Israeli Occupation Forces Kill Palestinian Woman in Hebron

This morning, a Palestinian woman was killed by the Israeli Occupation Forces’ (IOF) fire near an Israeli military observation post at the entrance to al-‘Aroub refugee camp in Hebron. IOF said that she was targeted allegedly for approaching the soldiers and attempting to carry out a stab attack.
According to investigations conducted by the Palestinian Centre for Human Rights (PCHR), at around 07:30 on Wednesday, 01 June 2022, an Israeli soldier stationed at a military observation post (iron cabin) opened fire at the left side of a sub road near the entrance to al-‘Aroub refugee camp in Hebron. At least one bullet was fired at Ghofran Haron Hamed Warasnah (30), from Shyoukh al-‘Arab village, northern Hebron, when she was around 2-3 meters away from the observation post. Warasnah was directly shot, fell on the ground, and was left to bleed. Many civilians tried to approach and help her when they were passing by the road. However, she was left to bleed for 20 minutes until a Palestinian ambulance arrived and took her to al-Ahli Hospital in Hebron, where she was pronounced dead.
Medical sources said that Warasnah, who was a former prisoner in the Israeli jails, was shot with a bullet that penetrated the left upper part of the chest and exited the right upper right side of the chest, causing laceration and internal bleeding in the upper side of the chest.
Later, IOF declared, “a stab attack was reported close to al-‘Aroub refugee camp as a rioter armed with a knife neared a soldier, who was securing Bypass Road 60. In Response, the military force opened fire and the rioter was neutralized. No injuries were reported among the Israeli military force.”
The information collected by PCHR emphasizes that IOF directly opened fire at the woman and wounded her in the upper part of her body while the Israeli soldiers were stationed in a fortified military observation post. Also, the soldiers did not give her any first aid and obstructed any assistance to her for 20 minutes, during which she severely bled.
This incident is part of IOF’s recurrent policy of using excessive force, especially “shoot to kill” policy against suspects particularly at checkpoints and near areas with military presence. Moreover, PCHR previously documented the murder of Palestinians, including women and children, at Israeli military checkpoints and other areas with military presence, mostly for alleged stab attacks or only for mere suspicions without the presence of an imminent threat to soldiers’ lives.
Since the beginning of 2022, IOF murdered 52 Palestinians, including 40 civilians: 12 children, 5 women (one was a journalist) and the rest were activists; 3 of them were assassinated. All of them are residents of the West Bank, including occupied East Jerusalem.
PCHR reiterates its call upon the international community to take immediate action to end Israeli occupation’s crimes, and its call upon the ICC Prosecutor to investigate the situation in Palestine without any delay similar to its prompt action in Ukraine. PCHR also demand the High Contracting Parties to the Fourth Geneva Convention fulfil their obligations as per Common Article 1 of the Convention, “undertake to respect and to ensure respect for the present Convention in all circumstances.” PCHR also calls upon the High Contracting Parties to uphold their commitment to Article 146 of the same Conventions, i.e., to hold accountable persons accused of committing grave breaches of the Convention, and to ensure protection for Palestinian civilians in the occupied territory.
