memorials.
  • On Sunday, 11 November 2018, the Israeli Intelligence Service handed the Palestinian Governor of Jerusalem ,‘Adnan ‘Adel Ghaith (46), a decision that prevents him from dealing with Palestinians, who are investigating persons accused of selling property and lands from Jerusalem to Israeli settlers. The Israeli police summoned him for investigation in al-Maskobiyia center in West Jerusalem. It should be noted that on Thursday, 08 November 2018, the commander of central district issued a military decision against ‘Adnan that prevents him from entering the West Bank for 6 months under the pretext of inciting and posing danger to the state’s safety.
  • House Demolitions and Notices:
  • At approximately 09:00 on Thursday, 08 November 2018, Israeli forces accompanied with the Israeli Municipality staff and military vehicles moved into al-Za’eem village, east of occupied East Jerusalem. They demolished many residential buildings under the pretext of non-licensing. Mohamed Abu Ziyad, Head of al-Za’eem village Council, said that the Israeli forces accompanied with Jerusalem Municipality staff moved into al-Za’eem village and then demolished an inhabited 200-sqaure-meter house belonging to ‘Ali al-Ja’ba. The Israeli forces also demolished a room and a fence surrounding the house. Moreover the Israeli forces demolished an under-construction house belonging to Mohamed al-‘Emari. Mohamed Abu Ziyad clarified that the Israeli Municipality claimed that the demolition was carried out because the houses’ owners did not get licenses for construction. 

Settlement activities and attacks by settlers against Palestinian civilians and property

Israeli forces’ attack:

  • At approximately 08:00 on Thursday, 08 November 2018, Israeli forces accompanied with a military vehicle and a vehicle of the Israeli Civil Administration moved into Kherbit al-Mofaqarrah, east of Yatta, south of Hebron. The Israeli Civil Administration officer handed Ahmed Mahmoud al-Hamamdah (45) a notice to evacuate his 5-dunum land under the pretext of State lands within 45 days. It should be noted that Kherbit al-Mofaqarrah is a residential compound.

Israeli settlers’ attack:

  • At approximately 03:00 on Friday, 09 November 2018, a group of Israeli settlers moved into Kafur al-Deek village, west of Salfit, and then wrote hatred slogans against Arabs on walls and vehicles. They also punctured the tires of 17 vehicles. PCHR keeps the names of persons whose vehicles were damaged.
  • On Sunday, 11 November 2018, dozens of Israeli settlers with the Israeli forces’ protection moved into the Antiquities area in Sibistia village, northwest of Nablus. The village’s Council said that around 150 Israeli settlers accompanied with Israeli forces moved into the antiquities area in Sibistia village and stayed there for few hours before leaving. It should be noted that the Antiquities area in Sibistia village was under the Israeli incursions several times.


Recommendations to the International Community:

  1. PCHR calls upon the international community to respect the Security Council’s Resolution No. 2334 and to ensure that Israel respects it as well, in particular point 5 which obliges Israel not to deal with settlements as if they were part of Israel.
  2. PCHR calls upon the ICC to continue to investigate the Israeli crimes committed in the oPt, particularly the settlement crimes and grave violations in the Gaza Strip.
  3. PCHR Calls upon the European Union (EU) and all international bodies to boycott settlements and ban working and investing in them in application of their obligations according to international human rights law and international humanitarian law considering settlements as a war crime.
  4. PCHR calls upon the international community to use all available means to allow the Palestinian people to enjoy their right to self-determination through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the State of Palestine.
  5. PCHR calls upon the international community and United Nations to take all necessary measures to stop Israeli policies aimed at creating a Jewish demographic majority in Jerusalem and at voiding Palestine from its original inhabitants through deportations and house demolitions as a collective punishment, which violates international humanitarian law, amounting to a crime against humanity.
  6. PCHR calls upon the States Parties to the Rome Statute of the ICC to work hard to hold Israeli war criminals accountable.
  7. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfill their obligations under article (1) of the Convention to ensure respect for the Conventions under all circumstances, and under articles (146) and (147) to search for and prosecute those responsible for committing grave breaches of the Geneva Conventions to ensure justice and remedy for Palestinian victims, especially in light of the almost complete denial of justice for them before the Israeli judiciary.
  8. PCHR calls for a prompt intervention to compel the Israeli authorities to lift the closure that obstructs the freedom of movement of goods and 1.8 million civilians that experience unprecedented economic, social, political and cultural hardships due to collective punishment policies and retaliatory action against civilians.
  9. PCHR calls upon the European Union to apply human rights standards embedded in the EU-Israel Association Agreement and to respect its obligations under the European Convention on Human Rights when dealing with Israel.
  10. PCHR calls upon the parties to international human rights instruments, especially the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR), to pressurize Israel to comply with its provisions in the oPt and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the relevant committees.
  11. PCHR calls upon the EU and international human rights bodies to pressurize the Israeli forces to stop their attacks against Palestinian fishermen and farmers, mainly in the border area.
