Israeli
forces continue systematic attacks against Palestinian civilians and property
in the occupied Palestinian territory (oPt)

 

 

·Israeli forces wilfully killed a Palestinian civilian
in al-Am’ari refugee camp in Ramallah.

 

·4 Palestinian civilians, including a child, died of
wounds they sustained during the latest Israeli offensive on the Gaza Strip.

 

·A Palestinian child died of wounds he sustained in
occupied Jerusalem.

 

·A child was wounded when Israeli forces moved into Ya’bad
village in Jenin and opened fire.

 

·Israeli forces continued to use force against peaceful
protests in the West Bank.

 7 civilians, including a child, were wounded during peaceful protests in
Kufor Qaddoum and Selwad villages and the vicinity of Ofer detention facility.

 

·Israeli forces conducted 60 incursions into
Palestinian communities in the West Bank.

 56 Palestinian civilians, including 16 children, were arrested.  

 9 of those civilians, including 3 children, were arrested in occupied
Jerusalem and its suburbs.

 

·Israel has continued to impose a total closure on the
oPt and has isolated the Gaza Strip from the outside world.

 Israeli forces established dozens of checkpoints in the West Bank.

 At least 9 Palestinian civilians, including 5 children, were arrested at
military checkpoints in the West Bank.

 

·Israeli naval forces continued to target Palestinian
fishermen in the Gaza waters.

 Israeli forces arrested 4 fishermen from the sea in the north of the
Gaza Strip, and confiscated their fishing boat and equipment.

 Israeli forces opened fire at fishermen thrice and chased them in the
sea.

 

·Efforts to create Jewish majority in occupied East
Jerusalem.

 Israeli forces carried out a number of incursions into villages, house
raids and arrests.

 7 Palestinian civilians, including 2 journalists and a cameraman, were
wounded in Wad al-Jouz neighborhood, east of Jerusalem’s Old City.

 

·Israeli forces have continued to support settlement
activities in the West Bank and Israeli settlers have continued to attack
Palestinian civilians and property.

 Israeli forces closed 4 agricultural roads in the west of Ethna, west of
Hebron.

 Israeli settlers moved into Joseph Tomb area, east of Nablus, and
performed religious rituals.

 A woman sustained bruises as settlers stoned her vehicle on a bypass
road leading to al-Bireh.

 

 

Summary

 

Israeli violations of international law and international humanitarian
law in the oPt continued during the reporting period (04 – 10 September 2014).

 

Shooting:

 

In the Gaza Strip, although 2 weeks have passed since the Egyptian-brokered
truce agreement between the Palestinian armed groups and Israel entered into
force, the catastrophic consequences of the 51-day Israeli offensive on the
Gaza Strip have been present. During the reporting period, a number of wounded
persons died of wounds they sustained during the offensive. Hundreds of wounded
Palestinians have been receiving medical treatment in hospitals in the West
Bank and Gaza Strip and other hospitals abroad for the seriousness of their
wounds. In the meanwhile, Israeli forces violated the truce several times by opening
fire at Palestinian fishing boats that were sailing within the allowed fishing
area and arresting a number of fishermen.

 

During the reporting period, Israeli forces killed a Palestinian
civilian in al-Am’ari refugee camp in Ramallah, while a child died in Jerusalem
of wounds he sustained last week. In addition, 4 other Palestinian civilians,
including a child, died of wounds they sustained during the latest Israeli
offensive on the Gaza Strip. During the reporting period, 15 civilians,
including 2 children and 2 journalists, were wounded in the West Bank and
occupied East Jerusalem.    

 

In the West Bank, on Wednesday, 10 September 2014, Israeli forces wilfully
killed a Palestinian civilian who was standing with his friends in al-Amari
refugee camp.

 

On 07 September 2014, a medical source at Hadassah Hospital in Jerusalem
pronounced Mohammed Sunqrut (16) dead of wounds he sustained in the Old City of
East Jerusalem, on 31 August 2014.

 

Israeli forces used excessive force against peaceful protests organised
by Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank. As a result, a 19-year-old civilian sustained a bullet wound to
the right leg and a 60-year-old civilian was hit by a gas canister to the left
leg during Kufor Qaddoum protest, northeast of Qalqilya. Many other civilians
suffered tear gas inhalation and others sustained bruises as they were beaten
up by Israeli soldiers.

 

In the same context, 5 Palestinian civilians, including a child and 2
brothers, were wounded during other protest.

 

In the context of chasing Palestinian fishermen in the sea, on 07
September 2014, Israeli navy forces opened fire at fishing boats off
al-Sudaniyah area, west of Jabalia, and off al-Waha resort, northwest of Beit
Lahia town in the northern Gaza Strip. On 08 September, Israeli forces opened
fire again in the same 2 areas. Neither material damage nor casualties were
reported. It should be noted that firing at fishermen is part of the Israeli
violations of the long-term truce that was declared at 19:00 on Tuesday, 26
August 2014. On 09 September 2014, 4 fishermen were arrested off al-Waha
resort, northwest of Beit Lahia, after they had been chased within a distance
of 1.5 nautical miles. Israeli forces confiscated their fishing boat and
equipment.

 

Incursions:

 

During the reporting period, Israeli forces conducted at least 60
military incursions into Palestinian communities in the West Bank. During these
incursions, Israeli forces arrested at least 56 Palestinians, including 16
children.  Nine of these civilians were
arrested in Jerusalem.

 

Restrictions on movement:

 

Israel has continued to impose a tight closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal closure of the Gaza Strip, which has been steadily tightened
since June 2007 has had a disastrous impact on the humanitarian and economic
situation in the Gaza Strip.  The Israeli
authorities impose measures to undermine the freedom of trade, including the
basic needs for the Gaza Strip population and the agricultural and industrial
products to be exported. For 7 consecutive years, Israel has tightened the land
and naval closure to isolate the Gaza Strip from the West Bank, including
occupied Jerusalem, and other countries around the world. This resulted in
grave violations of the economic, social and cultural rights and a
deterioration of living conditions for 1.7 million people.  The Israeli authorities have established Karm
Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order
to exercise its control over the Gaza Strip’s economy.  They also aim at imposing a complete ban on
the Gaza Strip’s exports.

 

 

Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians throughout the West Bank, including occupied
East Jerusalem. Thousands of Palestinian civilians from the West Bank and the
Gaza Strip continue to be denied access to Jerusalem.

 

As part of using military checkpoints and border crossings as traps to
arrest Palestinian civilians under the pretext they are wanted, Israeli forces
arrested 9 Palestinian civilians, including 5 children, at military checkpoints
in the West Bank.

 

Efforts to create Jewish majority

 

On 7 September 2104, medical
sources at Hadassah – Ain Karem Hospital declared the death of Muahmmed Abdel
Majid Sunqrut (16) of wounds he sustained earlier. 

 

 

On 4 September 2014, Israeli
forces moved into Wadi al-Jouz neighborhood, east of the Old City in Jerusalem.
They arrested a Palestinian child.

 

On 5 September 2014, Israeli
forces moved into al-‘Izrayya, east of Jerusalem, and arrested a Palestinian
child.

 

On
6 September 2014, Israeli forces moved into al-‘Isawia village, northeast of
Jerusalem. They arrested 2 Palestinian civilians. 

 

On 7 September 2014, Israeli
forces moved into Shams al-Dein al-Asuti area in Wadi al-Jouz neighborhood
after the death of Muahmmed Abdel Majid Sunqrut (16). Israeli soldiers fired
rubber-coated bullets, sound bombs, and tear gas canisters at Palestinian
youths who participated in the clashes. Settlers and Israeli soldiers threw
stones and empty bottles at Palestinians’ cars and injured many of them.

 

On
8 September 2014, Israeli forces moved into Wadi al-Jouz area in the same time
of Muahmmed Abdel Majid Sunqrut’s funeral in al-Mujahdin cemetery in Bab
al-Sahera Gate. Dozens of civilians surfed tear gas inhalation and some
sustained bruises as they were beaten up by Israeli soldiers. Moreover, Qassam
Barqan, Sunqrut’s uncle, and Muahmmed Ibrahim S’adi (61) were wounded. Israeli
forces arrested 4 civilians who were participating in the funeral.

 

On
9 September 2014, the Israeli police arrested Mizid Muahmmed al-Abbasi (12)
when he was heading home from school in Silwan neighborhood, east of the Old
City in Jerusalem. 

 

Settlement activities

 

Israel has continued its settlement activities in the oPt, in a direct
violation of international humanitarian law, and Israeli settlers have continued
to attack Palestinian civilians and property.

 

Attacks carried out by Israeli forces

 

On 4 September 2014, Israeli
forces backed by 3 military vehicles and a bulldozer moved into the
agricultural lands, west of Ezna village, west of Hebron. These agricultural
lands are located near the annexation wall which prevents its owners from
reaching them.

 

Attacks
carried out by settlers:

 

On 4 September 2014, dozens of
settlers guarded by Israeli forces moved into Joseph Tomb area, east of Nablus,
and preformed their religious rituals there. Dozens of Palestinian youths
gathered and threw stones and empty bottles at them. Israeli soldiers fired
sound bombs and tear gas canisters in response.

 

On the same day, a group of
settlers threw stones from “Beit Eil” settlement at a Palestinian vehicle
traveling on the bypass to al-Berih, 300 meters east of Beit Eil checkpoint. As
a result, Manal Lutfi Sharif Taher (40) sustained wounds, a fracture in her
jaw, and bruises to her right hand. 

 

 

 



 

Israeli Violations Documented during the Reporting Period (04 – 10
September 2014)

 

1. Incursions into Palestinian Areas, and Attacks on
Palestinian Civilians and Property in the West Bank and the Gaza Strip

 

Thursday, 04 September 2014

 

· At approximately 01:30, Israeli forces moved into Hebron.  They stationed in Abu Ktailah area and raided
and searched a house belonging to the family of Samer al-Qawasmah. They
arrested the aforementioned person. In the meantime, Israeli forces raided a
house belonging to the family of Arqam Meqdad Ahmarwah (40) in Nemrah area.
They arrested the aforementioned person as well. Israeli forces also arrested
Ayman Radhi al-Hashlamoun (30) from his house in al-Daheya area. Israeli forces
withdrew at approximately 03:00 and took the 3 detainees to an unknown
destination.  

 

· Around the same time, Israeli forces moved into Deir Abu Mesh’el
village, northwest of Ramallah. They raided and searched 2 houses from which
they arrested Hassan Hamdan Attallah (23) and Yusef Hussein Diab Barghouthi
(21).

 

· At approximately 02:00, Israeli forces moved into Ya’bad village,
southwest of Jenin. They raided and searched a house belonging to the family of
Abdul Jabbar Eqab Abdul Jabbar Nfei’at (27). They arrested the aforementioned
person and took him to an unknown destination.

 

· Around the same time, Israeli forces moved into Tulkarm. They raided a
house belonging to the family of Mohammed Jawad Fat’hi al-Qufini (21), in the
northern neighbourhood. The arrested the aforementioned person and took him to
an unknown destination.

 

· At approximately 03:15, Israeli forces moved into Beit ‘Our al-Tahta
village, southwest of Ramallah. They raided and searched 2 houses from which
they arrested 2 civilians, including a child: ‘Anan Khamis Khader Suleiman (17);
and Alaa’ Mohammed Khader Suleiman (28). 

 

· At approximately 03:30, Israeli forces moved into Housan village, west
of Bethlehem.  They raided a number of
houses from which they arrested 3 civilians: Mohammed Isma’il Sabatin (20);
Mahmoud Is’haq Sabatin (19); and Mahmoud Fares Suleiman (20).

 

· Around the same time, Israeli forces moved into Arraba village,
southwest of Jenin. They raided and searched a house belonging to the family of
Mohammed Hosni Mahmoud Sheibani (30). They arrested the aforementioned person
and took him to an unknown destination.

 

· At approximately 09:40, Israeli forces moved into al-Nasariya village,
in the central Jordan Valley, northeast of Nablus. They raided and searched a
number of houses and arrested Essa As’ad Kassab (22).   

 

Note: During the day,
Israeli forces carried out 4 incursions into the following areas, but no
arrests were reported: Mothallath al-Aqabah area and al-Shyoukh village in
Hebron; and al-Yamoun and Silet al-Harithya villages, north of Jenin.

 

 

Friday, 05 September 2014

 

· At approximately 02:00, Israeli forces moved into Beit Ommar town, north
of Hebron. They raided and searched a house belonging to the family of Sa’ed
Hani Adi (19). They arrested the aforementioned person. Israeli forces raided
also a house belonging to Mohammed Hammad Adi and arrested his son Hamzah (20).

 

Note: During the
day, Israeli forces carried out 8 incursions into the following areas, but no
arrests were reported: Sourif and Ethna villages in Hebron; Kherbatha
al-Mesbah, Kherbet Abu Falah, Na’lin and Senjal villages in Ramallah;
al-Nowai’mah village, north of Jericho; and Salfit.

 

Saturday, 06 September 2014

 

· At approximately 01:00, Israeli forces moved into Deir Estia village, northwest
of Salfit. They raided a house belonging to the family of Dawood Radwan Abu Ali
(20) and handed him a summons to refer to the Israeli intelligence service.
Israeli forces withdrew later, and no arrests were reported.

 

· At approximately 01:30, Israeli forces moved into Hebron. They raided
and searched a house belonging to the family of Zaid Ibrahim Jaber. They
arrested the aforementioned person and took him to an unknown destination.

 

· At approximately 02:00, Israeli forces moved into Doura, southwest of
Hebron. They raided and searched a house belonging to the family of Mohammed
Abdul Jalil al-Qazaqi. They handed him a summons to refer to the Israeli
intelligence service in “Gosh Etzion” settlement, south of Bethlehem.

 

· Around the same time, Israeli forces moved into Beit Seera village,
southwest of Ramallah. They patrolled the streets and raided and searched 2
houses. A number of Palestinian boys gathered and threw stones at Israeli
soldiers who fired sound bombs and tear gas canisters in response. Israeli
forces arrested Ali Ahmed Nemer Khattab (19) and Mahmoud Wa’el ‘Anqawi (16) and
took them to an unknown destination.

 

· At approximately 03:00, Israeli forces moved into al-Surra village,
south of Doura, southwest of Hebron. They raided a house belonging to the
family of Ayman Yunis Abu Hashem (31) and handed him a summons to refer to the
Israeli intelligence service in “Gosh Etzion” settlement, south of Bethlehem.
Israeli forces withdrew later, and no arrests were reported.

 

· At approximately 09:00, medical sources at al-Ma’adi Hospital in Egypt
pronounced Mahmoud Suleiman Abdul Karim Sheikh al-Eid (20) dead of wounds he
sustained in an Israeli attack on al-Tanour neighbourhood in the east of Rafah,
on 01 August 2014.

 

Note: during the day, Israeli forces
carried out 3 incursions into the following areas, but no arrests were
reported: al-Koum village, west of Doura, southwest of Hebron; Beit Luqia
village, southwest of Ramallah; and Bruqin village, west of Salfit.

 

Sunday, 07 September 2014

 

· At approximately 00:30, Israeli forces stationed at the annexation wall
gate near Jbarah village, south of Tulkarm, fired bullets, tear gas canisters
and sound bombs at the said village. Local source stated to a PCHR fieldworker
that Israeli forces claimed there were a number of boys trying to jump over the
barbwire, which is part of the annexation wall. No further incidents were
reported.   

 

· At approximately 01:00, Israeli forces moved into Bani Na’im village,
east of Hebron. They raided and searched 2 houses belonging to the al-Sallal family
from which they arrested Ahmed Abdullah al-Sallal (26) and Khaled Diab
al-Sallal (25).

 

· At approximately 01:30, Israeli forces moved into Hebron. They raided
and searched a house belonging to the family of Wesam Nasser al-Sha’rawi (25).
They arrested the aforementioned person and took him to an unknown destination.

 

· At approximately 03:00, Israeli forces moved into Beit Ommar town, north
of Hebron. They raided and searched a house belonging to the family of Khaled
Khalil Abdul Fattah Sabarbah (27). They arrested the aforementioned person and
took him to an unknown destination.

 

· At approximately 18:00, Israeli forces moved from “Tarsalah” settlement
that was evacuated in 2005 into the area around al-Fondoqomya village, south of
Jenin. A local source stated to a PCHR fieldworker that Israeli forces
established their tents and stayed in the area for a while. They withdrew later
and no further incidents were reported. It should be noted that the
abovementioned settlement was seized by Israeli forces following the 1967
Arab-Israeli War, as it had been a camp for the Jordanian army. The Jordanian
army established the camp in 1952 and built a mosque there in 1965. After
Israeli forces seized the camp they turned the mosque into a Jewish synagogue
and the camp into a settlement. Israeli forces moved into this evacuated area
now and then, while Israeli settlers sneak into the evacuated settlement in
Jenin under Israeli forces’ protection to perform religious rituals.

 

· At approximately 19:30, Israeli gunboats stationed off al-Sudaniya
shore, northwest of Beit Lahia, in the northern Gaza Strip, opened fire around
Palestinian fishing boats that were sailing within 2 nautical miles for about
15 minutes. They also chased some boats, but neither material damage nor
casualties were reported. It should be noted that this attack is part of a
series of Israeli violations of the long-term truce that was declared at 19:00
on Tuesday, 26 August 2014, and allowed fishermen to sail and fish up to 6
nautical miles.

 

Note: During the day, Israeli forces
carried out 9 incursions into the following areas, but no arrests were
reported: al-Tabaqah village, south of Doura, southwest of Hebron; Yasouf and
Qarawet Bani Hassan villages in Salfit; Jaba’ village, south of Jenin; Kherbatha
al-Mesbah village, southwest of Ramallah; Kherbet Abu Falah village, northeast
of Ramallah; Ni’lin village, west of Ramallah; and Sanjal village, north of
Ramallah.

 

Monday, 08 September 2014

 

· At approximately 03:00, Israeli gunboats stationed off al-Sudaniya
shore, northwest of Beit Lahia, in the northern Gaza Strip, opened fire around
Palestinian fishing boats that were sailing within 5 nautical miles for about
15 minutes. They also chased some boats, but neither material damage nor
casualties were reported

 

· At approximately 07:00, a number of boys threw stones at Israeli
soldiers positioned at (160) military checkpoint, south of Hebron. The Israeli
soldiers chased the boys and arrested 2 of them: Yusef Jaber Hajajrah (12), a
school student at the UNRWA Hebron Primary School, and Oudai al-Rajabi (8), a
school student at Khadijah Public School. The 2 schools are located 250 meters
away from the said checkpoint. The 2 children were taken in a brutal way to the
checkpoint. When civilians intervened to stop it, Israeli soldiers arrested 3
other civilians:

1. Abdul Aziz Abdul Hafiz al-Rjoub (28), a school teacher
at Tareq Ben Ziad school;

2. ‘Ammar Ghaith (40), school janitor at Khadijah Public
School; and

3. Malek al-Salaymah (19).

 

In the meantime,
Israeli forces fired tear gas canisters at school students who were present in
the street in front of their schools, due to which 2 gas canisters landed
inside Hebron Primary School. As a result, a number of students suffered tear
gas inhalation. It should be noted there are 6 schools in the street. The 5 civilians
were detained for 3 hours at the checkpoint and then taken to “Ja’barah” police
station near the Ibrahimi mosque. The 2 children and the school teacher were
released, but Gaith and al-Salaymah remained in custody.

 

· At approximately 08:00, medical source at al-Ma’adi Hospital in Egypt
pronounced Salah Mohammed Ibrahim al-Riyati (22) dead of wounds he sustained in
an Israeli attack on al-Tanour neighbourhood in the east of Rafah on 19 July
2014.

 

· At approximately 18:00, Israeli forces moved into Ya’bad village,
southwest of Jenin. They patrolled the streets, during which a number of
youngsters gathered and threw stones at Israeli soldiers who fired
rubber-coated metal bullets, sound bombs and tear gas canisters in response. As
a result, Emad Ahmed Kamel Herzallah (15) sustained a bullet wound to the right
shoulder and was taken to Jenin Hospital for medical treatment. Moreover,
Israeli forces arrested 4 other children: Mohammed Ma’moun Abdullah ‘Amarnah
(12); Ahmed Sadeq Mohammed Abu Baker (15); Khaled Arafat Hosni Amr (14);d and
Ekremah Khaled Amarnah (14). Israeli forces withdrew later and took the 4
arrested to an unknown destination.

 

· Around the same time, Israeli soldiers moved into Selwad village,
northeast of Ramallah. They patrolled the streets and raided and searched 2
houses. A number of boys gathered and threw stones at Israeli soldiers who
fired sound bombs and tear gas canisters in response. Israeli forces arrested 2
children: Ramzi Ahmed Hamed (7) and Abdul Fattah Abdul Ghani Hammad (8), who
were present in front of al-Huriya multi-storey building. Youngsters and woman
quarrelled with Israeli soldiers, due to which Israeli soldiers fired gas
canisters at civilians. The 2 arrested children were taken to the Israeli
military watchtower, west of the village. 15 minutes later, Ramzi was released,
but Abdul Fattah was taken to “Benjamin” police station, southeast of the city.
At approximately 00:00, Abdul Fattah was delivered to the Palestinian liaison
office. 

 

Tuesday, 09 September 2014

 

· At approximately 01:00, Israeli forces moved into Qarawet Bani Hassan village,
west of Salfit. They patrolled the streets and raided and searched a house
belonging to the families of Bahjat Yassin Assi (18) and Amjad Basem Rayan
(20). They arrested the 2 aforementioned persons and took them to an unknown
destination.

 

· At approximately 01:30, Israeli forces moved into Shweika suburb, north
of Tulkarm. They patrolled the streets and raided and searched a house
belonging to the family of Zeyad Ali Abdul Qader Tayeh (38). They arrested the
aforementioned person and took him to an unknown destination.

 

· At approximately 02:00, Israeli forces moved into Selwad village,
northeast of Ramallah. They patrolled the streets and raided and searched 2
houses. A number of boys gathered and threw stones at Israeli soldiers, who
fired sound bombs and tear gas canisters in response. In addition, they
arrested Assef Omar Abdul Ghani Hamed (18) and Emad Essa Afif Hammad (20).

 

· Around the same time, Israeli forces moved into al-Ouja village,
northwest of Jericho. They patrolled the streets and raided a house belonging
to the family of Awwad Jaraheed. They arrested his 2 sons: Murad (17); and
Mohammed (19).

 

· Also around the same time, Israeli forces moved into Sa’ir village, east
of Hebron. They patrolled the streets and raided and searched a house belonging
to the family of Mohammed Ibrahim Shalaldah (29). They arrested the aforementioned
person and took him to an unknown destination.

 

· At approximately 04:00, Israeli forces moved into Jenin refugee camp,
adjacent to Jenin city. They patrolled the streets and raided a house belonging
to the family of Essam Jom’ah Sa’d Abu Jabal “Abu Khalifah” (20). They arrested
the aforementioned person. In the meantime, Israeli forces raided and searched
a house belonging to the family of Is’haq Rafiq Mahmoud Lahlou “Abu Shahlah”
(20). They arrested the aforementioned person.

 

· At approximately 05:00, Israeli gunboats stationed off al-Waha resort,
northwest of Beit Lahia, in the northern Gaza Strip, opened fire at Palestinian
fishing boats. They surrounded a fishing boat that was sailing within 1.5
nautical miles and boarded by Tareq Abdul Bari Mohammed al-Sultan (18) and his
brother Essam (21), from al-Salateen neighbourhood in Beit Lahia town in the
north of the Gaza Strip. Israeli forces arrested them, and took them to an
unknown destination and seized the fishing boat and net.

 

· At approximately 06:30, Israeli gunboats stationed off al-Waha resort,
northwest of Beit Lahia, in the northern Gaza Strip, opened fire at Palestinian
fishing boats. They surrounded a fishing boat that was sailing within 1.5
nautical miles and boarded by Baha’ Yusef Mohammed al-Sultan (25) and Ahmed
As’ad Mohammed al-Sultan (22) from al-Salateen neighbourhood in Beit Lahia town.
Israeli forces arrested them, and took them to an unknown destination and
seized the fishing boat and net.

 

According to
investigations conducted by PCHR and testimonies of other fishermen, Israeli
gunboats surrounded 2 fishing boats in 2 separate incidents and frightened the
fishermen on board by opening fire at them. Israeli navy forces ordered the 4
fishermen to jump into the water and swim towards the gunboats. In addition,
they tied the 2 fishing boats to the gunboats and seized them. The 4 fishermen
were arrested and taken to an unknown destination. It should be noted that the detention
of these 4 fishermen is the second of its kind off the northern shore, as
Israeli forces arrested 2 fishermen on Monday, 03 September 2014 from the same
area. This violation is part of the Israeli violations of the long-term truce
that was decalred at 19:00 on 26 August 2014 which allowed fishermen to sail
and fish up to 6 nautical miles.

 

· At approximately 07:00, medical sources at an Egyptian hospital pronounced
Rahaf Suleiman ‘Awad Abu Jame’ (5) dead due to her serious wound she sustained
on 25 July 2014, when Israeli forces destroyed her uncle’s house to which her
family resorted during the Israeli ground incursion into al-Zannah area in Bani
Suhailah village. Due to the seriousness of her wound, Rahaf was transferred to
an Egyptian hospital.  

 

Note: During the day, Israeli forces
carried out 6 incursions into the following areas, but no arrests were
reported: Jaba’, Maithaloun, Seerah, al-Zababdah, Saris and Anzah villages,
south of Jenin.

 

 

Wednesday, 10
September 2014

 

· At approximately 01:00, Israeli forces moved into Sa’ir village, east of
Hebron. They patrolled the streets and deployed between houses. They also
raided a house belonging to the family of Tha’er Reda Shalaldah (20). They
arrested the aforementioned person and withdrew later.

 

· At approximately 02:00, Israeli forces moved into al-Aroub refugee camp,
north of Hebron. They patrolled the streets and raided a house belonging to the
family of Salah Ibrahim Hasaniya (20). They arrested the aforementioned person
and took him to an unknown destination.

 

· In a cold-blooded crime, in early morning, Israeli forces killed a
Palestinian civilian and arrested another in al-Am’ari refugee camp, in
al-Bireh city. Israeli forces moved into the camp.  Dozens of civilians gathered and threw stones
at Israeli soldiers who opened fire in response. According to investigations
conducted by PCHR, the victim was standing with his friends in an alley in the
refugee camp and did not participate in throwing stones at the Israeli
soldiers, but he was killed during the Israeli withdrawal from the camp.

 

According to
investigations conducted by PCHR and statements of eyewitnesses, at
approximately 03:30 on the abovementioned day, Israeli forces moved into al-Am’ari
refugee camp, north of Ramallah. They deployed in the streets and moved into
al-Sarisi neighbourhood for arrests. Israeli soldiers raided and searched a
house belonging to the family of Alaa Suleiman Ali Jalaytah (24). They damaged
the house contents and arrested him.  A
number of Palestinian youngsters gathered and threw stones at Israeli soldiers
who fired rubber-coated metal bullets, sound bombs and tear gas canisters in
response. Moreover, Israeli soldiers approached the youngsters and fired
heavily at them. At approximately 04:45, Israeli soldiers got into the military
vehicles to withdrew, but 10 soldiers stepped out of a troop carrier. A soldier
fired at a group of 4 young men who were standing near al-Am’ari Grand Mosque.
As a result, Essa Khaled Essa Qatari (23) sustained a bullet wound to the left
side of the chest. He was taken by a taxi to Palestine Medical Compound in
Ramallah. Doctors tried to revive his heart in the intensive care unit, but
their efforts failed to save his life. A medical source pronounced him dead.
According to testimonies of the victim’s friends, after Essa was shot, he ran
about 70 meters and then fell to the ground. He was bleeding from the back.
There were no clashes in the area and Israeli forces were about to withdrew,
but suddenly some soldiers stepped out of a vehicle and fired at al-Qatari.

 

· At approximately 05:45, a medical source at Naser Hospital in Khan Yunis
pronounced Abdul Fattah Hussein al-Abed Abu Slaimah (72) dead due to wounds he
sustained in the shelling of his neighbour’s house in Tal al-Sultan neighbourhood
in the west of Rafah on 21 August 2014. The attack resulted in the killing of
11 Palestinians, including 8 civilians and 3 leaders of the Izziddin al-Qassam
Brigades (the armed wing of Hamas).

 

· At approximately 10:00, Israeli forces accompanied by a Civil
Administration vehicle moved into Khashm al-Daraj area to the east of Yatta
town, south of Hebron. They deployed in the area and obliged residents of the
area to leave their houses in order to be demolished under the pretext of
non-licensing. Israeli forces demolished 3 houses made of bricks and tin plates
and a sheep barn. As a result, over 40 civilians became homeless. The
demolished houses were as follows:

1. A 60-square-meter house made of bricks and tin plates
belonging to Mousa Ahmed Awwad al-Tanabah;

2. A 50-square-meter house made of bricks and tin plates
belonging to Abdullah Ahmed Awwad al-Tanabah;

3. A 50-square-meter house made of bricks and tin plates
belonging to Mostafa Salem al-Tanabah;

4. A 30-square-meter sheep barn belonging to Salmah
Suleiman al-Tanabah.

 

· At approximately 15:00, Israeli forces stationed near the security fence
near “Gosh Etzion” settlement, north of Beit Ommar, north of Hebron, arrested
Nawaf Mohammed Adi (18) and Ali Sami Hassan Adi (17) while they collecting
almonds from their land in Saffa area.

 

2. Use of
Excessive Force against Peaceful Demonstrations Protesting Settlement Activities
and the Construction of the Annexation Wall

 

During the reporting period,
Israeli soldiers used excessive force against peaceful demonstrations organized
by Palestinian civilians, international and Israeli human rights defenders in
protest at the construction of the annexation wall and settlement activities in
the West Bank. As a result, two Palestinian civilians were wounded, several
demonstrators suffered tear gas inhalation and others sustained bruises as they
were beaten up by Israeli soldiers.

 

In
the same context, 5 Palestinian civilians, including a child and 2 brothers, were
wounded during other peaceful protests.

 

(PCHR keeps the names of the wounded in fear of being
arrested by the Israeli forces within its policy to oppress the peaceful
protests and prevent Palestinian civilians from participating).

 

Demonstrations
against the construction of the annexation wall and settlement activity

 

· Following
the Friday Prayer on 05 September 2014, dozens of Palestinian civilians and
international and Israeli human rights defenders organized a peaceful
demonstration in Bil’in, west of Ramallah, in protest at the construction of
the annexation wall and settlement activities. The demonstrators took the
streets raising the Palestinian flags and headed to the liberated territories
near the annexation wall. Early in the morning, Israeli forces closed all
entrances to the village to prevent Palestinian civilians and international and
Israeli human rights defenders from participating in the protests. Protestors
marched by the annexation wall and tried to cross the fence. Israeli soldiers
stationed behind the wall, in the western area, and a large number of soldiers
deployed along it, fired live bullets, tear gas canisters, rubber-coated steel
bullets, sound bombs and waste water at them and chased them into the olive
fields. As a result, several demonstrators suffered tear gas inhalation and
others sustained bruises as they were beaten up by Israeli soldiers.

 

· At the same time, dozens of Palestinian
civilians organized a peaceful demonstration in Nil’in village, west of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators made their way towards the annexation wall.
Israeli forces closed the wall gate with barbwire and, when the demonstrators
attempted to access the lands behind the barbwire, they were stopped by Israeli
soldier. The demonstrators threw stones at the Israeli soldier who responded
with live ammunition, rubber-coated metal bullet, sound bombs, tear gas
canisters, and waste water at them and chased them into the village. As a
result, several demonstrators suffered tear gas inhalation and others sustained
bruises as they were beaten up by Israeli soldiers.

 

· Around the same time, dozens of
Palestinian civilians and Israeli and international human rights defenders
organised a peaceful demonstration in Nabi Saleh village, southwest of
Ramallah, in protest at the construction of the annexation wall and settlement
activities. The demonstrators made their way in the streets raising the
Palestinian flags and chanting slogans against the occupation and in support of
the Palestinian unity, and they then headed to the lands that the settlers are
trying to rob by force near “Halmish” settlement. Israeli forces had closed all
the entrances of the village since the morning to prevent Palestinian and
international activists and journalists from participating in the
demonstration. When they arrived at the aforementioned land, demonstrators were
met by live bullets, tear gas canisters, rubber-coated steel bullets, sound
bombs and waste water and were chased into the village. As a result, many
civilians suffered tear gas inhalation and others sustained bruises due to
being beaten up by Israeli soldiers.

 

· Also following Friday prayer, dozens of
Palestinian civilians and international human rights defenders gathered at the
northern entrance of Wadi Fouqin village, west of Bethlehem to organize a
protest against the Israeli decision to seize thousands of dunums from the
village and other villages. The demonstrators made their way towards lands
threatened to be seized carrying Palestinian flags and posters against the
Israeli occupation. In addition, they planted olive seedlings in the area
adjacent to “Betar Elit” settlement. In the meanwhile, Israeli forces fired
sound bombs, tear gas canisters and rubber-coated metal bullets at the
demonstrators. As a result, a number of civilians suffered tear gas inhalation.

 

· Also at approximately 13:20, Palestinian
civilians and international solidarity activists organized a protest in the center
of Kufor Qaddoum village, northeast of Qalqilya, heading to the eastern
entrance of the village in protest against closing that entrance since the
beginning of the al-Aqsa Intifada with an iron gate. The demonstrators threw
stones at Israeli soldiers, who fired rubber-coated metal bullets, sound bombs
and tear gas canisters in response. As a result, a 19-year-old civilian
sustained a bullet wound to the right leg and a 60-year-old man was hit by a
gas canister to the left leg.  

 

Other Demonstrations

 

· On
Friday afternoon, 05 September 2014,
dozens of
Palestinian young men gathered at the western entrance of Selwad village,
northeast of Ramallah on the road between Selwad village and Yabrod village
near Street (60), to throw stones at the aforementioned street. Israeli
soldiers fired live ammunition, rubber-coated metal bullets, sound bombs and
tear gas canisters at the civilians, and chased them into the village. As a
result, 4 civilians, including 2 brothers, were wounded and taken to Palestine
Medical Compound in Ramallah. A 24-year-old male sustained 2 bullet wounds to
the neck, a 25-year-old male sustained 3 bullet wounds to the legs, a
23-year-old male sustained a bullet wound to the chest and a 24-year-old male
sustained a bullet wound to the left knee.

 

· On Friday afternoon, dozens of youngsters gathered
from different areas of Ramallah and al-Bireh in the vicinity of Ofer detention
facility, southwest of Ramallah. They headed towards the facility’s gate that
was closed by Israeli soldiers. They set fire to tyres and threw stones and
empty bottles at the soldiers. Israeli forces deployed around the detention
facility and started firing live and rubber-coated metal bullets, sound bombs
and tear gas canisters. As a result, a 17-year-old male sustained a bullet
wound to the right thigh and was taken to Palestine Medical Compound in
Ramallah for medical treatment.

 

3. Continued
Closure of the oPt

 

Israel
continued to impose a tight closure on the oPt, imposing severe restrictions on
the movement of Palestinian civilians in the Gaza Strip and the West Bank,
including occupied East Jerusalem.

 

 

Gaza
Strip

 

Israeli
forces continuously tighten the closure of the Gaza Strip and close all
commercial crossings, making the Karm Abu Salem crossing the sole commercial
crossing of the Gaza Strip, although it is not suitable for commercial purposes
in terms of its operational capacity and distance from markets.

Israeli
forces have continued to apply the policy, which is aimed to tighten the
closure on all commercial crossings, by imposing total control over the flow of
imports and exports.

 

The
total closure of al-Mentar (“Karni”) crossing since 02 March 2011 has
seriously affected the economy of the Gaza Strip. Following this closure, all
economic and commercial establishments in the Gaza Commercial Zone were shut
off. It should be noted that al-Mentar crossing is the biggest crossing in the
Gaza Strip, in terms of its capacity to absorb the flow of imports and exports.
The decision to close al-Mentar crossing was the culmination of a series of
decisions resulting in the complete closure of the Sofa crossing, east of the
Gaza Strip in the beginning of 2009, and the Nahal Oz crossing, east of Gaza
City, which were dedicated for the delivery of fuel and cooking gas to the Gaza
Strip, in the beginning of 2010.

 

Israeli
forces have continued to impose a total ban on the delivery of raw materials to
the Gaza Strip, except for very limited items and quantities. The limited
quantities of raw materials allowed into Gaza do not meet the minimal needs of
the civilian population of the Gaza Strip.

 

The
cooking gas crisis has fluctuated for 9 months due to the closure of Karm Abu
Salem for security claims. According to PCHR’s follow-up, Israeli authorities
only allow an average of 98 tons of cooking gas into Gaza per day.  This
limited quantity is less than half of the daily needs, which is 200 tons per
day of the civilian population in the Gaza Strip during winter.  The
crisis has unprecedentedly aggravated for around six weeks due to cold weather
and overconsumption in addition to the power outage and using gas as an
alternative in many instances of electricity.  The lack of diesel and
benzene led to the aggravation of the crisis as a result of using the gas
cylinder for cars or as an alternative for benzene to run generators.  As
a result, the demand for gas further increased.

 

For
almost 6 consecutive years, Israeli forces have continued to prevent the
delivery of construction materials to the Gaza Strip. Two years ago, Israeli
forces approved the delivery of limited quantities of construction materials
for a number of international organizations in the Gaza Strip.  On 17
September 2013, they allowed the entry of limited quantities of construction
materials for the private sector.  However, on 13 October 2013, they
re-banned it claiming that these materials are used for constructing tunnels. 
Last week, Israeli forces allowed the entry of construction materials only for
UNRWA and UNDP projects.  As a result, construction works have completely
stopped impacting all sectors related to construction and an increase in
unemployment levels. During the 51-day Israeli offensive on the Gaza Strip in
July and August 2014, Israeli authorities did not allow the entry of any
construction materials. As a result, vital and infrastructure projects have
been obstructed so far.

 

Israeli
forces also continued to impose an almost total ban on the Gaza Strip exports,
including agricultural and industrial products, except for light-weighted
products such as flowers, strawberries, and spices.

 

Israel
has continued to close the Beit Hanoun (“Erez”) crossing for the majority of
Palestinian citizens from the Gaza Strip. Israel only allows the movement of a
limited number of groups, with many hours of waiting in the majority of cases.
Israel has continued to adopt a policy aimed at reducing the number of
Palestinian patients allowed to move via the Beit Hanoun crossing to receive
medical treatment in hospitals in Israel or in the West Bank and East
Jerusalem. Israel denied permission to access hospitals via the crossing for
new categories of patients from the Gaza Strip.

 

The
Egyptian authorities allow the population of the Gaza Strip to travel via Rafah
International crossing, which connects the Gaza Strip with the outside
world.  Only limited and specified categories are allowed, including
patients, students, persons that hold residencies in Egypt or abroad, men over
40 years, females in all ages, children under 18, persons who hold Arab and
foreign nationalities, and members of Arab and international humanitarian
delegations.  Supposedly the crossing opens seven days a week. 
Nowadays, the crossing is overcrowded due to the prolonged procedures from the
Egyptian side, particularly after closing it for several days over the past
weeks due to Egypt’s security conditions, which has affected the travelers’
movement in both directions.

West
Bank

 

Israel
has imposed a tightened closure on the West Bank. During the reporting period,
Israeli forces imposed additional restrictions on the movement of Palestinian
civilians:

 

· Hebron: Israeli forces have continued
to impose severe restrictions on the movement of Palestinian civilians. At approximately
07:00 on Thursday, 04 September 2014, Israeli forces established a checkpoint
at the northern entrance of Hebron. At approximately 17:00, a similar
checkpoint was established at the entrance of Deir Samet village, southwest of
Doura, southwest of the city. Both checkpoints were removed, and no arrests
were reported.

 

At
approximately 08:00 on Friday, 05 September 2014, Israeli forces established a
checkpoint at the entrance of Abu Rishah valley road, west of Ethna, west of
Hebron. The checkpoint was removed, and no arrests were reported.

 

At
approximately 07:30 on Saturday, 06 September 2014, Israeli forces established 2
temporary checkpoints at the entrances of Sa’ir village, east of Hebron, and
Halhoul, north of the city. Both checkpoints were removed, and no arrests were
reported.

 

At
approximately 07:00 on Sunday, 07 September 2014, Israeli forces established a
checkpoint at Ethna village, west of Hebron. The checkpoint was removed, and no
arrests were reported.

 

At
approximately 08:00 on Tuesday, 09 September 2014, Israeli forces established a
checkpoint at the northern entrance of Hebron. The checkpoint was removed
later, and no arrests were reported. At approximately 15:00, on the same day, Israeli
forces established a similar checkpoint at the entrance of Raboud village,
south of Doura, southwest of Hebron. The checkpoint was removed later, and no
arrests were removed.

 

· Ramallah:  Israeli forces have
continued to impose severe restrictions on the movement of Palestinian
civilians. At approximately 14:00 on Friday, 05 September 2014, Israeli forces closed
the eastern entrance of al-Nabi Saleh village, northwest of Ramallah, with an iron
gate. At approximately 17:30, they established a checkpoint under the bridge of
Kherbatha al-Mesbah village, southwest of Ramallah. At approximately 20:30,
Israeli forces established a heckpoint at the eastern entrance of al-Taybah
village, northeast of Ramallah. The checkpoint was removed later, and no
arrests were reported.

 

At
approximately 15:30 on Saturday, 06 September 2014, Israeli forces established
a checkpoint at the crossroads of Beit ‘Our al-Fouqa village, southwest of
Ramallah. At approximately 21:30, Israeli forces established a checkpoint at
the entrance of Deir Nezam village, northwest of the city. The checkpoints were
removed, and no arrests were reported.

 

· Jericho: Israeli forces have continued
to impose severe restrictions on the movement of Palestinian civilians. At
approximately 10:30 on Saturday, 06 September 2014, Israeli forces established
a checkpoint at the entrance of Fasayel village, north of Jericho. At approximately
20:00, they established a similar checkpoint at the southern entrance of the
city. Both checkpoints were removed, and no arrests were reported. 

 

· Tulkarm: Israeli forces have continued
to impose severe restrictions on the movement of Palestinian civilians. At
approximately 11:00 on Sunday, 07 September 2014, Israeli forces stationed at
Enab checkpoint on Tulkarm-Nablus road, east of Tulkarm, imposed more restrictions,
but no arrests were reported. At approximately 15:00, Israeli forces
established a checkpoint on Tulkarm-Qalqilya road, near the eastern entrance of
Jbarah village. The checkpoint was removed, and no arrests were reported. It
should be noted that Jbarah village had been isolated from its surrounding
after al-Aqsa Intifada for over 10 years because of the annexation wall, south
of Tulkarm. The course of the wall was adjusted lately in a way that
reconnected the village with other villages.

At
approximately 09:30 and 21:30, on Monday, 08 September 2014, Israeli forces
stationed Enab checkpoint on Tulkarm-Nablus road, east of Tulkarm, imposed more
restrictions, but no arrests were reported. On Tuesday, 09 September 2014, the
same restrictions were imposed at the same checkpoint.

  

· Jenin: Israeli forces have continued
to impose severe restrictions on the movement of Palestinian civilians. At
approximately 16:00 on Sunday, 07 September 2014, Israeli forces established a
checkpoint on the road connecting Jenin with Tulkarm and Nablus, south of
Jenin. The checkpoint was removed, and no arrests were reported.

 

At
approximately 10:15 on Tuesday, 09 September 2014, Israeli forces established a
checkpoint at the eastern entrance of Ya’bad village, southwest of Jenin. The
checkpoint was removed, and no arrests were reported.

 

· Qalqilya and Salfit: Israeli forces have continued
to impose severe restrictions on the movement of Palestinian civilians. At
approximately 11:00 and 19:45 on Saturday, 06 September 2014, Israeli forces
established a checkpoint at the eastern entrance of Qalqilya. The checkpoint
was removed and no arrests were reported.

 

At
approximately 00:00 on Sunday, 07 September 2014, Israeli forces established a
checkpoint at the crossroad of Jeet village, northeast of Qalqilya. The
checkpoint was removed at approximately 00:30, and no arrests were reported.

 

At
approximately 20:15 on Monday, 08 September 2014, Israeli forces established a
checkpoint at the northern entrance of Azzoun village, east of Qalqilya. They
withdrew later and no arrests were reported.

 

At
approximately 23:00, on Tuesday, 09 September 2014, Israeli forces established
a checkpoint at the western entrance of Hares village, north of Salfit. The
checkpoint was removed, and no arrests were reported.

 

Arrests
and Maltreatment at Military Checkpoints

 

· At approximately 14:30 on Friday,
05 September 2014, Israeli forces re-established their presence at Attarah
checkpoint at the northern entrance of Birzait village, north of Ramallah. They
searched Palestinian vehicles and checked IDs of passengers. In addition, they
arrested Eyad Mohammed Abdul Hamid Awawdah (36), from al-Bireh, and took him to
an unknown destination.

 

· At approximately 16:00 on Sunday,
07 September 2014, Israeli forces deployed in Hebron’s Old City arrested 2
brothers: Osamah (22) and Hassan Hussein al-Haddad (20), under the pretext they
photographed settlers in the city’s markets.

 

· At
approximately 15:00 on Monday, 07 September 2014, Israeli forces stationed near
“Karmi Tsour” settlement, south of Beit Ommar town, north of Hebron, arrested 5
children, who were present near the settlement’s security fence: Mohammed
Hussein Mostafa Abu Mariah (16); his brother Mowafaq (14); Hassan Mohammed
Hassan Muqbel (17); Essam Mohammed Essa Bahar (14); and Mo’ayed Ayesh Khalil
Abu Mariah (15). In the meantime, Israeli forces closed the road leading to the
central market, east of the town, and detained a number of civilians. In
addition, Israeli forces established a checkpoint at the entrance of the town
and arrested Feras Ibrahim Ahmed Abu Mariah (25) at the checkpoint, during
which Mohammed Ali Ayyad, a volunteer at B’Tselem, was filming what happened.
Israeli soldiers detained Ayyad for a while and confiscated the camera’s tape.

 

 

4. Efforts
to create a Jewish demographic majority in occupied East Jerusalem

Death
of a child of wounds he sustained:

 

· At approximately 11:00 on Sunday, 7 September
2104, medical sources at Hadassah – Ain Karem Hospital declared death of

According
to investigations conducted by PCHR, at approximately 19:30 on Sunday, 31
August 2014, Israeli soldiers fired a rubber-coated metal bullet at Muahmmed
Abdel Magid Sunuqrut (16) from Wadi al-Jouz neighborhood, east of the Old City
in Jerusalem, and wounded him directly to his head. The child’s father stated
to PCHR that his child and a number of his friends went out to perform al-Isha
Prayer in the nearby ‘Abdin Mosque. At the same time, a group of Israeli special
forces raided al-Asuti and al-Maqdisi neighborhoods near the aforementioned
mosque. They fired rubber-coated metal bullets, tear gas canisters, and sound
bombs randomly between the houses.  The
child’s father told PCHR that one of the soldiers targeted his son directly to
the head from a close distance. Immediately, the child fainted and started
bleeding. He added that the soldiers attacked the youths who rushed to help his
son and obstructed the paramedics who were in the area even after they showed
their official ID’s. The child was moved to Hadassah Ain Karem Hospital in a
critical medical condition. Later on, he underwent a surgery to stop the
bleeding of his brain and remove a skull bone which was fractured. On Thursday,
4 September 2014, doctors informed the child’s father that he went into coma.
Later on the aforementioned day, medical sources declared his death.

 

Incursions
and Arrests:

 

· At approximately 14:00 on Thursday, 4
September 2014, Israeli forces moved into Wadi al-Jouz neighborhood, east of
the Old City in Jerusalem. They stationed at Ekhwan al-Safaa street and raided
and searched a number of houses. They arrested Awni Mahmoud Saida (17) and took
him to an unknown destination.

 

· At approximately 18:00 on Friday, 5 September
2014, Israeli forces moved into al-‘Izrayya, east of Jerusalem and stationed near
al-‘Izrayya cemetery. They raided and searched a number of houses and arrested
Ashraf Muahmmed al-Yasini (14) after beating him up. Later, they took the
aforementioned to an unknown destination.

 

· At approximately 14:00 on Saturday, 6
September 2014, Israeli forces moved into al-‘Isawia village, northeast of
Jerusalem. They raided and searched a number of houses and arrested Muahmmed
Naser Jamjoum (28) and Bilal Ahmed Nufal (21) then took them to an unknown
destination. 

 

· At approximately 16:00 on Sunday, 7 September
2014, Israeli forces moved into Shams al-Dein al-Asuti area in Wadi al-Jouz
neighborhood after the death of Muahmmed Abdel Majid Sunqrut (16) who died of
wounds he sustained 8 days earlier after an Israeli soldiers shot him directly
to the head. The youths of the neighborhood threw stones at Israeli soldiers
who fired tear gas canisters. The clashes continued for hours and expanded
throughout the neighborhood. Israeli soldiers fired rubber-coated bullets,
sound bombs, and tear gas canisters at Palestinian youths who participated in
the clashes. Settlers and Israeli soldiers threw stones and empty bottles at
Palestinians’ cars. Several civilians were wounded. Some of them were
identified as: Luai Muahmmed Ghosha (22), who sustained a bullet wound to his
foot; ‘Odai Naser al-Maqdisi (19), who sustained a bullet wound to his thigh;
Nadeer Beibras, a photojournalist who sustained a bullet wound to his foot;
Musa ‘Adila, a photographer who sustained a bullet wound to the back of his
head; and Luaa Abu Rmeila, a journalist who sustained a tear gas canister
shrapnel to her head. Furthermore, Amin Siam, a journalist, was beaten up by a
gun butt to his head and lost conscience. Dozens of civilians suffered tear gas
inhalation and were all moved to al-Maqased hospital.

 

· At approximately 17:00 on Monday, 8 September
2014, Israeli forces moved into Wadi al-Jouz area in the same time of Muahmmed
Abdel Majid Sunqrut’s funeral in al-Mujahdin cemetery in Bab al-Sahera gate.
They fired rubber-coated metal bullets, sound bombs, and tear gas canisters at
Palestinians who carried Palestinian flags which are not allowed in the city.
Dozens of civilians surfed tear gas inhalation and some sustained bruises as
they were beaten up by Israeli soldiers. Moreover, Qassam Barqan, Sunqrut’s
uncle, sustained a bullet wounded to his head while Muahmmed Ibrahim S’adi (61)
sustained sound bomb shrapnel wound to his face. Israeli forces arrested 4
civilians who were participating in the funeral: Nidal Sunqrut; Ziad Malous;
Khamis Ayyash; and Shajer Naser al-Dein.

 

· At approximately 15:00 on Tuesday, 9 September
2014, the Israeli police arrested Mizid Muahmmed al-Abbasi (12) when he was
heading home from school in Silwan neighborhood, east of the Old City in
Jerusalem. 

 

According
to eyewitness’ testimonies, the Israeli police arrested the aforementioned
child when he was walking with a group of children in Silwan neighborhood. The
children were heading home from their school in Ras al-‘Amoud neighborhood to
their houses in Ain al-Louza neighborhood. They arrested the child and took him
to the police investigation facility in Salah al-Dein Street where he was
accused of throwing stones.  

 

5. Israeli Settlement Activities and Attacks by Settlers
against Palestinian Civilians and Property

 

· At approximately 11:00 on Thursday, 4
September 2014, Israeli forces backed by 3 military vehicles and a bulldozer
moved into the agricultural lands, west of Ezna village, west of Hebron. They
closed 4 agricultural roads leading to several areas west of the village: ‘Oun
al-Bus; Kherbat al-Ras; Khilat al-Mhareb; and Kherbat al-Bidhaa. These
agricultural lands are located near the annexation wall, which prevents its
owners from reaching them.

 

Attacks
carried out by settlers:

 

· At approximately 03:30 on Thursday, 4
September 2014, dozens of settlers guarded by Israeli forces moved into Joseph
Tomb area, east of Nablus, and preformed their religious rituals there. Dozens
of Palestinian youths gathered and threw stones and empty bottles at them.
Israeli soldiers fired sound bombs and tear gas canisters in response. Early in
the morning, Israeli forces and settlers withdrew. Neither arrests nor
casualties were reported.

 

·  At
approximately 20:00 on Thursday, 4 September 2014, a group of settlers threw
stones from “Beit Eil”, settlement which is established on confiscated lands
from Ramallah and al-Bireh, at a Palestinian vehicle on the bypass to al-Berih,
300 meters east of Beit Eil checkpoint. As a result, Manal Lutfi Sharif Taher
(40) sustained wounds, a fracture in her jaw and bruises to her right
hand.  In her testimony to PCHR, Taher
stated:

 

“At
approximately 20:00 on Thursday, 4 September 2014, I was returning with my
friend Fairouz Murad al-Barghuthi (46) in her Nissan Juke 2013 car from Jericho
to Ramllah after we brought her son Fadi al-Barghuthi (20) from al-Karama
border crossing. When we reached the bypass road to al-Bireh, about 300 meters
from Beit Eil checkpoint, I heard a strong bang against the car. I asked my
friend about it and asked her to turn down the radio. Immediately, I was hit
with a solid object to my right hand and jaw. I could not identify the object
at first so I started screaming of pain. I asked Fairouz to drive faster
because I saw someone standing near the street about 7 meters away. I lost
consciousness. I heard Fadi calling my husband Nasser and telling him what
happened. When we arrived at the aforementioned checkpoint, an Israeli soldier
stopped the car and asked why I was bleeding. 
I was the taken to al-Mustaqbal Hospital in al-Balou’ neighborhood in
al-Bireh. It turned out that I sustained 2-cenemter-deep wounds, a a fracture
to the jaw, and bruises to my right hand.”

 



 

Recommendations to the International Community

 

 

PCHR emphasizes the
international community’s position that the Gaza Strip and the West Bank,
including East Jerusalem, are still under Israeli occupation, in spite of
Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms
that Israeli forces continued to impose collective punishment measures on the
Gaza Strip, which have escalated since the 2006 Palestinian parliamentary
elections, in which Hamas won the majority of seats of the Palestinian
Legislative Council. PCHR stresses that there is international recognition of
Israel’s obligation to respect international human rights instruments and the
international humanitarian law, especially the Hague Regulations concerning
the Laws and
Customs of War on Land
and the Geneva
Conventions. Israel is bound to apply the international human rights law and
the law of war sometime reciprocally and other times in parallel in a way that
achieves the best protection for civilians and remedy for victims.

 

In light of continued arbitrary
measures, land confiscation and settlement activities in the West Bank, and the
continued aggression against civilians in the Gaza Strip, PCHR calls upon the
international community, especially the United Nations, the High Contracting
Parties to the Geneva Convention and the European Union – in the context of
their natural obligation to respect and enforce the international law – to
cooperate and act according to the following recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the human
rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfil its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directly targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violations and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
